Council ok’s MOA with DSWD for modified ESA distribution

By Paul libres & LMJimenea ORMOC CITY – The city council here, this week, has given Mayor Edward Codilla the nod to sign a Memorandum of Agreement (MOA) with the Department of Social Welfare and Development (DSWD) to implement a “modified scheme” of the Emergency Shelter Assistance (ESA). That is, after a written approval from Social Welfare Secretary Corazon “Dinky” Soliman for the modified scheme is secured.

Under the modified scheme, qualified beneficiaries with “totally damaged” houses that should be getting P 30,000.00 would only get P 15,713.24 each, while those with “partially damaged” homes will get their full P 10,000.00.

Ormoc City already has a P 689-million allocation for its ESA in this year ’s General Appropriation’s Act. The Office of the Presidential Assistant for Rehabilitation and Recovery (OPARR) proposed the funding requirement for around 43,000 homes in the city, under the comprehensive recovery plan signed by Pres.

EV farmers told to prepare RTWPB announces effectivity of new wage order TACLOBAN CITY (PNA) for the effects of El Niño -– The Regional Tripartite TACLOBAN CITY - The Department of Agriculture Regional Field Office-8 (DA RFO-8) urges all farmers in Eastern Visayas to prepare and be observant as the nation is currently experiencing mild El Niño as cited by the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA).

El Niño happens when there is an unusual warm surface temperature in the Pacific Ocean accompanied by below average or abnormal rainfall. A warmer air temperature will be felt in varying degrees throughout the country.

Based on PAGASA’s data on climate, the Eastern Visayas region will experience two types of climate which are characterized by evenly distributed rainfall throughout the year with no dry season and maximum monthly rainfall from March to May. Wages and Productivity Board (RTWPB) has announced on Monday the effectivity of Wage Order No. 18, the first take home pay adjustment after the 2013 super typhoon.

RTWPB Secretary Florencio G. Aguilos, Jr. said the new order, approved by the regional board on February 24, was published in the Eastern Visayas Mail on March 15, 2014. Under the law, adjustment takes effect 15 days after its publication.

Under the new wage order, the wage body raised the pay of workers by integrating part of the cost-ofliving allowance (COLA) into the basic wage in all sectors except the sugar industry.

“We urge employers to voluntarily comply the order starting March 30 and pay the rate to workers since this is our basis for assessment,” Aguilos said.

For the non-plantation sector of the sugar industry, the RTWPB granted an increase of PHP14.50 to bring the lowest daily minimum wage range to PHP235 from PHP221.

Wage Order No. 18 added the PHP15 COLA under Wage Order No. 16 issued in May 2011 to the basic wage, raising it to PHP235 to PHP262 a day for different sectors.

Undocumented lumber impounded ORMOC CITY – A truckload of lumber was initially held at the Ormoc City Police Office here, after it was flagged down in a checkpoint at Brgy. Bantigue, this city, around noon of March 31, Tuesday.

It was released immediately, after police verified that the documents presented by its owner, one Ronnie Cagoyong, were legitimate. The cut lumber was allegedly “salvaged timber” from Yolanda-felled lawaan trees. The shipment also had a corresponding transport permit for 2,655 board feet of lumber, with a commercial value of P 160,000.00.

Supt. Ibrahim Jambiran, said they flagged down the truck in a checkpoint, after a tip was forwarded to them that lumber, which was possibly illegal, would be passing by anytime that day.

Eugene Mozo, community environment and natural resource officer based in Albuera, Leyte, on the other hand, confirms the lumber is legitimate, even if it was noted that some were “freshly cut.” He said that the lumber came from Yolanda-felled trees and

HEALTH & SCIENCE Strength training still advisable in older age

IN AUSTRIA, around ten per cent of over-65-yearolds are frail, while a further 40 per cent are in a preliminary stage of frailty. The Healthy For Life project, with the MedUni Vienna as the academic lead, aims to raise fitness levels and quality of life for older people whose nutritional condition is inadequate.

The first results show that regular strength training is particularly beneficial for increasing hand strength, and thus enabling people to live independently, says Thomas Dorner of the MedUni Vienna’s Centre for Public Health to mark World Health Day on April 7.

The Healthy For Life project is a collaboration between the MedUni Vienna, Wiener Hilfswerk and Sportunion Österreich and is sponsored by the Vienna Science and Technology Fund.

It involves volunteer “buddies” (aged at least 50) making weekly home visits to motivate older people to do strength training. Other nutritional issues are also discussed and it also boosts social support. It’s a win-win situation: “it is not only beneficial to the elderly people’s health, but also does the younger buddies good.”

The first results, to be presented at the project’s forthcoming “sustainability conference,” are clear: training enables the older people to be more independent.

Says Dorner: “We know that muscle mass decreases from the age of 30. Without training, around 50 per cent of muscle mass has deteriorated by the age of 80. In this study, the intervention group boosted their maximum hand strength by three kilograms.

That is an increase of almost 20 per cent on the initial measurements.

There was also a significant increase in physical activity levels, mobility, quality of life and cognitive functions. Albumin, a nutritional parameter for protein in blood serum, which is frequently at low levels in the frail elderly, was significantly increased.

Muscle training also reduces the risk of falls -- an important factor given the high number of osteoporosis patients in Austria: around 740,000 people aged over 50 are affected, most of them women. Dorner stresses that “the fear of falls was significantly reduced in the intervention group. This is very important, because the fear of falling leads to frail people moving less, and thus further depleting their muscular strength and increasing the risk of falls.”

The buddies, who trained alongside the elderly people also significantly increased their hand and leg strength during this period.

An interesting aspect of principle is that although general life expectancy is higher in women than in men, the proportion of healthy years of life is higher in men across the EU (79 per cent) than in women (74 per cent). Chronic illness is more common in women than men, and they also consider their state of health to be worse.

“A combination of good nutrition with enough plant and animal protein to maintain muscle mass, and regular physical training to promote muscle strength can boost the number of healthy years,” says the MedUni Vienna expert.

Then there is the fact that many frail people live alone and no longer leave their homes. “An active social life and social contacts are important factors in remaining independent for as long as possible,” explains Dorner. A new look at other options to produce electricity THE CURRENT conflict in Yemen is causing the price of oil in the international market to jump; yesterday it almost touched $50 US per barrel.

This is mainly a result of instability and fear of spillover and potential direct war between Saudi Arabia, OPEC’s biggest oil producer versus Iran which supports the insurgents to topple the power generation sector of the country is one of the most impacted when the price of crude rises.

With Yemen only producing less than 150,000 barrels of oil per day, it is hardly a factor in  world supply and demand balance but because Saudi Arabia is involved and Iran  sits on the other side of the issue, the geopolitical implications of this regional  proxy battle are rather complicated. The U.S. being the Arabian kingdom’s closest  western ally could likely be dragged further if the conflict escalates. Of late, the Arab League issued a statement to form a joint multinational force to help the embattled Yemeni president, President Abed Rabbo Mansour Hadi, in defeating the insurgents. This is just one example of how small and isolated wars can impact others even if it is thousands of miles away.

Compounded by lack of generating capacity as a result of the cancellation of the Bataan Nuclear Power Plant (BNPP) that was envisioned to operate in the mid- 1980’s, brownouts becomes a regular nightmare for Filipino consumers. The government of President Corazon Aquino decided to scrap BNPP due to safety concerns over its location being close to a volcano and it was also within known earthquake fault lines. This is not to mention corruption by her predecessor as another factor that led to the cancellation. No alternative plan to access electric power was put forward by succeeding administrations.

In my opinion, this was one important infrastructure project that was significantly overlooked. To add insult to injury, $2.3 billion of the people’s money had to be shelled out to pay for the loan to build BNPP. Now, with the evolution of safer and more reliable designs of nuclear reactors, maybe it is time to revisit the issue and other options as well.

Nuclear energy is among the cheapest on a generating cost per kilowatt-hour produced-basis. Dr.  Nolan E. Hertel, Professor of Nuclear and Radiological Engineering at Georgia  Institute of Technology, wrote in his article titled “Has the Time Come for Nuclear  Power? Yes: It’s Safe, Clean, Cost-Effective,” published in the Atlanta Journal-  Constitution: “The cost of producing nuclear-generated electricity was 1.7 cents  per kilowatt-hour, compared with 2.4 cents for coal, 6.7 cents for natural gas and 10.2 cents for oil. In other words, the cost of nuclear-generated electricity was  nearly one-third less than power produced at a natural gas plant. And given the  sharp rise in oil and gas prices, nuclear power’s advantage has widened”.

Born prematurely and with multiple lifethreatening problems, Carmen suffered major brain hemorrhage. These could have caused irreversible damage, in a child born prematurely.

The Martins have lived together for 19 years, until Louis lost his wife to breast cancer and remained a widower. Already, this enduring marriage was a sign for today’s world, where divorce is common.

Louis and Zelie made a Christian choice they carried out consistently, despite the difficulties of work, of the education of children, even the difficulties they faced among themselves, in their relationship. Nevertheless, they always put God in first place! This is the example they transmit today.

Louis and Zelie are the first couple, ever in history, to be raised together to the honor of the altars.

By canonizing these spouses, Pope Francis underscores the church teaching that marriage has the dignity of a vocation. The spouses are invested with the authority from God to start a family. They become “rich” in Christ. It is a strong message, especially for today’s youth, in a moment in which marriage is undermined in its essence and in its understanding.

First as engaged couples; then as newlyweds, and finally as parents. Couples, step by step, opt for -- not simply a human path-- but a grandiose project that God has entrusted to spouses.. Hopefully, the canonization of this first couple will bring forth others…”

HAPPY EASTER to all! Easter commemorates the resurrection of Christ, his final victory over our own sin and death carried out by his own death on the cross. With this singular event, we ought to clearly see the vital link between Christ’s resurrection and the cross, between our true glorification and our need to suffer and die to ourselves. We cannot have one without the other.

Easter is actually the happiest, most glorious day of the year. That’s objectively speaking, since subjectively we might consider other days happier or more glorious. Like Christmas day, for example, when we tend to wax lyrical due to the tremendous truth of God born to us like a baby. Or our birthday that simply has its inherent, automatic magical effect.

This means that we have to do some adjustments, some tweaking to make what is subjective conform to what is objective, to make our perceptions conform to a deeper level of reality.

In short, we have to go theological more than merely emotional or social or whatever. Faith, a gift from God that gives us the whole picture of things, should lead the way for us.

Truth is that through his passion and death and in obedience to the will of his Father, Christ paid in full for our sins and their consequences, foremost of which is death. He made himself a perfect ransom for us who have been abducted and alienated from God due to our sin.

Again, let’s remember that the joy of Easter does not exempt us from suffering and death.

We cannot avoid them since we cannot avoid sin that causes them. The freedom, which God has given us and which makes us precisely his image and likeness, is sointoxicating that it becomes fragile in our own hands, making us very prone to abuse it.

What can make us like God can also easily make us like the devil, God’s formerly marvellous creature who freely chose to be his enemy, also because of his misuse of his God-given freedom.

Anyway, despite the most dangerous possibility of us abusing our freedom and falling into sin, we are told by St. Paul that “where sin abounded, grace did more abound.” (Rom 5,20) It’s always good to remember this Pauline reassurance that perfectly describes God’s eternal love and mercy for us. We need to realize ever more deeply that God has given us everything that we need for us to do what we ought to do, to be what we ought to be.

There’s really no need for us to be dominated by doubts, fear and shame because of our sinfulness that sometimes can lead us to a feeling of helplessness. We have to fight against that tendency, and to unload whatever unnecessary emotional or psychological baggage we may still carry.

It’s a matter of faith in God’s love for us, which should be shown in deeds, that would enable us to participate in Christ’s victory over sin and death with his resurrection. That victory will always make us new as St. Paul once affirmed: “If anyone is in Christ, he is a new creation, the old has passed away. Behold, all things are made new.” (2 Cor 5,17) In another passage, St. Paul said: “For we are buried together with

The following day, He called His disciples and announced the choice of the twelve, including the one who would betray Him. He only selected 12 and still one of them proved a traitor. Scoring only about 91.7%, Jesus showed His evident huma-nity, for indeed “To err is human...,” but His Divinity was also evident because the betrayal of Judas had been foretold centuries before His coming.

I AM an easygoing traveler and there are certain things that I do to make the trip simple and stress-free. The pointers are not based on experimental research but from years of travelling observation and experience. Since it is vacation time again, the following may also work for you: 1. Making a list helps me cut down on over packing and leaving important things.

The best way to make a list is to start compiling what I need on paper early in the planning process. That way I can assess what else I may be forgetting on my list as I think and plan about the trip.

2. I carry only one bag. For some this is almost impossible to do. But when moving through airports and taxi lines, having only one suitcase will make you move quickly. If it’s a long trip, instead of taking a second bag, I bring a laptop bag with extra pockets for me to pack those extra items that otherwise wouldn’t have room in my bag.

3. Using a toiletry bag helps me streamline my packing before the trip and also makes moving from hotel to hotel simpler. I have a bag that will hold all my bathroom needs in one place.

4. I eat lightly before taking a long trip.

Heavy meals before long flights lead to being uncomfortable and having to use in-flight restrooms. Eating lightly the day before allows me to be more comfortable when enjoying the airline’s amenities.

5. Check beforehand on the internet if airport banks offer good or terrible exchange rates. The best thing for me is to just change enough money before the trip so that I don’t starve the first night and change dollar cash

Peripheral Artery Disease

SOME PEOPLE seem to have dark skin pigmentation on their feet. They often complain of numbness, cold sensation, needle pricks or even pain. This is usually due to a condition called PAD or peripheral artery disease. It is also called peripheral vascular disease.

It is the narrowing of the blood vessels (arteries) outside the heart or brain. It develops when the arteries that supply blood to the internal organs, arms, and legs become completely or partially blocked as a result of atherosclerosis.

Atherosclerosis is a gradual process whereby hard cholesterol (plaques) are deposited in the walls of the arteries. Cholesterol plaques cause hardening of the artery walls and narrowing of the inner channel (lumen) of the artery. The atherosclerosis process

begins early in life (as early as teens in some people). When atherosclerosis is mild and the arteries are not substantially narrowed; and at this point, atherosclerosis causes no symptoms. Therefore, many adults typically are unaware that their arteries are gradually accumulating cholesterol plaques. But when atherosclerosis becomes advanced with aging, it can cause critical narrowing of the arteries resulting in tissue death due to lack of blood and oxygen. Most commonly the legs are affected. This condition is also associated with diabetes, smoking, hypertension, inactivity, and overweight/obesity. see

Suprising Ho Chi Minh!

RESEARCH DID not do justice to the Vietnam I experienced from March 25-27.

One word, SURPRISING, but it was a wonderful kind of surprise. Ho Chi Minh brought the old and new into one tasteful city. There are the markets filled with vendors hawking affordable wares, as in movies about the Vietnam of past.

Then there are the modernlooking, tall buildings of today positioned all over the city.

Thought Vietnam would be this laid-back boondock swarmed with smiling Vietnamese on their bicycles and in traditional wear. When Mama and Papa were in Vietnam in 2012, I didn’t mind this part of Asia so much. I was still at the time more interested in visiting the more developed, theme-park-filled countries of Singapore, Japan, and Malaysia.

What struck me as most memorable, however, were her stories of tunnels that the ingenious Vietnamese people built because they needed to hide from American soldiers at the time of the Vietnam War. Thought, once again, that this was the only tourist destination that Ho Chi Minh had to offer and their colorful markets.

I thought wrong. I fell in love with Ho Chi Minh – from its airy, spacy airport upon arrival and departure to its humid, dry weather the whole time I was there.

March 25 (Day 1) started with a visit to three of Ho Chi Minh’s historic structures – the Notre Dame Cathedral, a “cute” replica of the one in Paris, France, the city’s Grand Central Post Office, of which I personally experienced snailmailing a letter for the friend of an office colleague who used to reside in Ho Chi Minh, and the Reunification Palace, which used to be the home of Vietnam’s former presidents.

The whole afternoon, afterwards, was spent exploring the Cu Chi Tunnel. One word, AMAZING. A lot has been said already about the famous tunnels of Vietnam so I just had to experience being in one. The tunnels were welcoming, beckoning me to enter but I couldn’t take on the tour guide’s challenge to go 10, 20, or 30 meters deep into the tunnels. No, it wasn’t scary but it wasn’t the nicest of experiences. The duck-walking, however, made me appreciate some more the ingenuity and resilience of the

Vietnamese people.

Night was, of course, spent at the Ben Than night market.

It was time to go shopping for our “pasalubong” and we did.

Oh, did I mention that I was a millionaire in Vietnam? I was.

The Vietnamese Dong (VND) is worth 21,500 to a dollar so imagine the first 100 USD I had exchanged at the money changer!

March 26 (Day 2) started earlier than our first day. The Mekong River awaited us and it was a good two-hour drive from Ho Chi Minh City. Per Wikipedia, the river is the 12th longest in the world and the 7th in Asia.

Beautiful, beautiful river plus beautiful, beautiful islands around the river, of which we explored one by one beginning with the honeybee-making and coconut-candy-making island.

This is where we bought our true-blue honey and coconut candies. The reason our baggage almost went overboard.

Afterwards, we were brought to an island that grew Vietnam’s tropical fruits. The country has its own versions of our mangoes, watermelons, pineapples, and even Caimito.

Ours are tastier, sweeter, and juicier. What just made the experience more unique was that the family who grew the fruits we ate serenaded us in their local tongue. We were also treated to a horse-drawn ride and a paddle-driven boat ride around the water coconuts (or nipa, as we call it here) that lined the same island.

Dinner that day was on the Tau Saigon cruise ship that cruised the Saigon River for an hour. Sumptuous food and a one-of-a-kind experience. My first time on a cruise ship, so imagine how happy I was! Not to mention that Ho Chi Minh is a sight to behold at night.

Building lights are all turned on. Then there are the streetlight decorations that made the entire city shine brighter.

To cap the wonderful, tiring day, we treated ourselves to a real Vietnamese massage.

Four opted to have whole body massage, and the rest of the touring group had relaxing foot massage.

March 27 (Day 3) was a “free and easy day”. In tour lingo, that is when you are just free to roam around the city. First on the agenda was a visit to the War Remnants Museum. It was painful to watch the photo exhibits, but I needed to know what really happened during the 20-year Vietnam War, so I immersed myself in everything that the museum had to offer.

Lunch was at the famous Pho 2000 restaurant. The small eatery became famous for hosting a meal for then President Bill Clinton. We weren’t disappointed. There really was a picture of former President Clinton with the restaurant crew in the year 2000. The food was not exceptional but it was good. Everything I ate

Saigon Center and the Ben Than Market were next on the agenda, but before that, we went to the high-end Diamond Plaza first. We bought shoes, shirts, blouses, and bags. Reruns of popular brands, they called it, but who cares. Everything we bought were afford-

able and items we liked very much.

No wonder Mama and Papa wanted back. No wonder they wanted to take u them upon their return. Someday, wh children are all grown up, I would want th well to come and tour Ho Chi Minh City.

Rotary Bay marks 30th year with week-long activities

By Apple Anido-Alagon WE HAVE successfully launched the 1st Evergisto S. Escalon Cup, a golf tournament named after the club’s Charter president Atty. Evergisto S. Escalon, at the Leyte Golf Course on March 22, 2015, as the opening salvo of the club’s weeklong 30th Charter Anniversary celebration. The golf tournament was held to raise funds and help support the club’s service projects, particularly iMakeYousmile, which already provided 30 FREE surgeries to children with cleft lip and/or palate and counting ….

This was followed by iClickIT, a photography contest open to photography enthusiasts and professional photographers, with a contest theme of “Service Above Self”, chaired by Dr. Jigs Capahi. The judges were Mr. Peter Ryan Go, owner of the well-known PRG Photoshop in Cebu; Jake Cortes, a Professional Photographer and Biking Enthusiast; and RCOB’s very own Dr. Michael P. Tan, a dentist and photography enthusiast.

The winners of the contest received the P 12,000.00 as 1st prize; P 5,000.00 as 2nd prize and P 3,000 as 3rd prize, plus a plaque each. Announcement of the winners was done on March 24 at 2pm with a simple ribbon cutting ceremony head-

ed by Atty. Evergisto Escalon and RCOB President Warren Del Valle.

A Photo Gallery was set up at the Villa Hotel Ballroom hallway where members of the RCOB, together with the winners of the contest, were all in attendance.

The winners are Jonash Mantua Juntilla, 1st; Joseph Levi Sausa, 2nd; and Francis Rodolfo Quirino, Jr., 3rd.

Right after the ribbon cutting ceremony, the club also prepared a get together with the iMakeYouSmile beneficiaries and their parents and guardians at the poolside area of the hotel. The kids were given toys and had a salo-salo with the members of the club, and were entertained by a clown that made the gathering fun and lively.

The next day, the members headed to Hayag Receiving Home, a home for abandoned infants which the club has been supporting with supplies for more than 20 years. The wards were treated to gifts and toys, while new members were heralded with stories of how Hayag started and how RCOB contributed to its establishment.

And on March 27, the culmination of the weeklong celebration, was the Charter Anniversary Dinner and Awarding Ceremonies at Ormoc Villa Hotel, hosted by

Atty Conrad Conopio and Atty Adelito Solibaga.

The hosts opened the program with a dance number that delighted and surprised everyone. And to make the event more memorable, all members of the club participated in singing songs for the Charter President (tone deaf and all), to pay tribute to his loyalty and dedication to the club.

The event was also graced by the 8 Charter Members and their spouses, officers and members of the Rotary Club of Ormoc (the mother club), RC Kandaya of Tacloban, and past and present members of the club.

A highlight was the induction of another member, Claire Lagado of Bebida’s, adding to the young crop of RCOB. For some, 30 years may be a long time. Old members may retire, some may pursue other things, and new members may take their place, yet we at the RCOB all have one common goal. Something that never gets old. Service Above Self.

When done sincerely, 30 years will just go by unnoticed.

Because when you love what you do, you don’t count the years. You only remember the good times and the good deeds.

To more years of community service and genuine camaraderie.

Canigao Island revisited

ARE YOU searching for a place to spend this summer? I suggest hop to the Island of Canigao.

An uninhabited small island located in the municipality of Matalom, Southern part of Leyte, this small island (so small that can walk around it in less than an hour) is a favorite, inexpensive place of escape for Leyteños and from neighboring provinces.

The wonders of this island are its white sand beach, tropical sea creatures and coral reefs. Scuba divers, too, love

this island.

The island is an 11-minute trip from the mainland. We rode a motorized banca (there are lots of operators and it’s P50 per head).

The crew are helpful, too.

The island charges an “entrance fee” of P20 each for children, and P50 for adults. If you bring food, no need to pay “corkage” because it’s totally FREE to bring any kind.

For an overnight stay in the island, there are rooms, cottages and tents available for lease at a budget friendly prices.

Rooms are P1, 500 each with

double decker beds; Cottages are P500 + P200 for overnight stay and Tents are P 200 each + P100 for space rental.

There is also a comfort room available on the island, for a fee.

P20 for bathing, P10 for a pee or poop.

Canigao Island’s power source is a generator that is turned on at 6pm, making partying till dawn pretty safe. On good days, one does not even have to bring much food. Fresh fish and seafood are sold on the island.

You can as well shop for souvenirs if you’re fond of collecting items from your trip or give it as a “pasalubong”.

All in all, Canigao Island is a wonderful destination and it was a wonderful experience for my hubby, Vince and me.

The symptoms of peripheral artery disease depend upon the location and extent of the blocked arteries. The most common symptom of peripheral artery disease is intermittent (on-and-off) claudication, manifested by pain (usually in the legs) that occurs while walking and disappears at rest.

Due to a combination of decreased sensation and reduced blood flow to the feet, ulcers may develop. If the tissues continue to receive insufficient blood flow and oxygen, tissue death (gangrene) occurs. Gangrene is a serious and potentially life-threatening condition. Other potentially serious problems that may develop include cellulitis and osteomyelitis; sepsis is also possible.

PAD is diagnosed by using techniques including Doppler ultrasound and angiography of the blood vessels involved. Ankle-brachial index can be done to assess if there is blockade of the peripheral arteries.

Peripheral artery disease can be treated by lifestyle modifications – smoking cessation, weight loss for the overweight and obese, regular exercise and healthy diet. It is also necessary to take regularly the maintenance medications, especially for diabetes. A more advance treatment for PAD are angioplasty (blood vessel repair) and other related treatments, or surgery. A combination of treatment methods may be used.

Several Yolanda-affected towns in Leyte, Samar, Cebu and Western Visayas have already distributed the ESA according to the guidelines, and there have been no requests to modify the ESA. Mayors in various towns where ESA has already been distributed noted that making a special case about Ormoc City could upset future distributions, even them who have already dealt with the matter. The latest ESA distribution was in Javier, Leyte, and town officials followed the guidelines.

The delay in the distribution of ESA in this city has been a contentious issue.

It was recently brought to light by city councilor Vincent Rama, chair of the social welfare committee, when he invited DSWD regional director Nestor Ramos and city social welfare officer Marietta Legaspi to a formal meeting a few weeks ago, to shed light on why it was delayed.

Regional director Ramos said it was because the city social welfare office could not submit the right documents to them, while city social welfare Legaspi said they were still finalizing the listing.

The city social welfare officer has also refused to publicize the listing, saying it will create chaos. Two letters from councilor Rama to give him the list has been ignored, Rama said.

Councilor Rama, on the other hand, said he believes that making the list public will make everything transparent, and will ensure that no qualified beneficiary is left out in the ESA.

The truck is owned by Eugenio “Aki” Cruz, a licensed lumber dealer in the town, who claims the cut lumber was “stolen” by his helpers.

Sr. Insp. Martin P. Pardeñas, chief of police, said Cruz called him over the phone to say that the lumber was cut by his own people without his permission, intending to sell it on the side.

However, it has been ten days, and the police are still waiting for Cruz to personally come to their office, to file a complaint against his driver Simeon Dapulag and the helper, Jonathan Casia.

To think that the MRT was built with the participation of private business consortiums and operated under the PPP concept, before it was bought back by government. While the first LRT line was purely a government project under the Marcos regime. But critics say that all government projects during his term were full of graft. Now compare the first LRT with the later MRT, with private participation, which proves to be a lemon. What project now is full of holes and is tainted with signs of massive graft in its construction phase that are contributory factors to operational breakdowns in the future?

Our national leaders should be sternly reminded that an efficient and safe electric railway transport system not only for Metro Manila but to the country’s regions and provinces as well is the only solution to our worsening and costly transportation problems and to its consequent air pollution of the atmosphere.

Easter should not be wasted by simply enjoying it emotionally and sentimentally. It has to lead us to more closely follow the Spirit’s promptings as to how we can shed the undesirable old man that we have been in order to be the new man Christ has made us with his resurrection.

In this regard, St. Paul advised us “not to be conformed to this world, but be reformed in the newness of your mind, that you may prove what is the good, and the acceptable, and the perfect will of God.” (Rom 12,2) Let Easter be a time to give teeth to our desire for a new life, coming up with appropriate plans and programs so we can correspond more faithfully to everything that Christ has given us.

Opponents of nuclear however often cite the Chernobyl  disaster, Three Mile Island and Fukushima in Japan as negative examples of this technology. A meltdown or accidental damage due to core heating is the most  feared event in a nuclear plant because it leads to release of tremendous  amounts of radiation which can kill and contaminate vast areas of land for many  years. Proponents of this technology however cite the 430 reactors operating  worldwide. The United States operates 104 nuclear reactors to supply 20% of its  electricity needs. This technology can be harnessed to run safely and efficiently.  The US Energy Information Administration released in January 2013 its levelized cost estimates for competing technologies to produce power for plants entering  service in 2018 showing 13.5 cents per kilowatt-hour cost for advance coal with carbon capture system (CCS), 13.0 cents for natural gas-fired conventional combustion turbine, 6.7 cents for natural gas-conventional combined cycle, 10.8 cents for advanced nuclear, 8.7 cents for wind, 8.9 cents for geothermal, 9.03 cents for hydro, 26.1 for solar thermal, biomass 11.1 cents and solar PV, 14.4  cents. These estimates may vary depending on factors like demand, equipment capacity and available resources by site and season.  One option that I find very appealing for the country is geothermal energy. We  have plenty of sites that contain vast steam deposits, mainly near dormant and  active volcano sites and hot springs. We are in the Pacific ‘ring of fire’ and we  should take advantage of this enormous resource waiting to be fully tapped. The  Philippines generates 1,904 megawatts of electricity through geothermal. It is the  world’s number 2 producer behind the US. In 2020, the electricity demand is  expected to double according to the Department of Energy. We need to push for the drilling of additional steam wells to generate more power.  Wind energy is also gaining ground in the country following the trend worldwide  to shift to renewables.

The Department of Energy (DOE) approved three  additional wind farm projects in 2013 expected to generate 208 megawatts enough to power 40,000 homes. Mr. Mario Marasigan, DOE’s renewable energy  chief said, “We approved their declarations of commerciality. They (guaranteed) to us that they are viable under the rate of 8.53 pesos (20 cents) per kilowatthour .”  The Philippines’ installed hydropower capacity is 3,333 megawatts. The DOE estimates full potential at 13,097 megawatts. So there is sufficient room for new  projects through the construction of small and large hydro power plants across the country.

The Molopolo-Sta. Cruz Fish and Bird Sanctuary is home to virgin coral reefs, which host a variety of marine life such as twin giant clams, manta rays, sharks, 40 species of fish, Philippine ducks and different species of migratory birds.

It won 3rd place in the 2012 Para Del Sol (For the Sea) awards in Manila, out of 300 entries from the country.

The award-winning sanctuary became more popular because of its fish feeding activity with specially baked bread in the Municipal Protected Area (MPA).

It has a 2-hectare mangrove plantation.

Other activities during the launch were the cooking demonstration of the famous “Tres Marias” suman sticky rice roll of 3 different varieties of sticky rice), fish feeding and mangrove planting.

After Macrohon, the group went to the Maasin Zoo, Monte Cueva, and Cacao Mountain Resort. The group also joined the procession of Duaw Sto. Niño to the Our Lady of Assumption Cathedral, capping the first day.

On the second day of the familiarization tour, the group went to Padre Burgos as jump-off point going to Pintuyan for the exciting whaleshark interaction.

The two-hour boat ride didn’t disappoint as two whale sharks showed up.

After the Southern Leyte launch, the Northern Samar province tour will be on April 7-9. It will be launched in San Vicente, Northern Samar and will be held in Pink Beach, tucked in Sila island, away from tourist commercialism.

It will be followed by a tour of the unspoiled white beaches of San Antonio, then to Biri municipality, home of the awesome rock formations which is considered one of the “emerging gems” in the country.

EL NINO ... from P. 2 in Leyte and Biliran will most likely be faced with the impact of El Niño, unlike in the provinces of Southern Leyte, Samar, Eastern Samar and Northern Samar.

DA-8 is now taking precautionary measures to prevent possible damages in the agriculture sector of the region due to the occurrence of the El Niño phenomenon.

The agency is promoting the use of drought tolerant rice varieties such as the green super rice and also advocates crop conversion or diversification in rice areas that lack water supply. Farmers are encouraged to plant vegetables, corn or other commodities that only require minimal amount of water.

DA-8 through the Rice Program will also fast track the completion of Small Scale Irrigation Projects (SSIPs) which started in 2014 and continue to put in place more SSIPs to attain higher production outputs. The program likewise put emphasis on the use of water saving techniques or technologies.

In addition, rice ratooning is being pushed as an appropriate technology to attain extra yield from standing rice crops of high quality seeds. Meantime, livestock raisers are also enjoined to ensure sufficient feeds and appropriate housing for the animals they are tending. PR/DA-8 cap the Northern Samar leg.

The other tours will be in Leyte province on April 11-13, Biliran on April 17-18, Samar Province on April 19-21 and Eastern Samar on April 24-25.

She said the DOT would give its full technical support.

Tiopes, who was the first to zip during the launching of the 880-feet long zipline in Sogod, Southern Leyte in 2011, also led in interaction with the whalesharks in Pintuyan in the launching of Southern Leyte Summer Fun. “This summer, we are marketing those sites with something to offer. These are tourism products that are ready in terms of booking, fun and adventure activities, and accommodation. Just because Yolanda has badly hit us, it doesn’t mean we should not bounce back and tourism is the answer,” she told reporters.

“Summer in Samar” offers snorkeling, white-water rafting CATBALOGAN CITY, Samar (PIA)- Samar guests may try snorkelling, swimming, white water rafting and other eco-tourism adventures through an aggressive campaign called Summer in Samar.

“Let us disprove that Samar is an insurgency hotspot, a typhoon stricken land and the home of the Waray-Waray gangsters. Samar is the new emerging alternative tourist destination this summer,” one government official said.

To prove that the province has gone beyond this negative impression. the province will launch “Summer in Samar” campaign to hook yuppies in backpacks from neighboring towns and other parts of the country to try the different ‘tourism ready’ destinations.

While most people from outside would have negative impression of Samar, they need to know that the island is rich in history, culture, ecotourism spots, rich marine life and many more.

Governor Sharee Ann Tan in a recent meeting stated that she is endorsing the Sta Rita, Marabut, Basey tourist loop where tourists can experience the grand San Juanico Bridge in Sta Rita, frolick in the white beaches of Marabut and sail in the Golden River in Basey to check out the world famous Sohoton cave, the tourist can also go shopping with decorative mats from the ‘tikog reed’ and even experience weaving mats with the locals in some caves.

Another tourist destination is the Olot River where adventurists can go white river rafting with experienced boatmen in torpedo-like boats, they can watch the last forest frontier in the country. Only in Samar are exotic flora and fauna - an spilled out and in a rare experience may watch the Monkey eating eagle soar.

The Pinabacdao mangrove site also offers a natural spawning ground for the rich marine life that Samar produces.
