THE ORMOC Chamber of Commerce and Industry, Inc., alongside with other chambers in Eastern Visayas, was cited for its exemplary response during the trying times after Yolanda struck the region, for it selflessness and becoming a beacon of hope for business. Atty. Nolito Quilang, Ormoc Chamber president, received the citation during the Awards Night of the annual Philippine Chamber of Commerce and Industry convention held in Manila on October 22. Atty. Quilang said he received the citation “in behalf members”, who in one way or another, contributed to the Yolanda response effort. It can be recalled that despite the vast destruction wrought by Yolanda, the business community in Ormoc was not cowed but tried to recover immediately. Not only did the business sector take care of their own concerns, but immediately rolled out a concerted relief effort and started relief distribution in the city even before government did. To recall, 3 days after Yolanda or on November 11, 2013, the Ormoc Chamber convened civil society to establish coordination mechanisms and provide updates on what each was doing. In attendance were various Lions Club, the two Rotary Clubs, the Ormoc City Medical Society, Occidental Leyte Bar Association, and representatives of some private corporations in Ormoc City. In that meeting, the Yolanda Resource Network was established to serve as coordination mechanism of the group. The command center was the ballroom of the Ormoc Villa Hotel, which the hotel owners generously lent to stock relief goods coming in from donors and friends. To help with the shortage of shelter for international humanitarian organizations, Ormoc Chamber members volunteered to accommodate them in their homes like Balay

Ormoc Chamber Past President Iñigo Larrazabal’s management skills proved helpful in coordinating efforts

among civil society groups and private corporations for tribution of relief goods, while other members mobilized their respective networks inside and outside the country for relief goods and offered their warehouses for relief operations. Larrazabal himself was able to mobilize connections who donated goods that were distributed to at least 60 villages in Ormoc. The chamber also partnered with the Rotary Club of Ormoc Bay for the distribution to communities of roofing materials from Megaworld Corporation. The chamber continued to work with the Rotary Club of Ormoc Bay and the Vice-Mayor Toto Locsin Jr. for distribution of school kits and medicines. Seeing the problem brought by Yolanda to the city’s agri-

culture, the Chamber worked with AFOS Foundation to distribute seeds, fertilizers and GI Sheets to around 700 households in Barangays Lake Danao and Cabingtan. The Chamber also responded to the call of international organizations like OXFAM and World Vision for supply of goods and car rentals that they use for their humanitarian activities. The chamber also convened business sectors, in particular poultry and the sugar industry, and took the lead, through former Eastern Visayas Chamber Governor Atty Roy Fiel, in the preparation of the rehabilitation plans of the said industries. THE WCA Architects - Ormoc Cycling Team (WCA-OCT) garnered the most number of awards during the Terry Larrazabal Bike Festival (TLBF) 2014 on October 25-26. Arjay Beato was hailed National Champion Mountain Bike Cross Country Olympic (Youth category) and champion in the TLBF Mountain Bike XC (Youth Cat). Ralph Jaca made it to the 5th Place ENDURO PILIPINAS National Championship, an endurance bike run. Rommark Jay Maat was 3rd Place of TLBF MTB (Youth category). Meanwhile, Vincent Orapa, Ruel Bancale, Condrad Empenado Beato and Romeo Jaca, 4th to 7th place respectively of the Junior category of the TLBF MTB XC Reymark Tulin, on the other hand, was 5th Place TLBF MTB XC (Seniors Cat). Julius Esagan was 9th Place of the popular TLBF Beer Run and Rhabie Jumao-as followed on the 10th spot. 50 from Ormoc, Baybay cities get “ ORMOC CITY - 50 farmers and entrepreneurs from Ormoc and Baybay City on Wednesday, October 22, during the continued rollout of the “Mahalin Pagkaing of Pilmico Foods Corp., the food subsidiary of the Aboitiz Group. The ceremonial distribution was held at the multipurpose hall of the Ormoc City Hall. In attendance were Mayor Edward Codilla who welcomed the guests, Pilmico representatives and the veterenarian Dr. Bryan Taala, owner of Taala Farms in Negros which supplies the ready-tolay chickens. The “Mahaling Pagkaing Atin” is a corporate social initiative of the Aboitiz Group for Yolanda victims in Leyte and Cebu. A few months ago, they gave out 25 egg machines The campaign is being implemented in the region by the Pilmico Foods Corporation, Department of Social Welfare and Development (DSWD), Department of Tourism (DOT) and non-government and humanitarian organizations which has adopted the egg machines as their livelihood program for Yolanda victims. The egg machine is a “complete kit” of pens with

48 six-month-old ready-tolay hens in rearing cages with built-in feeding troughs and water spouts. The 48 hens can generate about 30 pieces of eggs daily at an 85 percent production rate. Paul Pangilinan said that the current estimated production cost is P 4.20 per egg, labor component included. If an egg sells P 5.00 a piece, whole sale, this means a net ciently produce eggs for a period of 18- 22 months, though the ideal period is 18 months, after which the hens should be replaced. Pangilinan said that they do not also hide the truth that with the program, the company also earns from selling feeds. He only use Pilmico feeds exclusively, at the recommended rates, if they want to get maximum egg production. The company representatives also assured of quality monitoring from their agricultural technicians, who pledge to deliver additional services to their clients if needed. The program aims to encourage more farmers to invest in manufacturing local produce and encourage corporations and entrepreneurs to buy homegrown products.

She said there is a peak demand for eggs during Christmas and the egg producers are assured of a brisk market. Rotarians, CSO’s join hands for “MedicaL ALBUERA, LEYTE – A “MEDICALEGAL MISmedical and legal consultation was held at the Albuera Gym on Sunday, October 26, jointly by the Rotary Club of Ormoc (RCO), the Rotary Club of Ormoc Bay (RCOB), the Ormoc City Medical Society (OCMS), Ormoc Medical Representative Association (OMRA), with OSPA-Farmers’ Medical Center and Occidental Leyte Bar Association (OLBA). The combined medical and legal consultation was facilitated by town mayor Juny De La Cerna, who was celebrating his 54th birthday on the same day. The mission catered to 293 individuals and their families. The RCOB also gave away “Gamit-Aral Bags,” a bag of school supplies, and early Christmas gifts to the children. The gifts were toys donated by various donors raised through the efforts of Rotarian Apple Anido-Alagon. Meanwhile, the “Libreng Serbisyong Legal,” which aims to give legal advice to the citizens, was headed by OLBA director, Atty. Allan Castro. “Actually, this event is under our “Disease Prevention” - Area of Focus, but we wanted to include legal consultations as a part of the event, because it’s very relevant,” said Troy D. Bumagat, President of Rotary Club of Ormoc.

He said the event garnered support from other organizations, because among these organizations, are also Rotarians from the two clubs in Ormoc City. These farmers were swindled by a man named Martin Capillas, who claimed to be a member of an NGO that helps farmeach asked P 3,000 to process “papers”, so that government will see to their needs. St. Therese of Lisieux, who is also known as St. Therese of the Child Jesus, is the patron saint of travellers and aviators. That is why, Dr. Jovenal Toring, Indiana Aerospace University President, said the saint is their school’s and family’s patron saint. The saint is also considered as the Millenium Saint and a Doctor of the Catholic Church. This year’s celebration was a solemn one. I WAS impressed with this week’s Tugob, especially at the prizes. It has always been

WE NEED to be ready to hear some hard words from Christ. Yes, they can jolt us. But they are meant to wake us up, we who always have the tendency to get complacent,

Ormoc, big as it is, has always been kinda of city-led activities. And to think, the city is awash with money. So, when the report came that the grand prize was P 200,000, I was kinda “wowed”. told that the actual prizes were much lower, as P 150,000 of the amount was “seed money” to help the contingents. :( A week ago, I was in Manila to attend a Trainer’s Training on Child Reporting. One of our resource speakers was the Child Rights Network. Our speaker expounded that one of their programs, in partnership with government and other stakeholders, was the “Child Friendly Awards” for LGUs. I remembered somehow, that around three years ago, Ormoc was declared “Child Friendly City.” I told the speaker that I wondered how it got the accolade when, in looking at some with it. For example, I told him, how can somebody call a city “child friendly” when it has an annual budget of P 100,000 for “nutrition” but at the end of the year, it is virtually untouched? It is not that there is no need for a nutrition program because extrapolating it with statistics on the status of nutrition show that the city has a high “undernourished” rate. I told the speaker, who turned out to be one of those who evaluated the city, (bwahahaha) that as far as I am concerned, it is a great injustice to have sooooooooo muuuuccchhhhh money for “nutrition” and yet have sooooooooo many malnourished children. If the city has sooooooo much money, having even just one single malnourished kid is an injustice. In fact, our club, the Rotary Club of Ormoc Bay is doing a sustained feeding program at Brgy. Curva, hoping to help 45 children attain normal weight. Luckily, we are gaining good results because we are doing the feeding twice a week! Well, the speaker said that much as he would want to agree with me, there were 36 indicators that were used to grade the city and it got a passing score. except that when we had an “immersion”, our group was assigned to a press conference of NGOs advocating for “positive discipline” instead of corporal punishment. Unbeknown to me, a member of the panel who was there when I discussed the issue, told another Child Rights Network about my observation. The CRN worker also happened to be one of those who evaluated the city. At the end of the press con, this guy comes over and told me that I was right with my observation. He was more upfront, too. The reason that Ormoc got the Child Friendly City citation was because it was the only independent, component city in Eastern Visayas. Mao diay to…. see

Unnoticed crisis IN OUR ident Jejomar Binay’s crumbling stature, we overlook a vital concern: In next door Malaysia, the opposition is being subjected to bare knuckle pressure by the ruling, but increasingly brittle, United Malays National Organization. “The Malaysian opposition is in the cross hairs of a sedition blitz,” Agence France Presse Dan Martin reports. Malaysian attorney N. Surendran appeared in court to defend a fellow opposition lawmaker accused of insulting the powerful ruling party. A few hours later, he faced a sedition charge of his own. Prime Minister Najib Razak, pledged two years ago, that UMNO would scrap the Sedition Act. It formed part of broad liberalization promises to shore up sagging voter support. But reforms foundered amid conservative resistance within UMNO. And a crackdown is position’s growing electoral success. Najib’s with a “National Harmony Bill” to curb hate speech, possibly tabled by late 2015. Speculation is rife, however, that the replacement bill has stalled. Saifuddin Abdullah, a leading UMNO moderate involved in pushing the bill forward, said it was being opposed by forces who “still believe in a sledgehammer approach” on free speech. Independent groups, like the independent Malaysian Bar Council, warned of “an intense period of regression in the rule of law.” Nationalist rhetoric sows fear in the large Chinese and Indian minorities, not former hardline premier Mahathir Mohamad. Last month, he publicly withdrew support from Najib over his liberal vows. Almost immediately after its adoption in 1960, the Malaysian government began using the Internal Security Act (ISA) as a tool against critics and political opponents. Close to 3,000 persons were administratively detained between passage of the Act in 1960 and 1981, when Dr. Mahathir Mohamed assumed the prime ministership. The ethnic divide is widening, with continuing efforts by government to increase the Islamic portion of the Malaysian population and reduce the non-Malay elements of society, wrote historian Geoffrey Wade of University of Hong Kong. Razak has done little to redress the growing

divisions and social inequalities between communities within Malaysia, except to promote his derided 1 Malaysia initiative. The speciousness of the program was revealed in late 2013 when Najib announced a new raft of advantageous policies for the Malay constituency. They spout dangerous new pseudo theories of Malay origins and current circumstance propose that the people of Chinese descent in Malaysia are part of a longterm southward invasion targeted at Malays. The increasingly divisive dispute between Muslims and non-Muslims in Malaysia over the use of the term ‘Allah’ has further incited sentiments nationwide. Recent events have, intensity, led some observers to suggest the imminent demise of democratic constitutionalism in Malaysia, and the growing potential for ethnic violence. The parlous state of Malaysian education and the gagged press is also attracting wide regional stability and great power relations. Exclusion of non-Malays from virtually every aspect of public life in Malaysia and the increasing dissatisfaction of Malaysians in the Bornean states with Kuala Lumpur are not simply domestic matters. Neighboring states and global powers are closely watching the evolution of the Malaysian polity as it moves further towards crisis.

We need to remind ourselves that no matter how harsh these words may sound, they are always meant for our own good. We have to be quick to relate them always to the other teachings that talk about joy and peace, our ultimate end, and thus get the whole picture. One example: “Do you think that I have come to establish peace on the earth? No, I tell you, but rather division.” (Lk 12,51) Or, “Do not think that I came to send peace upon earth. I came not to send peace, but the sword.” (Mt 10,34) Frightening as they may sound, we have to relate them to his other words, like “Blessed are the peacemakers, for they shall be called children of God.” (Mt 5,9) Or, “Holy Father, keep them in your name whom you have given me, that they may be one as we also are one.” (Jn 17,11) These latter teachings give the proper context in which the former words have to be viewed. They tell us that both peace and unity are a result of some effort. They just don’t come to us automatically. They have to be fought for and kept under close vigilance. They somehow imply that we need to make continuing conversion and renewal. More importantly, we need to realize very deeply that peace and unity can only come from God. They are a grace, a gift from God. They just cannot be a product of our own making alone. And so we have to continually relate ourrecourse to the sacraments, ascetical struggles, study of doctrine, etc. Christ is always reminding us to be faithful itself in an unending process of deepening. But it’s a deepening that follows the consistency of God’s love, mercy and wisdom. The surprises he seems to make do not nullify but would rather purify and enrich the previous stages of our knowledge regarding his will and his ways. They strike us as surprises because of our limited condition. We should not therefore be overly concerned about them. We should just accept them with humility, tranquility and gratitude. That is when we can get along with the mysterious ways of God’s providence. We can remain awed as we discover more new things even as retain the old ones. The things of God are always new and at the same time also old. We have to be wary of getting trapped at a certain point of the way because of our human estimations of things that tempt us always to feel so contented that we would not anymore like to move on or to discover new things. Let’s be most careful with the tendency to convert God’s graces and charisms into mere human categories. These human categories can be provided by our own sciences, philosophies, ideologies,

Diamond Jubilee: Quezon City WHEN PRES. Elpidio Quirino signed into law RA 333 on 17 July 1948 making Quezon City as the Capital of the Philippines, little did he know that this was to be the beginning that catapulted it to stardom! With an area of over 166 sq. kms. (Manila with 38.3; Cebu with 280.8; Ormoc with 464.3 sq. kms. or roughly three times), it is now sprawling with 65 education and training institutions, shopping malls in practically every community cluster, and IT (information technology) companies. Previous administrations thought that its 16-ha. area was an eyesore but were Belmonte, who ended up in Congress, and eventually Speaker of the House of Representatives, who became the man of the hour! He used to be the top honcho of the GSIS. (Note: a square kilometer is 100 hectares). Worth mentioning is the 18 has. UP area leased to the Ayalas that is now an IT park. Of course we all know that it was ex-Pres. and dictator F. Marcos who returned it back to Manila by means of his Presidential Decree which has the force of law. The only trouble Quezon City. Among the reasons cited was that it was business-friendly by the businessmen and the credibility of the local government whose governance initiatives have made it a favorite case study of international institutions like the World Bank, the Asian Development Bank and the Japan International Cooperation Agency. Its style of governance and tax collection scheme has received raves from the business sector and the many land owners as very tax-friendly. No wonder that former Mayor Belmonte was practically unopposed when he ran for the third time as Mayor in the last (2007) local election. He could be a good material for President. Quezon City is now ranked as the top city in the country and one of the top Ten Asian Cities. It is No. 5 under the category of “Best Economic Potential,” No. 3 for “Cost Effectiveness,” No. 6 for “Best Human Resources,” and No. 10 for “Quality of Life.” This was the result of a survey commissioned by London Financial Times. Hong Kong, Singapore and Taipei – in that order - were the top 3 in Asia. In a report that ap-

peared in Philstar, the think tank Advocacy for Empowered Local Governments (AELG) cited the city’s ability ‘to parlay the most cumbersome challenges into assets for development.’ To think that Quezon City is now ranked along with the top 3 in Asia is a feat in itself. The city used to be my haunting ground back when this representation was in college. EDSA was then Highway 54; and the portion that is now Greenhills was a Cogonal area. The city was founded on the 12th Oct 1939. It is now on its Diamond Jubilee. This corner has an attachment to this city because it was here that I pounded its pavements. It was here that I attended social functions: jam sessions, courted a lot of girls with my then best friend Ronnie Abilla of Dumaguete who became top honcho of the paper mill in Davao belonging to SMC. It would have been a good idea if Ormoc City were to become a metropolis like Quezon City. It is almost like three times the size but with resources not even one-tenth. One year ago, on the 15th October 2013, an earthquake of magnitude 7.2 that lasted 33 seconds hit the Province of Bohol. On the ocof the bells at exactly 8:15 in the morning, the exact time that the quake hit them. There are two archdioceses in Bohol: one in Tagbilaran and the other in Tubigon. This corner remembers Tubigon because it was there that we, the family, lived during the evacuation which was the aftermath of the Japanese Occupation in 1941. Belated birthday greetings to my Apo, my Amo, Javi who is now 5 years old last 26th October. He has me on a string attached to his hand. This corner cannot understand why it has a soft heart for children. I only lament I will no longer be around to witness any of his graduation. He is quite a looker. During our stay in Brgy.F. Z.Mejia, he already had a lot of fans. His father, Jayzar, will develop him into a basketball player like him. Who knows? He may get to be in the big league like the PBA. The only trouble is I will not witness it. Sigh!

Getting the right amount of sleep is just as important. People with chronic sleep disturbances such as insomnia (30 percent of us) have a shorter life expectancy compared to those who consistently sleep well. People sleep 6-8 hours a day on the average. Others need more (like babies, toddlers and teens) while a few (old folks in particular) maybe less. It has been reported that Imelda Marcos wants only 3 hours of sleep and she is on the go although it is not mentioned if she does power naps to make up for the difference. We have to be wary of the tendency of these human estimations to dominate us as to so enclose us in a certain system as to blind us to the impulses of faith through the Spirit. So we have to be very careful with our categorization of people into conservative or liberal, for example, or into traditionalist or progressive, rightist or leftist, pro-this or pro-that, anti-this or anti-that. Our human prudence has to spring from a living contact with God, not just from some grounding on ideologies, philosophies, etc. Since to distinguish between what is of true faith through the Spirit and what is simply our human estimations can be very tricky and confusing, we always have some need to be jolted and to be surprised. Ironic as it may sound, we should not be surprised with surprises. We need to expect them somehow. of absolute truths should be dynamic, not static, living and growing, not inert. Events this year were the National Downhill MBX, National Cross Country, TLBF Cross Country, BMX, Flat land, Enduro, and Single Speed. Composing this year’s panel of commissar who will judge the races are Maximillian Mager and Beatrice Lawaja (international) and Athena Mendoza, Lester Lebumfacil, Arjuna Saulo, Jay Cheng and Parabannes Mendoza (national). Parabannes Mendoza designed the racecourse for the national races which Beatrice Lawaja described was of “international standard.” The Philippine Team members will be picked from the winners of the Elite category, for both male and female. The races opened on Saturday morning with a “fun race” around the city and a Beer Run. The beer run is particularly popular with the locals.
