OCTOBER 20 is not only a red-letter day for Ormoc City but the rest of Leyte.

Here in Ormoc, the City celebrates its 67th Adlaw sa Ormoc. The day’s highlight is the 4th Tugob Festival, a celebration of the city’s bountiful resources. Established as an official city festival, it was earmarked with a P 1-million fund from the mayor’s office, aside from another P 2-million which could be used in line of developing culture and arts in the city.

DOH says sending of OFWs to Ebola-stricken countries stopped THE DEPARTMENT of Health (DOH) this week has reported that it was in the process of tracking Overseas Filipino Workers (OFW’s) in Ebola stricken countries, and is readying the protocol to repatriate them, if necessary. However, it was also reiterated that the Philippines is still Ebola-free. Secretary of Health Enrique Ona, in an official statement, said that in the three West African countries where there are outbreaks of Ebola, OFWs are coordinating with their recruitment agencies in assessing their risk from the disease. These are the countries of Guinea, Sierra Leone and Liberia. Secretary Ona added that DOH is not letting its guard down on the possible entry of Ebola, or any emerging infec-

tious disease (EID) for that matter. As the Department of Foreign Affairs (DFA) raised Alert Level Status 2 among the three affected countries, the deployment of OFWs with new contracts has been suspended. Proper coordination of Philippine labor officials (DOLE, POEA, OWWA) is now being undertaken with the DFA and the Bureau of Immigration (BI), for possible repatriation. Once repatriated, the DOH, through the Bureau of Quarantine (BoQ) will determine the status of returning Filipinos upon arrival and refer symptomatic cases to the appropriate health facilities for clinical care. TACLOBAN CITY- Thousands of loyal McDonald’s customers lined up and dined during the reopening of the fastfood chain on October 16 at Rizal Avenue in this city. The store opened at 6:30 a.m. and closed at 12 midnight on that day. The reopening was a record breaking one in terms of customer turnout, it was learned. Caroline Lee Andrade, president of Carol Ventures, Inc., said she was overwhelmed by the huge success of the reopening of McDonald’s. “I am very happy of this very special day. This is a testament that we still have our loyal customers and people continue to patronize McDonald’s.” “We are happy to serve Tacloban again,” Andrade added. Carol Ventures, Inc. is the franchisee of McDonald’s here. “We are confident we still have a huge following and loyal customers. We are confident in the economy of the city, that’s why we decided to open 11 months after Yolanda battered the city,”

said Andrade. McDonald’s is situated in the same location, at Rizal Avenue near the regional port of Tacloban, when it first opened in 2003. Kenneth Yang, president and chief operating officer of McDonald’s in the Philippines, said that the decision of McDonald to reopen in Tacloban is a testament of the company’s confidence in the economy of the city. “It is also a commitment in our continuing efforts to help, after Yolanda battered the city and neighboring municipalities,” said Yang. Yang said after the typhoon, the company had a hard time to contact the employees. He sent people to check how the employees were doing and when he was

sure of their safety, he provided them with relief, including their families. McDonald’s building and equipments worth P50 million were destroyed by the storm surges brought about by supertyphoon Haiyan, it being near the seaside. He said that most of their employees were given jobs after the typhoon by relocating them in McDonald’s branches in nearby Cebu City and even Manila. The McDonald’s compound was used as relief hub of the company at the height of the relief efforts in the city and nearby towns. McDonald’s has distributed 100,000 bags of relief goods. see

Seminar-workshop on Climate Change held for mediamen CEBU CITY – “Climate change affects how we decide, how we dress, and how we build houses. But we also affect climate change”, said former PAG-ASA Chief Dr. Rosa Perez during the Climate Change Media Workshop for Visayas Journalists held in Bayfront Hotel on October 13. The workshop, organized by the Climate Change Commission and Philippine Network of Environmental Journalists, was on its third leg after Luzon and Mindanao. It is designed to develop a climate change handbook and disaster guidebook for the Philippine Journalists. Dr. Perez, also an Inter-governmental Panel for Climate Change Author, explained the science behind climate change. According to her, the weather is different from climate and climate is different from global warming. Global warming is the heating only in some part of the planet. It is caused by natural and human-made greenhouse gases. Natural greenhouse effect is those that come from volcanic eruption and termite colonies which produces methane. On the other hand, human-made greenhouse effect is what amplifies warming. Additional greenhouse effect started on 18th century during the industrial revolution where people learned to dig fossil fuels. The carbon dioxide emitted that time is still present at the atmosphere today, said Climate Scientist Dr. Perez. Climate change, on the other hand, refers to changes that are occurring in the earth’s climate system and the impact such changes have on ecosystems and society. Dr. Perez said it is better to label the situation as climate change, rather than global warming, because we are already experiencing not just intense heat but also heavy rainfalls, abrupt rise and drop of temperature, and extreme weather conditions. “Super Typhoon Yolanda is somewhat a result of climate change”, she added. Climate change is the result of the imbalance of greenhouse effect like that of how a human with hormonal imbalance get sick. The imbalance has existed years ago but today’s rate and magnitude is what makes it alarming especially that the impacts are irreversible. And it continuously increases because of massive release of carbon dioxide. “We are emitting a lot of carbon dioxide more that the Earth can absorb the excess”, she illustrated. Roxas, Abad says gov’t has already released P 42-billion for Yolanda rehabilitation By Jenibeth Loro CEBU CITY - Secretary Mar Roxas of the Department of Interior and Local Government, Secretary Florencio ‘Butch’ Abad of the Department of Budget and Management and Secretary Edwin Lacierda, Presidential Spokesperson, graced the Good Governance Dialogues for the Visayas Region held on October 16-17 at the Crown Regency Hotel Cebu. The dialogue is one of the series of forums sponsored by government in alignment with President Benigno Aquino III’s “Matuwid Na Daan” to promote more transparency and participation of citizens and stakeholders in the national and local planning and budgeting. Some 179 participants from civil society, business, academe, media and international development partners came over. It was learned that the dialogue was a follow up of the Good Governance and Dialogue held earlier this year.

DSWD reg’l director says they are “pre-positioning” goods, not “hoarding” as a Tacloban mediaman accuses THE REGIONAL director of the Department of Social Welfare and Development (DSWD) clarified that they are “pre-positioning” 60, 000 family food packs at its warehouse should local government units (LGUs) need augmentation, in case of a disaster, and not “hoarding” as claimed. EBOLA ... from P. 1 the Health Emergency Management Staff (HEMS) of the DOH. So far, an initial 20 OFWs from Sierra Leone were repatriated by their recruitment agency back to the Philippines. The agency had informed OWWA of the dates of their arrival (from June 26 to July 15, 2014) and OWWA had subsequently informed the BOQ. Close daily monitoring by DOH-HEMS of symptoms continues to take place among these OFWs. Regional health officials are on standby to facilitate the conduct and admission of possible suspected cases to the nearest DOH hospitals or medical centers. Ebola is a severe, infectious, often fatal disease in humans and primates (monkeys, gorillas, and chimpanzees) caused by infection from the Ebola virus. Ebola can be transmitted through close contact with: blood secretions, organs or other bodily fluids of infected animals, body fluids and stools of an infected person, through contaminated needles and soiled linen used by infected patients, or direct contact with the body a deceased person Signs and symptoms of infection with Ebola virus include: fever, headache, intense weakness, joint and muscle pains, and sore throat; this is followed by vomiting, diarrhea, stomach pain, rash, impaired kidney and liver function,

and in some cases, both internal and external bleeding; sometimes, rash, red eyes, hiccups, and bleeding from body openings may be seen in some patients. The DOH advised suspected cases to be taken immediately to the nearest health facility for medical attention. Severe cases require intensive supportive care. At present, there is no specific treatment or vaccine yet available. According to Ona, the most at risk to contract Ebola infection are health care and laboratory workers who may be exposed to secretions and specimens from infected individuals. Family members and those in close contact with those who are sick can also become infected. Prevention measures include: 1) avoid close contact with infected patients; 2) avoid consumption of the raw meat of possible infected animals like fruit bats, monkeys or apes; 3) wear gloves and appropriate personal protective equipment when taking care of ill patients at home; 4) wash hands after visiting sick relatives in the hospital and after taking care of ill patients at home. Ebola, which has already taken the lives of almost 5,000 victims in the three West African countries, has already crossed over to the United States. A patient in Texas who just came from Liberia had died, infecting two nurses.

More Engineers Needed

Abad explained that, “The real challenge is not so much money, the real challenge is about execution”, considering the “limited knowl-

edge” among local engineers to build more disaster-prepared structures and the complex processes in the selection of land for relocation. He said the national government is currently hiring more engineers to make the rehabilitation and reconstruction of infrastructures faster.

FIRST, TO bring bread closer to the Filipinos’ hearts (and stomachs). Second, to empower children and the out-of school-youth and housewives by baking. Third, to integrate and improve the lives of bakers and ultimately, for Filipinos to take pride in this humble vocation. These are the reasons that bakery owners and bakers in Ormoc City formed the “Bakers’ Club of Leyte”. To begin its advocacy, the Bakers’ Club gave bread to 554 pupils of San Pablo Elementary School during World Bread Day on Thursday, October 16. Spearheading the activity was Dorina M. Ott, president of the bakers’ club, who is married to German national Daniel Ott. The couple owns the “Doreen Chef’s Corner”. Joining them were Eric Tolo and his brother Elmer, owners of “Dayka” bakery; Dean Manilao, owner of the “Foods for the Gods” bakeshop; and culinary teachers and homebased bakers in Ormoc. Dorina said she was inspired to learn baking when she was in Germany. She said that bread is to Germany as rice is to the Philippines. Actually, she said, she availed of a scholarship program and studied Gastronomy for three years in Germany, but, she got a lot of exposure in preparing bread all along. “You can see how significant bread is for Germans; when I was studying, my scholarship program shouldered the expenses in taking a nanny to nurse my baby, plus after five years, they will give you a house.” She said that bakers in Ormoc lack enough knowledge. They do not know how to use ingredient-substitutes. Also, proper sanitation is an issue, and bakers are under-rated by many. “I want to bring that attention to bread and bakers here in Leyte,” she added. Present on behalf of Congresswoman Lucy TorresGomez is City Councilor Vince Rama. The Councilor explained to the children and teachers the importance of Bakers in our society. The Councilor also emphasized the affordability of bread and insisted that it should be a part of Filipino meals, now and then.

Paper is taken from the bin and deposited in a large recycling container along with paper from other recycling bins.

The paper is taken to a recycling plant where it is separated into types and grades.

The separated paper is then washed with soapy water to remove inks, plastic film, staples and glue. The paper is put into a large holder where it is mixed with water to create ‘slurry’.

By adding different materials to the slurry, different paper products can be created, such as cardboard, newsprints or office paper. see

In the event that it will not be consumed at the end of the quarter, the LGUs can undertake the food-for-work scheme. All that the LGUs have to do is to submit project proposals to the field office. Ramos reported that just like when Yolanda struck, the agency also had relief goods positioned in 13 disaster–prone areas of the region. However, it was not enough given the scale of the disaster. But they did their best to distribute relief to victims the soonest time possible. He added they still continue to distribute food assistance to date. “We continue to provide food assistance every 15 days to these displaced families, not only in Tacloban but to the total 4, 071 families living in evacuation

centers, region-wide. Our stockpile of goods may not be enough to sustain their needs so we have to take good control of the supplies. We would not stop extending food assistance until they will be able to stand on their own,” Ramos pointed out. The relief distribution covered 252, 426 families of Leyte (35 towns), Eastern Samar (12 towns), Western Samar (6 towns), Biliran (6 towns), Southern Leyte (one town), and the cities of Tacloban, Ormoc, and Baybay. The regional director said that Social Welfare Secretary Corazon “Dinky” Soliman has pledged to continue the food assistance, but only to vulnerable individuals, aside from those who were displaced. Ramos said they are finalizing the list of vulnerable people to include the pregnant, elderly citizens, and PWDs whose income fall below the poverty line.

Dean Malinao, owner of the “Foods for the Gods”, said in an interview, that together with the Tolo family who are their relations, they have long been talking about giving back to the community and share their blessings, “especially the children.”

“We want to serve as an inspiration to them, in doing their best in school so that they could become successful.” He said that they also want to become an inspiration to other bakers and bread businessmen in Leyte. “We need their help in spreading this advocacy,” he added. On the other hand, Eric Tolo of Dayka Bakeshop said that the breads distributed for the children’s snacks that morning were all “baked with passion.” He said that these breads were made by Bakers whom the community hasn’t given enough significance of, “but, breads can reach a significant population. Can Engineers do that? Can Doctors do that?” Eric Tolo said that they

will soon be reaching out to the home-based bakers. “We will teach them to establish their own stalls and empower them also to do business.” Dorina Ott said that once they are done establishing enough funds, they coordinate with the DSWD to sponsor out-of-school youth and housewives. “We will teach them about sanitation and its importance. We will hold seminars and teach theories to home-based bakers. Also we’re going to teach them about technologies and ingredients new to them.” “Basically, if you want to bake but don’t know how, you can contact us,” said Dorina. She said that everyone can be a part in spreading the advocacy.

I MET Vice-Mayor Toto Locsin Jr. at the airport today (Saturday). He is taking a Cebu Pacific flight while our seminar sponsor booked me for a Philippine Airlines flight. He was in Manila to attend a seminar for his sons’ confirmation. The vice mayor has two sons, Mateo and Leo. Anyway, I asked him if it was true that he was not given a role in the Adlaw ng Ormoc 2014 activities. He said yes, he was not assigned any speaking role during the day. It seems that councilor Ruben C. Capahi, who is on his last term, is given the limelight on Monday. Capahi is said to be running for vice-mayor. Around a month ago, the Codilla camp had a meeting with their old guards. The big families, including those who have drifted apart, were invited to “rejoin”. Those who weren’t were understood to be already out of grace. Interesting. Nonetheless, Vice Mayor Locsin said he would join the activities/festivities. It’s the Adlaw sa Ormoc, anyway.

WE HAVE just celebrated the liturgical memorial of Our Lady of the Rosary (October 7). It’s this celebration that has made the whole month of October the month of the rosary. Let’s hope that we appreciate the true value of this prayer. I still remember my childhood days in the province when we were “forced” or at least “pressured” to say the rosary with Lola and Mama and other siblings who were “caught” at the time of this prayer. We did it kneeling down. Of course, I didn’t quite like it, but neither did I feel mistreated. Filial obedience played a big role in this. Since I could not escape, I just played along, but wondered why this prayer was so important it had to be that way. In a sense, I was both there and not there, my mind alternating between praying and getting distracted. Pretension reigned often. It was only late in my youth, while I was already separated from the family to study in Manila, and therefore quite independent but aware I had to fend for myself, that I realized how important this prayer was. For a start, it gave me a tremendous calming effect. To a person who was extremely excitable and sensitive as I was—though I would also know how to cover these traits—the rosary was most welcome. It gave me time and space to breathe and consider things more calmly. But I soon discovered other more important aspects of this Marian prayer. I realized the value of vocal prayers. What I tended to take for granted actually contained precious ideas. I somehow discerned a certain beauty in them, far removed from merely physical beauty and transitory worldly pleasures. And so to prevent me from falling into mere mechanical praying, I would focus on some phrases of the prayers, one at a time, and try to understand and fathom their meaning and figure out how they can affect my life. That’s when I relished the reality of God being a father to me, of what my attitude should be toward him, what I can expect from him, what I ought to ask from him, etc. Also, that Mary is such a wonderful mother who is a most worthy model to follow, the most competent teacher with respect to the virtues I ought to develop, etc. More importantly, the rosary would start to give me a global picture of the redemptive life of Christ which I used to take for granted. Even a cursory meditation of the mysteries of the rosary would elicit all kinds of insights and considerations that I felt were very useful to me. I could use the youth-speak of ‘cool’ to describe them. With the rosary, I get the sensation that I am seeing the different parts of the life Christ through the eyes of Mary, the one who understood perfectly the life of Christ and conformed herself to it is the most intimate way. In other words, the rosary helped me to be a practical contemplative right in the middle of the world, teaching me how to see things through the eyes of faith and devotion. It inculcated in me a living piety that knows how to

I just came from a 2-day Trainer’s Training on Child Reporting sponsored by Plan Philippines, in cooperation with the Philippine Press Institute. It was held at the Imperial Palace Suites, a hotel owned by film producer “Mother Lily” Monteverde. It was a nice, small hotel in a good location at Quezon City. It is on one corner of where the Tomas Morato rotunda. The landscape in the area reminded me of the small European cities we were able to visit last year. It had a cozy ambiance and small city feel. Sadly, though, high rises are threatening to encroach the area. I hope their City Land Use Plan prohibits it. It was just annoying that the food service in the hotel was not that great. It would always run out of food and some 3 to 5 participants would end up eating out, or wait for additional orders to come. And this morning, I went out to have an early breakfast. They said the breakfast buffet starts at 7:00 AM. It was only 7:20 that the food started to arrive. 20 minutes is a lot of time for travellers like us. It could mean the difference of being able to catch a flight, or being able to make it to an appointment. rrr

The Ombudsman has finished filing the first batch of plunder and anti-graft cases against congressmen involved in the PDAF scam. Last to be indicted, according to a press release that I received from the Ombudsman office yesterday (Friday), was the party-list congressman of APEC. I remembered this is the group that our local electric cooperative supported then, until they transferred their support to the 1-CARE. The charges are the offshoot of a nationwide investigation that the Ombudsman has ordered into the Commission on Audit special audit into the use of funds by congressmen who served from the years 2007 to 2009. But there are concerns more significant than the continuing steep plunge in his poll ratings or his three-hour meeting with President Benigno Aquino midweek. One is how 1.2 billion Catholics, including over 90 million Filipinos, will be affected by decisions the Synod of bishops, which ends this Sunday. The Synod’s report is “something of a bombshell,” writes the New Yorker’s Alexander Stille. To anchor the 2015 synod, it has provoked arguments for and against. As read to the synod, it urges greater openness and understanding toward divorced individuals, remarried couples, homosexuals or mixed couples who practice different religions. It suggests making annulment easier. Traditionalists, however, refuse to buckle. “One may wish Jesus might have been a little softer on divorce”, says Cardinal George Pell of Australia – one of eight cardinals Francis handpicked to oversee Vatican reform ,“but he wasn’t. And I’m sticking with him.” They also bristle at the notion that you can evade the rules by separating pastoral duty from doctrinal truth. “Every authentic pastoral action must be doctrine and lived truth,” Cardinal Walter Brandmüller stressed in an interview with La Republica. Francis’s immediate predecessors, from Paul VI to Benedict XVI, seemed to lock the church into a series of positions - on divorce, contraception to homosexuality - that were at radical variance with the beliefs and practices of the majority of Catholics. A Barnum & Bailey Circus in the Philippine Senate? THERE SEEMS to be a big circus going on in our Congress reminiscent of the US Barnum & Bailey Circus that is now happening in the august halls of the Philippine Senate. To add more teeth to the “festive” air, such personalities as Sen. Alan Peter Cayetano, Sen. Koko Pimentel and Sen. Tony Trillanes, are taking matters into their hands in an investigation, even if it is already sub judice, because there is a formal complaint of plunder filed with the Ombudsman against the Binays for the alleged over-pricing of the Makati City Hall Parking Building. What do you think will happen if the Ombudsman will come up with a decision opposite to that of the above “three musketeers?” This is the essence of the sub-judice rule, to avoid an embarassment in the end. Both Cayetano and Pimentel are lawyers; in fact, Pimentel is a bar topnotcher. But excuse this corner, the most that this...... er..... committee can do is find loopholes in the law on plunder. The job of finding witnesses to bolster their case is the turf of the fiscal. What will they achieve with this zarzuela? It is obvious that it is in ‘aid of the coming presidential election’ rather than in ‘aid of legislation.’ They want to pull down the rating of the leading contender, Binay, in order to give a better chance for their favored man. Is there no other better way of spending public funds rather than task us, the gullible public, with a big yawn? If these gentlemen, who are playing the role of Sherlock Holmes wielding a big magnifying glass, pull down the rating of front runner Jejomar Binay in the presidential race, what happens? There was a marked drop of ten percentage points in the surveys, but it did not necessarily pull up their man, DILG Sec. Mar Roxas. It appears that their effort is to no avail. They are now throwing all kinds of trash at Binay, including the kitchen sink. There is, therefore, a need for a better approach. How about if this sub-committee membership is to be looked into? Sen. Trillanes is very much remembered with the infamous Oakwood mutiny that ended in a white flag. He served a jail term even if he was elected as Senator. It must have been the votes of the military that propelled him to the Senate. How about Sen. Pimentel? This corner heard that he once ran for Mayor of Cagayan de Oro City which is the turf of his father, ex-Sen. Nene Pimentel who was

Are people in the limelight prone to be “monsters?” These are big issues against him: public trust and morality. Sen. Cayetano who is Senate Majority Leader, has a moist eye for the presidency. Delicadeza demands that he should refrain from inflicting blows below the belt on his adversary. More so that he holds a position of public trust. Can they (the three musketeers) craft changes on the law on plunder devoid of personal interest? How much more if any of them get to be the next president, will they be equal to the classifica-tion which make them statesmen? It is this corner’s view that statesmanship is a very rare quality. You have to be like the old man Pres. Sergio Osmena or Sen. Indeed we should be like the ostrich that will hide his head under the sand. Our dismal showing in the FIBA Asia games and the recent Asian Games that produced one single gold in a field which is a far cry on our pet sports. Our boxers only produced silver and bronze. It was in Cycling that we produced one gold. How much did our delegation spend for the tournament? Maybe next time, we limit our participation to the sports that we are sure to produce medals. Maybe, we should think along the lines of a joint partnership with a private group or individual. This corner cannot understand nor does it agree why Chot Reyes was chosen as Coach of our basketball team. We have better coaches than Reyes. Considering we were qualified to play in the FIBA, our poor showing of 7th place is indeed very low. We must not disregard nor take for granted that games are also won because of the strategy of the Coach. There are instances about timing: which player to replace in favor of another as the games progress. Our path to glory is like the proverbial searching for the Holy Grail. How long must we have to wait for the time when we were once No. 3 in World Basketball? Was it a fluke?

I WAS ABOUT 6 years old when my grandmother died. While alive, I remember that she kind of smells different and thought old people are supposed to smell like that. My elders explained the funny smell due to poor hygiene (she was bedridden), or not enough windows open (she chilled easily). As we age, there are a lot of changes in our skin that we can see - wrinkles, sagging, dryness and so on. There are also changes in our skin that might not be visible to the eye, but the nose surely knows. There is a scientific explanation for this observation. A study conducted by Japanese scientists found that beginning around age 40, a person’s body odor contains a higher concentration of 2-Nonenal, a compound that has an unpleasant, greasy, grassy odor that we affectionately call “old-people smell.” Sebaceous glands in the skin release sebum, an oily combination of lipids that helps retain moisture. The sebum produced is broken down by bacteria on the surface of the skin, which contributes to body odor and can be made worse by hormonal changes and stress. In younger people, the skin’s natural antioxidant defenses work to prevent these fatty acid breakdown products from being oxidized by the air and turned into other chemicals. Older skin has fewer antioxidants. That, combined with hormonal shifts that increase lipid production by sebaceous glands, means that more of those free fatty acids will undergo oxidation. The result is an accumulation of oxidized substances including nonenal. The older we get, the more nonenal we produce. Because nonenal is a small, volatile compound, it can be found in the air around skin, and absorbed into clothing, pillows and cushions. But with old age comes also the de-

A Japanese skincare brand (called Mirai) makes a body wash that actually targets nonenal with persimmon extract. Even our ear wax is powdery, rather than waxy, so has less chance to smell. And the apocrine glands in the axillary areas are very much fewer. But the human body can hold up to 30 pounds of fecal matter in the intestines. It can cause body odor and even obstruct the body absorption of nutrients. I think that’s another reason for old people odor. If they can get their intestines clean with natural supplements or a colon cleansing with a professional, then there may be no body smell. It also suggested that older people get a bottle of Milk of Magnesia and use it instead of regular deodorant to make them odor free. Milk of Magnesia may also be a component in some commercial deodorants so check the label. It is worth noting that food has a lot to do with body smell. Spices like onions and garlic make many people smell and age has nothing to do with it. But it is a fact that older people eat a lot of higher sugar foods and not enough protein and good fats and this dietary choice can make them smell kind of “funny”.

THE MOUTH, like many areas of the body, is teeming with bacteria — most of them harmless. Normally with the body’s natural defenses and good oral health care, such as daily brushing and flossing, one can keep these bacteria under control. However, without proper oral hygiene, bacteria can reach levels that might lead to oral infections, such as tooth decay and gum disease. It is advised to Brush-Floss-Rinse. Brush. Always brush for two minutes, at least two times a day every day. Studies have shown that brushing for two minutes is the single most important method for reducing plaque and preventing cavities, gingivitis and other plaque-related diseases. Proper technique cleans teeth and gums effectively. Use a toothbrush with soft, nylon, round-ended bristles that will not scratch and irritate teeth or damage gums. In brushing, (1) Place bristles along the gumline at a 45-degree angle. It should touch both the tooth surface and the gumline. (2) Gently brush the outer tooth surfaces of 2-3 teeth using a vibrating back & forth, rolling motion. A rolling motion is when the brush makes contact with the gumline and is moved downward toward the chewing surface. Move brush to the next group of two to three teeth

Lao, this city. Vice Mayor Locsin said 43 barangay folks from Naungan and 45 from Brgy. Lao joined his cause. 19 employees from the Sangguniang Panlungsod also joined in. The mangrove rehab champions planted 2,000 mangrove seedlings at a pre-identified area by the city environment and natural resources office in just two hours. The planting was started at 6:30 in the morning and was finished by 8:30. Locsin said the sponsors of his mangrove-replanting program are friends Atty. Jose Antonio Aliling (Acube Legal Support, Inc.); Armita Roman; Kristine & Anthony Meehan and Vini Nola Ortega.

1st Leyte Koi Show & Growout Competitio ORMOC CITY - The Leyte Koi Club held its first ever Local Koi Show and growout competition in line with the activities for the Ormoc City Charter Day. The two-day event took place on October 18 – 19, 2014 in front of the old city hall of Ormoc. This was headed by the club’s president, Mr. Rolly Villacora, and by Mrs. Leni Larrazabal, vice president of the Leyte Koi Club and the owner of Leni’s Garden and Kois. The competition was open to all interested participants who would like to showcase their skills at handling and developing their locally born Kois. The contingents included those who came all the way from Cagayan, Cebu, Ilo-ilo and the local koi breeders in the Leyte area. Some special guests also attended the competition, among them is Mr. Paquito Unchuan, owner of Cebu White Sands Resort, a fellow koi keeper and one of the major sponsors of the event. Koi fishes, although slowly gaining popularity among the masses is still very unfamiliar to many. People who got to see the Kois displayed in the Koi vats were amazed at the beautiful patterns and the sizes of the

Kois. Some were curious and had a lot of questions concerning the Koi keeping hobby and were eagerly assisted by the LKC members in answering their concerns. Awards were given to the competition winners on the last day of the event. The participating koi entries were judged by Michael Go from Manila, Briexcell Martinez from Cebu and Richard Tan from Cagayan de Oro. LEADING AVIATION think tank, Centre for Aviation (CAPA) recognized Cebu Pacific Air (PSE:CEB) as the Asia-Pacific Low-Cost Carrier (LCC) of the Year, during the recently concluded CAPA Aviation Awards for Excellence in Singapore. “Our LCC of the Year has endured a tumultuous period in its home market, but maintained its focus and had the highest operating profit margin in the Asian airline industry,” said CAPA Executive Chairman Peter Harbison. “The carrier has launched a long-haul operation which strategically improves its long-term position by opening up new markets, while quickly responding to the challenges in this segment,” he added. Psychodynamics of Bullying

School is the prime location of bullying which is a perennial problem aside from drugs and gangs. It is experienced by one out of seven students. Bullying is a type of oppression reflected through repeated intentional aggressive and cruel behavior usually towards someone weaker than you, explained Psychologist Dr. Pureza Trinidad-Onate. Bullying involves imbalance of power. It is done through teasing, insulting, shoving, hitting, and even gossiping someone. Frequently, it is repeated, unless there is intervention. Forms of bullying include physical aggressive, social alienation, verbal aggression, intimidation bullying, and relational bullying. New addition to forms is the digital and cyber bullying which is so easy to do because of the availability of social networking today, people would see how one is bullied right away. It’s considered as new insidious development of bullying.

Bullies have conduct disorders, the speakers said. They are manipulative, psychologically strong, popular among their peers, and usually go in groups. They enjoy the satisfaction of overpowering others. Boys are usually physical bullies which makes it easy to identify, while girls are passive-aggressive who are good in giving misnomers (name-calling) and even simple but offending eye movements. Most bullies are classified as “reactive bullies”. They are bullies who were bully victims themselves and retaliated to other who are also weaker than they are. They have lingering feeling of anger and bitterness. “If you are humiliated, rejected, and traumatized, you become a bully. As bully you want to feel strong to be accepted,” said Dr. Glenda Basubas, Chairman of Philippine Mental Health Association-Cebu chapter. “But having been bullied themselves does not excuse their misconduct; it only helps to explain it,” she added. Another influence that triggers bullying is the situation at home and exposure to violence such as in video games.

Bully victims are disempowered. Bullying can cause the victim to feel afraid, ashamed, embarrassed, and anxious about going to school. Bully vict i m s s u ff e r depression; they cannot concentrate well in school, highly anxious, and develops physical, emotional, and even mental illness. They may even develop “Psychosomatic illness” mani-

fested through irritable bowel syndrome or allergies. They feel isolation and, eventually, loss of self-esteem which causes them to have low grades and to be hesitant to go to school. In the long-term, they continue to possess low self-esteem. As a result, they will have no job opportunities. Eventually, they become obsessed with revenge, find it difficult to trust others, has fear and avoidance of social situation, and increases tendency to be a loner. They become overly sensitive and perceive themselves as easy victim. Bullying without visible scars is more difficult to handle and is more damaging. Emotional scars, the psychologists said, lasts a lifetime. Too much depression from bullying may lead to suicide. That’s why bully victims have high tendency to commit suicide; they are at risk to seeing it as the only way out.

What can be done?

Schools should stand as mediator between the bully and the bullied, and help them reconcile. Both sides need to be understood. Bullies can’t be bullies without reasons. Parents should talk to their children every day. And as much as possible, create social support, raise self-esteem of the students, encourage delinquency, and strengthen values formation. Schools must have zero-tolerance antibullying policy, violence-prevention program, preventive curriculum that includes social skills training, counseling, and social work. It also helps to involve students in resolving conduct problems, review and monitor school discipline practices and procedures, and organize a recreational, enrichment, and leisure activities for students. “Teachers are powerful role model and all on the spot when young people are passing through the most critical stage of their social experimentation. They are in the prime position to encourage the optimum social development of all students especially those in need,” said Cynthia Potencioso, a Psycho-educator who discussed “Coping with Violence in School”. On the second day, Marrietta Latonio, a Registered Social Worker, facilitated the team building in the morning and the formulation of Child Protection Policy workshop in the afternoon. The formulated Child Protection policies should be implemented in their respective schools. “Though bullying is difficult to identify, when you do, please take it seriously,” said Dr. Basubas. “Do not let you ignorance and incompetence endanger the students because remember that in school, you are the parents,” she added. Leyte Civil Engineers push for steel construction tech TACLOBAN CITY (PNA) -– The Philippine Institute of Civil Engineers (PICE) in Leyte is pushing for the application of steel construction technology in the province to support the post-Yolanda “build back better” concept. PICE Leyte Chapter president Henry C. Cua said that steel construction methods are designed to withstand strong winds and destructive earthquake. “It is timely because of what we have experienced lately. Aside from this, the magnitudes of disaster are getting stronger and it is becoming more frequent,” Cua said. PICE Leyte recently gathered its members to orient them on the technology with Japanese experts as resource persons. Its member also tackled how to incorporate the method in the ongoing reconstruction effort. “Through this technology, there would be a reduction of about nearly 20 percent

from the cost of the delay,” he observed. The technology will apply the practices in Japan after it was hit by the 2011 earthquake and tsunami. “Japan and Philippines more or less, we experienced similar natural calamities. I think we should pattern the design of our structures with them,” Cua said. The PICE Leyte chapter president who has been into hardware business said that steel supplies will not be a problem anymore due to Association of Southeast Asian Nation (ASEAN) integration starting next year. “Imported goods coming from Japan and China will be traded at a lower price. It’s a matter of planning so we could get enough supply as the demand arises,” Cua added. Organized in all Philippine provinces, PICE is a professional organization for civil engineers in the Philippines, composed of group from the government and private sector.

Pangilinan bares funds for NFA warehouse in Ormoc

PALO, LEYTE (PNA) -- The National Food Authority (NFA) two warehouse projects to be implemented in Leyte are already funded, said Presidential Assistant for Food and Security and Agricultural Modernization (PAFSAM) Secretary Francis Pangilinan. Pangilinan, who was here last week for a two-day consultative visit, said that the rehabilitation of the warehouse in Alang-alang town was allotted Php48 million while the construction of a new warehouse in Ormoc City was apportioned Php25 million. The Alang-alang warehouse, which has a 200,000 bagcapacity, was severely damaged by typhoon Yolanda. The good news was revealed during his consultation with farmers, grain retailers and businessmen at the regional office of NFA in this town. Pangilinan also visited the NFA warehouse at the Maharlika Highway in Tacloban and met with coconut farmers in the region. He also visited Javier town where he toured some of the locality’s livelihood projects such as the fiber glass boat making, hollow blocks making and the coco coir making. The secretary capped his two-day visit with a stop at the Tibak Irrigation System in Tanauan town. He also joined the forum of the regional irrigators association. Yang added that McDonald’s has confidence in the Philippine economy that it will open 35 more branches by the end of 2014. Half of the 435 stores around the country are company owned and half are run by franchises. McDO BAHAY BULILIT “ T h e re o p e n i n g o f McDonald’s is a double celebration because today is also the 40th year anniversary of the Ronald McDonald’s House Charities that offers programs for millions of children all over the world,” Yang said during the launching of the McDo Bahay Bulilit at the compound in San Jose Elementary School in Tacloban. “The McDo Bahay Bulilit is a Day-Care Center that caters to underprivileged children 6years and below. We know that many day-care centers were levelled to the ground during the typhoon and this is our

way of helping the children especially the less privileged,” Yang said. The Bahay Bulilit is the 25th built in the country and the first in the region. It is has an area of 80-sqm with electric fans, chairs and tables, books and other reading materials. It will be managed by the City Social Welfare Office (DSWD). After the launching which was graced by Tacloban City Councilor Christina G. Romualdez, San Jose Barangay 87captain Leo Bahin among others, Ronald McDonald read the story, “The Shy Rooster” to the pre-schoolers. “This Bahay Bulilit is just one of the many projects we will do in Tacloban and Region VIII,” Yang said. McDonald’s is run by 100-employees, with 70-percent comprising the original employees, before the operation was halted after Yolanda.

Cebu Pacific to increase Hongkong flights THE PHILIPPINES’ leading carrier, Cebu Pacific (PSE: CEB), announced that it will increase and upgrade its flights to Hong Kong, pending the approval of its request for seat entitlements with the Civil Aeronautics Board (CAB). The Philippines recently inked a new

air service agreement with Hong Kong, doubling the weekly seats assigned to carriers operating flights from Manila to Hong Kong, from 15,000 seats per week to 30,000 seats per week. The agreement also covered unlimited capacity in all international airports in

the Philippines outside of Manila. “We congratulate the Philippine Air Panel for successfully negotiating an increase in flight capacity with a key tourism and trade partner of the Philippines. CEB will request for additional seat entitlements to allow us to upgrade and increase our existing daily Airbus A320 services to

It is indeed an effective means to instill a supernatural outlook in us, a handy tool to ask for special favors through our Mother’s intercession, a good way to spend time and know more about Christ and about her. If there are pressures to bear, problems to solve, challenges to face, and even special intentions to pray for, the rosary is a good companion. Even when we get visited by insomnia, the rosary helps us go to sleep. Especially these days when we are buffeted with all kinds of tension-causing predicaments, the rosary is a good antidote. It puts our mind and heart in their proper place, firmly rooted on Christ and oriented toward him. It makes us conscious of our human and Christian duties. The rosary can be done anytime, anywhere. It need not be finished in one seating. And with the new technologies which enable us to follow it while listening to its recording, it can be done quite easily, even while we are driving. It’s good to spread this devotion as widely as possible, first in the family, then in the neighborhood, in schools, parishes, offices, etc. We can also organize pilgrimages to shrines of our Lady. Daily flossing (or other methods of interdental cleaning) removes plaque and food particles that cannot be reached by a toothbrush or toothpick, particularly under the gumline and between teeth. Failure to do so can allow plaques to buildup in these areas - which in turn can lead to tooth decay and gum disease. Rinse. Using a mouthwash after brushing teeth improves oral health. It is another important step to prevent gum disease (gingivitis). Brushing and flossing alone cannot eliminate all plaque and germs. So, it is recommended to finish oral care routine with an antiseptic mouthwash. For children: (1) Start cleaning teeth early. As soon as the first tooth appears, begin cleaning by wiping it with a clean, damp cloth every day. When more teeth come out, switch to a small, soft toothbrush.
