HIV-AIDS cases on the rise in EV, rest of the country PALO, LEYTE (PNA) The Department of Health (DOH) here cited the need to strengthen information dissemination about human immunovirus-acquired immune deficiency syndrome (HIV-AIDS), as Eastern Visayas is not exempted when it comes to regions with high infection cases. DOH Undersecretary for Women, Children and Family cluster Janette L. Garin, who was here this week for the launching of the “DOH on Wheels: Kalusugan Pangkalahatan” roadshow, said that Eastern

Visayas has 151 confirmed cases of persons with HIV and full-blown AIDS. 30 are female and 121 are male, she informed. In Leyte, where the bulk of persons with HIV are recorded, the median age is 27, “better” when compared with other provinces in the country where the median is 21-24 years old. She also believes there are more people who are positive for the infection, whose conditions are documented. “The figure we gave is just a figure per se because we believe that it is under

declared,” she said, citing that in the Philippines, one person is estimated to be infected every hour. “We cannot treat HIV at the moment but then we have medicines to ensure that they have strong resistance,” she added. HIV-AIDS screening is offered for free at the Center for Health Development (CHD) regional office here, while a treatment hub has been identified at the Eastern Visayas Regional Medical Center, said DOH assistant regional director Paula Paz Sydiongco. She added that cases

are treated with confidentiality. There are trained personnel who handle HIVAIDS cases. Sydiongco said that for this year’s first quarter alone, they have recorded 20 new cases. “A little more than half of the cases were from Leyte,” she added. Ormocanons in Melbourne celebrate fiesta

ORMOC-BORN migrants gathered in Melton, Melbourne, VIC last June 28, 2014 to celebrate the Ormoc City fiesta in honor of Sts. Peter and Paul. 12 families came in attendance with their parents, spouses, children and friends to mark the first ever Ormocanon fiesta in Melbourne. Mr. Eddie Tan, former city councilor who is now based in Melbourne, was the guest speaker of the night.

Also in attendance was his wife Daisy Capahi-Tan, and daughter Mary Anne with husband Cristopher. Battling near-freezing winds not to mention the long drive, they made it to the venue to make the event a huge success. The celebration further reinforced the Ormocanons’ resilience. It also revealed a sea of talent among the expatriates that trickled down to their kids.

Nobody was harmed in the attack but the café’s glass walls were shattered. Police gathered from the scene of the crime two empty shells of a caliber 45, while 7 slugs of still unknown caliber were also recovered. Motive is still unknown. The owners, Australian national Aaron Taylor and wife Maddy, declined to be interviewed. It was learned that Taylor had a list of 8 names as suspects, but did not show this to media. TABANGO, LEYTE – The Philippine Army and the Philippine National Police, in coordination with security personnel of the National Grid Corporation of the Philippines (NGCP), conducted a “large scale security drill” for the first time last June 27. The Tabango substation, it was learned, was considered “the most critical facility of NGCP”. The NGCP sub-station transmits a maximum of 400 megawatts and is connected to the central switching station in Kananga. It supplies power to the region. A submarine cable, on the other hand, is found in the area which crosses to Daanbantayan in Cebu to provide power to central and west Visayas, through interconnecting grids. A single fault from this sub-station may affect these towns’ power supply, it was learned. The various actors of the security drill played out scenarios, among them hostage taking and an assault on the grid. After the actual drill, the teams gathered for debriefing. Team leaders of the respective assault teams discussed where they were weak and their strengths. The police observed that response time from them took longer than expected as they had to come from Kananga, Villaba and Ormoc, respectively. The police also emphasized the importance of “basic information to be given to the assault team” while they are being mobilized, because they cannot respond effectively without the essential elements of information. It was also suggested that there should be a command post where the chief of police of Tabango shall be ground commander. The Army, on the other hand, said that the moment they arrived the scene, they have already created a “hostage crisis committee”. They will, however, only “assault in case of failure of hostage negotiation” and it will not be a frontal attack. Their courses of actions include “mounting of snipers from afar and reckoning the site”. Col. Romualdo Palaruan. Hostage taking only happens if the attackers are cornered, he said. “That is why we need to have a systematic approach in dealing with warfare,” he added. He also noted that in the absence of imminent threats, “we tend to relax”. And that is when hostile forces find the site vulnerable and ripe for attacking, especially if they know that only few are on duty, he told the security forces. Col. Palaruan also emphasized not to “overlook the role of the guards which is to protect, observe and report”. They are the frontliners, he said. He also reminded the company’s security guards that in case of an attack, they must secure themselves first, because only then can they relay vital information to outside friendly forces.

NGCP District Security Officer Bernie Domingo, on his part, said that the primary objective of the drill “is to assess how law enforcement forces can react when this vital installation is under siege”. The annual drill is “included in the plans and programs of NGCP”. This year’s drill was considered “large-scale” because it “involves PNP and military who brought a unit of armored vehicle. It also covers all sites of the sub-station, inside and outside”. He noted that the “friendly forces are well-coordinated with each other”, but cited poor communication. He said they communicated through cell phones and signal in the area was bad. He said they would work to improve the signal in the area. The 3-hour security drill included a fire emergency drill since “in an emergency, it is expected to have fire due to explosions”, said Tabango substation Principal Engineer

Louis Barameda. He also realized the necessity to acquire CCTV and a “duress button” connected to the reinforcement offices’ station. He said, “it is our duty to be “proactive” that’s why our Emergency Response Team conducts a drill twice a year.” He noted that the nearest fire station is in Villaba which does not have a fire truck “yet”, and the only fire extinguishing equipment they can rely on is their own. However, one cannot easily bomb water to the site as lines are high voltage and might cause electrocution, that’s why respondents must coordinate with the NGCP Officers. SPC marks 100 years with Parade of Fantasy & Lights 17 GIGANTIC floats graced the streets of Ormoc City last July 4 late afternoon. The Parade of Fantasies and Lights was the opening salvo of the Saint Peter’s College Grand Alumni Homecoming and Centennial celebration. The alumni homecoming parade is done annually but this year was special because it was SPC’s 100th year. Homecoming Batch President Dr. Sandra FielChiong and Alumni Association President Roel Dejaño decided to do it differently this year, and start the activities in the afternoon instead of doing it in the morning. Since it was the first ever parade of lights in Ormoc City, the organizers wanted it festive and spectacular.

Pass the People’s FOI Bill now! IN EXACTLY 24 months, the Aquino Administration that came to power on a “Social Contract with the Filipino People” will come to a close. Its trademark shibboleth: “Kung walang corrupt, walang mahirap.” Its path to governance: Daang Matuwid. Today, we hear less and less of official statements peppered with the same prose now. And yet, as the Aquino administration enters its twilight years, the Filipino people’s disaffection with unabated corruption in high places and jobless growth continues to rise. In recent weeks, plunder and graft cases have been filed against some senators and congressmen mostly associated with the political opposition, for alleged misuse and abuse of pork barrel monies. A few other lawmakers allied with the Administration had also been implicated but the investigators have shown much less vigor and spunk in running after them. What is wrong with this story? A big missing link -- a Freedom Information Act that will affirm with absolute certitude that the long arm of the law will snare all the crooks, whether foes or friends of the Administration. The cases are now unfolding on both legal and political fronts. It is most worrisome that because the wheels of justice grind exceedingly slow in the country, their prosecution will stretch beyond the life of the Aquino Administration and past the next national and local elections. How the political interests of the accused and the accusers would collide or converge in May 2016, the paramount nonpartisan interest that must be favored is the Filipino people’s right to know, access information, and hold accountable in law and in the next elections those who amassed our hard-earned taxes for private gain. At its birth, the Aquino Administration pledged to crack a simple equation – curb corruption to curb poverty. To most everyone it was clear that an FOI law could have served as fount and pivot of its reform agenda. An FOI law will define clear procedures and reasonable limits on citizen requests for information and documents vested with public interest and in the custody of public officials and agencies. And this is the essence of an FOI law – a rights-based permanent framework that is far more superior to the Administration’s voluntary disclosure of some public finance documents, or only those that it decides to post online. About 100 countries across the world have enacted FOI laws. They have demonstrated how FOI serves as bedrock and enabler of most other rights of people to education, health, livelihood, property, security, and even life and happiness. In the Philippines, a multitude of citizens and sectors -- students, workers, informal settlers, professionals, academics, businessmen, church people, journalists, bloggers, donors, and civil society organizations – have declared their explicit and firm stand in favor of the passage of the FOI law. The online and onsite petition on www. change.org/TayoNaParaSaFOIfor President Aquino and Speaker Feliciano Belmonte Jr. to finally act decisively on its passage has drawn about 10,000 signatories, and counting. FOI is a legislation that is27 years overdue. The 1987 Constitution guarantees the people’s right to access information. It enshrines transparency as a state policy. It has obliged the members of Congress to pass an FOI law that

Give equal thought to compelling issues like China’s muscling even into Philippine and other Southeast Asian economic exclusive zone waters, writes Gen (Ret) Antonio Eduarte Sotelo in “Who Is Afraid of China?”. “China’s aggressive behavior in the South China Sea (West Philippine Sea to us) transformed the problem into one of (worldwide) strategic dimension”. Sotelo – who?, the youngsters among us ask. At 6:20 am on the third day of People Power I uprising, seven Sikorsky helicopters of the 15th Strike Wing defected. Led by squadron commander Col. Antonio Sotelo and 16 pilots, they landed in Camp Crame where rebels against Marcos were boxed in. “There was a tense silence. Then a burst of cheering filled the air. Rebel soldiers hugged the crews, and nuns walked onto the field to give them flowers.” “Suddenly we had air power”, then constabulary general and later President Fidel Ramos recalls. It has shown it could muster the numbers for reform bills certified by the President. The Sin Tax Law and the Responsible Parenthood Act are two examples. There is no question that it wants to, it could do the same for FOI. Under the steady leadership of Sen. Grace Poe, chair of the Committee on Public Information, the Senate passed its version of the see

In contrast, we are developing our defense capability based on surface ships, fighter planes and radar – where we’d be trashed. “Like us, Vietnam faces the bullying of China, too, as she has overlapping territorial claims with China in the Paracels. There is the logic in Vietnam’s force development. Submarines could be deployed undetected in ambush positions across the vast expanse of the sea, thereby sowing apprehension to the adversary. It is similar to a Vietcong platoon hiding in the jungle, waiting in ambush for the American patrol to come by, then open fire, kill and withdraw. rrr

In the case of small boats, they are cheap to produce in numbers. They could swarm the enemy, fire their missiles or torpedoes, then withdraw to their sanctuary. Surely, they are vulnerable but one of the many may get through to its target. “Korea, Australia and Japan have taken notice to the creeping strategy of China which impinges upon their national concerns, too. We are for eternity in Asia with China as our neighbor. We have allies but they have their own interests to pursue and protect. They will come and go as their national interest shall dictate. Yet, the weak can win and the strong can fumble. The shepherd David killed the warrior Goliath with a slingshot. Today, Al Qaeda is fighting without a navy, air force or a standing army. Remember: Sophistication of the strong carries its own vulnerability. rrr

It would be a wise policy to let our allies who have interests in the area and who are capable of standing up to China’s growing naval capability do so. We can contribute with a credible capability for asymmetric warfare. As an ally, we may provide basing facilities for their forces. But we should keep our antiquated Navy and Air Force out of the way. Use them instead for internal security which is shot through and through. Remember: the foundation of a strong external defense is stable internal security.

I WOULD say that when temptations come, the first thing we have to do is to immediately go to God, to run to him, to stick to him as closely as possible. That’s simply because God is our rock and fortress, the ultimate source of strength. Missing this reaction, we open ourselves to a long, tortuous episode that can end badly. Missing this reaction is actually a common thing to happen because in the first place our relation with God is not strong. If ever there is some relation, it is more on the theoretical level and hardly on the practical, much less something that involves our feelings and instincts. And so, we have to work hard in building up this relation with God if we want to keep some safe distance away from temptations. If our love for God is hot, the devil will find it hard to get near us, just like a fly would not get close to a hot soup. Our usual problem is that we tend to be by ourselves when temptations come, and to rely simply on our powers which actually are already heavily compromised since our wounded flesh is an ally of the enemies of our soul. We always have a Trojan horse in our personal lives. Without God’s grace we simply cannot do anything except to fall, if not soon then later. It would just be a matter of time. But when we are with God, we get to see the whole picture, and can distinguish the poison embedded in the many good, beautiful, true and sweet things that temptations come with. From there we would know what strategy to take. Very often, what can be effective is simply to ignore the temptation and the pour scorn on the evil spirits behind the temptation. This is effective if in the first place our spiritual life is healthy, with faith and love for God and for souls vibrant and strong. But then when such faith and love is not that strong, the temptations can gain some foothold in us. When we notice this, our reaction should be just to stay calm and not to dare to get overexcited. When there is a storm around, we usually would stay home or at a safe place to ride it out, and avoid going around. The same with this particular case of temptations gaining some foothold in us. It simply means that God is allowing these temptations to come to show us where we are weak, and therefore where we should do something about. This is when we have to spend time praying and offering sacrifices, for only in this way can we discern the proper tactics to take advantage of the temptations. Yes, temptations are not all that bad. They can be tremendous occasions to boost our spiritual growth. We all need to be tested. Let’s always remember that everything that happens to us, including those that appear very bad, are at least allowed by God to happen. And if he allows them to happen it is because there will always be some good that can be derived from it. Let’s remember St. Paul’s words: “Where sin has abounded, the grace of God has abounded even more.” (Rom 5,20) Let’s be quick to assume this reasoning when temptations come

The irrepressible St. John the Baptist 24TH JUNE came and went which is the feast day of St. John the Baptist. Even when he was yet in the womb of his mother, Elizabeth (a.k.a. Isabel), he was a precursor of great things to happen. His birth takes us back to the biblical scene where two “barren” women met on the hills of Judea (a.k.a.Ain Karem). One was literally barren for she remained childless. Her name was Elizabeth. The other woman, who was also her relative, was poetically bar-ren because even with her natural capacity to bear a child,it was not possible for her to con-ceive a God in her womb. Her name was Mary. Mary travelled 60 miles to Judea to visit her cousin, Elizabeth, who was now on the sixth month of the baby she was carrying in her womb and Mary was also carrying in her own womb the savior of the world. Even if Elizabeth was far advanced in age, her “infanticipating”augured good news to her neighbors. For a married Jewish woman to be barren, it was as if you have a certain curse in life. When Zechariah, her husband, was informed by an angel that his prayers were answered by the Lord and he could not believe it because he was already in his 80’s, he was promptly punished by the angel and he lost his power of speech. He was however given the consolation to speak again after his child is born with the name of John. God’s hand turned their “barrenness” to fruitfulness: conception in old age for Elizabeth and conception in virginity for Mary. In that meeting in the hills of Judea. The distance travelled by Mary and Joseph from Nazareth to the hills of Judea was 60 miles or something like 90 kms. The two women sang similar songs of thanksgiving,proclaiming the great thing that God has done in their lives. It was also in this meeting that Mary produced the beautiful prayer (or song?): the “Magnificat” repeated over and over in convents all over the world. For those who want to read the Magni-ficat,please refer to the Gospel of St. Luke, Chapter 1, verses 46 to 56. You will have to admit that the same (song) is beautiful! “My soul magnifies the Lord, and my spirit rejoices in God my Savioue, For he has looked with favor on the lowliness of his servant.

I HAD OFTEN WATCHED Bet on Your Baby and I noticed that toddlers of young, affluent parents tend to follow instructions better. They may not necessarily win but it is heartening to note that there’s communication and kinship between the baby and Mom or Dad. Data from research shows that a baby born in poverty suffers not only for lack of wealth but also for a poor vocabulary. During the first several years of life, more well-to-do parents shower their children with millions more words, leaving poor kids with a “word gap” that may affect them for a lifetime. Researchers say the word gap appears by about 18 months of age. By the age of 5, children from lower-income households may lag two years behind their counterparts in tests of language development. Brain imaging scans support the link between words spoken and brain development. Essentially, children of higher socioeconomic status use more of the brain’s “neural real estate” within regions involved in language development. A new study reveals that lower-income children reached a level of language proficiency richer kids had hit six months earlier. Children from higher-income families, by contrast, recognized more words and were better able to learn new ones from context. In one experiment, the investigator placed voice recorders in low-income toddlers, tracking the child’s language experience throughout the day. In listening to those recordings, a dramatic difference emerged in what scientists call “child-directed speech,” as opposed to words overheard merely from the background noise of the television. Whereas one child in the study

heard more than 12,000 words per day in such child-directed speech, another received only 670 words. Naturally, the language development gap between the two was significant. Mothers (and Fathers) are advised to converse to their babies. According to researchers, the earlier and more frequently you engage in conversations with your baby or toddler, the better language and vocabulary development they will have. But here is a cautionary advice. For some bilingual homes, for example as in Pinoys marrying foreigners, researchers recommend the opposite of what you might think. Parents with broken English should refrain from misteaching their children the English language, but rather to focus on their native language — at least until they go to school. Among tips for improved child language development, researchers advised parents to begin speaking to their children in rich, complete sentences of varied structure, with no need for dumbed-down “baby talk.” Researchers say that there is a lot of impact on how you speak to your child that you can actually see it on a child’s brain scans. The children who are exposed to more words devote more of their brain to learning the language. While it may feel weird at first because they are just staring at you, having one-sided conversations with your little one is actually quite fun. You can talk to them about anything and everything, and they won’t talk back to you. Take advantage of it while you can, especially now that we know it’s extremely beneficial to them.

Diabetes JULY IS Diabetes Awareness Month. I will answer some frequently asked questions. 1. What is diabetes? Diabetes mellitus is a condition defined by a blood sugar of ¬more than 126 mg/dl after 8-10 hours of fasting (no food nor drink). In the Philippines (as of 2010), 7.7% of the population (3.4 million) has diabetes. However, by 2030, it is projected to increase to 8.9% (6.16 million). At present, one in every 25 Filipinos has diabetes. When we eat, our blood sugar usually shoots up beyond 160 mg/dl after eating but it should lower down less than 150mg/dl, 2 hours after eating. The food we eat becomes simple sugar, which stays in our blood less than 2 hrs. Once there is an increase in blood sugar (after eating), our pancreas produces the hormone INSULIN. Insulin then pushes the majority of the sugar from the blood towards the tissues (muscle, brain, other organs) to be used as energy. 2. What are the types of diabetes? There are 4 types of diabetes mellitus (DM). DM Type 1 is usually seen during childhood and it is caused by inability to produce insulin (by the pancreas). The singer/actor Gary V. has DM type 1 and has been on daily insulin therapy, delivered by an insulin pump implanted beneath the skin. DM Type 2 is usually seen during adulthood. It could be acquired - due to high intake of sugar (soft drinks, sweets, etc) coupled with declining production of insulin by the pancreas coupled with insulin resistance. At present, some teenagers have been diagnosed with DM Type 2 due to unhealthy diet by the young people of today. The third type is Gestational Diabetes Mellitus (GDM); it is diabetes first diagnosed during pregnancy. The last type is secondary diabetes. It is less common and is composed of genetic defects and pancreatic diseases

with concomitant high blood sugar levels such as pancreatitis, drug/chemical induced diabetes, etc. 3. What are the signs and symptoms of diabetes? Regardless of type, the common signs and symptoms of diabetes are frequent urination, unusual thirst, blurred vision, tiredness, repeated infections and sores/wounds that heal slowly. The tiredness is due to lack of energy of the muscles since the sugar stays in the bloodstream and does not go to the muscle, to be used as energy source. The repeated infections and sores are caused by defective immune cells. During infection, the white blood cells in the blood takes charge to kill the bacteria/virus. However, with high sugar levels in the blood, the white blood cells become less effective in the killing the pathogens. Among patients with uncontrolled diabetes, the blood sugar may shoot up above 600mg/dl causing blood pH imbalance; and it will lead to a critical condition called diabetic coma which can lead to death. 4. How is Diabetes diagnosed? Fasting blood sugar (FBS) is the recommended test. It is positive for diabetes if it is more than or equal to 126 mg/dl after 8-10 hours of fasting. A test called glycosylated hemoglobin (Hgb A1C) is another blood test which indicates the sugar control (for the past 3 months) and is used for monitoring. 5. What are the risk factors for diabetes? Screening is usually recommended for those 40 years old and above. Especially those with first degree relatives with diabetes, those with history of GDM, Polycystic Ovarian Syndrome (PCOS), those who are see

TACLOBAN CITY – Robinsons Place in this city re-opened lunchtime of Saturday, June 28, to the cheers of an estimated 5,000 people from all walks of life. Robina Gokongwei herself graced the occasion, which Mayor Alfred Romualdez said was an honor for Tacloban. “I was supposed to welcome (their opening). But how do I welcome Robinsons when they never left us in the first place,” he said. He also asked Taclobanons to cheer Robinsons for not abandoning the city and urged his constituents to celebrate the occasion. “They never left us. Not once did it enter their minds to leave us. We survived Yolanda. Together, we will survive more storms and we are here to stay!”, he stressed, with his wife Tacloban city councilor Cristina Gonzales-Romualdez beside him. Arlene G. Magtibay, Robinson’s Land Corporation SVP and general manager of the commercial centers division, said she was very heartened to see people shouting with joy at their opening. She said that after Yolanda struck the city, “there were a lot of uncertainties whether makakabangon pa ba ang Tacloban o hindi na. Now, we saw a fast rising city.” Robinsons Place was totally looted by typhoon-devastated residents scrounging for goods two days after the typhoon. She also lauded Romualdez for not giving up on Tacloban. By December, she said, the mayor hounded them to re-open at least the Supermarket. “It was a logistical nightmare to bring goods and supplies over”, she said. Nonetheless, they were able to re-open the supermarket and it “arrested the inflation of prices and the prices of goods”, a statement that was applauded by the audience. Now, more than just a mall, Magtibay said, “Robinsons is a happy place.” She said a group of trauma counselors sent her a drawing of a Taclobanon kid who drew the Robinsons Place as her “happy place”, touching her to the core. “Robinsons obviously stuck in the kid’s memory as her happy place,” she said. And because it was a happy place, she said, they are treating their customers to a drop in ticket prices to their movie theaters. For those who want to see Spiderman, they only have to pay P 50, and P 20 for “The Little Bossings”. The mark down on ticket prices will be on for the next two to three months, it was further learned. Currently, the mall has 111 tenants. Magtibay said this translates to more than 2,000 regular jobs for the workers and employees of the mall and tenants. The re-opening was highlighted with the ceremonial turnover of 50 pedicabs to Tacloban pedicab association president Henry Caber by Robina Gokongwei herself. Another highlight was the “E-studyante” program of Procter and Gamble. P&G turned over to the Marasbaras Elementary School 100 Samsung and iPad tablets. Providing entertainment to the audience were popular stars Denise Laurel, Paulo Avelino and Ms Philippines Earth 2013 Angelee delos Reyes. “Each boat has a story” -Rep. Lucy T. Gomez ORMOC CITY – “Each boat has a story”, 4th district of Leyte Rep. Lucy Torres-Gomez told members of the Ormoc Federation of Small Fishermen Association, when she distributed 23 motorized fishing boats to them during the city’s feast day on June 29 (Sunday). “A story of generosity, care and kindness that cut across the globe, from all creed, colors and nationality”, she said in the dialect. Pointing to 10 red and white boats with the mark “Chippy” on its side, she said the boats were a personal donation by Robinsons’ heiress Liza Gokongwei to her “6200: Mission Possible” campaign for boat donations. She also said that Chippy is her favorite snack food and urged those listening to try eating it like chicharon or pork rind crackling, pairing it with vinegar. Another 11 boats, she added, were the donations of one “Betty Lim”. They only bore the numbers 1 to 10 and 88 on its sides. “I do not know Betty Lim personally but I opened up my email one morning and saw her intent to donate 11 boats. Thank you, Ms Betty Lim”, she said. One green boat, on the other hand, was donated by a group of friends in the US. It was marked “Boca Greens Country Club”. The last one was marked “ROSAM”. Rep. The fishing community is also the poorest sector, she said, with their livelihoods dependent on the climate. “You are getting fishing boats because we would want to see you live for a lifetime, and pass on the

boats to your future generation”, Rep. Gomez told the fishermen, as she explained that the fishing boats were made of fiberglass, said to last more than 20 years. She added that the boats are constructed at their yard at Carlota Hills, to save on costs. The cost of transporting a boat was expensive, “almost the cost of one more boat”, that they decided to make the boats here. Richard, she said, volunteered the yard of their house in Ormoc for it. To date, the congresswoman has distributed around 300 boats to fishermen in her district. Mayor Petilla said that if they pursue the parade and street dancing, the half lane given to them will only endanger the contingents as the other half was open to vehicle traffic. Petilla then said they decided to forgo the street dancing and perform the festivals at the Leyte Sports complex. She added they wanted to avoid a similar scenario last 2012 when Tacloban blocked the festival, gathering bad publicity for the city and the province. Meanwhile, Eugene Tan, Chairman of the Pintados Foundation, said that in applying for the permit, they met with city administrator Atty. Jenny Polistico-Manibay. The administrator allegedly told the Foundation that the city would grant them the permit they wanted, on the condition that the cases they filed against the City in connection with the 2012 Pintados Kasadyaan blockade will be withdrawn. Manibay also asked them to drop the including disbarment case they filed against her. Atty. Manibay, on the other hand, was quick to refute the allegations. She claimed being misinterpreted by Tan’s group. The issue of the permit was also a heated topic during the regular session of the city council. “Agam”: An anthology on climate change

aid to have been initiated in 2011, the “Agam” anthology is finally out this year and one of its book launchings were held in UP Tacloban last Saturday, June 28. Tacloban was chosen as two of the book’s contributors, Darryl Delgado (author of a collection of “After the Body Displaces Water”) and Merlie Alunan (multi-awarded writer and Professor Emeritus of UPV Tacloban) hails from Tacloban City. Agam or “foreboding” in early Tagalog language (or agam-agam which means hesitations and doubts) try to depict the impact of climate change through the weaving of stories, personal accounts and poetry among 24 Filipino writer-contributors in different regional languages with photos by Jose Enrique Soriano. Meanwhile, the word Agam in the cover is written in Baybayin characters, an ancient Filipino script. “The book is not prescriptive…The book asks for more reflection, insights”, Renato Renador Constantino, book publisher and executive director of the Institute for Climate and Sustainable Cities (ICSC) said in his introduction. He further mentioned that words like “climate change” or “adaptation” can never be found in any part of the book. Green Projects The proceeds of “Agam” will all go to the Re-charge Tacloban project, an integrated solar and transport initiative for post-Yolanda mitigation in the city. This project, according to Reina Garcia (ICSC Coordinator), is geared towards the installation of “green projects” designed to implement measures to combat climate change in a local scale. On July this year, Re-charge Tacloban will facilitate the installation of electric jeepneys in the city and the use of electric motors in Multicabs in Tacloban City. These e-jeepneys also act as provider of mobile power solutions to communities in Tacloban in which electric power is not yet restored. Re-charge Tacloban also aims to hire women drivers who will enjoy a fixed salary with benefits like PAG-IBIG and SSS. This idea has already been initiated in Makati City. Further, this movement aims to produce “green jobs” with drivers, technicians, social entrepreneurs trained to use the new technology. There is also the installation of the 9.75 kw Solar Panel Facility in Burgos Street, Tacloban. Poetry Reading and Performance During the book launch, Merlie Alunan, one of the contributing writers, read an excerpt of her creative essay “Tulo ka Hinumdoman”. She also sat for the

Alunan traced her roots in Ormoc City and recalled her experience in the 1991 flashflood where she lost her father and brothers. Their bodies were found on the shores of Linao, amidst scattered driftwood and timber. She also drew insights from the juxtaposition of other incidents, particularly the Ginsaugon tragedy in Southern Leyte and Yolanda’s storm surges in Tacloban. Janis Claire Salvacion, Waray poet and this year’s NCCA Regional Coordinator, read Daryll Delgado’s poem “Panawagan”. Said in the first person point of view, the poem depicts a voice of a Yolanda survivor trapped in the dirty gallows of an evacuation center, calling for help and for any news of her husband and her family. Harold Mercurio also read an excerpt of a prose written by Dr. Leoncio Amadore (a Waraynon from Region VII and is considered the godfather of Philippine climate science) entitled “Pagdayaw Han Duha Nga Daragita nga Nagpa-Kodak”. This was also the same piece used as an inspiration of the poetry performance by the Leyte Normal University (LNU) Sirang Theater Ensemble wherein a rendition of an indigenous ritual and the singing and dancing of some Waraynon songs can be seen. In Baybay, he said, they repaired the minaret of the mosque there that was destroyed by Yolanda. The foundation had also repaired four mosques in Cebu, also damaged by the typhoon. To rebuild the Ormoc mosques, he added, they around P 11-million each. He said the new mosques would be sturdy and calamity-resilient. The foundation also plans to build a clinic, repair one school and open a new school here, in the near future. For the foundation’s generos-

The story of Christ being tempted by the devil after his forty days of prayer and fasting in the desert is a model for us to follow. Like Christ, we should be steeped in prayer and fasting if we want to be prepared to face temptations properly. Let’s not forget that temptations will always be packaged very beautifully. In Christ’s case, even God’s words were cited by the devil. Pintados-Kasadyaan 2014 a success! Photos & Story by Henry Gadaingan TACLOBAN CITY – This year’s Pintados-Kasadyaan Festival on June 28, 2014 was not without controversy, but it was a success nonetheless. Despite obstacles, it pushed through and gathered a crowd to watch four visiting Festivals from other areas perform, in honor of the city’s patron saint, the Sto. Nino de Tacloban which is also the Patron of Leyte province. The organizers forgo the festival parade and street dancing because of the limited route and permit given to them. In their request, the Pintados Foundation asked the city government of Tacloban that they be allowed to conduct a parade and street dancing around the city, passing the main streets of Tacloban downtown area. However, in the approved permit released on June 25, 2014 by the city government, the revelers were only allowed to use half the lane of Burgos Street, while the other half will be open to traffic.
