Pope Francis to visit Tacloban City, Palo on January 2015

ORMOC CITY – It’s definite. Pope Francis is coming to Leyte on January 2015. He might even be back to the country on January 2016 to head the International Eucharistic Congress in Cebu City.

Fr. Rex Ramirez, vicar general of the Archbishop of Palo and assistant to Bishop John Du, said that the Pope was visiting Tacloban City and Palo, Leyte, two of the most hard-hit areas by Yolanda last November 8, and where the bulk of the more than 6,000 people who perished come from.

However, the exact dates of the Papal visit have not yet been divulged, but he understands that the Catholic pontiff will be flying in from Sri Lanka for his Philippine visit.

He also stressed that the Pope was coming here to show the Church’s concern for the typhoon victims, and was not merely a side trip.

He added that the Pope

is also expected to be back in the country on 2016 to head the International Eucharistic Congress in Cebu City. “It’s usually the Pope who heads it”, he said, “but publicity for that activity has been limited as organizers are still going about its arrangements.”

Fr. Ramirez added that of the five suggested activities that the Pope would do, Vatican protocol officers have trimmed it down to two.

Mayor Codilla, wife not donating Liloan property for relocation, opts for ‘usufructuary arrangement’

By Lalaine M. Jimenea ORMOC CITY – Mayor Edward Codilla and his wife Violeta are no longer donating 50 hectares in Brgy. Liloan for the city’s relocation site as previously ballyhooed, but have opted for a “usufructuary arrangement” with the Buddhist Tzu Chi Foundation which will be developing it.

Alfredo Li, Tzu Chi Foundation Philippines CEO and company, explained the arrangement during a visit to Vice Mayor Toto Locsin Jr. and the city council here on their pre-session caucus on Thursday, July 10.

Li told the city council he believes the usufructuary arrangement was okay, as it would help protect the interventions they will be putting at the proposed relocation area. see

OCCCI launches “AlkansYa”

SOME 47 participants composed of students, parents, school teachers and the media gathered in the 3rd Floor of OCCI Ormoc Central Office to witness the formal launching of the “Alkansya: K-12 Savings for Kiddy and Youth”.

The product launching aims at encouraging students to save money with the OCCCI, promoting thriftiness among children and preparing for their college education, and at the same time, acquire free accident insurance.

14 cops face murder, frustrated murder raps ORMOC CITY- 14 of Police Station 3 cops are now in hot water after the Criminal Investigation and Detection Group here filed complaints of murder and frustrated murder against them before the city prosecutor’s office on Tuesday.

This is in relation to the alleged drug buy-bust in Brgy.

Tambulilid that went wrong when the suspect ran into an illegal cockpit nearby. Three civilians died in the shooting that followed, including the suspect, a dentist and a member of the city’s Civil Security Unit (CSU). Four others were wounded.

In his affidavit before the CIDG, he said, it was the policemen who fired their guns first in the direction of the illegal cockpit and there was no buy bust operation prior to the said shootout.

Villar has also filed administrative charges against the cops at the Regional Internal Affairs Services (RIAS) which gave the investigation a breakthrough.

No truth to Ormoc SP delaying classroom projects City admin submitted incomplete documents

WHEN MEMBERS of the media, on the request of the Ramon Abotiz Foundation Inc., were in the city on June 27 to write about “good stories” of the private sector’s help in Ormoc’s quick recovery, city administrator Atty.

Francis Pepito hinted that some classroom donations were delayed because it remained “pending” at the city council.

“Naay donation sa Security Bank … ug para sa Elementary og High School sa Dolores … taud-taud na ni nga pending”, he said.

Pepito said that they have submitted the MOAs of at least two donors, Security Bank and the National Grid Corporation of the Philippines, to the council already and it has been stuck there.

However, in his committee report this week, Dr. Mario Rodriguez said that the office of the city administrator submitted incomplete documents to him, regarding the donation of the National Grid Corporation of the Philippines.

He said that NGCP intended to donate one 3-classroom building each to the Dolores high school and elementary schools.

The first document to reach them was for the donation of the elementary school.

However, the MOA submitted were bereft of its annexes.

When they requested Pepito to submit the annexes, it came with another MOA, this time for the high school. Rodriguez said “the (second) MOA was inadvertently missed by their (Pepito’s) office”, when it was referred to the council last June 23. Rodri-

guez added that because of the importance of the projects, he was proposing for the council’s approval of the measure, now that the complete documents have been sent.

Meanwhile, the authority for Mayor Codilla to sign the MOA with Security Bank was already passed by the council during their previous session.

Councilor Bennet Pongos pushed for the passage of the mayor’s authority to sign, even as the proposed MOA had some “blanks” on it, particularly the amount of the buildings.

Security Bank is donating 6 classrooms each to Ipil and the New Ormoc City National High School.

Councilors Mariano Corro and Pedro Godiardo Ebcas engaged Pongos in a long discussion over allowing the mayor to sign a MOA that still had blanks in it. The discussions ate up one hour.

Security Bank manager Catherine Abuel, who was present, said the amount was immaterial because their bank was committed to build the classrooms, based on the recent “build back better” standards of government.

2 complain vs. roofing contractors TWO PEOPLE have reported to the police here that their roofing contractors ran away with their money without finishing their contracts.

The contractors were identified as Teodoro Sarda and Emalinda Recosana, who were reportedly staying in Brgy. Milagro, this city, until

they disappeared.

First to complain was Renato Mendoza, 68, of Brgy.

Cogon. He advanced P 67,000 to the suspects to start working on his roof. He said that for the first few days, the suspects still showed up but now, has totally abandoned their work which has yet to be finished.

The same story was heard from Raul Yauna, 59, a resident of Brgy. Luna. He gave the two P 170,000.00.

The police advised the complainants to file formal charges against the two so that the law could hunt them down.

WHO advises use of anti-retroviral drugs as prevention measure for AIDS ASIDE FROM using condoms, the World Health Organization in a release on July 11, 2014, is advising men who have sex with men to consider taking antiretroviral medicines as an additional method of preventing HIV infection or what is called pre-exposure prophylaxis.

This is the first time that the WHO suggested this as a preventive measure, taking note it could help decrease HIV infections which is on the rise globally, with a majority of the infections traced to male to male sexual contact.

The preventive measure is contained in WHO’s recently released “Consolidated guidelines on HIV prevention, diagnosis, treatment and care for key populations”. The guidelines will be intensively discussed at the International AIDS Conference in Melbourne, Australia, starting on July 20, this year.

WHO estimates that with the additional preventive measure, it could result in 20-25% reductions in HIV incidence men.

WHO noted that “Studies indicate that women sex

workers are 14 times more likely to have HIV than other women” but men who have sex with men are “19 times more” likely to contract it with transgenders “almost 50 times more likely to have HIV than other adults.”

“For people who inject drugs, studies show the risks of HIV infection can be also 50 times higher than the general population,” the WHO release added.

The WHO also stated that at the end of 2013, around 13 million people were taking antiretroviral therapy (ART), with 11.7 million of these people living in low- and middleincome countries. This has led to a 20% drop in HIVrelated deaths between 2009 and 2012.

In the Philippines, the cost of anti-retroviral medications are around P 700 to 900 a month for the “first line” and P 2,500 – P 3,000 for the “second line”, says “Jake Positive”in his blog, a homosexual who has been found positive for HIV. Remembering unfinished business

Let’s learn how to suffer

WE JUST came from eating dinner at the Hotel Don Felipe. A family member was having his “advanced birthday celebration” because it falls on the middle of next week, and they couldn’t come during office days to mark it with us.

Hotel Don Felipe, by the way, has expanded its menu. It now offers selected Japanese favorites, Mexican food from burritos to tacos, and the regular resto favorites from pancit to beef dishes. They also have value meals, a favorite of mine is the round-the-clock breakfast meal with rice, eggs and paksiw.

Anyway, looking out from the hotel, we observed that despite the plaza’s sorry state, there were lots of people and children enjoying themselves. One of my daughters remarked, “humanon na lang unta na nga park para manindot. Tanawa, bisan di pa human, daghan gyod og tawo. Lupig pa man ta sa Baybay og Palompon!”

So I asked her, “do you know that to finish that park, the City is asking another 9-million to finish it? And that already cost the City the same amount, kana pa lang ang itsura?”

“Haaaaa?”, she exclaimed. In the place where she works, P 9-million can go a long way.

Anyway, I don’t want to share the “national amnesia” that we have as a people. I think that after 8 months from the day Yolanda struck, we should be starting to look at things with a critical eye.

It is now time to “remember” what we might have set aside because we were busy with recovery.

On the Monday before Yolanda struck, which was Friday, I was standing on the same park with Vice Mayor Toto Locsin Jr., the council and city engineering officials. The council was in the park to ask city engineering officials why the “developments” cost so much (almost P 9-million according to the signboard that was there), AND IT WAS NOT EVEN FINISHED YET. City engineering officials led by city engineer Ranulfo Oliveros explained that most of the budget went to works that could not be seen by the naked eye. For example, he said, the plaza grounds had cement lining so that the pavers on top wouldn’t sink “parehas sa nahitabo sa parking lot sa city hall.” Hello, we are talking of people and kids running around the plaza, not cars and trucks parking thereon!

They also had to install drainage pipes to avoid waterlogging, he said. The pipes they also installed were the top-of-its-class so that there would be no worry of busted pipes in the future.

Asked how much each of the swings cost, the answer was “P 70,000”. (At this juncture, I share my daughter’s observation nga lupig ra ta sa Baybay and Palompon.) There, they have state-of-the-art, child friendly slides and swings but here we have primitive-styled swings with concrete flooring that had been the cause of many scrapes and bukols of over-eager children.

I remember Little Mao of Maimai Velazquez getting a scrape on one of the swings.

Asked why they didn’t consider the safety of the children in approving the swing’s design,

SUFFERING IS unavoidable in our life.

Anyone who thinks otherwise is certainly out of touch with reality and is going through the worst kind of suffering that has no meaning, when, in fact, with Christ, suffering is literally dripping with meaning and redemptive power.

We need to learn how to suffer. The massive problem we have now is precisely that many of us do not know how to suffer. We complain and cry even at the slightest touch of suffering. We become sad and fall into a hard case of depression. Self-pity and idle passivity can dominate us, sinking us into a spiral of problems and predicaments.

Or we can grasp at straws, going to all sorts of useless defense mechanisms and deceptive forms of escapism like sex, drugs, extreme forms of sports and activism, frivolous entertainment, rationalizing philosophies, ideologies, lifestyles, etc. We can in vain try to erase or ignore subjectively what objectively will always be with us in our life.

We have to learn how to suffer. It’s an art and skill that is available if we only care to notice.

It’s all there as clear as noonday, its cause and meaning precisely defined, its antidote and vaccine abundantly provided. Our Christian faith sheds tremendous light on this mystery of our life. Christ is showing us the way.

Our faith, the ultimate source of truth about ourselves, tells us that suffering is due to sin, to the misuse of our freedom, to our disobedience to the will of God who created us to be his image and likeness, to be children of his, sharing in his very own life.

Yet, in spite of that, God our Father, who is all goodness and the very fount of love, did not and does not cease to care for us. And while allowing us to suffer the consequences of our sin and disobedience, he also showed and continues to show us up to now how to tackle suffering in our earthly life.

Toward this end, God did nothing less than to send his son to us. The son became man and took on all our sinfulness, culminating this mission with his death on the cross. In so doing and in resurrecting, Christ converts our suffering due to sin into a way of our redemption.

All this redemptive work of Christ is sacramentalized in the Church, perpetuating it “in vivo” till the end of time!

The secret is simply to identify ourselves with Christ who identified himself with his Father whenever we suffer in any form, physical, mental, emotional, psychological, moral, spiritual, etc.

This act of identifying ourselves with Christ is simply reprising in ourselves what Christ himself did—believing and following his Father’s will, ‘Not my will but yours be done.’

We have to make a deep act of faith to be able to do this. This act is, of course, a matter of grace, which God actually gives us in abundance, the constant of the equation, and also of our effort, our correspondence, which is often the problematic, variable part of the equation.

Smudged threat WEDNESDAY, AN estimated 187 million Indonesians voted in 17,000 islands across three time zones. It’s the first election to see power transferred from one directly elected leader to another in what was once a dictatorship.

We won’t know the final tally until late July.

But the outcome will largely define the thrust and direction over the next generation for a country with 250 million, with half the population under 29 years old.

Jakarta governor Joko ‘Jokowi’ Widodo is on track to become Indonesia’s seventh president. Exit polls, by eight reputable polling companies, show the same trend: Widodo got 52 % of the vote, and former general Prabowo Subianto, 48%. Tarred by human rights violations, Subianto refuses to concede.

Why should that matter to Filipinos?.

There are 9,844 Filipinos in Indonesia, government headcounts says. That doesn’t count the illegals – which shove that to 15,000. In contrast, one out of five OFWs worked in Saudi Arabia. Other destinations were United Arab Emirates (15%); Singapore (8%); and Qatar ( 6%). Laborers and unskilled workers (31.%) comprised the largest group.

Filipinos in Indonesia are mostly professionals in finance, banking and education. They dub themselves as “architects of business”, Rappler Ayee Macaraig writes. “They’re a key part of the success story of the world’s fourth most populous country,” notes Philippine Ambassador Maria Rosario Aguinaldo.

“There are five reasons why Indonesia’s presidential election matters,” Kate Lamb wrote in the UK Guardian.

First: Indonesia is a mega democracy. This is the first time power will be handed from one directly elected president Susilo Bambang Yudhoyono to another.

Second: Indonesia is Southeast Asia’s largest economy. Jakarta is a member of G20 and one counted among the Mints (Mexico, Indonesia, Nigeria and Turkey), a new group of emerging market economies. By 2030, Indonesia’s economy is projected to be the seventh largest globally and, added 90 million people to its consuming class—more than any other country except China and India.

However, around 32 million Indonesians still live below the poverty line. And the country’s economic potential is held by back by embedded corruption and infrastructure bottlenecks. The former Indonesian president Suharto was thought to have stolen more than $35-billion – triple what the Marcoses ripped of here.

Third: It is a dynamic democratic society. Its transition contrasts with coup-marred Thailand.

Quasi one-party-rule in Malaysia and Singapore still fester.

Corruption remains a huge problem. Parliament is dominated by people who wielded power during the Suharto era. But the country’s anti-corruption body, the KPK, has made gains.

The “graft busters” have jailed some highprofile politicians and figures in recent years, just this week putting Akil Mochtar, the former head of the constitutional court, behind bars for life. Filipinos did that with their Supreme Court chief.

Fourth: Indonesia has a “moderate Islam.”

There are around 216 million Muslims in Indonesia, more than in the whole of the Arab world. Indonesia is often compared to Turkey as an example of the compatibility of democracy and Islam.

In recent years, Jakarta has worked hard to cripple extremist groups, such as those behind the 2002 Bali bombings. Indonesia’s constitution protects religious freedom but under Yudhoyono – whose coalition includes Islamic-

Are fraternities/ sororities terrorists or sadists?

IT SEEMS our young ones are prone to inflict mayhem and even pain which get out of control to the point of death. There is in place a law against hazing by fraternities and/or sororities, but the practice continues unabated.

This corner cannot remember any conviction in court due to hazing that was done in the past. The recent death of a sophomore student (Servando) due to hazing was the headline news of a Manila daily. Are we now sadists? Are we just as bad as those who committed violence against life?

I have come across this bad practice back in the early 50’s at the State University where I was enrolled. The initiation then was tame compared to the current practice. It wss done in the campus in the presence of other students milling around. It was done by tying your wrists at the back with rope and making you push a peanut pod with your nose thru a certain line on the floor. Each time the peanut is off the line, you are given a whack on the butt with a paddle. You get your chin dirty as the object slides through the line. This is part of the sense of humiliation you experience up to the end of the line. There was no need of vio-lence by inflicting pain in wild abandon. The current practice is ‘way off.

If you analyze it, the reason behind why students join fraternities/sororities is pure and simple companionship or camaraderie. Most of the youth are very shy to approach strangers.

It is this matter of companionship that impels them to join and undergo hazing. I tried to join the Beta Sigma mostly composed of Cebuanos, but since they rejected my request not to inflict pain, I promptly declined to join them. Instead, I attended affairs sponsored by the UPSCA (UP Student Catholic Action) which was then headed by the charismatic and popular Fr. John Delanie.

Since most if not all students are shy to the point of being ridiculous, they even go to the extent of sipping hard drinks to drum up courage to approach a girl for a dance. UPSCA had plenty of members and weekly jam session with glaring lights. There was no such thing as subdued lights. Hazing that ends in death was taboo because it was supervised by a school adviser.

Because of being a non-frat, I was labelled as a “barba-rian.” I couldn’t care less! Whatever the reason, they have no business to beat you up. We are a government of laws not of men. Gone is the era of “dog eats dog.” We are now civilized. Who is now the barbarian? The frat member or the non-frat member. rrr

P-Noy is right not to proclaim Nora Aunor as a National Artist. She came into the limelight on the strength of her voice. She is a remarkable singer. Her acting is only second nature.

Perhaps others perceive her as a fine actress, but she has to project herself as a role model for the young ones to emulate. And if she is declared as a national artist, the criteria will have to be much higher.

We are spending a lot of money to go after ‘drug addicts. She is not an exception if she is also a drug addict. We have to have rocks in our heads if we show her off to all and sundry that she is a model. She spent time in the U.S. because she was caught red-handed by the DEA in possession of shabu at an American airport.

Her departure was delayed until she finished a jail term. She even underwent reha-bilitation program until no trace of drugs was removed in her blood sample.

The next question that comes into mind is why did she go into that kind of addiction?

Was it because she lost her voice? She probably became depressed because of the loss of her talent. There was a time when Frank Sinatra lost his voice but he eventually got it back. As for Nora, she must have been badly devastated to the point of being depressed until she ended into drugs.

To be an artist of national fame, one has to be a good example to the young generation. If she is declared as a national artist, it might give a warped sense of values to the next generation.

We cannot afford to do that. It might make Rizal move in his grave because of his advocacy of ‘hope of the Fatherland.’

IT HAPPENS all the time to me when I was very young. A mob chasing me… venomous snakes… horrible creatures -- are a few of the things that can wake me up from dreams.

But in most cases as in those few seconds after waking up, I usually don’t remember many of my dreams.

Very little is understood about why we dream. In an effort to get closer to that answer, however, researchers have discovered the parts of the brain responsible for remembering dreams.

The researchers had previously found that people who were likely to remember their dreams, so-called “high dream re-callers,” had twice as many moments of wakefulness and were more reactive to auditory stimuli during sleep than those who rarely remembered dreams, called “low dream re-callers.” At the time, the researchers said that these dreamers’ higher levels of neural activity could lead to an easier time remembering what happened.

They went a step further in their new study, looking for dream-related regions of the brain that activated during sleep and wakefulness in both groups of dreamers. Out of 41 people, 21 identified themselves as “high dream re-callers” — remembering them about 5.2 mornings per week — while the remaining 20 said that they were “low dream recallers,” who remembered their dreams only two times each month.

Using positron emission tomography (PET) to look at their brains’ activity, the researchers found that “high dream recallers” showed stronger spontaneous activity in two regions of the brain. One of them, the medial prefrontal cortex, is responsible for making associations between context, locations, events, and adaptive

responses like emotions. The second area, called the temporoparietal junction, is responsible for imitation, and forming pictures of oneself and other people in the brain. Hence, the two together could not only help in creating dreams but also remembering them.

This may explain why high dream re-callers are more reactive to environmental stimuli, awaken more during sleep, and thus better encode dreams in memory than low dream recallers, a researcher said. Indeed, the sleeping brain is not capable of memorizing new information; it needs to awaken to be able to do that.

Although some people may lament the fact that they can’t ever remember their dreams, there are methods that might be able to help, and many of them involve training your brain to remember and recreate scenes — activities both of the aforementioned brain parts are good for.

If you’re serious about remembering your dreams, and even getting into a more advanced stage of dreaming, called lucid dreams, a dream journal may be effective, according to Lucidity.

This technique is done by recording any tiny bit of information you remember from a dream. Rather than waiting for the morning after breakfast to write it down, as soon as you wake up from a dream; write whatever you can remember — again, all the details. If you don’t want to write everything down, take notes of key points. Soon enough, dreams should start to become more vivid, and remembering them should be easier as well.

But the big question is: Do you really want to recall all of your dreams?

Allergy alert JULY 8 is National Allergy Day. The Philippine Society of Allergy, Asthma and Immunology (PSAAI) is reminding us not to take allergy lightly.

Allergies occur when the immune system reacts to a foreign substance such as food, dust mites, pollen or bee venom (in cases of bee stings). The immune system produces substances known as antibodies. Some of these antibodies protect us from unwanted invaders that could make us sick or cause an infection.

In allergy, one’s immune system makes antibodies that identify a particular allergen (trigger) as something harmful, even though it is not (such as food). When one come into contact with the allergen, one’s immune system’s reaction can lead to irritation and inflammation of the skin, sinuses, airways or digestive system.

Symptoms include red eyes, itchiness, runny nose, skin lesions such as eczema and hives, or even an asthma attack. Some people have severe allergies to environmental or dietary allergens or to medications, and it may result in life-threatening reactions called anaphylaxis, which can lead to death. Food allergies, and reactions to the venom of stinging insects such as bees are more often associated with these severe reactions.

Food allergy is a specific reaction involving the immune system; and distinguishing food allergy from other food sensitivities is very important. True allergies to food are immunologic reactions involving the immunoglobulins (Ig) E. These are proteins that assist in our body’s immune response. Other kinds of reactions to food that are not food allergies include food intolerance such as lactose or milk intolerance, food poisoning which occurs when contaminated food is ingested and toxic reactions. Food allergies are rare while food intolerances are more common. Food intoler-

ances are reactions to foods or ingredients that do not involve body’s immune system.

In adults, the most common foods that cause allergic reactions are seafood such as shrimps, crabs and lobsters, fish; eggs, nuts from trees and peanuts. Peanuts, which may be the likely cause of life threatening allergic reactions known as anaphylaxis, are the most common cause of food allergy in foreign countries. In children, the pattern is somewhat different. The most common foods that cause allergic reactions are milk such as cow’s milk, eggs, fish, peanuts and fruits.

Children are more susceptible to food allergy than adults. As they grow older, they may tolerate foods that previously caused allergic reactions. More than 85% of the children outgrow allergies to milk but fewer outgrow allergies to peanuts, tree nuts or seafood.

The airborne allergens (such as pollen, dust mites and even body parts of dead insects such as cockroach) can cause the body to produce IgE. The IgE then reacts with the similar proteins in fruits and vegetables. And these trigger the condition called allergic rhinitis.

Aside from airborne allergens, triggers include dust, smoke, change in temperature (from cold to warm or warm to cold) and exposure to obnoxious smell. It will lead to nasal congestion, postnasal drip, sneezing and coughing.

While allergic rhinitis is diagnosed with physical examination and clinical history, food allergy is complex and involves 3 major components namely: 1. Consultation with an allergy specialist 2. Food diary and 3. Food allergy testing.

Homeowners, agri-processor hold joint inductions

Cebu Pac bans shark fin carriage CEBU PACIFIC (PSE: CEB) no longer accepts carriage of shark fin. The airline has formalized a freight policy for immediate implementation and strict compliance across Cebu Pacific stations.

The ban also extends to meals inflight or during corporate events.

Cebu Pacific does not serve shark’s fin soup inflight or at corporate events or meals organized and hosted by the airline.

“Cebu Pacific values biodiversity and marine life sustainability. We are banning shark fin carriage effective immediately as we learned that unsustainable shark fishing and our carriage of shark fin is not aligned with CEB’s position on sustainable development. We have been working closely with the World Wide Fund for Nature (WWF) in our efforts to address some of the most pressing environmental concerns including climate change and marine life preservation,” said Atty. Jorenz Tanada, CEB VP for Corporate Affairs.

“WWF welcomes this development,” said WWF-Philippines Vice-chair and CEO Jose Ma. Lorenzo Tan. “For several years now, Cebu Pacific passengers have helped fund WWF’s conservation efforts in our two great Philippine reefs - Tubbataha in Palawan and Apo in Mindoro. Cebu Pacific’s decision to make this new counterpart gesture in support of the conservation of Philippine sharks will most certainly help disrupt the transport chains that fuel this highly destructive trade. WWF lauds this decision as a manifestation of Cebu Pacific’s continuing commitment to conserve marine biodiversity and promote sustainable fisheries, here in the Philippines. As we face a climate-defined future, it is the right thing to do.”

WWF estimates 73 million sharks are killed yearly for their fins and flesh.

Sharks are apex or top-level predators that keep the stocks of other fish in check. Halting the trade in shark fins can boost the productivity of oceans.

Since 2008, Cebu Pacific had been implementing the Bright Skies for Every Juan program in partnership with the World Wide Fund for Nature (WWF-Philippines). The program allows Cebu Pacific passengers to make donations while booking their flights online. CEB’s website estimates carbon emissions based on air travel duration and guests can opt to donate a small amount based on that estimate, to effectively offset carbon emissions.

Proceeds support community-based climate adaptation projects for Apo Reef and the municipalities of Sablayan, in Occidental Mindoro and Cagayancillo in Palawan. The two associations are closely associated because one is the offshoot of the other.

David Martinez, outgoing president of the homeowners association, said that the Ormoc Uphill Agri-Processor Association, which he also heads, was born after the homeowners organized and decided to have a home-based cottage industry for a livelihood program.

The upscale neighborhood does not necessarily need the livelihood program but a community activity would foster closeness among them, he said, so that they would have a harmonious relationship.

A new neighbor, former Villaba mayor Atty. Faustino Tumamak, Jr. was also warmly welcomed. Tumamak’s home became the refuge of almost all the neighbors when the typhoon struck because their first floor remained intact.

Pedro Pepito, barangay chairman, said he was glad to see that a homeowners association was taking their roles to heart, urging “original” Dolores residents who were present to emulate the example. Formerly of Unilever, Pepito said he is also lending his sales experience to help constituents like putting up a commercial space for a small talipapa near the barangay hall for locals to be able to sell their produce. He believes that when a people in the community are busy and have gainful livelihoods, conflict is minimized.

UP Physics studes bag Cebu Pac’s Juan for Fun Challenge FLOYD PATRICIO, Esme Escoto and Gab Saplagio of Team Tuklas were named the big winners of the Cebu Pacific Juan for Fun Backpacker Challenge Year 3. The UP Diliman Physics majors clinched the top scores in a series of thrilling tasks and adventurous dares, besting four other university teams from across the Philippines.

This year, for the first time ever, Cebu Pacific brought the Juan for Fun teams to an international adventure, as the challenged kicked off in Kuala Lumpur, Malaysia. The nine-day, six-city adventure continued in Bacolod, Cebu, Camiguin and, Cagayan de Oro, and culminated in Manila.

During the course of the challenge, the teams were tasked to accomplish the most number of fun and exciting activities in each destination, maximizing their travel allowance of 800 Malaysian Ringgit and PHP35,000. To fully experience the fun of budget travel, they were given the freedom to plan their activities. Special fun challenges prepared by the Department of Tourism and Tourism Malaysia also gave teams the chance to earn extra points and additional prizes.

Making this year’s challenge even more remarkable were the Adventure Coaches, noted personalities known for their love for travelling, who were assigned to mentor each team before they headed to their destination. During the course of the challenge, sportsman and TV host Paolo Abrera, champion surfer Luke Landrigan, Internet funnyman Bogart the Explorer, renowned travel writer Jude Bacalso, and volleyball star Gretchen

Martinez said that after the fledgling homeowners association was registered, they then enrolled in a crash course at the Visayas State University to learn food processing, safety and handling. They’ve even produced jackfruit jam, nata de coco, buko strips and kaong, but because of the shortage from Yolanda, is now only producing pineapple marmalade. The marmalade, he said, has even caught the attention of Japanese Ambassador to the Philippines Akinyemi Farounbi, who bought a few bottles after tasting it during a Trade Fair and commented it was “masarap.”

They’ve since partnered with the DOST to improve their products and is now even experimenting to produce vinegar from the waste juices of their pineapple.

RAFI will help in the rehabilitation of OSPA Training Center where hundreds of young men and women, the sons and daughters of the city’s sugar planters, have walked out its doors armed with TESDA certificates that has enabled them to find greener pastures. Larrazabal said that as planters prepare to mechanize operations because of AFTA (see story beside), they also had to think of the welfare of their workers, and their future generations, who have been with them for generations. It was learned that a sizable number of their graduates, especially women welders, have been hired en masse to Middle East countries where they are gainfully employed.

7 EV bizmen urged to learn more about AFTA COMES 2015, countries in Southeast Asia including the Philippines, Malaysia, Singapore, Indonesia, and six others will implement economic integration beginning with the free flow of goods and services. This means zero tariffs for entry of goods and services among ASEAN nations.

Some common questions asked are: what is the AFTA integration? How will this Agreement affect the Philippine economy especially those in the countryside like Eastern Visayas? How does the Philippine government prepare the people for this development?

What should businesses do to prepare? These are important questions that prompted the Ormoc City Chamber of Commerce & Industry (ORMOC CHAMBER), The Baybay Chamber of Commerce and Industry, and The Palompon Chamber of Commerce and Industry to join efforts and urge all businesses to move forward and prepare for the said ASEAN integration. This is an important business service that the chamber organizations can offer to its members and to the business community in general.

While Southeast Asian countries are busy preparing the people for this economic integration, typhoon Yolanda shelved the preparations here in Eastern Visayas. However, with only a few months left before the implementation begins, the business community has not much option left but to rise up and move to the future focusing on this development in 2015.

Ormoc City Chamber of Commerce and Industry with the assistance of Department of Trade and Industry (DTI) will host a Seminar on ASEAN Free Trade Area on July 16, 2014, 9:30 AM to 4:00 PM at Hotel Don Felipe, Ormoc City. ime flies so fast and before we know it a year or two has already passed.

In the case of one well-loved restaurant, it’s not just one or two years but a good three years since it has transferred to its new home.

Big Roy’s – Ormoc’s foremost go-to resto – celebrated el tercero aniversario last July 8. While a grand celebration is well-deserved, co-owners Roy and Tiling Pangilinan opted to go for less fanfare.

Tiling says that this year’s anniversary is not just a commemoration of the successes they achieved since they reopened to their new location; she says this anniversary is just as well a chance for them to look back at the challenges that the restaurant managed to overcome. “The first three years is the most critical for any business. While we may have been in this industry for more than a decade, it was as if we opened an entirely new endeavor when we decided to transfer.”

“For one thing, we had to shell out a considerable amount for the renovation of the place. The capital requirement was tremendous. What made it a bit more difficult for us especially in the first two years was that while we had to be as prudent as we can with our finances, we could not scrimp on the ingredients and the materials needed to ensure the quality of food that we serve.

“In addition to the operational and management concerns, we had to contend with the fact that there were some customers who became so used to our previous location and argued that our new place was quite far from the city,” Tiling shares.

She opines, “We must not forget that there are a lot of restaurants and bars which are just right in the heart of the city and although each restaurant may have its own specialty nonetheless we had to compete with accessibility.”

Roy remembers that while Tiling was busy with the restaurant’s finances, aesthetics and promotion, he took charge of

the menu. Being the enthusiastic chef and food lover that he is, Roy is quick to share his dilemma: “It was a choice between sticking to the menu we’ve had for the past years or coming up with an altogether different food plan for our customers. In the end, Tiling and I decided to retain the classic Big Roy’s favorites but with a caveat – since we felt that food preferences were dynamic we came up with the idea of introducing house specials every so often.”

Birth pains and a few hits-and-misses notwithstanding, the Pangilinan couple – whose personal touch to restaurant service and passion for great food is unquestionable – is grateful for the support of their customers. Roy and Tiling are particularly thankful for customers who were kind enough to understand the few lapses that happened along the way.

But the restaurant’s biggest test to survivability came late last year with the unwanted visit of that super typhoon Yolanda. Like most of us, the Pangilinan family wasn’t spared of the devastation wrought by the cyclone. Yet as quickly as Yolanda left a swath of destruction, both Roy and Tiling likewise swiftly resolved not to be intimidated by her aftermath.

“Roy and I thought that we should do our share in bringing back a sense of normalcy amid the chaos. By resuming operations, we thought that Ormocanons would see it as a sign of hope that our city was starting to get back to its feet.

We were beginning to hear even from our otherwise optimistic friends that it will be very, very hard for us to stand up again; it was sad. So a leap of faith had to be made to reopen Big Roy’s and so we did – just ten days after that fateful November 8 storm.”

As good things come to those who believe in earnest prayer and faith in Divine intervention, opening up Big Roy’s proved to be serendipitous. Not only did

Citing the experiences of other relocation areas, he said that there were relocation sites where the original beneficiaries sold their rights to other parties, defeating the purpose.

“I believe the owner of the land would like to see that it is not abused.”

He said that under a usufruct arrangement, the beneficiaries cannot “sell” their shares because they do not own the land. However, he said that the identified beneficiaries of the Tzu Chi relocation would “have the right to stay there for the next generations to come”.

He said the usufruct arrangement will be for 50 years, and if everything goes well, is extendible by another 25 years. “Siguro, 75 years from now, we will be all gone,” Li said.

The Tzu Chi executive explained that they would be putting up 2,000 houses in the area, complete with amenities and facilities that a small community needs.

There would be schools, a sports area, park and even a chapel, he said, emphasizing it would be a Catholic chapel, to dispel notions they would be recruiting the people into Buddhism.

“Unexpectedly, we also caught the attention – and the gastronomic preferences – of volunteers who came to help rebuild Ormoc,” Tiling recalls and continues to say that, “These volunteers – mostly foreigners – easily became frequent customers; it looked like Big Roy’s was a de facto international food hub.” Roy adds that, “What was even more heartwarming for us is that these foreigner aid volunteers – engineers, doctors, social workers, etc – didn’t come to Big Roy’s because we were among the few restaurants open at that time; they came and become restaurant patrons because they actually loved the food. We felt proud that somehow Big Roy’s was instrumental in giving these foreign and local volunteers a good piece to remember Ormoc by.”

“Excellence can’t be achieved overnight; it’s a continuous process. There should always be that desire to learn from experience so that the next day will be better than the one before that. Modesty aside, I guess it is this desire, this eagerness to always put our best foot forward that has made Big Roy’s Restaurant a cut above the rest,” Tiling asserts with an aura of humility.

As Roy and Tiling along with children – Nacho and Luigi – look back with fondness at the most crucial years they leave behind a string of achievements that will become

an added foundation towards more achievements in the restaurant and catering industry.

Not wanting to blow their own horns, Tiling and Roy invited me to check the website of Trip Advisor, an online travel agency and find out what people had to say about Ormoc City. So I did. I have to admit that what I found out didn’t exactly surprise me: among the restaurants which Trip Advisor’s clients did a review on, Big Roy’s ranked number one! And why didn’t this actually amaze me? I’ve always known – we have always known – that Big Roy’s is THE number one restaurant in this part of the world…Ormocanons can easily attest to that and as with the encouraging remarks of those foreign volunteers also confirmed: Big Roy’s food and service is world-class.

As part of Big Roy’s third anniversary celebration, the Resto has come up with a MUST TRY new menus. They will also be launching very soon a “STEAK OUT NIGHT”, where-in you can eat all the salads and soup you can and the main dish will be two kinds of steak, done to your preference.

GOING GREEN ... from P. 14 thought about “resiliency” or our own people’s absorbing the shocks and still surviving and moving on. In fact this is touted as a good thing to be proud of . On close look, resiliency is NOT that desirable or some quality we should be proud of.

It may connote something bad. Indeed, resiliency in our present context is all about not adjusting but just surviving.

Being resilient is therefore not always desirable because it merely enamors our people but does not encourage them to improvise and craft new ways and devices.

Adaptation is perhaps more apt. Like the simple idea of returning back to houses with posts or on stilts to counter flooding; or a return to the more adaptable horse-drawn calesa instead of stallable cars during floods. Or perhaps a modernized version jetski-type tricycles to navigate rising waters.

I was also fascinated at how the buzz-word “sustainable development” was defined. It was simply defined as “an instinct for survival.” Another discussant, Baguio Water District General Manager, Engr. There, a sustainable barangay strategy was executed on the ground that included energy efficiency, water management, sustainable community. The design of the shelters was along the lines of the mentioned concepts and it will be interesting to revisit the sites to check-test the viability of this new strategy for possible replication in other areas in the future. suffering. We have to learn how to suffer in silence, and even with joy and elegance, knowing its true meaning and value, and confident that God never sends us suffering that is beyond our capacity.

What may appear to us as an unbearable suffering is actually a manifestation of our separation from Christ.

This is simply because with Christ, everything is bearable.

We are told that charity, which is the very essence of God, of Christ, is patient and that it can bear all things and can conquer all things.

We just have to realize more deeply that our attitude toward suffering should not be confined to its natural dimension—material, physical, biological, social, economic, etc.

With that frame of mind, we can only go so far in bearing suffering.

Our attitude and reaction to it should rather be based on the spiritual and the supernatural. That way, we put the whole phenomenon of human suffering in its proper context and perspective.

So to bear suffering well, we need to pray. We need to have recourse of the sacraments. We need to train ourselves in the ways of self-denial, mortification and sacrifice and the development of virtues. We need to deepen our faith by studying and assimilating well the doctrine of our faith.

At this juncture, I would like to laud Mrs. Vicky Locsin for spearheading the beautification and landscaping of the grounds fronting the Old City Hall. The Ormoc Garden Club was able to raise P 150,000.00 from their fun run early this June, which was spent on the project. This, despite of some very important people in the City who pledged to sponsor the fund raising but reneged on their promise.

US Ambassador to visit Leyte, E. Samar

Cayetano gives P 200,000 to Tacloban tricycle drivers SENATE MAJORITY Leader Alan Peter S. Cayetano met with tricycle drivers and operators in Tacloban City on June 27 and turned over P 200,000 in financial assistance to the Tacloban Federation of Motor Cab for Hire Drivers and Operators, Inc. (TAFEMDO) which is aimed at helping them recover from the devastation of super-typhoon Yolanda.

The TAFEMDO has 371 members and the money will be used by the organization as capital for their lending program.

Cayetano said the fund, which is envisioned to aid individual members and discourage them from borrowing money from loan sharks that charge very high interest rates, may also help the tricycle drivers start alternative sources of livelihood.

“We hope that the fund will help Taclobanons help themselves. Now more than ever, our hardworking drivers deserve every assistance that they need to sustain their livelihood so we decided to grant them access to capital through our program,” Cayetano said.

project or the “Kontra 5-6 Program” is part of Senator Cayetano’s platform on Presyo, Trabaho/Kita, Kaayusan (PTK), a program he launched during his successful reelection campaign in 2013 aimed at promoting projects that lower the prices of goods, create more jobs, and increase people’s income.

The lending program aims to provide small-scale entrepreneurs more access to capital by establishing a micro-financing mechanism that will charge low interests for small loans.

“By working together on projects that provide direct assistance to those who are in need, in our own way, we can help the government achieve the goal of making all Filipino families, especially the poor, reap the benefits of our growing economy so that in this period of development, nobody gets left behind,” Cayetano said.

Side by side with the Kontra 5-6 Program, Cayetano said he is strongly pushing for legislation that will institutionalize this kind of microfinancing model so that more of such organizations all over the country can benefit from such a lending system.

ORMOC CITY - U.S. Ambassador Philip S. Goldberg is visiting Leyte and Eastern Samar on July 15 to participate in events supported by the U.S. Embassy and the United States Agency for International Development (USAID).

In a press statement, the USAID said that Ambassador Philip Goldberg is attending the closing ceremonies of Pacific Partnership to be held Patio Victoria in Tacloban City at around 11 o’clock in the morning.

Mayor Alfred Romualdez and wife, city councilor Cristina G. Romualdez, would lead the welcoming party in Tacloban.

The Pacific Partnership 2014 team is composed of forces from the US, Japan and Australia, arrived in Tacloban City last July 7 to conduct activities that would help the disaster stricken city in its rehabilitation efforts.

Since then, the team have been actively pursuing canine castration and rabies vaccination at several barangays of the city. They also taught Bite Prevention classes to students at the elementary schools of San Jose, Manlurip, Fishermen’s Village, Fatima Village, Marasbaras and Sagkahan.

They also held medical services at Brgy. Diit and other barangays, even trauma counseling. They also gave focus to the construction of the Tacloban City Hospital with a one outpatient building and a four-classroom building at the San Fernando ES, Tacloban’s most populous public school.

By early afternoon, he will be at the Palo I Central School in Barangay Cavite West, Palo, Leyte for the launch of “Preventing Trafficking in Persons (TIP) through Sustainable Livelihood Recovery for Typhoon-Affected People,” a U.S.-funded initiative that seeks to reduce the vulnerability of residents in Ormoc City, Leyte through livelihood support and building TIP awareness and response capacity of community leaders.

At the same site, Goldberg would also lead the groundbreaking ceremonies for two school buildings that will be constructed and furnished by the U.S. Government through USAID Rebuild. The Php30.8 million project, which is designed to withstand strong typhoons, flooding and earthquakes, will benefit

about 1,920 students.

Leyte Governor Leopoldo Dominico Petilla said he welcomes the USAID Rebuild Program. He said that with the devastation wrought by Typhoon Yolanda to majority of schools in Leyte province, the provincial government and the Department of Education can only do so much, particularly in funding for repairs and reconstruction.

“We cannot do it all.

Thus, support from other groups, organizations here and abroad and foreign government as well is always a welcome one,” Gov. Petilla said.

Also included in the Rebuild’s education program is providing teaching kits to teachers and funding the construction of 165 furnished classrooms throughout the province.

“With the help of US-

AID and support from the national government, we will build back and strengthen our schools here in the province of Leyte and help us to become more resilient in the face of all the challenges ahead,” Gov. Petilla added.

Goldberg is expected to fly in to Leyte from an early morning activity at Guiuan, Eastern Samar. There, he will attend a groundbreaking activity of a road project in Brgy. Suruk, Guiuan which is part of the US $434 million grant from the Millennium Challenge Corporation poured in the region.

A side trip to his Guiuan leg would be a visit to the coastal area of Brgy. Pagnamitan where he will lead the planting of mangroves.

PPI “Going Green”

President of the Philippine Press Institute OVER THE weekend, I travelled by bus for the first time to Baguio City, the country’s summer capital 5,000 feet up in the sky for a “green” event. No, definitely not the “green” you naughty guys have in mind.

The last time I was up there was during Holy Week several years ago in 2008 during President GMA’s time when I was press secretary. Cabinet members would join the president during the annual “retreat” for some much-needed meditation. All my life, before working in Malacanang, it was an exclusive, bonding time with family usually in the farm or in our hideaway in the mountain.

I had to give that up when I worked for the president. I have not returned to Baguio since for about 6 years now.

BETTER THAN FLYING ---I was back there, this time for a forum on “sustainable construction reporting” with the Philippine Press Institute and HOLCIM, Inc. attended by Luzon and Manila journalists . I was really planning on driving my car from Manila upon learning that Loakan Airport had been closed for a long time. But at the last minute, I was advised by my daughter Ning that it would be better taking the passenger bus. She was right. The 4-hour bus rides from Cubao in Quezon City to Baguio via the Marcos highway and back were totally pleasant. ( Kennon Road is open only to light vehicles. Victory Liner’s “de luxe” coach had airplane-type reclining seats, free wifi and TV, free snacks and bottled water on board with a uniformed attendant (like airline stewardess) with a cubicle-type restroom situated at the middle section. And unlike plane flights, the bus schedules were on the dot. I would have spent about P5,000 for gasoline alone if we drove up. Passenger fare was only P750 one way. While in Baguio, I missed the shivering cold temperature unlike in past years -- due to global warming or climate change, maybe. But the populous mountainside looked as if it exceeded its “carrying capacity” of development.

DON’T BAN PLASTIC --Now back to being “green”.

I listened intently to the resource persons notably President Mike Guerrero of the Green Architecture Advocacy Phil. who surprised us with some “back to basics” principles that we, more often than not, took for granted.

For example, he shook me with the proposition that nonbiodegradable plastic bags should NOT be replaced by paper bags, as now being advocated almost everywhere.
