Baybay City hosts EVRAA

Jimenea BAYBAY CITY – A parade of colors kicked-off the opening ceremony of the 2015 Eastern Visayas Regional Athletic Association (EVRAA) meet held here on Sunday, February 1, as some 7,000 athletes, coaches and school authorities marched through the oval of the Baybay Sports Complex shouting cheers and slogans, some coupled with mascots and acrobatics.

Even as it would sometimes drizzle, turning into intermittent rain, the delegates were unfazed as they listened attentively to the opening program, which started at around 3:00 PM and ended at 6:00 to a dazzling 30-minute firework display.

The delegates were welcomed to Baybay City by Mayor Carmen L. Cari. The mayor, in her speech, emphasized that they are very thankful to God and their patron saint, the Immaculate Conception of Mary, because they were spared the full wrath of Yolanda and subsequent typhoons.

Hence, they accepted the challenge to host the affair because they felt ready to take it on.

Leyte governor Dominic Petilla, on the other hand, welcomed the delegates to the Province. The participants come from six provinces of Eastern Visayas. The governor said that he was happy to note that Leyte’s sports program was paying off, because despite Yolanda, Leyte players hauled even more gold medals in the last Palarong Pambansa.

The guest speaker, on the other hand, was DepEd Asec. Tonitino Umali, who is at the same time the Secretary General of the Palarong Pambansa. He urged the young athletes to appreciate sportsmanship, saying there was more to sports than winning.

5 members of the “Fallen 44” brought home to Leyte, Samar TACLOBAN CITY – Five members of the ill-fated Special Action Force (SAF) who were massacred in Maguindanao last Sunday, January 25, were brought home to the region in two flights on Friday.

PO2 Noel Balaca Jr. of Sta. Monica, Oras, Eastern Samar and P02 Glenn Bedua of Brgy. San Jose, Dulag, Leyte, were also flown in.

The fallen cops were given arrival honors by colleagues at the airport.

It was also learned that there were actually six SAF members from EV but one was buried in Bataan, where his wife and family are.

Ch. Superintendent Eusebio Mejos, designated spokesperson of the regional PNP, in an interview said that they were pained at the loss of colleagues but were resigned to the fact that these things were bound to

Seeing through anniversaries

I NEED to finish the paper to e-mail to Cebu.

I had to cut down on the number of pages because I have to finish it. I want to attend the committee hearing on the discrepancy of prices of gasoline and other POL products here in Ormoc and that of neighboring towns.

Recently, it has gone down to around P 2.00 per liter difference, but previously, it was as high as P 5.00.

When Gwen Garcia was new governor of Cebu, one of the first things she did was to look into the high prices of fuel in Cebu compared to that of Manila. She sued the “Big Three”, and lo and behold, they dropped prices.

A group of businessmen here then followed suit. They asked the council (this would be on Mayor Eric Codilla’s first or second term) to do something about it, and former councilor Alfaro, chairman on energy then, made a move to probe the matter. It died a natural death.

Obviously, the powers-that-be in this city own gasoline stations and the probe sputtered, faltered and died.

Now, I am curious if this joint probe, to be led by councilor Capahi as the energy committee chairman, is going somewhere. After all, he is the first cousin of the mayor, whose family happens to own gasoline stations.

Councilor Vince Rama, I heard, has signified that he would not participate in the deliberations, because they also own one station.

I have been monitoring the prices of POL (Petroleum, Oil and Lubricants) in various places. It would be interesting what the committee probe would “unearth.” I just hope the right people were invited. Sometimes, the best way to kill an issue is let the complaining parties get tired, like inviting people who are not in the position to answer the questions. I’ve seen it happen, and I would not be surprised if that is what would happen tomorrow. rrr

It has been a busy weekend for me, cutting my time off the actual work on the paper. Usually, I don’t take assignments on Saturdays and Sundays, but this time, it was different. I had three Saturday invitations in Tacloban City and I took the chance to be there so that I could also be at the airport to meet some of the families.

I wanted to be there when the dead SAF arrived, and condole with the families. I was able to convey my condolences one family.

Contrary to one policeman who called me “anti-police” once, I have a soft spot for men in uniform. I had an uncle who was one, a nephew who is one. I also had two brother-in-laws who were in the Army. They are both gone now, God bless their souls.

As a small girl, I was taught that there were three figures of authority in the community.

They were the priest, the policeman and the teacher.

I still hold the three in high esteem. I have a high respect, almost the feeling of reverence, for priests. I also hold teachers in the highest esteem. All my girls went to public schools. I have seen how our public school teachers struggle to teach their students with barely the essentials.

However, it does not also mean that I would condone erring priests, cops and teachers. We give credit where it is due, and criticize what should be criticized.

A luxurious endeavor that is Peace ORMOC IS a bustling idyllic city-by-the-bay with a promising economy and increasing human resources. With increasing population, like any other cities in the country, Ormoc has not been spared of the usual and almost chronic problem on unemployment and underemployment.

One of the agencies of the government entrusted to at least mitigate such problems, that have been prevalent in Ormoc City, is the Technical Education and Skills Development Authority or TESDA. TESDA has a mandate to manage and supervise technical education and skills development in the country. And one of its programs and services that hopes to answer the twin problems of unemployment and underemployment is its TVET program.

According to www.tesda.gov.ph, the agency’s official website, TVET or the Technical – Vocational Education and Training is the

education or training process, where it involves, in addition to general education, the study of technologies and related sciences and acquisition of practical skills relating to occupations in various sectors of economic life and social life and comprises formal or organized programs as part of the school system, and non-formal or organized classes outside the school system.

TESDA, in furtherance with its mandate to promote technical – vocational skills training and education, is partnering with several accredited institutions as training or assessment centers all throughout the country. SMB halts years of title drought THE LAST All Filipino title for the San Miguel Beermen was in 2001, with formidable frontlines of the two Danny’s, the 6’7 Seigle and 6’6 Ildefonso, alongside with role players of Samar native Freddie Abuda and half-Filipino Nic Belasco. Their backcourt general Olsen Racela and Cebuano hotshot Dondon Hontiveros came in late, when Tanduay disbanded in 2003, where these players produced multiple championship rings.

Although their last taste of championship was in the 2011 reinforced conference with Anthony Grundy as their import, but All Filipino Cup is a lot different from any other tourney where professional cagers consider this as the most prestigious one. Back in the days where I started to have interest on our local basketball, was during the time of head to head encounters of Purefoods against San Miguel, where these two squads started to monopolized the All-Filipino Cup titular showdown from the late 80’s until the middle of the 90’s. Tabloids, newspapers always quote their match as “ pulutan and inuman” (hotdogs and beer) players.

Those were the times of Patrimonio Codiñera was against Alvin Teng, Yves Dignadice and

ANNIVERSARY celebrations of whatever milestone we have in life should not just be some de rigueur events that we simply go through because they happen to be the days of the anniversary.

Thanks to God, I’m sure that that is not mainly the reason why we celebrate anniversaries. That we ready ourselves for them, sometimes going through elaborate preparations, can only mean we attach special meaning to these anniversaries. They occupy a special place in our heart and in our memory.

It’s just that often, we also get lost in the preparations, and get too concerned about how things would turn out, that we miss the real reason for celebrating these landmarks as well as the implications and consequences of such celebrations.

Anniversaries are very special occasions.

At the very least, they are days of deep thanksgiving for the many graces and blessings we received from our Father God through the years.

It’s important that while we unavoidably meet difficulties, failures, setbacks, etc., in life, we should not forget that God continues to take care of us.

It’s important that we be quick to acknowledge these graces and blessings, and give due thanks for them, especially through prayers, sacrifice and, of course, the celebration of the Holy Mass which is the best way to give thanks, since our gratitude would be coursed through Christ’s supreme act of offering of his life to his Father for our sake.

Anniversaries should remind us of many fundamental things in life. They remind us of the beginning and the reason of such anniversaries which could be the gift of life, the commitment of marriage, the charism granted to a person or to an institution, etc.

Anniversaries remind us of the past and of how it is connected to the present and even to the future. In fact, if we have a more theological understanding of time which we should try to cultivate and have, we would realize that there is an organic unity and direction of time past, present and future, all of which coming from God from all eternity and directed to God also in eternity.

Time is therefore connected to eternity, and the fullness of time, which is an expression used in the Bible, refers to when time is vitally reconnected with eternity through the redemptive work of Christ.

In short, anniversaries should remind us that we are in a journey through time toward eternity, toward God from whom we come and to whom we belong.

Even the commemoration of some sad events, like the killers Yolanda and the big earthquakes, can still give us reason for thanksgiving and joy, because we know that God is in control of everything and knows how to derive good from evil.

As the Book of Ecclesiastes puts it, “all things have their season, and in their times all things pass under heaven. A time to be born and a time to die…a time to destroy and a time to build…a time to weep and a time to laugh…”

Lady Luck smiles again on Erap WHO IS the person who does not or have not heard or seen Erap Estrada? He has been given proper exposure in the movies or TV or radio for so long a time.

His roles in the celluloid world always picture him as the hero. His many fans keep voting for him no matter what. There was even a time that he was consorting with Ms Nora Aunor (before she had her face undergo a makeover by the likes of Ms Vicki Belo) in her early years as an entertainer. When he ventured into politics, he became a shoo-in as Mayor, Senator, Vice President, and finally as President.

When he was impeached during his presidency in 2001 and finally criminally charged for plunder which is a non-bailable offense, he served term and was jailed accordingly; but he enjoyed his stay in jail in a rest house in Tanay, Rizal. He was extended executive clemency by then Pres. GMA with the understanding that he was not to run for any public office. The error was this provision was not incorporated in the order signed by GMA. He ran for public office after he was released and came out second best in the presidential election in 2010. He lost to now incumbent Pres. Aquino by more than five million votes.

He vowed not to run for any office anymore.

Still, he ran for Mayor of Manila and even made it. It only shows the immaturity of our voters.

In spite of his being pictured as a womanizer and dipping his hand on the coffers of the state, the voters still seem to love him. His wife Loi, a Physician, even ran for the Senate and won.

His sons, Jinggoy and JV Ejercito, got elected as Senators. Is this his ‘magic touch’?

No doubt Erap lives a charmed life. A woman-lawyer filed a disqualification case against him with the Supreme Court. He thought he would lose in the case. He even made his valedictory address and indicated he was through with politics. But he was given a shot in the arm when the SC ruled 11- 3 in his favor last 21 Jan 2015.

There was a comment that he might run for President because of his recent winning in the SC. This latter thought was thumbed down by Election Lawyer Romulo Macalintal who said that he cannot run anymore for president, because of the constitutional ban that a President can only be voted once into office. This is the reason why there is no re-election for president.

The present Mayor of San Juan City used to be his girl. The issue of his womanizing has become moot and academic on the strength of his winning ways in public office. No doubt, he lives a “charmed life.” May his tribe increase?

This corner has to admit that man has the capacity to rise from the mire he is in. Erap is that man. Even his administration as Mayor of Manila seems to be in cloud nine. The judgment he made in going to Hong Kong to formally apologize for the killing of innocent lives by a cop who went berserk was very commendable.

He is doing good!

ARE WE really completely out of this world or in a coma-like state while sleeping? Scientists do not think so.

The sleeping brain can be far more ‘active’ in sleep than one would think. Far from falling into a limbo when we fall asleep, parts of our brain can routinely process what is going on in our surroundings and apply a relevant response.

Researchers have discovered that rehearsing simple word classifications up until the moment we nod off leads to the brain continuing such exercises during sleep.

The study draws on previous research about subliminal processing, indicating that complex tasks such as speech processing can be completed in a state of unawareness. There may be no limit to the complexity of the tasks but rather it’s a question of whether the task can become automatic.

In the study, 18 participants were asked to classify words into animal or object categories upon pushing a button, attached to electroencephalogram (EEG) reading equipment. In classifying animals, they were asked to press the button with their right hand, and use their left for categorizing objects.

When the process had become automatic for each participant, they were allowed to retire to a comfortable place where they fell asleep and continued the task with new words.

The research could be extended to math equations and could potentially be applied to piano playing and even sports movements positively. Anything that can be automated can be rehearsed during sleep. The motor system adapts to that stimulation.

The challenge against Cancer WORLD CANCER Day is marked on February 4 to raise awareness of cancer, and to encourage its prevention, detection, and treatment. It aims to significantly reduce illness and death caused by cancer by 2020.

Cancer can affect any part of the body. It involves the rapid development of abnormal cells that grow beyond their usual boundaries, and which can then invade adjoining parts of the body and spread to other organs. This process is referred to as metastasis, which is the major cause of death from cancer. Cancer deaths among Filipinos in 2010 include those involving the lung, liver, breast, colon/rectum, leukemia stomach, cervix uteri, brain, prostate and pharynx.

Among Filipino men, lung and liver cancer comprise 43% of all new cancer deaths.

These top two killer cancers affected more than 12,000 Filipino men. On the other hand, breast cancer was the number one cause of new cancer deaths among Filipino women, also in 2010. Around 4,000 Filipino women were estimated to have died of breast cancer or 18% of all total deaths during the same year; 2,197 women and 1,984 others succumbed to lung and cervical cancers, respectively.

Cancers can be reduced and controlled by implementing strategies for prevention, early detection and care for patients with cancer.

These include modifying key behavioral and dietary risk factors as well as early detection and screening tests which are important in the diagnosis and treatment before cancer becomes advanced. Vaccination against human papilloma virus (HPV) and hepatitis B virus

Choosing a healthy lifestyle has always been a challenge. This is of particular concern since overweight and obesity are strongly linked with an increased risk of bowel, breast, uterine, ovarian, pancreatic, esophagus, kidney, and gallbladder cancers later in life. Alcohol is also strongly linked with an increased risk of several cancers. This includes cancers of the mouth, pharynx, larynx, esophagus, bowel, liver and breast.

Additionally, cigarette smoking accounts for at least 22% of all cancer deaths. Reducing the rates of tobacco use will significantly decrease the global burden of a large number of cancers, including of the lung, oral cavity, larynx, pharynx, esophagus, pancreas, bladder, kidney, cervix and stomach, and acute myeloid leukemia. Beyond tobacco, unhealthy diet, harmful alcohol use and physical inactivity, the environment is estimated to be a factor in 19% of cancer cases.

An important environmental risk factor for lung cancer is outdoor air pollution, which is becoming of increasing concern due to rapid urbanization. Work settings can also be the source of environmental exposures. For example, inhalation of asbestos contributes substantially to the burden of lung cancer and causes mesothelioma, cancer of the larynx and the ovaries. Additionally, excessive exposure to ultraviolet (UV) radiation is a see

with some basic vocabulary. Then, they played the sound of a few of those Dutch words to some of the German speakers while they slept, without telling the German speakers what they were doing. Compared to those who had no sound playing overnight, the group who heard words in their sleep was better able to identify and translate them later.

When the researchers looked at the brain activity of their German-speaking volunteers on an EEG, they noticed that those who listened to the foreign words overnight had more slowwave brain activity throughout the night.

More slow-waves, the scientists reasoned, translated into better recall of the new words.

The findings aren’t just limited to the sound of words. Music can do the trick as well.

Researchers recently had a group of people learn to play guitar melodies using a technique borrowed from the video game Guitar Hero.

Then, all of the volunteers got to nap.

While asleep, the sleeping participants were played the same melody they had just learned.

After their slumber, the volunteers played the tune again. Those who heard it while napping played the melody far better than those who did not.

Scientists also found that people who listened to a sound they associated with a memory were better able to hold on to that memory.

The findings parallel earlier research where scientists used smell instead of sound. A study found that people given whiffs of a rose while they learned something remembered it better later when they inhaled the same smell while asleep.

Many countries face a ‘double burden’ of exposures, the most common of which is cancer-causing infections. Chronic infections are estimated to be the cause of around 16% of all cancers globally, with this figure rising to almost 23% in developing countries. Several of the most common cancers such as liver and cervical cancers are associated with infection of Hepatitis B virus (HBV) and the Human Papillomavirus (HPV), respectively.

A multifaceted approach that strengthens multi-sectoral action and partnerships, including with the private sector, is essential to facilitate the implementation of prevention policies and programs that empower individuals to make healthy choices. The Sin Tax Law has recently been passed and it is a great step in the prevention of cancers. Tobacco taxation has been identified as the single most important population-wide measure that governments can take to reduce major risk factors for noncommunicable diseases (NCD’s). The World Health Organization (WHO) calculates that if all countries increased taxes on cigarette packs by 50%, there would be 49 million fewer smokers (38 million fewer adult smokers and 11 million fewer young future smokers) and this would avert 11 million deaths from smoking.

However, we are yet to see the full implementation of the Sin Tax Law since it requires proper labeling (with warnings) on cigarette

boxes. The Philippines have yet to come up with other policies which involve the regulation of advertisements and labeling of products that could promote the development of cancers. This is because interventions around product labelling and regulation of advertising, promotion and sponsorship can reduce exposure to unhealthy foods and drinks.

Action must go beyond the health sector; it should encompass education, sport, urban planning and agriculture. Schools and workplaces have important roles to play. Schools can foster a health-promoting culture by providing meals with high nutritional standards, create facilities for recreation and sport, and include nutrition and physical activity in core curricula.

Workplaces of all sizes can create environments that promote healthy behaviors through providing 100% tobacco smoke-free environments in all indoor workplaces. If possible, there should be access to healthy food options and smoking cessation tools; and workplace health education programs that create awareness of cancer risk factors.

In the age of technology, information can be gathered with a click of the finger. Yet, many of us seemed to just read about it; but not so much action taken. Individuals, families, health professionals, policy makers and politicians should be aware that with the right strategies to fight cancers, around a third of cancers can be prevented through diet, physical activity and having a healthy weight. So, are we up for the challenge?

Transition Period Even before Junemar “The Kraken” Fajardo came into the picture, they were already considered a team to beat on any given conference, but the question is: why can’t they deliver? Presumably, they have the best combo prolific frontlines in the league with Jay Washington and Arwind Santos, where people always compare them to Seigle and Ildefonso. But it was evident enough that these two athletic forwards didn’t have a good relationship, on and off the court, and eventually they released Jay Washington on a hanging trade where they deal it via a draft rights only.

Not to take away anything from the Sol train, he’s a good player that can play at point or a big guard position, and he’s been known of his strong penetration moves, but his brand of play cannot complement with San Miguel’s execution, where they are tagged of their deliberate half court set.

Game one of the semifinals against Talk n’ Text took place last December 19, where I was divided between my company’s Christmas party and watching my team play as semifinalist.

The Finals San Miguel came from a sweep series against Talk ‘n Text while the Alaska Aces came from a high physical bout against the Rain or Shine Elasto Painters, and it did came as expected.

Nothing’s new from extra rice pair of Belga and Quinahan. They not only play rugged, but they also employ dirty tactics.

Alaska was the underdog of the finals series, but they fought with a lot of determination, stuck with their defensive game plan.

I also agree with the quote: “Offense wins games, but defense wins Championships”.

San Miguel never came out with an answer to the Aces full court pressure defense even when they led as high as 20 points, but still the Compton squad can easily erase their huge deficits.

If not on Arwind’s long stretch of three-pointer, the series would have definitely gone the other way. Junemar didn’t get a relief the entire second half so as with the Spiderman. Compton was so good in reshuffling his players, while San Miguel never utilized the strength on their bench. Had it went on to overtime, their 1-2 punch were already exhausted. To make matters worse, they had a bunch of assistant coaches, but none of them reminded their players not to call a time-out anymore. I was already anticipating that. So when Ronald Tubid collared a rebound, he gestured for a time-out and was called for a technical, so a free throw was awarded. JV Casio narrowly missed a desperate three point attempt. The 48 minutes of basketball action expired, and one had to take the crown.

Awards worth Junemar was worthy enough to be the best player of the conference. Likewise, Arwind deserves to be the finals MVP. I am a San Miguel Beermen fan, but I wasn’t happy the way the series ended, and it wasn’t a sweet victory on a personal note.

According to them, they are forming a dynasty and they have the reason to be such, but they should be able to solve the puzzle, particularly during crunch times which they didn’t on the entire seven-game series. Hope this will be a lesson to them.

There’s always meaning in everything, and a reason to hope and to be happy in the end.

Anniversaries should bring these truths to the fore, and should elicit in us the proper response. Aside from thanksgiving, we should be filled with desires for renewal, for another conversion, for sustained continuity and fidelity.

They should remind us of the bigger, more comprehensive picture of our life, removing us from our tendency to be restrictive in our view, understanding and attitude to things.

In fact, we need to learn how to relate the here and now to our beginnings as well as our ultimate end. More than that, we need to learn to relate the temporal to the eternal, the material to the spiritual, the natural and to the supernatural, etc. Anniversaries should somehow occasion these considerations in our mind and heart.

We should help one another to understand and conform our mind and heart to the true nature, character and purpose of anniversary celebrations. Especially these days when we are bombarded with things that tend to chain us to the present and to the externals, desensitizing us from the other important considerations, we need to be more active in highlighting the true meaning of anniversaries.

The youth especially are most vulnerable to miss the significance of anniversaries by the many intoxicating developments we have now. They feel that a theological consideration of anniversaries is a spoiler to the enjoyment of anniversary celebrations, if ever they care about these things in the first place.

People, Places & Happenings SOS-EARTH regroups, to revive environmental advocacies

EVRAA 2015 opening rites

Will there be a changing of the guards? Pioneers of SOSEarth recently regrouped to continue its advocacies and are recruiting new members.

ORMOC CITY - Environmentalists from a non-government agency, the Social Organization Safeguarding Ecological Advancement Related to Humanity (SOS-EARTH), gathered in a closed-door meeting recently to strengthen its advocacy on preventing environmental degradation at the Milagrina Restaurant.

SOS-EARTH included in their plans to monitor the programs of the City Disaster Risk Reduction and Management Council, and learn how and where the budget is being spent. The local governments are mandated to have a DRRMC office and that 5% of the total budget is apportioned for the funding of the said agency. This pushes them to align monitoring in their strategic planning.

Aside from that, SOS-EARTH also will monitor to ensure that friendly agricultural practices being used by the local farmers. It was discussed that traditional farming kills microorganisms in the soil, because the area is totally cleared of weeds, and sometimes burned to the ground. It is proposed to teach farmers that instead of the traditional method, to minimize clearing to keep microorganisms alive and serve as a natural fertilizer to crops.

On the other hand, it was also opined that using of solar panels might not be environmentally friendly as presumed to be. There is the issue of where the batteries will be disposed, after serving its useful life. SOS-EARTH vowed to into the issue, to ensure responsible disposal of the batteries for environmental safety.

Members also aired their concerns with the stoppage of garbage segregation in the city. Before, the city had already started the practice, but after Yolanda, people reverted back to the old ways. It was because some of the city’s garbage trucks were destroyed, or not operational anymore, hindering its usual operations. During the meeting, it was agreed to hold information and education campaigns to encourage garbage segregation.

To widen the group’s scope and influence, they are now recruiting new members, especially from the youth sector. A formal recruitment and orientation activity for new members is yet to be organized. SOS-EARTH will again convene for the election of new set of officers. The organization was established in 1989. By Merli Salazar

Transformation Art Exhibit This year’s EVRAA was not only about sports. An art exhibit of the works of high school students was also held. Former Pangasinan Rep. Rachel Arenas opened the exhibit.

DENR asks youth to join Wetland Photo Contest TACLOBAN CITY (PNA) Instead of taking selfies, why don’t you join the wetland photo contest?

The Department of Environment and Natural Resources (DENR) regional office here is asking the youth in Eastern Visayas to join a photo contest highlighting wetlands.

DENR regional executive director Leonardo Sibbaluca said that the youth in Leyte and Samar provinces should take part in this global photo contest since one site that may be used for photo shoot is the Leyte Sab-a Basin in Sta. Fe and Alangalang towns of Leyte.

“I would like to encourage

the youth to visit our wetland areas, particularly the Leyte Sab-a Basin, which is one of the two pilot sites for the ASEAN Peatland Forest Project in the Philippines. This is one opportunity for the youth to put to good use the current fad of taking selfies,” Sibbaluca said.

This year’s event aims to heighten public awareness on the importance of wetlands centered on the theme – “Wetlands for our Future.”

The contest is open to youths aged 15 to 24 years old. Participants will have the chance to win a free flight to their preferred famous wetland.

Sibbaluca said the youth can

join the contest using their digital cameras or mobile phones and upload it to www.worldwetlandday.org/en within a month starting Feb. 2, 2015.

The government has been emphasizing the importance of conserving wetlands since these filter water, ensure biodiversity, protect coastlines, and mitigate the impacts of climate change.

In the region, the DENR has identified wetlands in Ormoc City, Palompon, and MacArthur in Leyte; Saint Bernard in Southern Leyte; Basey in Samar; San Antonio, Rosario, and Catubig in Northern Samar; and Guiuan in Eastern Samar. (PNA)
