DSWD director says there’s P 679-M for Ormoc’s ESA, but ...

ORMOC CITY – Nestor Ramos, regional director of the Department of Social Welfare and Development, said that he could not exactly say when the Emergency Shelter Assistance (ESA) for Ormoc would be released, considering that the city social welfare office submitted documentation that does not conform to their guidelines. Ramos said he gave city social welfare officer Marietta Legazpi up to Friday (February 13) to submit the correct documents and listing.

Compounding the problem of the ESA’s release is the city social welfare office’s not yet being able to liquidate the P 40-million it got from DSWD for its “cash-for-work” program, he said. Unless the cash-for-work funds are liquidated, the ESA funds cannot be accessed.

The regional director made this report in a meeting with Rep. Lucy Torres-Gomez, after the congresswoman expressed her concern why only Palompon has yet received the ESA of the six towns and one city in her district.

Rep. Gomez said funds for the purpose are already in this year’s General Appropriation Act, which they passed in Congress.

Funds ready but LGUs are not The regional director confirmed that all towns of the 4th district have funds for the ESA. “The money is with DBM already,” he said.

However, most LGU’s in the “Yolanda corridor” are still trying to comply with the documentary requirements to access it, that is why only Palompon and four towns in Northern Cebu were able to get it yet this year.

To access the funds, Ramos said, the city or town must come up with a masterlist based on the DAFAC of Yolanda-affected residents; second, it must submit a proposal based on the allocation earmarked for the purpose.

When these two are accomplished,

an independent evaluation of the intended recipients will be done to weed out fraudulent claims.

Ramos said these safeguards are to insulate the funds from politicking.

It was also learned that other towns in the 4th district have yet to comply with the requirements to access the funds.

Congress, in its GAA, earmarked P 689,370,000.00 for Ormoc City, based on the recommendation of OPARR. This is P 30,000 each to 14,132 families with “totally damaged” houses, and P 10,000 each for 26,541 “partially damaged”, or a total of 40,673.

Meanwhile, it was learned that Kananga town also has P 207,280,000.00 for the purpose. The DSWD already has a check dated December 29, 2014 yet, ready for release to the LGU of Kananga, but like Ormoc, the town’s social welfare office is still trying to come up with the stringent requirements for its release.

Tzu Chi turns over “Great Love Village” in Palo

By Ted A. Marcos PALO, LEYTE – A total of 255 prefab housing units were turned over Saturday to typhoon Yolanda survivors by Tzu Chi Foundation in Brgy. San Jose, Palo, Leyte, in a resettlement area named as “Great Love Village”.

The inauguration and turnover ceremonies coincided with the celebration of Valentine’s Day. In the blessing and inauguration program, Palo Mayor Remedios “Matin” Petilla signed the acceptance of the housing units in behalf of the grateful beneficiaries who were awarded the houses for free.

Mayor Petilla expressed her profuse thanks to the Tzu Chi leaders and other volunteers who worked tirelessly to finish the project in such a short time.

The land area for the resettlement project was purchased by the Palo municipal government to start the project.

The other volunteers who helped make the project a reality came from aid organizations All Hands, Samaritan’s Purse, volunteers from Cebu, and volunteers in Taiwan who produced the prefab materials.

The housing units awarded came complete with home utensils and some provisions, and each unit was also provided with individual solar panels for electric power since there is no electric connection yet to the site.

The awarding of the units by the foundation was led by Alfredo Li, CEO in the Philippines of Tzu Chi. He was assisted by Henry Yuñez, project coordinator, and Eugene Tan, Tzu Chi representative in Tacloban City.

A Tzu Chi official remarked to this EV MAIL reporter that Tzu Chi could not initiate the same resettlement project in Tacloban City to help Yolanda victims, since

no land was donated, and the Tacloban City government also did not provide any resettlement site.

During the awarding program, the beneficiaries were reminded by their Tzu Chi friends and benefactors to love their new homes and maintain them with care. They were also advised to treat their new community as one family and to love one another.

They were given the message of Tzu Chi’s Master Chen to “keep a pure heart and to give something of their selves to help without expecting anything in return.”

As part of the ceremonies, the beneficiaries’ children performed some Tzu Chi songs taught them by the volunteers. One of the songs performed was entitled “It’s So Happy To Know You”.

EDC recommends evacuation of whole sitio prone to landslide ORMOC CITY – The Philippine News Agency (PNA) reported this week that the Energy Development Corp. (EDC) and First Balfour, a Lopez-owned construction company, has already conducted an ocular inspection on the slopes of a portion near the Tongonan Geothermal Power Plant where cracks were discovered that could cause a landslide.

The PNA said that the team expressed concern about the new cracks that were not yet there after a landslide at the area when Typhoon Seniang’s heavy rains visited Leyte last December 29, and has even recommended to village officials that the entire sitio be declared as high risk area and to relocate all residents there.

It was also learned that 11 people, living in three households, are just about 20 meters from the recent landslide that happened, and up to now, these people have refused to vacate the area.

Dr. Erwin Calo told PNA that the cracks which have a 20-30 centimeter displacement could result to a landslide from just a whole day of heavy rain. It will not only endanger the people living nearby but will push the erosion closer to the road 15 meters away. The road leads to Mahanagdong power plant, also operated by EDC. Calo said he recommends sealing the cracks through grouting, using sand cement as a stopgap measure, until a permanent solution is arrived at. Ma. Victoria Mendoza, First Balfour design manager, on the other hand, recommends widening the cracks and constructing canals. (PNA)

Reg’l Wage Board proposes increase in minimum daily wages THE REGIONAL Tri-partite Wage Board is proposing a P 14-peso increase in wages of sugar workers and P 6.00 per day for retail and service workers with less than 10 employees.

A public hearing on the matter will be on February 17, Monday, at 2:00 PM in the SMED Center near the Leyte Capitol Building.

The last time the region has had a wage increase was in 2012. The minimum daily wage then for non-agriculture businesses with more than 10 employees is P 260.00 per day and for those with less than 10, P 229.00/day. TACLOBAN CITY (PIA) – The Department of Health (DOH) in Eastern Visayas has undertaken contact tracing this week, on the two passengers from the region on board the Saudi Airlines flight 860 that arrived in Manila last week.

This, after the DOH identified the two passengers from region 8 who were on board the Saudi Airlines flight together with the 32 year-old Filipina nurse who tested positive for Middle East Respiratory Syndrome Corona Virus (MERSCOV) and now confined in a negative pressure room at Research Institute of Tropical Medicine (RITM).

DOH Regional Director Jose R. Llacuna Jr. said the two passengers would be observed at Eastern Visayas Regional Medical Center (EVRMC) but refused to divulge their identities.

“We are going into the contact tracing stage na, and then they will be housed at EVRMC for observation,” Llacuna said.

Even if the possibility of other passengers on the plane to be infected is low, according to experts, the government ensures that all necessary preventive measures are being taken to prevent the spread of the infectious disease.

Construction of country’s first waste-to-energy plant starts

When it rains, it pours for Tacloban City, figuratively, as the city continues to progress in an outpouring of global sympathy and concern after Super-typhoon Yolanda. This week, Mayor Alfred Romualdez and city officials, together with executives of the Korean power firm Woojin N-Tec, had a groundbreaking ceremony at Brgy. San Roque where the country’s first waste-to-energy power plant will rise. Jerry Jung, the CEO of Woojin N-Tec (whose hand the mayor warmly shakes in the picture) also gave Tacloban officials a pleasant surprise. He promised to also donate a solar power plant to the city. The project does not only provide an answer to Tacloban’s waste problem, but brings the promise of a steady power supply in Region 8’s capital city. During its construction phase, the power plant is expected to hire hundreds of local workers and laborers.

BIR asks sugar planters, traders to register and pay the right taxes ORMOC CITY – The Bureau of Internal Revenue on Tuesday, February 10, gathered sugar planters, traders, accountants and bookkeepers to a dialogue held in the Ormoc multipurpose hall at the city hall, to urge them to register their businesses.

Atty. Eduardo Obero, BIR district collector, in an interview, claims that planters and sugar traders are not paying any taxes and it is now time for them to give government its dues.

During the dialog, Mrs. Lelma V. Cu explained that just like other businesses, planters and traders have to register with them. For those with sales more than P 1.9-million, they will pay P

1,000 annually and considered VAT-registered while those with lesser income pays P 500 annually and considered Non-VAT. They also have to have books of accounts and official receipts to record their income. This is embodied in Revenue Regulation 11-2014.

Cu said that according to the BIR circular, the sugar mill’s share of 65 percent will be taxed 1 percent, while the planter’s share of 35% will also be taxed another 1%. Sugar buyers and traders will also be taxed the same amount, and they should report their sales in “crop years”.

Atty. Roy Bernard Fiel, on the other hand, said that with that taxation scheme,

the mandatory 1% that the mill and planters set aside for SEPSIW is also taxed.

The SEPSIW is intended to help sugarcane workers in some of their needs like hospitalization, education, etc. He pointed out that this should be exempted as this would somehow diminish the fund.

Cu said they will elevate the matter to the central office, but added that until they get a new memo on the matter, the current tax circular prevails.

Obero, on the other hand, said that after talking with the sugarcane players, they would also start on talking to sand and gravel concessionaires. By Paul Libres and LMJ

48,000 runners eyed in

PhilHealth’s Anniversary Run AT LEAST 48,000 runners are expected to join the second nationwide simultaneous run organized by the Philippine Health Insurance Corporation which will take place on February 15, 2015 in 13 regions all over the country.

Dubbed PhilHealth: Ready, TSeKaP Go!, the run for a cause is one of the highlights of PhilHealth’s 20th anniversary with the theme “Ensuring Universal Coverage for All Filipinos.”

Alexander A. Padilla, PhilHealth’s President and CEO said that “this event has drawn inspiration from the success of our 2013 PhilHealth Run, and aims to intensify awareness of Philhealth services and benefits among the Filipino people”. He added that “we were able to meet our target in 2013 and hopefully, with everybody’s support we would be able to meet or even surpass our target number of runners for this year.”

The Quezon City leg which will be held in Quezon Memorial Circle targets around 8,000 runners, while the remaining 40,000 target is distributed among the key cities of Baguio, Dagupan, Tuguegarao, Naga, Lipa, Lucena, Iloilo, Cebu, Tacloban, Davao and Koronadal and Subic.

Harebrained ideas on the ESA

Pope Francis shows us how to preach

THE NEWS of the release of P 10,000 and P 30,000 “Emergency Shelter Assistance” in Palompon has created quite a stir, that in less than two days, the post about it at the Eastern Visayas Mail –EV Mail News community page in FB has already more than 10,000 engagements.

Meaning, there are more than 10,000 people who have viewed, shared and re-shared the news, which just shows this is an issue that strikes the hearts of people, poor or rich, young or old, may be they female, males or LGBT. It has also mobilized barangay chairmen in other towns to meet with their constituents in hastily organized barangay assemblies, to explain why they still have not gotten theirs. I wonder if they posted on their bulletin boards, as what Palompon did, the list of names of the qualified beneficiaries?

I think people should demand to see the lists, as what Palompon did. If your barangay officials are honest, the list is nothing they should be afraid to reveal.

Throughout the week, too, I have heard of the various harebrained ideas our “leaders”, from the barangay level up, have come up on how to make use of the ESA, in the guise of “equitably” distributing the funds. Jeez, I cannot begin to fathom why the funds, intended to help those who really need it, have become sort of an election largesse.

A proposed use of the funds in one barangay of a Leyte town is to “equitably” release the money to all households at P 10,000 each. That would mean that even those whose houses were untouched also gets the money, including those who are well-off and can verily well fend for themselves. While I agree that wa may gipili si Yolanda, the principle behind the aid is to give it to those who most need it. For all to get the same amount is not only selfish, but is unfair to those who need it most.

It is like robbing from the poorest of the poor, all for political patronage.

This, I was told, was a deviation of the original plan to use the ESA for community projects.

It just shows these people do not understand what the ESA is about.

Here in Ormoc, the proposal is to give the P 10,000 to those with partially damaged houses, and to halve the P 30,000 into P 15,000 each for those with totally damaged houses. This was announced on air, by the way.

Weh? If I were an indigent and my house was really destroyed, why should I give one-half of my P 30,000 to a neighbor, just to make the mayor and barangay chairman look good? And how sure am I that a deserving neighbor gets my other half? What if it gets into somebody else’s pocket?

And it is unfair that a “partially damaged” house gets P 10,000 while a “totally damaged” house gets only P 5,000 more, if this scheme is pushed through.

P 30,000 is not even enough to rebuild a small house, even presuming they already received a “shelter kit.” Those who got transitional houses and relocation are disqualified because of the premise that their housing needs

IF THERE’S anything distinctive of Pope Francis that could explain, at least to some extent, his great power to attract people to him, I would say it is his way of preaching.

Let’s remember that in his recent visit here in our country, thousands and even millions of people happily came to see and hear him in spite of the very bad weather and the many other inconveniences.

The secret, I think, lies in that the Pope somehow manages to present the over-all beauty of God’s word and the joy it produces, in spite of the unavoidable struggle and sacrifices that it also involves and, in fact, requires.

As he said in a Church document, the word of God is first of all a gift, before it is a demand.

God gives himself to us before we, in reciprocation, would be able to give ourselves to him and to others.

This is a point worth meditating on thoroughly, because we often feel that loving God and others is mostly a function of our own human powers, forgetting that our capacity to love depends on the love that we receive first from God. We need to feel that love of God first before we can give it to others.

This principle is clearly lived in the way the Pope preaches. He makes his preaching the vehicle of God’s initiative to talk with man. He is attentive to both God and man. He understands his preaching as a kind of dialogue initiated

by God but always attentive to the needs and circumstances of man.

His preaching, therefore, is a form of mediation. It tries to capture what God wants to tell the people in a given moment, and what the people need to hear from God. It tries to link God with man, and vice-versa, man with God. That’s why his preaching is not done in a purely moralistic or doctrinal tone that tends to turn off people. It’s not pedantic nor merely theoretical. It’s not a lecture, much less a scolding that, sad to say, many people now claim is getting common in homilies. The Pope’s preaching is not a wet blanket, not a spoiler.

It is full of human warmth, affection and compassion, typical of God’s love for us. In spite of man’s sins and infidelities, God’s mercy and compassion dominates in his preaching.

That’s why in spite of the heavily spiritual, supernatural and mysterious messages that have to be conveyed, his preaching is always clothed with easily relatable concepts, images, examples and anecdotes that can only indicate the Pope has read quite well the hearts of the flock he is tending.

His style is simple, unpretentious, far away from the lightning-and-thunder type of speaking. He knows how to encourage and comfort troubled lives. He goes beyond the defects, mistakes and sins of men to offer healing and divine salvation. That’s why people like to listen to him, since he makes God feel like a good, approachable father.

But neither is his preaching just a matter of a feel-good affair, filled with gimmicks and theatrical antics. It was always sober but somehow light. He knows how to present the cross of Christ that inevitably demands sacrifice and suffering but at the same time saves. He does not

Early nightmare IS THIS a nightmare that has come true? ..

“The Garbage Book” Asian Development Bank, warned in 1984: Collection of just Metro Manila waste, in the next 30 years, “will require a line of waste trucks going three times around the earth (or) over halfway to the moon. The bill? Over 100 billion pesos.

Sixteen percent of the total waste generated by the Philippines came from plastic. That’s 5,600 tons from candy bags to wrappers, Greenpeace and the EcoWaste Coalition estimated.

“Our seas are among the world’s most diverse. They host least 2,300 species of more than 900 species of seaweed. There are over 34,000 square kilometers of coral reefs.”

Some experts assert the Philippines is -- or was? -- the global center of marine biodiversity.

Our waters are also among the most threatened. The pressure stems from human sewage to plastic garbage, Only five percent of coral reefs remain in good condition. Pew scientist Jurgene Primavera documents that of the 450,000 hectres of mangroves thriving in 1914, just 100,000 remain today.

Climate change is altering the oceans. It is like “pulling out the rug from an entire food chain.”

It can take up to a millennia for plastic to break down in the water. And it is often embedded in the skin or stomachs of fish, turtles, etc.

Even a tiny cigarette butt can take two years to break down.

Worldwide, eight million metric tons of plastic waste makes its way into the world’s oceans yearly, reports John Schwatrz in a February New York Times feature.

This trend will likely persist into the next decade, says a February report that appeared the journal “Science”.

This is “most ambitious effort yet to estimate how much plastic debris ends up in the sea,” writes Jenna Jambeck, a professor of environmental engineering at University of Georgia.

The paper’s middle figure of eight million, she said, is the equivalent of “five grocery bags filled with plastic for every foot of coastline in the world”. That visualization, she said, “sort of blew my mind.”

“This is a significant study,” said Nancy Wallace, director of the marine debris program at the National Oceanic and Atmospheric Administration, who reviewed the Science report before it was published.

Sure. These are not precise yard-sticks . But they offer an idea of the magnitudes -- And they pinpoint “where we might need to focus our efforts to affect the issue.”

The research also shows the world’s 20

worst plastic polluters, from China to the United States, based on such factors as size of coastal population and national plastic production.

China tops the list, producing as much as 3.5 million metric tons of marine debris each year.

The US, which generates as much as 110,000 metric tons of marine junk a year, came in at No. 20. (The Philippines is among the top 10.)

Plastics have been spotted in the oceans since the 1970. They float where ocean currents come together. And such debris can be found on the remotest beaches to arctic sea ice.

The problem is not aesthetic. Exposed to saltwater and sun, and jostling of the surf, the debris shreds into tiny pieces that become coated with toxic substances.

Research suggests that fish and other organisms consume the bite-size particles and may reabsorb the toxic substances. Those fish are eaten by other fish -- and by people.

Cleaning up the plastic once it is in the oceans is impractical. Only a portion floats.

Most settle to the seabed.

“Any collection system, fine enough to capture smaller particles, would haul in unacceptable amounts of marine life.” So the best option, Professor Jambeck and others suggest, is to improve waste management ashore.

But prodding developing countries to spend money on waste management is difficult, she acknowledged. “You’ve got critical infrastructure needs first, like clean drinking water,” she said.

“It’s kind of easy to push waste to the side.”

Over the years, Professor Jambeck said, she has seen a strong, even visceral response from the public. “You can see waste,” she said. “Not that people want to.”

A kiss is just a kiss?

“Drive out the Devil” (Taken from Mons. A.Tonne’s homilies) “HE WAS the wealthiest farmer in the community and also the most miserly. Somehow he was converted when he realized that he was only the caretaker of his many acres and his many dollars. Not long after, there came to his door a poor neighbor whose house and barn had burned down. He needed food. The rich farmer decided to give the poor fellow a leg of ham from his smoke-house. On his way to get the ham, the devil whispered to him: “Give him the smallest one you can find.”

“The rich man had a struggle with his old stingy spirit, but finally his new generous spirit won out. He picked out the largest ham he could find. “You are a fool,” the devil sneered. But the converted farmer silenced him: “If you don’t keep still, I will give him every ham I have.”

“We just heard how Jesus drove the devil out of people who were possessed. In our day, there is a great interest in the devil not only because of book and the movie called “The Exorcist,” which means someone who drives out the devil, but also because of certain weird groups who actually worship the prince of evil.

“Another big mistake common today is to think that the evil one is out there somewhere, he is in someone else, not in me. The fact is that the devil is present in all of us. We are not fully under his control, thank God, but the spirit of evil is present in most human beings.

“The miser in our story has defeated the devil of stinginess, but that devil was still tempting him to be stingy again. Happily he conquered him again.

“The devil of pride is in many of us. We may conquer him now and then or even most of the time, but we always have to be on our guard lest he trip us up into thinking we are really somebody great on our own merits.

“Gluttony is another devil. He tries to make us eat too much. He never gives up trying to push you off the wagon of soberness.

“Impurity is one of the devil’s masquerades.

He has plenty of help from television, films, divorce courts, filthy literature and immoral companions. Nevertheless, he still can be conquered. Millions are doing just that.

“No matter what form the evil one takes, we can always count on Christ to help us. Our

Lord drove out the devil many times during His life on this earth, as in today’s Good News. But Satan kept coming back. He even succeedded in killing Christ on a cross. It looked as if the wicked spirit had finally and completely won.

But the Resurrection gave Christ the victory.

“In every Mass, this earthshaking battle is relived. Christ dies, Christ rises. In this renewing of Our Lord’s victory, you and I get the strength and the courage to drive the devil out of our personal lives. Fins the devil in your own life, and with Christ’s help, drive him out. God bless you.” rrr

This corner cannot comprehend why P-Noy puts his suspended PNP Chief Allan Purisima in a situation that led to the carnage of the 44 SAF Commandos. Was it to give him an opportunity to lift the suspension if the plan came out successful? Did it not occur to him that both the DILG Secretary and the OIC PNP Chief were left out in the dark? How do you think will they feel? Gen. Alan Purisima will have no other recourse but to resign outright. (His resignation was finally accepted by the President.)

It was unthinkable for P-Noy not to meet the 44 fallen SAF bodies in Villamor Air Base, instead of being seen with all smiles on the opening of the assembly plant of Mitsubishi Motors in Laguna. He could have asked any of his aides to read his message. The fallen commandos take more precedence from their Commander-in-Chief. As President, he is also Commander-in-Chief. He was ill-advised. He did not even need to deliver any message. His presence would have greatly assuaged the hurt feelings of the grieving families and next of kin.

He was in bad taste.

There is now a perceived feeling of unrest and even destabilization from among the ranks of the comrades. For sure this bears watching.

It is hoped that everything will just die down.

THERE ARE the kisses of the movies, exciting perhaps but often not real. And then there are the kisses of real life - less passionate probably than those on screen, yet so much more special.

In love, the meeting of two pairs of lips always arouses a feeling of emotional well-being.

But it could be healthy also.

According to findings of researchers, kissing may actually be a powerful remedy for anxiety.

It would even be the best natural and completely free antidote against certain diseases. That is just one explanation for the French kiss.

So when did we begin kissing lovingly on the mouth, and why? To some, the kiss is probably a variant of the practice of “premastication”, inherited from the era when mothers chewed the food before passing it into the mouth of the baby.

To others, it is more likely a substitute for sex. The explanation seems like the act of sucking on a mother’s breast or a bottle. In the same way that children nourish themselves by sucking, individuals who kiss seek in some way to ingest the world of the other, to devour it.

And often, the way we kiss is an unconscious transposition of the relationship we have with the oral dimension, and thus results in the manner of our communication, or the way we eat.

Three options, three interpretations, but whichever they argue, all the experts agree on one point – the kiss stimulates the senses and allows us to better understand our bodies.

Responsible for the receptors of skin (sensitivity to touch, movement…) and mucous (allowing taste, appreciate heat…), our lips are sensory amplifiers.

And since the kiss has put the language that detects and identifies the matters of touch in the spotlight, we understand why it is, for some, even more intimate than sexual intercourse.

Whatever one may say, a kiss is rarely just a kiss. In special circumstances, its intention may even be very pragmatic. According to some, it could be a great way to understand the quality and consistency of their partner. According to research, the first kiss, from the moment it happens, foreshadows whether or not a love story begins.

Kissing also particularly provides an opportunity to detect the health of a partner and his hygiene. A study has shown that most of the women, to whom they submitted men’s t-shirts, preferred the smell of those who were clearly in top form.

Hence the conclusion: Like sweat, saliva exchanged during a French kiss provides a wide base of biochemical data, from which we are able to learn valuable information.

According to specialists, kissing produces substantial effects on hormone production, which boosts the release of phenylethylamine (or PEA), the natural amphetamine of love and happiness also found in chocolate, and whose effects are comparable to certain drugs or the effects of extreme sports.

And on top of that, dopamine fosters increased levels of oxytocin, a substance that calms anxiety and stress, causes relaxation, recovery and assimilation. By promoting relaxation, it stimulates the immune system, slows the heart and puts the body in a position of appeasement. This elixir protects us from some problems like metabolic or cardiovascular disorders.

So kissing is a good thing because even the sharing of bacteria could actually be healthy because it might help your body build up resistance to other microorganisms.

TABON-TABON, LEYTE (PNA) - “Dreaming something is not easy, achieving that is even tougher, but if they believe that something needs to be done, they work for it,” advised Ignasi Vegas, founder of GIANTS, a US-based organization that provided inspirational toys to children in typhoon-affected schools in Leyte.

The group distributed about 2,000 toys in 10 different areas of the province through their local partner, the Philippine Toy Library Foundation, and the provincial government of Leyte represented by Vice Governor Carlo Loreto.

Vegas said dreams may not all be fulfilled “but if we fight hard we are able to succeed. Just like this project, no one believes us that we can do this but we are here. And that is more than happy for us which encourage me to do something bigger.”

Kindergarten learners from 12 schools in nine towns and one city in Leyte were recipients of toy planes, helicopters, medical kits and kitchenware.

During the distribution of toys in Tabon-tabon town, it was announced

by Philippine Toy Library Foundation that they plan to construct a building that will be used as a toy library in selected schools in this province.

ORMOC CITY – Rotary International President-Elect (RIPE) K.R. “Ravi” Ravindran and spouse Vanathy, was here in the city on Tuesday, February 10, to see what the local Rotary Clubs have done in the aftermath of Super-typhoon Yolanda.

A victim of the deadly Tsunami that hit his native Sri Lanka years ago, Ravindran told Rotarians gathered at a fellowship in the evening at the Sabin Resort Hotel that he was “inspired” at what he saw.

He was inspired to see that the Rotarians, despite being victims themselves, set aside their own problems and interests and chose to serve the community first.

“I saw from pictures the homes you’ve lost, how devastated you were but you chose to rise above it all and serve the community first,” he told the gathering.

Ravindran was also accompanied by Rotary International Director Guiller Tumangan and spouse Letty, and The Rotary Foundation Trustee Ian H.S. Risely.

The fellowship at the Sabin Resort Hotel was attended by the two Rotary clubs – the Rotary Club of Ormoc and its daughter club, Rotary Club of Ormoc Bay – and clubs from Tacloban and Maasin.

THE WORLD Outreach Foundation of Kansas City, a humanitarian organization, in collaboration with the Ormoc District Hospital, the Rotary Club of Ormoc Bay (RCOB) and the Ormoc City Medical Society (OCMS) recently held a 5-day medical-surgical-dental mission on February 8-12, helping hundreds of needy patients suffering from major surgical conditions to minor colds and fevers.

Perly Tangay, 29, was among the early birds who came to the mission on its first day. Perly has arthritis on the left knee. She told EV Mail that she started to line up at 5:00 AM yet, and was only able to see a doctor by 2:00 PM. Nevertheless, Perly is thankful because “naka avail ko sa general check-up, dako nato natabang para nako.” Aside from the doctor’s prescription, she received medicine for her arthritis which she further said “3 na ka tuig nag sige ko og agwanta sa sakit sa ako tuhod, maglisud ko ug lakaw.” She is hoping that more free medical missions are organized, to help those who have illnesses but cannot

afford to have a medical check-up, much more buy medicines.

After hearing the news of a free medical mission from her neighbour, 21-year old Amy Villamor eagerly waited for her turn to avail of dental service. It is worth the wait, she said.

“Pasalamat ko nila kay dili nako mag agwanta sa ako daot nga ngipon.” She said it is costly to go to private clinic for a tooth extraction that is why she waited for a free dental mission.

There were many happy faces among those who persevered in lining up for the mission.

However, there were also some who were not fortunate.

One was Nera Gerundio, who despite lining up for hours, had to go home without receiving any medication because the doctors cannot operate on the cyst on her nose. It is not among the services offered.

The mission had no equipment available for the procedure, she said. Even though, she was advised to seek medical attention in Tacloban but she sadly said, “wala man ko’y kwarta para e plete pasidung ngadto.”

Meanwhile, Vice Mayor

Leo Carmelo “Toto” Locsin Jr. dropped by the medical mission on Tuesday, February 10, to thank the volunteer doctors and nurses who came all the way from Kansas City to help Ormocanons.

Mayor Mike Torrevillas, in a phone interview, said they already submitted their proposal to DSWD, and also hopes their documents muster the stringent requirements.

OPARR did own evaluation

The regional director said that the OPARR, in coordination with the various humanitarian actors including the iNGOs, did its own assessment in coming up with the figures and fund allocation that is found in the Comprehensive Recovery and Rehab Plan submitted to Pres. Aquino.

The Ormoc CSWDO, however, submitted a list doubling OPARR’s figures and a total reaching P 1-billion, which is statistically improbable.

Ormoc City has a population of 200,000. In a ratio of 5 members is to 1 family, there should only be around 40,000 recipients, matching OPARR’s figures, Ramos pointed out.

Ramos opined that the Ormoc figures should even be much lower, as there are many families here who already got transitional and permanent houses. Many more are on the list of those who would be getting relocation units, like the 2,000 beneficiaries of the Tzu Chi-Codilla Land Village in Brgy. Liloan.

Ramos said that the Ormoc CSWDO, if it is serious in having the ESA released, should conform its proposal to the OPARR allocation of P 689-million. “If there are still some beneficiaries who are left out and after further evaluation, they deserve to get it, then your city social welfare should submit additional documentation and this will be submitted to the national office for approval.”

Complete papers first, ask for reconsideration later

In the case of Palompon town, Ramos said the LGU was able to comply and step up to the stringent requirements, hence their ESA funds are already released.

Ramos noted that the Palompon LGU, which made sure there was a public posting of the beneficiaries, somehow even missed out some qualified beneficiaries and has a pending request for an additional P 15-million to be released to these families. Whether it would be approved or not remains to be seen, but the regional director said this is the proper thing to do.

“The LGU, if they want the

funds released, should come up with a proposal conforming to the OPARR figures and if there are still qualified recipients left out, should do additional documentation and ask for reconsideration,” he said.

It’s 10/30, not 30/70

Ramos also laid to rest the issue of how much the ESA really is. “It’s P 10,000 for partially damaged, and P 30,000 for totally damaged.

The 30/70 was just a proposal of Secretary Lacson and it was not approved,” he clarified.

Disqualified from getting the funds are families with a combined income of P 15,000 a month; those living near coastal areas and riversides who are not relocating; and those who have availed of relocation and transitional houses.

Meanwhile, Rep. Gomez told Ramos that she would keep following up with him about the matter of the ESA’s release, so that constituents could already get the relief.

“Pasensya ka na, RD, kung kuliton tika kada adlaw but my constituents need your help and maayo unta kung marelease na kini nga assistance kay para makatabang sa mga tawo,” she told Ramos.

Ramos, on the other hand, assured the congresswoman that they, too, are very much willing to help release the money, as long as the LGU’s complete the requirements on their end.

In his Apostolic Exhortation, Evangelii gaudium (The Joy of the Gospel), issued in November 2013, he spells out the qualities and requirements of good and effective preaching.

It might be good for priests especially to go through it again, and see how those incisive insights of the Pope about preaching can be followed.

Since the Church will always be involved in evangelization, and preaching is a major part of it, it would really be good is the art of preaching improves. At the moment, we can still see a lot of improvisations and pretensions, so obvious that we do not talk about it anymore.

It is intended to help people, whose houses were destroyed by Yolanda, rebuild back their homes. But it also comes with a price. First, the beneficiaries, if living in danger zones, must be willing to rebuild somewhere else safe. If they prefer to go to a relocation site like the Tzu Chi Village, then they should not get the ESA anymore as it is Tzu Chi that would be spending for their house.

Second, the beneficiaries must belong to the poorest of the poor. That is why, those with a combined earning of P 15,000 is disqualified. A monthly earning of P 15,000 is not much, I know, but there are more people who need the funds. I know of some families here who live on less than P 3,000 a month, and they are the ones who need the funds more.

Again, to get P 15,000 from the government-approved P 30,000 is not only unfair, but outright robbery.

How all these harebrained “win-win” proposals will pan out is worth watching. NMP steps up facilities, faculty

TACLOBAN CITY - Technicians from TERASAKI Electric Co., Ltd. visited the National Maritime Polytechnic (NMP) Training Complex at Brgy. Cabalawan, this city, on January 14-15, 2015 to conduct full assessment of the Engine Room Simulator (ERS), one of the training equipment utilized by the Agency in the conduct of its maritime training in accordance with the Standards of Training, Certification, and Watchkeeping for Seafarers (STCW) Convention, particularly on engine courses.

Shipping and marine systems technicians from TERASAKI Electric Co., Ltd. in the persons of Hisao Uenishi, Masayoshi Jeda, and Hiroyuki Kawashita conducted full assessment of NMP’s engine room simulator.

It is noted that the said company, based in Osaka, Japan, won the bidding process facilitated by the Overseas Business Group of Japan Marine Science, Inc. in the upgrading of NMP’s Full Mission Engine Room Simulator.

The upgrading of the simulator is one of the assistance under the Grant Aid extended by the Japanese Government through JICA to NMP. This project is based on the Grant Agreement entered between NMP and JICA for the implementation of the former’s Programme for Rehabilitation and Recovery from Super-typhoon Yolanda.

The two-day full assessment of the simulator covered several validation inspections with regard to the equipment’s viability and probable mechanisms from which options will be chosen for the upgrading.

In the interim, NMP is working for the completion of its rehabilitation efforts to give way for the re-offering of its STCW Courses which are pending for inspection and accreditation from the Maritime Industry Authority (MARINA).

The Agency has begun conducting training of its Faculty Development Courses and upgrading courses for marine officers and ratings such as Marine Electrical System (MES), Marine Refrigeration and Air Conditioning (MRAC), Maritime Law for Ship’s Officers (MAR LAW), STD/ HIV/AIDS Prevention in the Maritime Sector (SHAPIMS), Prevention of Alcohol and Drug Abuse in the Maritime Sector (PADAMS), and Gender Sensitivity Training for Seafarers (GSTS).

VFES stude, Congressman’s daughter dominates tennis BAYBAY CITY - Anica Georgia C. Cari, a Grade VI pupil of the ViSCA Foundation Elementary School (VFES), bagged the gold medal in Lawn Tennis for Elementary Girls-Singles during the 2015 Eastern Visayas Regional Athletic Association (EVRAA) Meet. Anchored on the theme “One Race, One Goal, One Victory”, this year’s sports joust was held on February 1-7, 2015 at the Baybay City Sports Complex and other venues of the city.

Guia, as she is fondly called by friends, easily grabbed the gold medal. She did not give her opponent, Bea Gracia Maxine N. Pelias of Leyte Division, a chance to score during the championship match, ending with a final score of 7-0.

Similarly, her other three competitors from the different divisions during the elimination matches, three days prior to the championship match, suffered the same fate as she scored 6-0, 6-0, and 6-0, respectively, and dominated the games. Because of her win, Guia will represent the Eastern Visayas region in the Palarong Pambansa on May 4-10, 2015 in Tagum City, Davao del Norte.

Asked as to whom she offers her game, Guia firmly answered that she wants to offer her championship game

In a related development, Kyle Louis S. Miraflor, a Grade 8 student of the VSU Laboratory High School whose team won the silver medal in the soccer football, was the only draft to join the winning soccer football team of Northern Samar in the Palarong Pambansa.

Supposedly, the EVRAA Meet in 2014 was scheduled

to happen in Baybay City, but it was cancelled because of Super Typhoon Yolanda in November 2013.

This year’s meet, however, pushed through without any hitches through the persistence of local officials led by City Mayor Carmen L. Cari, in partnership with the DepEd Baybay City Division headed by Mr. Gines S. Murallos, schools division superintendent.

At the end of the sports fest, Leyte Province dominated the games with 98 gold, 73

silver and 58 bronze medals.

Second placer was Eastern Samar with 37/ 29/ 39 and third came Ormoc City with 36/20/38.

OWWA-Tacloban now accepting scholarship applications TACLOBAN CITY (PNA) -- The Overseas Workers Welfare Administration (OWWA) has announced that it is now accepting applications for the OFW dependents scholarship program (ODSP) in Eastern Visayas.

The OWWA-regional office here has encouraged all graduating secondary students who are beneficiaries of an OWWA member-OFW (overseas Filipino workers) to take the chance and avail the program.

The ODSP provides qualified applicant with financial assistance of Php 20,000 per school year, leading to any baccalaureate degree in their preferred state college or university.

To avail the program, an interested applicant must be a child of a

married OWWA member or brother/ sister of an unmarried OWWA member. However, the OFW must have a monthly salary of not more than USD400.

A beneficiary must be below 21 years old, in good health and good moral character, belong to upper 20 percent of the high school graduating class, have not earned units in post secondary or undergraduate course, and not a recipient of any scholarship award.

Low competitiveness survey participation of Region 8 noted TACLOBAN CITY (PNA) – Only 14 of the 143 cities and towns in Eastern Visayas have made it to the roster of competitive areas last year, citing lack of data gathered from local government units.

Department of Trade and Industry (DTI) Regional Director Cynthia R. Nierras, chair of the regional competitiveness committee (RCC) said more cities and towns could have been included in the survey had the local government units took part in the data gathering.

In 2014, of the 136 cities surveyed in the country, Tacloban City ranked 43rd, the highest ranking attained by seven cities in Eastern Visayas.

Other cities gain lower levels – Ormoc in Leyte (68th), Baybay in Leyte (88th), Maasin in Southern Leyte (103rd), Catbalogan in Samar (106th), Borongan in Eastern Samar (109th) and Calbayog in Samar (111th).

Only seven of the 136 towns in the region made it to the list of 399 surveyed areas. These were Catarman in Northern Samar (97th), Abuyog in Leyte (113th), Naval in Biliran (130th), Isabel in Leyte 162nd), Burauen in Leyte (182nd), Kananga in Leyte (213th), and Basey in Samar (250th).
