Top 10 of HS grad class of 2015 are “Iskolar ng Bayan” BAYBAY CITY – Rep. Roman Romulo said that the executive arm is now working on the Implementing Rules and Regulations (IRR) of the “Iskolar ng Bayan Act,” and he intends to actively participate in its crafting.

Pres. Benigno S. Aquino III signed the law on November 27, 2014. With the passage of the law, Romulo said it is expected to benefit around 80,000 bright high school graduates from around the country and would be implemented by June, this year.

Romulo said that the law gives automatic scholarships to the “Top 10” of the high school graduating class in all public high schools, to State Universities and Colleges of their choice.

He filed the bill in the Lower House, hoping its passage would make a dent on the alarming statistics that only half of high school graduates all over the land ever get to college.

The congressman said this during a press conference at the Visayas State University, during a recent visit.

He also told the media that he was soliciting practical suggestions on what to put into the IRR, and commented that the suggestion of Dr. Manuel Palomar to “waitlist” the 11th placer and lower, for a possible slot should be considered. “I will bring it up,” he said, when asked what happens if some of those on the Top 10 will not avail of the privilege.

bution of the controversial ESA for the year in the Leyte-Samar “Yolanda corridor”, which is funded in the General Appropriations Act of 2015.

7,895 beneficiaries got P 30,000 each while 5,326 got the P 10,000 each, or a total of 13,221 families. Palompon has a population of around 55,000 according to the 2010 census.

Meanwhile, it was also learned that some four towns in Northern Cebu, also affected by Yolanda, were also able to receive their ESA already.

Why Palompon is first?

Mayor Ramon Oñate said he is proud to note that Palompon is the first LGU in the region to receive the assistance, largely because they were the first to be able to submit initial documentary requirements as early as March 2014.

He lauded his social welfare office, headed by municipal social welfare officer-designate Raoul Bacalla, for their “efficiency and dedication” in compiling the required documentation, and “re-validating” the recipients as much as five times, “to eliminate complaints”.

The mayor also said “transparency and openness” accounted for the swift completion of the papers. By using the DAFAC system and being transparent with the listing of beneficiaries,

they were able to weed out those who were not qualified; and more importantly, include qualified beneficiaries who were left out in the initial lists, for one reason or another.

Oñate also told beneficiaries that Rep. Lucy Torres-Gomez was an important figure in fasttracking the town’s ESA’s release.

“When we had completed all the documentary requirements and submitted it to the national,” he told constituents, “we then called up the congresswoman everyday to help us push for its release.”

The congresswoman, on the other hand, returned the compliment to Palompon officials and employees for their dedication and hard work, saying that her office only did the following up but the real work was on the mayor’s perseverance and that of his team.

She also said that as soon as other LGUs in her district are able to submit their documentary requirements to the DSWD central office, she would be glad to follow up the ESA’s release to each of them.

Leyte Vice Governor Carlo Loreto, who was also present, said he was not surprised to learn that Palompon would be the first LGU to get the ESA, knowing that officials in the town “get things done.”

He noted that even as it had just recovered from Yolanda, it

was able to rehabilitate its tourism programs and the now worldfamous Kalanggaman Island in a short time, making it the “Most Tourism Friendly LGU” in the country in 2014.

The vice governor clarified that there were similar distributions last 2014 for Tacloban, Tanauan, and Tolosa, the three most hard hit LGUs by the storm surge, but it was done using “savings” of the DSWD. This time, the ESA for affected LGU’s are now earmarked in the 2015 GAA and it is up to them to fast-track documentation to access the funds.

“Dedication, foresight and innovation” Meanwhile, in an interview with municipal social workerdesignate Raoul Bacalla, he gives credit to his predecessor for making the road easier for them as he was appointed to the post on April 2014 only.

His predecessor was among the very few social workers in the region who immediately implemented the “DAFAC” system, which helped them in the documentation for the ESA. The DAFAC or Disaster Assistance and Family Access Card, is a relief and assistance monitoring system adopted by the DSWD in 2010 yet, and is supposed to be standard operating procedure whenever calamity of any nature strikes a certain place.

DepEd recognizes donors, aid groups in “Pasidungog” PALO, LEYTE (PNA) -- In appreciation of their contribution to the government-led recovery efforts after the province was leveled by super typhoon Yolanda in 2013, the Department of Education-Leyte Division conferred awards to various non-governmental organizations and private individuals during this year’s Pasidungog (recognition) recently held at Palo town hall.

“The angry howling winds and waves of super typhoon Yolanda devastated a large number of schools over Leyte, which consequently created the deep valleys of Leyte Division. A problem to solve, a challenge to take, an opportunity to learn from and draw closer to people, community, and God, said Dr. Ronelo Al Firmo, Leyte Division Schools Superintendent, in his message.

“It is with this ‘valley’ that we feel and experience that we are truly blessed having you--our stakeholder and donors, who came to help and share resources.”

“This valley helped us realize and see ourselves that ‘we are not alone’. Indeed, this is a valley of overflowing blessings—of community of friends, and of community of support,” he added, referring to the countless “human, financial, moral and material” assistance given by different aid groups and stakeholders to Leyte Division.

About a hundred organizations through their representatives, along with Leyte First District Representative Ferdinand Martin Romualdez, Leyte Governor Leopoldo Diominico Petilla, Leyte Vice Governor Carlo Loreto and 24 municipal mayors in the province, joined the ceremony.

“You rescued us so we can stand again firmly, heading to the direction where we set our department to go, to achieve its goals, targets and objectives,” Firmo said.

“DepEd was one of the biggest hit among our government sectors. More than 2,000 classrooms were destroyed in Leyte, and it is not simple to rehabilitate all of them. With the combined efforts of many international organizations, the national government agencies and local government units, we are now about 60 percent in our recovery efforts,” said Petilla, in an interview.

“This Pasidungog is a very big event. They should be recognized,” he added.

Petilla however said that giving of awards is not SHOWING @ the end of their efforts.

SP probes gas stations why Ormoc prices are always higher compared to other towns, cities ORMOC CITY – An tricommittee hearing into the request of the Ormoc City Chamber and Industry, Inc. for the city council to determine why the prices of diesel and gasoline in the city are always higher than that of other LGUs, even small towns, was held at the Sangguniang Panlungsod session hall on Monday, February 5.

The Ormoc Chamber noted that the price difference reaches as high as 3-pesos to 5-pesos per liter, like last January 8, when price for diesel was P 33.99/liter and P 45.49 for premium gasoline, compared to P 32.75 and P 41.15 in Tacloban City, on the same day.

The three committees that held the joint hearing were that of trade and industry, energy, and transportation and communication.

Present to answer their questions were Antonio E. Labios of the Department of Energy – Visayas field office, DTI provincial director Desid-

erio Belas, and the various gas station operators in the city.

What ensued was a lengthy discussion on how prices are fixed daily by the gasoline stations.

The DOE and DTI, on the onset, also emphasized that the industry is now “deregulated” and cannot be subjected to any sort of price control.

Labios also volunteered the information that Ormoc’s situation is not unique and that it is also happening in Bohol and Dumaguete. The matter about pricing was not also within his expertise, and suggested to the SP to invite DOE’s Oil Management Bureau which is in charge of monitoring gas prices.

Engr. Ferdinand Sembrano, operator of the Shell gas station at Bantigue, said the prices were imposed on them by “head office.” To determine whether their prices are fair and competitive, especially with that of “small players”, they monitor the prices of the

nearest competitor, in his case Star Oil, and report their average prices for the month to the head office.

He said that it might seem peculiar, but those LGUs with noticeably low prices than that of Ormoc are usually towns with a lot of “small players.”

Luzaleo Papellero, operator of OEL in Brgy. Curva, echoed Sembrano. He said there is a “price war” in other places because of the presence of small players like him. He said that Ormoc could reach that point if more gas stations open up, which could be in the near future. It was noted that at least two gas stations in Cogon and at the rotunda at Brgy. San Pablo is being constructed.

Meanwhile, councilors Bennet Pongos Jr. and Gerry Penserga, on the other hand, said that the reasons cited by the gasoline operators could not directly answer why Ormoc had higher prices than other places like Hilongos and Baybay, and that the situation

still smelled of a “price cartel”, For their part, DTI director Belas reiterated that they cannot exercise price control on POL but suggested maybe it was time for the council or the Ormoc Chamber to formally file a complaint regarding the matter of suspected price fixing to the Department of Energy.

During the hearing, it was noted that all gasoline stations in the city had the same price, small players included. It was also noted that Petron also has the same fuel prices as that of its competitors, despite having the only bulk plant in Ormoc.

The hearing ended with the agreement that another one be set, with the SP inviting people from DOE’s Oil Management Bureau to come over.

Amazement and familiarity

Transparency and accountability OH DEAR me, I seemed to have stepped on the toes of the high and mighty again. Last Thursday afternoon, after what I thought was a boring session at the council, we left to catch the 4:20 PM showing of “Into the Woods” at Star Theater. Little did I know that the Evil Mail would be “istariray” in the caucus that followed the session.

It seemed that my little piece about why a one-hectare donation of the Vergaras is not exciting the executive to receive it ASAP has rubbed a raw spot, good enough for some members allied to the mayor, reportedly councilor Ebcas, to ask whether the internal rules of the council allows the pre-session caucus to be covered by media.

When I was told of this, my jaw just dropped. I was speechless. For me, this is the anathema of transparency and accountability.

And I am happy some of the councilors feel the same. As far as they are concerned, the council has nothing to hide so why the hell close it to media?

What is there to hide in the council’s presession caucus that it has to be confidential?

What is wrong in asking the question why it was taking the Executive Department of the city toooooooo loooooooong to accept the donation of a piece of land which is on a prime location, that 80 Yolanda-displaced families would love to die for? Even GK members are also asking.

What is wrong in asking why the documents stayed in the office of our city legal counsel from July 15, 2014 to January 15, 2015, only to come out with the recommendation that the parties meet and discuss some concerns?

I have asked at least three mayors how they would act if met with the same situation, and all they answered was they “would not wait for the donors to come and sit down to talk about some concerns but they would fly to wherever they are, to close the donation ASAP.” What is different about the Vergara property compared to that of the donation of the Fran family? A difference I see is that the Vergara Legacy GK Village is being donated to the city with the proviso that the housing development is taken cared of Gawad Kalinga, while the Fran’s is being taken cared of by ANCOP. Another big difference is the location, and the fact that the Vergara property could be considered a prime property many would salivate for, because it is right next to the Robinsons Ormoc property.

And if my memory serves me right, in the case of the Fran donation, the mayor signed the Memorandum of Agreement even before the council gave him the authority. The mayor’s signing of an official document worried the SP so much because it might invalidate the document he signed, that they had to pass a resolution ratifying the mayor’s signature “after the fact.”

Mamasapano, what next?

FOR THOSE many of us who are watching from the sidelines and from a distance the events unfolding, it’s been an emotionally draining week due to the Mamasapano incident. It’s a mixture of shock, disbelief, anger, grief! Many a tear has been shed. The agony that struck the sensitivities of all Pinoys still lingers and will continue to linger.

So, where do we go from here?

That reminds me of that favorite line of the Romans of yore that became the title of that old movie “QUO VADIS”, meaning “where to”, “where are we going” “what next”. On this, I have a few thoughts of my own I wish to share.

FAMILIES - For the families and loved ones of those who died, it is still about grappling with the reality, accepting the painful loss. It is still denial to some. It is about recalling those last moments, like the last phone call or the last “goodbye”, or those last intimate moments. It is also about how to grapple with life without them. At this time, it is still grief and pain. The human dimension of it all is replete with anecdotal vignettes, that if recalled, told and re-told, help numb the pain and give temporary solace to those grieving, shunting aside for some fleeting

moment about grim death and its concomitant pains. But then, for now, it’s more about getting satisfactory answers for their question: “why this?”

MALACANANG - For the palace, it is about telling the angry and suspicious public what actually happened. It is about accountability for what has been perceived as a blunder, a big mistake, a “faux pas”, a seeming cover-up.

It’s about bringing justice to all by punishing those responsible.

Many believe there’s a cover-up story to evade accountability even in the highest level: the presidency. It is about stemming the tide of anger and discontent that may lead to public disorder that can seriously undermine the stability of the government. To some, it is about President Aquino showing sincere compassion and owning up to his role and responsibility.

It’s about Citizen No. 1 having the integrity and moral courage to say “I’m sorry”, if necessary.

It’s about the public expectation that President Aquino stops his glib, insincere and evasive posturing and instead takes full responsibility see

A luxurious endeavor that is Peace ORMOC IS a bustling idyllic city-by-the-bay with a promising economy and increasing human resources. With increasing population, like any other cities in the country, Ormoc has not been spared of the usual and almost chronic problem on unemployment and underemployment.

One of the agencies of the government entrusted to at least mitigate such problems, that have been prevalent in Ormoc City, is the Technical Education and Skills Development Authority or TESDA. TESDA has a mandate to manage and supervise technical education and skills development in the country. And one of its programs and services that hopes to answer the twin problems of unemployment and underemployment is its TVET program.

“A PROPHET is not without honor, except in his own country.” This is Christ’s indictment against the people of his own place who, instead of being amazed and thankful for having among them not only a very special person but the very son of God, found Christ too much for them, and were in fact scandalized by him.

This is what familiarity is all about and what it produces. As an adage would put it, familiarity breeds contempt. It is the state of getting too accustomed to God and to his goodness such that we would not feel the urge anymore to thank and praise him for everything that we have and enjoy, since all these things come from him.

It is a very common danger to us, and is at bottom a result of letting simply our senses, feelings and our other ways of purely human estimation to guide us rather than our faith, and its necessary companions of hope and charity.

With this frame of mind, we sooner or later would get used to things and would fall into routine. We would start building our own world that would depend only on our very limited and fragile powers. Our worldview would have us as the very center of the universe. Everything would be regarded exclusively in relation to us.

Little by little, we would be isolating ourselves from others, and especially from God. What would worsen things is the false sensation that we can be on our own, that we can afford not to be related to others because of the new technologies that can intoxicate us into thinking that we are very powerful.

We have to be more aware of this danger of familiarity and install the necessary defenses against it. More than that, we have to aggressively cultivate the art of always being amazed at God and at all his works. That should be the proper state for us to be in.

We have to understand, though, that this abiding state of amazement that we should try to develop is not a matter simply of sensations. Of course, it would be good if we can always feel amazed and in awe. But given the limitations of our bodily organism, we cannot expect that to happen all the time.

The ideal abiding state of amazement is more a matter of conviction, of something spiritual, moral and supernatural. It should be the result of grace that is corresponded to generously and heroically by us.

It is a state of amazement that sooner or later, of course, will have some external manifestations like an aura of serenity and confidence even in the midst of great trials and suffering.

It will most likely show itself in the lilt in one’s voice, optimism in his reactions to events, a smile, a warm word of praise and encouragement to others, etc.

To be sure, God will always give us this grace. The problematic area is our correspondence to that grace. In this regard, we should try to pray and meditate on God’s word. Let’s see to it that we get to relish the spirit behind the word of God as presented to us in Bible.

We have to be wary of our tendency to go through God’s word in a mechanical way. We can produce the sound, we can use the word in

Shades of Iraq!!

IT SEEMS that the extremist group of the ISIS keeps hogging the headlines of world newspapers in wild abandon.

ISIS stands for the “Islamic State of Iraq and Syria.” Their incursion to France lately was to kill the Editor of a press that featured – in what this extremist gang believed -- their God, Allah, in derision. They even went through the trouble of travelling all the way to France to pepper the printer and his colleagues inside with bullets.

Two of the three killers were apprehended by (police) gendarmerie and shot accordingly. The third one, a female, was able to escape with outside help. There was a loud outcry from the French government. The reaction of world leaders was sought and they were met to contain this apparent mayhem.

If we analyze it, how significant is Iraq (and the neighboring Middle East countries)?

What makes Iraq that makes its believers go to extreme? After a quick reference to a lexicon, Islam is the religion of the Muslims with Allah as their god and Mohammed as their prophet.

Iraq figured very well in the olden times, as can be seen in the Bible. This corner has a file on miscellaneous items in his computer. Why is it that the center of unrest and belligerence is located in the Middle East? If Jesus Christ spent his thirty three years preaching the Gospel here, this corner cannot understand nor discern the absence of religiosity. Life is so cheap that even a young girl of ten years ended her life by exploding a bomb tied to her body.

The trouble here is that they have the wrong notion that offering their life for the sake of Allah is the surest way to heaven. Fanaticism?

For a small group to go all the way to France to vent their anger is unthinkable. How will France react to a foreigner that abuses hospitality and even go to the extent of killing in a foreign land?

Why is it that Iraq used to be where holy people, and Evangelists pass by it in the course of preaching the Gospel, is now in a bloodbath and total unrest? The whole Middle East region has been blessed with unlimited supply of oil that can last a lifetime. Can we safely say that they are in the wrong place at the wrong time?

The ubiquitous turban is now a symbol of wealth and power. rrr

Something must have to be done with the scenario of two people at the helm of the Military: Purisima or Espina? What makes Pres. PNoy stick to his man, Purisima? The trouble is Purisima, Pres. P-Noy, Sec. Coloma knew about the SAF raid at Maguindanao. If the raid was successful, it would have ingratiated Purisima and probably have his suspension lifted. Even the bounty ($5 million for terrorists Marwan and $1 million for Usman) would perhaps be split up among them? That is a lot of moolah.

Time will tell as more items become ventilated as the investigation goes on. Even Switzerland knows about the raid that ended up into a fiasco.

According to a study, caffeine and alcohol have drastically different effects on the human genome. Specifically, coffee shortens and beer lengthens telomeres. Telomeres are essential proteins that ensure strands of DNA are copied and repaired properly. Every time a cell duplicates, its telomeres become shorter, and when they become too short, the cell dies.

Recent research also says that even the smallest taste of beer floods our brains with the neurotransmitter dopamine, prompting us to want to drink more.

Dopamine plays many roles in the brain, but is most often associated with motivation, including reward-seeking behavior, drug abuse, and addiction.

Researchers say that people with close relatives who suffer from alcoholism have a stronger surge of dopamine when they taste beer, leading scientists to believe the response could be an inherited risk factor for alcoholism.

Years of research have linked dopamine levels to addiction. Some neuroscientists think that dopamine plays a critical role in stimulating the cravings of an addict, flooding the brain when an alcoholic sees a bar, for example.

A previous study found that just the sight and smell of alcoholic beverages can trigger a dopamine response in the brain. These findings show that the genetic predisposition to alcoholism is powerful.

A 57-YEAR old male, known diabetic, was admitted to the ICU due to fever, cough, shortness of breath associated with confusion. He was then diagnosed to have Sepsis due to pneumonia. Appropriate antibiotics, IV fluids and insulin therapy were instituted. The patient improved in a span of three days and he was transferred out from ICU to the regular room for further care.

Sepsis (due to pneumonia) is the cause of death of Pope John Paul II. Early in May 2005, he had a throat infection, followed by pneumonia. A breathing tube was inserted on his throat (tracheostomy) to allow him to breathe easily. However, the Pontiff eventually succumbed to death on April 4, 2005.

Sepsis is actually the reaction of the body due to the presence of an infection. It is characterized by abnormality in temperature (fever >38 or hypothermia of ¬<36’C), fast heart rate (>90 beats per minute) and fast breathing (>24 breaths per minute) which is sustained for about 4 hours and is associated with a prominent focus or source of infection.

A 4th criteria is an abnormality in white cell count in the body, which is determined by getting a complete blood count (CBC). It would show an elevated white cell count of > 12,000 or a low white cell count of <4,000 (normal WBC count is usually 5,000-10,000). One

or more organs could be involved in sepsis.

The most common source of infection is the lung (pneumonia), urinary tract (UTI), skin or soft tissue infection (infected wounds or post-operative sites), etc. For the pediatric patient, (neonatal) sepsis could come from the mother. The infection is usually due to bacteria, but viruses and parasites may also play a role in sepsis.

Who are at high risk of developing sepsis?

In general, the very old (like Pope John Paul II who was 84 years old), and the very young, are prone to sepsis. This is why the government continues to advocate vaccination, not only in the pediatric group, but also in the geriatric (elderly) group. It is important to have a fully immunized child with the help of our friendly pediatricians or local midwives; and also vaccinate our elderly family members.

Certain conditions may render a person susceptible to sepsis. The patient cited earlier has diabetes. The white blood cells (WBC) are considered the soldiers (against infection) in the body. Studies have shown that in diabetic patients, the presence of high sugar level in the blood weakens the white blood cells in see

for what happened. Then and only then can he lead in the first step of healing a badly divided nation. Anything short of this will not be acceptable. Anything less will not mollify an already angry and grieving nation.

CONGRESS - As for Congress, it must learn from the lessons of the incident in crafting the law that will entrench the peace agreement, by providing the necessary safeguards in the so-called BBL. It must give the mandate to an independent high level body which must look into what actually happened, sparing no one.

Never mind the never-ending congressional investigation. Political alignments will screw things up. It will only bring more unnecessary agony and disbelief to all.

Moreover, there is more urgent need now NOT to rush the BBL entrenchment, but allow a longer transition period to heal the wounds of distrust worsened and inflicted by this Mama-

Peace is something that is so nebulous as far as some parts in southern Philippines are concerned. I am tempted to believe that the peace issue in Mindanao is designed by no less than the Great Creator of humanity. With all God’s might and power, why did He allow such a divisive atmosphere in Mindanao to drag on for so long? What message or realization did God really want to put across to us in this part of the universe especially to the people in the south? With the ambiguity of peace for quite some time already, have we tried, much less our political and religious leaders, to dichotomize the essence of such internal conflict and come up with a hypothesis and conclusion to the effect that God’s message, was clearly interpreted and understood? That is, of course, if indeed God designed Mindanao as a dysfunctional component and a hindrance to national development initiatives of a struggling nation that is Philippines.

With the recent unfolding of events in Mindanao, I think peace has now become a luxury rather than a necessity. Perhaps, it is not anymore absurd to depart from the old concept or thought which binds peace as an essential element in every community of persons. Hence, it’s high time to redefine peace as a mere bonus or a plus factor in a society of civilized people.

As far as my humble reckoning is concerned, I believe we have experienced gridlocks and bottlenecks insofar as peace negotiations in southern Philippines are concerned. Peace has been so elusive in that particular expanse of the

Also, we need to give sufficient and reasonable time for the MILF to regain lost ground and show its capability to clear its area of the bad guys and do good governance. As of now, there is preponderance of anger against them and distrust. Moreover, it has to mature into a political party to be able to fairly compete with others who will also stake claim on the bangsamoro political leadership.

To maintain the earlier schedule as spelled out in the peace agreement, pre-Mamasapano, was illadvised. With the post Mamasapano scenario, it will spell doom.

MILF - For the Moro Islamic Liberation Front, it is about accountability and taking responsibility for the carnage. Being now a recent partner and no longer operating outside the mainstream having signed a peace agreement with government, it assumed responsibilities and must show sincerity and capability.

The decisive step taken to disarm is a timely positive move, unlike the earlier signs of hesitance and seeming resistance by its armed elements. It must now clearly prove that the trust it was accorded was well deserved and that government was not hoodwinked into a peace settlement.

Here are a few ponderables.

First, the MILF must first explain why its so-called “controlled areas” have become virtual sanctuaries of terrorists and criminals, not only now but for as long as we can remember; why its armed elements and communities not only harbor the bad guys, but even go to the extent of protecting and fighting and even killing government forces who were on a mission to take them out. This excuse about “lack of coordination” leading to a “mis-encounter” to explain the carnage of 44 SAF commandos will not stick. It’s pure baloney!

“Mis-encounters” are about friendly forces initially fighting by mistake. But it’s NOT about fighting for several hours, finishing them off, mutilating them and cannibalizing dead bodies of our SAF commandos. This is “barbarism”, pure and simple. And MILF cannot escape responsibility by blaming this on rogue elements, the BIFF or other armed groups with whom government has not signed a peace accord.

The other bad guys have nothing to explain.

But the MILF, as our peace partners, must!

And MILF must take decisive steps. It must cleanse its areas of the bad guys. It must even try to haul in the other high value target who got away: the notorious bomber Basit Usman.

At the very least, it should not stand in the way as government forces scour its areas to flush out the bad guys. It must erase the doubts and fears of many, triggered by Mamasapano, that the Bangsamoro territory may eventually become the impregnable lair and hotbed of terrorists, local and international. This is MILF’s proverbial litmus test that it must pass.

PEACE PROCESS - Those working in the peace process must not lose its bearings in spite of the seemingly insurmountable new obstacles in the way. Winning back the people’s trust in the badly bruised peace process is the call of the moment. We must disabuse the minds of many who call for war! There is no other route to the future but through sustainable peace through a peaceful settlement. We have seen how the violent past played out. We can understand for the moment the popular clamor of many that we annihilate the enemy; that we attack their camps, that we finish them off. If only this is a foolproof solution, why not. But it is not!

WAR NOT AN OPTION - For us who had seen it close and clearly understand the nuances of the situation, going to war is never an option.

It will not address a generational aspiration of the Bangsamoro. Just ask the one million displaced and suffering civilians who were “collateral damage” of the 2000 war. They will tell you the true and unquantifiable costs of war.

The agony of the nation and what we all go through with our fallen commandos of the infamous Mamasapano carnage must be avenged, by all means through accountability and justice.

The casualties of this tragic event are not only the lives lost. The biggest casualty here is the peace process! Hence, we must all help to revive it, heal its deep wounds and resuscitate it. But an all-out war amongst Filipinos should never be an option.

some sensible and intelligible way, but still miss the very spirit of the word. We can still miss God and ignore his will, because our heart is still not in God’s word.

Besides, we need to develop a deepening sense of total dependence on God. Let’s see to it that our talents, faculties and powers, our achievements do not blunt, but rather sharpen this sense of dependence.

We have to be humble to acknowledge our nothingness and feel ever more sharply our need to go to God. Let’s try to imitate the attitude of those who went to Christ for some miraculous

This advice holds true not only to those with diabetes but to the general population to have a balanced diet and healthy lifestyle (doing regular exercise and avoiding cigarette smoking and alcohol intake). Other conditions that may render some people immunocompromised are those who have heart disease (heart failure), renal disease (those on hemodialysis), lung disease (those with Chronic Obstructive Pulmonary Disease - COPD, current or past TB infections), HIV-positive individuals, those taking oral steroid (like prednisone of 20mg per day for 2 weeks), those patients with cancers (like lung, breast, leukemia, lymphoma, etc) and those who are receiving chemotherapy or undergoing organ transplant.

The criteria for sepsis are very common. My mentor in medical school always joked that if we follow the criteria, a lot of us got sepsis. But it is with the clinical eye of the physician that sepsis is diagnosed. Early diagnosis is necessary to properly manage sepsis; as initiation of early goal directed therapy is the key to reducing death rate from severe sepsis.

There is this new food haunt just along the highway near the Government Center in Palo, Leyte. If coming in from Ormoc City, it’s on the right side of the road, just before reaching the DTI regional office. It’s called the Seafood & Ribs Warehouse Restaurant, owned by Robert Castañares, who also owns Kuting Reef. The place formally opened on January 31. Food is good, and cooked anyway you want it. Of course they have the staple resto food like pancit and sauteed veggies but their specialty is sugba-sugba and cooking fish or meat or poultry the way you like it. On opening day, they had “palad” or “dapa” fish, and I asked if they could “adobo” it for me, with loads of onion and garlic. We have been through this before, in the case of the “Children’s Paradise”, which a private businessman wanted to develop into a plaza with a small commercial area, that would be an income generating project for the Catholic Church.

Many arguments were raised to include historical significance, sentimental reasons and whatever, and among the nails to the coffin was provided by “city planning” through the zoning office. Maybe, this tack would be employed again.

ter of asking questions, may I ask our good councilor Ebcas, as chair of public safety, why he has not yet reported on his promised inquiry into who designed the New Ormoc City Hall? He made that promise not during a super-ultra-secret caucus, but during a session, after city councilor Tommy Serafica delivered a privilege speech on how dangerous the city hall ramp was. Actually, I already know the answer to the question (and a lot do, too) but I would not want to outgun the good councilor to naming who she is.

She said a good number of people working for K-Line Shipping were Filipinos, hence management felt it was just right to help out the Yolanda victims, especially fishermen, as they were in the seafaring industry.

Emily Dumalag of SMB, on the other hand, said the fishermen were lucky to have a representative like Lucy Torres-Gomez, who went out of her way to ask help for her constituents. She said the company decided to

donate 100 boats to Lucy’s “6,200: Mission Possible”, after she appeared before them personally to make her appeal.

That day, SMB distributed the remaining 29 boats of 100 that they donated.

Other donors whose boats were distributed that day were Carol Cabangon and Midy Cua, who gave two boats each; Jocelyn Chua; the Manila Science Batch’84; Del Monte Bone Smart; Jennifer Gobing; Iglesia Union; Darvida; Chicago; Phoenix Bld and Ivory Grains who gave a boat each.

feet fiberglass boats with engine and propellers. The fishermen’s equity is just to make its bamboo rudders.

Including early donations to the cause from various sources, the congresswoman has already distributed close to 2,000 boats to fishermen in her district. In Albuera town alone, she already distributed almost 200. “ ’Noy Maeng”, a recipient from Sitio Tinag-an of Brgy. Mahayag, said he was happy to get the boat because his old one was destroyed.

More than a year after Yolanda passed, he said, he and his wife are still living under a plastic sheet, as

the shelter kit they received was just enough to put a small sturdy roof over their sleeping space. With the income he will get from fishing, he expects to be able to buy plywood and other materials to slowly rebuild their lost home.

Rep. Lucy T. Gomez, on the other hand, said she remains confident that she would hit her target of 6,200 boats, and thanked all the people who have supported the cause, among them Mr. Ben Chan of Bench.

She said that a fashion and art exhibited dubbed “Art Fair Philippines 2015”, spearheaded by Bench,

is ongoing in Manila, of which part of the proceeds would go to “6,200:Mission Possible.”

In a previous interview, Rep. Gomez said she named her cause “Mission Possible” because when she started out, the idea of getting donations of 200 boats seemed remote, but she was surprised at the outpouring of generosity that she decided to set her target high. 6,200 is the ultimate target, she said, to be able to give each and every registered fisherman in her district, a chance to restore their livelihoods and maybe, make their futures better. validation process still proved tricky. But they persevered, validating the list as much as five times. He said that getting the ESA was not a simple process. “We had to submit the lists based on the DAFAC, then a proposal. We also had to justify our proposal,” he said.

Meanwhile, to ensure the list was free of fraudulent claims, they demanded that barangay officials publicly posted the listings, and evaluators were sent to verify each complaint. They also reproduced the ESA guidelines in Bisaya, and distributed it to the barangays for the people to understand what it was all about.

Some barangay chairmen who

initially opposed public posting were warned that their barangays would not be included. Bacalla added that the final listing, after being consulted with the people, were “verified and attested” by at two barangay councilors, and “concurred” by the barangay chairman “for accountability.”

However, he does not discount there are still people who would come forward and whine. But he is confident they would just be a handful as they exerted their best effort to explain what the ESA was all about, and who should get it.

Under the new guidelines, he said, excluded are households that earn more than P 15,000.00 a

month and those who already got transitional houses or complete housing assistance which are usually worth more than P 30,000.00.

But those who got shelter kits only are not disqualified because it is not a complete house.

It was also observed that the distribution was done in an orderly manner. It was done in batches, with the lines separated by just a thin nylon rope. At the start of the columns, the names of those who would get a check at the end of the line were already posted prominently, so that when they get to the releasing tables, all they had was to show their IDs, sign the release documents and get their checks.

P 30,000 ... from P. 1 DSWD is being distributed, it also became the very document that was the basis for the release of the ESA. Bacalla said Palompon distributed the DAFAC to all affected residents by December 2013, just after Yolanda, and went the extra mile of reproducing four copies to be accomplished by each family.

The families got a copy, and the three remaining copies were for the barangay file, for the MSWD and the remaining one, for the regional DSWD. “If the families lost theirs, we were sure the barangay had theirs, we had ours, and there was the extra for the regional office,” Bacalla explained.

Little did they know then, that

it would become a crucial document to the ESA. “It was only on November 2014, in a conference with Asec.

In the wake of the Fallen 44: Leyte SP studies implications of the Bangsamoro Basic Law PALOMPON, LEYTE - The Leyte provincial board recently approved a resolution mandating all members to study the Bangsamoro Basic Law (BBL) and solicit views from their constituents.

Leyte Vice-Governor Carlo Loreto, who was here to guest the distribution of Emergency Shelter Assistance to qualified Palompon residents, said that studying the BBL would help members of the provincial board to have a firm stand if they will support BBL or not. They would issue their stand within the month, after conducting a series of public consultations in their respective districts, Loreto said.

A copy of the BBL was also referred to provincial legal officer Edgardo Cordeño for to study its legality and constitutionality, for the board to be guided in their decision.

The BBL, said the vicegovernor, “is not only important for people in Mindanao, but for all Filipinos.”

Rep. Lucy Torres-Gomez, on the other hand, said she attended the mass wake and condoled with the families of the Fallen 44 at the capital, where they were first flown in from Mindanao. The congresswoman said it was distressing to see the dead men in caskets, some of them grimacing as if still in pain, and some whose faces were covered in white cloth because they were beyond recognition. Operation Blessing launches “Community of Hope”, a 100-unit permanent housing subdivision

TACLOBAN CITY – Operation Blessing, a faithbased organization, in cooperation with donors HILTI Fdn., ISACC, and KMBI, recently broke ground for the building of a “Community of Hope” in Brgy. Palanog, this city, that will provide 100 units permanent housing to preselected families that are still living in evacuation centers and transitional shelters here.

City Mayor Alfred Romualdez and Peter Kairuz, president and CEO of Operation Blessing (OB), led the groundbreaking, together with other OB officials Dr. Kim April Pascual and Robert John Tan; CBN Asia Board of Trustee Con-

nie Reyes; HILTI’s Head for Strategic Business Development Regan Maria Schegg and others.

A c c o r d i n g l y, 1 0 0 25-square meter houses will be built on the permanent housing site. It will use the “bamboo cement technology” which is guaranteed to withstand a magnitude-8 earthquake and typhoons with 250-kph windspeed.

The OB’s Community of Hope will be built on a 6.4-hectare land. Community facilities like a health center, day care center, a small market, transport terminal, multi-purpose hall will also be constructed. OB also has mapped out agricultural livelihood opportunities for the beneficiaries, to make

use of the vacant lands.

Dr. Kim Pascual also said that Community of Hope will not only take care of the physical health of its dwellers, but likewise their spiritual wellbeing.

During his short talk, Tacloban City Mayor Alfred S. Romualdez profusely thanked the donors for their help and their show of love for the Taclobanons. He also noted that it were the faith-based organizations that have remained in the community, after the big international relief agencies have left.

It was also learned that Operation Blessing plans to build more houses, when the 100 units are finished.

US-Philippines Society visits Tacloban projects TACLOBAN CITY – Officers of an elite business club, the US-Philippines Society, were recently in this city to visit some of the projects funded from donations of the American people that were coursed through them, for the victims of Yolanda.

They were welcomed to the city by Rep. FM Romualdez of the 1st district of Leyte, who met them at the airport. Tacloban Vice Mayor Jerry Yaokasin and city councilor Cristina G. Romualdez, the Mayor ’s wife, joined the group for lunch.

During lunch, the Tacloban city officials were profuse in their gratitude to the USPS. Rep. Romualdez said that while the whole world lauded the “Filipino’s resilience”, it was also the outpouring of global help and assistance, like that from the USPS, “that inspired us to stand up and move on. Resilience is not enough. We needed help and you were there to help us.”

On the other hand, US Ambassador John F. Maisto, USPS president, said that they were not only eager to see how the donations of the American people were able to help, but wanted to know what more they could do for the victims.

The other members of the delegation were Hank Hendrickson, USPS executive director, and wife Amb. Anne Derse; Amb. Thomas Hubbarb, USPS board member, and wife Joan; USPS board members Henry Howard, George Sycip and Lucille Ferraren.

Louella Cabalona of Chicago-based FYLPro (Filipino-American Youth Leadership Program) joined the group, together with Veronica Gabaldon of the Philippine Disaster Recovery Fund (PDRF) which implemented the USPS programs.

The USPS said they never thought they would be in the thick of humanitarian work until Yolanda (international name: Haiyan) slammed into some parts of the country on November 8, 2013.

Now, Maisto calls their humanitarian participation as “a good example of Public-Private-Partnership.”

The projects were implemented through the Philippine Disaster Recovery Foundation (PDRF).

The projects they toured included a Cokeassisted “sari-sari” store and a resettlement site in New Kawayan, where 150 transitional shelters were built from their donations.

Coca-Cola and Procter & Gamble are represented in the USPS board, it was learned.

The group’s last stop was at the San Jose Elementary School where they inaugurated a 4-classroom building, and mingled with Department of Trade and Industry (DTI) livelihood beneficiaries who held an exhibit of their products in one of the rooms.

During the inaugural program, the group also committed to repair an “Imelda-type” school building at the back of the new one to the tune of 6,000 dollars, and construct a library and a school clinic “with a permanent nurse.”

The San Jose Elementary School is one of the biggest in the city. It has a population of 3,300 students. They lost 123 pupils to Yolanda, said Monina Gabrino, school principal.

The USPS involvement in humanitarian work, it was learned from Henry Howard, started from a “1-million dollar check from Mr. Greenberg ... and one million in 50-dollar checks from the American people just came in.”

Maurice Greenberg is also a member of the USPS and the chairman of Starr Foundation, one of the biggest non-profit organizations in

the US. “Thanks to Google,” he said, the American people “googled Philippines” and found their group.

A common denominator of the USPS members is an affinity with the country.

The ambassador-members have had a stint in the Philippines, according to their profiles.

Howard, a banker, admitted to having a long affinity with the country which started as an exchange student at the Xavier University in Cagayan de Oro in his college years. He even put his right hand over his chest when the Philippine National Anthem was sung.

Howard, who has an ongoing full college scholarship program for poor but deserving students at Xavier University, promised Tacloban City officials that starting this year, two of the five students he takes in every year will come from the city. “After being blessed with more than I need, I decided to put up the scholarship program,” Howard told the officials.

Veronica Gabaldon of the PDRF said that through the USPS, their foundation was among those first to respond to Yolanda stricken-areas. In Tacloban, they employed 1,215 people for debris clearing, empowering desperate and penniless Taclobanons and helped boost economic activity.

They also distributed 27,000 emergency food aid to regions 6,7 and 8; constructed schools and libraries; repaired health centers and distributed maternity kits. By Lalaine M. Jimenea
