The Urban League of Greater Pittsburgh (ULGP) continues to provide essential services and advocacy to the region as an affiliate of the National Urban League. While we are proud of our history as the area’s oldest and largest Black agency, we also embrace change as we focus on making Pittsburgh livable for all. The past year has been noteworthy in many ways. Of significant note is the retirement of Esther L. Bush after 41 years of Urban League service, including 27 years as President & CEO of the Urban League of Greater Pittsburgh. We honored Esther in December 2021 at a glorious event held at the August Wilson Center for African American Culture. We wish her well in her retirement and, due to her leadership, we are well positioned to continue the mission. After a rigorous national search the board selected a native Pittsburgher, Carlos T. Carter, as its 8th President & CEO. Carlos assumed the role in November 2021. He brings many years of finance and non-profit leadership experience. Carlos is passionate about the ULGP mission and has personal family experiences with our affiliate. The board of directors is grateful to the dedicated staff and leaders who work tirelessly in service to the mission of enabling African Americans to achieve economic self-reliance, parity and power, and civil rights. Dear Friend,

I am honored and humbled to serve as the President and CEO of the Urban League of Greater Pittsburgh. You can be assured that I am committed to making the region more equitable and livable for all. I am passionate about the ULGP mission and am vested in the mission as three generations of my family have benefitted from ULGP programs: Mom from housing counseling, my son from the Black Male Leadership Development Institute and me, personally, with a job referral that helped launch my banking career. Our dedicated staff has adapted and evolved during the extraordinary events of the past few years. We are meeting the needs of the region’s Black communities through many programs. A few examples include staff and volunteer leaders who provided essential hygienic items through community-based partners, hosted sessions virtually for our Black Male and Female Leadership Program youth, conducted computer-based training programs for the Urban Seniors Jobs Program participants, and adjusted programs and services across the spectrum to remain accessible to those we serve. We will continue to evolve our service delivery as well as increase our advocacy to face the “next normal” and other challenges of the day.

EMPOWERED THROUGH ADVOCACY

BUILDING THE BLACK MALE EDUCATORS PIPELINE

Black males represent 6% of the adult U.S population but less than 2% of the 3 million teachers currently working in the K-12 teaching workforce. Pennsylvania’s teacher roster is the least diverse in the nation with less than 5 percent of Pennsylvania’s teachers who are people of color, according to the state Department of Education. With funding from the Wallace Foundation, the Urban League of Greater Pittsburgh partnered with the Educational Testing Services (ETS) Policy Evaluation Research Center, ETS Praxis®, the National Board for Professional Teaching Standards, the National Urban League, and the Western Pennsylvania Consortium of Educators with the Black Male Teachers Initiative to conduct a series of convenings to focus on the following three factors: first, recruiting; second, developing and retaining; and third, identifying and growing opportunities to make progress in building the pipelines of Black male educators and enlivening their experience as teachers.

The Urban League of Greater Pittsburgh along with the League of Women Voters of Pennsylvania , the Campaign Legal Center, and two individual plaintiffs, filed a lawsuit on August 7, 2020, asking the state to create a “notice and cure” process for mailed ballots. This lawsuit was to counter the practice wherein voting site staff were dismissing mail-in ballots that they judged as not a strong enough match to the signature on file. In a positive response to the lawsuit, Pennsylvania Secretary of State Kathy Boockvar issued guidance that county boards of elections cannot reject a ballot based solely on an election official’s belief that a signature does not match the signature in the voter’s file, but needed to notify the voter of the discrepancy and provide an opportunity for the voter to correct. Witold Walczak, legal director of the ACLU of Pennsylvania stated, “There is nothing in Pennsylvania law that suggests that a voter can’t fix an error with their mail ballot.”

BOOK PUBLICATION

PITTSBURGH AND THE URBAN LEAGUE MOVEMENT BY JOE TROTTER In this broad-ranging history published by the University Press of Kentucky in 2020, Carnegie Mellon Professor and renowned historian Joe William Trotter Jr. uses this noteworthy branch of the National Urban League to provide new insights into the Movement. Surveying issues including housing, healthcare, and occupational mobility, Trotter underscores how the ULGP―often in concert with the Urban League’s national headquarters― bridged social divisions to improve the lives of black citizens of every class. He also sheds new light on the branch’s nonviolent direct-action campaigns and places these powerful grassroots operations within the context of the modern Black Freedom Movement.

EMPOWERED BY Fiscal year 2020-2021 saw many challenges from the civil unrest that continued to plague the nation to the continued onslaught of COVID 19 in the region, across the nation, and around the world. At the same time, awareness, interest and participation in the

NORTH ALLEGHENY SD CONCERT FOR A CHANGE FUNDRAISER Student led group NA For Change at North Allegheny School District hosted a virtual concert fundraiser for Racial Justice. The Urban League of Greater Pittsburgh was one of 4 area nonprofit organizations that benefitted from this crowdfunding initiative.

Organized by Union Fitness, 50 people got on their bikes and rode one of three options 50, 30 or 10 miles using the extensive trail system here in Pittsburgh. This first bike ride fundraiser of its kind raised $4,000 for the Urban League of Greater Pittsburgh. 6

COMMUNITY SUPPORT Urban League Movement grew. Spontaneous outpouring of support by individuals, partners and organizations buoyed programs and services staff as they doubled down in efforts to serve the most vulnerable in our community. Highlighted below is just a sampling of the many unsolictited crowdfunding initiatives:

BLACK IS BEAUTIFUL BEER The Black is Beautiful beer initiative was a collaborative effort amongst the micro-brewing community and its customers to bring awareness to the injustices faced by many people of color daily. Locally, Burhger’s Brewery was part of this national fundraiser and donated 100% of the proceeds from the sale of the beer to the Urban League of Greater Pittsburgh. This project is the brainchild of Marcus Baskerville, Head Brewer & Co-Owner of San Antonio brewery, Weathered Souls.

SHELL FUELING NEIGHBORS IN NEED Center for Independent Energy Executive Director Doug Friend (shown here with Urban League President & CEO Esther L. Bush) dedicated several of his local gas stations in Western Pennsylvania to partner with Shell in donating 15 cents per gallon pumped for one week in September. The effort resulted in more than $17,000 raised to benefit the Urban League of Greater Pittsburgh and the Salvation Army. 2 0-2 1 A N N UA L R E P OR T

SUCCESS EMPOWERED During this fiscal year, the Urban League of Greater Pittsburgh was able to test-pilot the Opportunity Broker program, which aims to move unemployed and underemployed working-aged adults to household sustaining employment and satisfying work experiences. From January through June 2021, two dynamic,

EDMUND SURRATT

In May 2021, Edmund S. was struggling with homelessness. Edmund enrolled in an addiction recovery program while living at the Light of Life Mission on the northside, a men’s shelter. While staying in the shelter, Edmund signed up for SNAP, gained employment and started receiving medical benefits. His time at the shelter was limited. Jennifer Huber-Brown, an Urban League Case manager, met with Edmund, and took him to look at several properties. With the Urban League’s help, he found a place in Pittsburgh’s Bellevue neighborhood. Edmund’s lease began on November 1, 2021, however, the landlord permitted him to move in on October 16, 2021. Urban League assisted him in acquiring gently-used furniture, bedding and household essentials such as cleaning supplies and toilet paper. Edmund remains on the property with the assistance of the Emergency Solutions Grant program. Since walking through the door last year, Edmund maintains employment and has kept up with the utilities. Lee Etta Rhodes, Program Manager, said, “It’s gratifying to help someone who wants to help themselves. It’s a program we are proud of.” 8

BY PARTNERSHIPS well-connected, mature Opportunity Brokers maximized their contacts and began proving the effectiveness of the Opportunity Broker model. The newly launched Opportunity Broker program empowered 157 individuals to access job readiness, training or employment – 16% ahead of goal in the first 6 months of the program!

JAY ROBINSON

Twenty-year-old Jay is goaloriented. The 2018 Brashear High School graduate loves to work in the dirt, but struggled to get into the Laborers Union. Jay connected with the Urban League of Greater Pittsburgh and the Builders Guild program. Having worked in jobs that were not enjoyable, Jay now loves what he does! He wakes up energized and excited for his workday and has big plans for his future including starting his own company.
