HE Port St John’s (PSJ) Local Municipality has already commenced with preparations to accommodate thousands of visitors who will flock to this Wild Coast town during the Festive Season.

Recently, PSJ hosted one of their biggest events, the Isingqi Sethu Wild Coast Cultural festival, which was a big success.

Port St John’s Mayor, Manyamezeli Mangqo, said visitors should come to PSJ, because they were more than ready to treat them with care.

Even though PSJ’s Second Beach is known for shark attacks, Mangqo said they were fully equipped to deal with the issue.

He said they had hired 42 life savers for all the beaches of Port St John’s and no fewer than eight will be deployed at Second Beach.

Botched armed robbery at PSJ Post Office SIMBONGILE MDLEDLE ONE suspect was killed and two injured when police foiled an alleged planned armed robbery at the Post Office in the Mampume Administrative Area (A/A).

This follows less than a month after an armed robbery at Amapondo Backpackers on Saturday, October 25.

According to the Port St John’s SAPS they

received information about a planned attempt to rob the PSJ Post Office in the Mampume A/ A. The Postmaster noticed a suspicious vehicle driving around in the vicinity of the post office several times and alerted the Police. SAPS members followed the suspicious looking vehicle as described and all exit routes from town were closed.

After the police followed the suspicious vehicle they instructed the driver to pull over.

Police spokesperson Lieutenant Khaya Ton-

jeni said the driver refused to obey the lawful instruction and did not stop his vehicle.

“The suspects started shooting in the direction of the police vehicle and police returned fire. One suspect was fatally wounded while the other two men were injured.

The driver and one passenger and three others were arrested unharmed. The two injured suspects are under police guard in hospital,” said Tonjeni.

Police recovered a Mercedes Benz suspect-

ed to be stolen and confiscated from the suspects, three 9mm pistols with ammunition, one big hammer and a collection of knives, a police uniform and pepper spray.

He said a case of illegal possession of stolen property, and attempted murder, as well as an inquest in connection with the death of one suspect were opened.

The suspects will appear in the Port St John’s Magistrate’s Court soon and the case is under investigation.

Mr T Moso, Social Work Manager at Maluti Area Office convenes the dialogue at Lugwijini.

A day before the launch, the appointed group leaders from different villages (Lugwigini, Siwisa and Baleni) gathered at Lugwijini to present their findings about issues affecting the youth in the area. The dialogue’s aim was to better understand how the department can holistically intervene and assist the youth.

Issues discussed included Ubuntu, social cohesion, cultural issues, transfer of knowledge and wisdom, substance abuse, its effects and solutions, safety and a healthy lifestyle, teenage pregnancy, HIV/Aids and youth participation in their development and community networks. Emanating from the reports, the youth of today are very reluctant to participate in community development, even with regard to issues affecting them.

Other findings include that some drop out of school at a very

early age, many are dependent on drugs, attend circumcision school at a very young age in their lives, show lack of respect for themselves and for the elderly, and are very quick to put blame on the government for not taking them seriously.

The possible solutions were that government should open up more youth programmes and centres, and assist by providing sport facilities and gyms. Parents, traditional leaders and residents should make it their responsibility to ensure proper measures are adhered to before boys become circumcised.

“As from now on, we need to give you space, support and guidance and you need to learn to do things on your own,” said Mr Mzizi, Youth Manager from Social Development in the Province.

“With this kind of support and guidance we received from the Department of Social Development, I believe the youth of Bizana is now more than ready to turn the tide towards a better life for themselves and their communities,” said Councillor M Mxesibe of Lugwijini.

‘We wish no deaths this season’-Xasa SIMBONGILE MDLEDLE THE Eastern Cape MEC for the Department of Co-operative Governance and Traditional Affairs (Cogta-EC), Fikile Xasa, has stressed that there should be no deaths in initiation schools this season.

Xasa was speaking during the launch of the summer traditional initiation season which was held at Nyandeni Great Place last Sunday.

“Let us sing one song in curbing the deaths in the mountain and ask ourselves what went wrong with this custom, because the custom itself does not kill,” said Xasa.

He warned the people who commercialized the custom and said government would deal with them directly. He stressed the importance of strengthening the coordination during the season, appealing to the government officials responsible for the custom, to be fully committed to ensuring no deaths occur this season.

He said there was a need to centralize initiation schools.

Xasa also called on parents and traditional leaders to take full responsibility during the practice of the custom.

He revealed that their focus this season would be in Nyandeni, King Sabatha Dalindyebo and Alfred Nzo. During the June season, 36 boys died, most of them from the Pondoland.

Western Pondoland king Ndamase Ndamse suggested that there was a need for boys in Nyandeni to come to the great place where this custom should be conducted and not go to the forest, because this is where they got injured and assaulted.

Held under the theme: Babaye bephila, babuye bephila – Siyazingca ngesiko lethu’, the summit sought to ensure that there was a convergence of minds in dealing with all the burning issues to stop initiation deaths.

The launch was attended by some of the boys who were going to the mountains this season.

Prayer day held after another person dies in the ‘tavern of death’ GREG NOTA RESIDENTS of the AmaHlubi Administrative Area in Rhode, last week Wednesday held a prayer day in front of the tavern where another person was killed, bringing the number of people killed in and around the tavern to more than 10.

Residents, mostly elders, held several meetings in the area in an endeavour to get the tavern to be closed down, since there had allegedly been more than ten deaths of its patrons. As a result, the tavern is referred to by residents as “The Tavern of Death.”

Members of the Methodist Church, community members and learners from Maguntsini Junior Secondary and Rhode High Schools attended the prayer day held in front of the tavern in Rhode, after the stabbing and killing of Sphiwe Sokudela. He was buried last weekend.

According to a resident, Malusi Gqoli, the aim of the prayer day was to ask the Lord to assist with stopping the kill-

ings that were taking place in that area.

He said the owner of the tavern was present but never interfered with the people who were praying outside his premises.

Gqoli said the prayer day went very well and they would love to thank community members who were part of the proceedings . “We hope that God heard our prayers and there would be no more deaths taking place at the tavern.”

SAPS Provincial Police Spokesperson, Lieutenant Khaya Tonjeni, confirmed that a suspect appeared in court regarding a case of murder that happened on Sunday, November 2, at the tavern in Rhode Adminstrative Area.

It is alleged that the deceased, Sphiwe Sokudela, and the suspect were at a tavern enjoying a game of pool.

“It is alleged further that a scuffle ensued about a coin to be inserted into the pool machine to release the pool balls.

The suspect allegedly drew a knife and stabbed to death the deceased. The suspect has appeared in court and his case was postponed. The suspect remains in custody in Mt Ayliff,” said Tonjeni.

MEC promotes youth development

PHINDILE GQELE MEC for Social Development and Special Programmes, Nancy Sihlwayi, said they had come to discuss things that hurt young people and to create a platform that would assist young people to share their views and opinions on social, political, economic, religious and cultural issues.

Sihlwayi was speaking at the launch of Youth Development Clubs at Lugwijini Locality, Mbizana, last week Friday.

She called on the community of Mbizana to create an enabling environment for youth development clubs and to take advantage of op-

portunities.

“What kills our country and youth is the lack of places called home and parents who fail to create an environment where a child can voice out ideas and challenges. It is therefore the department’s responsibility to intervene and create a platform where youth then can gather and find solutions to the problems they are facing.

“Parents should make it a point to not fight or show division in front of children. They should respect children, especially their minds, as this is the most dangerous aspect in a child’s life,” said Sihlwayi.

Zusiphe Mbhele, a member of Lugwijini Youth Club, said among the things they discussed during the youth dialogue that was held prior to the arrival of the MEC, were the challenges they were facing, pointing out substance abuse, teenage pregnancy, scarcity of

play grounds, illiteracy, unemployment and violence. “We have decided that drug dealers should be stopped; we must promote abstinence and form co-operatives as a means of creating projects to gain income and we urge the MEC to help us to succeed,” said Mbhele.

The department of Social Development and Special Programmes gave a sum of R920 000 to be divided among Siwisa Youth Club, Lugwijini Youth Club, Baleni Youth Club, Centres of hope, Car wash, Teenage Against Drugs Club, ten needy families, Umanyano Lwembizana Group and the Iqula choral group.

She also handed over soccer kit and 20 story books.

Mining company brings Sebenza Fund to EC AYANDA MILLISA MADIKIZELA MINING giant, Anglo American’s enterprise development arm, Zimele, hosted a roadshow at Mthatha Plaza last Wednesday to showcase its Zimele Sebenza Fund to offer opportunities to locals to benefit from this equity and loan funding.

Zimele Managing Director, Hlonela Lupuwana, said the Sebenza fund was established last year to offer an economic injection to the communities where they mine and also to the labour-sending areas in the Eastern Cape in particular.

“We have set aside an amount of R500 million over a period of 5 years and our main criteria when giving out funds is whether the business will create jobs. Already the fund has created 2 450 jobs since its inception last year,” said Lupuwana.

She said they funded all kinds of businesses as long as they proved to be sustainable, bankable business with job creation potential.

One of the beneficiaries, Banele Nopasika Mguqa, from Corana in Libode, managed to run her own braai place in Mthatha and in Matatiele with the help of Sebenza fund.

“Together with the two co-owners, brothers Anele and Olwethu Nogwebela, we applied for and got R500 000 last year which helped a lot,” said Mguqa.

She said through the funding, they have managed to open shop in Matatiele and they would be attending a business management workshop next year, courtesy of the Sebenza fund.

Young entrepreneurs were also assisted by Anglo American during the roadshow.

He’s happy, because Mthatha Ritz Bingo aims to give all visitors a winning experience, “and that includes value-for-money adult gambling entertainment,” he said.

The biggest jackpot to date was R60 599,22 on the Level 1 IGT Progressive.

“And players regularly win jackpots of between R1 000 and R10 000,” he said.

Eastern Cape learners to face textbooks shortage in 2015 REPORTER THOUSANDS of Eastern Cape learners face being without textbooks next year as the Department of Education has allegedly used funds for Learner Teacher Support Materials (LTSM) to pay teacher salaries and buy school furniture.

The Publishers Association of South Africa (PASA) has warned that it would take legal action against the department if it fails to meet its obligations to order the agreed textbooks.

The legal threat and funds diversion are contained in two harshly worded letters from PASA to Premier Phumulo Masualle, Education MEC Mandla Makupula and Acting Head of Department, Ray Tywakadi.

The funds diversion is also mentioned in a memorandum by finance MEC Sakhumzi Somyo, dated August 11, informing the department that R200-million of its LTSM budget would be used to pay the salaries of 502 teachers.

“About R100-million must be allocated for compensation of employees for the funding of 502 teaching posts in critical subjects like mathematics, physical science, Afrikaans, geography, agriculture and accounting.”

“A further R100-million [must] be allocated for the provision of school furniture which is procured by National Treasury through their chief procurement officer,” Somyo wrote.

Somyo confirmed the diversion of funds, saying it was necessitated by the department’s under-expenditure in its LTSM budget. “We monitor spending of all departments and we had seen that they would underspend and needed funds for something else. So we

advised accordingly.” Department spokesman Loyiso Pulumani also confirmed that money meant for LTSM would be used to pay teacher salaries.

“Yes, this is true. Last year, the department finalised the implementation of the Curriculum Assessment Policy Statement (Caps) with a full delivery of all the required new learner and teacher support materials. “As a rule, the departmental retention policy allocates a life-span of three years for newly delivered materials.

“This means that in 2015 the department is only providing supplementary topping-up materials, which ordinarily should not exceed 10% of the previous year’s full order”.

Pulumani said there was no shortfall and the available resources were more than enough to provide for a top-up.

However, in a letter dated October 24, PASA’s provincial representative, Warren Kliphuis, wrote that publishers had still not received orders. “Any further delays in the release of orders will place the possibility of textbooks and other resources being delivered before the academic year in jeopardy.”

Cilliers also informed Masualle and Makupula that PASA had been informed that the department may cancel some of the outstanding orders. “Should the orders be cancelled, publishers will suffer substantial damages arising out of the commitments and expenditure pursuant to the indicative orders,” Cilliers wrote.

“If, however, the department intends to cancel the outstanding orders, it is PASA’s view that such conduct would constitute unfair and unreasonable administrative action, and the publishers will have no option but to seek legal advice, which could result in legal action.”

Substation to strengthen supply

AYANDA MILLISA MADIKIZELA A NEW substation at Nonkobe in Mthatha was opened recently by Eskom to strengthen the electricity backbone in the Eastern Cape.

This R392 million project consists of two transformers and six 132 feeder bays that supply power in the Southern region of the Eastern Cape, being OR Tambo, Amathole and Alfred Nzo Districts.

The Vuyani Substation was officially opened by the Deputy Minister of Public Enterprise, Bulelani Magwanishe, alongside the Speaker of the Legislature Noxolo Kiviet.

Magwanishe said this power boost in the province would assist it to do away with power outages and strengthen electricity transmission.

“This area normally had load shedding during windy days and due to the high demand of electricity.

“This would now be a thing of the past,” said Deputy Minister.

Magwanishe further urged the community members of Nonkobe to look after the station and to make sure that it is not vandalized.

Mongezi Ntsokolo, Group Executive at Eskom Group said the station consisted of two transfomers which could pick up a lot more load, ensuring there was consistent power supply for the region.

“This is a major power input in the prov-

ince which will provide reliable and secure electricity with access capacity,” said Ntsokolo.

He added that with three districts supplied by this substation, when one of the districts had a problem, the other two could easily pick up and the matter would then be resolved in no time.

Eskom has contributed a substantial amount of money to the community trust of Nonkobe as compensation for the land used.

Local teams excel in Intsika tourney

SANELE JAMES DESPITE infrastructural challenges, football continues to develop in the rural areas of the Eastern Cape.

Sixteen soccer teams locked horns in the Intsika annual football tournament this past weekend at the Sthebe Sports ground.

The tournament was unconvincingly won by the Brown Eleven FC from Ganxo village near Sthebe Great Place, defeating Crusaders FC on penalties.

The annual cup tournament began in 2012, and established by die-hard soccer lovers from the area, Lungisa Mooi and Philiso Dakie, sponsored by independent

businesses, namely Metropolitan, Spar and Coca Cola.

All teams showed great determination as they were fighting for a Coca Cola threepiece kit and a winners’ trophy.

However, the pitch wasn’t that friendly to the players as they struggled to control the ball on the bumpy ground, resulting in the final match being decided on penalties.

Crusaders’ cruising ship was stopped on penalties by Brown Eleven’s shot-stopper, Zozo Menziwa.

The newly adopted tactic in South African football of “parking-the-bus” was the only tactic the Brownies could use in order to survive the onslaught from Crusaders’ strikers.

Crusaders were the most dominant side with great chances, but failed to convert.

Their stunning performance in the firsthalf raised doubts, as some said they were one man extra from the Brown Eleven.

In the second half of the game nothing changed and the Brown Eleven parked the bus, playing a defensive game with no attempt of going forward to the Crusaders’ goal till the 90th minute.

With the match ending in a 0-0 draw and since it was the final, the two teams had to go on penalties. Brownies Zozo Menziwa’s only save of the third penalty kick saw his side winning the game. Brown Eleven FC are the new champions of the Intsika cup tournament, 2014, taking over from the Young Tigers

FC. Their coach, Mzimasi Bushula, said they knew from the first minute that the Crusaders were going to go all out to attack them and the least they could do was to protect their goalie and wait for the penalties. “On penalties there is no advantage or disadvantage; anything is possible. We trust our goalie when it comes to penalties, so we just had to hold on and take our chances,” said Bushula.

Coca Cola’s events coordinator, Zolani Mandla, congratulated the victors and said every year they saw development in the players and they were planning on improving the tournament next year.

The Intsika tournament had in the past produced great players like Simncedile Ngcukamba who used to play for Blackburn Rovers FC.

Zozo Menziwa the goalkeeper who saved the penalty which saw his side winning the tournament.
