5. PUBLIC COMMENTS ON NON-AGENDA ITEMS
The public may address the Committee on any item not listed on the agenda. Pursuant to the Brown Act, during this period the Committee cannot consider issues or take action on any item not listed on the agenda. Time is limited to three (3) minutes per person.
6. DISCUSSION/REPORT/ACTION ITEMS
Members of the public have the right to address the Measure A Citizens’ Bond Oversight Committee on any item(s) of interest, provided it relates to the “subject matter jurisdiction” of the Committee. In accordance with Board Policy 9323, individual speakers shall be allowed a total of three (3) minutes to address the Committee for a maximum of twenty (20) minutes on each subject matter. With Committee consent, the chairperson may increase or decrease the time allowed for public presentation, depending on the topic and the number of persons wishing to be heard. The chairperson may take a poll of speakers for or against a particular issue and may ask that additional persons speak only if they have something new to add. Legal Reference: Government Code Section 54954.3(a)
6.1 BRIEF REVIEW OF THE HISTORY OF THE REDWOOD VALLEY
ELEMENTARY SCHOOL PROPERTY
Chief Business Official Steve Barekman will present a brief history of the Redwood Valley Elementary School property, starting with the work of the District’s first 7/11 Committee that met in 2008 and 2009, through the District’s second 7/11 Committee in 2017, and through the District’s attempts to exchange the property, offer the property for sale to priority agencies, and sell the property through an open bidding

DISCUSSION OF THE WAIVER REQUEST BEING PRESENTED TO THE STATE BOARD OF EDUCATION
Chief Business Official Steve Barekman will provide an overview of the waiver the District is requesting from the State Board of Education.
6.3 OPINION OF THE CITIZENS’ BOND OVERSIGHT COMMITTEE
While formal action is not required, the District does need to share the majority opinion of the Citizens’ Bond Oversight Committee with the State Board of Education. The three options for the Citizens’ Bond Oversight Committee are: support (in favor of the waiver), neutral, or oppose (not in support of the waiver).

The next regular meeting of the Measure A Citizens’ Bond Oversight Committee is scheduled for Monday, October 7th, 2024.
