TThe start of each academic year brings excitement and anticipation for faculty, staff, and students. As the College of Education (COE) returned to face-to-face instruction, our online and distance education programs continued to be relevant, innovative, and high quality. While we maintain vigilance in ensuring everyone's health and safety, there is a welcome sense of normalcy seeing our students interacting with each other and our faculty.
It has been another busy legislative session with priorities in education and health care. Specific education legislation focused on student tuition for those interested in teaching, teacher apprenticeship programs, and early learning. Lieutenant Governor Sylvia Luke and her vision for preschool access via Ready Keiki has garnered public and private support in order to allow access for preschool programs across the state. The COE continues to be a major player in ensuring that all future preschool programs are equipped with qualitied teachers and aides.
With support from the UH administration and Governor Josh Green’s office, the COE began searching for faculty positions in special education, math, science, reading intervention, learning design and technology, educational administration, statewide advising, recruitment, early childhood as well as for a Director of the Center on Disabilities Studies. While still grossly understaffed, the COE is making small and positive gains toward fulfilling departmental and program needs. A major priority for the college is to ensure that we
are able to provide COE programs across the state and to truly develop our Grow Our Own initiatives.
The School of Teacher Education (STE), formerly the Institute for Teacher Education, will be official in August 2023 with a newly appointed director and associate director. With this new structure, we hope to have more streamlined programs, more flexibility in admissions, and increased collaboration across content areas. Other redesigns, such as with the Department of Hawaiian Education, are in progress while the Department of Kinesiology and Rehabilitation Science (KRS) is on hold. The Hawai'i Education Research Network (HERN), Curriculum Research and Development Group (CRDG), and our Graduate Hui continue to work collaboratively to build the COE Research Institute (CERI). This institute will serve as the research support arm and grants/contracts repository while offering grant mentoring for junior and senior level faculty and staff.
Pre-pandemic, the COE has celebrated Educator Appreciation Day at UH sporting events. In 2022, we recognized our Teacher of the Year at a men’s basketball game. In April 2023, we recognized our COE Alumni Association and teachers during the UH men’s volleyball game on senior night. The work of our teachers and alumni has been nothing short of epic. Their resiliency as well as their commitment and passion in building positive relationships with our children and community members are constant reminders of how much admiration and gratitude they deserve.
With another graduation season behind us, we acknowledge the hard work of our graduates as they venture into the next phase of their careers. Their success cannot be celebrated without also acknowledging the dedication of our COE faculty and staff who epitomize the true meaning of being an educator. Please remember to give yourselves credit, prioritize your health and safety, and take care of one another.
With aloha,

Increasing Health Equity and Literacy Through Music
The COE resumed its Carl & Alice Daeufer Education Lecture Series in 2021 virtually, hosting Dr. Olajide Williams and Lori Rose Benson of Hip Hop Public Health (HHPH). The goal of HHPH is to achieve health equity using an innovative array of culturally-tailored media tools designed to improve health literacy. Williams is a Professor of Neurology at Columbia University and Founder and President of HHPH, and Benson is the Executive Director and CEO of HHPH. Their mission is to foster positive health behavior change through the transformative power of hip-hop music, empowering youth around the globe with the knowledge and skills to make healthier choices, reducing preventable health conditions and the rising tide of childhood obesity.
ters of Alpha Delta Kappa, members of the Pearl Harbor Rotary Club, and many individuals. During two separate drive-through events in the spring, students received a variety of food and drink items, pandemic safety supplies, handmade face masks and notes of gratitude from kūpuna at the Lanakila Multi-Purpose Senior Center, a Starbuck’s gift card, and other goodies. “These bags seemed like a tangible way of showing our admiration and appre-
ciation for the way our students have persevered through the pandemic,” ITE Elementary Director Ku‘ulei Serna said. “We are also very grateful for all of the community partners, faculty, staff, students, and retired educators who assisted us with safely organizing and packing. I especially want to mahalo the coordination efforts of Dr. Alohilani Okamura and Kristen Ferrer for this beautiful event.”
Engaging Native Hawaiian Youth and Community
The COE Curriculum Research & Development Group’s (CRDG) ‘Aha Lamakū ‘Oia‘i‘o (ALO) project partnered with the Ka‘ū-Kea‘au-Pāhoa (KKP) Complex and The Estria Foundation to engage Pāhoa High School juniors and seniors in a place- and culturebased art experience. The two-week activity culminated in a large-scale mural on the school’s campus on April 30, 2021. Under the direction of CRDG Pacific Literacy Consortium Director Hugh Dunn, ALO is a federally funded project providing culturally-responsive leadership development, mentoring, and transition support to at-risk Native Hawaiian youth. “Student participants co-created this mural from inception to completion,” Dunn said. “Not only did they acquire new art skills, but they also
developed a stronger sense of cultural awareness and connection to place through a series of huaka‘i, or field trips, led by cultural specialists and kūpuna.” In 2022, ALO collaborated with HISessions to host the SPARX Hawai‘i Music Contest. Hawai‘i Island KKP secondary students entered the contest by recording a video of themselves performing a song and uploading it to their school’s Google Classroom. Four finalists from the respective four schools will receive a one-on-one mentoring session with a professional local recording artist. Additionally, HISessions crew members will work with each finalist to create a professional video recording that will be promoted in the HISessions social media channels.

Forming an Alliance Against COVID-19
The Pacific Alliance Against COVID-19 (PAAC) was formed in early 2021 as a multidisciplinary alliance composed of researchers from three different UH Mānoa colleges, the Accountable Healthcare Alliance of Rural O‘ahu community health centers, and schools across the state. COE Curriculum Studies Professor Pauline Chinn is co-director of the community partner unit for the PAAC. A $200 incentive for 200 teachers was provided by a National Institutes of Health (NIH) grant award, and teachers were able to enroll individually or as teams in the COVID-19 educator program. “The PAAC is funded by the NIH RADx-UP program,” Chinn explained. “Over the past year, we were able to provide graduate assistantships for four of our curriculum studies students through funding by RADx-UP and NSF. The COE also plays a major role as a partner for outreach and dissemination of the curriculum.”
Launching a Campaign to Recruit Special Education Teachers
In the spring of 2021, the COE Department of Special Education (SPED) together with the Hawai‘i Department of Education (HIDOE) launched the Every Student Deserves Someone Special campaign website. A collaborative project, spearheaded by SPED Recruitment Specialist Janet Kim, the campaign addresses the ongoing challenge of special education teacher recruitment and retention in Hawai‘i. “This campaign allows for us to change the narrative around special education and students with disabilities in Hawai‘i,” Kim said. “As a former special education teacher, myself, I feel like this is our opportunity to showcase the real passion and beauty of what we do and who we serve.” Filled with practical step-by-step information about SPED programs and the teaching profession, as well as inspirational stories and testimonials from current teachers, the website also highlights a group of inaugural SPEDucator Project fellows, called SPEDucators.

Expanding Literacy Enrichment Program
SPED Assistant Professor Kim Mendenhall Brennan developed the Online Literacy Enrichment Program to assist PreK–12 students. Pairing college students with the younger students as part of a service learning component of a summer course for reading specialists, the program included a lesson plan template that guided tutors through 30-minute Zoom sessions, three days
per week for six weeks. The program was so popular that it extended beyond summer into the fall and following spring. Brennan partnered with SPED Instructor Brian Kajiyama to train and match tutors with tutees; communicate with administrators, school coordinators, parents, and faculty; and provide ongoing support and communications. Numerous schools across the islands
participated, providing names of interested parents of struggling readers, along with private parties reaching out for reading support of their children,” Brennan said. “Results of the fall semester jumped from 25 COE students and 28 PreK–12 students to 100 COE students and 100 PreK–12 students.”
Earning National Accreditation
The COE was awarded a full seven-year accreditation for its educator preparation programs by the Association for Advancing Quality in Educator Preparation (AAQEP). AAQEP announced their decision for the COE’s initial teacher licensure programs and advanced-level graduate programs during its June 2021 meeting. "Our AAQEP accredited programs engaged in a rigorous multi-year process that allowed us to highlight our strengths, showcase innovative practices, and identify areas for further improvement,” stated COE Director of Assessment, Accreditation, and Accountability Jessica Miranda. “This was a team effort that would not have been possible without the dedication and hard work of our program assessment coordinators, AAQEP self-study writing team members, and exceptional COE community."
Introducing a New Interdisciplinary Graduate Certificate
The COE Department of Curriculum Studies (EDCS) and the College of Arts, Languages, & Letters (CALL) announced a new Graduate Certificate in Multilingual Multicultural Professional Practice (MMPP) that began in Summer 2021. One of the first cross-college certificate programs in the UH System, the MMPP graduate certificate is a 15-credit interdisciplinary program that educates and trains graduate students
from various disciplines to collaborate and enact multilingual multicultural awareness and understanding in their professional practices. “It will be exciting to see students network across different disciplines, professions, and orientations, to identity problems and create solutions and programs to better serve our multilingual multicultural communities,” stated EDCS Chair Patricia Halagao.

Receiving the Governor’s Proclamation
The COE STEMS² Program, in the Department of Curriculum Studies (EDCS), was issued a proclamation honoring the accomplishments of the program’s framework, symposium, and master’s concentration from the Office of Governor David Ige on June 28, 2022. A reconceptualized form of STEM (science, technology, engineering, and mathematics) education in which social sciences and a sense of place are integrated with the traditional STEM construct, the STEMS² program is designed for educators who want to be transformative, connect with community, and engage students in place and experiential learning. “This recognition from the governor's office is a powerful reminder of the value of the STEMS² framework that I created 11 years ago as well as the voice and partnerships that informed its initial development and continued evolution,” said STEMS² Director and EDCS Professor Tara O’Neill.
Offering a New Bachelor of Education Degree in Special Education
The COE Department of Special Education (SPED) began offering a new Bachelor of Education (BEd) in Special Education degree in Fall 2022. The BEd in SPED is a 63-credit program that is completed in the final two years of a bachelor’s degree. It is accessible from any island through online hybrid delivery, and there are two tracks – Secondary (mild/moderate) and PreK–12 (severe/autism). Participants who commit to teaching at least three years in a Hawai‘i Department of Education (HIDOE) public school are eligible for funding. SPED Chair Jenny Wells said, “We are excited to offer this bachelor’s degree program as it makes it possible for students to complete a teacher licensure program in special education from their home islands. There is a tremendous need for special educators across the state. Those exiting this program with their BEd in Special Education will be extremely well prepared to meet the challenges and reap the rewards of teaching students with disabilities.”
Earning a Curriculum Innovation Award
Dr. Deborah Zuercher and Ivy Yeung, Directors of the COE Master of Education in Curriculum Studies with Pacific STEM Focus Degree Program (PACMED), were presented with the Pacific Circle Consortium’s (PCC) Arthur R. King Jr. Award for Curriculum Innovation on September 9, 2022. A collaborative, multicultural program, PACMED was created on the foundational United Nations Declaration of Rights of Indigenous Peoples (2007) that Pacific leaders are willing and able to solve Pacific problems. “PACMED shares in the Pacific Circle Consortium’s initiative to create international cooperation between educational research and development institutions in the Pacific Region through collaboratively produced curriculum materials, broader issues of policy development, and relevant educational research,” Zuercher said.

A Legacy of Giving
The Roselyn Yagi and Weylin Eng Endowment (est. 2021)
provides program support for the mathematics program at the University of Hawai‘i at Mānoa College of Education, Curriculum Research and Development Group.
Roselyn Eng
supports research, education, and higher education partnerships involving students/athletes who experience concussions or other sportsrelated neurotrauma injuries with a preference in specifically studying the relationship between concussions and vision functions.
Roselyn “Rose” was part of the first graduating class of Kalani High School where she and her husband established two awards, one for teachers and another for STEM students named in her honor. Rose attended the University of Hawai‘i College of Education, graduating in 1965. Shortly after, she moved to California to pursue graduate studies at UC Berkeley where she met her future husband, Weylin Eng, who was a lieutenant in the U.S. Navy. The Engs were married in 1967 and just celebrated their 56th wedding anniversary.
Rose is the second of four children in her family. Her father was a real estate developer, and her grandfather a fisherman.

Rose’s mother, the eldest of 12 children, was born on a sugar plantation and as the first born, spent much of her time helping to raise and care for her younger siblings. Today, Rose often returns to Hawai‘i to visit her many aunties, uncles, cousins, and brother and sister.
During the summers in the late 1960s, Rose returned to her alma mater, Kalani High School, to teach math. She continued in higher education, furthering her teaching credentials in Virginia, Mary-
land, and California as well as obtaining a Master’s of Education in Mathematics from Holy Names University in Oakland, California.
In 1967, Rose became the first Japanese American teacher to teach in Virginia. She spent the majority of her teaching career (1969–2004) in the Bay Area at Mount Diablo School District at College Park High School where she developed close friendships with her teacher colleagues, which continue today.
Throughout her 38-year teaching career, Rose presented workshops at mathematics and science conferences, taught community college classes, and developed college curricula. She also volunteered as a consumer and financial math teacher for adult students in lower income communities. Her passion as a mathematics teacher is what led her to want to give back to both her high school and university alma maters.

Weylin Eng
Weylin has family roots in California that date back to the 1800s during the Gold Rush. A trailblazer, his father, Raymond Eng, was one of very few Chinese Americans to graduate from UC Berkeley in 1934, and he was one of the first Chinese American optometrists in the Bay area. Later, in 1967, Raymond became the first elected Asian American to serve on the Oakland City Council and as Vice Mayor.
One of five children, Weylin and all of his siblings attended UC Berkeley. Continuing his father‘s legacy, Weylin practiced optometry in the East Bay area after serving during Vietnam as a young lieutenant, retiring in 1995 as a U.S. Navy Captain. Like his father who served in numerous community organizations, Weylin is equally involved in multiple community driven groups, such as the Orinda Rotary, Orinda Masons, Shriners, and Mounted Patrols.
When the Engs retired, they became farmers—growing chestnuts, walnuts, prunes, and pistachios. A year after Rose’s retirement in 2004, Weylin retired from the UC Berkeley School of Optometry where he continues to be a strong supporter. The Eng’s most recent endowment connects Dean Nathan Murata with the UC Berkeley School of Optometry to support research in sports-related injuries, specifically focused on vision, a new specialized area of research within the college. Weylin is also working with UC Davis to develop innovative health therapies on the family‘s farm in Winters, California.
Family life, like community service, is important to the Engs who are very active with their six grand children. Weylin and Rose continue to establish funds in their communities and beyond, and they encouraged their children and grandchildren to do the same. All four of their daughters are active leaders, serving their community through grant writing, coaching, and mentoring.

Aloha College of Education (COE) friends. I have just reached my one-year anniversary working with the University of Hawai‘i Foundation as the Associate Director of Development for the College of Education, one of our oldest colleges, and the Hawai‘inuiakea School of Hawaiian Knowledge, the newest school at the University of Hawai‘i at Mānoa (UHM).
More than 90 years ago, my grandparents, Gladys Tam Ah Fook and Lemon W. Holt, met at UHM. My grandmother was studying to become a teacher, and my grandfather was a quarterback for the football team. Across generations, I feel like things have come full circle. I am a proud public-school graduate and COE alumna, having earned my PhD in Educational Psychology with a cognate in Educational Administration.
I grew up working at my parents’ bakery with my eight older brothers and sisters, and I have held a variety of jobs since in retail, food service, insurance, K–12 schools, non-profits, government agencies, and most recently for a church, developing a system of care from “cradle to grave,” all revolving around relationships.
Relationships are at the core of what we as development officers do. We meet with individuals who have a passion they want to support, often giving back to their communities and respective academic disciplines within our University system. As development officers, it is our responsibility to listen, answer questions, offer support and guidance in terms of options for giving, such as IRA Charitable Rollovers; Real Estate, Securities, and Bonds; Charitable Bequests; Charitable Gift Annuities; Charitable Remainder Trusts; and Charitable Lead Trusts.
I have been enjoying reconnecting with those of you I have known from my earlier years working with the Curriculum Research and Development Group (CRDG), getting to know the current staff and faculty within the college, and I am looking forward to meeting and visiting with new folks who share a passion for higher education.
Please do not hesitate to reach out to me with any questions about how you can support our COE students, faculty, and programs.
Humbly, Alice Holt Taum Associate Director of Development (808) 956-7988

WAYS TO GIVE…
The alumni, friends, and faculty of the College of Education have always displayed a charitable spirit. This is evidenced by the number of gifts the College receives each year – one of the most of any academic unit on the Mānoa campus. Our tax codes provide benefits that make it possible for the charitable spirit to be expressed through many forms of giving.
The most common way to make an immediate gift is by writing a check or online via the UHFoundation.org website. Depending on your tax situation, this generates a charitable income tax deduction for you in the year of the gift.
IRA Required Minimum Distribution
If you are over 70 ½, donating directly to UH Foundation via your regular IRA distribution can also help avoid taxes. You must have your fund administrator make checks payable to the UH Foundation.
Real estate, Securities, or Bonds
Held for more than a year, these also have the advantage of providing you a charitable deduction based on the current fair market value, as well as bypassing capital gains tax on the appreciation.
Charitable Bequests
A bequest makes it possible for you to make your wishes known today without relinquishing needed assets during your lifetime. If you do not decide where your assets go, the government will do it for you.
Sometimes called deferred gifts, the term “planned gifts” refers to specific strategies that can benefit the College at some point in the future while offering immediate benefits to you.
Donors & Friends
The Charitable Gift Annuity is a great example of how a gift generates fixed income for you. This is actually a contract between you and the college, via the UH Foundation, that is part gift and part annuity. In addition to the annuity payment, you receive a charitable income tax deduction and a portion of each annuity payment may be tax free.
The Charitable Remainder Trust is perhaps the most versatile charitable giving tool. With this, it is possible to bypass capital gains tax on the sale of highly appreciated assets, generate an increase in income, receive an attractive charitable income tax deduction, and fulfill your philanthropic objectives.
The Charitable Lead Trust allows you to transfer your cash or property to fund a lead trust that makes gifts to us for a number of years. You receive a charitable deduction for the gift. Your family receives the remainder at substantial tax savings.
Payroll Deductions
Many UH faculty and staff members choose to make regular gifts to support the areas at UH they care about. By completing the Salary Assignment D-60 Form, you can easily set up an automatic deduction and help the UH students, programs, research, and initiatives of your choice.
