Welcome During late 2012 our Board attended a Board to Board with the Strategic Health Authority’s Board. Following this, and in light of the report from the Historic Due Diligence audit (carried out as part of the Strategic Health Authority’s assessment of our preparedness for Foundation Trust status), it was decided that we review our proposed timeline for achieving Foundation Trust status. Significant challenges for the Trust were: • Financial sustainability • The number of Board members new to the Board • Performance against national targets especially in Accident & Emergency As the NHS Trust Development Authority took over the role of oversight of aspirant Foundation Trusts from the Strategic Health Authority, it requested that all

aspirant Foundation Trusts reconsidered and re-submitted their proposed timelines as part of the annual plan submission in March, which we did. We are awaiting the NHS Trust Development Authority’s formal response to this but they have indicated informally their acceptance. We are now working on plans and preparations along these lines and hope to be in a position to resubmit an application during 2015/16.
There are still 100 NHS provider Trusts awaiting FT status. Priorities for UHCW’s application now are: - Board capacity and capability following appointment to Board vacancies; - Meeting Monitor’s robust financial ratings; - A&E performance; - Maintaining performance against all other national targets.
As you will see later in this newsletter we are preparing to have further Board changes on the Non-Executive side, as two Non Executive Directors’ second terms of office end shortly (they cannot remain beyond two terms), one Non Executive Director has resigned and the Chairman is to leave us. Nationally, the Foundation Trust application process is slow, especially for Acute Trusts, with only 3 being licensed in the last 18 months.
