Local schools vandalised >> ‘It looks like anyone can take anything to a scrapmetal dealer and get money, with no questions asked’ SONJA NELL

The change rooms and tuck shop at Kuswag Skool were vandalised after thieves broke in stealing copper pipes, taps and a geyser and smashing toilets and basins after removing them from the walls.

HE Kuswag Skool change rooms and tuck shop on the lower sport fields have been vandalised. The change room had all its copper pipes and taps stolen and the toilets and basins were smashed to smithereens. Taps and the geyser in the tuck shop were also stolen, resulting in the school having to fork out thousands in repairs and having to upgrade security. The property was so badly damaged the school was forced to cancel the recent Toti Derby athletics meeting. “We are fixing the change rooms and investing in more security,” Kuswag deputy principal Chris Hofmeyer said. “These thoughtless acts of vandalism are costing the school money which should be used for other things. It is not the first time it has happened and we have had to spend a lot of money on repair costs in the past. Now we are investing in upgrading the security system as well and we will make it nearlyimpossibleforthemtogetin again,” he said. Other schools in the Toti area have also been hit. Amanzimtoti High also recently suffered loss due to copper-pipe theft, leaving it without water. “We have replaced all the

Umdoni targets another clean audit SETON THOMPSON

>>ucnews1@feveronline.co.za THEUmdoniMunicipalitystillhasthecapability of achieving a second clean audit providing all those involved pull together. This was the bright side of a report-back by the AuditorGeneral’s office to the council, and was supported by Umdoni’s audit committee chairman Paul Preston. However, AG spokesperson Inderen Perumal reported a list of deficiencies. His department’s prime function is to monitor a municipality’s financial statements and its performance management. His criticisms included the accuracy and reliability of information, overand irregular expenditure and inadequate asset registration and management, leading to problems with depreciation and maintenance provisions. These in turn impact on identifying measures to rectify the problems. In 2010/11, Umdoni was one of only five municipalities in KwaZulu-Natal to be awarded a clean audit and the challenge is to restore that status. Senior officials who may be perceived as most responsible in achieving this target argued that many of the faults are technicalities and not serious errors, nor do they impact critically on day to day performance. However, others, includingDAcaucusleader Eddie Baptie, while conceding that some of the requirements are technical, argues that good housekeeping contributes strongly towards performance. “Our performance simply is not acceptable,” he says. Speaker Sykes Naidoo commented: “We mustmakesurethatacleanaudithappensand each of us must ask to what extent we are responsible for Umdoni not achieving it.” It was agreed that the municipal public accounts committee (MPAC) should investigate and report back to council on the issue. MPAC chairman Councillor Ntokozo Maphumulopromised:“Wewillleavenostone unturned.”

Probe into ‘chaotic’ projects

>> Council committee to report back SETON THOMPSON

>>ucnews1@feveronline.co.za

T

HEthornyquestionsbeing thrown up by such organisations as Uteca and the council itself over controversialprojects, particularly the Scottburgh beachfront leases and the Umzinto Testing Centre, are to be subjected to formal investigation. Both have been described as “chaotic” in council meetings. The Umdoni Council’s meeting on Wednesday, 29 January, resolved that its municipal public accounts committee (MPAC) should do the job with due, but unspecified, urgency. The decision has been greeted with mixed feelings in municipal circles. As the wrangling over several months has shown, there are a number of divergent views held over the issues, not necessarily confined to party

differences. At the beachfront, some R650 000 is being spent and opponents are challenging the awardingoftheleasetothenature of the work. At the testing centre, a wide range of opponents is united under the Uteca banner in challenging the relocation of the centre through to the dismissal of the municipal manager. The meeting was advised thatthecontractorhadelected to withdraw, allegedly because management of the contract is being transferred from the supply chain manager to the technical services manager. This will now allow the council to complete the work under the TS manager’s direction, hopefully close to the original budget of R1,4 million. The credibility of the MPAC has already been challenged in the past. National Treasury,

Cogta and the ANC have long supported the principle that this committee be chaired by an opposition party member. That was disregarded at Umdoni when ANC councillor Ntokozo Maphumulo was appointed to replace the resigning IFP chairperson in 2013. DAcaucusleaderEddieBaptie told the Fever, “without making allegations, there are clearly grounds for concern over a cover-up. However, in principle, we welcome the investigation”. In practise, MPAC has the authority to pursue its investigation into any aspects it considers within its mandate to oversee the municipality’s accounting procedures. Scrutinised by a large audience stirred by all the mutual acrimony, interest will be high to see whether their probing will turn up anything for the management and council to take action over.

Nell, whose car is sporting a new look, qualified second and finished fifth overall, thanks to his team-mate Shane Ferreira who lent him his car whenNell’smotorblewjustbeforethe

competition started. “We went to Johannesburg to participate in this event to test our cars, sort out teething problems and get some practice before the first event of the National Supadrift series on 15 February. “But when my car broke I thought it was over and I would not be able to get the seat time. Luckily my teammate offered me his drift car and the officials allowed us both to compete in the same car as Ferreira qualified to compete in the silver cup, provided I did well enough to be able to drive in the gold cup,” Nell said. He did well in the unfamiliar car,

qualifying second which allowed him to participate in the gold cup. He won his first tandem run easily and went through to the top eight. In the next elimination however, he was beaten by Tim Stephens from Gauteng. “Iamhappywithmyfifthplaceand thankful to my sponsors for making it possible to compete in out-of-town events. I am also thankful for Ferreira for his camaraderie and good sportsmanship by allowing me to drift his car,” Nell said. “I’m fixing my car in time for the nextcompetitionandIamlookingforward to 2014 — it’s going to be a great season.”

Probably for that reason, it has so far been the most popular for South African tastes. The beers are available in bottles or on tap.

What will amaze many is that a brewery can occupy a total of about 100 sq metres and employ a staff of only two, namely Turner and his brewing assistant, Sipho Makhathi. This is possible because two of the three-week brewing process are taken up by the automatic fermentation process. EDITORIAL COMMENT: Giving your word a voice FOR this community newspaper to grow and provide readers, councillors, mayors, managers and advertisers, etc., with news, municipal and political information, entertainment, school issues and Afrikaans material it needs everyone’s involvement and Upper Coast Fever takes pride in being the voice of the people on the lower South Coast. A case in point is putting the spotlight on schools that have

become victims of vandalism. Creating awareness calls for everyone — community, municipality, law-enforcement organisations, and the like — to participate in helping to stop the destruction of our learning institutions as awareness is always a deterrent and this is another way in which the Upper Coast Fever can assist. Investigative material always provides food for thought and de-

bate, and this paper strives to report fairly and without bias. That “chaotic” projects are to be investigated in council meetings is a good sign that no longer will cover-ups be tolerated. Other good news is that should your story not be featured in the printed version of Upper Coast Fever because of space constraints, readers must visit its website at www.uppercoastfever.co.za to see if it is there.

Dear Mr Horn, I think there are a lot of people who, like myself, have sympathy for you. Readingyourrecenteffortitstruckmethat you are now blaming small white business owners for not employing members of other ethnicgroups.Doyoublame, forinstance, the Indian and, as you wrote, the “coloured” business owners too? What you and your party do not understand is that due to the worst labour laws in the world, medium and small businesses needworkerswhoarewillingtoworkandnot just fill a quota. If a person, of whatever ethnic group, fits the bill, he or she is employed, and by that, that business does more for employment than you government. I doubt the stringent measures will ever be relaxed as long as your party is in power. Resident Doonside

Our republic, a dicey investment? Dear Fever, THE price of motor fuel goes up a lot and down a little — the value of the dollar is reasonably steady and the price of crude oil has actually come down recently, but we are told it is the exchange rate between the SA rand and the dollar that is the problem. Why is a dollar worth over R10 and a pound approaching R18? Could it be that foreigners see our republic as a dicey investment

Make your vote count DON’T miss your last opportunity to register at your correct voting station on 8 and 9 February from 8am to 5pm. If you have moved home, even a short distance, since you registered, your voting district and voting station may have changed. Go to the Electoral Commission South Africa’s website and do the fol lowing: • Check your voter registration de tails and make a note of your voting

because of dodgy planning, enormous unemployment, unsustainable government handouts, corruption (the population wouldn’t mind corruption quite so much if things got done, but they don’t) and a shaky political future. When the Nats were in power they established an equalisation fund to cushion violent swings in oil prices. What happened to all that money? I find it odd that in recent histo-

ry when there was a petrol price increase, the taxi industry would howl its head off threatening to down tools, but we never hear from it now. Could it be that the motorist and commerce are subsidising their petrol costs? Just like the eTag fiddle? Anyone care to forward an explanation. Ian Birtt Pennington

station and voting district number. • Gotothevotingstationfinderand search for your current home address. On the map, locate the voting district number (blue digits withinthegreenborders of your district). Com pare the voting district number here to your registration details — if they’re not the same, you need to reregister in your new voting dis trict. • Apply for registra tion in your new voting district at your new voting station during the final reg istration weekend on 8 and 9 February, or at your municipal electoral office

during office hours. Phone first to ar range a time. You can’t register at the national or provincial offices, only the municipal electoral offices. • Wait a week and then check your voter registration details again and make sure your voting district and voting station have changed. The election date hasn’t been an nounced by the presi dent yet. You have un til 5pm on the day the president pro claims the election date to register and proclamation can happen any time after 9 February. — Supplied.

In Doonside is ‘n ouerige man met ‘n bord om die nek wat sê: “I’m not going to lie, I need a drink.”

MEC’s bluelight abuse, disregard of law Dear Fever, I RECEIVED news of Co-operative Governance MEC Nomusa Dube’s abuse of blue lights and the complete disregard for the law with grave concern. I will be calling on both the transport and community safety departments to investigate this matter fully and report back to the legislature on their findings. According to a recent media report, Dube and her entourage of VIP bodyguards were pulled over by 15 police officers on the N3, 9 January, after they were reportedly travelling at speeds varying from 160km/h to over 200km/h. The maximum speed on this road is 120km/h. Furthermore, they were travelling in Dube’s personal vehicle which was fitted with blue

lights. This is illegal. Only government-owned vehicles can mount blue lights. The police are reported to have let Dube’s contingent go after realising they were transporting the MEC to a meeting, but not before advising them to remove the blue lights. This is completely unacceptable and indicative of a worrying trend over the years where ANC politicians are routinely let off the hook for excessive speeding and abuse of blue-lights on the N3. The department must demonstrate that no one is above the law by investigating this matter fully andreportbacktothelegislature as soon as possible as to how they are going to deal with this and prevent such abuse in future.
