Message from the UAP National President

The United Architects of the Philippines (UAP) is slowly getting back on its feet amidst the challenges of the pandemic, and although these difficult times are still far from over, the UAP is set to persevere.

We have always been focused on our goal—to be the champion of the architectural profession in the country. The past couple of years have proven how UAP thrived in its mission despite the circumstances.

A few months after we welcome our new Fiscal Year, we welcome an additional feat in our growing laurels as an organization.

The UAP was once again hailed as an Outstanding Accredited Professional Organization by the Professional Regulation Commission (APO). This is our 11th APO Award given by the prestigious regulatory board, an achievement no other organization has attained. This shows that we are ahead of our game and the momentum continues to be ours.

This victory also increases our volition to strengthen our Corporate Trust in listening to our members’ VOICES.

We are here to serve as Vanguards of the Architecture Profession, ensuring that the momentum of pushing our legislative agenda stays on our side. On the other hand, we’ll continue promoting our Get

An Architect campaign to the masses by encouraging them to seek professional expertise in all vertical structure matters.

We aim to optimize our strengths and resources by creating the best projects possible out of the ideas and talents of our members.

We shall continuously advocate for I Inclusive leadership, uniting every member and encouraging engaging conversations with mutual respect. We hope to cultivate a culture of excellence by providing training and development for our members to prepare them as global architects, ready to take on the competitive world of international architecture.

We ought to empower the regions and the members wherever they are in the world, recognizing their needs, providing support, and addressing every concern that affects their profession.

Lastly, we strive to offer service beyond self and put the membership’s interest before any personal gain.

All these make up our goals of advancing the architecture profession and protecting the rights of our members.

Another one of our biggest achievements as an organization is our beloved UAP Post. More than just a printed reading material, the UAP Post presents all of UAP’s victories and accomplishments. It serves as an avenue for our members to showcase their talent and creativity in the tangible proof of UAP’s rich history.

It has been almost two years since we ceased printing our beloved UAP Post, due to the constraints that have caused us to push back the

printing of our publication as part of the cost-cutting measures to keep up with financial setbacks. However, as we start to return to our faceto-face gatherings, we also bring back UAP Post in its printed version. The UAP Post is a significant resource to view all our achievements from then till now. I look forward to seeing the plans we have all laid out become a reality in the coming issues from our shared humble ideas, to captured photographs of our successful events, to articles that account our projects to the creative inputs and outputs of our members. Each page shall bear all the hard work and perseverance we dedicated from Day 1.

I am confident that The UAP will continue reaping achievements and accomplishments this fiscal year, just like we have always been in the past.

With you, our dear members, as key team players, we know we are on the right path. The momentum is on our side, because we already had a great start.

Message from the UAP National Executive Vice President

We all culminated the last fiscal year of 2021-2022 on a high note with the well-attended and successful staging of our 47th National Convention in April 2022. Truly the proverbial end of this pandemic tunnel is nigh. Let us continually be thankful to our Lord God, the Great Architect in heaven for sustaining us all throughout these past two and a half years. Now, as we continue with a renewed mandate for a next twelve-month journey in service to our fellow architects, may we all continue to ask for His divine guidance so that we could be able to march on toward our aspirations for an even better fiscal year 20222023.

As we have proclaimed during The UAP Inaugurals, we, the UAP Management Committee, shall be guided by six (6) letters which form the word VOICES. This is in line with our solid commitment to be here for the UAP members—to listen to their voices and be ever ready to serve.

Letter V is to be VANGUARDS of the architecture profession. As always, we will be at the forefront in the fight for architects as “Primus Inter Pares” or first among equals in the built-environment professions.

Letter O is to OPTIMIZE our organization’s strengths and resources. We shall be on a look out for hidden gems in our general membership. We shall continue to be judicious in the use of our assets—human, infrastructure and monetary. We know that as a TEAM, Together Everyone Achieves More.

Letter I is for INCLUSIVITY. We will strive to be inclusive in our leadership style. We will be there for the architects at the fringes, the micro and small practitioners. We salute all the “one man/one woman architectural firms” across the Philippines.

Letter C is to CULTIVATE a culture of excellence. We shall be a nononsense team of managers.

“Di pwede ang pwede na” so to speak. We will not allow UAP to rest on its laurels moreso now that we are going onwards to our 50th Anniversary, our golden jubilee.

Letter E is to EMPOWER the regions. As the UAP NEVP, I will and am pushing for all executive directorates to search for talent and commitments from across all regions of our archipelago. Regional representation and empowerment is a program and project priority of this administration.

Finally, Letter S is for SERVICE beyond self. We believe in servant leadership and in the volunteerism spirit of the UAP. We continually invite all of you to come and join us in giving your time and talent to our beloved profession.

To conclude, allow me to express Mancom and NBD Team’s gratitude to the general membership for the all-out support it has graciously given. May I repeat that we are very accessible to all and are just one text message or phone call away. Let us march onwards to a futureproof UAP as ONE. We believe that the formula of TEAMwork will indeed work. TOGETHER, we will surely carry UAP to an even better and brighter tomorrow.

A pleasant day to all of you!

As we “JUMPSTART” this fiscal year 2022-2023, our UAP Corporate Thrust “Future Proofing UAP” will guide and lead us to be able to “Look and Move Forward.” It is a dynamic action plan led by our UAP National President and the UAP organization as a whole to remain inclusive and as a timely response brought to us by the uncertainties of the 2020 COVID-19 pandemic. In support and as guided by the UAP Corporate Thrust, our Area A theme this FY 2022-2023 is: “FORWARD. ONWARD. RESOLVE.” Or for brevity stands “F.O.R. UAP AREA A”. The rationale of our Area A theme invokes progression, continuing forward direction, to go further towards the advancement of our Plans and Programs which we are all equally resolved and decided to attain and achieve FOR UAP AREA A.

We are still at an uncertain time and having a “Future Proofing UAP” and our “F.O.R. UAP AREA A” is a welcome sight. Truly astounding is that even faced with these uncertainties, we will prefer to look and move forward, to still perform for our profession, to create places and changing skylines that forms our cities, to explore, to be “Servant Leaders” and still conduct activities for UAP Area A Regional Districts, for the chapters and for the UAP organization.

We are all volunteers of the profession, and it is our passion for the Architectural profession that will motivate us All!

Our corporate theme in the UAP this year, “Futureproofing UAP” is very timely to bring forth the spirit of service to our membership once again. For the past couple of years, we have seen how our administration has given support to our colleagues, who are heavily affected by this pandemic. This is one of the many forms of assistance from the national leadership during this health crisis, wherein I was twice the Vice Chair for Area C in the Committee on General Welfare, under the UAP Commission on Internal Affairs, then headed by our incumbent Secretary General Vanessa Lagman.

As leaders of our respective chapters, we should be an example to our members by rendering service for their welfare, needs and well-being. Lead to the best of your ability and do not forget to empower your members in letting them participate in the activities that you have planned out. Enhance your ideals and values together with your colleagues in order to achieve your goals, united as one. As leaders, we always strive to be good listeners to effectively address the needs of each member. Let us make sure that each of our members take advantage of one’s strengths and weaknesses and utilize each skill towards global excellence in the practice of architecture.

Lastly, as servant leaders, it is our duty to put our members first, as they say, “service beyond self”. Let this thrust of our national administration guide us not just in this fiscal year but also in the years to come.

Congratulations to the UAP Post Editorial Team, led by Area D’s very own Arch. Ericson P. Europa, FUAP on our first issue for FY 2022-2023.

As we start this fiscal year, let us embody this year’s UAP’s Corporate Thrusts: Vanguards of the Architecture Profession, Optimize our strengths and resources, Inclusive leadership, Cultivate a culture of excellence, Empower the regions and the members, and Service beyond self.

For the information architects and the general public, the first quarter of this fiscal year has been well documented with the publication’s general theme: “The Jumpstart”, as it showcases news, events, and activities of our beloved organization through its members, chapters, districts, and area, focusing on the Inaugural and various Induction activities, among others.

I would like to take this opportunity to introduce the servant leaders of Area D. District D1 is under the guidance of Arch. Neill Puyog Pagcaliwagan. District D2 is under the guidance of Arch. Noelito B. DelRosario. District D3 under the guidance of Arch. Michael D. Litang. District D4 is under the guidance of Arch. Dixie Hannah Lou Sarmiento. These four (4) District Directors ensure that all architects under their jurisdiction are heard, understood, and through a democratic process given the best course of action. With this mindset, I am enthusiastic and confident that the architects of Area D are in good hands.

It is with great pride and pleasure to be able to represent the Mindanaoan Architects. The Area Council has been in constant discussion in planning the Joint Inductions, Area D Assembly in Dakak and other events that will not only create camaraderie but also will be significant in the upliftment of the architect and the architectural profession. Message from the Secretary General

Greetings to all members of the UAP!

Since your new leadership has sat in position, the learnings are aplenty. We have evaluated, reconsidered, and studied, our initial plans, programs, and projects, and have continued to evolve to meet the needs of the members based on these learnings.

For the Office of the Secretary General, one of the major goals is to increase knowledge with the UAP, its’ members, and their projects. With the present world trend that communication through social media, as well as other media forms, information and updates can now be delivered with just one press, your leadership is now maximizing this technology to immediately convey to the general members the projects that the UAP is working on.

Assisting the Office of the Secretary General is the interim Commission on Communications and Creatives, or CCC, which is under the supervision of the Secretary General. Thru the CCC, the UAP will be using different social media platforms (i.e. Facebook, Twitter) to promote our profession and professional organization.

The I-ZOOM MO KAY SECGEN, a project started by our past Secretary General Arch. Joey Manalad, is a very effective way of directly communicating with the members, participate directly with them, disseminate the latest updates and information from the UAP National, as well as listen to the concerns of every member, so as to give the necessary services due to them.

Another project is an idea of a UAP member, wherein the Office of the Secretary General will also enhance and maximize the use of our UAP app. We will add benefits pertinent to the members, discounts, and make it a communication app as well.

Lastly, self-development projects for the Secretariat is also equally important. Being our frontliners at the UAP Headquarters, and at the same time the ones assisting us with all our needs as officers and members, the Secretariat need self-improvement skills and seminars, as well.

All these goals under the Office of the Secretary General are very much possible. With the help of our dear members, they will be achieved! Just like our Office of the SG, may you continue to be the messenger of information to all the members.

Message from the National Treasurer

It is my distinct honor and privilege to greet the general membership of the United Architects of the Philippines. After a very distressing experience during first two years of the pandemic, we are glad to be seeing signs of improvement with the slackening of the global health crisis. However, we cannot afford to put our guards down as we are still not over the fence yet. But we are hopeful that we will soon see the light at the end of the tunnel. Despite this pandemic period, the Office of the National Treasurer will never waver in the discharge of its duties and responsibilities. It will continue to develop strategies to improve the supervision of the overall financial and fund management of the organization. As we embark on this new fiscal year, my office will pursue some key projects:

• Consolidate all UAP bank accounts for easier accounting.

• Review existing utility, service and other contracts to save funds.

• Support and improve the digitalization program of our organization to encourage members to get back to the fold and be active again.

• Implement cost cutting measures in operational expenses.

• Continue the one chapter one bank account project.

Guided by this fiscal year’s corporate thrusts: FUTURE-PROOFING THE UAP: LISTEN TO THE VOICES OF OUR MEMBERS, the Office of the National Treasurer is steadfast in its commitment to work and serve our beloved organization. Message from the National Auditor

My sincerest and warmest greetings to the general membership of United Architects of the Philippines!

It is indeed an honor to be your servant-leader taking in the responsibility of the Office of the National Auditor under the corporate thrusts: FUTURE-PROOFING THE UAP: LISTEN TO THE VOICES OF OUR MEMBERS.

To date, the Executive Committee have been attending the Inductions/Anniversaries of the various Chapters, Districts from Area A to C. This month, we will be having the opportunity to attend and visit the Area D Districts and Chapters. On these occasions, our National President, Arch. Richard M. Garcia have been disseminating the programs of his administration and we are really on the move to pursue these programs into fruition and reality.

For your Maiden Issue of the UAP Post, I would like to commend the articles and contents prepared and presented to the general membership spearheaded by Arch. Ericson Europa. It is worthwhile reading pertinent information that can enhance our knowledge and make us aware and updated of the activities and programs of our organization.

May this issue be the core of inspiration also to our members who would like to contribute to the body of knowledge that Architects need in their daily undertakings and endeavors.

Message from the Immediate Past National President

Greetings!

There is revenge in the air, revenge in travels, dine-outs, purchases, and even small and big gatherings. The United Architects of the Philippines has always been pro-active as evident with the holding of the 47th UAP National Convention, the 2022 UAP Inaugural, the Service Awards 2022, and now, the few remaining inductions being attended diligently by our beloved NP Richard and his team. There is more to the organization as evident with the programs and plans of the leadership as we are ready and geared towards futureproofing!

The pandemic has made us realize a lot of things and one of those is that giving value to each other is a top priority. The organization has always been a vehicle driven by servant leaders where we can network not just for fun, but more for the betterment of the community and the society. We always need to be together and focused on a common goal. We need to shred off personal intents and instead, help find ways in future-proofing the profession and the professionals.

The future was very ambiguous during the last three years where most have concentrated on each one’s personal life. We are very fortunate that we live to see through the pandemic, and it is a second chance to re-align our priorities other than the revenge items mentioned earlier. As we jumpstart, let us help the organization in its goal for a better normal, not just for our own personal lives, but a better normal for the future architects of the country and the whole society who benefits from our contribution of a sustainable environment.

We must be one for the organization, we must level up our vision and the standard of our practice. We need to support each other for Architecture has been a prime mover to the development of both infrastructure and a balanced society. Let us appreciate the past and be more united for the common good for the future!

Message from the Chancellor

As I sat at the triangle room for the first EXECOM Meeting, I can’t help but notice that I am the oldest among the group. Is that what it means to be a Chancellor? Somebody older? Somebody to share wisdom to younger officers? At first, I was in denial –am I that old already? Very typical of a woman. On second thought, I get to value the role you have entrusted me, as it is a sign that I am aging gracefully.

Years ago, having elected to the office is a feather on my cap, it is climbing up the ladder and improving myself… but now I see it as giving back, for all the blessings I received and for who I am today.

The secret to life is the willingness to grow into something beyond our present. We now have the knowledge and wisdom to know what to do next and what not to do at all. This is now the time of making sure that the path we are pursuing has a heart. When we mean “our calling,” we have enough of self to give away. It is not any longer what we have accomplished that defines who we are. We have grown beyond striving for success. This time, we only have to witness to the world that life is about following the call, not about counting our achievements.

Commitment is that quality of human nature that reminds us not to count the days or months or years, every struggle or effort or rejection, but simply to go on with passion and take the leap of faith particularly in the face of adversity, until whatever needs to be done is complete.

As your Chancellor, I enjoin each one of you to pursue your service to UAP with a big heart.

Messages from the Executive Directors

When disruption comes, opportunity arises. We call ourselves Servant Leaders in the midst of global challenges. It is a particularly thorny path for us where the focus is on the needs of our members. I personally believe that we would not be able to solve all the problems, but we can work bit by bit on improving what is within our area of control. In the given situation, we learned to have a “learning mindset,” we discussed the challenges faced, lessons learned, and what’s next?

In PDC we saw the need to drastically expedite the digital tools for the members to continue to improve and build the professional and personal toolboxes. So the framework for architectural excellence was created. The solutions in making it happen are not that easy to adapt by the organization. But there is no way for us not to embrace the change to meet the rapidly evolving demands to become more agile, connected, and resilient against future changes. But this is the best time for legacy. The ultimate goal is to rethink what is best for the members and to create a future vision to become future-proof.

One of the biggest transformations is the introduction of an electronic learning platform which is the UAP VCAMP (Virtual Coaching, Advising, Mentoring Program) by the UAP Professional Development Commission. This will address the cry of the members who belong to different time zones, members with busy schedules who cannot afford to join live webinars, those who want to upgrade their skills by taking certification training and courses provided by UAP PDC (with certified learning providers) at their own convenient phase and time. This is also in line with the Professional Regulation Commission (PRC) program, the Career Progression and Specialization Program (CPSP).

Being asked to be the Executive Director of the Commission on Professional Practice came as a complete surprise, as it was farthest from my mind, aware of the weight of the duties and responsibilities that the position entails, having been the Chair of the Private Practice Committee last year. While service to the UAP was the fuel that kept my motor going, giving me the energy to go through various advocacies, never in my wildest dream has it occurred to me that one day I will be taking on this role, which is quite a daunting one at that.

The Commission on Professional Practice is a powerhouse of dedicated leaders comprising the Chairpersons of the 7 Committees: Arch. Michael Ang (Ethics and Discipline), Arch. Eliezer Villaruz (Private Practice), Arch. Ardel Santos (Government Service), Arch. Michael Angelo Baruiz (Allied Professions and Fields), Arch. Clive Owen Guanzon (Construction Disputes), Arch. Aubrey Bannawe (Competitions) and Arch. Luisa Daya-Garcia, tagged as the “Queen of Green” (Green Architecture). These Committees are like hinges on which the essence of our practice as Architects revolves, as we are known and distinguished by the quality of our performance as service providers in the field of design and construction of the built environment.

Notable are the efforts of the Officers and members of the Committee on Ethics and Discipline, chaired by the past Chancellor of the College of Fellows, the Hon. Michael Ang, joined in by current Chancellor Ma. Nina Bailon-Arce, Ar. Norma Alarcon, Ar. James Jao, Past National President Arch. Beth Regala, Past Chancellor Arch. Pam Amador and Arch. Domingo Tablizo, Jr. Taking on from the legacy of the past Officers of the College of Fellows, they have diligently drafted the proposal for the creation of the National Ethics Council and have standardized the Complaints Form, which were presented to and approved by the National Board of Directors in its Meeting last August 25, 2022 held at the PICC Bonifacio Room.

We pay tribute to the former Chair of Construction Disputes, Arch. Rafael Briones, Jr., whose humble service to the UAP had set us an example of untiring dedication. We are one with his family in prayer as we thank him for his fruitful life marked truly by service beyond self.

I am thankful for the trust and support of the UAP Execom in giving timely advice on the multiple challenges I face as I fulfill this role, which is not an easy one, and for the guidance of the Divine Architect in all my pursuits.

Together we shall work towards uplifting the standards of professional practice of our 53-thousand strong membership, with the help of each one in achieving our goal of future-proofing the UAP. Mabuhay ang Arkitektong Pilipino!

As the nation crosses the threshold with the easing of COVID-19 restrictions, academic institutions are challenged to reconfigure to adapt to new modes of learning. The shift to blended learning as a consequence of technology-enabled set-ups is set to change the way knowledge is created and transferred. In the field of architecture, the transition is particularly challenging for architects in academe because of the traditional reliance on face-to-face interactions for studio classes. Design is iterative and would necessarily entail close communication that captures the creative processes.

Universities in all parts of the world are responding to the challenge in various ways. The architecture schools in the Philippines have had difficulties due to factors ranging from inadequacy of competencies with new technology to shortage in gadgets and building facilities. The pandemic period, on the other hand, also presented opportunities as new possibilities emerged. The online set-up has expanded the geographical scope of engagement through webinars and online conferences. Time has been optimized as members of the academic community interacted without having to deal with road traffic. Faculty, students and staff explored new forms of collaborations as work in the universities proceeded.

The UAP Commission on Education takes off from this reality where calibration of content and strategies is called for. Based on this, the commission has lined up projects and activities geared at generating new knowledge and sharing of information. COMED is working on an internationally peer-reviewed journal where architectural research outputs, as well as works of graduates and students may be published. This serves as a vehicle through which academics may respond to the university administration’s call for published research. It also bridges the gap between the academic and industry realms, with knowledge flowing out for practical application. Another project is a joint-research by universities and industry intended for patent-worthy outputs. This is another means through which research outcomes translate to very measurable and felt impacts. A compendium of references consisting of short videos and downloadable materials is also in the pipeline. Short courses on Architecture for non-architects are being organized to reach out to a greater audience. This is a service-oriented project that may be offered to people in other disciplines who need basic understanding of Architecture for practical reasons such as home and building maintenance. It can also serve low-income communities who need help with interpreting technical documents as they become part of public housing delivery processes. The annual holding of the Architects in Academe Assembly complemented by an Education Fair is also calendared for implementation. The COMED works hand in hand with the UAP Graduate Auxiliary (UAPGA) and the UAP Student Auxiliary (UAPSA). Both organizations whose members will become part of the professional community in the future are focusing on projects that will help them with their studies and the licensure exam.

A whole new world awaits the academic community and COMED hopes to proactively set the stage for faculty, graduates and alumni who will be welcoming the new era in education.

Commission on Education Commission on Internal Affairs

Greetings to my fellow architects of the United Architects of the Philippines!

The past two years have been a great challenge to all of us. The pandemic has changed the way we think and the way we do things. It has also transformed how we conduct things in the UAP.

Fortunately, we have learned to be resilient, be flexible and be able to adapt. Despite the uncertainties in the future, we continue to move forward and strive to overcome all adversities that come our way.

For this fiscal year, we, in the Commission of Internal Affairs (CIA), will continue to strengthen the structural efficiency of the internal organization of the UAP by continuously delivering service and new projects to the chapters and to the members. The various standing committees of the commission will strive to carry out their respective duties and functions as set forth in their mandates. The digitalization of our Membership records and processes are currently in effect, and the Committee on Information Technology, headed by Arch. Bonstara Soriano-Remo, is currently updating the UAP website. The Committees on Membership and Chapter Organization headed by Arch. Conrado Kison and Arch. Maribel Montilla-Collado, respectively, are jointly updating and considering amendments on the Policy Manual and Protocol, as well as policies on membership redistribution and chapter formation.

The Committee on Ways and Means, led by Arch. Edgar Calma, is currently studying the status of the organization and its capability to meet its obligations and finance its projects with respect to membership dues, fund-generating activities and assessment of the value of our headquarters. Exciting times are ahead under Arch. Benjie Francisco, Chairman of the Committee on General Welfare, who have not only sought various proposals for the insurance of members, and the continuation of the Membership Welfare Program, but also are currently cooking up fun activities for the camaraderie of members, such as the Weekend Night Lights, Open House, and Architects’ Business Summit in collaboration with the Committees on Membership, Information Technology, and Ways and Means.

As for the Committee on Library and Archives, Chairman Arch. Levy Canaleta and his team has finished reorganizing the Library in preparation for projects that include the transformation of the library into a repository of standards on construction materials, methodologies and specifications, Filipino Architecture resource materials, as well as building plans of projects designed by National Artists for Architecture, UAP Publications, Organizational Publications and History Book. The feasibility study of the possibility of a Co-working Space is also underway. Arch. Rex Chua Tak is spearheading the standardization of the UAP National Awards Trophy as well as the Policy Manual for Awards. And lastly, the bylaws amendment is being managed by UAP Past Presidents Armando Eugene De Guzman III and Rozanno Antonino Rosal as Co-chairs for the Committee on By-Laws.

With these very able and highly-competent chairs heading each committee, your Commission on Internal Affairs will rise up to the challenge in the service of the UAP members.

Commission on Governmental and External Affairs

The impact of the two-year pandemic did not hinder the UAP Commission on Government and External Affairs to carry out its functions and implement various programs and projects with its eight standing committees (Legislations & Codes, International Affairs, National & Civic Affairs, Accessibility, World Architecture Day, Nationwide Architecture Week, Balangkasan and the Environment & Ecology).

It is with esteemed honor on my part to be given a chance and opportunity as a second termer Executive Director of this commission. UAP CGEA envisioned to play a crucial role in catalyzing transformative social and economic changes, developing ideas and strategies that are needed to address the challenges surmounting the organization and the profession, motivating civic engagement at the local level through strong engagement and partnerships with LGUs, NGAs, and NGOs, as well as closely collaborating with UAP’s other standing and special committees. Out of the eight commissions, only six were activated due to their overlapping and similar functions with another standing committee.

CGEA reformulated a comprehensive database for information and data gathering that will support and ensure the continuous efforts and advocacy on the full implementation of RA 9266, with new monitoring strategies to oversee the impact of other laws affecting the architectural profession including necessary formulation and amendments of legislation.

Our partnership and collaboration with Local Leaders (LGUS) and National Government Agencies are now being formalized thru a Memorandum of Agreement. UAP, through CGEA, is renewing its partnership with the PCL, VMLP, BFP, and DepEd and is now expanding its allies with a new partnership with the LVGP and DILG. We are hoping that more partnerships and engagements will be forged soon that will help in our quest for the Architecture Act implementation. This undertaking, as well as the CSO accreditation, is being spearheaded and monitored by the Committee on National and Civic Affairs led by Chairperson Arch. Mary Kristine Segovia.

Doing this job for a number of years has been an overwhelming responsibility. It has been a great honor working for the UAP creating life to happen through our conferences, assemblies, and exhibits. Fortunately, I have had great mentors, inspiring people who opened my mind and heart, and my whole being to the task. I learned as I went along doing this job, giving so much attention to detail and so much time and effort. Blood, sweat, and tears went into each of them. To me, the reward for this job is having done it. Not too many are given this chance to serve, therefore, I am much honored and I express my gratitude for this opportunity to serve.

Given the situation the world is currently facing, we need to embrace the new reality, we should move forward, we should move upward.

I am thanking everyone, the UAP Members, who are always supporting our UAP EVENTS. Commission on Conventions, Assemblies and Exhibits Commission on Communications and Creatives

The Commission on Communications and Creatives (CCC), formerly the UAP Comms, is looking forward to exciting days ahead. Tasked by the UAP National President Richard Garcia, fuap to spread the message of the organization not just to its members, but to a wider public audience, the CCC is planning and implementing some programs that will future-proof and promote the practice of our members and advance the profession in the public sphere. The road has been paved in advance thanks to the work of the UAP Comms led by Ar. Anna Gonzales these past two years with avenues of communications such as the UAP Keeping You Posted Facebook page, and the Studio 53 at the UAP Headquarters. With the help of Committee Chair on Corporate Communications Jose Bersamina, Committee Chair on Creatives Cesar Domingo, and Committee on Multi-media Chair Thea Domingo and their teams, the Commission’s job is much easier. The volunteers which make up the committees include Johnus Mirazol, Migs Domingo, Micahela Constantino, Troy Alcala, Dane Villaruel, Jean Claude San Miguel, and Louie Vito.

The CCC acknowledges that the UAP, through its chapters, districts, areas, commissions, and the National Board of Directors, is a very prolific content creator. Many of our very informative General Membership Meetings (GMMs), Conferences and Conventions, fun tours, and product presentations are attended and enjoyed by the members but remain within the confines of our organization. A lot of our concerns as architects and discussions about the profession’s value in society seldom reach the public which we serve through the design of the built environment.

In this regard, the Commission will soon be requesting Chapters, Districts, and Areas to submit video snippets of our activities for posting in the UAP’s social media platforms such as the UAP Website, Facebook, YouTube, Instagram, Twitter, and even TikTok. To further encourage the public to know more about and engage with the architecture profession, members will be asked to submit photos and videos of their best projects. Outstanding submissions will be posted in UAP’s channels mentioned above to promote our members’ works as well as the profession. The goal is to make our social media platforms the go-to sites for the public to know more about what the best that Filipino architecture can offer!

More plans and activities are on the way to support this effort and will be officially announced soon! In the meantime, gather your best events and projects on video, and get ready to share our architecture and advance our professional interests to the Filipino public!

Congratulations to the men and women behind this year’s The UAP Post for the release of the maiden issue of the publication for this fiscal year 2022-2023.

After experiencing the brunt of the pandemic, the United Architects of the Philippines was able to overcome the several challenges it has gone through during the last two years. Despite the hardships, the organization has come out more resolute and unwavering in its commitment to serve the Filipino architects and upgrade the architectural practice in the country.

This new fiscal year is a time to JUMPSTART ahead and seize the new opportunity for The UAP Post to spread information about the programs and efforts of the organization to bounce back from the temporary setback it experienced during the height of the pandemic.

I am glad that the current editorial council of the publication has never ceased to explore possibilities to improve The UAP Post and how it could serve the general membership better.

Message from the Editor-in-Chief

After a short stint as Area D Editor of Arquitektura last fiscal year, it is with great honor and privilege to be in The UAP Post editorial council once again. I am truly grateful to Executive Director Joan De Leon Tabinas of the Professional Development Commission for the trust and confidence in giving me this opportunity to lead the official news publication of the United Architects of the Philippines this fiscal year.

When ED Joan called me last May 2022 and offered me to become the Editorin-Chief of The UAP Post for 2022-2023, it did not take much convincing on her part to get me to accept the invitation. And how could say no, when I have developed an immense attachment with the publication through the years, having been part of its editorial board for more than a decade.

My fist engagement with the UAP was in 2008 when I contributed an article to the publication. That led me to be appointed as Corresponding Editor/Area Editor for Area D and served under such illustrious editors-in-chief in the past, namely: Boyet Tejuco, Karl Cabilao, Leiron De Guzman, Edlee Tusi, and Nap Ibañez.

Now the time has come for me to take the helm in heading UAP’s official news publication. This is definitely not a walk in the park. But I am ready to accept the

job with open arms. Some changes in The UAP Post will take effect this fiscal year. From the previous magazine format, the publication will take a newspaper layout this time. This will be a great challenge especially for our creatives and layout consultants. The task at hand may be daunting but I have full trust in my editorial council and with the support of the Committee of Publications, I am confident that everything will be smooth sailing. Teamwork is the key. As Henry Ford said, “If everyone is moving forward together, then success takes care of itself.”

The Jumpstart

“Jumpstart” noun: making something work successfully after a period of failure.

The past thirty months have proven to be an enormous challenge, not only to ourselves but to the whole society as well. The effects of the COVID-19 pandemic was devastating. Economic activities stopped, livelihoods gone, opportunities wasted and loved ones lost. The health crisis has indeed affected everything in this world.

To us architects, the pandemic has impacted both our personal and professional lives. In the UAP, not only everything was almost at a standstill, but heart-breaking events also overcame us. While face-to-face events were cancelled and regular routinary activities were disrupted, some colleagues were not as fortunate and succumbed to the disease. Moreover, the pandemic has totally changed everything in the UAP – our way of thinking, attitudes, behaviours and the manner we conduct things.

Now, as signs show a decline of the COVID-19 outbreak, we slowly strive to return to a semblance of normalcy. We are excited and hopeful to be able to once again conduct our usual activities and events in the UAP, but with caution and safety considerations this time.

After reeling from the effects of the pandemic, we ended the Fiscal Year 2021-2022 on a high note with the staging of the face-to-face 47th National Convention. This was followed by the equally-successful UAP Service Awards 2022 and UAP Inaugural 2022.

Driven by the impetus from the success of these two events, the UAP, with much zeal and dynamism, is now geared for a jumpstart and move on from the setbacks experienced in the past two years while being prepared to face all adversities that may come our way in the future.

UAP Inaugural 2022 Marks New Fiscal Year

We welcome the new fiscal year starting with The UAP Inaugural 2022 last June 25 at the Rizal Park Hotel in Manila. The first of the many celebrations of the organization, the event highlighted the new leaders and shapers of the profession through the formal ceremonies observed every end of June. It is curated to align all activities of the different chapters, regional districts and committees to the goals the UAP National Board would want to focus on.

The ceremony marked the induction of Arch. Richard M. Garcia, FUAP, AA, PALA, PIEP as the 29th National President of the United Architects of the Philippines by Hon. Yolanda David-Reyes, past Commissioner of the Professional Regulation Commission (PRC). Also inducted were the members of the Executive Committee, Regional District Directors, officers of the College of Fellows, Executive Directors, Standing Committees Chairpersons under the Executive Directors, Special Committee Chairpersons under the Office of the National President, and Chapter Presidents.

The programs leading to the inauguration were a series of seminars designed to support the incoming presidents in successfully managing their respective chapters and members. This included “Moneywise Leadership,” “Phase 2 of the UAP Digitalization,” and “Servant Leadership at the Chapter Level.”

The NBD also amped up platforms from communication, acquiring CPD points and facilitating renewal of dues through online access in response to concerns the members raised through their chapters. It was evident that the board acknowledged and took note of all issues as they continue to come up with efficient processes in order for the organization to serve its members better.

The UAP Inaugural 2022 also gave recognition to the many outstanding programs the past board, under the leadership of UAP National President Armando Eugene C. De Guzman III, has done. It also emphasized on

the significant contributions the committees, regional districts and chapters made in their respective localities, especially on the valuable role our profession plays in uplifting communities. The night was filled with grateful and proud hearts as acknowledgements were given to everyone who deserved every bit of recognition. Toasts were done and joyous cheers were shared as the incoming vanguards of the profession took by heart their oath of office under the leadership of the new UAP National President.

Induction of the Commission on Professional Practice

With this year’s Induction Ceremonies of the Commission on Professional Practice (CPP) theme, “Empowering Vanguards of the Profession: Leadership with Integrity, Excellence and Service Beyond Self,” CPP leaders are geared towards the UAP #GamePlan2022, #FutureproofingUAPVOICES: Vanguards of the profession, Optimize our strengths and resources, Inclusive leadership, Cultivate a culture of excellence, Empower the regions and the members, and Service beyond self.

The event was held on September 10, 2022, at the 6th Floor of the UAP Headquarters. It was attended in-person and virtually by the Commission Officers, members and guests.

The Opening Remarks were delivered by the UAP College of Fellows Chancellor Nina Bailon Arce, in behalf of Ethics Committee Chairperson Michael Ang. The message of support from the Executive National Vice President Jason Ang was equally as inspirational as that delivered by our National President Richard Garcia. The Commission officers were presented by the National Auditor Annie Pugeda while the Charging of Officers was led by Secretary General Vanessa Lagman Ledesma. This was followed by the Induction of Officers officiated by National President Garcia. Also gracing the occasion were Area A Vice President Donato Magcale, Area B Vice President Delfin Mirabete, National Treasurer Richie Corcuera and Immediate Past National President Armando Eugene De Guzman.

The UAP Commission on Professional Practice is composed of seven (7) standing committees with specific functions and duties taking responsibility for study, research and formulation of policies and programs relevant to the subject within the jurisdiction of the Commission. This is to ensure the effective and efficient implementation of the plans and programs prepared by the standing committees.

The plans and programs of the committees were each presented by the Committee Chairpersons, as follows: Arch. Eliezar Villaruz - Committee on Private Practice, Arch. Ardel Santos - Committee on Government Service, Arch. Michael Angelo Baruiz - Committee on Allied Professionals and Fields, Arch. Michael Ang - Committee on Ethics & Discipline, Arch. Aubrey Bannawe - Committee on Competitions, Arch. Ma. Luisa Daya-Garcia - Committtee on Green Architecture Movement, and Arch. Clive Aaron Guanzon, thru Arch. Roxanne Cadiz, - Committee on Construction Disputes

Following the presentation of the committee plans and programs was the Commission Accomplishment Report delivered by its Executive Director Marie Stephanie Gilles. Highlighted was the creation of the National Ethics Council and standardized Complaints Form as approved in the last National Board of Directors Meeting held last August 25, 2022, for inclusion into the proposed UAP By-Laws amendment next year.

Truly inspiring was the simple tribute to Arch. Rafael “Jun” Briones, Jr., remembering his valuable contributions to the Committee on Construction Disputes, of which he was Chairperson for two years. CPP Secretariat Head Arch. Edmon Mendoza and Arch. Bernadine Mendoza-Ilagan shared their testimonials reflecting Briones’ notable contributions to the Architecture community.

Our Industry Partner, Davies Paints Philippines Inc. represented by Mr. Greg Lawrence Figueroa, was awarded a Certificate of Appreciation for their support in this event. This was followed by the Closing Remarks by Arch. Lalaine dela Cruz.

Finally, the evening concluded with a ceremonial toast by Executive Director Gilles as an expression of honor and goodwill. She thanked the CPP Secretariat for their hard work and urged on the Officers and Members of the Commission to be steadfast in their pursuit of excellence, raising the standards of professional practice, being vanguards of the Architecture industry, towards future-proofing the UAP.

The Man Behind NP29: 10 Interesting Tidbits

This guy with a cordial demeanour and almost limitless energy has been all over the country recently, attending inductions and touching base with different chapters under this dynamic professional organization. On the occasions when he got sick, his face still beams on screens installed in function halls delivering speeches and congratulating new chapter leaders and members via live streams. Yes, he has become more than just a “poster boy” of the United Architects of the Philippines (UAP). He is now the top man heading the organization with other co-servant leaders. He is Richard M. Garcia, the incumbent UAP National President.

Way before his election as the 29th National President of the UAP last year, NP Richard has already been a familiar presence in the organization. Majority of the membership know him as an active officer of the UAP for so many years but there is more to this architect-servant-leader.

Here are 10 interesting facts about UAP’s NP 29:

1) He holds three professional licenses. Apart from being an architect, he is also a registered landscape architect and environmental planner. Truly, he is a dedicated professional of both built and natural environments.

2) He was awarded Most Outstanding Alumni of the University of Santo Tomas in 2018

3) He was elevated to the UAP College of Fellows at the age of 37 back in 2009, becoming one of the very few members to become Fellow at an “early” age. He would eventually become its youngest Chancellor to date, less than 10 years later.

4) NP Richard is a certified “superstar” not just in his practice but also on TV, where he was part of the reality show, “Extreme Makeover Philippines” back in 2011.

5) He is always at his best in the practice as exemplified by his firm, Visionary Architecture, Inc. or Visionarch, which belongs to the world’s top 100 architectural firms. Richard is the Vice President of the office.

6) Richard can be considered as an “archi-preneur” currently also managing numerous medium-scale enterprises apart from his busy architectural practice.

UAP Chapters Join Brigada Eskwela 2022

Members of the United Architects of the Philippines (UAP) joined thousands of volunteers nationwide in preparing the public schools in time for the start of the new school year 2022-2023 during this year’s conduct of the Brigada Eskwela 2022. During the month of August, architects belonging to various chapters of the UAP trooped to different public schools across the country to sign up for the yearly cleanup event or donate construction materials and school supplies.

Members of UAP Butuan went to Taligaman National High School in Butuan City on August 3 to help in cleaning the school’s grounds and premises. A week later, the chapter donated cleaning materials to Guinabsan National High School in Buenavista, Agusan del Norte. On August 8, UAP North Davao donated paints to Dujali National High School in Braulio E. Dujali, Davao del Norte. Likewise, UAP Datu BagoDabaw turned over paints, painting paraphernalia, construction and cleaning materials, and face masks to Gumalang Elementary School and Bernardo D. Carpio National High School, both in Davao City, on August 23.

UAP Iriga Rinconada organized a “Tsinelas” Project in Cawayan Elementary School in Sta. Maria, Iriga City on August 9. Aside from the distribution of slippers to pupils from financially-challenged families, the chapter also gave school supplies, like crayons, notebooks and pencils.

Moreover, the chapter donated cash and masks to six more beneficiary schools in Iriga City: San Francisco Elementary School, San Rafael Elementary School, Iriga North Central School, Santiago Elementary School, and San Nicolas Elementary School on August 15. The last school donation was in collaboration with UAP Paranaque Palanyag, which also donated various school and disinfecting supplies needed by the learners and teachers of Silverio Elementary School in Paranaque City on August 10.

Two chapters in the Visayas did mural paintings as their share to beautify our public schools. UAP Mt. Kanlaon and UAP Aklan conducted their activities at Efigenio-Enrica Lizares Memorial School in Paseo Mabini, Talisay City on August 20 and Naboay Elementary School in Malay, Aklan on August 19, respectively. Both chapters partnered with the UAPSA and UAPGA organizations in their localities.

In Central Luzon, San Manuel High School and Tibag High School in Tarlac City received donations of construction materials and painting provisions, respectively, from UAP Tarlac on August 10. The chapter also signed a Memorandum of Agreement with Doña Arsenia Elementary School for a 3-year collaborative partnership in providing assistance in the planning and design for the improvement of the school’s built environment. UAP Tarlac, likewise, pledged construction materials for the renovation of existing comfort room facilities.

On that same day, UAP Cabalen-Pampanga donated health and back-to-school essentials to San Vicente Elementary School in Apalit, Pampanga under its Lingap Lugud Cabalen Project. Cans of paint were also delivered to the school. Still in Pampanga, UAP Clark turned over face masks, alcohol, school supplies and painting materials to Mauaque Resettlement High School in Mabalacat City on August 13. The chapter

had another donation drive thirteen days later. It donated the same kind of items to San Roque National High School in Bamban, Tarlac.

Three more schools in Pampanga were recipients of donations from UAP Pampanga Gulis Capampangan on August 21. San Fernando Elementary School in San Fernando City got forty bags of cement while Sta. Ines Elementary School in Guagua and Rizal Con. Elementary School in Lubao received school supplies and cans of paint from the chapter.

Also on August 21, UAP Balanga Bataan gave financial support, health essential items, and school supplies to Bangkal Resettlement Elementary School in Bangkal, Abucay, Bataan; Sapa Elementary School in Calaguiman, Samal, Bataan, and Bonifacio Camacho National High School in Calaylayan, Abucay, Bataan.

Two days later, on August 23, UAP Angeles, in collaboration with UAP Abu Dhabi, donated construction materials to Dr. Clemente S. Dayrit, Sr. Elementary School in Brgy. Lourdes Sur East, Angeles City. The chapter also donated construction materials such as corrugated roofing sheets, fiber cement boards, cement, and paints.

This year’s Brigada Eskwela, which carried the theme, “Brigada Eskwela: Tugon sa Hamon ng Ligtas na Balik-Aral,” was a huge success. After a two-year disruption due to the pandemic, parents, students, teachers, community residents, and other stakeholders, including architects, once again joined hands to make the resumption of face-to-face classes in the public schools safe and conducive for learning.

Gerard Lico Named ‘Outstanding Architect of the Year’ by PRC

Manila, Philippines—Arch. Gerard Rey A. Lico, PhD of the UAP Diliman Chapter was named 2022 Outstanding Professional of the Year by the Professional Regulatory Commission in the field of Architecture. The awards ceremony was held at the historic Manila Hotel last July 29.

The Outstanding Professional of the Year award is the highest award bestowed by the Professional Regulation Commission (PRC) in recognition of professionals with exemplary achievements in their respective fields. The criteria for this award are the following: demonstrated competence of the highest degree, participated meaningfully in professional activities through the professional organization, contributed significantly to the advancement of the profession, and served in professional social responsibility in sociorelated activities.

Lico is an architect, architectural critic, and art historian. He is a Professor and Director of the Research Office at the College of Architecture, University of the Philippines Diliman. He completed his BS Architecture, MA in Art History, and PhD in Philippine Studies at the University of the Philippines Diliman. He practices architecture as a heritage conservation professional and designer of institutional buildings, and heads a multi-disciplinary, research-oriented design consultancy practice—Arc Lico International Services Corporation.

A Passion for Heritage & Education

A leading figure in the field of architectural heritage conservation and the foremost scholar on the history of architecture and the built environment of the country, Lico is tireless in consolidating conservation efforts on a national and local level—raising public awareness on architectural heritage and practicing a pioneering participatory heritage conservation approach which recognizes inputs and initiatives from communities.

Along with these contributions, he has written numerous books and essays; organized exhibitions and conferences; edits a journal on architecture and the built environment; and teaches architecture while heading the Research Program at the College of Architecture at the University of the Philippines in Diliman. His works have provided an avenue for students to deepen their knowledge on Philippine architecture, and for fellow architects to hone their skills and understanding of the Filipino built and designed spaces in pursuit of professional advancement.

Participatory Heritage & Public Service

His work as an architect and heritage conservation specialist incorporates conservation approaches with educational activities and local stakeholder consultations which allow the community to develop a sense of ownership of their heritage, creating responsive heritage sites and ensuring its continued appreciation and protection for the future. Moreover, his public and government architectural works speak of his cognizance of the social responsibility of architects in nation building.

Arch. Lico actively served the university community as Director of the Office of the Campus Architect (2008--2014) at UP Diliman, where he was at the helm of maintaining the integrity of the heritage of the campus and planning its dynamic expansion into the future.

His work for the restoration of the Manila Metropolitan Theater and the Rizal Memorial Coliseum were models for reinvigorating local appreciation of the capital’s prized art deco heritage, which was achieved through active and static means of community engagement, pioneering in the participatory heritage process in the country.

As Consulting Architect for the City of Valenzuela, he is conserving the city’s key heritage sites and urbanscapes through an approach that is informed by the insights of the residents and created a renewed appreciation for the city’s built heritage—among these sites are the Arkong Bato and its adjoining linear park, the Pedestrianization of Fatima Avenue, and the Museo ni Dr. Pio Valenzuela. A number of projects are also in the pipeline to introduce spaces that promote wellness, pride of place, and greater participation in civic life.

Trans-disciplinary Practice

His design work goes beyond conservation. His contemporary works respect the distinctive atmosphere and context of their localities, as seen in his design for the SEARCA Executive Residence in Los Baños, Laguna, and the new DSWD Central Office Building in Quezon City.

Arch. Lico uses a discursive, transdisciplinary analytical framework towards architecture. The essays he has written for both popular and academic press; his lectures and papers delivered around the country on Philippine architecture, and his landmark curatorial projects in museological and electronic forms bear traces of the interdisciplinary perspective that he

diligently harnesses to explain more fully the life of built forms in society and the lives of people who inhabit these spaces and places.

Research & Publications

For Lico, architecture is not just structure or technology, it is space, political locus, and affective context as exemplified in his widely acclaimed books Edifice Complex: Power, Myth, and Marcos State Architecture (2003), Arkitekturang Filipino: A History of Architecture and Urbanism in the Philippines (2008), and his most recent work, the two-volume Arkitekturang Pilipino: A History of Architecture and the Built Environment in the Philippines (2021). The latter two books have since become the foremost tomes in the study of Philippine architectural history for both students and enthusiasts alike. He made great strides in harnessing new media in architectural education, pioneering the use of interactive digital formats, and later creating and producing architectural documentaries.

Accomplishments

Arch. Lico’s multi-faceted accomplishments in research, writing, curatorial, multi-media production and architectural works are recognized locally and internationally. A majority of these works also serve as excellent instructional, reference and pedagogic material for the various fields and architectural disciplines. For these he was awarded by the University of the Philippines as the Best Researcher Hall of Fame in Arts and Humanities; the UP Gawad Chancellor para sa Natatanging Guro. Some of his publications are finalists in the National Book Awards in 2004, 2013, and 2019-2020. In 2010, he was a recipient of the Presidential Merit of Recognition from the United Architects of the Philippines. In 2004, he was recognized as one of “The Outstanding Young Men” (TOYM) of the Philippines for his work in the field of art and culture. In 2018, he was awarded by the City of Manila with the Gawad Patnubay ng Sining at Kalinangan para sa Arkitektura for his contributions to heritage conservation, and architectural design and education.

Service to the UAP

At the UAP, Lico was formerly the Director of Continuing Professional Development from 2017-2019, the Executive Director of the Center for Filipino Architecture from 2010-2013 and was the Executive Director for the Professional Development Commission in 2009.

Behind the Scenes of UAP’s 11th APO of the Year Award

“We

owe it to the members, that’s what SG Joey said,” recalled United Architects of the Philippines’ Immediate Past National President (IPNP) Armando Eugene De Guzman III, fuap. IPNP Don, as he is fondly called, was sharing the story of how the UAP won its 11th Accredited Professional Organization (APO) of the Year Award at the Fiesta Pavilion of the Manila Hotel last July. He confessed he was not planning on submitting UAP’s bid book to vie for the 2022 APO of the Year award, an annual recognition from the Professional Regulation Commission (PRC), as awards and recognition were not very much on his list of priorities, being in the middle of the pandemic. That is when UAP Immediate Past Secretary General (IPSG) Joey Manalad told him, “We owe it to the members.” And that changed then National President Don’s mind.

Indeed, the 2022 APO of the Year Award is a recognition of excellence of the organization’s collective efforts: from individual members, chapters, districts, areas, up to the National Board of Directors and Executive Directors, all under the leadership of the National President. All of the UAP’s activities from Chapter General Membership Meetings (GMMs) and Corporate Social Responsibility (CSR) Projects, District activities, Area Assemblies, up to the National Conferences and National Conventions are included in the UAP’s Bid Book which is submitted to the PRC annually to show the jury what the organization has accomplished during the past yeArch. Also included are the UAP’s involvement in the promotion and protection of the architectural profession, its friendly collaboration with government institutions and non-government organizations (NGOs), as well as the services provided to its members. With

in Diversity, and Member First for Fiscal Year 2021-2022, IPNP de Guzman is confident that the organization achieved its goals for the year and the award is just the icing on the cake. He also shares the honor with the late Past National President Renato Heray. Asked if he had any hint what convinced the PRC jury to give the award to the UAP, Arch. Don said it was all a collaborative effort of the entire UAP but one particular program may have stood above the others in the eyes of the jury: the Members’ Welfare Fund (MWF) wherein the UAP extended financial help to its members who were infected with the COVID-19 virus. The program definitely put the concerns of UAP’s members first, a prime illustration of the 42,000 member strong organization being united despite its diversity, and an exemplary model of servant leadership.

IPSG Joey also proudly recalled the moment when he and IPNP Don were being interviewed by the jury – composed of Associate Justices of the Court of Appeals. He was asked if the UAP had an oath or a credo by which each member conducted themselves in the practice of the profession. He, of course, said “Yes!” One of the jurors then unexpectedly asked him if he could recite it. Without any hesitation, Arch. Manalad began, “I shall work with this general objective: that I am accountable to God, to Mother Earth, to my Country, to my fellowmen, and to myself.” Having attended hundreds of UAP events in the past which open with the Architects Credo, he knows it by heart and was ready to recite it with pride! The Justices were surely impressed and exclaimed, “’Yan! Dapat kabisado ng lahat ng arkitekto ‘yan!” The juror event went to suggest that the words of the Credo have a prominent place in the UAP’s Headquarters.

Today, visitors of the UAP Headquarters, home of the Accredited and Integrated Professional Organization of Architects (IAPOA), are greeted by the Architect’s Credo, as promised, made of metal and hanging by the elevator doors at the lobby of the building. These are the words we utter each time we meet as architects, the same words heard by the Justices as IPNP Don and IPSG Joey represented each and every member of the UAP on the road to being recognized as the 2022 Professional Organization of the Year!

Tarlac Chapter Extends Assistance to AMOR Village

UAPTarlac Chapter responded to the request of DSWD AMOR Village, through its Center Head, Rowena Lamorena-Apolto, seeking assistance of the chapter in the improvement of its physical environment. AMOR Village stands for Accelerating Minors Opportunity for Recovery Village.

Located in Barangay San Francisco East in Anao, Tarlac, it is a 24-hour residential care, rehabilitation, recovery, and development facility for the abandoned, neglected, mistreated, abused, and mentally – challenged children.

The main facilities of AMOR Village consist of library, playroom, special education classroom, psychology and therapy room, boys’ dormitories and girls’ dormitories. To date, there are 116 residents and will soon increase as new admissions are expected before 2022 ends.

It is the dream of its rehabilitation team, consisting of social workers, psychometricians, SPED teachers, nurses, and houseparents, to have a colorfully-designed outdoor sensory pathways and playground for the residents. UAP Tarlac committed to make the plans and designs, as well as the bill of materials.

To start with, the architects conducted an ocular visit last August 10, 2022 as an initial response to the request of AMOR Village. A team of UAP Tarlac members, composed of Rafael Manlangit Jr., Sherwin Si, Jenny Estrada, Jeremiah Marco Bildan, Julia Nichole Balanquit, Laredo Paras, Dan Dexter Bandoy, Rex Sicat, Kristine Pabalan, inspected the site and did actual measurements of both indoor classrooms and the outdoor park.

In support also to the livelihood project of the village residents, the chapter purchased handmade rags and potholders worth PhP3700 and was sold to the chapter members and friends during its August General Membership Meeting.

UAP Marker Unveiled in Palayan City

With the theme “Pagsulyap: Simbolo ng Nagkakaisang Arkitektong Pilipino,” UAP Nueva Ecija Palayan Central Chapter, headed by Chapter President Arnold Samson, held its induction of officers and Second General Membership Meeting last August 15, 2022 at Lakewood Clubhouse, Cabanatuan City. The day was extra special as it coincided with the unveiling the first UAP marker in Nueva Ecija.

The marker stands beside the stage designed by UAP Palayan Central within the Palayan City Park. Its design and construction was spearheaded by the chapter’s charter president, Voltaire P. Agbayani. Serving as a reference of direction to where the chapter will be heading in the coming years like a cornerstone that leads the next foundation, the UAP marker embodies the commitment forged between UAP Nueva Ecija Palayan Central and the LGU of Palayan City to work hand in hand in creating a more livable city and healthy environment through uplifting the architecture profession and recognizing its role as a vital part of societal growth.

To highlight the marker unveiling, a series of activities preceded the ceremony. It commenced with a gift-giving program at the DSWDRegional Home for Girls in Palayan City. This was graced by the presence of the UAP National President Richard Garcia, UAP Immediate Past National President Armando Eugene De Guzman III, UAP Vice President for Area A Donato B. Magcale, UAP Immediate Past District A2a Director Eric Estrada, and UAP Past District A2a Director and Chapter Adviser Arsenio Dawang III.

This was followed by a visitation to the UAP N.E. Palayan Central Chapter’s Office. Inaugurated during the chapter’s chartering day, the office has been continuously operating for the service of Novo Ecijano architects and other UAP members. After the office visitation, a tree planting activity was held at the Palayan City Park in memory of our late UAP Past National President Renato Heray.

For UAP Nueva Ecija Palayan Central Chapter, the UAP marker may just be a piece of stone, steel, and other materials put together, but it is a symbol of the chapter finding a home where the architecture profession is deeply recognized and valued. The chapter will continue its initiative to lobby for the rightful role of the architecture profession not only for the Novo Ecijano architects, but for all Filipino architects.

T he United Architects of the Philippines – Cabalen-Pampanga Chapter partnered with Davies Paints Philippines in taking on a noble CSR undertaking, the “Greenhouse Project for Feeding Program 2022.” This involved the construction of a greenhouse structure at San Fernando Elementary School (SFES) in the City of San Fernando, Pampanga with the aim of helping the school provide fresh vegetables for its pupils through its feeding program.

This was in response to the request of the school officials for assistance in order for them to take part in the “Quarantine Gulayan Mo, Show Mo,” an initiative launched by the CSFP City Agriculture and Veterinary Office (CAVO) in coordination with the Youth Formation Division.

As part of its LINGAP LUGUD CABALEN Program, the chapter did not disappoint the school and completed the construction of the greenhouse inside the school premises. Measuring approximately 20 square meters, it consisted of G.I. pipes posts, tubular bars for the roof frame and covered with a shading net.

For the valuable contribution of UAP Cabalen-Pampanga to school programs, projects, and activities of San Fernando Elementary School, the chapter was awarded with a Plaque of Recognition by the school during the Gawad Parangal 2022 as part of the school’s Stakeholders Recognition Day held on July 6, 2022 at the Rodriguez Court of the said school. Chapter President Aldrin Gatus received the award in behalf of the chapter.

UAP Cabalen-Pampanga formally turned over the Greenhouse Project for Feeding Program 2022 to the school officials of San Fernando Elementary School, headed by Principal Lorna Aquino, on July 7, 2022. Also present during the occasion were Architect Gatus, Vice President for Operations Joseph Edward Dela Cruz, an alumnus of SFES, and chapter member Jeric Ocampo Yambao. Representing Davies Paints was Mr. Dexter Facelo.

UAP Cabalen-Pampanga’s Green House Project Rapid Assessment of Vigan Buildings

On the aftermath of the magnitude-7.1 earthquake which struck Vigan City last July 27, 2022, Vigan City Mayor Bonito Singson immediately issued an executive order ensuring the structural integrity of all buildings, offices and structures in the city. He assembled all engineers and architects working in the LGU, as well as volunteer technical professionals, and deployed them to conduct Rapid Visual Assessment on heritage houses and structures that included the St. Paul’s Cathedral, its belltower, Archbishop’s Palace and Simbaan a Bassit, and public and private buildings to determine the extent of damages sustained by these structures.

Ilocos-Ciudad Fernandina and Ylokos Vigan Chapters of the United Architects of the Philippines joined the teams from the Department of Public Works and Highways, UNP (University of Northern Philippines) College of Engineering, UNP College of Architecture, Infrastructure Planning and Development Office, City Engineering Office, Bureau of Fire Protection and Vigan Conservation Council for the Rapid Visual Assessment of damaged structures

Initial findings in the assessment of heritage houses showed most damages were concentrated in the upper portions near the roof, and existing ruins of houses without roofs collapsed due to the earthquake. For the Cathedral, the buttresses helped much in stabilizing the structure but still gave way and got detached from the walls.

Rapid Assessment Teams present to Mayor Bonito Singson the Assessment Report of Earthquake Damages. on July 28 to 30, 2022. Day-to-day reporting and recommendations from the teams enabled the Office of the City Mayor to institute immediate actionable measures for protection of the houses, occupants and the general public and for the City Engineering Office to issue clearance to business establishments to go on with business as usual. Structurally compromised buildings were not allowed to be reoccupied unless certified safe by structural engineers. On August 4, 2022, the Rapid Assessment Teams presented to Mayor Bonito Singson the Assessment Report of Earthquake Damages of heritage houses and structures and other buildings. Among the buildings declared as unsafe were the DepEd Building, former Coca-Cola Building, Agleam House, Donato House, Florendo House, Castelo House, St. Paul’s Cathedral, Mart One (old St. Paul College Building), belltower, and Louis Monica Chan Building. UAP Cabalen-Pampanga undertakes a Greenhouse Project at San Fernando Elementary School.

Bigkisan Overload

BIGKISAN: Luntian Bayanihan Project Cluster is a CSR project series composed of different initiatives which aims to provide support, opportunities, and sustainable contributions for the organization’s chosen beneficiaries. On the first round of this project, we have decided to focus on an orphanage. Orphanages are just some of the care institutions that has been highly impacted by the pandemic. For these institutions, donations are their main source of funds to support their residents. For the past 2 years, visits and donation drives are almost none because of quarantine protocols imposed to ensure the residents’ health and safety.

Last July 16, 2022, UAP Las Piñas Luntian Chapter in partnership with UAP Las Piñas Chapter, iSHIFT Philippines Inc., Cavite Fil-Am Leo Club, Cavite Fil-Am Educators 101 Lions Club visited Mother Theresa Espeneli, Augustinian Sisters in Tagaytay City, Cavite. This is an orphanage manned by nuns which was halted to have its functions as a retreat center because of the restrictions brought by the pandemic. The participants performed 5 different activities to cover the different needs of the institution. The day started with a dream boarding activity which is essential on the goal and interest setting of the residents. After minutes of bonding with the kids, both UAP chapters endorsed their donations for the institution. The donations covered several grocery items, baon packs, medical items, and even turnover of snacks for the informal settlers surrounding the institution. After the endorsements of goods, everyone proceeded with the tree planting activity for the future produce of the institution. Seedlings like mango, guyabano and lemons were planted in several areas of the site. As the day ended, UAP Las Piñas Luntian handed several vegetable seeds and gardening materials to ensure the residents’ sustainable nutritional supply.

Palanyag Kicks Off with Agility and Resilience

When it comes to Corporate Social Responsibilty (CSR) project, UAP Parañaque Palanyag Chapter is one of the proactive CSO accredited organizations in the City of Paranaque. This fiscal year 2022-2023, it had three (3) Corporate Social Responsibility (CSR) activities in just a month! This is in support to the FUTURE PROOFING UAP NA10 campaign under the UAP CARES program. Headed by Chapter President Nelson Conmigo, UAPPPC quickly responded to the invitation and request of need of the three (3) beneficiaries, Mary Queen of Apostles Parish Church, Silverio Elementary School and San Nicolas Elementary School.

A roof repainting and renovation services were delivered to the said MQAP church at SAV 6, Parañaque City, and benevolently sponsored by Davies Philippines. Likewise, two schools were also the beneficiaries in

response to Brigada Eskwela 2022. One of which was and through the request of the school principal, Marites Coballes, of Silverio Elementary School, “Sagot Mo Campaign Brigada Eskwela” by donating various school and disinfecting supplies needed by the learners and teachers as well at the beginning of the school year.

Distance was not a hindrance, especially in the delivery of services committed to aid entities in need of help and support. In collaboration with UAP Iriga Rinconada Chapter with Arch. Penafrancia A. Ngo as Chapter President, UAPPPC travelled to Iriga City to deliver its Brigada Eskwela 2022, “Tugon sa Hamon ng Ligtas na Balik-Aral” at San Nicolas Elementary School. Through the request of the Adopt-ASchool Coordinator, Rhea Faye Jacob and school principal, Annabelle Catimbang, cash donation and facemasks were donated for the

repainting of classrooms to welcome the school children with a neat and colourful avenue of learning.

These activities inspire us to uphold the UAP corporate theme (“AGILITY and RESILIENCE”) on good governance and strengthen the Corporate Social Responsibility (CSR) programs it focuses on extending assistance and aid to those in need.

Arki-Kumustahan: Mindoro Chapter Team Building

Since the chapter’s chartering in 2016, we have grown to 98 members in our sixth year

The 2nd General Membership Meeting and Team Building Activity with the theme , “Arki-Kumustahan: Old and New Members Fusion,“ was held on August 19-20, 2022, at Everland Baruyan in Calapan City. The activity was attended by 31 members, headed by Chapter President Armando Acha, Jr. and his officers.

It was formally started with a prayer, singing of the national anthem, the UAP March, and the Architects Credo. Following that, the night was filled with everyone’s joy and laughter. The attendees were divided into three groups, with the following names: Team 1: Young Ones, Team 2: Cheers, and Team 3: Sakalam. Everyone took part in a variety of games, including the number game, Rubber Stacker, Pillar to Post Challenge, and Drawing Relay. After all members

demonstrated camaraderie and sportsmanship in all activities, team 3 was crowned the team building champion with an overall score of 70, followed by team 1 with 45 points and team 2 with 20 points.

Following that, the night was spent bonding with drinks, music, and endless stories from each member.

The formal kumustahan began in the morning session, when every member, old and new, had a chance to introduce themselves and share something inspiring about their journey as an architect. Members of academia, government, and private practice also shared some key points to assist and guide the new

passer to begin their journey. It was then followed by addressing some of the profession’s issues and concerns, which boiled down to a unified resolution on fees and other ways to educate the public about architects’ services.

UAP SorKas Conducts Training for Teachers

To help capacitate and enhance the professional growth our public school teachers, UAP Sorsogon-Kasanggayan (UAP SorKas), in partnership with Boysen Paints, conducted a Seminar-Workshop on Photo Editing Software at Bogna Integrated School (BIS) in Bacon, Sorsogon City on August 20, 2022. A total of 20 participants, consisting regular teachers, volunteers, and teacher applicants attended the one-day activity.

In her welcome speech, the school principal, Dr. Evelyn Fortuno, thanked UAP SorKas for offering its services for free to help upskill the teachers in time for the reopening of face-to-face classes. She also said that she was very happy for the implementation of the said activity, which was greatly needed as part of the school’s learning continuity and recovery plan.

Facilitating the seminar-workshop was UAP Sorsogon-Kasanggayan Chapter President Isidro Martinez and assisted by members of UAPGA and UAPSA. The participants, junior and senior high school teachers of BIS, were taught the basics of photo editing and creating certificates using Adobe Photoshop software.

Aside from conducting the tutorial, UAP SorKas also distributed school supplies to kindergarten pupils. These CSR engagements of the chapter, were part of its Project Danon, a program started during the term of immediate past Chapter President Valelyrie Lyn Condiente, which endeavors to provide assistance and support to local residents and the community. “Danon” is a vernacular term that means help.

The seminar-worshop is the second activity of the chapter under Project Danon this current fiscal year. The first was the mural painting at Pilot Elementary School during the Brigada Eskwela 2022 on August 15 to17, 2022.

Bright Days Ahead for UAP District C1

UAP Regional District C1 (UAP RD-C1) Deputy District Director Michael Roger Sanchez tossed this question to the architects and guests in attendance, when he delivered his welcome remarks during the first inperson UAP RD-C1 Joint Induction of Officers last August 10, 2022 at the City Sports Club Cebu in Cebu City. The question was in line with the event’s theme “Architects Black” with majority of those in attendance was in their elegant black suits and cocktail dresses. Arch. Sanchez gave possible explanations but the most compelling one would be that the colourful work of their architects is often thrust into the spotlight, instead of the professional himself.

However, as the Deputy District Director continued the welcome message, the fiscal year ahead for UAP RD-C1 is anything but black. Even when two-term UAP RD-C1 District Director Buck Richnold Sia could not be in the function hall for the event due to health reasons, the architects of the ten Central Visayas chapters look forward to another colourful and dynamic year.

Blue Mango Design Awards. One project that was mentioned during the speech, expected to add vibrancy at the start of the fiscal year is the Blue Mango Awards for Placemaking 2022. There were already

road shows made for the event starting with the full-packed general membership meetings of UAP Dumaguete and UAP Bohol with various guest speakers, weeks prior to “The Induction”.

The Blue Mango Awards for Placemaking celebrates the value of excellent design. According to an event post in the Sugbu Architects Facebook page, this contest is “open to all architects and interior designers with site specific projects” in Cebu, Bohol and Negros Oriental.

More collaborations. The keynote speech of “The Induction” gave the audience valuable insights on planning and its role in architecture. No less was past UAP RD-C1 District Director and the newly-appointed head of the Cebu City Planning and Development Office, Joseph Michael Espina, delivered the important message of collaboration with the local government units (LGU) and non-governmental organizations to institute the much-needed improvements in the urban environment. Espina promised to be open to communication with UAP RD-C1 in terms of the various projects relating to urban planning in the city.

In coorperation with the Philippine Institute of Interior Design Cebu Chapter, the District organized a forum entitled “Design Process” at

the Vibo Place, Escario Street, Cebu City, exactly a week after “The Induction”. Amidst the heavy downpour that time, the District still pushed through with the event with speakers from design firms like SCMN Architects, Urbanshift Studio, UNNA Interior Design and Laraw Luna Design Studio. The event also saw the launch of the Cebu City Zoning Ordinance with a local version of the Graphic Standards, which was done in collaboration with the Cebu City government as useful guides for design professionals.

Taking their oaths of office in their elegant black garbs, the new leaders of UAP RD-C1 are definitely ready to put architecture profession in a vibrant limelight for better appreciation of the public. Bright days are definitely ahead.

Towards Another RewardingYear: UAP RD-C2 Joint Induction & Turnover Rites

The presentation of the incoming district officers as well as chapter officers, board of directors and their special committee heads were a sight to behold as they take their Oath of Office before the UAP national leaders and UAP RD-C2 members. Another special juncture was the induction of the new UAP members, who had to sit back in pandemic restrictions for two long years. During the pinning rites, the halls were filled with glee and pride as the sponsors welcomed the newly inducted architects.

UAP RD-C2 Chair for Commission on Education and Dean of SARFAID, La Consoloacion College-Bacolod, Vincent Raymund Alovera, PhD, recognized the ALE June 2022 Passers, who received a warm applause. UAP RD-C2 Committee Chair on R.A. 9266 Gil Juesna Jr., FUAP recognized the RDC2 architects upholding R.A. 9266 to their respective workplaces such as the Town and Country Negros headed by Hanz Atonson and Jose Angelo Lora.

With the world still experiencing the effects of the worldwide pandemic, for almost two years and counting, gatherings have been limited since then and kept most of the population cooped up, relying on virtual meetings. This has become the “new normal”.

Fortunately, UAP Fiscal Year 2022- 2023 proved to be different for this year’s corporate thrust: “Future-Proofing UAP: Listen to the V.O.I.C.E.S of the Members” , which calls for the empowerment of the regions and the members. UAP Regional District C2 (UAP RDC2) held a face-to-face Joint Induction and Turn- over Ceremonies with the theme: “HIMULAT: In Every Great Endeavor is A Reward” last August 9, 2022 at the Padre Pio Pavilion, Talisay City, Negros Occidental.

The heavy thunderstorms later that day failed to dampen the spirit of the 200-strong architect- members of the five chapters under UAP RD-C2, which includes Bacolod, Negrense, Mt. Kanlaon, Buglas Sur Negros Occidental and Bacolod Azucar. Incoming District Director Rogely Gambito-Lora and Chapter Host represented by Chapter President Roberto Gelito joined hand-in-hand for the holding of the event. Also present was the UAP Management Committee (ManCom) composed of Area C Vice-President Ramon Francisco Teruel, Secretary General Vanessa Ledesma, National Treasurer Rene Richie Corcuera, National Auditor Annie Pugeda, , Immediate Past NP Armando Eugene De Guzman III, and Executive Director for Commission on Internal Affairs Rebecca Vanessa Rellosa.

Guest of honor, Bacolod City Councilor Psyche Marie “Pao” Sy, who attended in behalf of Mayor Alfredo Abelardo “Albee” Benitez, expressed full support and gratitude to the organization. UAP National President Richard Garcia, also sent his congratulatory video message to UAP RD-C2 and called for everyone to be vanguards of the profession, to optimize our strengths and resources, to cultivate a culture of excellence and empower the regions and its members.

Some of the highlights of the program include the symbolic turnover of gavel by the outgoing District Director Jennifer Iral to another lady District Director. On the chapter level, the turn-over of gavel was from outgoing UAP Bacolod Chapter President Raymund Joseph Ureta to incoming Chapter President Gelito together with Chapter Presidents Jan Ed Francis Espiritu (UAP Negrense), Johnny Jose Caluag (UAP Mt. Kanlaon), Jofer Leo Rivas (UAP Buglas Sur Neg. Occ.) and Rolem Basiya (UAP Bacolod Azucar).

Holds Joint Induction & Turn-Over “PAGHAPSAY” 2022

The Induction events in Area-C wrapped up in Eastern Visayas, with the holding of “Paghapsay 2022”(Waray term for “to set things in order”) last August 11, 2022 in Tacloban City. Present in the event were no other than the UAP leaders headed by National President Richard M. Garcia, UAP Secretary General Vanessa Ledesma, UAP National Treasurer Rene Richie Corcuera, National Auditor Annie Pugeda, Vice President for Area-C Ramon Francisco Teruel. The District was also honored to have with them in their in-person induction event three UAP College of Fellows members from the District such as Danny M. Fuentebella, Andres Abusman and Avelino Pastor.

The keynote speaker was Imelda Laceras, who is the Regional Director of Dept. of Budget & Management (DBM) RO.8. Here are some valuable takes from her speech:

Collaboration in the Community: “With my vast experience working in government since I graduated from College in March 1981, get employed as Accountant of NMYC (TESDA now) starting May of 1981 and joining DBM in March of 1983 until the present moving up from the ranks to where I am now has allowed me to view from all angles government processes that are designed for government to operate and function at its best. Government has partnered with various professional organizations in the country, civil society organizations, non-government organizations, business and academe because it believed in “shared responsibility” and “shared governance”

Organization Hinged on Good Management: “What is the common denominator that is seen as the driver for success and longevity? How well the organization is managed: Managed for how it performed in the past, managed for how it is working in the present and Managed for how it will work in the future.”

Future-Proofing: “Organizations today need leaders who are adoptable to various trends that may affect them and the whole environment in the coming years. The future of our own organizations largely depends on how we nurture and maximize all our resources (knowledge, people, facilities, money), our processes, our outputs in terms of services to the community and its impact to society. We need leaders who look and think ahead of everyone, who does more than maintaining the status quo.”

Architects’ Responsibility in Society: “As Architects, you just don’t design the built environment but you also design the lives and aspirations of people living in these built environments. You go beyond the physical structure and think of the people that will use these structures. Hence, you design in good harmony with the surroundings and environment. Knowing that your Organization is focused on future-proofing its members you are in the right direction.

Truly, these are helpful pointers for the new leaders of the organization.

Cabinet-Building 101: A UAP Cebu Fuente Chapter Project

The UAP Cebu-Fuente Chapter, together with its sponsor, Treasure Island Paints Philippines, conducted a Cabinet-Building Workshop last July 24, 2022 at Mercy Village, Sapak, Compostela, Cebu.

Mercy Village used to be a farm and is now primarily used as an orphanage. It is run by the Congregation of the Sisters of St. John the Baptist, headed by Mother Superior Salvacion Narvaja. It is currently under rehabilitation due to years of deterioration and the last year’s super typhoon Odette.

The property maintenance and consultant of the village is UAP Cebu Fuente Vice President for Programs, Rommel Roncesballes, who was also the speaker for the cabinet-building workshop.

It was a fruitful event as Chapter members and Treasure Island staff alike learned the theoretical and practical aspects of building a cabinet from scratch using both manual and power tools and equipment. It taught participants not only about the process and techniques used in cabinetbuilding, but it also opened their eyes and hearts to the conditions of the unfortunate children and youth, especially in the Orphanage.

It became more memorable as the Chapter Officers talked with the Mother Superior and decided to conduct another cabinet-making workshop for the youth as our community outreach program later this year.

The chapter and its co-organizers launched an inclusive restroom design sprint for students and graduates last May 30, 2022, regardless of their academic program. The organizers shared that the design competition “challenges all students and graduates to open up a conversation about our public bathrooms for LGBTQIA+ and differently-abled users and create a dialogue about what it means to be inclusive and non-discriminatory.”

“With a total of Php 50,000 in cash prizes and a social media feature to help students and graduates pursue architecture and design, this design sprint aims to challenge our culture and bias on this typology, they added. True enough, the competition attracted participants with their creative take on what a public toilet facility should be in order to be better appreciated by everyone.

UAP Iloilo Chapter @ 46

The United Architects of the Philippines (UAP) Iloilo Chapter celebrated its 46th Charter anniversary last July 2, 2022 with a fellowship night held at the JR Hall Diversion 21 Diversion Road, Manduarriao, Iloilo City with the theme of “Arkitektong Ilonggo: Ang Iya Kasaysayan kag Padayon nga Kontribuayon sa Kumunidad.”

The event was graced by UAP National President Richard Garcia and Immediate Past National President Don de Guzman. The fellowship night aims to gather its members to build camaraderie and achieve the goals of becoming the best chapter.

As part of the weeklong celebration, an exhibit was also staged at SM City last June 26 ‐ July 3 showcasing the works of fellow Ilonggo architects as well as the history of UAP Iloilo Chapter. The event was graced by GMA Iloilo news personality and councilor ‐ elect Atty. Sedrey Cabaluna.

The UAP Iloilo Chapter was chartered on June 27, 1976 with Arch. Leopoldo Padlan as its first president. He was also the interim president of the Association of Iloilo Architects in 1974. Since then, the chapter and its members has been recognized and awarded as “best chapters” in the country. One of the fellow

architects who became the National President was Arch. Guillermo Hisancha. He served for two terms in 2016‐2017 and 2017‐2018.

The chapter continues in actively extending technical assistance for the development of Iloilo through different government agencies and various groups. The Iloilo Chapter records to hold the biggest number of active members in the district with around 383 members under Arch. Ludovico Fenequito Jr. as Chapter President.

UAP Davao Alpha Builds Community Toilet for IP Village

The Community Toilet Project was an idea that came about way back in 2019 during a bike ride among UAP Davao Alpha members along the trails of Sitio Matigsalug, Upper Marahan, Marilog District, Davao City. It came to their attention that a small community of indigenous peoples (IP) in the area, belonging to the Matigsalug tribe, did not have any existing toilet facility. Because of this, residents had to relieve and clean themselves in nearby rivers and areas covered with trees.

Having known the community’s situation, the architects requested a meeting with Datu Moniko Ansodo, the tribal chieftain. It was discussed that UAP Davao Alpha Chapter would like to help in establishing a community toilet in the area. Unfortunately, pandemic struck in early March 2020 and the project was put on hold.

It was only in April 2022 when borders around Mindanao were finally open to travelers. After a second meeting with Datu Ansodo at Sitio Matigsalug, the architects informed the village chieftain that the Community Toilet Project would push through. Datu Ansodo was very optimistic upon hearing this. UAP Davao Alpha, with the help of its members and suppliers, then started to have solicitations prepared for the funds and construction materials to be used in the project.

On May 22, 2022 UAP Davao Alpha held a ground breaking ceremony together with Datu Ansodo for the Community Toilet Project. Upon commencement of the project, it was taken into account that the existing materials and funds intended for the Community Toilet were not enough. With this constraint, UAP Davao Alpha decided to stage a fund-raising event called “Sikad para sa Lumad”.

Taking place on June 26, 2022, the activity was an 18-kilometer bike ride the major along horoughfares of Davao City that aimed to raise funds and allow bikers to have fun while exploring and learning about the bike lanes of the city. With around 100 bikers joining the fundraising event, all proceeds went to the construction of the community toilet.

Finally, the Community Toilet Project was turned over to the Indigenous Peoples of Sitio Matigsalug on July 17, 2022. During the turnover ceremony, a feeding activity was held along with the giving of educational supplies, slippers, and new-born baby accessories, thus concluding the Community Toilet Project of UAP Davao Alpha Chapter.

Cotabato Architects Design Midsayap Welcome Arch

Afew months ago, the new mayor of Midsayap, North Cotabato, Hon. Rolando “Rolly” Sacdalan, approached members of UAP Cotabato Chapter, specifically those from Midsayap, to redesign the existing welcome arches in the two main entry ways of the Municipality of Midsayap.

Entrance gateways are what visitors see when they first enter a locality. They are not just structures where names of places are seen, but they convey the first impressions and encapsulates the identity of every locality. Thus, the welcome arch became one of the priority projects of the town’s newly-elected chief executive.

Midsayap is a first class municipality located at the southwestern portion of North Cotabato Province. A town of diversified culture, it got its name from a Maguindanaon term, “Sayap,” which means a straw hat. For the design of the welcome arch, the designers wanted to incorporate Midsayap’s history to today’s modern world. The concept drew inspiration from the Sayap. It has 57 nodes which represent the municipality’s 57 barangays.

On August 22, 2022, members of UAP Cotabato Chapter: past Chapter President Marietta Monib, past Chapter Vice-President Rizza Funa and Arch. Pauline Marie Ceballos, met with Mayor Sacdalan at the Mayor’s Office at the Midsayap Municipal Hall. The architects presented to the mayor the design of the proposed Midsayap Welcome Arch that will replace the old arches situated in the town’s boundaries. The target start of construction of the project will be in the last quarter of this year.

Architects Inspire, Give Advice to Aspiring Architects in Meet-Up Event

Students from the College of Engineering and Technology (CET) BS Architecture program of Notre Dame of Marbel University (NDMU) in Koronadal City gathered at the SMC Hall last August 30, 2022 for a meetup event with architects from the United Architects of the Philippines - South Cotabato Koronadal Chapter (UAP-SCKC).

With the opening of the new semester, the course enjoyed unprecedented success this year in increasing the number of its enrollees—welcoming over 68 freshmen and 44 sophomores to the program.

CET Dean, Engr. Victorino Tobias served as the event’s guest of honor, welcoming all the attendees in his message, and emphasizing the role with which the late Bro. Wilfredo Lubrico, FMS, the former university president, played in reopening the course. Engr. Tobias also commended the promotional and marketing efforts of UAP-SCKC, noting the organization’s brief stint on Brigada Radio Station as a key factor which prompted the spike in enrollees.

Distinguished guests of the activity included the very first crop of architects who graduated from NDMU in 2003. Arch. Glendale Marfil, Arch. James Dole Nulla, Arch. Michael Olog, and Arch. Richardson Buya, all of whom gave rousing messages of inspiration to those who attended.

Students also posed questions to the architects, with one student asking whether it was necessary for one to be artistic in order to be successful in the field. The architects on stage responded with a resounding “no,” saying that “… architecture is a matter of conceptualizing, solving, and making. Being good in the arts is just a bonus.”

When asked for advice in order to succeed in the course, Arch. Jim Harris Bastes responded saying that “Education is vital… poverty does not define your journey to be a successful architect. It is all about passion and striving for the best.” Arch. Jopert Lewis James Subaldo also replied “pass your plates a few days before the deadline so that the remainder of your time can be used

for rest.” He added that “Struggles and hardships are inevitable for the course. Having five years to study, two years of apprenticeship, six months of review before you will be able to take the licensure exam is a very long journey and all those hurdles that you will face may challenge you to your breaking point. But you just have to take a deep breathe and hold on because it’s just preparing you to become a great architect in the future.”

International Coastal Cleanup Day Observed

After a few hours of removing trash and litter from the area, the participants were able to collect approximately sixty sacks of wastes. These consisted of plastic bags, food wrappers, marine debris, plastic beverage bottles, sachets, diapers, hygiene packaging, and other forms of garbage. With this volume of trash collected, CENRO - Panabo City is reiterating the importance of the need to protect the marine environment. Through its Facebook page, the agency is asking the cooperation of the community to properly dispose of all garbage and

apply segregation at source to avoid trash flows to the rivers that eventually end up to the ocean.

Started in 1986 in Washington State, in the United States, the International Coastal Cleanup Day aims to raise awareness on the importance of protecting the seas and oceans from trash and debris. It is celebrated every third Saturday of the month of September. Since then, it has become a global event that unites people around the world by removing garbage from shorelines, rivers, lakes, and waterways.

UAP Davao Holds Suppliers’ Summit 2022

After two years into the pandemic, UAP Davao Chapter held its very first face-to-face activity, the 3rd Suppliers’ Summit 2022 Hybrid Edition, last July 28, 2022. Held at the Main Atrium of SM City Davao in Ecoland, Davao City, it gathered several partners in the construction industry who actively participated in the one-day affair.

With the theme “A Prelude to Defining Spaces 14: Acquaint, Expose & Educate,” the event unlocked an opportunity for the chapter members to ACQUAINT with everything that they missed during the pandemic, to EXPOSE themselves to their industry partners in the new normal and to EDUCATE them on the new trends of various products through personal interactions.

Set ablaze by the thought-provoking talk of the guest speaker, former Vice Mayor and Councilor Hon. Bernie Al-ag, and the presence of UAP Davao past presidents who patiently stayed throughout the event, the 3rd Suppliers’ Summit 2022 was attended by 49 participants from Mindanao and as well as direct suppliers from Manila.

UAP-SCKC Celebrates 4th Charter Anniversary

To mark its 4th year charter anniversary, the UAP South Cotabato Koronadal Chapter (UAP-SCKC) organized a series of activities last August 14, 2022. The celebration kicked off a day before the actual event, as students from the newly-reopened BS Architecture Program of the Notre Dame of Marbel University (NDMU), with the support of the local chapter, prepared an exhibition of their works at the Mall of Ace Centerpoint lobby. According to the organizers, the exhibit was not only a way to market the course to the people of South Cotabato, but also a way to highlight, and give due attention to the hard work the students put into during the previous semesters.

Activities on the 14th commenced with colorful banners waving in the air as members of the chapter paraded across downtown Koronadal City in a motorcade. The parade of vehicles started early morning at the South Cotabato Provincial Capitol and ended at the Koronadal National Comprehensive High School (KNCHS) Gymnasium. Members of NDMU’s United Architects of the Philippines Student Auxiliary (UAPSA) also participated in the activity.

The opening program soon followed in the gymnasium as delegates from UAP Socsksargen (UAP-Sox) and the Philippine Institute of Architects Mindanao (PIA-Min) arrived for the exciting and actionpacked sportsfest. Physical and athletic prowess may have been two of the most highlighted values of the entire celebration, but UAP SKSC also gave due attention to artistic talent and acumen through the body painting competition with the theme “Promoting Architecture: Let Architecture be Known to the Public.” With youth participants from NDMU and KUDLIT South Cotabato (an organization of South Cotabato-based artists), the event was held at the Mall of Ace Centerpoint Lobby.

The event was graced by the presence of Koronadal City Councilor Charene Kristelle Jumilla, who gave a speech emphasizing the importance of hard work, saying that “anything is possible, when you put in time and effort.” City Mayor Atty. Eliordo O. Ogena also attended the event, and shared his insights on how we are approaching normalcy, as attested to by the event itself.

After the body painting competition, delegates proceeded to Famville EMR Center for the fellowship dinner. Awarding rites for all sports events, the awarding of various certificates of appreciation and participation, and as well as the handing of tokens followed.

Despite the brilliance of awards, medals, and trophies however, it is not hard to see that the real reward for this celebration are the bridges and connections that were made through shared experience and competition.

All the effort that everyone (from organizers, volunteers, and delegates) poured to make the event possible deserve to be acknowledged and remembered. After over two years of uncertainty, it is refreshing to see how eager, ecstatic and how willingly participative members of the UAP, and as well as their UAPSA counterparts, have become.

Surigao Library Repair

UAP Surigao Repairs TyphoonDamaged School Library

During the onslaught of Typhoon Odette last December 2021 that severely affected Surigao City, the library building of Ipil National High School was one of the several structures devastated by the strong tropical cyclone. Its roof was badly damaged at the height of the storm and the building was subsequently abandoned.

The United Architects of the Philippines - Surigao Chapter, together with UAPSA Surigao Education Center Chapter and JCI Surigao Nickel, joined hands in envisioning the dreams and hopes of the students of Ipil National High School in rebuilding the library to enhance the students’ reading comprehension, enable them to learn more and widen their knowledge through reading informational books.

Despite the economic and financial challenges faced by the people of Surigao, the said organizations came up with the desire and idea to renovate the old abandoned library. The old library was repaired by the JCI Surigao Nickel by funding the materials used in ceiling and roofing works while UAP Surigao took care of the painting works with the assistance of UAPSA SEC Chapter. With the initiative and efforts of UAP Surigao, headed by Chapter President Rustico Lisondra IV, JCI Surigao Nickel President Mr. Thirdie Chua and UAPSA-SEC chapter, the building was renovated and established first into a reading center that will provide the students and teachers with a conducive learning environment while assuring their safety and well-being.

Last August 29, 2022, the Reading Center was officially inaugurated and turned over to Ipil National High School in the presence of Surigao City Mayor Hon. Pablo Yves Dumlao II. The building will be a concrete legacy and proof that architects and other civic organizations can share a common desire not just in constructing buildings but in building and shaping dreams of every young aspirant professional of Ipil National High School.

International News Singapore Chapter’s Team Building and Leadership Training

Chapter, headed by Chapter President Arch. Charmagne Uy-Phua, conducted a Team Building and Leadership Training last September 4, 2022. The aim of the event was mainly to motivate the new set of leaders to work together while dealing with each other’s differences.

The Team Building started with a bowling game held at Kallang Leisure Park and was enjoyed by the current Board of Directors, Executive Directors, and Committee Heads, together with their loved ones. It was a two-hour fun game between two teams. Since most of the participants were not trained in bowling, the first few throws always went to the gutter. Though some missed knocking down all ten bowling pins with the first ball, there were those who were born to be competitive bowlers and scored high with their full strikes.

After the tiring but delightful bowling activity, the chapter officers then gathered at Sunny Spring Condo for the second part of the event - the Leadership Training. “Leadership Sharing Session” was explained by the first speaker, Arch. Rogelina Ordona (Executive Director for Professional Practice) while the second topic, “Mentorship,” was discussed by Arch. Raffy Retuyan (Committee Head on Government and External Affairs).

The first lecture enabled the participants to recognize and appreciate the strengths of others and to understand their weaknesses as well, encouraging and allowing them to develop consequently. The second talk distinguished the characters of different generations, namely: Millenials, Gen Xers, and Boomers. It was emphasized that one can learn and mentor others regardless of one’s age and generation. Being one’s mentor does not mean that they are older. They could be a little farther ahead on the path and have gained a lot of experience, but who are sincere enough to teach and guide younger ones in a specific aspect of life.

UAP Dubai Holds Town Hall Meeting

Dubai, UAE. Members of the UAP Dubai Chapter gathered last August 4, 2022 at Vox Cinema in Deira City Center for their first General Assembly / Town Hall Meeting for the FY 2022-2023. The hashtag #METAwnholl was used to highlight one of the Chapter’s goals for the year, which is future-proofing as we embrace the age of the metaverse.

Discussions about the metaverse have been going on in Dubai and the rest of the globe for some time now. Last July of this year, the Dubai government has clearly expressed thru Dubai Metaverse Strategy its objective to be number one in the region and one of top 10 cities globally in terms of metaverse economy. This applies to all trades including the many diverse fields of the design and construction industry. With this in mind, the leaders of UAP Dubai Chapter felt compelled to adapt and embraced the responsibility to ensure the members are prepared for the future.

After the introduction of the current officers, Chapter President Christian Vasquez discussed the chapter’s general direction this fiscal year, the projects in the pipeline, and the chapter fees. Presentations on the foundation concepts about the metaverse were also given. This included explanations about blockchain technology, and web 3.0.

The members were welcomed with a nice black box called a ‘Starter Kit’. Each member’s kit contains a UAP shirt, a Link Card, NFT collection and several discount vouchers supporting local businesses in UAE -

worth up to 1200 AED. The Link card is a web 3.0 powered smart card and is intended to be used for updating chapter membership details, networking, and many others to familiarize the members in navigating the metaverse economy.

Another creative and fun part of the event was the launch of a short film entitled ‘#Metawnhol’ produced by members of the Board of Directors with the officers as the actors themselves. The film was able to weave together the plans / projects for the year in a suspenseful manner while keeping the members glued to the screen. It was the best approach to present given the venue of the meeting is a cinema.

The very productive 2.5-hour morning activity which finished by lunchtime on a weekend in a very accessible place indeed allowed the members to maximize the rest of their precious weekend while still addressing their need to be architects in good standing with respect to their home country. It was indeed an efficiently planned activity.

The current chapter officers were introduced to the general membership. The Vox Cinema is packed with UAP Dubai members during the Town Hall Meeting.

Bahrain Chapter Stages Bowling Tourney

Last July 29, 2022, the United Architects of the Philippines Bahrain Chapter (UAP BHC) held its first bowling tournament for the fiscal year, the 1st Officer’s Cup Bowling Tournament FY 2022-2023 at Funland, Manama, Kingdom of Bahrain.

Prior to the event, the Membership Committee was tasked by Chapter President Jesus Palingcod to invite residing architects in Bahrain, as well as their families and friends, to participate in the tournament. In addition, the Activity Committee, headed by Arch. Richard Navarro, created an informative poster to entice more members to join. A total of 24 architects attended, including 17 members and 7 officers of UAP BHC. Further, a group of friends and relatives took part in the event.

These recreational activities, when shared with colleagues, will not only benefit mental health, but also foster unity and growth within an organization. Like a bowling ball hitting all pins, the UAP BHC sports competition was a success. Throughout the event, members and staff provided incredible support.

With the leadership of the Chapter President Palingcod, Vice President Catherine Baptista, Treasurer Karl Anne Pangilinan, Secretary Jezariel Manuel, Executive Directors Jefferio Mario Paa, Jonnel Castro, and Carl Anjoe Comia, the event turned out to be an amazing and memorable experience for all the participants.

The Bikekiteks of District A2B

It started as a leisure ride among bike enthusiasts of UAP Tarlac when the Philippine government loosened its quarantine policies last June 2021. From Tarlac City, they would head to Victoria, Tarlac then returning to the city for a total ride distance of forty-six kilometers in a span of 4 hours.

Soon after, the activity has become a weekly activity after recognizing its positive effects on health and wellness. The group was named “Tarlac Bikekiteks,” short for “Tarlac Biker Architects” by Arch. Rafael Manlangit. The biker’s route would usually be around the towns in Tarlac Province, visiting the different landmarks, and within the Clark Freeport Zone in Pampanga.

Not surprisingly, since Tarlac Chapter has already established gift-giving events in the past, the team merged the leisure ride with its rice – giving movement. Each biker architect would bring one kilogram of rice and give it to indigent people they will meet along the way. This has been a continuous productive activity by the chapter since 2021.

Believing that all good things have a positive ripple effect, the chapter activity soon became a joint activity of the district, dubbed as “The 1st UAP A2B Bikekiteks Joint Ride - Wellness and Rice-Giving Activities,” which now involved the entire UAP District A2B. Organized by Tarlac Chapter President Rafael Manlangit, under the leadership of District A2B Director Nina Reanne Maiquez, it was launched last July 30, 2022. How Deep is your Dive? UAP-MGBC Goes Freediving

Ever heard of the song by Bee Gees that goes: “How deep is your love, how deep is your love, I really mean to learn?” Oops! Did you sing it well in your mind? That’s cute! Well, what the United Architects of the Philippines Makati Greenbelt Chapter (UAPMGBC) really meant was for its members to learn. Their love for freediving may not be that deep, but after this session the answer to their “How Deep?” might be “Ocean Deep.” Just kidding!

Freediving is a form of underwater diving that involves the practice of holding one’s breath for a period of time without the use of breathing equipment such as a scuba gear or tank. It is a competitive sport for some and a leisure activity for others.

The Greenbelt Circuit First Leg - Freediving enticed our fellow architects to “divert fear into curiosity.” Held at Bagalangit Hideaways in Mabini, Batangas last August 20 to 21, 2022, it was a two-day, three-session experience designed allow one to discover and enjoy the open sea.

A total of six members of UAP-MGBC, namely: Jennina Valdueza, Jemaima Anna Javier, Ariel Jerome Raquitico, Carlo Velasco, Kwinie Dalapag (Chapter Director, Committee on Sports) and Beverly Glory (Chapter President) participated in the said event . Two coaches from Bucear Bicol – Freediving Coaches of Asia, Coach Laudimer Laudencia and Coach Julius Cezar, were also in attendance.

The participants learned about safety and how to equalize and duck dive on their first day, as part of the basics. This is for a soft start in love, I mean in freediving. Then, they did the line training on the second day, which is, of course, if you want it ocean deep. Lots of fun dives for the rest of the time and time in between. Just like when you’re getting to know each other – you and the ocean.

Look! They even managed to have a breath-taking underwater shot, waving the event’s banner.

This was intended to be a recreational activity for architects and invitees away from their usual daily work-life routine, where they get to destress and learn a new skill at the same time. UAP Makati Greenbelt Chapter never fails to think of the wellness and camaraderie of its members. Keeping a sound mental and physical health, UAP MGBC members always find a means to reconnect despite the unsettling impact of the pandemic. And who doesn’t want a taste of Vitamin Sea anyways?

Singapore Chapter Joins Basketball League

SINGAPORE – The United Architects of the Philippines Singapore Chapter participated in the 2nd Season of the Inter-Org Basketball League on August 28, 2022. The event was organized by the United Filipino Professionals (UFP) and joined by different Filipino organizations in Singapore. There were eight teams joining the competition: two from the United Architects of the Philippines (UAP SG), Philippine Institute of Civil Engineers (PICE SG) and Philippine Society of Mechanical Engineers (PSME SG), and one each from the Institute of Electronic Engineers of the Philippines (IECEP SG), Institute of Computer Engineers of the Philippines (ICPEP SG) and Institute of Integrated Electrical Engineers of the Philippines (IIEE SG).

The program started at two in the afternoon at Anderson Secondary School and was attended by players with their supportive families and friends. The event kicked off with a parade of each team marching with their beautiful muses and wearing their glowing and vibrant jerseys.

Raffle draws sponsored by Industrial Partners BNG Group, Philippine Airlines (PAL), and AIA Life and General Insurance Company, Inc. added to the excitement of the players and the rest of the attendees. But the highlight of this event was the Best Muse Competition and Award which was won by the deity of Team A of PSME.

This was followed by the Best in Uniform Award won by IECEP while the award for both Three (3) Points Shootout and Fast Break Competition were collected by ICPEP.

After the program, two games were played at Bedok Green Secondary School. As part of the chapter’s professional development through

sports and team building, UAP SG revived the two basketball teams. The Blue Team was composed of 20 members and led by coach Arch. Bengie Laguerder, while the Orange Team was composed of 17 members and led by their coach Arch. Raffy Retuyan. The glamorous muses who ramped confidently and represented the teams were also members of UAP SG, namely Arch. Ma. Teresa Gabagat of Blue Team and Arch. Rica Almonte of Orange Team.

It was a triumphant day for the Blue Team as it won against PICE Team B, marking its first win, 55-35. Ruelito Patron bagged the coveted Best Player of the Game title.

Joining its first physical event after the critical period of the pandemic, Singapore Chapter, under the leadership of President Charmagne Uy – Phua, called the attention of previous players and gathered them to revive the spirit of sportsmanship. This activity will not only promote camaraderie among its corporate members but also amongst other Filipino professional organizations in Singapore. Moreover, this event enabled the participants to alleviate their stress from work, thus boosting their mental health.

UAP-SCKC Holds Anniversary Sportsfest

UAP South Cotabato Koronadal Chapter (UAP-SCKC) marked its 4th Charter Anniversary with a sportsfest held on August 14, 2022.

Three teams saw action during the one-day tournament, namely: UAP Socsksargen (UAP-Sox), Philippine Institute of Architects Mindanao (PIA-Min), and the host chapter, UAP SCKC. The opening program was held at the Koronadal National Comprehensive High School (KNCHS) Gymnasium in Koronadal City, where athletes for basketball, badminton, bowling, billards, and darts, representing each of the participating organizations, were in attendance. The day was indeed shaping up to be full of fun and festivity.

In the midst of all the excitement, the squeaking of rubber shoes, ball bouncing, and cheers soon filled the venue as the basketball tournament begun. In the end, UAP-Sox clinched the championship prize for their team, while PIA-Min won 1st runner-up, and UAP-SKSC placing 2nd runner-up. Special participation awards were also handed to UAPSA members, with an special recognition to Daryl Martizano from NDMU being named Best UAPSA Player.

Arch. Raulito Suyom, Jr. from UAP-Sox was ultimately named the MVP. Distinctions for the best five players of the tournament, tagged as the Mythical 5, were also given out to Arch. Jed Clinton Obeña (PIA-Min), Arch. Val Lois Israel (PIA-Min), Arch. Francis Roy Canlas (UAP-Sox), Arch. Ronnel Espra (PIA-Min), and Arch. Glendale Marfil (UAP-SKSC). Happening simultaneously with the basketball tournament were

the badminton games (Men’s and Women’s Singles, and Men’s and Women’s Doubles) held at the NDMU College Complex. Arch. Tyron Ensoy from UAP-Sox won the championship prize while Arch. Jade Ecalla and Arch. Jossell De Ala, both from UAP-SKSC, winning 1st and 2nd runner-up respectively, for men’s singles.

Members of PIA-Min however, dominated the entire women’s singles competition winning the championship prize with Arch. Ma. Angela, 1st runner-up prize with Arch. Jan Gabrielle, and 2nd runner-up prize with Arch. Pauline Velasquez.

Results for the darts and bowling competitions ended similarly with UAP-SKSC winning the championship for both events, and UAP-Sox and PIA-Min winning 1st and 2nd runner-up, respectively.

UAP-SKSC also won the championship for the billiards event, while PIAMin won 1st runner-up, and UAP-Sox winning 2nd runner-up.

The Badminton Cup Returns

After two and a half years of hiatus due to the pandemic, one of UAP’s premier badminton events is finally back, much to the delight of badminton enthusiasts in the architecture community. The highlyanticipated return of UAP Manila Metro Chapter’s annual badminton tournament came to fruition on September 17, 2022 with the staging of the 17th UAP Manila Metro Chapter Invitational Badminton Cup at the Centro Atletico Badminton Center in North Cubao, Quezon City.

This year’s edition of the one-day badminton tournament attracted around 80 shuttlers coming from different UAP chapters as well as

friends in the industry. Emerging champions in each level were: Juvenell Tagaban and Ritchel Calay – A1, Guiller Garcia and Tony Del Rosario –A2, Mikko Martelino and Matthew Tan – B, Eric Isip and Karl Generoso – C, George Lavides and Denver Sy – D, Gerlie Virgo and Mary Liza Yap – E, Joy Belicena and Lyn Chua – LD, and Bryle Bapista and Paulette Tagaban – XD.

Started in 2003, this annual sporting event aims to promote physical fitness and instill camaraderie among architects and industry partners through the exciting sport of badminton. With Kenneth Chua as

The Forthcoming Amendments to the IRR of BP 344

Last September 1, 2022, the Technical Working Group (TWG) assembled by the Subcommittee on Accessibility on the Built Environment and Transportation (SCABET) of the National Council on Disability Affairs (NCDA) met for the last time with Engr. Agustin Torres, member of the Board of Consultants of the Department of Public Works and Highways (DPWH) to discuss final additions to the proposed amendments to Appendix A of Rule II of the Implementing Rules and Regulations (IRR) of Batas Pambansa Bilang 344 (BP344) or the Accessibility Law that the TWG started crafting in 2018. The DPWH will undertake its own final review before it releases the latest amendments to the IRR of BP344. The last amendments came out in 1994 – this is also the current IRR of BP344 being enforced.

The following is an overview of the changes to the amendments to the IRR of BP344:

There will be a required ratio of accessible parking slots (reserved parking for vehicles of persons with disabilities) to the total number of parking slots in all parking facilities and only vehicles with access parking placards (mounted on rear-view mirrors of vehicles of persons with disabilities) will be allowed to use accessible parking slots –needless to say the passenger with disabilities should be on board the vehicle.

The minimum clear opening of doors shall be wider than what is currently required to accommodate wider and bulkier motorized wheelchairs. This will apply to entrance doors, elevator doors, all rooms or spaces for public use, and accessible accommodations.

Hearing Loops or induction loops will be required to enhance sound quality for persons who use hearing aids. Bluetooth beacons synchronized with way-finding smart phone apps shall be provided to help persons with visual impairments find their way inside and around buildings and eventually the outdoors. Tactile Walking Surface Indicators (TWSI’s) or tactile guide paths will be required on pedestrian dominated zones which include public use buildings with high volume foot traffic to help persons with visual impairments find their way safely.

Guidance will be provided for the choice of non-skid or slip-resistant flooring materials to minimize if not avoid accidental slips and falls.

There will be design requirements for one and two-bed accessible hotel room accommodations. These include sufficient wheelchair maneuvering space in hotel rooms, roll-in showers and/or accessible bath tubs, and dual height peepholes on doors.

There will also be technical requirements for accessible ATMs, accessible check-out counters, accessible service counters, accessible dining tables, accessible gyms & sports facilities, transfer walls to make swimming pools accessible, areas of refuge for emergencies, and twoway accessible ramps.

The preceding amendments will not be retroactive but will definitely apply to all new buildings, structures, public facilities, and pedestrian infrastructure to be constructed after the DPWH and Department of Transportation (DOTr) come out with the official amendments to the current IRR.

Casa Floria

A 1924 house dismantled, transferred, and rebuilt

San Juan, Philippines—Standing proudly in its new location, the newly-restored century-old house looks as elegant as ever. Casa Floria, a groundbreaking feat in hybrid conservation in the Philippines, is a testament to the feasibility of moving old houses, infusing them with contemporary use and technology while honoring the past. The house, distinct in its new location, has reinvigorated a sense of community in its neighborhood, generating new memories.

Named after the house’s original owners: Floro Santos and Maria Feliciano, Casa Floria has undergone a massive restoration effort involving its dismantling, relocation, and re-assembly to a new site 400 meters away. It was the first house built along Foch Street (now P. Guevarra) in Little Baguio, San Juan. The house served as the nucleus of a family complex where he lived with his wife, Maria Feliciano and their eight children.

In 2018, the house stood in a semi-dilapidated state. The spatial program was obsolete, and the property on which it stood was to be sub-divided among co-heirs. According to Amanda Barretto Lim, the current property owner, “The house stood right in the middle of the lot, and the there was no way the house could stay in its original location once the lot was subdivided. Fortunately, [I] was interested in keeping the house, so it was decided that it would be transferred to a new property within the same neighborhood.”

Maintaining its morphology and material integrity, the house was meticulously documented and rebuilt piece-by-piece on a modern reinforced concrete and steel skeleton. Congregational and circulation spaces were returned to their original configurations. Gerard Lico, a renowned heritage architect, says that his client’s brief was to transplant the old house from P. Guevarra Street to its new site along M. Infante Street, while making the house weatherproof and incorporating additional spaces to meet the current needs of the residents.

Infusing the Old with the New

With new functional and technological requirements, the house was reprogrammed and expanded with an extended rear wing and separate ancillary building, housing a modern kitchen, an audio-visual room, a gallery space, gym, home office, and a six-car garage. The interventions seamlessly integrated the historic structure with the new spaces in a manner sympathetic to the original, resulting in an architecture that ensures the continuation of the associated values and spirit of place.

The project was carried out in a period of three years, from July 2018 to July 2021. The house was relocated to a site around 596 square meters, while the house itself was expanded to around 460 square meters, with an ancillary building of 100 square meters housing the gym and six-car garage.

The property owner personally oversaw the project, while the architectural design works were provided by Architect Lico, interior décor, styling, and furniture refurbishment was by Vanessa Gaston

Architectural Development

The property is an example of a 20th century American colonial era bahay na bato at kahoy or ‘stone and wood’ house, showing the salient morphological developments between Spanish colonial era houses and their American era counterparts. Adhering to the new domestic and hygienic prescriptions of American colonial authorities in the early 20th century, the house’s first floor was raised by a meter from the ground, and with expansive balconies on the façade. Stylistically, the house combined the aesthetics of Franco-American colonial buildings with its large, two-level balcony, but fused with bahay-na-bato elements: Capiz shell sliding windows, ventanillas or lower windows, metal openwork fascia, and lyre-shaped fretworks. The house continues its original function as a family home.

The current owner, Amanda Barretto Lim, is part of the third generation

to live in the house. The house underwent a number of morphological changes over its 98-year history. Its first form had two-storeys, with expansive balconies on its façade. The ground floor composed of living, dining, and kitchen spaces, while the second floor had three bedrooms and a family area. In the 1930s, the second-floor balcony was enclosed, and a portion of the space turned into an additional bedroom. This was the form of the house for most of its existence. In the 1970s, the ceiling was lowered and ventanillas covered to accommodate the air conditioning system. In the 1998, the dining area and a portion of the living area was turned into rooms for the owner’s mother and her sister as they have gotten old and had difficulty climbing the stairs.

The remaining living area was turned into the dining space, and the second floor was converted for Amanda to live in when she got married in the late 90’s. In the reconstruction and relocation, most spaces of the original house were reverted to their 1924 configuration, while the additional rooms and spaces were incorporated into the rear expansion of the building. Utmost care was taken to seamlessly incorporate the new structure with the original shell of the house. As the family still resides in the home, it is still private property, with the primary visitors being guests and relatives of the family. However, its owners welcome other visitors and students of heritage to the house.

In July 2022, the Casa Floria bagged the Best Project Award (Winner) in the recently held UNI Adaptive Reuse ‘22 International Architecture and Design Awards.

The awards aim to “bring together global design talents that explore one of our most primary needs as a population. …recognize residential, retail, hospitality and industrial spaces which have evolved with the utmost understanding of its user groups, their function, adaptability, environmental responsibility and its urban context.

By retrofitting, maintaining, renovating and reknitting the past spaces of our personal, cultural, urban and historic fabric, [the awards] seek to highlight adaptive reuse projects that have gone through refurbishment, renovation, conservation or restoration in basic disciplines of architecture.”

The conservation of the Casa Floria demonstrates the compatibility of heritage architecture and contemporary functionality. By methodical and respectful design interventions, the structure has been made capable of growth to meet the changing needs of its inhabitants without losing its connection to its history. The entirety of the process is a showcase of the capacity of hybrid conservation—involving key stakeholders and integrating not only the physical form but also the archiving of meaning

Migs has been engrossed in doing graphic layouts since he graduated college in 2012. In UAP, he started with making publication materials for his Chapter and eventually was appointed for national events such as the Area B Assembly and at present, here in the Professional Development Commission. Currently, the Chapter President of UAP Manila Centrum, his zest of creating positive change in leading the Chapter is what he also brings to our organization’s publication arm. A fresh and new experience for all our readers is his clear goal.

An alumnus of the Pontifical and Royal University of Santo Tomas, he has worked in various scales of the design and build practice – from small to high-density residential and hospitality projects, real estate, post-construction and project management. He tries to find his niche in the vast knowledge of the built environment as he currently takes graduate studies in Urban Design at the University of the Philippines Diliman. He also teaches parttime in National University, University of the East and the Pamantasan ng Lungsod ng Maynila.

Gianfranco Galagar, UAP

Gianfranco studied architecture at Ateneo de Davao Universty and has been practicing in Hong Kong in the last four years.

Some of the projects he has been involved in include K-Farm, the first Hong Kong public seaside park employing hydroponics and aquaponics as an educational and well-being platform. He has also lead design teams in design competitions which won awards in 2020. He currently works at a not-for-profit architectural practice which focuses on socially-aligned projects in Hong Kong and China.

Michaela is a member of the United Architects of the Philippines –Manila Centrum chap ter. She’s an active member of the organization. Currently, she is the appointed auditor and has been its creative director for two fiscal years. She was also appointed as the Information & Communications Manager of the 47th National Convention. Presently, she is taking her post-graduate diploma at the University of the Philippines-Diliman on urban and regional planning. She juggles her work simultaneously as an architect (team leader) and as an elected government official. She has a background in publications during her college years. She was a layout artist in their university’s official publication organization and a part-time book illus trator. She loves to play computer games, and she has her streaming page. She also loves to sing Disney or Broadway songs. In her free time, she loves to watch Korean dramas. She has six dogs. Game of Thrones and The Witcher are her favorite TV series.

Geolette has been in the architecture, interior architecture and space planning industry for over 15 years now. She has worked on various residential, retail and commercial projects with her knowledge in lighting, acoustics and space planning. Apart from her architecture work, she is also a journalist and editor, with her roles as editor-in-chief for both Metro Magazine and the Metro.Style website. She hosts Metro Chats, shown internationally via ABS-CBN’s The Filipino Channel. Her architectural work focuses on residences as well as commercial establishments like restaurants and fashion, beauty, and lifestyle boutiques. A licensed Environmental Planner, she is a member of the UAP Emergency Architects.

Johnus Renan D. Mirazol, UAP, PIEP

Johnus is the Chief Architect – Consultant and Urban Planner of Mirazol+Mercado Design Consultants, formerly known as JRM Design Consultants, est. in 2009, an advocate of green building architecture & sustainable urban design practices. He was recently awarded as the most outstanding chapter president (local based – group 3) last fiscal year, as the spearhead of UAP Las Piñas Chapter, and also being one of its Founding Core Group members. He is a loving husband to his wife & fellow architect, Juliet and a SuperDad to Samantha and Jahren. A passionate writer, urban sketcher, watercolor artist, and a plein air enthusiast.

The future is clear and bright, as we look forward to more diversified programs and live events that would increase members participation. Also, new dedicated leaders will soon rise to ensure the continuity of the organization’s vision for its members and to the community. Making UAP, as always, a beacon of camaraderie and new hope.

Karl Aries Emerson F. Cabilao, FUAP

Being in the UAP Post editorial team for more than 15 years now, Karl continues to serve the organization through its UAP Official Publication. The past president of UAP Sugbu Chapter continues to support the activities of the UAP in his District, having attended the first in-person Joint Induction event of UAP RD-C1 last August. For this fiscal year, he looks forward to taking part in more in-person gatherings with colleagues. With the gradual return to some semblance of normalcy in the conduct of meetings, seminars and fellowships in the UAP, he reminds everyone to still stay safe and be mindful always of the health protocols.

Sheena Pearl Basmayor, UAP

As a young and flourishing architect, Sheena carries on with her passion for teaching as a faculty at her alma mater, La Salle University-Ozamiz. She also continues to serve as the youth moderator of UAPSA-LSU Chapter, while keeping up in furthering her studies through a master’s degree in architecture. With the opportunity to join UAP Post last year, she was able to bring into play her experience as a former writer and editor of TINGOG Campus Press at LSU. Now, diving into the new fiscal year she has high hopes that along with an ever-changing environment, UAP will continue to progress as a community.
