1 Introduction

1.1 This Development Specification (‘DS’) is submitted in support of an application for hybrid planning permission (part detailed and part outline) by Landsec Lewisham Limited (‘Landsec’) for the redevelopment of Lewisham Shopping Centre and adjacent land, Lewisham, London

1.2 The DS is a control document to be enforced via planning condition attached to the hybrid planning permission. Reserved matters (scale, layout, appearance, access and landscaping) will be required to conform to the DS. It relates to the outline component only and should be read alongside other control documents including the Design Code and Parameter Plans which also relate to the outline component and are informed by this DS.

1.3 NPPG Paragraph: 034 Reference ID: 14-034-20140306 requires information about the proposed use or uses, and the amount of development proposed for each use to allow consideration of an application for outline planning permission. The DS addresses this requirement.

1.4 To provide context to the quantum and use of development proposed for the outline component within the DS the reader is directed to the Planning Statement, Design and Access Statement, and schedule of accommodation which explain the site wide development uses and quantum (outline and detailed component).

2 Proposed Uses and Quantum within the Outline Component

2.1 The proposed uses and quantum of development for the outline component of the Proposed Development comprises the following uses and maximum amount of development.

Notes:

1. All figures are gross external areas unless where stated.

2. The floorspace figures exclude external or rooftop plant and lift overruns

4. The floorspace figures exclude interim works / meanwhile uses undertaken during the course of the phased build out of this development and relate only to the completed development.

5. The GEA areas include internal ancillary floorspace including back of house, plant, storage, bins, servicing, car and cycle parking, energy centres, electricity infrastructure, sub stations etc unless where stated (for example item 5).

2.2 The Use Classes set out in Table 1-1 are defined below, derived from the Use Classes Order 1987 (As Amended).

Class E Commercial, business and service (a, b, c, d, e, f, g (i, ii))

2.3 Use, or part use, for all or any of the following purposes:

(a) for the display or retail sale of goods, other than hot food, principally to visiting members of the public,

(b) for the sale of food and drink principally to visiting members of the public where consumption of that food and drink is mostly undertaken on the premises,

(c) for the provision of the following kinds of services principally to visiting members of the public:

(i) financial services,

(ii) professional services (other than health or medical services), or

(iii) any other services which it is appropriate to provide in a commercial, business or service locality,

(d) for indoor sport, recreation or fitness, not involving motorised vehicles or firearms, principally to visiting members of the public,

(e) for the provision of medical or health services, principally to visiting members of the public, except the use of premises attached to the residence of the consultant or practitioner,

(f) for a crèche, day nursery or day centre, not including a residential use, principally to visiting members of the public

(g) for:

(i) an office to carry out any operational or administrative functions,

(ii) the research and development of products or processes,

2.4 Any use not including residential use:

(a) for the provision of education,

(b) for the display of works of art (otherwise than for sale or hire),

(c) as a museum,

(d) as a public library or public reading room

(e) as a public hall or exhibition hall,

(f) for, or in connection with, public worship or religious instruction,

(g) as a law court

(a) a shop mostly selling essential goods, including food, to visiting members of the public in circumstances where:

(i) the shop’s premises cover an area not more than 280 metres square, and

(ii) there is no other such facility within 1000 metre radius of the shop’s location,

(c) an area or place for outdoor sport or recreation, not involving motorised vehicles or firearms,

(d) an indoor or outdoor swimming pool or skating rink

(q) as a drinking establishment with expanded food provision,

(r) as a hot food takeaway for the sale of hot food where consumption of that food is mostly undertaken off the premises,

(s) as a venue for live music performance,

(t) a cinema,

(u) a concert hall,

(v) a bingo hall,

(x) a dance hall
