1.0 Introduction

In October 2024, the Applicant (Landsec Lewisham Limited) submitted a hybrid application (Ref: DC/24/137871) for redevelopment of land at Lewisham Shopping Centre and adjacent land (the ‘Site’), within the administrative boundary of the London Borough of Lewisham (LBL). The Planning Application was accompanied by an Environmental Statement (the ‘2024 ES’).

The 2024 ES comprised the following:

• ES Volume 1 - formed the main body of the ES and was divided into a number of background and technical chapters supported with figures and tabular information detailing the results of environmental investigations, potential effects arising and the proposed mitigation measures. The ES also identified opportunities for social and economic benefit and environmental enhancement;

• ES Volume 2 - Built Heritage, Townscape and Visual Impact Assessment (BHTVIA);

• ES Volume 3A - Technical Appendices to ES Volume 1;

• Non-Technical Summary of the ES

Following completion of the consultation period, LBL employed their consultants, Temple Group Ltd, to carry out a review of the 2024 ES. The purpose of the review was to determine whether the 2024 ES met the statutory requirements of the Environmental Impact Assessment (EIA) Regulations and relevant guidance.

On 28th January 2025, Temple’s Interim Review Report (IRR) of the 2024 ES was received. The IRR identified a list of clarifications required.

On 28th February 2025, the Applicant provided their response (Plowman Craven Response Report to the IRR, February 2025) to the Temple IRR.

On 20th March 2025, Temple provided their Final Review Report (FRR). This FRR confirmed that the majority of the responses to the IRR were acceptable, although there still remained a few points of clarification that needed additional detail.

2.0 Further Information

This ES Addendum has been submitted to LBL. It is assumed that LBL on receipt will advertise the submission in accordance with the requirements of Regulation 25(3) of the EIA Regulations. The ES Addendum is available from the LBL planning portal website at the following link:

3.0 Addendum to the Environmental Statement

3.1 Introduction

This ES Addendum forms part of a package of revised information being submitted to LBL by the Applicant.

This ES Addendum sets out a review of the Proposed Amendments, in the context of the environmental assessment undertaken and reported in 2024 ES, and the information provided in response to the Temple IRR and FRR. This has determined whether the Proposed Amendments gives rise to any new or different likely significant environmental effects to those previously assessed.

As a result, the purpose of this ES Addendum is as follows:

Review the Proposed Amendments to determine if the overall significance of effects of the development and cumulative effects as previously reported remain valid; and

To provide confirmation that the proposed mitigation measures, as reported, remain valid.

If there is a change as a result of the verification exercise, this is reported in this ES Addendum. Where necessary, in the context of the Proposed Amendments, the technical assessments have been updated. This ES Addendum and any updated technical assessments are presented to be read in conjunction with the 2024 ES and responses to the Temple IRR and FRR as submitted. Together these documents comprise the assessment of environmental effects to be relied upon as the ‘environmental information’.

This Addendum has been prepared in accordance with statutory requirements and current industry accepted guidance for EIA, together with applicable national and international legislation for the EIA process. The assessment criteria, magnitude of change, sensitivity of receptors and assessment of effect significance remains as set out within Chapter 2 ‘Approach to the Assessment’ of the 2024 ES.

In line with the 2024 ES, it is proposed that the ES Addendum covers the following topics:

• Noise and Vibration;

• Air Quality;

• Transport;

• Water Resources, Flood Risk and Drainage;

• Ground Conditions and Contamination;

• Archaeology;

• Daylight, Sunlight and Overshadowing;

• Wind;

• Ecology;

• Socio-Economics;

• Climate Change; and

• Townscape, Heritage and Visual Assessment.

3.2 EIA Scoping

No additional formal EIA Scoping Opinion has been requested from LBL and the scope of this ES Addendum follows that of the 2024 ES.

3.1

Cumulative Effects

Chapter 2 ‘Approach to the Assessment’ of the 2024 ES confirmed the committed developments which were the subject of the cumulative assessment and the reasons for their selection, which were agreed with LBL. For the purposes of this Addendum, there is no change to the developments as assessed previously in the 2024 ES (Namely, schemes numbered 5 & 6), but on request from LBL and Temple in the IRR, we have also included two additional schemes in the assessment, and an updated cumulative scheme plan (Figure 4.1). The two additional schemes are as follows:

• Leegate Shopping Centre (DC/22/126997). (Number 7 on the Plan).

• Ladywood Leisure Centre (DC/22/129317). (Number 8 on the Plan).

3.2 Project Team & Appropriately Qualified Experts

The Project Team remains the same as reported in the 2024 ES, with the exception of Transport matters, which is now being dealt with by Momentum Transport Consultancy.

The Momentum team is headed up by John Mulhaire and Barnaby Hill, with combined experience in this field of over 30 years. They have both worked on a number of Transport Assessments and prepared associated ES inputs for numerous developments in the residential and commercial sectors.

3.3 Legal Framework

There has been no change to the legal framework since the 2024 ES and therefore this ES Addendum is covered under the 2017 EIA Regulations (as amended).

4.0 Proposed Amendments

An outline of the Proposed Amendments is provided below.

In relation to the Outline Proposals, the amendments principally comprise a closer alignment of the Parameter Plans with the Illustrative Scheme; updates to the Design Code to reflect this as well as the addition of new Design Codes and strengthening of others; and amending the Development Specification to increase the minimum quantum of town centre and community/cultural floorspace that the scheme is required to deliver.

In relation to the Detailed Proposals, changes to the internal layout of Plot N1 are proposed to aid circulation through the building. Changes to elevations of Plot N2 are proposed to show a new balcony approach alongside internal changes to improve building circulation.

4.2

Detailed Proposals

The Proposed Amendments to N1 and N2 are outlined in the Tables 4.1 and 4.2 below.

Development Specification

Development Specification. No changes to the maximum floorspace are proposed however the minimum town centre uses floorspace has been increased from 18,781sqm GEA to 37,480sqm GEA (of which at least half, 18,740sqm GEA will be in retail use (Use Class E(a))) and the minimum community and cultural floorspace is increasing from 1,751sqm GEA to 2,000sqm GEA. The minimum quantum of certain Proposed Uses set out within the Development Specification has been updated as per the track changes shown in Table 4.4 below.

5.0 Review of Effects

As above, this ES Addendum provides a review of the Proposed Amendments in the context of the 2024 ES and the responses to both the Temple IRR and where relevant, the FRR This has determined whether the Proposed Amendments gives rise to any new or different significant environmental effects.

Construction

Chapter 5 of the 2024 ES reported a summary of the proposed demolition and construction works associated with the Proposed Development. For the purposes of this ES Addendum the information provided in Chapter 5 remains unchanged, therefore the review of the effects solely relates to the ‘operational stage’ of the proposals.

6.0 Summary of Effects, Mitigation and Conclusions

This ES Addendum sets out a review of the Proposed Amendments in the context of the environmental assessment undertaken and reported in the 2024 ES and the information provided in response to the Temple IRR and FRR.

As is evident, the review has concluded that for all of the technical topics, the environmental information as provided and reported in the 2024 ES and the information provided in response to the Temple IRR and FRR, remains valid. This is highlighted in Table 6.1.
