HARTREE

The site is owned by Anglian Water and Cambridge City Council and is currently home to the Cambridge Waste Water Treatment Plant, which Anglian Water are applying for planning permission to relocate. Hartree is at the centre of the emerging North East Cambridge Area Action Plan (NEC AAP), a proposed new low-carbon district between Cambridge North station and Cambridge Science Park.

This exhibition presents the latest proposals for Hartree and is one of the last chances to give your feedback on the plans before we submit our planning application later this year.

the masterplan

Our vision is for a new kind of sustainable, inclusive, affordable community driven by the 5-minute neighbourhood.

LandsecU+I, and TOWN, are appointed by the landowners, Anglian Water and Cambridge City Council as master developers, and are responsible for the engagement, design and planning of the site, the funding and delivery of the infrastructure, and the disposal or delivery of land parcels.

The masterplan has evolved through discussions with the Greater Cambridge Shared Planning Serviceand its Joint Development Control Committee, the Cambridgeshire Quality Panel, and through engagement with the community over the last two years.

The design team is led by our masterplanners Kjellander Sjoberg who have designed a masterplan based around three walkable, mixed-use neighbourhoods. Kjellander Sjoberg is supported by a wider design & architectural team who are involved in the different aspects of the scheme’s design. This exhibition sets out the key features of the masterplan.

We are seeking your input to refine the plans further before we submit our Planning Application later this year.

three neighbourhoods

Hartree will comprise three mixed-use, LOW-cAR, 5-minute neighbourhoods – currently referred to as Cowley Quarter, River Quarter and Howes quarterwith local shops, services, parks and workplaces. Each neighbourhood will have its own character, with a neighbourhood square, and mobility hub.

There are a number of distinctive places in the masterplan including squares, parks and community spaces. These key places will be focussed areas of activity for the new community and wider population of North East Cambridge.

The smallest of the local centres is Greenway Place. The square is a quieter destination within Hartree, with a small amount of retail space.

Cowley Place , located in the northwest of the site, is a local neighbourhood centre with a small amount of retail and employment spaces.

The main street is the key route through the site, it will be the busy spine of the development, with shops, community spaces, restaurants and bars. The main street has two entrances to invite people into the neighbourhood from Cowley Road (South, and West).

Hartree square is at the intersection between Cowley Road and the main street. It will be a diverse zone of retail, local shops, services and community spaces for residents of Hartree and the wider North Cambridge area.

The play line

The Play line is a connected series of places for play and leisure for all ages, creating a diagonal green link across the site. It provides high quality public space equivalent to the size of HALF OF JESUS GREEN IN CAMBRIDGE, and can be accessed from all three neighbourhoods.

Both schools are located on the Play line, providing safe, car-free access and taking advantage of opportunities for play space. There are a variety of different types of spaces on the Play line for people and nature. This includes spaces for sport, leisure and gathering for all ages as well as planting, biodiversity and habitats for nature.

Playful elements located on key movement routes for children and families will ensure that play is a key part of everyday journeys. Smaller parks will offer green space in denser, more urban parts of Hartree. Playon

green ROUTES

With a focus on enhancing existing natural corridors, green connections across the development will support the wellbeing of residents and visitors as well as helping to sustain natural ecosystems.

From wild landscapes for dog walking, imaginative play and green loops connecting the three neighbourhoods, to communal gardens and pocket parks. These spaces offer alternative routes around Hartree, connecting to key places and providing opportunities to connect with nature from residents’ front doors.

This pathway links all three neighbourhoods and will provide a safe, pleasant pedestrian route around the site, including providing access to both schools. The existing green edge along the A14 will be retained and enhanced, including woodland management to maintain its natural character. The widening of the city’s first public drain provides access to green spaces along Hartree’s eastern edge. Vibrant streets

The streets at Hartree will be varied - there will be a vibrant main high street with shops, workplaces and cafés as well as quieter, car-free residential streets. In addition to providing easy access to different parts of the site, they will provide places to play, exercise, shop and meet friends.

The streets are designed to be flexible to accommodate various uses as needed, such as additional play space, space for food growing, sustainable urban drainage and car, bike or scooter parking. This adaptable design allows for the street to evolve to meet changing community needs without altering the street’s fundamental dimensions.

Secondary roads will have two-way lanes for cars and emergency vehicles, cars and bikes will share the street. Sustainable Urban Drainage is integrated into these street types as part of the site’s water management strategy.

Neighbourhood streets will vary in width depending on their location on the site. While cars can access these streets, they will prioritise pedestrians, creating a safe and green environment for those on foot

They will be made of permeable paving and will overlap with public green spaces and routes, such as the Green Loop.

Our transport vision at Hartree is to enable people to live well without having to depend on the use of private cars for daily journeys, which we believe will lead to healthier and more connected lives with a reduced environmental impact.

• Our masterplan will enable connectivity at both strategic and site level to ensure that the development operates successfully internally and is knitted into its surroundings through provision of new connections in line with the emerging Area Action Plan.

• The Mobility Hubs are located on the peripheries of the site to reduce traffic on the streets, they will also contain other useful neighbourhood amenities like parcel collection points.

The strategy has been developed followed discussions with Cambridge County Council and transport stakeholders, including Camcycle, Stagecoach and Zedify.

• The masterplan ensures that every home is within 200 metres of a bus stop, complemented by parking for private and shared vehicles and car clubs consolidated in four Mobility Hubs located across the site.

• Bike & micro mobility parking will be provided in line with the Council’s policy and located in either the Mobility Hubs or next to homes.

The Greater Cambridge Local Plan proposes the provision of 8,000 homes in North East Cambridge area, owing to the demand for growth in the area. Hartree will provide 5,600 of these homes, of which up to 40% will be affordable,Including first homes, social rented and shared ownership homes.

The buildings will vary in scale, architectural style and form and there will be a mix of tenures and sizes to help create a diverse, multi-generational community. Building heights will vary, from three to four storey townhouses, five to eight storey apartment buildings, with some buildings in the current draft masterplan reaching a maximum of ten storeys in line with the emerging Council policy.

The masterplan includes a range of housing types, ranging from one to three-bedroom apartments to three to four-bedroom terraced houses, with an allocation of 90% apartments and 10% houses. Our objective is to cater to Cambridge’s diverse housing requirements currently and in subsequent phases. This includes, among other options, co-housing, build-to-rent, and independent living for older people.

We are also considering the introduction of a ‘Rental Charter’ to ensure equitable, highquality, and secure rental opportunities. Potential features of this charter may include affordability measures, long-term tenancy options, quality standards, tenant empowerment and support services. Details of this will be submitted as part of our planning application.

More than homes

Each of the three neighbourhoods will have a distinct character and will provide a broad mix of homes to meet the needs of a wide range of people, along with the amenities and facilities that make a great place to put down roots.

Makers spaces

Residents at Hartree will be able to meet almost all of their daily needs, such as schools, workplaces, cafés, shops and community facilities within a five-minute walk of their home. The new quarter will be accessible and inclusive, designed to meet the needs of all.

We have begun working on the first phase of Hartree, which will be located on the southern end of the site. Initial design work for this phase has explored a range of different workspaces to meet various city-wide needs - from start-ups and SMEs to larger life science buildings. A planning application for this phase will be submitted to the local planning authority at a similar time to the main Hartree planning application. There will be an opportunity to find out more about the first phase of the project in the summer.

Sustainability

Our sustainability framework for Hartree recognises the significant environmental challenges including biodiversity decline, air quality and the scarcity of water and other resources.

Our aim is to create a place that respects and embraces the natural world, minimising both operational and embodied carbon using innovative construction methods and circular design principles.

We will set out targets for future plot-developers at Hartree, these targets will be secured through the Design Code. It will be monitored by the Shared Planning Service through the project’s delivery stages. These targets include:

ENERGY Waste

Hartree will be powered by secure, efficient and affordable energy, including renewable sources such as solar panels and battery storage.

We are exploring a space efficient underground waste management system, where refuse is stored in large underground containers to reduce the frequency of refuse vehicles on the streets and the number of bins outside homes.

Stewardship

We’re exploring a long-term, proactive stewardship and estate management strategy, which will be resident-focussed to encourage participation, control and ownership of Hartree once it is built.

Water

We are targeting a consumption level of 80 litres per day per person, in line with the council’s policy. To achieve this target, our strategy includes measures such as efficient water fittings, smart harvesting and rainwater recycling.

Biodiversity

We are targeting a Net Gain in Biodiversity across the site, in line with local policy. This will be achieved through retaining and enhancing existing spaces for wildlife as well as creating new habitats.

what’s next?

We’re aiming to submit OUR Planning Application for the project towards the end of 2024.

Reflecting our key project value – ‘shaped by many’ we have been and will continue to engage widely with people and organisations in and around Cambridge as we refine our designs and work towards the submission of a planning application. We’ll be consulting again in the summer and then we’ll host a final detailed exhibition of our proposals in the autumn before we submit the application. We’ll also be holding focus groups with stakeholders and other key consultees.

A children & young people’s strategy

This is a strategy that will ensure that the needs of children and young people are considered in the planning and design of Hartree. It will align with the UN Convention of the Rights of the Child (1989) and has been developed through engagement with young people. The strategy aims to position Hartree as an exemplary development for children and young people.

A public art strategy

This strategy will outline our approach and objectives for integrating public art into Hartree. This strategy will define the types of artworks, the selection process for artists, funding sources, locations for installations, and the intended impact on the public spaces and local communities. It has been informed by engagement with the community.

design code

We are working on preparing a Design Code for Hartree. This will be a set of written and visual guidelines to define and maintain the distinctive character of Hartree, such as the character of the streets, the style of the buildings and the public spaces.

The code will ensure consistency and quality in the design of buildings, landscapes, and public spaces within the development and will ensure that the project lives up to the vision and masterplan you have seen today. Through our Design Code we will ensure that Hartree integrates with the wider North East Cambridge district. Further details on the Design Code will be available in the summer.
