Gewese onderwyser aan ’n Kuilsrivierse laerskool is onlangs in hegtenis geneem vir die besit van kinderpornografie. Die 39-jarige man is op Vrydag 18 November aangekeer en het vier dae later op Dinsdag 22 November in die hof op Stellenbosch verskyn. Hy word aangekla van die besit van kinderpornografie, het die Wes-Kaapse polisie verlede week aan TygerBurger bevestig. Die identiteit van die beskuldigde mag egter nog nie bekendgemaak word nie, aangesien hy nog nie in die saak gepleit het nie. Lt.kol. André Traut, polisiewoordvoerder,

het gesê die man is op R2 000-borgtog vrygelaat. “Die saak is uitgestel en sy volgende verskyning op Stellenbosch is geskeduleer vir 8 Februarie,” het Traut gesê. TygerBurger het vertroulik verneem dat die onderwyser werksaam was by die Laerskool Mikro in Mikropark, Kuilsrivier, waar hy glo as drama- en musiekonderwyser gewerk het. Hy was nege jaar lank in diens van die skool. Millicent Merton, woordvoerder van die Wes-Kaapse onderwysdepartement, het vandeesweek bevestig dat die gewese onderwyser in hegtenis geneem is en dat hy in Mei vanjaar as onderwyser bedank het. Opvolgnavrae is aan die departement gerig oor die rede vir sy bedanking. Dis egter

he Blue Downs police cluster launched its 16 Days of Activism campaign on Friday last week in Mfuleni where women and children were made aware of their basic human rights. Captain Nomathemba Muavha, a police spokesperson, says the launch started with a walkabout in Parliament Street in the Bardale informal settlement, Mfuleni, where pamphlets containing information about woman and child abuse were distributed among residents. Later that day the crowd was addressed by Major-General Vincent Beaton, the cluster commander. The department of justice and a representative from the police’s victim empowerment programme in Kuils River, Sashma Bergman, also addressed the women and children at a park in Judge Street, Muavha says. “The crowd was kept entertained by artist Leon Mbori. They were encouraged to report cases of violence against women and children. The men were also reminded that they must take up their role to protect these vulnerable groups and not become perpetrators of this kind of crime,” Muavha says.

A total of 14 firefighters responded to a house fire on Monday afternoon in Kalkfontein, the City of Cape Town’s Fire and Rescue Services say. They Layne, spokesperson, says two fire engines, a water tanker and one rescue vehicle were dispatched on Monday shortly after 12:00 to the scene in Bettie Street, Kalkfontein. “One motor vehicle and one informal structure was damaged. A hard-working and dedicated community worker from Wesbank was awarded the neighbourhood watch member of the Year award at a prestigious gala event held on Saturday by the City. Edith van Wyk, member of the Wesbank Neighbourhood Watch, was the recipient of the coveted prize. Van Wyk is involved in various organisations in Wesbank and serves on the Walking Bus initiative, the Ladies Community Organisation and also sits on the ward committee. She organises holiday programmes for the community’s children during the holiday as well. Her involvement has led to many residents joining the watch in Wesbank, a motivation for the award read. Van Wyk says she was surprised when her name was called. “There were ten names in the category that I was selected for and I was the winner, but at the end of the day when I went there, I went with confidence. I knew I was going to get a prize, I just did not know it was going to be the big one. I feel excited and very happy.” She said she thinks it’s only fair that people are awarded every now and then for their hard work. “All of the work I do, is on a voluntary basis. I don’t receive any payment from anyone but the reason I do it, is because I have a passion for

ie ontbinde lyk van ’n bejaarde man van Wesbank is onlangs deur ’n bekommerde inwoner by die oorledene se huis gekry, waar dit glo al drie dae lank gelê het. Zandre Allen, inwoner en gemeenskapswerker, het verlede week vertel hoe hy onlangs op die lyk van Japtha Plaatjies (75), ’n bekende inwoner, afgekom het. Die lyk is op Saterdag 18 November gekry. Volgens Allen het vriende van Plaatjies, by wie hy gereeld besoek aflê, bekommerd begin raak toe hy vir ’n paar dae lank nie opgemerk is nie. “’n Vrou by wie die groot man altyd gaan eet het en wat na hom omgesien het, het bekommerd geraak. Sy het my gebel en gevra of ek hom nie dalk gesien het nie,” vertel hy. Plaatjies was glo die naweek vantevore in die Oos-Kaap en het na sy huis in Wesbank teruggekeer, maar is nie weer in die gebied

Saterdag skuins voor 18:00 is Allen gevra om ondersoek in te stel, omdat Plaatjies se bure ook aangedui het dat hulle hom vir ’n paar dae nie gesien het nie. “Ek het gesê ek sal aan sy deur gaan klop. Ek moes dit uiteindelik oopskop.” Dis toe dat hy met ’n sterk reuk gekonfronteer is, vertel hy. “Ek het dadelik geweet die man is oorlede.” ’n Vriend van Allen het by die huis ingegaan en die ou man op sy bed gevind. Hy het bevestig Plaatjies is oorlede. Die ambulansdiens, forensiese patoloë en polisiediens is ontbied. “Die lyk het al ’n paar dae daar gelê. Sy hele gesig was opgeswel en sy liggaam het ’n sterk reuk afgegee.” Plaatjies het alleen by sy huis in Aragonstraat in die E-blok in Wesbank gewoon. Sy vrou is drie jaar gelede oorlede en sy dogter woon in Atlantis. Daar word vermoed dat hy aan natuurlike

oorsake dood is. “Ons wag nog op die patologiese verslag.” Plaatjies was ’n lid van die Samaritan Gospel Ministries. Past. Marius Bailey, kerkleier, het gesê Plaatjies is Saterdag by die Ou Apostoliese Kerk finaal gegroet en by die Welmoed-begraafplaas begrawe. “Hy was ’n mens-mens. Hy was altyd baie behulpsaam, ons almal se oupa, pa en mentor,” onthou Bailey. Plaatjies was ook baie lief vir tuinmaak. “Almal in Wesbank het hom geken. Hy was alombekend as oupa en almal was lief vir hom,” het Bailey gesê. Kapt. Nomathemba Muavha, Mfuleni-polisiewoordvoerder, het bevestig dat die oorsaak van Plaatjies se dood nog nie bevestig kan word nie. “Die polisie wag nog op die nadoodse verslag,” het sy gesê. ’n Geregtelike doodsondersoek is geopen. NHW winners announced

he winners of the second annual Neighbourhood Watch (NHW) Awards were announced on Saturday evening during a ceremony at the Cape Town Civic Centre. Top honours went to the Parklands Neighbourhood Watch and Edith Naomi Van Wyk-Koornkaar of the Wesbank Neighbourhood Watch, who were crowned NHW of the Year and NHW Member of the Year respectively. A new award was also introduced this year where NHW members could nominate their favourite journalist. Samantha Lee, Mitchell’s Plain reporter at TygerBurger’s sister publication, People’s Post, and colleague Chevon Booysen, were both nominated in this category with Samantha bringing home the prize. All neighbourhood watches and members who were nominated received certificates. The winners each won a cellphone. The awards were announced by Hylton Mitchell, and handed over by the City’s May-

co member for safety and security, JP Smith, the City’s director of safety and security, Robbie Roberts, People’s Post editor, Cecilia Hume, and Samantha Green of Vodacom. The winners are: . Mfuleni police are inviting the public who are energetic, intelligent, physically and mentally fit and who are dedicated with the desire to serving their country on a voluntary basis, to apply to work as reservists. This will enable them to assist the South African police service in the fight against crime, Captain Nomathemba Muavha, police spokesperson, says. Applicants will be expected to perform a minimum of sixteen hours voluntary duty per month. The age category for applicants is between 20 and 50 years. The core functions for successful candidates include general functional policing duties in sectors at station level. “As such, they will be carrying out one or more of the following functions: prevent, combat and investigate crime, maintain public order, protect and secure the inhabitants of the country and their property, and uphold and enforce the law. “Applicants can apply by completing the prescribed application form in their own hand writing. These application

forms can be obtained from your nearest police recruitment office or local police station. Applicants must take note of the fact that these application forms are not for sale and any payment offered by an applicant or promises provided in this regard will be investigated and may lead to criminal prosecution,” Muavha says. Applicants may report such incidents to the national anti-corruption line on 0800 701 701. Interested parties will also need to specify the station for which they are applying to, make sure that they have signed their application form in front of a commissioner of oath, attach certified copies of their identity document (ID), driver’s licence, matric or senior certificate, additional qualifications, proof of permanent employment if applicable, as well as proof of residence. ason Booysen (13), wat verlede week helder oordag in Wesbank se strate deur ’n gewapende man doodgeskiet is, is die afgelope naweek ter ruste gelê. Hy is Saterdagoggend uit die Nuwe Apostoliese-kerk in Wesbank deur familie, vriende en sy klasmaats by die Laerskool Hoofweg in Wesbank finaal gegroet. Hy is later die middag by die Maitlandbegraafplaas ter ruste gelê. Jason wat beskryf word as ’n liefdevolle seun, is op Sondag 20 November in Drummondstraat deur ’n groep mans aangeval. Die groep het glo verby hom gehardloop toe een van hulle ’n wapen uitgepluk het en hom in die kop geskiet het. Baie van sy klasmaats het sy dood moeilik hanteer. By sy gedenkdiens Vrydag – die eerste dag van die 16 dae van aktivisme teen geweld teen vroue- en kindermishandeling – het heelwat laerskoolleerders gesnik en in trane uitgebars wanneer daar oor Jason gepraat is. Die diens is in die skoolsaal gehou. Allystair Sauer, skoolhoof, het die diens begin deur sy medelye, sowel as die medelye van sy personeel en skoliere met die bedroefde naasbestaandes te deel. “Ons voel saam met u. Ons was almal geskok toe ons die boodskap kry. Alle sterkte en voorspoed,” het Sauer gesê. ’n Foto van die vermoorde tiener is op die verhoog geplaas en ’n kers is voor dit laat brand. Mfuleni police have urged motorists to make 100% sure when making use of tow-truck companies as some car owners often have to pay more than they have bargained for. “We would like to warn drivers to use reputable tow-truck companies when having their vehicles salvaged as it came under our attention that extra unnecessary charges are added to invoices, agreements are not always kept and sometimes people struggle to get their vehicles back,” Captain Nomathemba Muavha, police spokesperson, says. Muavha says in one incident a motorist was involved in an accident and assisted by a tow-truck company on the scene. The driver, however, was in for a surprise.

“As the driver of the vehicle was not injured he personally arranged with the tow truck driver to have his vehicle towed to his house. It was agreed that the motorist would pay R950. The motorist and the tow truck driver went to his house, however when the motorist got home, the tow-truck driver drove off with his vehicle without waiting for the money. The motorist called the company and was directed to the business premises where the owner met with him and informed him that he would have to pay R7 500 to get his vehicle back.” The motorist explained to the owner the original agreement between him and the driver, but he informed that he now had to pay for vehicle storage as well. Top artists to light up stage With only a few days to go until the official festive season kick-off, a line-up of top African artists have been confirmed for the switch-on of the festive lights event to take place at the Grand Parade on Sunday 4 December. According to the City of Cape Town, this includes hip-hop artist AKA and South Africa’s internationally acclaimed DJ Black Coffee as headline acts. Also on the bill are top Cape Town artists including legendary DJ Ready D, MCs Soli Philander and Shaleen Surtie-Richards, charting artists Matthew Gold, DJ Lance Theron and Candice Thornton, George Werner’s Cape Town Jazz Legends, Karin Kortje, Robin Pieters from The Voice SA fame, the children of the late Taliep Petersen, and Afrikaans superstar Kurt Darren. They will be joined by the winners of the Festive Lights Challenge currently running on indi.com. For multi-award winning and chart-topping artist AKA this is also a homecoming as the artist, born Kiernan Forbes, returns to the city of his birth for the traditional festive season opener in Cape Town. “I’m excited to be coming home and looking forward to performing for my Mother City fans, who really are like family to me,” says AKA. as Ultra Miami, Coachella in California and Ibiza, Black Coffee brings his inimitable house sound to the festive lights switch-on for the first time. Meanwhile, the search for Cape Town’s next big music act is taking place online in the Festive Lights Challenge on indi.com, a new social video talent platform which was launched in South Africa. City sets aside R4 million for minstrel events About R4 million has been set aside by the City of Cape Town for minstrel events this year to procure the necessary services. This follows the death of a member of a minstrel troupe who was shot and killed during an illegal back march last week Sunday (20 November). The City’s Mayco member for tourism, events and economic development, Eddie Andrews, says the allocation is to assist the

minstrel groups to avoid such incidents. “We strongly condemn this illegal march and can confirm that no permit was issued for the back march. Further investigations into this matter are underway by the relevant law enforcement agencies,” Andrews says, adding ongoing discussions are scheduled with various minstrel associations to plan for the minstrel events which are synonymous with Cape Town.

uils River residents were recently shown the roles and responsibilities of each of the safety and security structures operating in their area, at an open day event held in Jagstershof. The purpose of the event, organised by the Langverwacht Neighbourhood Watch, was to make people aware of the services available to them and how to access them, Denver Rank, chairperson of watch, told TygerBurger. The event was held on Saturday 19 November. Rank says all armed response agencies, including the Phangela Group, ADT and Basset, along with the City of Cape Town’s community safety structures such as Traffic Services and Law Enforcement, were invited to showcase their work. From the police’s side the K9 or Dog Unit as well as Bomb Squad attended. “We also had Disaster Risk Management, the Pink Ladies organisation for missing persons and local businesses from the community there and invited all of our nearby neighbourhood watches,” Rank says. For the children they organised pony rides, face painting and jumping castles. “Our whole intention was just to create awareness of neighbourhood watches, structures which are not always popular among residents.

“These structures consist of community members who volunteer to work in their areas but who often do not receive any recognition.” The displays by the various departments were enjoyed throughout, he says. “The interest on the day was overwhelming. Especially the children who enjoyed the display by the K9 unit when they demonstrated how the dogs sniff out weapons.” He said they want to educate residents about safety as well and also educate the younger generation. “We want them to start to love these departments and what they do by giving them a perspective and show them how they combat crime.” Weapons confiscated during their routine patrols recently were also on display for the public to view. The Langverwacht Neighbourhood Watch now aims to make the open day an annual event. “Everyone came together on the day and played their part. “It was just a nice community project and I think we should broaden it and invite the entire community and let them get to know their neighbours,” he says. Mfuleni police confiscate weapons

fuleni police have executed several arrests relating to the possession of unlicensed firearms. The latest arrests were made on Tuesday 22 November at approximately 08:30 when police followed up information in Framesby Street, Wesbank, which led to the apprehension of three suspects. According to police spokesperson Captain Nomathemba Muavha, says the suspects, aged between 22 and 34 years, had unlicensed firearms in their possession which included a hunting rifle with one R5 round. Two other suspects were arrested on the same day, however this

time in the nearby Wolvengat Street. The two men, aged 21 and 34 years, had a prohibited firearm in their possession, Muavha says. “A zipgun with one 9mm round was found.” All five suspects appeared in the Blue Downs Magistrate’s Court on Friday. The police also confiscated a firearm from a suspect believed to be involved in the murder of a 13-year-old boy on Sunday 20 November. Muavha says the weapon confiscated is believed to be the one used in the murder itself. “The firearm had seven 9mm rounds in it and it was found in Ou-

plaas Crescent. This is a second suspect arrested who is linked to the murder of the 13-year-old. “We have not ruled out the possibility that this firearm might have been used as the murder weapon,” Muavha says. Lieutenant-Colonel Fred Jacobs, Mfuleni station commander, thank his officers for ensuring they leave no stone unturned in searching for perpetrators of crime and arresting them. O

ver two thousand years ago one Chinese person might have said to his friend: “Imagine breeding an elephant that can fit in your pocket!” His friend might have rolled his eyes before replying: “What nonsense! You might as well grow a shrub-sized tree!” The exact details behind the bonsai, or “pun-sai” as the Chinese called it, is steeped in mystery. The reaction of someone seeing a bonsai for the first time, however, has endured over the ages. An Emperor of the Zhou dynasty probably gasped the same way an eight-year-old girl gasped when she saw a bonsai tree for the first time at Cape Garden Centre on Sunday. One visitor to the show is only two years old, which is many times younger than the oldest bonsai on show. Even his dad is younger than the tree!

The Tygerberg Bonsai Club hosted their annual Bonsai Show to much fanfare. There were between 80 and 100 trees on show of various species, styles and sizes – some officially “older than 35 years”, but could in fact be older than 50. These are, of course, mere seedlings compared to the oldest bonsais in the world, which are more than 1 000 years old! During the event there were bonsai related items for sale (like trees, soil, gravel, pots and wire), as well as workshops where members of the club helped visitors with their own bonsais. Members were also on hand to give advice to anyone seeking it. The club’s Gerrit Nieuwoudt concludes: “The art of bonsai is a living art and your tree is never complete. It also teaches children to take responsibility to water and care for their tree on a daily basis. By now it’s no secret that damn levels in the Western Cape are critically low. So low, in fact, that last week’s rain wasn’t even a drop in the bucket, so to speak – yet you still see people watering their lawns furiously. The Western Cape’s current water shortage is just one of the many little weather-related changes we’ve been seeing in recent months. Slowly, our weather patterns are changing. Despite a few warm days recently, it hasn’t been nearly as hot as it usually is this time of year and when last do you remember rain in November? These little changes are all evidence of the fact that the climate is changing. Years of industrialisation are taking their toll and it’s predicted that the next world war will be fought over basic resources. While that may sound slightly extreme, it’s important to remember that we are only feeling the first symptoms of what the next generation will have to make their home in. The historic agreement forces member countries to implement strategies to keep the rise of global temperatures below 1.5 degrees, but is it too little, too late, considering global temperatures are already one degree above pre-industrial levels? While the effects of climate change on the environment are unquestionable, for humans this would mean exposure to natural disasters and, more pressing, food and water supplies. While the chances of turning the ship around now are slim, the best we can do is to work together to keep it in one place instead of veering too far off course. So save water, recycle, and opt for renewable energy: it’s the least we can do to keep the ship afloat. – Louisa Steyl

Hy meld dat veral die tale Afrikaans en Arabies hul leen tot kwetsende woorde. Ek het nuus vir hom. Engels staan nie een tree terug wanneer dit by bogenoemde kom nie. Om maar net ’n paar Engelse kwetswoorde as voorbeeld te noem: “rockspider, hairyback, asshole, blacky, pansy, poofter, whitey, grease monkey, pigskin, palefaced, white trash,” ens. Ek weet daar is persone wat in sulke toestande in ’n voertuig klim en bestuur, en dit is skrikwekkend. Maar iemand wat ’n glasie wyn saam met ete gedrink het, sit met ’n probleem. Sonder om self ’n alkoholtoetsstel te hê, en volgens hom nog binne die perke,

loop die bestuurder ’n risiko. Weens die variasie in die glasgrootte/gestel of ’n verskeidenheid ander faktore, kan hy marginaal bokant die limiet wees. So ’n persoon is nog 100% by sy positiewe en in beheer van die voertuig en hoegenaamd nie dronk nie. Hy het ook nie opgetree om die wet te oortree nie. Dit is nie vir my regverdig dat so ’n persoon krimineel aangekla word nie. Ek sou voorstel dat daar toegeefliker teenoor diegene opgetree word wat net oor die limiet is. Local pubs should promote taxi use To quote Andre Engelke’s letter “Vat dronkryers vas en los spoedboetes”, TB, 16 November ... I live along the busy Durban Road. Late at night and in the early hours of the morning, drunk drivers speed up and down this road. These are drunk drivers leaving the “kuierplekke” opposite Tyger Valley and Hollow Tree in Old Oak Road. This is an old problem and the culprits know there are no traffic officers around after hours. Why don’t these pubs and restaurants promote the use of [take-home] taxis? This is what people do elsewhere in the world. It’s a safe user friendly mode of transport and apparently cheaper than other taxi services. If you know you’re going out for a night on the town, leave your car or motorbike at home and get home in one piece, not endangering the lives of others. I lie awake at night hearing these people speeding along and wondering when they’ll come crashing through

my fence and whether I’ll have to go and pick up the pieces. Please, people, if you have the bucks to go out drinking, surely you can afford [a taxi] home? INGRID FRITZ Kenridge

Proposed hike in licence fees illogical Re. “Proposal to hike vehicle fees”, TB, 23 November. And just when we thought the DA had done a good job in stalling the income-generating national government’s tolling of the Western Cape’s roads, up they come with their own version. Perhaps they think we have a short memory. A few years ago, we were subjected to a “temporary”, one-year doubling of motor vehicle licence fees as a “catch up”. The rest of the country paid almost half of what we were being charged. People were forced to go to other provinces to register their vehicles and pay licences there. Did they keep their word? Not on your Nellie! The exorbitant fees were left in place until the rest of the country caught up with us. Now, after years of increased fees and provincial government reaping the rewards, yet another hike is proposed. It’s bad enough the DA wants extra rates from us poor mortals every four years instead of ... the legislated five. Mine recently went up by 28%. My late father always used to say: “Governments cause inflation”. How true that is! What’s with interminable and illogically justified petrol increases, payment for a plastic driver’s licence every five years (a UK one lasts 30 years), and now a local licence fee hike? Fun family activities at GrandWest this summer

here will be plenty to keep little ones entertained during the school holiday this December when Sun Exhibits at GrandWest will be turned into a giant fun park. Presented by Eventful Parties and Bakgat Promotions, the fun park will be open from Friday 16 December until Tuesday 10 January 2017, offering fun for the whole family.

A pop-up play park, complete with jumping castles, obstacle courses, cool characters, inflatable soccer goals and photo frames, will keep younger children busy, while those a little older might want to try one of the many carnival rides on offer. ou’d be forgiven for causing an accident when you first spot these two. With their matching sunglasses, Vlekkie and her owner, Johan Fourie, are a familiar sight to Brackenfell and Durbanville residents already. They make an unusual pair, with Vlekkie – who is a dog, by the way – perched on Johan’s shoulder during his almost daily cycle. Johan, who lives in Vredekloof, says he has the best fitness trainer in the world in his furry friend who gets more excited that him when she sees him getting his gear on after work. “She watches me and runs outside to the bicycle.” It all started about five years ago while he was visiting family for a holiday. Johan borrowed his brother’s bike to cycle to the next town and Vlekkie escaped from the house to follow him. “She goes everywhere I go,” he explains. Not wanting to turn back, he threw her over his shoulder and hoped for the best. “Turns out she loved it.” When he started regularly riding about three years ago, it was only natural that she would join him – with her own gear. Her sunglasses are called Doggles and are specially made to fit her head, keeping dust and insects out of Vlekkie’s eyes. The two now cycle together almost every day, provided the weather isn’t too bad and there’s nothing urgent Johan needs to do. They do about 16km daily during the week and 28km a day over weekends, but their routes always go past parks where

Annual carols evening coming up The popular annual Carols by Candlelight evening is hosted by the Rotary Club of Tygerberg on Sunday 4 December at the Avondale gardens in Durbanville. This year the event is presented to raise funds for the Fisantekraal Centre for Development, which offers training to unemployed people and equips them with a life skills course for a meaningful life, or other youth projects in the Fisantekraal community.

The evening is non-denominational and aimed at the younger generation. The garden at 40 Protea Way will open at 17:30 and guests can bring their own picnic. There will be entertainment boxes for children and coffee for sale. The carols will start at 19:30 and should be complete by 21:00. Entry is R50 per person, R30 for children aged 6 to 12 years, whilst children under six years enter free of charge.

Community Women Action, recently held a prostate cancer awareness campaign through­ out the area in partnership with the Cancer Association of South Africa (Cansa). e have all seen them around Cape Town. The Metro Police officer, the Law Enforcement officer and the Traffic Services officer. Dressed in their various uniforms and while driving their various types of vehicles, they go around town conducting their various duties. In some cases, this is causing much confusion among the public about who does what, who is responsible for dealing with what issues and who should be taking action. In this week’s edition if Municipal Matters, TygerBurger chats to the City’s Mayco member for safety and security, JP Smith. Smith says the safety and security directorate consists of six main departments, namely: Metro Police, Traffic Services, Law Enforcement, the Public Emergency Communication Centre (PECC) 107, Disaster Risk Management and Fire and Rescue Services. There are also additional entities like the Special Investigations Unit and Internal investigations and the

The Law Enforcement department has 465 Law Enforcement officers, 186 learner Law Enforcement officers and 279 volunteers. Smith says they handle more than 5 000 complaints each month, but this figure fluctuates. The City also has 379 traffic officers, 18 traffic wardens and 46 traffic inspectors. “Between January and May 2016, 8 557 complaints were received – an average of just over 1 700 a month. In addition, the department receives hundreds of other complaints via email and WhatsApp that will not reflect on the control room statistics.” Smith agrees that the role of each of these officers is often confused. “Some do not know the difference between Saps and the City’s enforcement agencies and often confuse the roles. Saps is the primary agency responsible for crime prevention. The City’s Metro Police support the Saps but also do autonomous operations.” In addition, he says they have also noted that many confuse the departmental identity of officers. “They will call a Metro Police officer a traffic officer or vice versa. The reason for this confusion is perhaps the public being unclear as to the role of each department. A close match in terms of branding colours between the Metro Police and Law Enforcement and the uniforms of Traffic Services and Law Enforcement may contribute to this confusion.”

What is the primary role of a Traffic Services officer? A. The Traffic Services Department is committed to improving road safety by providing effective driving licence services and traffic enforcement. They are responsible for enforcing the City’s traffic laws and clamping down on offences such as speeding, driving under the influence of alcohol, and driving recklessly. Q. How many different units are there in this department? A. It consists of the Operations section, Licensing and Prosecutions (Lipro) section and the support services branch. Q. What is the role of the Ghost Squad? A. The Ghost Squad was established to “create an illusion of an omnipresence”. Due to the shortage of officers in and around the city area, the City is trying to create the impression that at any time a motorist must think that the vehicle next to them or behind them could possibly be a Ghost Squad officer and therefore it would discourage motorists from attempting or executing bad driver behaviour. Its core function is to concentrate on serious moving violations which could lead to fatal crashes or crashes involving serious injuries to the parties involved. . he University of the Western Cape (UWC) did exceptionally well in the 2016 GradStar Awards as law graduates Freddy Kido and Yolanda Bam-Mguye were selected as the top students both at UWC and in the country. The GradStar Awards recognise the top 100 university students across South Africa and connect them with potential employers as well as business mentors who will assist them in getting ready for the workplace. The Top 100 candidates went through a four-phase judging process, which led to employer workshops in September, culminating in selecting students regarded as “Ten of the Finest”. Kido, a second-year law student from Windhoek, Namibia, says the GradStar award was a welcome surprise.

“This award is great and I’m still in shock. It gave me exposure and the opportunity to engage with brilliant students across South Africa,” he says, adding that the prospects of finding a job in such a competitive market are made easier and he has already been called by three top law firms. Bam-Mguye, a second-year law student from Oakglen in Bellville was second, which she feels is an immense honour. “Selection was not only based on our academic performance, but on our involvement in university life as well. They looked at whether we were leaders in our own space and within the university community. S

uave, tight and thoroughly entertaining, The Kink is all about good music and having

fun. The six members, who hail from Brackenfell, Kuils River, Belhar, Burgundy Estate, Ravensmead and Diep River, are usually kept fairly busy by corporate and private functions, but northern suburbs fans will get a chance to catch them in action when they present their Kinky Disco – complete with glow sticks and mirror balls – at Jamrock Theatre on Saturday 3 December where they’ll be showcasing just how far their repertoire stretches. Previously known as Five Levels Up, an almost complete line-up change led the band to change their name to something that better reflected their new, fresh vibe. The only two members left from the previous line-up are vocalists Meliza Arendse and Linley Meavers. “This band has changed quite a lot,” Linley says. “When I rocked up, everything changed,” drummer Byran Brink says jokingly, but on a serious note he adds: “There was no tightness about what was happening.” Byran roped his old friend Ian Williams in on keys and the two brought their own feel to the band. With Khyle Singh joining on bass at the beginning of the year, the new line-up was complete. “He just slotted in,” Ian says of Khyle who he met playing together at church. Besides their corporate and private gigs, The Kink have become regular faces at The Piano Bar and the Bay Harbour Market in Hout

Bay. “These two are legends there,” Ian says pointing to Meliza and Linley. “People actually request songs when they know that we’re playing there,” Khyle adds. The band has also been spending time on their branding and has been working on photoshoots, their image and show reels, with Linley handling their digital marketing. All the members have quite serious professions, from chemical engineering and chartered ac-

countancy, to Craig who’s a librarian. The Kink gives them the chance to live out their musical passions after hours. “Most of the time people don’t even know that we are musicians,” Khyle says, adding that many people he knows in his work capacity are “astounded” when they see him on stage. “But the fun thing about this band are the six people in this room,” he says.

The Kink plays pop songs ranging from contemporary pop to old school classics. “But if we do a song we always add our own funk spin to it,” Khyle says, while Ian points out they are always mindful of their audience and try to refine their set list for their audience. “When we do Bay Harbour for example, we always cater for the outof-towners”. One of the biggest components to their adaptability and winning formula is their vocalists’ abilities to bring a crowd out of their shells. “We love crowd interaction; we thrive on it,” Byran says. Craig explains that their show at Jamrock will include music from the 1970s to now. “It’s about painting a picture of who we are.” Proceeds from the show will go towards replacing equipment that was stolen during a break-in. After their Kinky Disco, The Kink will carry on refining their sound, and once the “wedding season” calms down, they’re hoping to spend some time working on originals For now, music fans can catch them at the Bay Harbour Market for a free show on Friday from 18:30 before their Kinky Disco at Jamrock Theatre on Saturday where tickets cost R20. Entries open early for Cansa relay event T

eams of 10 to 15 people can already enter now to take part in the Cansa Relay for Life (North) event on 4 March next year. Relay For Life, an overnight event in which teams spend up to 12 hours walking or running around a track, will be presented at the Bellville Velodrome. The aim is to raise R100 000 in aid of the Cancer Association of South Africa (Cansa), says Leatitia Jordaan, co-ordinator for Relay For Life in the Cape Metro region. “This is the first time in two years that this event, one of six in Cape Town, is presented again in the northern suburbs,” she

says. Other similar events will be presented in Athlone, Mitchell’s Plain, Somerset West, the SA Navy in Wingfield and in the Mamre-Atlantis-Pella area, she says. A total of 80 teams can enter the event at a cost of R650 per team. The closing date for entries is at the end of February 2017, but teams should start their fundraising initiatives so long. “Relay for Life celebrates survivors, funds research and cancer education and inspires the public to become involved Cansa’s advocacy efforts. It also makes important services possible for patients and

their families,” continues Jordaan. The event will provide communities with the opportunity to join the fight against cancer. “Team members take turns walking or running around a track so that the team has at least one member on the track the entire time of the event. “Money is raised primarily through team commitment fees, team and individual fundraising, as well as Luminaria or Candle of Hope donations,” she says. Highlights of every relay are the survivorship activities and the “Luminaria Ceremony” or “Candle of Hope Ceremony”,

each acknowledging those who have been touched by cancer. Survivors are honoured and celebrated via special activities, including an opening Survivors’ Lap around the track and a heart-warming Luminaria Ceremony. “Luminaria or Candles of Hope are purchased both before and during the relay, placed around the track and lit during a programme,” says Jordaan. “The programme includes inspirational stories and truly highlights the importance of fighting cancer,” she says. The City’s mayoral committee has recommended that Council authorises a public participation process to assess the public’s support for Fibrehoods to mount its fibreoptic cables on the low-voltage electricity reticulation poles for telecommunication purposes. According to a statement by Mayco member for corporate services and compliance, Xanthea Limberg, if approved by Council, a public participation process will commence regarding Fibrehoods, an electronic communications licence holder, being granted the rights to install their fibre-optic cabling on the City’s low-voltage electricity poles. “As a smart city that embraces innovative technologies, the City is working with many internet service providers to extend the availability of good telecommunications infrastructure throughout the metro. These efforts are supported through our own fibre investment which makes backhaul opportunities available to the private sector,” she says. The draft agreement protects the City’s rights and powers as the electricity reticulation governing authority and ensures that the City is indemnified in the event of Fibrehoods’ cabling being damaged or claims arising by third parties. It also provides for a market-related remuneration to be paid by Fibrehoods to the City for the proposed right. The proposed public engagement period is a mandatory process as dictated by national legislation, which stipulates the City needs to obtain input from all possible stakeholders prior to allocating an exclusive right to a single party to make use of public assets. This is a significant property right, as it will be for longer than three years and will be worth more than R10 million. “Should this recommendation be approved by Council, it will have far reaching benefits – not only for the City, but more importantly for our residents and businesses. The City will benefit financially by way of a market-related income,” says Limberg. “The granting of the long-term rights will contribute to the accelerated roll-out of telecommunications infrastructure that is essential for economic development in Cape Town.” Last year the City granted Link Africa (an electronic communications network systems licence holder), the right to install their fibre-optic cables in the City’s stormwater and sewer pipes. Pictures tell stories in seven frames I

n celebration of Table Mountain being named the New Seventh Wonder of Nature (N7W) on 11 November 2011 (11/11/11), Table Mountain Cableway is calling on the public to participate in its photography competition. The cableway has launched the competition across Twitter, Facebook and Instagram with prizes for the best photographs taken at one of the seven giant yellow N7W picture frames installed across the City of Cape Town. The competition runs from Friday 11 November to Sunday 11 December. Anyone can enter by visiting one of the frames located at Signal Hill, the V&A Waterfront, Eden on the Bay, Cape Town Railway Station, Harrington Square, Lookout Hill in Khayelitsha or the Silo District in the Waterfont, taking a compelling picture and posting it to their Twitter, Instagram or Facebook accounts using #TableMountainN7W. In 2011 Table Mountain joined a list of the world’s top natural attractions alongside Jeju Island (South Korea), Puerto Princesa Underground River (Philippines), Ha Long Bay (Vietnam), the Amazon rainforest and river (South America), Iguazu Falls (Argentina and Brazil) and Komodo Island (Indonesia). The New7Wonders campaign in 2011 was supported by media personalities, sporting stars, comedians, musicians, bloggers and politicians who helped spread the word to the public, who responded by pledging millions of votes online and via SMS. Durbanville team named champs

T

he Western Province Personal Trust Fours Competition was recently played over two weekends with rounds one to four and the quarter-finals being played at various clubs around the Peninsula. The semi-finals and finals were played at the renovated and “A” graded greens of Durbanville Bowling Club. The venue was fitting, as three of the Durbanville men’s bowling teams had advanced to the semi-finals with the other semi-finalist being WPCC Bowls. WPCC Bowls, skipped by Leslie Ryan, were drawn to play against the Durbanville Bowling Club team skipped by Johan Kleynhans and three relatively newcomers, Corné Naude, Richard Craddock and Koos van Vuuren. This was a nail-biting match which had to go to an extra end as the teams were tied after the regulatory 21 ends. Kleynhans’ team prevailed and won the match 2322 and a spot in the finals.

In the second semi-final the team skipped by Bob Standen, with Dup de Wet in at number three and newcomers Lourens Els and Morne de Wet being “front rank”, came up against the team skipped by Gert Bruwer,

with Richard Lang in at number three, Jeffrey Claasen and yet another relative newcomer, Dudley Maré. This was also a well contested game between members of the same club with Bruwer’s team being the

eventual winners at 19-15. This resulted in an all Durbanville final between Kleynhans and Bruwer which was played in front of a partisan crowd. Some outstanding play by the “back rank” of Bruwer and Lang ensured victory of 26-15 for Bruwer’s team and the trophy as the winners of the 2016 Western Province Personal Trust Men’s Fours Championship. Durbanville Bowling Club is going from strength to strength and the club is very proud of their top class facilities, “A” graded greens and spirited and enthusiastic members. The club offers “Action Bowls” every two weeks and encourages members of the public to come and try their hand at lawn bowls in a fun-filled morning and learn more about this wonderful sport. junior full­contact karate team leaves for Bulgaria today (Wednesday) to compete in the Kyokushin World Union Open Youth World Championship on 3 and 4 Decem­ ber. The team consists of 25 members. Kaylah, who is a member at the Bellville Golf Club, recently won her biggest trophy yet as she stormed to a two-shot victory winning the Gus Ackerman Trophy at the 36th Ackerman Championship held at Clovelly Country Club. “My journey started when I was three, going to the driving range with my dad, Alan. I think I was about five when I took my dad’s irons. I obviously had to grip down and I just started hitting balls. That was when the bug bit and I enjoyed playing the game ever since,” said Kaylah. A rare feat which most professional golfers never even accomplish is hitting an albatross. “It was around May this year; I was playing at Somerset West. The fourth hole is a par 5 playing around 463 m. I hit an awesome drive of about 270 m leaving me with about 190 m in. I felt good about hitting a five-iron, getting it close and putting for eagle. When I got to the green, I didn’t see my ball and looked around the green. A woman playing in front of me said it was in the hole. I ran to the flag to find my ball at the bottom of the cup. To say it was a great feeling is a understatement,” said Kaylah.
