BELLVILLE CBD: SAFE HAVEN FOR PEDESTRIANS

he master plan for the upgrade of Kruskal Avenue in Bellville, to the tune of R17 million, is starting to take shape. This follows the closure of the public participation process on a conceptual master plan last week. According to a statement by the City of Cape Town, the three-year project forms part of the Mayoral Urban Regeneration Programme in the greater Voortrekker Road precinct. As Bellville boasts the second largest CBD area in the metro and its surrounds, Kruskal Avenue was identified as an area that was in need of regeneration to reduce the crime and grime. This road provides a major pedestrian route from the Bellville Railway Station to the Tyger Valley Centre District. The spine includes parts of Teddington Road, Kruskal Avenue, Voortrekker Road and Lower Blanckenberg Street.

Safe haven for pedestrians Area Central Mayco member, Siyabulela Mamkeli, says two years ago the Bellville CBD was identified as an important node along the Voortrekker Road Corridor Integration Zone, and the project was initiated to upgrade an important pedestrian route to the Bellville Station within the CBD. He says the most critical component of the project is the creation of a safe haven for pedestrians who cross the very wide streets at the intersection of Voortrekker Road and Durban Road.

This, Mamkeli explains, will be achieved by installing traffic calming measures and centre islands, which will help to resolve some of the existing conflicts between pedestrians and motorists. He says the City budgeted the R17 million for the upgrade of Kruskal Avenue, and has partnered with local residents, businesses and other relevant stakeholders.

Pedestrianisation according to trading plan He explains that while part of Lower Blanckenberg Road is already pedestrianised, the plan also proposes two other pedestrianised sections – a short piece of Teddington Road and the top of Kruskal Avenue from Voortrekker Road to Cross Street – in order to accommodate the high volumes of pedestrians using these areas. “There is an existing approved trading plan for the Bellville CBD. This plan indicates all the existing informal trading bays and our project is done in accordance with this plan.” Mamkeli says the purpose of the public participation process was to get comments on the proposed conceptual master plan. “There will be two further public engagement sessions. The first one will take place towards the end of April to obtain comments on the final master plan, and in August to engage with the public around the detailed design for the section of work that will be implemented. In addition to this, focus meetings are planned with various stakeholder groups for additional input.” The implementation of this project is planned for completion by June 2019.
