Reconciliation at the barrel of a cannon The Friends of Tygerberg Hills organised the firing of the cannon on the summit at 12:00 on Monday to commemorate Reconciliation Day. The twelve-pounder muzzle loading cannon is one of about 55 cannons that were mounted on strategic heights to form a signal chain that extended from Salt River to Citrusdal in the north and Swellendam and Suurbraak in the east. The purpose was to call Burghers to arms in defence of the colony, the organisation said. The guns fell into disuse in January 1806, they said. The public is also invited to arrange to have the cannon fired for private events such as births, weddings, anniversaries and birthdays. “I just want to report that I indeed called the police yesterday (Monday 9 December) after dreadful noise came from (the house in question). Thank you to the police who reacted so quickly,” he said. “When I walked out of the house to the street I saw Leonore van der Walt (councillor) there... She had also heard the noise, and was talking to the police. They simply shrugged their shoulders and said it’s mentally challenged children making the noise!” Van der Walt told TygerBurger she was indeed able to hear the screaming of the children at the house in question on her visit. She took the matter further and arranged a number of meetings with residents before taking the matter to the relevant city departments. This was the response Van der Walt received from the relevant departments after an inspection of the property was done: “A
joint inspection carried out by Environmental health, Town Planning, Law Enforcement and the Metro Police on 11 December at the house revealed no health nuisance. “The two disabled children who are causing the noise were referred to Social Welfare. They need to investigate and inform of the action taken. “Law Enforcement and Metro Police will also monitor the noise issue. “During the joint inspection no contravention was found in terms of the Land Use/ Cape Town Zoning Scheme.” The estate agent in charge, Benita Basson from Harcourts, had a whole different side to this story than that of the residents. “We did everything within our power, took every lawful step, bent over backwards to accommodate the residents who are complaining,” she told TygerBurger. “These people have been renting the prop-
erty for the past five years, and never did we have a single complaint – not until the new owners moved in across the street some two years ago. “The house the tenants live in is immaculate, they pay every month on time – even before the first of the month. “Money has no skin colour. We are living in the new South Africa. The owner decides who he wants to rent to, not us,” Basson said. “If the tenants were non-payers, or if more than two people were occupying a room, it would have been a different matter altogether. “But they were found not to be contravening any laws,” she said. “Not by ourselves or the lawyers we appointed to do an inspection,” she said. “The tenants’ contract expires on 1 February next year. They have agreed to move out by then.”

Die man (40) wat aangekla is vir besit van kinderpornografie en seksuele aanranding op ten minste een kind oor jare heen, het Donderdag borgtog gekry sonder enige streng borgvoorwaardes. Hy is egter weer Vrydag hof toe nadat daar vertoë gerig is aan ’n senior landdros dat die man wel strenger borgvoorwaardes moet kry, het die Bellville-polisie bevestig. Die man word daarvan aangekla dat hy ’n seun, nou 16, oor jare heen seksueel aangerand het. Dié seun het na vore gekom nadat die polisie die man sowat drie weke gelede by sy werkplek, ’n kroeg in Bellville, in hegtenis geneem het vir die besit van kinderpornografie. Die seksuele aanrandingsaak het Donderdag voor die Bellville-landdroshof gedien, waarna die man borgtog gekry het. Kapt. Fienie Nimb, woordvoerder, het gesê die man se borgtog is sonder enige streng borgvoorwaardes toegestaan. “Die ondersoekbeampte sou ten sterkste enige borgtog teengestaan het indien hy die kans gegun sou gewees het,” het Nimb gesê. Sy het bygevoeg dat dit ongewoon was dat
borg toegestaan is sonder dat ’n formele borgaansoek gebring is, en veral met dié soort aanklagte. Van die enigste voorwaardes wat aan die beskuldigde gestel is, is dat hy saans by sy ma-hulle in Franschhoek moet oorslaap, het sy gesê. Maar heelwat strenger borgvoorwaardes is Vrydag aan die man, wat van regshulp gebruik maak, neergelê. “Ons het alle voorwaardes gekry waarvoor ons gesoek het,” het Nimb bevestig. “Dit sluit in dat hy geen kontak mag hê met enigeen betrokke in enige van die klagtes nie en dat hy nie sy voormalige woning of sy voormalige werkplek mag besoek nie.” Die drie polisie-eenhede wat inligting van die publiek ontvang het dat die man kinderpornografie aanhou, sluit in die seksuele misdrywe-eenheid van die Bellville-polisie, die georganiseerde misdaadeenheid en die metropolisie. Hulle het met ’n lasbrief op die rekenaars en hardeskywe by die man se huis en werk beslag gelê en “heelwat” kinderpornografie daarop gevind, het Nimb bevestig. Die naam van die man en die kroeg is bekend, maar omdat die saak van ’n seksuele aard en ’n minderjarige se belange insluit, mag nie verdere inligting bekend gemaak word nie.

The wellbeing of cart horses is the number one priority of the Cart Horse Protection Association.

Illegal dumping of garden refuse and rubble by cart horse drivers remains a problem. A recent meeting between the Cart Horse Protection Association, council members and Law Enforcement has established that the way forward to the dumping problem is firstly to carefully monitor the allocation of permits to horse and cart operators. Secondly, it was agreed that those operators who dump rubble should be fined and possibly face losing their permits to operate. Thirdly the public is encouraged to report any illegal dumping by cart horse owners. The removal of residents of District 6 in the 1960s has brought a major change in the livelihood of horse and cart traders, who used to be primarily fish, fruit and vegetable vendors.
Since living on the flats, these vendors had to travel much further to markets and as the years went by their businesses changed
from vending to transport of garden refuse and collection of scrap metal. Instead of these loads being recycled,
many end up being dumped next to the road. Since 1995 much has been done to monitor and control the horse and cart business. In 2010 a licensing system was introduced and today no trade with a horse and cart is permitted without a licence and a permit. “My observations are that dumping has worsened of late because of residents making use of horse and carts to dispose of their unwanted household items and rubble, and because many cart operators are simply throwing rubbish onto open spaces and roadsides,” city councillor James Vos said. He said residents should refrain from this practice because their rubbish will inevitably land up on parks and open spaces and, as a result, ratepayers’ money is wasted by municipal teams having to clean up illegally dumped rubbish. Graduates ready to earn an income A proud moment was shared when the staff members of the Fisantekraal Centre for Development (FCD) next to the Durbanville taxi rank, volunteers and students gathered for the graduation ceremony on 6 December to celebrate the successful completion of courses during the second half of 2013. The FCD is a community project offering affordable training to the unemployed. A total of 61 certificates were issued for various courses, including Basic Computers, Office Administration, Basic Job Readiness and Bake for Profit. Rosina Mlata from Fisantekraal was nominated student of the term for successfully maintaining sales of R300 per day. Various courses are being offered at FCD from the middle of January next year.

Residents along the Tygerberg Nature Reserve decided they had had enough of criminals climbing through cut fences from the reserve into their lives – quite literally. “As you may or may not be aware, the Tygerberg Nature Reserve serves as a springboard for criminals to launch their criminal activities on the private residences around the nature reserve,” Ruby Ras Wiehman of the Loevenstein Crime Watch, said in an open letter dated 13 November to JP Smith. Smith is the mayco member for safety and security, and was among a number of key city officials to have received the letter. Since the letter, Ras Wiehman said, there had been two meetings where the issues were discussed with the city. “At least the city is coming to the table, having admitted they are the custodians of the area,” she said. Residents in Loevenstein, Welgemoed, Plattekloof, Burgundy Estate, De Grendel Farm, Welgedacht and Kanonberg Estates, have all had to beef up their security, and in their quest for a solution from the city, the Plattekloof Welgemoed Panorama Crime Watch backed up by their Loevenstein colleagues, Wiehman said. Ras Wiehman said not even beams, alarms, fences, spotlights and such were sufficient to deter criminals. “Some houses have been targeted up to five times already, all in a very short space of time. The people are living in fear and
hardly get a good night’s sleep,” she told the officials. Incidents cited included armed robberies and an elderly couple being held up in their home. “The common problem factor here is the Tygerberg Nature Reserve, which belongs to the city and is offering the criminals an opportunity to access residential properties. This is organised crime and not coincidental opportunistic crimes. “They know the terrain very well and also the vulnerability of the residents. They come armed with knives, pangas and in some cases, even firearms,” she said. “They also bring with them the tools of their trade – boltcutters to cut fences and locks, crowbars to open doors, gloves not to leave fingerprints and balaclavas so as not to be recognised.” She said although they had the police’s full co-operation, they simply did not have the manpower. “Deploying one or two private security guards can only cover a small area.” She said the 15 km fence of the reserve needed to be repaired on a daily basis (citing about 400 holes in the last year), and that residents were at the point where they wanted to take the law into their own hands. “The wrong people may get hurt if they (residents) become trigger happy...” After the meeting with Smith, some remedial measures were looked into for the near future, including trained volunteers who will have full authority to arrest and may carry a firearm.

Timotheus is ’n geliefde voël. Hy het weggevlieg, teruggekeer, en weer weggevlieg – nadat sy een vlerk geknip is. Die mense wat dié wilde tarentaal hans grootgemaak het, soek nou dringend na hom. “Timotheus was ’n hele jaar lank deel van ons huishouding hier in Welgemoed en het vir ons almal baie plesier verskaf,” sê Leonora du Toit, die vrou wat haar oor die baba-voël ontferm het. “Hy is by ons vandat hy so ’n dag oud was. Hy was ’n swak kleintjie en het agter geraak by die res van sy gesin, wat vir hom weggeloop het. Vriende het hom toe vir ons gebring,” vertel sy. “Ons het hom warm gehou onder ’n gloeilamp en eers groeimeel, en later ander sade gevoer. Eers was hy in ’n hokkie, maar later het hy vry rondgeloop in die tuin.” Leonora vertel dié outjie was welbekend onder die bure en vriende van die gesin. “Timoteus het hondmak geword en aan vriend en vreemdeling vreugde verskaf – ’n hele jaar lank,” het Ina Smith, ’n bekende aan die Du Toit’s , aan TygerBurger vertel. “Toe begin hy soos ’n tiener optree – raak soms humeurig, vlieg weg sonder om te sê waarheen hy gaan, kom party aande nie huis toe nie, en hierdie tyd verlede jaar, toe verdwyn hy. André en Leonora het Welgemoed se strate gefynkam, maar Timotheus was weg!” vertel Ina. Leonora sê toe hy so ’n jaar oud was, het hy ná só ’n uitstappie nie weer teruggekom nie. “Ons het gesoek, geroep en gewag. Dalk is hy doodgery of ontvoer? Dalk is hy gevang en geslag,” sê Leonora. “En natuurlik was daar die moontlikheid van ’n mooi wyfie wat hom van sy ‘ouerhuis’ weggelok het.” Toe, ’n jaar later, kom Timotheus ewe kordaat daar by sy ou tuiste aangevlieg. “So ’n week of twee gelede kom hy doodluiters hier aan. Stap die huis binne of hy nooit weg was nie. Almal was baie opge-

Die Du Toits was nie die enigstes wat bly was oor Timotheus se terugkeer nie. “Vir die Du Toits het dit gevoel of die verlore seun huis toe gekom het, en selfs Felix, die kat, het ’n vreugdedans uitgevoer!” het Ina gesê. Maar daar was een klein probleempie. “Ongelukkig is daar ’n huishouding hier in die omgewing wat nie van hom gehou het nie. Ná ’n paar klagtes het ons sy een vlerk geknip om te verhoed dat hy oor die mure vlieg. Ten spyte hiervan het hy verlede Sondagmiddag weer die pad gevat. Sedertdien soek ons hom nou weer, en is ons baie spyt dat ons sy vlerk geknip het.”

Welgemoed is becoming ever more efficient in their fight against crime and for the safety of its residents. WelgemoedSafe, the community organisation that emerged from the area’s former neighbourhood watch, has started the first phase of the installation of Licence Plate Recognition (LPR) cameras across the area. “No criminal can drive into Welgemoed without being traced and tracked,” said Paul Hoenck from the organisation. He said Welgemoed residents could now look forward to reversing a five-year long trend of housebreaking incidents, showing such shocking statistics as 108 recorded break-ins in Welgemoed for 2013 alone – most of them vehicle-related. Anita Vos, the organisation’s vice-chairperson and a key figure behind its inception, is very excited about the new cameras, currently in a testing phase before final roll-out in February/March next year. “There are currently 22 areas using LPR cameras across the peninsula. One great thing about the camera system is that it is integrated with the entire LPR network. This means all camera systems are interconnected and automatically linked,” she
said. Anita says where a suspect or flagged vehicle may go undetected after criminal activity in a first suburb using LPR cameras, the same vehicle will be detected at the second site due to the link-up with all LPR databases. She says the project was initiated in March 2011. After a number of public meetings and a test programme, the organisation started in June 2012 with serious fundraising. They managed to raise about R800 000. Their target was R1 million for capital expenditure for setting up the network, Anita said. Hoenk said they had been in the implementation phase of installing the camera network for Phase 1 of the project. “As of today (last Friday), all the camera points are installed, along with all the connectivity and processing power needed to link the points. Control has been installed in its temporary housing, ready to be moved to our control room at the end of February when our controllers are trained and ready to go,” he said. “We have signed the lease for our control room; it will be located in Bakker Street in the same row of offices as the Welgemoed Post Office.”

Tweedens word die redakteur van ’n Kaapse dagblad “herontplooi”, omdat sy op die dag toe haar koerant wél ’n omvoubylaag oor Madiba se dood gepubliseer het, die “vermetelheid” gehad het om Jacob Zuma in ’n hoofstorie te kritiseer. Ondanks ontkenning van die ANC-gesinde eienaar van dié koerantgroep, sluk ’n mens maar swaar aan sy verduidelikings. Derdens kry die SABC se nuusspanne die opdrag om niks in nuusbulletins te wys van die geboe van Zuma tydens die Madiba-gedenkdiens in Soweto nie. Is dié drie gebeure vroeë voorlopers van die onderdrukking van vrye spraak wat vir die SA media voorlê?

Boy cries wolf at checkout Visiting one of the large national grocery retailers today, I was approached by a boy of maybe 13 years carrying a basket with a marked down bread, a few tins of food and a few other items. He asked if I perhaps had a few rand for him as he wanted to also buy chicken. He showed me he had about R20 in coins and a R10. Obviously I felt sorry for him and said that he can take the chicken and meet me at the till. At the till I paid for his basket and when he left, the cashier said it is the third time today that somebody comes with him to the tills and pay for his items. Please warn other shoppers of this scam. The sad thing is that I will most probably never again try to help when it may be somebody that really needs some good will. Kan taxi’s nie ook maar by reëls hou? Ek is stadig maar seker besig om nou goed dik te raak van taxi’s wat maak net soos en waar hulle wil. Ek praat nou uitsluitlik van die kruising by Jip de Jager– rylaan en van Riebeekshofweg. Die stadsraad het ’n klomp geld spandeer en baie netjiese staanplekke vir hulle gemaak, maar dit word net mooi geïgnoreer. Hulle stop waar en wanneer hulle wil en verkieslik op die kruising! Dit help nie jy toet, praat, gil, vloek, wat ook al nie – jy kry ’n kyk uit ’n blinde oog. By wie rapporteer ek dit sodat daar hopelik iets gedoen
kan word en dat die mense ’n les geleer kan word? Ek moet ook egter die inwoners van die bult die skuld gee, want hulle laai hul huishulpe sommer ook daar op die hoek af, want almal staan mos nou daar en wag. En weet jy, die “merrem” stop sommer ook so op die kruising en gooi ’n vinger vir jou as jy toet! Kyk maar hoe gaan hulle tekere by verkeersligte waar hulle op die geel streep stop en net mooitjies voor jou indruk wanneer die lig oorslaan om net 100 m verder dood voor jou te stop om iemand op of af te laai. I will take the wind out of your sails On 12 December I went to CapeGate shopping mall. I parked near the entrance to the bank. A very abled but hugely overweight woman parked her vehicle in the disabled bay. I told her she doesn’t have the required card to park there. She told me to “eff off” she is friends with management. I then went to security and was told that she is allowed to park there as management knows her and she has a weight problem. This infuriated me even more, because she was seen walking from shop to shop and I feel if she can walk in the mall she can walk from a parking bay to the mall. I am a senior citizen, but CapeGate does not cater for my needs. They only have moms and tots and disabled. The next time I see this fat

Doing right thing at all the wrong places The Fine Drama: Elsa was fined for going 92 in an 80km/h zone on a national road just outside Caledon for overtaking a bus and going 12km over the limit; a fast running pace. It was a R200 fine. Okay fine she says: I am a responsible citizen. I will pay the fine. There is a bank account number on the fine. She heard about a government website that said if you pay on time you will get a 50 % discount: www.aarto.gov.za. Great. Every rand counts, especially this close to Christmas. On an unusually hot summer day on due date I go to the local post office and queue to pay the fine. Sorry, they say, we handle only local fines. Yes we are a national post office, but only for local fines. You can pay at Spar. Off to the nearest Spar. No sorry you have to be a registered habitual offender to pay this fine. You can only pay it at the Traffic Department. Off on the road again, and now crawling at a snail’s pace for my sin past Koeberg Road MyCiTi bus roadworks, off to Milnerton Traffic Department. Here another queue in the heat. They are actually very polite. Sorry we have heard about the 50 % off, but it is not yet in operation, you must pay at Caledon or the bank account. Remember these guidelines for safety Brendan van der Merwe, a Bellville ward councillor, recently released security guidelines for residents going on holiday. These include security guidelines for alarm and key holder services, as well as checks for when people need to carry money in transit. The guidelines he published, are as follows: VEnsure that your key holder information with your alarm response company is still relevant and correct. VEnsure that your key holder lives nearby and that they are willing to assist in your absence. It is no use having a member of your family who lives far away, as the role of a key holder is to meet the armed response officer at the business/residence when the alarm is activated to enable them to inspect the property properly. VIf possible, the designated key holder should hold keys to the premises as well as the alarm keypad code so that they can give the armed response officer access to the premises to ensure no one is inside, and if necessary, the key holder can reset the alarm. VYour armed response supplier can include “special instructions” onto your details on their systems for specific procedures. This may include medical aid details, allergies, or details of the family doctor. VYou are also reminded to update employees’ details – such as their name and days of work. Security Guidelines for cash in transit: VDo not transport cash at this time of the year, and do not pay cash wages. VThieves operate around banks and in and around industrial areas at this time of year,

VIf you have no choice but to transport cash, please remember that preparation is key. Always use a suitable vehicle fitted with a steel cash box, radio communication and an alarm system. Use a different vehicle from time to time. Keep your plan secret. Consider the use of a safe. Plan for an escape route in case of attack. VBefore leaving the bank or office, check around the queue and inside and outside the building for loiterers or suspicious vehicles parked nearby. VIf in doubt, stay inside until the route to the vehicle is clear. VAt your destination, with the cash, remain inside the vehicle until you are satisfied that all is clear. VThe escort, if any, should leave the vehicle before the cash carrier, then both must enter the building as quickly as possible. VIn case of a minor accident during the journey, don’t leave the vehicle. Beware of a staged accident. VCultivate and adopt suspicious attitudes – don’t speak to suspicious persons. Bear in mind that a felon could work under disguise. This is an old trick. VIf you find yourself being tailed, slow down to allow the tailing vehicle to overtake, or make a detour of your planned route to see if it stays behind you. VIf the vehicle keeps following you, drive directly to a place of safety. Note the vehicle registration and description, and pass this information on to the police immediately.

She’s only in high school, but watch out music world, she has her eye on the big time. Monte Vista’s 15-year-old Jade McAvinchey, who goes to school at Curro in Durbanville, just released her first single and has already been playlisted on radio. “I have been singing since I was six and it’s all I want,” says the young songstress. Jade, who was a student at Brackenfell’s Jamrock Academy, explains that she started out singing with bands at the school. She decided she wanted to start getting serious about her music career though and started looking online for possible bands to join. That’s when she came across Dale Johnson’s advert for vocal recording and production. She contacted him and within a week of meeting, the two had already recorded her first song, “Gotta go”.

Jade is no stranger to performing though. She has competed in the SA Championships of Performing Arts twice, winning medals both times. At just seven, she won a silver medal for an original song she wrote about loving her family and pets and earlier this year, she won a gold medal, and her team went on to perform in Los Angeles, USA. Two years ago she recorded an album of covers called Following my Heart, which is exactly what the young singer is doing. Jade will be on stage on Tuesday 31 December at the Boland Cricket New Year’s Big Bash in Paarl, a fundraiser for Boland Cricket. Jade will make a guest appearance when De Javu performs. Also on stage will be Ashley Pienaar, Jody Williams, MONOX, Alan the car guard, De Javu, D6 Minstrels and Ashur Petersen. Honderde Brackenfellers het saam met die Schoonwinkel-broers, Bouwer en Laurentius, gesweet om die enorme bedrag van R20 000 in te samel vir Die Burger-Kersfonds. Die broers, ’n identiese tweeling en albei polisiemanne in Kaapstad, het as jong plattelandse kinders van Riversonderend Die Burger-strandhuis besoek – ’n wonderlike ervaring wat tot vandag toe nog op hulle ’n indruk gemaak het. Sedert 2010 samel die broers dus geld in vir Die Burger-Kersfonds ten bate van die strandhuis deur middel van ’n marathon-stap in Brackenfell. Vanjaar, met die TygerBurger en Bok Radio as mediavennote bankvas agter die projek, het die Schoonwinkels meer as tevore vir dié goeie saak in te samel. Sowat 320 lede van die gemeenskap het op 13 Oktober by die Brackenfell-sportvelde opgedaag om deel te neem aan die stap. Verskeie maatskappye in die dorp het mekaar ook uitgedaag. Elke stapper moes R5 by-
drae om die 5 km-sirkelroete deur die dorp te voltooi, terwyl die Schoonwinkels vir 13 ure gestap het – een uur vir elke R100 000 wat die Kersfonds poog om vanjaar in te samel. Die stappers het altesaam 1 840 km afgelê. Die jongste stapper was net twee jaar oud en daar was selfs twee rolstoeldeelnemers en ’n 80-jarige wat die roete met haar loopraam voltooi het. Die hoogtepunt van die dag was die stryd tussen die TygerBurger-joernaliste en die Bok Radio-omroepers. Die twee mediaspanne het gelykop geëndig deur 130 km per span af te lê. Die inisiatief is ondersteun deur die Brackenfell-polisie en die Brackenfell-atletiekklub. Plaaslike kunstenaars soos onder meer Hugo Nieuwoudt en Amoré Rudman, het die skare vermaak. “Ons was oorweldig deur die belangstelling van die publiek. Dit is net weer eens ’n bewys die gemeenskap gee om en daar is nog baie mense wat ’n hand, of in dié geval ’n voet, sal uitsteek om ander te help,” sê Laurentius Schoonwinkel.

Handson Capetonians will have the opportunity to experience over 200 unique pieces including 75 life-size machine inventions built using materials from Leonardo’s era and three-dimensional renderings of his most notable Renaissance works. They will be able to push, pull, crank and interact with many of these exhibits for a hands-on understanding of the scientific principles behind them. One of the most enthralling components of the exhibition will be an astonishing unveiling of 25 secrets about his most famous creation, the Mona Lisa. Over a two-year period, expert and scientific engineer, Pascal Cotte, was given unprecedented access to the painting and was able to photograph the canvas using a cutting-edge 240-million megapixel camera – invented expressly for the purpose, which enabled him to literally unpeel layers of varnish and paint to allow an eyeopening, in-depth analysis of the world’s most famous, and treasured, painting. DaVinci is widely considered to be one of the greatest painters of all time. Legacy “The exhibition seeks to show just how much of his thinking and ideas influenced and shaped the world we know today,” explains Tyrone Thöle, director of Great World Exhibitions, who are bringing the exhibition to South Africa. No time like the present to pick up a couple of good reads for the long lazy summer days ahead, just in the nick of time for one of the most popular book recommendations sites, Goodreads 2013 to release their international best books for the year. The winners of his year’s Choice Awards, the only major book awards decided by readers, was announced last week, after some two million votes were cast by readers worldwide. Goodreads editors first analyse statistics from the 250 million titles that were added, rated, and reviewed on the site in 2013 to nominate 15 books in each category, across 20 genres from horror to historical fiction. In a landslide win and my personal favourite author, Khaled Hosseini’s newest offering And The Mountains Echoed, was voted winner in the fiction category. As unforgettable as his other novels, this story tells about finding a lost piece of yourself in someone else. The best selling author of The Kite Runner and A Thousand Splendid Suns, has in this book explored the many ways in which families nurture, wound, betray and sacrifice for one another. In true heart-wrenching Hosseini style, the multi-layered story, as described by critics, expands gradually outward, becoming more emotionally complex and powerful with each turning page.
In the category mystery and thriller, there was no surprises with Dan Brown’s latest release Inferno, winning hands down. My choice for a long day on the beach. The City of Cape Town aims to create 37 500 jobs in the 2013/14 financial year, through its Expanded Public Works Programme (EPWP). This is according to a report submitted to the Blaauwberg Subcouncil in their subcouncil meeting recently. The EPWP aims to create work opportunities through both direct and indirect employment methods. In the last financial year, (2012/2013) the City created 35 556 EPWP work opportunities, exceeding their original target of 35 000 jobs for the year. Work opportunities were created through the implementation of 1 100 projects by line departments in various sub councils based on their service delivery mandates. Most of the EPWP jobs created were for the city’s utility services, with Solid Waste Management creating 10 965 work opportunities. To date, 118 projects have been submitted by different subcouncils to the EPWP office for this financial year. These range from general maintenance and cleaning work, to homebased care and social development projects. These proposals have been logged and forwarded to various line departments for consideration. The city’s “Policy for the Recruitment and Selection of Workers from the Community by Council and its Service Providers” is currently under review and a workshop was recently held with subcouncils to gain their input on the matter. The review process is ongoing.

Employees just waiting for a call The clock is ticking to the countdown of placements of 1 200 persons with different types of disabilities into entry-level employment positions, some for the very first time in their lives. Disability Workshop Development Enterprise (DWDE) launched the 2 % Employment Campaign with an associated target of 1 200 people recently. This 2 % Employment Campaign is a partnership between Disability Workshop Development Enterprise (DWDE), The Jobs Fund, administered by the Development Bank of Southern Africa and the United Nations Special Rapporteur on Disability. A cornerstone of the campaign is the signing up of member companies to join in the uptake of the 1 200 candidates who have completed the DWDE work-readiness programme. DWDE is a Disability Employment Support Service Provider. The chief executive officer, Undere Deglon says, “We understand business concerns about the risks of employing first-time job seekers. Based on years of experience and lessons from other countries, we have developed a model to source, develop and place unemployed persons with disabilities into entry-level positions for the first time in their lives. We can make this happen through member companies who join us in the battle against unemployment,” says Deglon. Deglon says DWDE can also “successfully

The Bellville police’s 16 Days of Activism Against Women and Child Abuse came to an end last Wednesday with donations to charities and some earnest testimonials from trauma victims. Chevonne van der Vyver, one of the guests and a victim of crime, told those present how she and her family were assisted by the Trauma Room staff at the Bellville police station. “I do have issues with the Bellville police, but one can understand they work under pressure. The Trauma Room staff were excellent,” she said. One of the attendees, Sannie van der Merwe, said in her day there was no such thing as a Trauma Room. “The police came out and simply told you it was a domestic dispute, you have to solve it on your own. They didn’t want to interfere. There was no police support. Nowadays we have dedicated staff who assist trauma victims,” she said. Col Gert Nel of the Bellville police said ed-
ucation was key to the eradication of domestic violence. “People need to understand that the police cannot fix relationships. Many victims are repeat complainants. Incidents happen over weekends, when there is liquor involved. Then, come Monday, when hubby needs to go to work, they withdraw the case,” he said. “There is simply not enough of it (education). It is one vicious cycle.” He added that solutions to the problem lay in people’s faith, as well as their willingness to receive counselling. As part of their commitment to the 16 day campaign, all four commanders in the Bellville police cluster were tasked to make direct contact with 16 victims of trauma. This included the police stations of Bellville, Parow, Goodwood and Bothasig. After keynote addresses, guests were invited to visit the station’s Thula Thula Room, where supplies for trauma victims are kept, and the Victim Support Room (or Trauma Room) itself. Gifts of soft toys were handed over to the Tygerberg Association for Physically Disabled.

All staff at Tygerberg praised for their work The spirit of Nelson Mandela and his love for children, as well as the work of doctors, nurses and staff at Tygerberg Children’s Hospital, have been celebrated at an interfaith thanksgiving service in Cape Town. Hundreds of people gathered at Tygerberg Children’s Hospital to light candles and listen to messages and prayers from religious leaders. Reverend Mpho Tutu, who is Archbishop Desmond Tutu’s daughter, said Mandela always showed his love for children. “Because of that, there is no better place for me to be than to pay tribute to the children and the doctors and nurses who care for them at Tygerberg Children’s Hospital. “Nelson Mandela spread a light over the nation and over our world and has given us a baton to take up and pass on,” said Tutu, who is the executive director of the Desmond and Leah Tutu Legacy Foundation. Rabbi Malcolm Matitiani prayed for courage and faith to care for sick children. Sheikh Fuad Hendricks, said Mandela’s spirit would live on. He called for “kindness in our world and to our children”.
Tribute The executive director of the Department of Paediatrics and Child Health, Professor Mariana Kruger, paid tribute to the nurses, as well as the parents of children who are patients at the hospital. “Your children are our pieces of gold and we really care for them.” A candle-lighting ceremony was led by Dalene Heyns, the widow of paediatrician and specialist, Dr Louis Heyns, considered a leader at Tygerberg Children’s Hospital, where he worked since 1984. Professor Heyns died earlier this year. “What Mandela was to the nation, Louis was to Tygerberg Children’s Hospital. He gave us his example of care and love,” Professor Kruger said. Mother, Felicia Martin, who brought her daughter to the service in a wheelchair, said the hospital had cared for her daughter, who had injured her leg after falling under a car. “They’ve shown her wonderful care,” she said. Largest More than 17 000 children are admitted to Tygerberg Children’s Hospital every year. Pets’ ‘pawsome’ holiday Pets also deserve an awesome, or “pawsome” holiday, says the Cape of Good Hope SPCA. “Tis the season to have fun, entertain your guests and go on well-deserved holidays,” said Lise-Marie Greeff-Villett, spokeswoman for the organisation. “However, many animals are subjected to unnecessary stress over the holiday season.” To prevent this stress, the organisation gave a few tips people can follow to ensure the comfort, safety and wellbeing of their beloved furry friends: VHoliday entertaining: Crowds of people, loud music and sounds frighten animals. Instead of allowing Fido to hang around the party, rather keep your pet safe in a peaceful environment. An animal’s hearing is far more sensitive than a human’s. Please be mindful when, for instance, pulling Christmas crackers and popping champagne and balloons. VResponsible feeding: Do not feed your pets braai leftovers such as bones, which can splinter and cause blockages. Also remember that chocolates are poisonous to animals. VHoliday planning: If you cannot take your pet on vacation with you to a pet-friendly holiday destination, ensure you place them in suitable boarding kennels, or get someone responsible to take care of them in your absence. Never abandon them and assume that they can and will take care of themselves, because they definitely cannot and will not cope. VTravelling: If you are travelling for long distances in a car, ensure there is adequate ventilation for your pet. Always take a bowl and a

Here are some tips for keeping your pets safe in scorching weather: VAll animals need a constant supply of fresh water. Dogs have no sweat glands and can only lose heat by panting. So they need plenty of water to cool down and pet owners must check and fill their water bowls regularly and leave them in a shady area. VAll animals need shelter from the heat and kennels should be removed from direct sunlight. VDo not exercise your animals in the heat of the day. First thing in the morning, late afternoon or in the evening are the best times. Warning signs of fatigue or over-exertion include quick panting, looks very tired or collapses. This could mean a heatstroke. Put him or her in a cool, shady spot and spray their body with cold water. VWhen walking, try to stay off hot surfaces (like asphalt) because it can burn your dog’s paws. VRabbits and other small

Simon says for him, songwriting is the process of taking something that’s difficult and transforming it into something that’s playful and joyful and inspiring. “There’s kind of an alchemy that happens in art where difficult feelings get transformed into something beautiful,” he says, adding: “That’s basically what happens when I write songs. I sit there with this feeling and it throws up emotions and it throws up ideas and thoughts and I just kind of let my soul do the talking and the words stream out. “That’s what ends up being the song and somewhere in that process I catch an idea that sums up what I’m feeling and that becomes maybe the chorus, if there is a chorus,” Simon explains.

hey’re honest songs that aren’t really trying to be anything they’re not.” That’s how Simon van Gend describes the music of his band, Simon & the Bande à Part. “They’re all about how it feels to be a white guy growing up in the southern suburbs, growing up in Observatory, somewhere near the beginning of the new millennium,” he explains. Simon says describing their sound depends on who you ask. “If you ask a radio DJ, they’ll probably say it’s contemporary folk rock,” he says. The band’s refreshingly whimsical and simple sound has also been described as introspective indie/folk/rock. Simon is joined in the band by drummer, Ross Campbell and Eric Michot on bass. The band released their third album, Blinking and Breathing, earlier this year after working with Australian producer, Ian Pritchett.
Right sound “We found out about Ian Pritchett through getting to know the music of Angus and Julia Stone, an Australian band,” explains Ross. “We really loved the sound of their album, it was really beautifully simple and acoustic and had loads of space,” he says, adding: “We in fact used their album as sound reference for our previous album and this time we thought, well let’s just try and get hold of the actual producer.” The band sent him an email and he replied. “We sent him songs and he loved the songs,” Ross says. With the help of their financiers, Jump Media, in Dubai, the band brought Ian to South Africa. Three songs off the album, namely the title track, “Blinking and Breathing”, “Am I the Worm?” and “Complications”, have been

Locally, their songs can be heard on MFM, Radio Helderberg, UCT Radio, Bok Radio and Two Oceans Vibe Radio. “We feel quite special being on there because they play mostly Afrikaans music, but they were happy to play our songs,” Simon says of Bok Radio. He says he was hesitant to contact Afrikaans stations at first but realised that his music would touch people no
matter what the language.
Feelings “I guess I don’t really consciously write about anything in particular,” Simon says of his songwriting. “When I write a song, it usually comes up out of some kind of difficult feeling I am feeling,” he says, adding: “For example I’ll be sitting at home, feeling lonely or anxious about something, and I’ll pick up my guitar, mostly as a way to kind of soothe myself, I guess.”
Narrative He says he is also starting to move into more of a narrative style of songwriting and is working hard on practising this side of the craft. Simon says the group want to get their songs out there. “We’re working really hard to get our songs heard by as many people as we can,” Simon says. “We want to get these songs into the hearts and minds of people out there in the country and in the world,” he says. They are planning to go to America in September next year, to do a house concert tour for a month. They will be based in Philadelphia. They are also already starting to think about a new album. “I’m writing songs all the time, but there’s no rush to record,” Simon says. “The more songs we can take into the studio to record, the better the album will be,” he adds. Rookie driver a 9yearold ace Charl Michael Visser raced his RKT Zanardi (no 77) go-kart in the Maxterino schoolboy class (aged 9-13) in the 2013 season on provincial and national level. The nine-year-old pupil from Kenridge Primary School received the following awards at the Karting Awards held recently. He finished third in the Maxterino championship in Western Province. He was also voted as the Rookie Driver of the Year in Maxterino class. He placed fifth national in the Maxterino championship and was again voted as Rookie Driver of the Year on national level. But, this is only one side of the story. Charl Michael could not achieve all this without the dedicated commitment of his mechanic. Thando Mnyanda, a 30-year-old man from a township in East London named Mdantsane assisted him with all his go-kart setups and fine tuning. Thando came from East London in 2008
looking for a job. Thando’s services was required in the beginning of the year to assist Charl Michael as his go-kart mechanic by building all hiskarts and doing all the setups for the chassis. “I still remember that I built Charl Michaels’s kart on a Friday night before the Saturday race day after he had a big accident and the kart was badly bent. I worked until 22:00 that Friday evening at the track and he still tested it in the pits to see if it was working. “The best part is that Charl won that regional event the next day with this kart. “I have seen this boy grow in the last 12 months to be an extremely competitive gokart driver and we work well together. “ I am so proud of his achievements in his first year of Maxterino karting but must also give him credit for all the commitment and practise he puts in to his gokarting,” Thando said.

Just in time: In one of the last races
of 2013, it is perhaps fitting to publish the name of the last runner to cross the finish line at Saturday’s Avbob 15 km Road Race hosted by Tygerberg Athletic Club in Table View. Vincent Kingswell (78) from VOB Running Club finished the race in 2:28:28. The cut-off time was 2:30:00. Nadat Morné Heyneke (5/10) en sy makkers die besoekers vir ‘n skamele 77 lopies uitgehaal het, het Ed-
gemead (81/1) reeds vroegdag die oorwinning in die klubhuis gaan vier. Durbanville (185/4) het die Kaapstad-klub (181/9) met 6 paaltjies verslaan met behulp van veral Pieter Malan (72), Dinashe Chimbambo (61) en Nathan Zwartz (3/36), terwyl Bellville (168/5) ook oor gans te veel skietgoed vir Tygerberg-klub (167) beskik het. Louis Delport (5/32), William Hantam (62) en Schaughn van Greunen (36*) was Bellville se wedstrydwenners. Milnerton (143) het sy
oorwinning met 21 lopies oor Cravenby (122) grootliks te danke gehad aan die boulwerk van Yaseen Petersen (6/15), terwyl Sean Roach (41 en 3/28) en Ryan Stoman (38*) ook stewige bydraes gelewer het. ie Transagulhas-uitdaagvaart vir rubberbote is al bestempel as die taaiste en langste rubberbootwedvaart in die wêreld. Vanjaar word dié vaart vir die 26ste keer aangebied en soos gewoonlik sal die jaers, die bote en die enjins tot die uiterste getoets word. Meer as dertig spanne, waaronder ’n paar uit die noordelike voorstede, het reeds ingeskryf vir die 2013-wedvaart wat oor vyf dae en 900 km beslis word. Hierdie uitmergelende wedvaart, wat jaarliks aangebied word deur die Agulhas Inflatable Boat Club (AIBC), begin op 28 Desember in Plettenbergbaai en eindig op Nuwejaarsdag 1 Januarie in die Strand. Die plaaslike spanne wat gaan deelneem is FJ Buter en Dian Beyers van Brackenfell, J Matthee en M van Geems van Kuilsrivier, Nickie Smit en Dewald Theron van Durbanville, Christiaan en Wardo Kriel van Kuilsrivier en Stefan Lindeque en Tony Ingram van Melkbosstrand. Toe Sparks Esterhuyzen, bekende inwoner van Hermanus, die eerste keer met die idee vorendag gekom het om dié rubberbootresies aan te bied, het baie mense die idee
afgeskiet en gesê dit is veels te gevaarlik en haas onmoontlik. Ten spyte van talle waarskuwings het drie spanne vir die eerste Transagulhas-uitdaagvaart in 1988 ingeskryf. Vandag, 26 jaar later, is die wedvaart nog net so gewild soos in die vroeër jare met baie spanne wat jaar ná jaar inskryf.
Klasse Die spanne kan vir een van vier klasse inskryf: die standaardklas; die nuweling-standaardklas; die professionele klas en die gemodifiseerde klas. Die wenners van die 2012-wedren het almal aangedui dat hulle weer vanjaar die branders gaan aandurf. Hulle is: J. Matthee en M. van Geems (standaardklas-wenners, geborg deur Van Loveren); Peter Groenenstein en Nichol Parr (nuweling-standaardklas-wenners, geborg deur Valumax, Amigos en Excellparts); Wimpie Ackermann en Whitey Louw (professioneleklas-wenners, geborg deur Imperial Cargo); en Dave Barnett en Tjaart Oosthuizen (gemodifiseerdeklas-wenners). Op dag een, skof een (28 Desember), begin die wedvaart by Hobie-strand en eindig dit by Santos-strand in Mosselbaai. Die strand-kontrolepunte op die roete is by Swartvlei, Wildernis, Glentana, Grootbrakrivier en Kleinbrakrivier. Die eerste skof is die langste van die resies en strek oor 189 km. Op dag twee (29 Desember) vertrek die bote van Mosselbaai na Stilbaai. Hulle moet by Vleesbaai en Gouritsriviermond se strande aandoen voordat hulle na die eindpunt kan jaag. Dag twee se skof is 86 km lank.
Afstand Op dag drie op 30 Desember word ’n afstand van 161 km afgelê. Die spanne trek die oggend weg uit Stilbaai, vanwaar hulle aandoen by Witsand en Waenhuiskrans voordat hulle by Struisbaai op die hoofstrand eindig. Die vierde en vyfde skof vind plaas op Ou-
jaarsdag. Die bote sal uit Struisbaai vertrek en aandoen by Die Damme, Pearly Beach en Uilenskraalmond, voordat hulle by Hermanus se ou hawe eindig. Ná die Koning van die Branders-kompetisie het die spanne ’n paar ure om herstel- en instandhoudingswerk te doen voordat hulle vir die aandresies aanmeld in Gansbaai. Die aandresies eindig by Hermanus se nuwe hawe. Die afstand op dag vier is 135 km. Die finale skof van die Transagulhas-uitdaagvaart oor 131 km begin om 09:00 by Hermanus se nuwe hawe. Die spanne moet by Onrus, Kleinmond en Pringlebaai aandoen voordat hulle Strand se kant toe mik. Maar eers moet hulle ’n finale “verby-jaag”-kontrolepunt by Gordonsbaai se hawe doen voordat hulle na die eindpunt op Strand kan jaag. ’n Feestelike atmosfeer sal by elke oornagpunt heers, met die sanger Andries Vermeulen wat die skare op die strand by elke eindpunt sal vermaak, terwyl die bote ingewag word.
