) City gives nod to Sandown Road extension
Road finally OK’d LEON STEENKAMP
Construction of the long-awaited Sandown Road extension linking up with the M12 and N7 highway has finally been given approval by city officials. This R82 million project, which includes a road-over-rail bridge as well as ancillary underground services, will commence during September this year, and the first traffic is expected to roll across the new road and bridge by December 2013. The road has been a bone of contention for the last couple of years
with disputes between the developers and the city regarding the development in the environmentally sensitive Diep River corridor. Developers Parklands Joint Ventures (made up of Aska Property Group and The Milnerton Estates) agreed to construct the road as part of the surrounding River Gate residential development. Disagreements about certain environmental guidelines, as stipulated by the city, have however delayed the building of the road. These have however now all been cleared up and the city last week finally gave written approval for the
development, Tony Clarke, director of the Aska Property Group, and speaking on behalf of the development consortium, said on Monday. The new road will be heaven-sent for local residents who have had to suffer frustrating traffic congestion along Blaauwberg Road and Otto du Plessis Drive. The rapid expansion of Table View and the surrounding areas has placed a huge traffic load on these – the only two – exits out of the area. The situation has been worsened by the roadworks for the MyCiTi bus service system currently underway along Blaauwberg Road.
“The new link will greatly assist in easing the traffic flows in and out of the Table View and Bloubergstrand areas, and will provide much-needed access across the Diep River to the city’s central and northern suburbs,” said Clarke adding that when completed, the M12 will give a more direct access through to the airport and the N2 to Somerset West. The project is largely being funded by The Milnerton Estates, Garden Cities, and the Aska Property Group, who have formed a consortium to manage the contract. . To page 2.

Says Helène Visser of the Rotary: “Early in 2011, Dr Gerd and Ulla Schnetkamp from Germany spent some time in Cape Town and met Rotarians Ivar and Judy Drew. Both Gerd and Ulla had a birthday in December 2011 and invited all their friends to donate some money to be used for the upgrade of the computer lab at Buren. They raised R39 820, which they sent to the Rotary Club, who then added R5 650. Marwaan Chirim, vice-principal of the school took the opportunity to raise some funds at the opening of Makro last year by selling hot dogs. Marwaan and his helpers raised R15 000 which they put towards this project as well.

Photo: Leon Steenkamp have also been removed from the island and placed with the marine bird rehabilitation centre Sanccob in Table View. “The birds are oiled but not so badly, but we would have to go through the whole washing cycle to clean them. The problem comes in if the oil has got into their organs but that one will only know if their health deteriorates,” said Sanccob’s Francois Louw. He added that these penguins were expected to be released in about a month’s time. The removal of the wreck has been a contentious issue ever since the Panamanianregistered and Turkish-operated vessel marooned in September 2009. After the owners of the ship abandoned the vessel it was left to local authorities to pick
up the bill for the salvage operation. Most of the 30 000 tons of coal that the bulk carrier was transporting at the time of its stranding was removed by barge and was sold to pay for some of the salvaging work that was initially done by the South African Maritime Authority (Samsa). The wreck was however then left to succumb to the elements as local authorities including City of Cape Town, and departments of environmental affairs, and transport, were at loggerheads about who should take responsibility for the complete removal of the wreck and the fuel it still had onboard. Now the transport department has submitted a request to the National Treasury for a budget of R40 million for the operation.

Rough seas on Friday night caused the remaining midsection of the wreck to topple releasing the oil into the water. Local residents on Saturday morning were greeted to the all familiar pungent smell and sight of black oil scarring the otherwise white sandy beach at Marine Circle. Black tongues of oil were clearly visible in the swells. Although members of the City of Cape Town’s Disaster Risk Management Centre kept a close eye on the situation the initial cleanup operation had to be terminated and only continued on Monday as rough seas and high swells caused oil to be continuously washed up on shore. Two aerial assessments of the extent of the oil spill were done on Saturday and Sunday. “Yesterday we removed 10 cubic metres of sand from the beach,” spokesperson for Disaster Management Wilfred Solomons-Johannes said on Tuesday morning. A cleaning crew of 23 were working on the two kilometre stretch of beach directly in front of the wreck. The team was increased to 35 people yesterday with support teams from Disaster Management and the city’s sanitation department. “There is still oil on the coastline. The surveillance aircraft, Coastguard 9, surveys the area daily to keep track of the spill,” Solomons-Johannes said adding that the operation will most likely continue to Friday. The affected penguins are from the bird colony at Robben Island. Two chicks were also found abandoned on the island as a result of their parents that were rescued. They

Unconditional love overcomes all LEON STEENKAMP
Given the staggering number of divorced households in Table View it is no wonder this suburb has been dubbed “Heartbreak City”. And it is amidst these emotional torrents that a lost generation of children is being brought up. It is both the emotional and practical needs of those hurt by the effects of families breaking apart that Anton Shuman is trying to remedy. Shuman (39), a resident from Table View, has experienced the devastating effects of divorce firsthand. This bodybuilder/fitness consultant, who then turned to youth ministery, mentoring and marriage counselling was greatly disillusioned when his own marriage broke down. “Here I was, a shepherd leading the sheep when it came to giving advice about marriages and, now, I was one of the sheep,” Anton says. Years of experience in the fitness industry has taught Anton how to achieve unbelievable physical transformation both in himself and in those he trained. “I decided to use these same principles in building from the inside out. To find healing from my divorce I started serving away from
myself and spreading the message of unconditional love. Trying to help others just because I am able to do so,” Anton explains. Anton has packaged this initiative of “paying it forward” into his Beacon of Light project. So since March this year, he has been talking to everyone who will listen – local business owners, restaurant patrons, car guards, drug dealers, and especially teenagers. “I knew if I could win over the youth, I could prove the importance of this message to the rest of the world.” His role of mentor came about rather spontaneously. “I kept reminding my 13-year-old son, whom we home-schooled, of the values we instilled in him since he was small. After the divorce he had to go to public school where kids are faced with a whole lot of challenges much different than what we had at that age. Then his friends started to listen to what I had to say, so pretty soon, Erin, was vouching for me among his surfing and skateboarding buddies,” Anton explained. A few Alfa Romeo lovers shared their passion with mutually appreciative folks at Killarney Race track on Sunday during a Cape Alfa Romeo Club get-together. There are so many people who are infatuated with this car that they have their own name – Alfisti! The day started with an annual junior rally and culminated in a successful bring and braai. The day has been observed annually since 1999 with those taking part ringing bells at 09:09 to remember those affect by FASD and to remind others to observe nine months of sobriety during pregnancy. A 2007 study of Grade 1 children in the Western Cape found that the average number of drinks per week during pregnancy of mothers of children diagnosed with FAS was 13 and those with FASD was 4,9,” Foley says. She adds that according to statistics 70 to 80 of every 1 000 babies born in the Western Cape each year suffer from FASD. “The statistics for the entire country is that between 60 000 and 72 000 children are born with FASD each year.” Illustrating just how toxic the effects of alcohol are, a 2010 study showed that children with FASD aged nine to 10 years had more se-

The dangers of drinking during pregnancy simply cannot be overstated. One only has to be in the company of some children suffering from Foetal Alcohol Spectrum Disorder (FASD) to realise the full extent this act has on the future of an unborn life. FASD is the umbrella term for any type of brain damage a child may suffer when a mother drank alcohol during her pregnancy. The most well known of these conditions is Foetal Alcohol Syndrome (FAS). “FAS is almost like autism. It is typically considered the worst case of FASD a child can have,” says Aisling Foley, project manager of the Amathemba School in Parklands that provides specialised teaching for children suffering from FASD. Situated at the West Coast Christian School the school is an extension of the Home of Hope, a nonprofit charity organisation that provides community based foster care homes in Table View, Phoenix

It is also 100 % irre-
versible, once you get it there is no cure,” Foley says. “Alcohol is a poison to the baby. So all the energy that is needed to develop the baby is used to fight off the effects of the alcohol. Energy that should be used to develop the
organs (including the brain).” The lack of normal brain development means that children suffering from FASD are difficult to school. “They struggle with concentrating, their memories, managing their emotions and have poor social skills. As they get older they suffer from other mental health issues like schizophrenia and depression,” Foley says. She adds that this has branded these children as unteachable. “Children who came to us as ‘unteachable’, now know numbers and colours. They are very teachable if you do it in a certain way. The key is the individualised curriculum for each child combined with an environment that has no distractions and behavioural intervention,” says Foley explaining the Amathemba School’s approach. The school, deemed as the only one of its kind in Africa and perhaps the world, has been running for 18 months. Zero tolerance for criminals Law Enforcement officers have been conducting “zero tolerance” operations in Milnerton, Table View, Bothasig and Melkbosstrand recently. Officers from the Bylaw Enforcement Unit, the Metals Theft Unit, the Informal Trading Unit, the Vice Squad, the Displaced Peoples’ Unit, the Anti-Land Invasion Unit and the Rapid Response Unit all took part. The weekly Zero Tolerance Initiative has proved to be an effective strategy. In Milnerton eight fines of a R1 000 each were issued to vehicles with no business licences, two fines of R500 each to drivers who
picked up passengers in non-designated places, three of R500 each for vehicles with faulty hooters and three of R800 each for unlicensed vehicles. In Bothasig nine fines of R800 were issued for unlicensed vehicles and one of R500 for driving without a number plate. In Table View, 10 fines of R800 each were issued for unlicensed vehicles, five of R500 each for driving without a licence and 15 trollies were confiscated. In Melkbosstrand two fines of R300 were issued for parking on a sidewalk, and eight of R800 each for unlicensed vehicles.

Plant ’n boom vir die toekoms Boomplantdag is nie bloot ’n dag om ’n boom in die grond te druk nie. Dis ’n dag om die regte ding te doen vir die toekoms van ons land en van die wêreld. In Suid-Afrika, waar ons dié dag al sedert 1983 vier, is dit belangrik dat inheemse bome geplant word. Die bome verstaan die klimaat en grond van die land die beste en is gewoonlik waterwys. Sedert 1999 is die eerste week in September boomplantingsweek. Dit gee ons meer tyd om ’n boom of wat te plant om die ontgroening van die aarde teen te werk. Nuwe bome het nie net estetiese waarde nie, dit koel ook af – dit wat in die boom se skadu is, sowel as die aarde. Bome is sonder twyfel ’n groot teenvoeter teen aardverwarming en met die toenemende verwoesting van die reënwoude, het meer bome op aarde baie belangrik geword. Bome is boonop ’n bron van voedsel, boumateriaal en medisyne, en is ’n aantrekkingskrag vir voëls. Bome se prag speel ook ’n baie belangrike rol in mense se gesondheid en welstand. Vanjaar word aanbeveel dat mense die waterbessieboom plant, wat ’n dorstige plant is en van volson hou. As jy skaarser bome wil plant, is die rooiboekenhout of swart-wortelboom vanjaar se keuses. Don’t change the speed limit There is a lot of brouhaha about reducing the maximum speed and legal alcohol limits, proposed by, probably mostly, some law-abiding citizens. While such reactions to the road carnage are understandable, the bottom line is quite simple: any further reductions of limits will only hamper the average, mostly law abiding motorist. They will most certainly not deter those idiots who don't give a hoot about limits, alcohol or speed, who drive like maniacs regardless of circumstances, without one thought about possible consequences. People who regularly drive while being way over the limit, in other words being drunk, will continue their habit until the worst happens, most probably a fatal accident. The same goes for those mad fools who drive way too fast under the circumstances, i.e. even 60 km/h where 30 would be required. Reducing the maximum will not solve anything, people will continue to overtake on blind rises, over solid white lines and other places where they cannot see oncoming traffic. No reduction in maximum speed limits will change any of this but rather, it can increase fatigue accidents cause by too slow a speed over long distances. The knee-jerk reaction some years ago compelling passenger-carrying vehicles to 100 km/h has not improved anything, it's actually quite stupid restricting an empty (mini-)bus to 100 km/h, while an overloaded car with bad brakes may theoretically drive at 120 km/h. I fully support therefore Robin Car-
lisle's argument against reducing the alcohol limit, it's the logical thing to do, indeed he deserves a medal for this insightful conclusion, and hopefully he sees the same logic regarding the maximum speed limit. The necessary, and only effective alternative is to instill into drivers some discipline, something road hogs don't have. Regular driver testing would detect some bad habits and ill-discipline, more police presence also helps, and anyone found disregarding basic principles like overtaking over solid centre lines and blind rises should immediately have to re-do their driver’s licence. Regular testing, and not just renewal, as is the case with a PDP, must be introduced sooner rather than later. The bi-annual renewal of a PDP is a joke, to put it mildly, it means nothing in practice and is just a money making exercise, and a waste of time. It's also pointless to test new drivers thoroughly and let the old ones continue with their bad habits and limited real knowledge of current, even new rules. Indeed, it's fantastic how well our traffic functions given the momentous shortcomings, from lack of proper driver training all-round, lack of policing through to lack of driver discipline. With a further reduction in maximum speed limits we might as well accept regressing into the ox-wagon days. I hope though that some logic will prevail, and traffic authorities too will progress into the 21st century. PETER SMULIK Email

Unique tour, family fun The NSRI Rescue Station in Melkbosstrand will once again hold its “Water Weights NSRI Adventure Day” in the Koeberg Nature Reserve on Saturday 29 September. Gates will open at 10:00 for the public who want to come and enjoy a day in this amazing reserve. This is an unique event as it is the only time that members of the public will be able to tour the reserve in their 4x4 vehicle or on their quad bike. The 4x4 tour takes drivers on a four-hour drive that takes in some of the most breathtaking views of the coast and Table Mountain. Quad bikers will experience a very exciting three-hour tour through some of the most pristine areas of the reserve. This is a popular event so booking is abso-
lutely essential. The cost is R350 per vehicle and R200 per quad bike. At least five SA Bands which includes the ever popular “Rocking Horse” will entertain the crowd throughout the afternoon so families are encourage to come along and enjoy the relaxed atmosphere. There will be a potjie competition in the afternoon with judging taking place at around 16:00. Potjie meals will then be on sale. During the day there are plenty of activities for the whole family such as bubble balls, adult and children’s jumping castles, rodeo bull and many more. Some events will be charged for. In hierdie 17de boek uit sy pen skryf Van Deventer oor sy “eie” mense, soos hy dit stel. Dit sluit amper vanselfsprekend ’n hele galery Melkbossers in. So is daar “Mevrou Skoon Melkbos”, Blanché de Kock, se passie vir ’n groep mense wat ’n nuwe lewenstog ontsluit het. Die skrywer vertel hoe sy een en almal ingespan het – ook haar man, Chan, ’n oud-Reserwebankbestuurder – om wat as ’n klein gemeenskapsprojek begin het, te laat groei en bloei totdat Melkbos kan spog met hul blinkskoon dorp. Van Deventer reken Sakkie Bruwer, ’n sleutelman in die plaaslike Probusklub, is Melkbos se bobaasbraaier. Acoustic guitar has local edge LOUISA STEYL
Local guitarist, Philip Malan, calls his captivating music “acoustic, finger-style guitar”.

rent solo project for about two years now. Philip explains his sound: “It’s an instrumental style of acoustic music. It’s a technique that encompasses a range of styles. It definitely has a local edge to it.” Philip says he is fascinated by local music history, from the Kaapse klopse to ghoema, and that he tries to incorporate these elements in his compositions. One of Philip’s songs will also be used as part of Stellenbosch 360, a tourism advertising campaign. Philip points out that, having lived in Stellenbosch for 24 years, he is
also a Stellenbosch local. His first album, Faithful, a collection of 12 acoustic guitar tracks, is available at Classix on CD in Stellenbosch. Original stars do the 80s Don’t miss the 80s Rewind Festival. The festival takes place at the GrandWest Grand Arena on Wednesday 31 October and features six original international performers. Fans of 80s music can now see Rick Astley, who’s “Never gonna give you up” was a number one hit in 25 countries, Belinda Carlisle originally with the Go-Gos but best known for “Heaven is a place on earth”, New Wave band ABC, who had 10 charted UK and five charted US hits such as “Abracadabra”, British Soul and Funk band Imagination featuring Lee John who earned four platinum and nine gold awards for songs like “Body talk” and “In the heat of the night” and 80s teen idol Nik Kershaw who in 1984 spent 50 weeks in the UK Singles Charts with tracks such as “Wouldn’t it be good” and “I won’t let the sun go down on me”. Completing the line-up is Tony Handley from the iconic ‘new romantic movement’ band Spandau Ballet with hits such as “Only when you leave” and “Through the barricades”. Wear clashing bright colours, leg warmers and a jacket with oversized shoulder pads while you settle down for a four-hour evening of nostalgia with classic 80s music. Maar in ’n ongelukkige voorval het die ingeskrewe sterk span van Excelsior nie sy opwagting by die toernooi gemaak nie. Die HS Tygerberg is weereens die kampioen nadat hy in die eindstryd agt keer HS Bellville se doellyn oorgesteek het vir ’n weghol-sege van 52-0. Die Tiere het die eindronde gehaal deur HS Tygerberg se B-span in die halfeindronde met 41-0 te klop, terwyl Bellville met 12-7 met Bernadino Heights afgereken het. The Home takes care of 46 children between the ages 6 and 18 years coming from all communities. The children are placed by the Children’s Court for an initial period of 2 years. Some of them, however, stays much longer. The Home receives less than 50% of their required funds from the government. Therefore they need our help.

MAC attacks open season Members of the Milnerton Aquatic Club (MAC) enjoyed a rather festive start to the new season this past Saturday with their annual MAC Opening Season Cruise. The cruise signifies the start of the summer season of sailing at the club and is a long-held tradition celebrated at all yacht clubs around the world. Members gathered at the club and decorated their dinghies with all manner of finery. MAC’s Commodore Ross Cowing opened the ceremony with a speech, thereafter the 1st Blaauwberg Sea Scouts raised the flags while the MAC management committee saluted, all dressed up in their suits and ties. All manner of dinghy craft then sailed past the commodore and acknowledged him with a salute. Once all the craft had passed the commodore, the fun begins. Those on shore and on water then proceed to pelt each other with water bombs, flour bombs and sprays from water pistols. Much fun and laughter was had by all at this always well attended popular event. MAC’s next sailing event is the MAC 12 Hour Challenge where teams of sailors sail for a period of 12 hours. The event traditionally starts at 06:00 and ends at 18:00 followed by prizegiving.
