he Table View Angels (TVA) celebrated their 6th birthday, rallying outside Table View Shopping Centre to mark the special day.

Founder of TVA, Ankarien Oelofse, says that due to Covid-19, they were not able to celebrate their annual Spring Motivational Birthday Breakfast and improvised with a

donation drive.

“We sold pancakes and boerie rolls outside Table View Shopping Centre. Certificates of appreciation were handed to the team.”

A few of the people impacted by the initiative also spoke about the change they have experienced in their lives.

Oelofse, who went through her own struggles in life, found that the local community did not have social intervention in place for

families in need. She says that due to many scams on social media, families and individuals needed to be assessed with the “hand up and not a hand out” approach.

“Our main mission is to help people out of their situation and not to support hand outs. We work hard with our families to heal and get them back on their feet in order to be self sufficient and one day pay it forward in their own way.

“TVA identified the growing need to act

as a support element to families in the community who have fallen on hardships and find themselves going through a ‘bad spell’.

All our projects are dealt with in an extremely confidential and discreet manner,” Oelofse says.

TVA consists of a group of volunteers who aim to help the broader community by making a difference in the lives of people who need temporary assistance.

Nearly 400 safety and security staff test positive RICHARD ROBERTS @richardjohn_rj

ince the start of the national lockdown and the Covid-19 pandemic, a total of 383 officials of the City of Cape Town’s safety and security department tested positive for the coronavirus. Four of them passed away, the City says.

Richard Bosman, executive director for safety and security, told TygerBurger of the total number, 171 are law enforcement officials, 126 are from traffic and 86 are metro police officials.

The four who passed away as a result of the virus were officials of the fire and rescue, traffic, metro police and disaster risk management departments respectively.

“It has been a very tough six months for staff on the frontline, including our safety and security staff members.

“It was very clear from the outset that frontline workers were putting their lives on the line for the greater good. We are in-

credibly grateful to them for making the ultimate sacrifice and those who have passed away due to the virus will forever be remembered for their service and dedication to the City and her residents,” Bosman says.

He says that all necessary steps are taken to ensure the safety of their staff.

“Staff are screened in accordance with City of Cape Town occupational health and safety regulations. In their dealings with the public while on shift, staff are required to wear masks at all times and are provided with hand sanitiser to be able to adhere to health and hygiene protocols. Vehicles are also deep cleaned where cases of potential contact or exposure with Covid-19 has occurred, and where vehicles and resources are shared, these are sanitised on an ongoing basis.”

Bosman says from 16 March until 31 July, the City spent more than R72,8 million on personal protective equipment (PPE) to ensure that basic services can be continued while protecting frontline and essential

staff in performing their duties. This was done in an accountable and transparent manner, he says, to ensure that these funds were spent appropriately and in line with national treasury guidelines.

“The City continues to prioritise PPE for Covid-19 specific requirements to ensure the safety of our staff and residents.

“To date, 1 581 215 gloves, 1 134 885 face masks (cloth and face shields) and 453 363 units of hand sanitiser, soap, bleach and antibacterial liquid have been issued to members of staff.

“So you can see it has been super important for the City to ensure members of staff are protected while safeguarding the delivery of basic and essential services.”

The City has to date only published the details of one of the officials who had passed away – Makosandile Mbhokhwe, a firefighter.

Mbhokhwe, who was a divisional commander at the time of his passing, is survived by his wife and three children.

Six new generators for Koeberg Six new replacement steam generators arrived at the Koeberg nuclear power station last week.

According to a media statement issued

by Eskom, each generator is about 20 metres long and weighs approximately 380 tonnes.

The first three will be installed into unit 1 between February and June 2021.

“They are being transported by road from the Cape Town harbour over a period of eight hours per steam generator, covering the distance of approximately 40km.” the statement reads.

Transporting the generators will be quite a mission on its own.

“The trailer used to transport the steam

generator is the longest in South Africa, coming in at 42 metres in length and requiring four trucks to transport each of the steam generators.”

They will be housed in the replacement steam generator facility that has been constructed on the Koeberg site, until the old steam generators are removed from the plant during the unit’s next outage.

“The steam generator replacement has been planned into Koeberg’s outage schedule and Eskom’s generation plan,” the statement reads.

As part of the programme to extend the power station’s operating life by 20 years, first approved by the Eskom board in 2010, these steam generators will replace the

current steam generators that have been in operation at Koeberg since the first unit was connected to the national electricity grid in 1984.

The steam generator replacement is a key part of the larger programme to extend Koeberg’s operating life, which was budgeted to cost an estimated R20 billion.

Eskom said the replacement of steam generators at Unit 2, which is currently undergoing a refuelling outage until midOctober, has also been planned to coincide with the unit’s next maintenance and refuelling outage to minimise generation downtime on the unit.

The replacement will occur between January and May 2022.

Rust-en-Vrede opens Gallery’s Garden As a result of the nationwide Covid-19 lockdown, a beautiful garden initiative was born at Rust-en-Vrede Gallery.

The gallery will present a community event on Saturday 10 October – quite aptly a day before Garden Day – from 10:00 to 15:00 to launch its new courtyard garden.

The Gallery’s Garden initiative was born from the need to create a self-sustaining community project that complements the gallery’s existing day-to-day offerings to the public, says Hamlin Jansen van Vuuren, curator. “During the lockdown Rust-en-Vrede Gallery, like many other local businesses and community centres, temporarily closed its doors to the public,” she says.

What started as a family project for Jacques and Candice Lombard from the Belt and Band Studio (on the Rust-en-Vrede premises), quickly evolved into a project involving the entire complex, as well as Dur-

banville residents who are passionate about Rust-en-Vrede. “Support was also given by a range of local businesses,” Van Vuuren says.

“People in the community are invited to come and enjoy the day with us. They will learn more about the vision for the new courtyard garden and how it will help to support the Rust-en-Vrede heritage site,” she invites.

This event is open to the public and is free of charge. There will be live music, a small selection of curated stalls and public talks focussing on gardening, a ceramic planter exhibition in the clay museum, a blind art auction, giveaways and more.

A variety of gardening and plant-related books will be sold by the Durbanville Children’s Home on the day as well.

Covid-19 safety regulations will be implemented.

Fine-tuning for Fine Music radio ESMÉ ERASMUS

A

handful of dedicated souls braved the cold and stormy Cape winter nights, lockdown regulations – putting their lives at risk during the peak of Covid-19, to present their music in live broadcasts to their audience of distinguished listeners.

One of them, Dragana Jevtovic from Durbanville, invited TygerBurger to the studio of Fine Music Radio (FMR), a community radio station broadcasting mainly classical and jazz music to the greater Cape Town, in the Artscape Theatre for the live broadcast of the programme Collage.

Dragana, also well known for her acclaimed range of guinea fowl and Africa design ceramics she creates in her studio at her home in Wellway Park, has been diligently presenting evening programmes at FMR for over 14 years. Her programmes Collage, of which she is one of a team of presenters, and What a Wonderful World are broadcasted on Tuesdays from 20:00 to 22:00 and Wednesdays from 22:00 to 24:00 respectively.

“The station is kept going by a large team of regular volunteer presenters supported by a small full-time staff. The broadcasts are live and the presenters have been driving through wind and rain with masks and risks to keep the station going,” Dragana says.

“Luckily I am an evening person,” she says.

For Yugoslavia-born Dragana, who came to South Africa in 1993, it has been a passion to broadcast live at FMR since it was founded in 1995.

In Yugoslavia she studied art and philosophy at the University of Belgrade and music at the Belgrade Faculty of Music Arts, obtaining an honours degree in opera and concert singing.

“I was four years old when I spoke on the radio for the first time. My father was one of the founders of Yugoslavian radio and I grew up with the appreciation of words and music sent through the air to listeners in their homes.”

She presented classical music programmes on Yugoslavian radio and was a music critic for radio “Belgrade 202” and television.

“I felt the magic of the spoken word and music and I take that magic cloud with me every time I get into my car to drive to the FMR Studio to present one of my evening programmes,” she says.

However, she only started broadcasting at FMR in 2006 when her two very young

daughters were old enough and she could fit it in with her singing studio and teaching and performance commitments.

“For me it is about my personal touch to select my own programme. It is about what emotions and sentiment I can get through and what I am giving with my selection of songs. I want to take people on a journey,” Dragana says while putting on next the “24 Préludes Opus 28” by Frédéric Chopin – “bringing calm to chaos”, as their slogan promises.

“I am a musician by profession, glad to be able to connect to my own feeling of music and communicate it to others, and cultivate a taste for new experiences – from French chanson to the distant harmonies of Georgia or the up-beats of the Balkans, wistful sevdalinka songs from Bosnia, the complex rhythms of Macedonia, the seduction of the Argentine tango,” she says.

“Radio represents an opportunity to take the listener on a journey, recalling memories, with each one taking what they want or need,” she says.

“Radio reaches out to both happy and lonely people ... it has been their friend through the lonely evening hours. Listeners are from all parts of Cape Town, also from all over the world (on the internet), including Brazil, Russia, France, Serbia, Croatia, Zimbabwe, Greece, Canada, California, Texas, Minnesota and New York. They communicate with me in the studio via WhatsApp, SMS, telegram, phone calls, emails and Face Book messages,” she says.

“This is what gives me energy – week after week for the last 14 years – to go out into the night to a lonely studio.”

For the last five years she has been accompanied by her dog, Sergei, a 65 kg Black Russian Terrier. “He is very well behaved, and thinks FMR is his other home,” she says.

But, FMR has not been left untouched by Covid-19.

“FMR decided to continue with its daily broadcasts, at the same time taking precautions to protect the staff. The presenters, all volunteers, have been driving through wind and rain with permits, masks and risks to keep the station going,” she says.

The radio station currently has around 113 000 listeners, of which 3% (2 825) are members.

“This means that of every 100 listeners only 2.5 are paying a membership of R320 per year. As a community station FMR receives no government funding, but has to survive on funds from advertisers, donations and membership fees.

PHOTO: ESMÉ ERASMUS “As a result of the Covid pandemic the advertising income of the station has fallen dramatically and the station is reliant on the income from membership and donations to stay on air,” Dragana says.

Standard membership of the FMR Association is R320 per annum, but any donation is welcome, she says.

There is also an FMR benefactor’s programme in which annual contributions can be made in the following categories: silver (R1 000 to R2 999); gold (R3 000 to R4 999) and platinum (R5 000 and above).

Dragana speaks more than ten languages, including French, English, German, Italian, Spanish, Russian, Serbian, Croation, Slovak and also understands Afrikaans very well.

She is also a solo singer who was invited to present a solo concert at a music festival in Paris in June, but the festival was cancelled due to lockdown.

D

espite a hard lockdown to curb the spread of the Corona virus, which saw many businesses across the city forced to close down, a new shopping centre near Richwood and Burgundy Estate says its operations had not been severely affected.

The Richmond Corner shopping centre, located on the corners of Plattekloof and Ty-

gerberg Valley Roads, earlier this year had to delay its April official launch, but opened its doors to the public on Thursday 23 July.

Construction on the centre started in May last year. It was nearly complete when the lockdown was implemented.

Stores at the centre have been able to keep its head above water, Nikki van Niekerk, property manager, says.

“The first month of business was very good at Richmond Corner, the community really came out to support us.

Our volunteers work hard to get funds in, not only to keep the Angel House doors open, but to fund all our divisions and the wonderful community we have supporting our vision,” she explains.

TVA is currently in the planning phase of a sustainability project which they hope to launch soon. Big visions and plans are also in the pipeline to expand more.

“We are hoping to gain funding to put these plans into motion, but for now we need to sustain our divisions and hopefully we will get the funds to not only start Angel House 2, but many other visions we have identified as a community need.”

“We believe that the tenant mix provides shoppers with all you need under one roof – the response speaks for itself. We have tenants who have opened subsequent to launch day and other tenants who will still open increasing the offering all the time.

“With regards to the Covid-19 impact, I think the biggest impact is on the trading hours, as the anchor tenants trade from 08:00 to 18:00, instead of 08:00 to 20:00 thereby losing trade,” Van Niekerk says.

Andries Olivier Durbanville Quadriplegic Centre is presenting its annual golf day on Friday 13 November at Durbanville Golf Club to raise much-needed funds.

The centre is managed by 12 residents, who have to raise the necessary funds to sustain it. The government subsidy covers only about 15% of their expenses and the residents are responsible for the monthly shortfall of about R20 000.

All funds raised by the golf day will go towards this shortfall. Last year’s entry fee of R2 200 has been lowered to R2 000, Riese says.

The golf day will take place in the format of a 4BBB Stableford. The entry fee for a fourball is R2 000 and R500 to sponsor a wet hole.

Upgrades underway at Albow Gardens KAILIN DANIELS @k10daniels

M

uch-needed improvements are currently underway at the Albow Gardens Council Rental Units (CRUs) in Milnerton.

The improvements, which include the installation of a new fence around the entire Albow Gardens CRUs, is in full swing and will be completed within the next few weeks.

The CRUs comprise more than 200 units which are home to approximately 1 272 residents.

The project started in October 2017, with three blocks at the south-end of the complex being upgraded and completed in the 2017/2018 financial year.

Upgrades included repairs to staircases, cracked walls, leaking roofs, eaves gutters, downpipes and windows and the painting of facades has also been completed.

Outlining the plans, ward councillor, Fabian Ah-Sing, says the residents need to have a home they can be proud of.

“I am excited to confirm that the installation of the new fence around the entire Albow Gardens City Rental Units has started and is progressing well. Albow Gardens has been transformed since we started with the upgrading a few years ago. The upgrades first started with painting the facade of the apartment blocks and the water system. We also received funding to fix broken windows. We pushed for more funding and are now installing a fence. Essentially, the upgrade will

then be complete, but once we are done with one project, we look at whether we can get funding for the next project. The big upgrade at Albow Gardens is the combination of various smaller projects that fit together,” AhSing says.

A resident in the Milnerton area, Ashlin April, says she was impressed with the fence when she drove past Albow Gardens last week. “When I saw that they were installing a fence, I was so happy for all the residents staying at the apartments. With criminal activity increasing in our area by the day, it is vital that everyone should have a secure home,” she says.

Ah-Sing says that local labourers were requested to complete the upgrades at Albow Gardens.

“With all the different projects we’ve had to get to where we are today, we requested local labourers who live at Albow Gardens to complete the projects.

What I am looking into is improving the landscaping. That will be done with the introduction of more trees, better pathways, connecting various apartment blocks with each other and beautifying the apartments.

However, that is not yet officially a project,” he says.

“That we will definitely do. That is still in the idea-phase. We will need the help of the residents at Albow Gardens to come on board and to also be involved and take ownership. Parents will be able to raise their children in a safe place they can be proud of,” he explains.

Local activist, Kelly Baloyi, uses her position in the community to help empower young girls.

ith South Africa moving towards becoming a more socially conscious society and its youth actively becoming vocal on issues that affect them, Kraaifontein’s Kelly Baloyi uses her influence as an activist to mentor young girls to reach their full potential.

Through her non-profit (NPO), Girls Leading Change, the University of South Africa gender studies honours student Baloyi (25) became an activist because she believes that everyone exists to help enrich the world and forgetting the errand only is self-impoverishment.

This drive was motivated by the words of the former president of the United States America’s Woodrow Wilson when he said that humans are not put on earth to make a living but to enable the world to live more abundantly.

These were his exact words: “You are not here merely to make a living.

You are here in order to enable the world to live more amply, with greater vision, with a finer spirit of hope and achievement. You are here to enrich the world, and you impoverish yourself if you forget the errand to encourage me to continue with what I do.”

She couldn’t agree more.

“We are doing ourselves and society an injustice when we do not use the tools, skills and power we have to better the community because we are all heroes in our right and play an important role in the development of our communities,” she says.

Baloyi says she has discovered her role is to inspire, educate and engage with young women, encourage them to take up space and lead.

“The Girls Leading Change was birthed through these three pillars, empower, educate and engage.”

Many people might remember Baloyi from First National Bank’s television advert in which she gave a controversial speech cal-

ling on South Africans to stand together in the fight against corruption.

The advert was part of the bank’s You Can Help campaign which called on citizens to unite in the stand against corruption and social ills the country was facing at the time.

It was removed from being broadcast after two weeks.

“I remember that advert clearly. I was 17 and President Nelson Mandela was still alive, and I had hoped that he would see it.

“My speech was chosen for the advert out of 13 000 submissions. We were given a topic to base our speeches on and I was lucky enough to have been chosen.”

Baloyi says the removal of the advert came after the ANC Youth League said it was disrespectful towards the then-leadership.

“I saw nothing wrong with it and many people on social media at the time also could not understand why it was cancelled and not run for the two months it was supposed to be on TV.”

Apart from her role in Girls Leading Change,she is also involved in various other projects.

She was recently elected as the deputy secretary for the Kraaifontein Community Development Forum which was established only a short while ago.

“Last year, I had the opportunity to render a speech in Parliament in my personal capacity on gender-based violence in South Africa.”

She says her organisation is growing into one that will continue to fulfil its objective of assisting many young women.

Baloyi says girls cannot feel empowered when their needs are not fully taken care of.

“We focus on rural communities where such programmes do not often reach.

“We have young ladies who volunteer as facilitators and mentors in these programmes. These are qualified teachers, nurses, researchers and many other qualified women whom many girls are able to relate to.”

The effects which the Covid-19 pandemic had on such organisations led to a number of projects being put on hold.

“We were unable to host our leadership seminars, but our need-based programmes were running. We were able to distribute over 1 000 dignity packs in various areas such as Wallacedene, Scottsville, Pelican Park, Gugulethu and others.

“All this was made possible by public donations and we are extremely grateful.”

Despite challenges, she says the organisation will continue to prime women to become leaders in their respective communities.

“We are grooming the next generation of ethical and authentic female leaders and hope to see the young ladies who go through our programme, lead within community development structures and become powerful and impactful women in society.

“We want them to lead development within Kraaifontein and defeat gender-based violence and gender inequality.”

Wine, Dine & Stein, the 13-part food and wine series which was shown on People’s Weather (DStv 180) earlier this year, will be broadcasted by the channel again due to overwhelming public demand.

The broadcasting of the series will start on Monday 12 October at 18:30.

The show, which was filmed in the Durbanville wine valley last year, features Jack and Charlie Stein, sons of award-winning UK celebrity chef and restaurateur Rick Stein.

Wine, Dine & Stein has also been shown internationally in Australia, Norway, Poland and large parts of Eastern Europe.

Each 24-minute episode of Wine, Dine & Stein features one of the 12 wine farms in the Durbanville wine valley, where the brothers took on various adventures and explore all the chosen farm has to offer.

These include Altydgedacht, Canto, D’Aria, De Grendel, Diemersdal, Durbanville Hills, Groot Phesantekraal, Hillcrest, Klein Roosboom, Meerendal, Nitida and

October has been declared Mental Health Awareness month by the government and the focus is on educating South Africans about the issue, as well as reducing the stigma and discrimination that those living with mental health conditions.

While over 400 million people around the world suffer from conditions like bipolar disorder, schizophrenia and depressive disorder among others, the current Covid-19 pandemic which has resulted in the country going under lockdown, has resulted in a lot of sufferers feeling helpless.

Saturday 10 October is the day aimed at creating public awareness to make issues related to mental health a global priority.

Milnerton resident, Adin van Ryneveld (43) has been living with bipolar disorder since 2002 when he was 25.

“I had my first manic episode then and it was actually triggered by my drug use,” he says.

He often has weeks of manic episodes and is then admitted to a psychiatric ward.

This is followed by years of what many would call a normal life. The highs he experiences during his manic episodes are what he describes as the most amazing feelings he has ever felt.

“I have likened it to being on all the drugs in the world at the same time, but without the down,” he explains.

Becoming manic, Van Ryneveld

says, is appealing.

“I feel like the most important person in the world and feel like I can do anything.”

This is followed by feelings of depression.

“Depression is very hard to explain; your brain works well enough for you to be able to think about why you should feel good, but you just can’t feel it.

“It is like a physiological inability to experience happiness. Depression is the most disgusting thing I have ever experienced.

“It is almost impossible to do the slightest things, even things that you know would make you feel better. It is quite paralysing.”

His experience is that many people who live with mental health conditions feel the need to hide their condition from others.

“This is both socially and professionally. Mental illness is so misunderstood, people do not talk about it so it has become a taboo subject. I wish this was not the case and I do believe it is getting better.”

He wishes more people go public with their diagnoses in order to claim back their power.

This has led him to start the #ihaveamentalillness on social media.

For Van Ryneveld the lockdown has been one of the most difficult times.

“I was starting to be in a good space when lockdown started and then suddenly felt a dip in my mood.

“I think this is natural and something that even people without mental illness struggled with.”

While the world was trying to find ways to live in a world of limited movements during the lockdown, many people who live with mental health conditions struggled to find working routines that kept them sane.

“I did have a manic scare during lockdown, but I contacted my doctor immediately and we changed my meds and I didn’t end up going manic. I believe that manic scare would have happened even if there was no pandemic too.”

This period disturbed his routine and he had to find ways to keep sane.

“I am only now getting back to normalcy. I take daily walks in the mornings and afternoons.”

He recently went hiking on Lion’s Head and says it felt good to be active again.

“I have become very unfit and was quite afraid of going up thinking I would not make it, but my friend was very patient with me and waited when I needed to stop.”

She says it is difficult for people living with mental health conditions to find help and organisations, like the one he works for, are called to help with care information and referrals. Social support is a key component of solid relationships and good psychological health, Roos says.

“A good support system from family and friends has many positive benefits, better coping skills and a healthier life.

“It is social support that helps in times of stress and emotional distress and this can have a protective benefit against maladaptive behaviours and damaging health consequences.”

Roos says Covid-19 and its ripple effects could have had a negative impact on individuals with mental health problems.

“During this time many adults reported negative impacts on their mental health such as difficulty sleeping, anxiety, increased alcohol and substance use and worsening conditions because of worry about the coronavirus.

“Social isolation and loneliness are linked to poor mental and physical health. Routine gives security to those living with mental illness and any disruption in their routine would cause anxiety and/or a worsening of the illness.”

Doors open for limited study, SmartCape access at libraries The City’s library information service expanded services at some of its facilities on Monday 5 October.

Mayco member for community services and health, Zahid Badroodien, says patrons can now start using the facilities for twohour study sessions and 45-minute sessions to gain internet access using the SmartCape System. A total of 15 minutes will be used after every session to allow for cleaning and sanitising of surfaces.

“Library halls are currently being used to quarantine material that is returned, so the spaces available in libraries are extremely limited as a result,” he says.

“This is on a first-come-first-served basis and browsing for books is included in the expanded services,” he says.

Those intending to study at the library are also limited as to what they can bring along.

They are also required to wear a mask.

Screening will be performed and patrons are required to wear masks, sanitise hands and adhere to social distancing protocols be-

Dinghy Sailing Championship a success T

he 2020 edition of the 420 National Dinghy Sailing Championship was a great success despite being held during Level 1.

According to Angela Gray, the Milnerton Aquatic Club’s (MAC) communication officer, Zeekoevlei, the lake where the event is usually held, was suddenly closed a few weeks before the championship due to a sewage spill.

“Thankfully MAC came to the rescue and offered to co-host the championship with Zeekoevlei Yacht Club (ZVYC) and the games were on,” Gray says.

This event, held from 24 to 26 September at the Milnerton Aquatic

Club, saw ZVYC sailors Ross Mackinnon (helm) and Alex Falcon (crew) take the well-deserved win after finishing seven of the 10 races in first place.

Matt Ashwell and Rivaldo Arendse (ZVYC) took second place with Tristan Tomlinson and Tom Raynham (HYC) following closely behind in third place.

James Machette and Eve Gardiner (MAC) won the under 17 division of the championship, after battling it out with Elisa Falcon and Max Celliers (ZVYC), who ended up coming in second, only two points behind.

More than 40 long-haul trucks and heavy-duty rescue vehicles filled the oval behind the Killarney Clubhouse

The annual Truckers Charity Convoy, with more than 40 longhaul trucks and heavy-duty rescue vehicles escorted by dozens of motorcycles, rolled into Killarney International Raceway, engines rumbling and horns blaring, on Sunday 4 October.

The trucks were loaded with soft toys, a donation to the Cancer Association of South Africa’s campaign for toys for children with cancer. The giants of the road were drawn up in two impressive columns on the back straight for temperature screening, hand sanitising and the completion of a health and safety questionnaire by their crews, before parking on the oval behind the Killarney clubhouse.

Killarney’s first major charity event since lockdown took effect on 27 March then became a celebration of family as parents chatted and relaxed while their children enjoyed the dedicated Kiddies Korner play area.

At the event, organisers enforced Level 1 health and safety protocols, including social distancing and the wearing of face masks. Yet, no mask could hide the grins on the faces of the truckers and their children, and the Cansa volunteers, as they filled a one-tonne bakkie to overflowing with soft toys which will go to brighten hospital wards and surgeries countrywide where children with cancer receive treatment.

Minister unveils plans to curb taxi violence DESIRÉE RORKE @dezzierorke

I

n the wake of yet another taxi killing on Old Paarl Road last week, the provincial minister of transport, Bonginkosi Madikizela, once again said he would not shy away from closing down taxi ranks and routes if the violence and killing do not stop.

This after a taxi driver was shot and killed at about 16:00 on Tuesday afternoon in Old Paarl Road between the R300 and La Belle Road.

The driver was found dead in the driver’s seat on the scene.

According to a source, it is believed that the taxi driver was shot from inside the taxi.

A police official said he received a complaint of a murder in Old Paarl Road at approximately 16:30 on Tuesday 29 September.

Police confirmed that the deceased is a 30year-old man from Mbekweni.

“On arrival, he found two traffic officers at the scene which was already cordoned off.

The member found the deceased behind the steering wheel of a white Quantum minibus.

He had one gunshot wound to the back of his

neck. There were no passengers inside the taxi. The scene was photographed and the taxi was handed over to the lawful owner.

The provincial taxi unit was on the scene and will take over the investigation,” police said.

No arrests have been yet made and an investigation is underway.

According to Madikizela, there have been more than 60 senseless killings of taxi operators, drivers and passengers this year alone.

“Joint investigations by the provincial transport department, Tygerberg and Winelands police clusters, and the City of Cape Town yielded 106 arrests over the last three years and 53 cases are currently on the court rolls,” he says.

During August Madikizela launched an outreach programme to the minibus taxi industry and municipal planning authorities to hear directly from them what the challenges are that they face with public transport planning, regulation and enforcement.

“Improved public transport services is one of the four strategic goals that I have set for my department over the five-year strategic planning period, 2020 to 2025,” he said.

He further called for the taxi industry leadership to refrain from violent and criminal acts to settle disputes.

He says the department is currently in the process of exploring a system whereby acceptable behaviour and service delivery by the minibus taxi industry can be incentivised.

He expressed his unhappiness with the conflict between the Cape Amalgamated Taxi Association Boland branch (CATA) and the Codeta-aligned Paarl Alliance Taxi Association, over Route B97 between Mbekweni and Bellville over recent reports of taxis being hijacked and torched.

Madikizela appealed to all parties to abide by the agreed resolutions as stated below: . Stop all hostilities against members and employees of each other’s associations. . Allow all holders of valid operating licences to operate in accordance with their rights. . Neither allow nor encourage illegal operations on any routes or at any ranks.

Madikizela said a steering committee, comprising five representatives from each of the two primary associations, will be es-

tablished to oversee the implementation of the memorandum of understanding (MOU) and the resolutions. The steering committee will brief law enforcement agencies and the police on the process to be followed and operating rights on route B97.

In addition, the steering committee will draw up a separate MOU in respect of the 22 other routes shared by CATA Boland and Paarl Alliance Taxi Association.

Furthermore, the South African National Taxi Council, assisted by the department of transport and public works (DTPW) will arrange a conference to address taxi conflict hotspot areas and adopt joint resolutions.

A facilitator will be appointed by the DTPW to assist in the process. At the end of the conference, a pledge is to be signed by all parties. He said that in the event of further violence, the department will prepare notices to close affected ranks and routes and to suspend affected operating licences.

“No minibus-taxi services will be allowed on closed routes and vehicles of offending operators will be impounded and the holder of the operating licence will be criminally prosecuted,” he said.

Report illegal electricity connections, City urges The City of Cape Town is encouraging residents to report illegal electricity connections as this remains a challenge across the metro.

A statement reads that since the beginning of the Covid-19 lockdown, incidents of theft and damage have also increased, including severe damage to street lighting.

The City’s electricity generation and distribution department spent approximately R2.2m between July and September this year to replace and repair damaged and stolen infrastructure. Much of this was spent in Area South, which includes Philippi, Mitchells Plain, Muizenberg and Wynberg.

“We have renewed hope after several arrests were made recently for illegal connections,” Phindile Maxiti, the City’s Mayco member for energy and climate change says.

“Eight arrests were made in the Gugulethu and Philippi areas and one in Bellville South in September. Tampering, theft and vandalism of essential electricity infrastructure is seen as a priority crime, and as per Section 2 of the Criminal Matters Amendment Act imprisonment not exceeding 30 years and fines not exceeding R100 million is possible, when

found guilty.”

Electricity theft through illegal connections occurs often, driven by criminal syndicates, which operate across communities and especially in areas where people have unlawfully occupied privately-owned land. Informal settlements on City-owned land and in City-supplied areas are almost 100% electrified.

“Some areas in the metro have experienced extended outages as a result of illegal connections, which negatively impact the lives of residents and the public purse. Repairs, unfortunately, place significant pressure on City resources and thus affect our residents,” Maxiti says.

Rewards are also offered for information that leads to a successful arrest.

“The City welcomes tip-offs and we offer a reward of R5 000 to anyone who provides information that leads to an arrest, confiscation of stolen or illegal goods or the handing-in of illegal or stolen goods”, Maxiti says.

Maxiti urge residents to report damage to municipal electrical infrastructure by sending an SMS to 31220 or email at power@capetown.gov.za. Anonymously report illegal activity by calling 112 (from a cellphone, toll free) and 107 from a landline or 021 480 7700 for emergencies.

Entries open for NHW Awards The City of Cape Town has announced that nominations for the annual Neighbourhood Watch Awards are now open.

The awards seek to highlight the important voluntary work that neighbourhood watch (NHW) volunteers do to keep communities safe and recognises their good working relationship with City enforcement agencies.

Residents are to nominate an accredited NHW or an individual member by Friday 23 October. The awards consist of two broad categories – that of individual members with proven outstanding achievement in safeguarding community members and property, and awards for NHW teams.

The categories for the individual awards are: . NHW member of the Year. . Organisational Excellence: for excellence in neighbourhood management. . Mobiliser of the Year: for exceptional efforts to encourage and grow communities in support of safety. . Inspiration of the Year: a NHW leader who has displayed inspirational public leadership, across several NHW areas, in support of community safety and the greater public good. . Crime Fighter of the Year: for exceptional, selfless, professional and committed ser-

vice, in the fight against crime. . Courage in Action: in recognition of sustained NHW operations in the face of highly compromised community safety, like drug activity or gang violence.

The categories for NHW teams consist of: . NHW Group of the Year: an organisation that upholds, with outstanding achievement, the purpose of safeguarding its members and property. . Broken Window Award: in recognition of exceptional efforts towards a clean, healthy and safe environment. . Social Responsibility Award: in recognition of a commitment to addressing mitigating and healing social ills, towards healthier, inclusive and united communities. . Courage in Action Group Award: in recognition of sustained NHW operations in the face of highly compromised community safety.

Details of the nomination process are available online at www.capetown.gov.za.

Residents can only nominate NHW volunteers or teams that are accredited with the provincial department of community safety or who have formally submitted their application for accreditation.

Completed nomination forms should be submitted to nhwawards@capetown.gov.za . No late nominations will be accepted.

Medical specialists and other volunteers offer their time and services for free once a month to perform much-needed surgeries, as well as painting and gardening at the Karl Bremer Hospital as part of The Daisy Project.

Medical volunteers make a difference A group of volunteer medical practitioners recently returned to Karl Bremer Hospital to donate their time and much-needed skills in providing a series of elective surgeries.

The surgeries, done at no cost, form part of the Daisy Project.

The Daisy Project is founded by Dr Lizann Victor and consists of doctors, nurses and other volunteers who work to help clear the backlog of patients who need elective surgeries, says spokesperson, Shimoney Regter.

“Surgeries take place once a month at Karl Bremer Hospital and are guided by a surgical list,” she says.

The Daisy Project also extends beyond surgeries and includes volunteers going the extra mile by assisting with painting, cleaning and interacting with child patients at the hospital.

“The goal of the project as a whole is to create a space where the community, together with the hospital staff, can look at projects to support the people, staff and patients of the hospital,” says Victor.

She adds: “We have done painting, cleaning, data collection, surgeries, interactions with the children in the children’s ward and gardening. We are always looking for new activities, but it remains important that the hospital, as well as the volunteers, buy into the activities and take ownership.”

Victor says the project makes a difference for the patients who get their surgeries, despite the big backlog of cases they have.

“The past Saturday we did six cases, with a backlog of 237 surgical cases. In the process of serving people, we are blessed,” says Victor.

The resumption of the Daisy Project will help many patients who may be living with discomfort.

“Elective surgeries are important. Although these surgeries are not emergencies, people do suffer from symptoms, pain and discomfort, and can even have complications while waiting for their operations. So by doing these surgeries we greatly impact the individual patient’s life, and although we are still in the midst of Covid-19, the benefits of getting the surgeries at this time outweigh the risk,” explains Victor.

Dr De Vries Basson, head of internal medicine, praised Victor, all health workers and the team of volunteers.

“They are passionate about patient care and more than just dedicated, seeing that the Daisy Days are always over weekends. Their efforts are humbling and also inspiring in an era where we so often just hear about corruption, violence and crime. They are making a lasting difference in the lives of our patients,” says Basson.

Be grateful for the small things

I

am no stranger to fun runs and big walks, especially ones that raise awareness or funds for great causes.

Often, you would walk or run these events among thousands of others, so even if you were alone, you were still with others.

Insert 2020. A crippling pandemic and the need to force separation and – at least in this case – you get a far more enjoyable experience. Well, in my experience, this was the case.

On Saturday 26 September, I participated in my first virtual race, The Spar Women’s Challenge along with 30 000 others across the country.

I was a bit apprehensive about how this would work.

The race pack included a T-shirt, buff, magazine and the completion medal.

Receiving that medal at the end was the highlight and climax of the race, so receiving it ahead of the race meant that if you could live with the guilty conscience, you actually did not even need to complete it.

But, I am glad I did. It offered a new perspective on how much 2020 has changed us, but also how it has made some things better.

Often, you would need to be up at the crack of dawn, travel lengthy distances, struggle to find parking and then still walk an unfamiliar route, contending with human traffic zooming past one another to get to the finish line.

While previously completing these races, my goal was always to beat my time and just not to be the last one to finish!

Completing a virtual race eliminates this completely. Taking my dogs along for the walk, walking at my own pace, on a familiar route while still being able to add my voice to an important issue was fulfilling.

The Spar Women’s Virtual Challenge was launched in July and sold out ahead of the event. With the theme, Be the Sunshine, the event focused on bringing awareness to gender-based violence.

Jerome Jacobs, divisional marketing director for Spar South Rand, says: “Our first-ever virtual challenge was a huge success and we could not have done it without you or our generous sponsors.

For every entry that was received, we will be able to send 30 000 food parcels to the survivors of gender-based violence and their families.”

With the virtual challenge an unmitigated and resounding success nationwide, brand ambassador, Lindie Strydom, added: “This challenge was about so much more than just running. It was about bringing everyone together for a better South Africa. We don’t want to just enjoy the sunshine, but we actually want to #BeSunshine.”

For many, I think 2020 has taught great lessons. It has been difficult, it has challenged our resolves, but taking a major lesson from this experience, it has taught us to be resourceful, the true importance of time and life and how grateful we should be to still be able to enjoy the small things in life.

Most of all, it has taught me the value of slowing down, being present and enjoying simpler moments – like walking alone knowing it was together with thousands of others.

Random act of kindness On 30 September around 09:15, I took my son and mother to the Wimpy at Soneike Mall. After we ate our breakfast and it was time to ask for the bill, the waitress said the gentleman who sat behind me had paid our bill.

I was in shock. I asked if he was still around, but he had already left. He must have heard my mom ask the waitress when we sat down if they do sparklers for birthdays as it was my son’s ninth birthday. The gentleman wrote “Happy Birthday” on our paid bill.

I would just like to say, thank you to whoever you are. I thought things like that only happened in movies.

Daar waar De Villierstraat uitkom, is ook ’n groterige ruimte waar taxi’s deesdae deur die dag staan. Om dit te verhoed, doen die verkeerspolisie blykbaar die volgende:

Daar is ook kegels wat gepak is om te verhoed dat motors (taxi’s) daar inry. Dit is die grootste vermorsing van geld en tyd van ons verkeerspolisie. Daar is só ’n magdom goed wat op ons paaie verkeerd gaan, maar nee, hulle gaan sit heeldag daar.

I refer to the comments of Proteahoogte-huiseienaar (“Waar is ons munisipaliteit en owerhede?”, TygerBurger, 30 September).

It is an extremely good description of Kruis Street and Jakaranda Park. Kruis Street side of the station is a mess with the sellers and of course, they just leave their mess when they pack up. We used to like walking over the bridge to go to the shops but can’t do it anymore as people are always begging and making comments. When the trains were still running there used to be drinking on the side steps of the bridge and people were swearing and urinating there. The fence on the side of the station is flattened, so best not to put one up.

Come on, municipality, don’t let us down.

First competition since lockdown: Overberg Goju-Kai and Shihan Francois du Plessis hosted their first competition since the start of lockdown at the end of September. “This was a kata-only competition as we were not allowed to have kumite (fighting) due to no contact being allowed. Despite having to observe the Covid-19 regulations of parents being unable to watch, or having to restrict numbers in the hall at any given time, or the fact the competitors had to maintain social distancing and most of all they had to wear masks at all times, the day was a huge success,” says administrator Diane de Kock. Competitors received participation certificates and medals.

FEDERATIONS: RECEIVE FUNDS FOR SAFE RETURN TO ACTION

ports clubs and federations in the Western Cape will be able to safely resume their activities following an investment of R6 356 450 by the provincialdepartment of cultural affairs and sport (DCAS), with more than R2.3 million to be distributed across the Cape Metropole.

“With sport and recreation already resumed across the country, under protocols as per the regulations, the allocated appropriation will be used to fund events, competition and education. Empowering our affiliated federations and clubs with the financial support needed to again administer, develop and host capacitybuilding workshops will indeed assist in forging our new norm in the sector,” says spokesperson Stacey McLean.

The funding allocation was marked by socially distanced cheque handover ceremonies across the province in all six districts over the past month, in which provincial minister, Anroux Marais, presented funds to the respective sports councils and affiliated federations.

At the ceremonial handovers, Dr Lyndon Bouah, chief director for sport and recreation, elaborated on the importance of sport to the communities and economy of the Western Cape.

“With the Olympic and Paralympic Games coming up next year, many of our national athletes reside in the Western Cape and they need to be supported. Therefore, we need to have ad hoc funding available to support professional athletes and federations to host their events to increase the provincial talent pool. Our communities also need role models to whom they can aspire. They need to know that athletes coming from the streets of the Western Cape have the ability to go to the World Championships or Olympic Games,” he said.

Marais foregrounded the constrained fiscal environment in which the sector currently finds itself and at the handovers explained, “Economically, the sector has suf-

fered with many events having been cancelled. Approximately 30 events across the province have been cancelled, inclusive of conditional grants and federation funded events.

“Provincial major sporting events, which boost our local economies, have also been severely impacted as events such as the Two Oceans Marathon and now also the Cape Town HSBC Sevens Tournament to name a few, have had to be cancelled. Provincial Trials for the Winter Games, Indigenous Games, Golden Games and leagues and festival support for club development have also been adversely impacted as these events will also not be taking place this year as scheduled. However, despite it all, over the last months we have been through so much. We have changed the way we live, how we say hello and even how we sport and practice recreation.

“As many restrictions have now been relaxed and as we head into the recovery phase, we can now safely move forward in the Western Cape and get to work as the task ahead of us is great, but together, we will overcome the many challenges with which we are now faced, as we have time and again in this sector.”

The Case For Sport, a study undertaken by DCAS and the University of the Western Cape’s Interdisciplinary Centre of Excellence for Sport, Science and Development shows that sport contributes R8.8 billion to the Western Cape’s gross domestic product and also supports 60 000 jobs in the province. By transferring the equitable share funds, it is hoped that federations and affiliated clubs are able to commence some of their very significant activities in the communities they serve because while we are to be physically distanced, in the Western Cape, we are still socially connected through sport and recreation and ready to safely move forward.
