T

he Lalela Project in Melkbosstrand continues to ignite imagination and teach children how to map out and manifest their dreams and goals through art.

For the past nine years, every day after school, Lalela as it is affectionately known,

works to break the barriers faced by different communities.

Starting with children aged six and older, the project develops the art of imagination and continues through Grade 12 to connect the arts to everything important in a child’s life, from academics to life skills.

Facilitator at Lalela, Lee Smith explains that through their specialised programmes

and community art, they engage at-risk youth in educational arts to spark creative thinking and awaken the entrepreneurial spirit.

“The arts are often the first subject to be removed from schools due to a lack of resources, yet the importance of creativity in a child’s life is significant.

“Our role in arts education is to help blaze

the trail in whole brain thinking with a proven path to innovation and new job creation, she says.

“Our programmes create permanent change with positive outlooks, community role models and the mindset for our learners to design a more certain future for themselves and their communities.”

Operating in different comunities, every year each Lalela project has an art exhibition and awards function. This year’s function for Melkbosstrand was held on Monday 25 November.

During this event, all of the artwork completed during the year is displayed in an exhibition setting.

“All the artists, their family members, and friends are invited to see their creative outputs and to bask in the shared joy of seeing their Lalela artist receive a certificate of participation, as well as a small gift from the facilitators.

“Special awards are given to those artists who performed outstandingly throughout the year and have shown immense personal and creative progress.

“A short presentation on the various curriculi we covered during the year was given in order to inform the parents about the positive influence their child is receiving in the Lalela classroom,” says Smith.

Smith says this year was slightly challenging in the beginning.

“Despite the rocky start though, the rest of the year improved incrementally until we could end the year on a high note with the exhibition and awards ceremony.

The Long March to Freedom is a procession of 100 life-size bronze statues and the largest exhibition of its kind anywhere in the world. The bronze artworks depict South

African and international icons, some famous and others unknown, and tells the story of South Africa’s 350 year struggle for freedom and democracy. The exhibition opened on Friday 15 November.

From the Khoi leaders of the 1600’s, Doman and Autshumato, Louis van Mauritious and the Stuurman Brothers; to proud Xhosa and Zulu Kings, Maqoma, Shaka and Dingaan; to the men and women who led the struggle through the dark apartheid years, Helen Suzman, Oliver Tambo, Albert Luthuli, and to international leaders such as Heile Selassi and Martin Luther King Junior, the procession is a statement of South African pride in the country’s diverse history and cultures.

The exhibition will be open to the public daily from 09:00 to 18:00. Special entrance fees from opening until end February is R70 for adults and R50 for children under 12.

Looking into the next year, Lalela Melkbosstrand aims to expand its current programmes to include the Grades 8 and 9 learners.

“Many of the 2019 Grade 7s will be attending the local high school and we felt that the program must extend as far into the future as possible, and that having a gap in the program between primary and high school will just diminish the impact we are trying to make,” she says.

As Canal Walk launched the Frozen Fun Slide Park on Friday 29 November, R10 000 was donated to Tygerberg Children’s Hospital.

Great fun was had at the launch with friendly rivalry between some of South Africa’s best known celebrities and media personalities, who took part in The Elements Charity Dash.

Comedian Stuart Taylor took first place honours and chose to dedicate his victory to the Tygerberg Children’s Hospital.

Hyprop Investment Limited co-owner of Canal Walk donated R10 000 to Tygerberg Children’s Hospital from their Hyprop Foundation in support of Taylor’s winning dash.

The Frozen Fun Slide Park, which will run until Sunday 5 January 2020, is in collaboration with The Walt Disney Company Africa and in celebration of the impending launch of Frozen II, the sequel to the beloved movie, Frozen. Frozen II opens in cinemas in South Africa on Friday 6 December.

Each year, Canal Walk Shopping Centre

This year, the shopping centre created The Elements Dash, which focused on the elements of wind, fire, earth and water.

Each had to select an element from an envelope, then figure out several clues in order to discover, which one of the four slides they needed to master, before taking a selfie in one of the Frozen photo booths, and hunting for their matching element in the Olaf Snow Zone and racing back to emcee, Carl Wastie.

esidents from Table View and the surrounding areas formed a human chain on Sunday 1 December to say no to

gender-based violence.

The human chain, being held for the second time, started from Blouberg where those attending said they will continue to do so until the laws are changed to protect women and children.

Vukajlovie said they were proud of the young people that supported the initiative.

“They are the future and we don’t give them enough credit. So, we would like to thank the few that showed up and took a stand. We are doing this for every person that has been affected by violence and we will continue to do so until the laws have been changed. We will not be silenced. The violence is happening every day. If we all stand together, we can achieve anything.

We all need to unite and fight this fight together. My child is your child,” she said.

Trigg made it clear that violence has not stopped so they will also continue to raise their voices until something is done.

“The laws have not changed. Our community will continue to protest peacefully until such time there is real change,” she said.

With the country commemorating 16 Days of Activism, Vukajlovie says protecting women and children must be an everyday thing.

Iconic Woodbridge Island bridge restored TIYESE JERANJI @jeranji The Woodbridge Island bridge which has undergone a multi-million rand upgrade was finally opened to the public on Friday 29 November.

Milnerton police need help to trace the next-of-kin of a man, Themba Mthimkhulu, whose body was found in a bush last year.

Milnerton police spokesperson Capt Nopaya Madyibi says the man was dressed in brown trousers, brown takkies with a cream white t-shirt when he was found.

“He is between 55 and 65-years-old.

His last known addresses is C20 Dunoon and Richwood bush, old Tyger Valley Road. It is believed that he is from the Eastern Cape (Transkei). He was found dead in March last year,” she says.

Three homeowners suffered the same fate when their homes were burgled in the Table View, Parklands and Blouberg areas on Sunday 24 November.

Table View police spokesperson Capt Adriana Chandler says during all three reported cases, the owners reported that access was gained through unlocked or sliding doors left open.

“All of them reported stolen cellphones and laptops. The burglaries occurred during the day and night. Homeowners are urged to close windows and to ensure that all doors are closed and locked during the day and night,” she says.

With the festive season around the corner, some people will be travellling.

Others will let their guard down. Police officers are urging everyone to be vigilant.

16 days of activism against women and children, Bloubergstrand Social Work Services believes in building bridges to one another and every individual taking hands with this important campaign.

Social worker Thamar Jacobs says: “Every family and individual have a responsibility to help turn around the culture of violence in their own community. The church members will also support Thursdays in Black, towards a world without rape and violence. Together with the Dutch Reformed Church Bloubergstrand, they compiled a pledge which the church members will sign voluntarily during the church services from Monday 25 November to Tuesday 10 December. Community policing dispute gets heated DESIRÉE RORKE @dezzierork The provincial department of community safety and the Community Policing Board (CPB) of the Western Cape remain in loggerheads about legalities around new directives issued by the department to regulate CPF elections.

In effect these directives change the voting rights at CPFs as it was adopted by individual CPFs in accordance with the Uniform Constitution for CPFs in 2010.

The province holds that voting rights in accordance with the constitution side-line other community organisations, while the CPB holds that the provincial directives will side-line some neighbourhood watches.

Moratorium Province wide CPF elections were due to take place in November, to elect a new executive for the next five-year term, but were cancelled after the CPB called on the acting provincial police commissioner Lt Genl Sindile Mfazi to intervene.

As a result, Mfazi on 30 October placed a moratorium on the elections.

The CPB stated that the department, by issuing these directives, acted outside of its legal mandate, while the department vehemently disagrees.

Provincial minister of community safety, Albert Fritz, last week called on Mfazi to lift the moratorium, which will be in place until January next year, as agreed upon by the CPF and Mfazi in a meeting on 16 November.

The department did not attend this meeting.

“The community is indeed the losing party in the delay of CPF elections,” Fritz told TygerBurger on Friday 29 November.

“However, this delay is caused by an obstinate CPB which fails to acknowledge that CPFs are indeed legally mandated to abide

by the CPF annual general meeting directives and guidelines issued by his department in September.

In the article published on 27 November (“Community the losing party in CPF debacle”, TygerBurger) Sean McClelland, chair of the Tygerberg Cluster CPB, stated the Independent Electoral Commission (IEC) does not have a mandate over CPF elections as it is a political organisation.

But Fritz disagrees with this.

He continued to say that “The IEC is an independent, impartial Section 9 institution, created by the Constitution of the Republic of South Africa, 1996. It has an obligation to manage free and fair elections at all levels of legislative bodies and institutions through the participation of citizens, political parties and civil society.

“It therefore does have a full mandate to ensure free and fair CPF elections,” said Fritz.

“As the minister of community safety, I am empowered to, and do in fact have the legal mandate, to issue these directives, much to the CPB’s chagrin,” said Fritz.

According to Fritz the directives were issued within the ambit of the legislative powers of the province.

“As per the legal principle of subsidiarity, legal documents such as guidelines, directives, acts and constitutions are subject to a hierarchy.

“This means that the constitution for CPB in the Western Cape is subject to the Western Cape Community Safety Act (WCCS).

“Where an inferior law contravenes a superior one, it is struck down to the extent that it is in contravention with the superior law.

“It is unfortunate that the functionality of all 151 CPFs in the Western Cape is now compromised because of a dysfunctional few, despite the majority wanting to proceed with elections.”

Police pledged support Prior to issuing the directives, the department consulted with the IEC, who confirmed the directives.

According to Fritz, McClelland was misleading when he stated that the provincial police commissioner after consultation with the CPB, did not confirm the department directives.

“Mr McClelland ignores that on 5 September 2019, during the official launch of the directives, the deputy provincial commission-

CPFs are a sub-programme of this department, and as he put it, my department must ‘promote, assist and monitor police partnerships’, which is exactly what the directives aim to achieve.”

He disagrees that the directives contravene national legislation.

According to Fritz the UC of CPFs is outdated, and subject to the Western Cape Community Safety Act (WCCS).

“In turn, the WCCS is subject to the SAPS Act and that Act to the Constitution of the Republic of South Africa.

More transparency needed Being questioned by McCleland about what the department’s agenda is, Fritz replied, “I’ll be frank. Our agenda is to make the CPF electoral process more transparent and inclusive than it has been in previous years.

“It is deplorable that the CPB have rejected the directives and are failing to adhere to the appropriate legislation, namely, the Constitution, the SAPS Act and the WCCS Act, and are choosing instead to rely on their constitution, which is both inferior to the above sources of law and in direct contravention to them.”

Meeting requested Fritz says he cannot support the CPB and the acting provincial commissioner in sidelining the directives and on deciding to only proceed with CPF elections between 20 January and 28 February.

“The CPB, as per their own constitution, are legally required to have elections every five years between September and December. By the time elections take place next year, they will be in contravention of even their own constitution.

“This of course signals the absolute disregard the CPB has for the rule of law and for the wellbeing of our communities that are on the losing end.”

Fritz also confirmed that Mfazi on Thursday 28 November requested a meeting with him this week, to address this issue.

“I welcome this and look forward to finding a solution which abides by the law.”

Exhibition held to spread the word against violence Table View police officers held an exhibition at Bayside Mall as part of the 16 Days campaign on Wednesday 27 November. Table View police spokesperson Capt Adriana Chandler says the response from the community was very positive. “Some of them indicated that they are aware of domestic violence at a friend or neighbour’s home and will share the information by leaving the pamphlet in the letter

box. Should you be a victim of domestic violence, you may apply for a protection order and report the crime to your nearest police station. Do not keep quiet, speak out against abuse,” she says.

This was their second event for the 16 Days campaign following the launch at Church on the Rise in Blouberg on Monday 25 November (‘Protect women and children’, TygerBurger, 27 November).

Adult fans display Lego creations The Lego User Group for displayed their Lego turday November 30. the Western Cape creations at Willowbridge Nielen de Klerk took (known as the CapeLUG) shopping centre on Sapictures.

Errol Walsh from Welgemoed showed his grandson Ryan Jonker (7) around the exhibition. “It’s outstanding,” Walsh said. “The amount of time taken (to do it) is incredible.”

Molly and Dave Maarschalk from Everglen said they were fascinated by the creations. They brought up their children on Lego.

Caitlin Synders (14) with Keith (7), Mario (5), Benico (15) and Marcello April (12) from Namibia also visited the exhibition by Table View police.

Night pet market to be hosted After the success of the previous pet and craft market, the Durbanville Craft Market is doing it again. A night market will be held on Friday 6 December from 16:00 to 20:30 in the gardens of the Durbanville Presbyterian Church on the corner of Louw and Hafele streets in Durbanville You can have your pet groomed at the market by a mobile dog groomer, Doggie Lane. There will also be a special dog restaurant, offering dog beer and raw food samples.

Steve Rock, a wordsmith and workshop facilitator, will be selling and signing his children’s books at the market.

Dog educational toys, quality dog beds and several other animal related products will be on sale. The organisation Roxy Living With Diabetes will sell antipoison kits and healthy treats.

Sabrina Taljaard, an animal behaviour practitioner, will also be at the market.

Several animal charity organisations will have stalls at the market, including Uitsig Animal Rescue, Lucky Lucy Foundation, which will offer microchipping at R100 per pet, Capetonians Against Animal Abuse and The Hope Foundation for Cats.

Lyk jy soos Helen Zille of Julia Roberts?

Die feëverhale en legendes het my al as kind daarteen gewaarsku: wees versigtig waarvoor jy wens, want dalk kom dit later waar.

Arme koning Midas wou mos net geld hê en het gewens alles waaraan hy vat, verander in goud. Toe kon hy later nie meer eet nie, want selfs die kos het in goud in verander. As ek nou maar net na Midas geluister het.

Daar was ’n meisie wat saam met my op skool was wat op ’n haar soos ’n kelnerin uit 7de Laan gelyk het. Dit was toe 7de Laan nog ’n thing was en almal soos ’n kelnerin in die sepie wou lyk.

Onthou julle vir Wilmien? En Dezi? Ag, het ek nou nie gewens iemand sê vir my ek lyk soos iemand famous nie. Maar geen plain Jane plaaslike aktrises vir my nie. Ek’t natuurlik gedroom my beeldeweknie sou Julia Roberts wees. Ek’t immers rooierige hare en ’n groot mond (spoiler alert – niemand het dit nog ooit vir my gesê nie.)

Dit was al seker 14 jaar terug dat mense my wel begin inlig het ek lyk soos iemand bekends. En nie wie nie – Helen Zille.

Kyk, dit sou nie so erg gewees het as ek nie ’n volle 35 jaar jonger as sy is nie.

Ek weet nie watter nagroom sy gebruik nie, but I want me some of that.

Geen student (of eintlik mens) wil soos iemand se ouers lyk nie, behalwe as daardie iemand Julia Roberts is.

En geen joernalis wil soos ’n politkus lyk nie (behalwe as daardie politkus Julia Roberts is).

As iemand gesê het ons persoonlikhede is dieselfde sou ek dit as die grootste kompliment gevat het. Wie wil nou nie so dikvellig wees nie?

Destyds het ek maar gehoop haar politieke loopbaan is van korte duur. Dis nou iets wat ek en Julius Malema in gemeen het – ons het haar al albei verwens.

Maar nee, daar is een ding wat Helen Zille het, en dis kloukrag. Ongelukkig klou die idee dat ons soos mekaar lyk ook halstarrig vas.

As joernalis moes ek al twee keer van betogings af vlug omdat daar mense was wat vas geglo het ons is dieselfde mens.

In die eerste geval wou ek nog mooi verduidelik dat daar geen manier is dat ons dieselfde persoon is nie. “She is in parliament. She is old(er). I am young.

She wears more expensive clothes. She gets paid more.”

Maar dit was asof die betogers net rooi gesien het – en nie net my hare nie.

Dit het beter geword toe sy nie meer burgemeester was nie. Dit was asof mense minder vies was vir haar – en vir mense wat soos sy lyk.

Deur die jare het ek ook die hartseerste speletjie ooit begin speel – die “lyk beter as Helen Zille”-speletjie. Wanneer Helen haar hare vir lang tydperke vas dra, dra ek myne kort. Wanneer sy ophou om haar bril te dra, dra ek myne.

Dikwels lag mense as hierdie storie vertel, want party sien glad nie die ooreenkoms nie, maar vir ander is dit baie opmerklik.

Onlangs het ’n nuwe kennis my baie beter oor die hele storie laat voel. Sy lyk ook soos iemand in die kollig, meen party mense. Dit is darem nie ’n politikus nie, maar wel ’n man: Tom Cruise. (Ek kan glad nie die ooreenkoms sien nie).

Dit los die vraag: as jy soos iemand kon lyk – sou dit ’n filmster van die teenoorgestelde geslag gewees het. Of ’n vroulike politikus wat drie dekades ouer is as jy? – Nielen de Klerk

Daar is reeds eilande van plastiekgemors in die see.

Judicial system: more must be done As we approach 16 Days of Activism for no Violence Against Women and Children, I am elated that an alleged 31-year-old relative of the slain Jesse Hess and her 85-year-old grandfather, has been taken into custody for questioning.

The alleged suspect is a habitual criminal, having been linked to other crimes as well.

Our judiciary needs to do

introspection of its bail and parole policies and conditions, to avoid criminals being let loose to further perpetrate horrendous crimes.

I sincerely hope that justice will be done to ensure that Jesse Hess and her grandfather, Chris Lategan’s killer is brought to justice and spends life imprisoned.

May Jesse and Chris’ dear souls rest in peace and God’s strength embrace them during their family’s time of bereavement.

Thank you to the teachers About two weeks ago I attended my son’s concert at Table View Primary School.

All the children from Rainbow Land pre-primary gathered at this school to wind up the year and celebrate with a concert.

As I sat in the audience and the children went on stage class after class, I sat there with so much respect for the teachers. The learners were so organised and did everything according to the orders they got from the teachers.

For them to be able to learn their dance routine from start to finish and perform in front of everyone was amazing.

As my son took to the stage I clinched on my chair with pride, joy and teary eyes.

With our lives so busy we hardly take to time to thank teachers for the work that they do with our children.

We never thank them enough; at times it feels we take the work they do for granted. I would really like to say thank you to all the teachers for their patience and kindness they show towards our children. This is

not just teachers at this school but teachers everywhere who put in the effort in love and kindness.

Family, Samaritan made my day On Saturday 16 November, I was taken by the Goch family, my late nephew’s extended family, to Spur to celebrate my birthday. During the plus-minus two hours we spent there chatting and having lunch, the Spur staff sang Happy Birthday to about eight other groups celebrating the birthday of someone in their group, who was given a balloon with the person’s age on it.

After lunch we took the lift to the ground floor as we were to go to my grand-nephew’s house to spend the rest of the day there. As I got out of the lift a lady put something into the palm of my hand saying, “Have a good day” and rushed of into the crowd. When I looked at what was in my hand I found four R20-notes. I wish I knew her name as she deserves to be thanked. The people around me called her an angel.

New Atlantis–Sea Point MyCiTi route The City continuously monitors MyCiTi routes and travel patterns to respond to commuters’ needs. A recent addition is the new route 115, which connects commuters directly to Sea Point via the Grand Parade. It operates every 12 minutes, Mondays to Fridays.

The new feeder route 115 is an extension of the T02 Atlantis route, catering for commuters from Atlantis, Table View and Milnerton who wish to travel to and from Sea Point without having to transfer to another bus.

The new route also provides a direct link from Sea Point to Cape Town station and bus terminus, making the switch-over to other modes of public transport more convenient.

Flying the blue flag: Melkbosstrand is one of ten City beaches to be awarded Blue Flag status this season. Blue Flag is an international accreditation awarded to beaches that display excellence in water quality, environmental management, and safety and services.

A more inclusive housing policy

The City wants to encourage the private sector to help with affordable housing in order to meet more of the massive demand.

T

he City of Cape Town has started work on an inclusionary housing policy as one way to improve access to affordable housing in Cape Town.

An inclusionary housing policy aims to encourage and incentivise private-sector partners to include affordable housing in their developments where feasible.

The demand for well-located affordable housing is acute in Cape Town, and only about one in four households is able to afford an entry-level house, which costs around R600 000. The average sale price for a house in Cape Town is R930 000. One would need a monthly household income of approximately R30 000 to afford it. This is possible for only 16% of households. These housing opportunities are generally beyond the reach of teachers, nurses, police and security staff, and young professionals.

The City does provide various forms of affordable housing, from social housing – rental units owned by the City or its social housing partners – to gap housing for those who do not qualify for State-subsidised Breaking New Ground (BNG) houses.

The City and its partners have 28 social housing projects in the planning or construction phases, and five social housing projects have been completed to date.

However, the City and National Government cannot possibly meet the great demand for housing. This is why the City is looking at innovative ways to bring in the private sector with a workable inclusionary housing policy.

Inclusionary housing is not a silver bullet that will solve the great need for affordable housing. However, properly implemented, it can meet more of the demand.

Shaping a workable policy will take some time. It is expected that the feasibility analysis will be completed in the first half of next year, and the City will have extensive engagements with industry and other stakeholders in the development of this policy.

It is expected that a draft policy will be presented for public participation at the end of next year or early in 2021.

Development of the inclusionary housing policy is one of many measures the City is taking to enable people to live affordably closer to their jobs, amenities and facilities.

Other measures include driving transitoriented development (TOD), encouraging decentralisation of commerce and industry to urban nodes outside the city centre, extension of public transport services such as MyCiTi, and improved development of underused state-owned land.

In October, 34 first-time homeowners received the keys to their new houses in Greenville Garden City, Fisantekraal.

Greenville is a partnership between the City, Province and developer Garden Cities. The project will deliver about 6 000 Breaking New Ground (BNG) housing opportunities over six phases, with plans for schools, community facilities, public spaces and transport infrastructure.

To date, 868 beneficiaries have received houses in phase 1, which cost approximately R153 million. Phase 2, another 507 homes, will be completed

by March 2020. The installation of services for phase 3 is under way.

The City and Province are funding the infrastructure and houses, and have also provided planning, design and implementation input and approvals.

Meanwhile, civil works on the R115 million Maroela South housing project have begun, and will be completed by February 2020, whereafter construction will start.

The development will provide 395 state-subsidised BNG houses for qualifying beneficiaries on the City’s housing database and 175 gap houses for people who earn between R3 500 and R22 000 a month.

More money for safety, and some service delivery highlights

The City has extended the period for public benefit organisations and nonprofit organisations to apply for grants-in-aid until 20 January 2020.

Changes to national legislation limited the City’s options for offering residents rebates. Yet the City has found a way to help these organisations despite this.

The grant-in-aid process is different from the rates rebate application process. Information on how to go about the grant-in-aid application can be accessed on the City’s website at www.capetown.gov.za.

Have your say about development The City invites residents to help review the spatial development frameworks (SDFs) for each of the City’s eight planning districts – Table Bay, Blaauwberg, Southern, Northern, Cape Flats, Helderberg, Tygerberg, and Mitchells Plain, Khayelitsha and Greater Blue Downs.

The SDFs need to be updated with the latest information on the population (employment levels and income); the urban and natural environment and heritage; development; housing supply and demand for housing; the local economy and property market, and existing and

planned services and infrastructure.

This information, along with the future development needs in each district, is included in baseline and analysis reports (BaARs), available for comment on the City’s website until 31 January 2020.

The review of the SDFs will be based on these reports and the input received from each district. It is important for residents to take part in this process.

District SDFs, which will guide future decisions about developments and land use, will be finalised after further rounds of public participation in 2020 and 2021.

The City invests in initiatives to grow the tourism industry. One of these is the launch of a tourism monitor programme, funded by the national Department of Tourism.

Fifty unemployed school leavers received training and will be deployed as monitors across the city at attractions in Langa, Khayelitsha, Hout Bay and the city centre.

Here they will offer recommendations to tourists visiting popular sites. They will assist tourists with directions, patrol hotspots, ensure safety, and report any incidents to enforcement agencies.

Safety in numbers: The Walking Bus project, started in May 2016 by Mayor Dan Plato when he was Western Cape Community Safety minister, is now active in 55 areas across the city, with an additional 20 areas to follow soon. The Walking Bus campaign has seen thousands of parents become volunteers, ensuring that school children have safe passage to and from school. This is especially important in areas affected by crime and gang violence.

Cape Town beat bids from ten other rugby unions to host the eighth edition of the tournament. The three-day event, with 24 men’s and 16 women’s teams competing, will be held at Cape Town Stadium in September 2022.

This month, Cape Town hosts the HSBC Sevens World Series, which for the first time includes women’s teams.

The City has proposed amendments to its Traffic By-law to deal with the impoundment of private vehicles and regulate the e-hailing sector.

The by-law has been amended to include five new chapters dealing with powers and duties of authorised officials; equipment on or in respect of vehicles; animals; driving while under the influence, and impoundment of vehicles and forfeiture.

Staying safe this festive season The City will have more than 3 100 safety and security personnel on duty.

T

he City’s Safety and Security Directorate is ready to keep residents and visitors safe this festive season, with more than 3 100 safety and security staffers on duty.

Safety at beaches Cape Town has 307 km of coastline. The City’s Recreation and Parks Department manages 260 km of this, stretching from Silwerstroomstrand on the West Coast to Kogel Bay on the eastern end of False Bay. The remaining 47 km fall under the jurisdiction of Table Mountain National Park.

Ten of the City’s beaches were awarded Blue Flag status this season. These are Bikini Beach in Gordon’s Bay, Camps Bay, Clifton’s Fourth Beach, Fish Hoek, Llandudno, Melkbosstrand, Mnandi, Muizenberg; Silwerstroomstrand and Strandfontein.

Seaforth beach has pilot Blue Flag status.

The number of beach visitors can reach 1,5 million during the peak season from October to March each year. In December and January, daily beach visitor numbers

Fit for purpose: In preparation for the summer season, seasonal lifeguards underwent a two-day induction at Muizenberg. often exceed 100 000. To help keep beachgoers safe this summer, the City will have 326 beach lifeguards at 26 beaches and tidal pools, under the supervision of 13 senior lifeguards.

Residents and visitors are also responsible for their own well-being, though, so: • don’t drink and swim; • don’t leave children unsupervised; • only swim between the flags; and • beware of rip currents.

Shark Spotters will be on duty daily between 08:00 and 18:00 at Caves (Kogel Bay), Clovelly, Fish Hoek, Glencairn, Monwabisi, Muizenberg Corner, Noordhoek (The Hoek) and St James/Kalk Bay. Beach-goers should pay heed to the shark status flags.

The City’s Baigum Abrahams again won the female category of the sixth national Toughest Firefighter Alive competition. The event was hosted at the Roeland Street fire station, where 106 contenders were tested on their skills, fitness and endurance in a number of challenges in full gear.

Emile Conrad of the Eden District (George) won the men’s competition for the fifth consecutive time.

At City pools, 262 seasonal swimming pool lifeguards will be on duty. The swimming pools open over the season are Athlone, Bonteheuwel, Eastridge, Emthonjeni, Goodwood, Hanover Park, Kensington, Langa, Manenberg, Mnandi, Muizenberg, Observatory, Parow North, Wesfleur and Westridge.

The Bellville South, Khayelitsha, Morningstar, Brown’s Farm, Delft, Lentegeur, Parow Valley, Ruyterwacht, Trafalgar Park, Vulindlela and Wynberg pools are all being renovated or repaired – in many instances because of vandalism and theft.

The Sea Point Pavilion pool and the Blue Downs, Long Street, Retreat and Strand indoor pools are open throughout the year.

Summer is fire season. The City’s 900 professional firefighters can be called upon for major incidents, with a minimum of 200 to 240 of these firefighters on duty per shift at 32 fire stations across the city.

Some 120 seasonal wildland firefighters will be deployed at designated fire stations to assist with veld fire management and prevention. The City will have firefighting helicopters at its disposal over the season.

Rescue diving units have undergone training, and four rescue rubber ducks and jet skis with diving crews are available to assist the National Sea Rescue Institute (NSRI) and SAPS. The City has, over many years, refined a festive season safety operational plan, and works closely with many organisations ranging from the NSRI to SANParks, the Mountain Club of South Africa and many neighbourhood watch and community safety organisations.

Festive season safety Almost 1 500 operational members from the Metro Police, Traffic Service and Law Enforcement departments will be deployed this season.

Officers will prioritise crime prevention, traffic enforcement and by-law enforcement.

A major focus will be the confiscation of alcohol at City beaches and other public open spaces, as possession and consumption of alcohol in public spaces is illegal.

There is a close link between alcohol use and risks to public safety, whether in recreational spaces, in the home or on the roads.

The City is concerned about the increase in the number of overloaded trucks. In one recent incident, a truck was overloaded by at least 25 tons.

Overloaded vehicles tend to overturn or become stuck, often with tragic consequences for the driver and other road users. The city has also been left gridlocked on several occasions as a result of such incidents.

The maximum fine for overloaded trucks is R5 000. For serious transgressions, drivers are arrested.

The Road Haulage Unit will continue strict enforcement, and the Fire and Rescue Service has acquired a special vehicle to remove heavy vehicles where they are blocking major routes.

The City hosted an information session for 288 accredited neighbourhood watch members, who were lauded and recognised as capable partners in the fight against crime.

The session covered information on patrolling strategies and providing support during disasters. Neighbourhood watch members are often the first responders. It is essential that they know how to address concerns such as domestic violence, aban-

• Stay out of the water if you cannot swim.

4 CITYNEWS Parklands road upgrades on track The dualling of Sandown Road and Malibongwe Drive up to the Potsdam interchange is going well, and should be completed by July 2020.

Work completed includes dualling of Sandown Road from Sunningdale Drive to Malibongwe Drive (M12), a bridge over the railway line (pictured), dualling of Malibongwe Drive from Sandown Road to the N7/M12 interchange, and an upgrade to the N7/Malibongwe Drive Potsdam interchange.

Developers Milnerton Estates and Garden Cities are providing the bulk of the funding, while the City is contributing R66 million.

Award-winning Dunoon design An international honour for the Learning and Innovation Precinct.

T

he City’s Urban Sustainability Unit has won the 2019 Human City Design Award in Korea for their design of the Learning and Innovation Precinct in Waxberry Street in Dunoon.

The competition recognises designers who create buildings that provide a more harmonious and sustainable relationship between residents and their environment.

The Dunoon Learning and Innovation Precinct boasts a sports centre, which includes a skate park, and a state-of-the-art library, which was opened by Executive Mayor Dan Plato in April 2019.

Within its first two weeks, the new, threestorey library received more than 7 500 visitors. This ultramodern, energy-efficient and water-wise building took five years to turn into reality and involved all three tiers of government – local, provincial and national.

The design revolved around using existing materials. For the sports complex, the architects used recycled shipping containers as the primary material.

The City opened its eighth Matrix site for alcohol and drug treatment, in Scottsdene, Kraaifontein.

Treatment is free of charge and is based on methods developed by the Matrix Institute in the United States.

The 16-week programme aims to help adults quit using illicit substances. Patients receive ongoing support from a trained therapist.

Treatment sessions, which involve individual, group and family therapy, are offered three times a week.

The other Matrix sites are at Tafelsig, Albow Gardens, Delft South, Town 2 in Khayelitsha, Parkwood, Ruimte Road, Manenberg, and Eerste River.

The City’s Arts and Culture Branch is calling on all public artists of all ages – amateur or professional – to submit appropriate, creative mural designs for its mural design competition. The submission period is from 9 December 2019 to 10 January 2020.

The winning entry will be placed on the wall at the Manenberg contact centre in Vygieskraal Road. The City will provide the winner with the logistics and equipment to apply the mural.

“I had a few hours of sleep but I had the best show of my life. Someone was even asking how I did it after I spent hours without sleep. I enjoy being on stage. I can be having a bad day but all that changes when I’m with my drums,” he says.

Juggling between teaching at two schools and practising for gigs, Charles says it is easy to balance everything. “For the gigs we plan ahead so you know what is being done and when. I’m really grateful for the support I get from the schools. I’m really grateful to my family as well. My brother is still my biggest supporter. He doesn’t play drums anymore and is more of a business-minded person,” he says. Charles is grateful for his life’s journey. “I was told I will never make it anywhere, but I was resilient. I knocked on doors. I believed in myself, because I’m a good drummer, good enough to get somewhere. I really enjoy what I do and what makes me happy is sharing this gift with everyone else,’’ he says.

osco Charles is happiest behind the drums and has played with some big names in the entertainment industry, including Jack Parow and Emo Adams.

Charles, a 25-year-old Parklands resident is a music teacher at Shelanti Private School and Rallim Preparatory School.

From the age of four, he accompanied his brother to drumming lessons. “My intention was not to be a drummer. I was just going with my brother. I watched everything he was doing and I enjoyed it. My brother got all the opportunities. I started playing drums at church and after school at different places,’’ he says After matriculating from Elkanah House in 2012 he worked for the school. Taking that opportunity, he emailed around asking for an opportunity to play drums. An answer came from well-known entertainer Emo Adams. “I played for him with his brother Loukmaan when they had a show called Brother Love. He gave me a chance to play and that was my big break. Emo Adams even told me ‘you annoyed me so much I had to respond and give you a chance.’

I’m really grateful he did,’’ says Charles.

His next mission was to play for Jack Parow.

“A friend of a friend played for him. I kept nagging that I want to be part of Jack Parow’s band. He told me to give it time. I kept pushing and finally I was given music to learn. Without a contract or anything, I had gigs lined up. I got a call from his manager and he told me we will be signed for 10 or more gigs. That was unbelievable for me. A year later, I’m still playing for him,” he says.

This is the advice of Carl Coetzee, chief executive officer of South African home loan originator, BetterBond.

He says with the interest rates remaining well above the rate of inflation, the best gift consumers can give themselves this holiday season is to reduce their debt load.

“A relatively small amount of cash goes a long way when you apply it to your home loan balance. If you pay R10 000 off a R1 million home loan this December, for example, you will shorten the 20-year repayment

period by around seven months and, at an interest rate of 10%, save more than R61 000 worth of interest,” he says.

Coetzee further says that one’s outstanding loan balance will also help create a cushion against any future interest rate increases and give them more room to manoeuvre if they need to borrow against their home to pay a child’s university fees or cover a medical emergency.

Other smart ways to spend one’s bonus, Coetzee says, include reducing the balances on high-interest debts such as credit and store card accounts, personal loans and car finance, because the less income one has to use to pay debt instalments, the better they will be able to cope with any increases in the price of essentials like water, electrici-

Coetzee says if one’s budget is free of high-interest debt and they have already set aside money for regular maintenance and emergency repairs, it could just be time to start making one’s home improvement dreams a reality.

“Even if you do not plan to sell now, for example, it is

always worth increasing your home’s value by sprucing up the exterior appearance and garden, for example, or improve the security measures.

“And if you are planning a substantial alteration like an extra bedroom or bathroom to make life easier for your family, or the upgraded kitchen you keep promising yourself, now is the time to get some estimates of what your project will cost, set a time goal and use your bonus to start saving for it so that you can pay cash and not create more debt.”

Surviving in a multi-generational home Multi-generational living is standard procedure in many cultures, but today’s living challenges are seeing families of all cultures and creeds embracing a co-living environment.

Cape Town’s regional sales manager of the Rawson Property Group, Craig Mott, says it has become common place to see families of three or four generations sharing a home.

“From a financial perspective, it makes perfect sense to combine resources and share living costs, but it also enables families to share things like childcare and care of the elderly, which can be a challenge when people are working full time,” he says.

But that is not to say living with one’s parents or grandpar-

ents as an adult is without challenges of its own – particularly if one has grown used to having your own space and are new to a communal living environment.

According to Mott, there are ways to make the transition and general experience much easier for everyone involved.

He shared some of the tips to make the transition easier: Plan your space “A single-family home and a multi-generational home should, ideally, look quite different since each generation really needs a space of their own in which to enjoy some solitude and privacy.

“Of course, not all of us are lucky enough to have a convenient granny flat to provide

easy separation when necessary, but a few minor renovations can be just as effective in a crunch,” he says.

Mott highly recommended adding a small kitchenette and an en-suite bathroom to a second bedroom or living space if possible.

“This gives the elderly, or young professionals living with their parents, the ability to do most daily activities without having to join in with the main house if they do not want to.”

Lay down the ground rules He says one of the biggest benefits of multi-generational living is that all residents can contribute to the household.

According to Mott, those contributions do not always have to be financial, but should

be planned and agreed to in advance.

“Unemployment and other financial difficulties are often the reason kids move in with their parents or vice versa.

That means it is not always possible for everyone to share expenses and rent equally.

Make sure you discuss finances upfront, as well as other household contributions like cooking, cleaning and childcare, and make sure everyone is happy that they are doing their fair share to add value to the home environment.”

Have a plan in place for conflict resolution Human nature means no home is ever entirely without conflict and having a family

member from various generations under one roof means disagreements are bound to arise.

According to Mott, having a plan in place for handling these situations when they happen is important not only for keeping peace in the home, but also making sure everyone feels like their concerns and opinions are being heard.

“How you decide to handle conflict may depend on the living arrangements that you have. If everyone is sharing household responsibilities equally, then it may be appropriate to vote on all major decisions. If one generation is footing the entire bill for the home and all its occupants, on the other hand, they may want the final say.”

Pedro finishes despite injury “W

ithout my team, without their support, them rallying around me, their motivation and team work I would never have finished the gruelling Swellendam-based Coronation Double Century.”

These were the words of Michael Pedro, after riding with a dislocated shoulder for more than 80km to finish the 202km bicycle race.

Laurie Gallagher, chair of the Table View-based Outriders Cycle Club and also the captain of the Outrider Pure Savage Team, says their goal for the race was to bring all 12 members over the line in less than seven hours.

“Everything went as planned, we were doing well and on the way passed about 30 teams before we hit the big climb of Op De Tradouw Pass.

They were coasting towards the first feed, at the 120km mark, when disaster struck and Michael hit a

road undulation.

“The worst sound while cycling is the sound of a bicycle hitting the ground. He came down hard,” says Laurie.

“We all stopped and helped him get back up. He was able to remount his bike and fortunately it was not badly damaged. He seemed okay.”

But at the first feed zone they realised he was struggling.

They suspected he dislocated a joint in his shoulder.

A physiotherapist strapped him up and Michael decided to continue the race.

As they were about to exit the feed zone, he got a front wheel puncture.

“This might have been an omen to others that I need to get into the back-up vehicle, but I wanted to continue. I wanted to achieve our goal,” recalls Michael.

His team mates said they would support him 100%, regardless of his decision, but added they would evaluate the situation at the next feed zone which was 40km away.

When they left the second feed zone the cycling conditions deteriorated with bumpy roads.

This aggravated his discomfort, the midday heat was approaching

and then the last 30-odd kilometres were a series of rolling hills.

At the finish line in Swellendam the medics concurred that it was a shoulder joint dislocation.

He’ll be seeing a specialist shortly to assess whether an operation is needed.

“The team rallied around him and we all assisted where possible to get him to the finish line.

“We did our best to keep the mo-

rale high. It was tough. Our goal was to finish with all 12 members in less than seven hours . . . our official time was 7 hours 8 minutes, which is truly remarkable when one considers the obstacles that we as a team had to overcome,” says Laurie.

Michael’s accident and his team’s rallying around him did not go unnoticed – they were awarded the Van Loveren Team Award.

Local coach helps spread gospel of rugby in Rwanda Recently, a Morningstar Rugby Football Club community coach and family mediator was the only South African coach selected as part of a group of international coaches to go to Rwanda from 29 October to 8 November.

Working as part of the Friends of Rwandan Rugby Charity, Riaan Lubbe was part of a group of coaches who helped coach and assist their national team, The Silverbacks, and their coaching staff for their upcoming games in the Africa Cup. Friends of Rwandan Rugby is a UK-based small, innovative charity that teaches the joys of rugby to boys and girls throughout Rwanda. It aims to promote reconciliation, health, and well-being through sport, using rugby to help build trust, friendships and foster shared experiences on the rugby field and have fun. It also aims to support the growth of participation in the game of rugby to encourage a healthy, active lifestyle for children in Rwanda and promote the rugby ethos of fair play, respect, friendship and fun.

“In partnership with the Rwanda Rugby

Federation (RRF), we are working to create a sustainable model for the continued growth of the great sport of rugby in Rwanda,” says Lubbe.

This has led to the charity requesting coaches from around the world to come and help them in their mission of assisting the Silverbacks. The coaches came from England, Wales, Scotland, France and South Africa. Lubbe adds that the coaches had to hit the ground running with two training sessions almost every day.

Training sessions ran from 09:30 to 11:00 and from 14:00 to 17:00 covering as much as possible without overloading the players.

“Creating a balance between improving a skill and learning a necessary new one was paramount,” he adds.

Lubbe was asked to accompany the group as the breakdown and loose forward positional specialist and spent hours in the mud as the national stadium, the Amahoro stadium, was only to be used three times in those couple of days. This led to the practise sessions being held on a very muddy

pitch at a local community centre and the Amahoro stadium being used for two training sessions and one practise match against the coaches with other league players and the Silverbacks.

This match was watched by the RRF vice-president, Western Province Rugby’s (WP Rugby) referee manager Ben Theron and a host of locals and children.

As part of this tour clothing, rugby equipment and training supplies were given to the rugby development officers working in the schools as well as the national team.

This equipment was donated from various people, clubs and institutions from around the world with Morningstar RFC, WP Rugby, Kloppers Sport, and Dr Sherylle Calder donating from South Africa.

“As part of a project to create awareness ITV in Wales created a feature that was broadcast just before the Rugby World Cup bronze final. Although this tour was mainly to assist the national team, time was taken to train and assist some of the rugby development officers as well as support

and distribute clothing etc. to some orphanages. Spending time in a country that was devastated by genocide and working with the people that still have the physical and emotional scars was unforgetful. With rugby being a post genocidal sport it is eagerly played by the communities and works wonders to create unity and friendship,” says Lubbe. With the Springboks’ Rugby World Cup victory happening in the early days of the tour, Lubbe was seen as a bit of a celebrity everywhere he went and everything he said and did was seen as gold. This was seen in the Rwanda vs Ivory Coast game where the breakdown statistics for Rwanda have improved by 80% since their last game. “Improving a team by 10% in such a short time is difficult, but improving a person/player by 1% is easier. This will lead to an improvement of 23% in a 23-person-squad . . . and that was my goal.

I don’t just want to improve the player, but the person so they can be a better player, father, husband, and citizen . . . that is my coaching philosophy and rugby life mission,” says Lubbe.

mary School has been doing off-road for some time, he started doing motorcross this year, and he recently started with Enduro-65cc. He is part of the Western Cape off-road club.

Ryan says he is happy being runner-up, but he really wanted the top spot.

“I’m happy about my results and I know what I must do next year to be first. The top position went to someone that has always given me a tough time in the race.

Beating him to this position will be amazing and I now have to work really hard,” he says, explaining that he has only managed to beat him once because his bike had a problem.

The outspoken and energetic Ryan trains on Friday afternoons and he really enjoys what he does.

“They are all fun to do. I have been doing off-road the longest. Enduro is also fun but challenging as it goes through mountainous and rocky areas,” he says.

Coming from a competitive family and a family of bikers, Ryan followed suit. His mother and father used to ride. Now his five-year-old brother Jamie is also into the sport.

His mother Chantelle says the start of every race is never easy for her. “My heart still races. I still want to vomit each time he starts a race. It is a dangerous sport, anything can happen. I’m glad that he also knows his limits so that makes it better,” she says.

Ryan too does not have an easy time at the start. “I get so nervous. But as soon as I warm up to the race everything is easy and I’m comfortable,” he says.

Besides racing, he has time for his schoolwork. His favorite subjects are maths and Afrikaans.

Chantelle says: “Some kids at his school don’t believe what he does. When they talk about what they did over the weekend and he tells them what he does, they don’t believe him. He says ‘mommy show them my bike so that they know what I do’,” she says adding that they are really proud of his achievements and 2020 is their year.
