) Vandals target Zibi bins for fun

No more litter – that is the aim of the green Zibi bins that were placed in public places along Voortrekker Road in Parow and Goodwood. However, the bins are now being vandalised, with dirt being tipped out of the bins onto the sidewalk and even being set alight by criminals and the City of Cape Town is left to clean up the mess. The bins have been placed outside businesses where litter is generated, such as convenience stores and food outlets. The solid waste department has engaged with all businesses along Voortrekker Road to ensure that they have a contract, understand their responsibilities and have a wheelie bin. “It is an obligation under the National Environmental Management Act for the city to provide receptacles so that people may place their litter therein, collected and disposed of by solid waste in a manner that is not hazardous and in an environmentally friendly manner,” says Clive Justus, chairperson of
Subcouncil 3. “It is deplorable that black inner liners, containing the litter, are tipped out of the bins. The recyclables such as paper, plastic, metal and glass, are then picked up and the remainder left to be blown away leaving the immediate vicinity looking extremely untidy. This is despite the sweeping of the streets every day in the CBD and high footfall areas.” He says: “The bins are sometimes also set alight by people that seem to find excitement in seeing a bonfire and melted green plastic dripping from the poles.” When the bins are stolen or damaged it is the responsibility of the owner to notify police of their loss, receive a case number and inform the solid waste department so that a replacement bin can be provided. Jerome Jacobs, a resident, says it is awful that the bins are being vandalised. “The bins were set up in the roads for a good reason; to keep the area cleaner. It is unfortunate that people have resorted to destroying it or even leaving the area filthy when they throw the dirt out.” Anyone caught damaging the
green Zibi bins will be forced to pay for the damages. . Should any person induce, influence, persuade or force an employee of the city or other person to commit an offence in terms of this bylaw he or she shall be guilty of an offence. . Any waste generator who fails to submit or comply with an integrated waste management plan in terms of this bylaw shall be guilty of an offence. . Any person who commits the offence will be liable for the payment of a minimum fine of R500 but not exceeding R10 000 or imprisonment for a minimum period of six months but not exceeding two years, or to both such fine and such imprisonment. .
