U

nless drastic steps are taken train stations along the Monte Vista railway line – which run from Bellville to Cape Town – will cease to function.

These stations, which have been torn apart piece by piece, and which are no longer safe for commuters, have been the target of thieves for some time now.

Last week a series of photos of the dilapidated De Grendel train station was sent to TygerBurger. In it the damage to roofs, paving, walls, seats and taps are clearly evident.

Apart from this, safety gates have been broken and burglar bars damaged with lights and fittings removed.

A video shared with the newspaper by Shakir Smith, a Parow West resident, shows one of the taps in the bathrooms running non-stop.

“This has been going on for years now and we have already reported it to Prasa,” says Ashley Marais, a member of the Parow North Lower Neighbourhood Watch, and chair of the local ratepayers association.

At one point the community themselves painted the station after collecting money.

The broken water pipe was fixed as well.

“This was how we ourselves wanted to improve our community,” explains Marais.

The repairs were done shortly before the national lockdown was implemented. The large scale theft of material from the train station started shortly after the lockdown was imposed.

“This was done in the middle of the night,” Marais says.

What made matters worse, was that neighbourhood watches were not allowed to patrol during the lockdown period.

Currently the De Grendel train station poses a danger to those wishing to use it.

“There are people living under the footbridge for years now and we have reported that as well,” Marais said, “but nothing is being done about it. People have been robbed there for years.

“Prasa needs to be more proactive. The security guards also told us they are employed only to look after the rail infrastructure and not the buildings.”

fter various calls for the relief in water tariffs, the City of Cape Town announced that it will move to the lowest tariff, being the no restriction, water-wise tariff from 1 November.

In a statement, it reads the decision to lift water restrictions and lower water tariffs is based on the following three key considerations: . The national department of water and sanitation’s lifting of its restrictions applicable to the Western Cape water supply system of shared dams, of which Cape Town is one of the users. Overall, the province’s dam levels reached 100%. . City projections indicating dams are unlikely to drop below 50% by next winter.

The lifting of all restriction measures, except for existing water regulations permanently in place due to the proactive management of water resources, will allow for water-wise usage, in line with the lowest tariff, which is slightly lower than the current, second lowest tariff level. . City projections also indicating the latest anticipated water usage patterns for the coming summer will be sufficient to allow the lowering of water and sanitation tariffs from the second lowest tariff to the lowest, no restriction water-wise tariff level. These tariffs are already part of the Council-approved budget for the 2020/’21 financial year, which followed due process including a public participation process.

No ‘Day Zero’ Cape Town Mayor Dan Plato said apart from the dams filling up to capacity and beyond in recent weeks, this is another moment to be celebrated in a few short years.

“We have gone from the worst drought to face our city and a potential water ‘Day Zero’, to full dams and zero water restrictions besides the need to stay water-wise. We are situated in a water-scarce region so we will always need to ensure we are sustainable and future-fit.

“While we need to continue to be mindful of climate uncertainty, residents who feel comfortable enough can begin to relax water-saving efforts in good conscience, while being water-wise, due to the significant increase in dam levels.

“These anticipated movements in the warmer summer months have been factored into the latest anticipated usage patterns for lowering the tariffs from the current second lowest tariff level to the lowest, no restriction, water-wise tariff.

Tariff drops explained The City’s Mayco member for water and sanitation, Xanthea Limberg, explained to TygerBurger what needs to be considered before a decision concerning tariff drops is made.

“Tariffs are set according to anticipated consumption levels rather than dam levels.

When setting tariffs the City looks at how much is likely to be sold and sets the price per unit to cover costs of providing the service for the coming financial year.

“The City assures residents that we do not budget for a profit/surplus from the sale of water, and seeks to keep costs of service delivery as low as possible.

It should be kept in mind that the cost of the water only forms a portion of what it costs to operate the service.

“The total cost of running the water and sanitation service includes treatment, transporting of the water, maintenance, administration as well as cost flowing from upgrades to the system, which stay fairly similar no matter how much water is sold.

“The water and sanitation service comprises substantial infrastructure that needs to be operated and maintained; 11 500km water network, 9 500km sewer infrastructure, 490 wastewater pump stations and 23 wastewater treatment works.”

“The dams reached 85% full towards the end of August already by which water restrictions governed by national government were automatically lifted as per written directive from the department of water and sanitation in 2017/’18.

“Residents will be unpleasantly surprised to find only a 55c decrease per kilolitre in their water tariffs under this new ‘no restriction’ level. The decrease is even smaller for sanitation tariffs at 48c per kilolitre.”

What residents need to know about water tariffs: . City water costs on average 4c per litre in comparison to R10 per litre for shopbought bottled water. . Based on the first 10 500 litres of water used + 15mm meter the average bill will be R411,99 on the no restriction, water-wise tariff. This is compared to R785,38 under the Level 6B tariff at the peak of the drought. . The City’s water tariff, like some other metros, has a usage and a fixed part and it forms the total water tariff that covers the cost of providing water. This includes the maintenance of infrastructure and making sure Cape Town is resilient by adding new sources to its water supply and becoming a water-sensitive city. . The cost of providing the service remains largely the same regardless of how much or little water is used, or how full the dams are. . Residents who are registered as indigent do not pay the fixed basic part of the water tariff and receive a free allocation of water monthly. . The City does not budget for a profit/ surplus from the sale of water, and seeks to keep costs of service delivery as low as possible.

“This lowest tariff will offer residents some financial relief while ensuring we can still provide reliable water services and invest in new water sources.”

Tariffs welcomed Sandra Dickson of the civic action group Stop COCT said a decision could have been made sooner. “Stop COCT welcomes this tiny gesture from the City of Cape Town, but deplore the length of time it took the City to make such a basic and elementary decision.

What residents need to know about the no restriction, water-wise restriction level: . The water restrictions are lifted under this level, but permanent regulations as outlined in the water by-law still apply, regardless of the restriction level as Cape Town is situated in a water-scarce region. . significant portion of the fence that runs along the N1 highway was recently stolen, but repaired soon afterwards. There is, however, fear among residents that the criminals may strike again.

K9 sniffs out numerous drugs in Parow The City of Cape Town’s metro police on Wednesday last week made a R50 000 cocaine bust in Parow.

Officers attached to the K9 unit were conducting a routine traffic stop off the N1 near Parow when they pulled over the driver of a Toyota Corolla just before 13:00.

“While interviewing the driver, he appeared nervous and the officers requested permission to search the vehicle.

“Our K9, Savage, found 34 units of cocaine hidden in the dashboard compartment,” says Ruth Solomons, spokesperson.

The suspect, a 27-year-old, was arrested and detained at the Parow police station.

On Thursday 15 October, Savage also managed to sniff out drugs in Parow which resulted in the arrest of a suspect. The K9 unit received a tip-off and approached a motorist along Voortrekker Road just before 20:00.

“The owner gave permission for the vehicle to be searched and Savage led his handler to a bag of dagga hidden underneath the back seat,” Solomons says.

A 33-year-old suspect was arrested and detained.

A few hours earlier that same day, Mandrax, tik and dagga, as well as R2 730 in cash was discovered in another vehicle in Bedford Street in Parow. A 40-year-old suspect was arrested in connection with the drugs.

He says the portion of the fence that was stolen during the lockdown period runs adjacent to the green belt between McIntyre Street and Giel Basson Drive, Parow North.

Parts of the green belt are also home to a dog park and playground.

Marais says only the portion of the fence near the green belt was stolen and not the part located near to the houses.

“I can only suspect that they were trying to avoid attracting attention from the dogs and homeowners,” he said.

“We do not know what the agenda is here, whether this is an attack on the City of Cape Town or what.”

Marais said whoever is behind the theft, is a professional. “This was done by someone who had a bakkie and the right tools.

It was someone who knew what they are doing. The fence was cut clean. I suspect the fence was cut here to be used elsewhere.”

The theft occurred at the start of the lockdown period. It is suspected that the thieves stole the fence in the early hours of the morning.

Marais says as the ratepayers associa­tion, they are however grateful that the City and Western Cape government reacted quickly to have the holes repaired.

“It was a danger to our community,” he said. “They stole 30 metres at a time and there was at least four pieces stolen at a time at different spots – from our greenbelt here at McIntyre Street all the way to Giel Basson Drive.”

Some of the residents attempted to raise money to repair the fence. The repair costs R12 000 for 30 metres, according to Marais.

“The repair work was, however, done by the provincial government with the support of the City,” Marais says.

The fence is for now still intact.

lobal Handwashing Day was celebrated recently and, according to medical practitioners, the regular practice of washing hands is an important way to help prevent the spread of the Covid-19 virus.

By doing so everyone protects themselves and their loved ones, says Dr Nosi Kalawe, who forms part of the Northern Tygerberg Covid-19 response team.

She says everyone should stick to the rule of washing hands regularly, wearing masks and practising social distancing.

“If you suspect you have been infected you should quarantine as soon as possible.”

It is also important that people also avoid as much as possible super-spreader settings, such as crowded places, confined spaces and close contact with others. Ka-

lawe points out that hands are one of the main means by which germs are spread, and shared some useful tips on keeping safe: . Open the tap and wet your hands, after which you rub soap from palm to palm. . The right palm washes the back of the left hand, and the left palm washes the back of the right, fingers interlaced. . Wash your hands again palm to palm, fingers interlaced. . Wash your knuckles over the opposing palms, and do the same on the other side, fingers interlocked. . Wash your left thumb in rotational movements, and do the same on the other thumb. . Clasp the fingers and rub the tips circularly over the opposite palm. . Rub each of the wrists with a hand, rinse and wipe your hands.

New mobile appointment service Residents in the Northern and Tygerberg communities now have access to a mobile appointment service for day hospitals.

A statement by the provincial department of health explains that the service allows residents to easily make an appointment from home when they need to vi­sit the health facility by either sending a Please Call Me, calling the number, or sending an SMS or WhatsApp message.

“Usually, people who need health care and do not have an appointment, would arrive at the clinic and will have to wait to be assisted.

“With the new system, they can avoid long queues and waiting times by booking an appointment from home.

“They will be offered a date and time at their clinic and only have to wait 15 to 30 minutes before their appointment,” it reads.

Roger Cannon, chair of the Parow Community Policing Forum, shares Marais’ sentiments. “It is bad,” he said. “Every single light is out and cable stolen. Even the stone was lifted to get to the cable. The seating is damaged as well as the roof.

“Surely there must be people who buy the scrap? There must be a way to trace it!”

Cannon says if nothing is done matters are just going to worsen.

“What is more, the security says it is like that at all the train stations,” he said.

Cannon says the Avondale and Oosterzee train stations, where human faeces have apparently been wiped onto walls as graffiti as well as the Monte Vista train stations are in a bad state of affairs.

Smith concurred, in a letter to role-players, the De Grendel, Avondale, Oosterzee as well Parow train stations are in “an absolute mess”. The main offices and toilet, he wrote, have been vandalised to the point where they will take weeks to bring them back to acceptable levels and functioning.

Smith says the ground at the Parow station is in a shocking state, that there are no longer lights in the subway, that paving has been lifted along the platforms and the area is filthy and unkempt.

Apart from this, he says the surrounding fence is broken and no longer serves its intended purpose, and that the parking lot is inhabited by vagrants and thieves. The area along the track at the bridge is full of rotting garbage and poses a health hazard, Smith wrote. He also noted the security is often not present at night or that they live in fear at the station.

Significant portions of the electrical infrastructure (overhead lines, mass poles and substations) as well as tracks and some stations have been either vandalised beyond repair, or completely removed by vandals, Mihi says.

(“Gruwelhuis kwel”, 21/10). ’n Pensioenaris, Bettie Burger (59), sê sy baklei al jare lank met die owerhede om die probleem met die huis op te los, nadat dit meer as ses jaar lank reeds leegstaan. Oor die jare is dit deur haweloses en dwelmverbruikers gebruik as skuiling en uithangplek.

Lunga Mahlangu, woordvoerder van die departement van openbare werke en infrastruktuur, het verlede week aangedui die departement is bewus van die probleme.

“Ons is ook bewus van die haweloses wat toegang verkry het tot die huis deur ’n beskadigde grensmuur.

“Die muur is op 14 Oktober vanjaar herstel om toegang tot die eiendom te verhoed,” sê Mahlangu.

Volgens Burger is die muur egter ’n dag later weer afgebreek.

Mahlangu het bevestig dat die huis deur die polisie as amptelike huisvesting gebruik is. “Die polisie het die perseel verlaat. Aangesien dit nie tans deur enige ander departement benodig word nie, staan die eiendom leeg,” sê Mahlangu. Dis onduidelik aan wie die eiendom verkoop gaan word.

Homeless given a lifeline during pandemic D

uring the peak of the Covid-19 pandemic, the Voortrekker Road Corridor Improvement District (VRCID), along with its partner organisations and non-government organisations (NGOs), had to shift its social development services towards providing relief to those in need.

As the national lockdown restrictions started to ease the organisation’s emphasis moved back towards social development services, the VRCID said.

“There has been an influx of street people, especially in Bellville,” Wilma Piek, VRCID social development manager, said. “Despite increased bed space provided by the Paint City Safe Space, we still do not have nearly enough resources to address the needs of our homeless. The best that we can do is make

sure that those who do get the opportunity to enter a shelter or a safe space have access to a quality developmental and rehabilitative programme, and that they are assisted properly.”

During the 50 days of lockdown at levels 4 and 5, the VRCID, the community organisation, Mould Empower Serve (MES), and other partner organisations and NGOs served 81 900 meals to the homeless and vulnerable.

“They also worked hard to return individuals to their families or refer them to newly formed shelters,” Piek said. “In addition to this, they provided additional food and medical relief services for those in need.”

From June to August the VRCID also contributed significantly to the welfare of homeless and vulnerable people in the area.

The VRCID and other non-profit organisations stepped in to help homeless people during the peak of the Covid-19 pandemic.

“A close collaboration with MES was crucial, and our team was committed to supporting their social relief measures initiated

in response to the economic crisis caused by the pandemic,” says Derek Bock, VRCID chief operations officer.

St Augustine school receives food parcels: St Augustine Primary School in De la Rey Street, Parow Valley is one of three schools to have received food parcels recently – thanks to Coronation Fund Managers and Living Through Learning, one of the company’s non-governmental organisation partners. The three schools all form part of the company’s capsule schools. “We extend thanks to both The Lunchbox Fund and the Rolf Stephan Nussbaum Foundation for their generous donations to our schools,” says Wendy Bergsteedt, Marketing Head at Coronation Fund Managers, “and we commend Living Through Learning for ensuring that the learners from these schools are supported and cared for during this difficult year.

The other two schools are Sonwabo Primary School in Gugulethu and Vergenoegd Primary in Voorbrug, Delft. A total of 280 Grade R learners received food parcel donations on Wednesday 14 October worth R100 000.

A message of hope to local business people for the recovery of business after Covid-19 has been shared by James Vos, City of Cape Town’s Mayco member for economic opportunities and asset management.

Vos was the guest speaker at the first meeting of Durbanville Business since lockdown, which was held at Durbanville Hills Winery last Tuesday (20 October).

Several business sectors in Cape Town offer opportunities, he said at the meeting.

“I can honestly say that there has never been a better time to invest in Cape Town.

“Last year alone, R2.6 billion worth of investment was secured, 5 720 jobs were created and 2 048 people were trained by the City’s Special Business Partners (SBPs). This illustrates the power of partnerships between the City and the SBPs we fund.

“As a city, we focus our energy on attracting investment which creates jobs and leads to economic growth. It is vital that we implement plans that are proven to work, which bring in investment, and develop the right skills pipelines for the high-growth sectors,” Vos said.

“Cape Town is fast becoming the call centre hub on the continent, and supports almost 60 000 jobs. That is why the City provides funding to one of our Strategic Business Partners, CapeBPO, to upskill and place residents in this sector,” he said.

“Besides Amazon’s investment into data centres, they have also been expanding the call centre side of their business in Cape Town. Amazon’s web services are also to relocate to Cape Town and will have an employment benefit, he said.

Amazon is not the only international company expanding its call centre footprint in Cape Town, according to Vos, as over 5 000 new jobs in the international call centre industry were created last year.

One of the world’s largest pharmaceutical and biotech companies, Roche, began construction in February in Brackenfell.

Vos said it was now his job to expand operations of Hisense, a Chinese multinational major appliance and electronics manufacturing company in Atlantis, in Cape Town for export services to Africa.

“To co-ordinate and streamline the City’s economic response to the Covid-19 pandemic, I established the economic task team, which formulated the City’s economic action plan. This team is currently implementing several steps as a part of this plan to get our economy back to business,” he said.

“About 26 industrial areas work closely with existing industrial areas to retain, but also to expand business during lockdown.”

“We must ensure they stay open and operational for the export market,” Vos said.

“Several clothing and textile industries faced closure. We helped them to manufacture safety gear such as face masks to avoid further layoffs,” Vos said.

“We work hard to establish South Africa’s aviation footprint with new routes. One of the most exciting was a direct flight from New York to Cape Town, which will open the North-American market.

On 16 December last year, we had the first flight arriving in Cape Town. We want to re-establish this route. Next year we will see the first direct flight from Portugal to Cape Town.

“The next exciting step is to grow Cape Town’s cargo footprint for export, he said.

“South Africa has the fastest-growing green economy on the African Continent, has the only Greentech SEZ in Africa, the Atlantis Special Economic Zone, we are also the Green Tech hub of the continent, as well as the leading health tech hub,” he said.

“Four companies are now signing an agreement to work in green tech manufacturing. This is a very exciting opportunity.

“The film and media industry is also a huge money-spinner,” Vos said.

“The Good Hope Centre in Cape Town signed an agreement with an American film studio for the production of TV series. The entire centre will be used as a film studio,” Vos said.

“Tourism is important for Cape Town and offers an R18 billion per year income. It is an important sector and was the hardest hit by lockdown. Now the hard work begins to rebuild.

“We want to market Cape Town not only as a tourism destination but also a business destination,” he said.

This includes marketing Cape Town as a remote work destination, a study destination “with our world-class study institutions”, as a place of play and adventure, a place to invest and buy property in, and also to invest business here, Vos said.

“We want tourists to spend more time and money in Cape Town and is on the last to sign an agreement with cruise liners to use Cape Town as a departure destination in the coming cruise season.

“We want to get more cruise liners to spend more time in Cape Town, to dock longer or to start their cruises here,” he said.

According to Vos he has approached events companies to stage their event in Cape Town. The Formula E motorsport championship is one of the big events to happen in Cape Town, he said.

“Miss South Africa was presented in Cape Town, which brought us many global eye balls.

“Cape Town can also be a destination for medical care. People come here for operations and to recover at our world-class medical facilities,” he said.

Cansa: high time for high tea NETTALIE VILJOEN

reast cancer is the number one cancer affecting women in South Africa, according to the National Cancer Registry (NCR) 2016. “That is why it is so important that we take care of ourselves,” says Cara Noble, the national relationship manager for The Cancer Association of South Africa (Cansa).

It is recommended that women aged 25 to 39 years go for a clinical breast exam every one to three years. Women aged 40 years and older, should have an exam done every year and women 55 years and older should change to every two years. However, Noble says a lot can happen in between exams. She says it is vitally important that women get into the habit of examining their breasts regularly.

“By the time a woman’s partner finds something, it has usually been there for months. Women need to become familiar with their bodies. If you have breasts, examine them monthly. It is best to pick it up early and get a better outcome.”

Noble is one of four women who will form part of a panel discussion during both an S-Connect Women’s Breast Cancer

Awareness webinar on Friday 30 October and at an afternoon high tea at the Twelve Apostles Hotel in Cape Town on Sunday 1 November. Luzelle Yon Lestrade, a breast cancer survivor and internationally certified John Maxwell coach and speaker; Ariella Kuper, a twotime breast cancer survivor and South Africa’s leading female auctioneer; and Dr Windy Dean-Colomb, a medical oncologist and internal medicine and medical oncology board-certified practitioner are the other speakers who will discuss and provide insight on topics such as early detection and preventative measures.

The campaign, organised by S-Connect Women, a business networking hub to commemorate Breast Cancer Awareness Month, aims to provide a beacon of hope to many women undergoing treatment. All proceeds raised will go to Cansa.

Noble explains, seeing that the immune systems of patients undergoing oncology treatment are compromised, the standard of care and nourishment provided at these care homes needed to remain at the highest level.

Inperking vir Kersfees ons voorland Ek hoor onlangs iemand sê Kersfees moet ingeperk word.

Dit is as ’n grap bedoel, maar soos ons almal weet drup menige grap van ’n bietjie waarheid. Die stelling het my aan die dink gesit.

As iemand wat slaafs nuusgebeure volg, het ek gewoonlik darem ’n aanvoeling vir wat mag volg. Jy begin besef die gety is besig om te draai teen ’n spesifieke persoon in die nuus, of mense is besig om hul menings oor ’n sekere onderwerp te verander. Veral met sosiale media wat lopende kommentaar toelaat, kan ’n mens nogal redelik uitwerk waarheen dinge op pad is.

Maar ek is al baie verras met hoe dinge uitspeel. Met die Amerikaanse presidentsverkiesing vier jaar gelede het ek gedog dis onmoontlik dat ’n vulgêre, taktlose werklikheidster sal seëvier teen ’n beroepspolitikus.

Hier ter plaatse het ek ook nie gedink die ANC het die vermoë om van Nommer Een ontslae te raak nie.

Vroeër vanjaar het ek ook my eie idee gehad van hoe 2020 sou uitspeel – planne vir kreatiewe projekte en reis was in die vooruitsig. Ja, ek het die tekens gesien van wat in lande soos Italië en Amerika aangaan, soos die koronavirus sy pad oor die aardbol gevind het. Maar het ek verwag dat ek sewe maande later in ’n hoekie van my voorkamer sal sit en werk? Dat ek sommige dae onderwyser moes wees? Dat ek oral waar ek gaan moet seker maak ek het my masker, en dat handreinigingsmiddel ’n permanente deel van die inkopies gaan word?

Nee, ek het dit nie sien kom nie. Die tekens was daar, maar nooit het ek gedink dat Covid-19 ons lewens só drasties sal verander nie.

Die laaste ruk lees ek gereeld waarskuwings oor die “tweede vlaag” van die virus wat op pad is. Dat dit gevaarliker as die “eerste vlaag” gaan wees.

As jy vir TygerBurger werk, word daar van jou verwag om in die gemeenskappe te wees waaroor jy skryf – om ’n gevoel te kry van wat die hartklop van daardie gemeenskap is. Ek dek onder meer Eersterivier en Wesbank.

As ek net kyk na wat ek om my sien, dan is ek bekommerd. Nie net oor myself en my gesin nie, maar vir die gemeenskap. Dit is amper soos om ’n ongeluk te sien gebeur, maar jy kan nie wegkyk of dit verhoed nie. Dis amper asof alles in stadige aksie afspeel: mense wat sonder maskers aan by winkels gehelp word; groot samekomste sonder enige gesonde afstand tussen die mense; die polisie wat kla dat daar meer dronk mense op straat is, ten spyte daarvan dat hulle nie oor naweke drank mag koop nie; skoolkinders sonder maskers wat in groot groepe saambeweeg; lang rye by winkels; taxi’s wat oorlaai is.

Dit wil voorkom asof mense meen vlak een van inperking beteken die virus is ook op vlak een. Al wat vlak een beteken is dat sekere inperkings verslap is om die ekonomie van die land weer aan die gang te kry, nie dat die virus, om Donald Trump aan te haal, "wonderbaarlik gaan verdwyn” nie.

Hoe meer onverantwoordelik ons gaan wees, hoe langer gaan ons nog moet maskers dra. En as voorspellings waar is, gaan dit ’n warm somer wees. Verbeel jou jy moet in 30 grade Celcius ’n masker dra?

As ons nie versigtig is nie, gaan baie mense nog siek word en met ons gesondheidsdienste wat onder gewone omstandighede swak is, kan dit ’n tragedie wees.

Kattekwaad lei tot erge buretwis Die artikel “Cats poisoned” (TygerBurger 14 Oktober) verwys.

Die onlangse vergiftiging van katte is onrusbarend, wreed en onaanvaarbaar.

Die vergiftiging van honde kan verstaan word, waar misdadigers ’n huis teiken en ’n hond in hul pad is. Die tergende vraag is waarom iemand katte sou vergiftig?

Die debat rondom die vraag het verskeie uitgangspunte, maar verskeie nuut gepubliseerde wetenskaplike studies van huiskatte en hul gedrag bring ons by die werklikheid: As ons nie nou aandag aan die uitdaging gee nie, sal vergiftiging bly voorkom.

As vertrekpunt sou dit wys wees om na die Stad Kaapstad se verordening (2010) te kyk wat die aanhou van diere reguleer. Dis duidelik dat die verantwoordelikheid en aanspreeklikheid by die aanhou van honde en katte verskil. In kort, ’n hondeienaar is wetlik verplig om sy hond binne sy erf te hou.

Sodra hy openbare eiendom betree, moet dit onder die beheer van sy eienaar wees en aan ’n leiband wees. ’n Hondeienaar is verantwoordelik vir sy hond se gedrag en kan aanspreeklik gehou word vir die “skade” wat sy hond mag aanrig. ’n Kateienaar aan die ander kant het geen verantwoordelikheid om sy kat tot sy erf te beperk nie. ’n Kat hoef ook nie onder beheer van sy eienaar te wees as hy openbare eiendom betree nie en soos dit tans staan, is ’n kateienaar ook nie verantwoordelik vir die “skade” wat sy kat aanrig nie, mits binne ’n siviele regsgeding.

Katte en honde is nie dieselfde nie, en daarom kan geredeneer word waarom daar ’n verskil is in eienaars se verantwoordelikheid. Katte vang muise en rotte en hou ’n pesbeheervoordeel in. Verkeerd. Die jongste navorsing wys katte sal ’n muis per

geleentheid vang, maar vir rotte is hulle maar skrikkerig, terwyl ander inheemse spesies deurloop en gevolglik is katte verantwoordelik vir grootskaalse omgewingskade.

Die impak van huiskatte op verkleurmannetjies, akkedisse en tuinvoëls, is angswekkend.

Die omgewingsimpak van katte bring ’n nuwe dimensie tot die debat, wat ons opnuut dwing om te kyk na verantwoordelike kateienaarskap binne die raamwerk van die wet.

Het jy ’n voëlvoerder in jou tuin en telkemale sien jy hoe ’n kat jou tuinvoëls wat jy voer, vang. As die voorgenoemde vir jou bekend klink en jy nie eens die eienaar van ’n kat is nie, is dit hier waar kattekwaad kan lei tot buretwis. As ’n mens dan die kat kan identifiseer en weet wie die eienaar is, en die eienaar nader, is die reaksie gewoonlik een van die volgende: Jammer, maar dis nie moontlik om my kat net in die huis te hou nie; jy weet hulle loop rond, veral in die nag. Meneer, plaas jou voëlvoerder só dat my kat dit nie kan bereik nie. Die werklikheid is dat kateienaars verwag dat jy op jou erf op jou koste voorsiening moet maak om hul katte van jou erf te hou. Niemand se vryheid kan so ver strek dat dit ’n ander se vryheid oorskry of inperk nie. So dis hier waar mense uit radeloosheid hulle wend tot metodes wat onaanvaarbaar en wreed is, en dis nie die kat se skuld nie.

Gekyk na gepubliseerde navorsing is ’n huiskat niks

anders as ’n miniatuur mak “leeu” nie. Die katte wat in navorsing gemonitor is, is goed versorg en gevoed, maar hul instinktiewe gedrag, spesifiek om te “jag”, het nou ’n omgewingsrisiko vir ander inheemse diere geword.

Wetenskaplik, as gekyk word na ’n huiskat, is dit nie ’n inheemse spesie nie en kan katte werklik geklassifiseer word as ’n “wilde dier”, want dit is die gedrag wat hulle natuurlik openbaar en hulle ’n kat maak. In vergelyking met ander wilde diere kan ’n mens redeneer dat jy ’n permit moet hê om ’n kat te kan aanhou as gevolg van die “wilde” natuur. Die instink om te jag, het niks te doen met “honger” nie, maar is eie aan hul gedrag.

As ’n gedeelte van die oplossing sou die eerste vertrekpunt wees om die munisipale verordening te wysig en meer verantwoordelike en aanspreeklike kateienaarskap te inkorporeer.

Kateienaars, net soos hondeienaars, moet verplig word om hul katte te beperk tot hul eienaars se eiendom.

As ’n kateienaar nou sou redeneer dat dit te veel sou kos om dit te doen en onprakties is, jammer. Hondeienaars moes nog altyd die verantwoordelikheid en gepaardgaande koste dra. So as jy dit nie kan bybring nie, kan jy ongelukkig nie ’n kat aanhou nie.

Die tyd het gekom om kateienaarskap in heroorweging te bring. Birdlife SA is tans besig om sy beleid rondom huiskatte as gevolg van hul omgewingsimpak te hersien. Ek het ’n skrywe aan ons DA-verteenwoordiger, Marian Nieuwoudt, gerig in die verband, om te verneem wat die proses is wat gevolg moet word om die wysiging van ’n verordening te versoek, maar het nog geen antwoord gekry nie.

24th outage completed at Koeberg T

he 24th outage of Unit 2 of the Koeberg Nuclear Power Station was completed on Wednesday, 21 October.

In a statement, Eskom explained the unit is currently synchronised onto the grid and will load up to full capacity by this week.

“This will give Eskom a reliable electricity output of approximately 900MW for close on 400 days, helping ease the supply constraints on the rest of the power station fleet.

Unit 1 continues to operate as normal at full

capacity, and is scheduled for a refuelling and maintenance outage starting in February 2021.

The outage at Unit 2 – the 24th since it first started to generate electricity – was also a planned and regular refuelling outage, where the nuclear fuel in the reactor core was replaced with new fuel.

During operations like these, all the nuclear fuel is removed from the core, the reactor cavity is drained and cleaned whereafter it

is refilled before the fuel is placed into the core.

Eskom further explained that during the outage, routine maintenance was performed on the plant to keep the station performing safely and optimally.

“While many maintenance activities can be performed without switching off the station, there are some more intrusive activities that can only be performed when the unit is shut down.”

Koeberg staff performed the refuelling and maintenance, with the assistance of 32 international specialists required to safely perform some specialist and very focused maintenance tasks.

“These crews arrived in South Africa starting on 31 July, and followed all the Covid-19 protocols, including Covid-19 screening and testing, and quarantine.

“The outage began on 11 August,” Eskom explained in its statement.

Aansoekers moet daarvan kennis neem dat die departement ten doel het om sy opbrengs op investering (ROI) te maksimiseer deur ’n kollaboratiewe befondsingsmodel wat ’n vaardigheidsoordragkomponent en projekuitsette in pas met die GOP en sakedoelwittte insluit.

Voorstelle vir hulptoelae moet skriftelik ingedien word op ’n amptelike aansoekvorm wat beskikbaar is by alle subraadskantore of aanlyn by www.capetown.gov.za/grants-in-aid.

Projekvoorstelle moet tot munisipale verantwoordelikhede beperk wees en die strategiese doelwitte van die Stad, soos in die GOP, die strategie vir ekonomiese groei en die strategie vir maatskaplike ontwikkeling uiteengesit, bevorder, en moet ook die Stad se pogings om ’n geleentheidstad, ’n veilige stad, ’n omgeestad, ’n inklusiewe stad en ’n goed bestuurde stad te bou, ondersteun. By die opstel van hul begroting moet aansoekers kennis neem van die hulptoelaebeleid wat op versoek of op die Stad se webwerf beskikbaar is. ’n Bedrag van R14 108 865 is vir toewysing beskikbaar. Die minimum bedrag per aansoek per projek is R15 000. Aansoekers moet realisties wees wanneer voorstelle opgestel word aangesien fondse beperk is. Nie alle aansoekers sal befondsing ontvang nie en die Stad kan besluit om voorstelle gedeeltelik en nie in geheel nie, te befonds.

Alle aansoeke moet vergesel wees van: • ’n Afskrif van die jongste, geouditeerde finansiële state of ouditsertifikaat indien daar in vorige boekjare toelaefinansiering van die Stad ontvang is. Die bedrag van die toelae ontvang, moet aangedui word. Indien die bedrag van die toelae voorheen ontvang R50 000 of minder per projek was, hoef slegs ’n afskrif van die finale uitgaweverslag van die vorige jaar aangeheg te word.

ArtsAbility’s focus is on inclusivity.

ArtsAbility festival online The ArtsAbility Festival, presented annually by Unmute Dance Company, is an inclusive arts festival for both disabled and able-bodied artists and performers.

This year the festival moves online offering a free virtual experience from Tuesday 3 November until Thursday 3 December.

It pays tribute to the International Day of People with Disability (IDPWD), which is celebrated in December.

Under the overarching theme “Spaces and Homes Invasion Festival of Transmission (Shift) Online” it is using the virtual space to increase the usually six-day event to a month-long online festival.

“The theme is striving to return to the core value of the original focus of taking inclusivity in the arts to community spaces and people, says Nadine McKenzie, Unmute artistic director. “This year, with the virtual innova­tion, Unmute has taken the opportunity presented by a monthlong event to incorporate many more artists and performances.”

She says the festival’s objectives are three-fold. Firstly, to provide exposure for young inclusive artists who are already

producing works in communities. Then, to provide a platform for collaborative works between South African, African and global inclusive artists.

Lastly, to provide learning opportunities through the Access Lecture, Inclusive Webinars, Sign Language lessons, Integrated Dance workshop programmes.

The golden thread running through ArtsAbility 2020 is Unmute’s vision of inclusivity, accessibility and integration.

One of the highlights is Access Denied; a video presentation where three artists from Unmute Dance Theatre explores the different accessibility challenges these artists deal with daily.

Through their art, the artists interrogate the discrimina­tions they experience.

To create clarity for the viewers, ArtsAbility 2020 has been divided into daily subthemes.

Each day will offer a different performance or learning opportunity, with some performances only online for 24 hours.

A series of lectures and workshops will be taking place over the course of the month.

Enter filmmaking competition Applications for South Africa’s first-ever online mobile phone movie making film festival are now open – and as the name suggests, anyone using a smartphone, tablet, drone or action camera can enter.

The Mobile Moviemakers Film Festival Cape Town by MMOCA was devised as a way to empower any person with a smart recording device to tell the stories never heard before.

MMOCA is an initiative by the Belgian Chamber of Commerce in South Africa and is powered by the Belgian Consulate in Cape Town, Flanders, Wallonia-Bruxelles International, Flemish Investment and Trade organisation as well as the Wallonia Trade & Investment organisation.

The inspiration behind the mobile fes-

tival stems from a need for change.

While traditional filmmaking emphasises the big, latest technology cameras and sound equipment, this festival hopes to reach a much bigger group of aspiring filmmakers.

“It’s all about storytelling and not the size of your camera,” explains festival director, Dominique Vandenhoudt.

Entry into the competition is R100, but students gain free entry.

Entries include documentary, fiction or advertisement and close on Friday 13 November.Winners will receive a production grant of R10 000 and a jury-prize of R5 000. The festival will end off with a Red Carpet-style awards night at the Belgian House in Cape Town.

We have resumed recruitment of participants for a study on Obsessive-Compulsive Disorder (OCD) and the brain.

This study investigates how the brains of people with OCD work in comparison to the brains of healthy individuals. It also looks at response to medication in a subset of people with OCD. We are inviting people with OCD, brothers and sisters of people with OCD, as well as healthy individuals, to take part in our research study.

Baseball unions plan for a safe return EARL HAUPT @earlhaupt

s the Los Angeles Dodgers and Tampa Bay Rays continue their battle for the Commissioner’s Trophy across the Atlantic Ocean in Texas, plans are afoot locally to pave the way for a safe return to baseball activity.

Following extensive meetings by the South African Baseball Union (Sabu) and its constituents last week, the Cape Town Baseball Federation (CTBF) held its annual general meeting (AGM) on Sunday 18 October in Claremont to discuss the way forward after studying Sabu’s recommendations.

In a letter addressed to provincial and district federations, the South African Baseball Union outlined a three-phase approach to the resumption of activities under the national lockdown level one.

They are: . The preparation of baseball facilities.

This excludes any playing activity. . The start-up of baseball activities, which includes practising, but no matches or competition. . The return to full activity.

“Provincial and district federations and clubs are hereby authorised to gain/request access to baseball facilities under SA Baseball phase one – preparation of baseball activities providing that any local regulations are complied with,” said Sabu president Marc Moreau.

“The main objectives of South African Baseball Union under the three-phase approach is to comply with any national, provincial and local health and safety regulations and rules as well as any additional measures required to ensure the safety and well being of all baseball activities and stakeholders.”

Moreau adds: “The South African Baseball Union will issue separate authorisation letters for phase two and phase three to

As a result, the CTBF has instructed clubs to prepare their facilities with a deadline of Sunday 31 October set for clubs to inform CTBF of their readiness to be inspected.

Further to that, a newly established CTBF task team will meet with Sabu to discuss the recommendations for the second phase of a return to action, according to CTBF public relations officer Deidré Marquard, who adds that CTBF has provided clubs with a 32-page document with guidelines for them to adhere to before moving onto the next phase.

The guidelines include the establishment of a compliance officer by every club, the screening and testing of players and officials as well as the keeping of a health protocol register. Once clubs are given the go-ahead to return to training, clubs are advised to conduct staggered training sessions in order to limit the number of players on the field at any time and that a maximum of two teams can occupy a single field where a 100m² field can be divided into two training areas.

All equipment, whether they share or privately owned, must be sanitised between uses and while no spectators are permitted

at any senior matches or training, parents of players in junior teams will have to abide

by Covid-19 protocols when in attendance and players are encouraged not to use change rooms. All should adhere to physical distancing and adopt the principle: “Get in, train, get out”.

Power Series continues to thrill at Killarney Killarney International Raceway’s motorsport fans, globally watching the event via live stream, were treated to a glimpse of what international sports and GT class racing is like at Round 5 of the Power Series on Saturday 24 October, in the headline Ons Huisie 100, over 31 laps or 101.27km.

To the surprise of many, what was expected to be something of a tactical contest with slick fuel stops and driver changes turned out to be a foot-flat 31 lap sprint.

None of the cars made a pit stop and their lap times were only marginally slower, if at all than in a normal 10 lap sprint race.

Steve Humble romped away to lights-toflag win, setting the fastest lap of the race (and the day), a blistering 1 min 10.509sec, just short of the halfway point on lap 15.

He came under a serious challenge in the early stages, however, from Josh Broome, who managed to stay in touch until the Ra-

dical went sick on lap 23. Nevertheless, Broome had done enough to be classified in the results and, as the only Class A entry, duly won his class.

With Broome out, second overall went to Class B hotshot Gary Kieswetter, just one lap down on Humble after 37 minutes of superb action, with Martin Pugh’s Appleberry CanAm third overall and second in Class B. The biggest field of the day, however, rolled out for the two Mikes Place Clubmans races, with 31 cars on the grid.

Race 1 was a classic as Danie van Niekerk, Brennon Green, Basie Burger and Cody Alberts battled it out for the lead.

In the end, however, none of the three challengers could get quite close enough to make a move on Van Niekerk, who came home less than half a second ahead of Green, with Alberts a surprise third, 1.49sec further adrift, after Burger dropped

back in the final two laps.

Van Niekerk made a poor start in Race 2, lying third after the opening lap behind Burger and Green. He moved up to second when Burger slowed on lap four and dropped out a lap later, but was unable to close in on Green, who finished just over a second ahead of Van Niekerk, with Alberts third, six seconds further back.

Franco Donadio romped away to win the first Bejo Trustees Fine and Millstock Classic Cars race by more than eight seconds from fellow Class A competitor Eric van der Merwe after the latter moved up to pass Class S leader Trevor Momberg at half distance.

Race 2 saw closer results all round, as Donadio slowed by about a second a lap, allowing Van der Merwe to close to within half a second at the flag. Momberg, Forbes and Honeywill took the next three places.

nament at the Peak Pool Club’s home base in Devil’s Peak Road, Heideveld.

Toyer Samuels of the Peak Pool Club says they started the club to keep children out of the grasp of gangsterism but, unfortunately, the lure is too great for some.

“In Heideveld, there is a lot of gangsterism. From young ages, children are swearing. You do not get the respect from them.

This is something that changed that. It even changed our own home,” he says.

Losing children to gangsterism from pre-teen ages in Heideveld is common but Samuels is not about to let that happen to his young son.

“We realise our visions and goals are the same and this is the first of many events. What we are establishing here we will replicate in other communities,” he says.

“The sporting code is very diversified.

There are so many variations of pool that it can appeal to many. Everything we do now, we are doing from our own pockets.

We do not have any sponsors.”

Their next step is to also establish a women’s league which will train and encourage girls to play the game as well.

The goal is to create a new breed of quality players from communities, hosting events in the communities, rather than at big pool halls that costs teams a lot of money.

The tournament was won by ICU Pool Club who beat Vipers 1 11 to 8.

ACKERMAN CHAMPIONSHIP: SECOND TITLE IN FOUR YEARS

Kaylah holes out for win D

urbanville-based golfer Kaylah Williams put the perfect exclamation mark on her final competitive appearance for the 2020 season with a masterful victory in the prestigious Ackerman Championship.

The 18-year-old fashioned a blistering closing loop of 31 strokes, featuring an eagle and four birdies in the final round at Clovelly Country Club on Sunday 18 October to win by seven shots from Ekurhuleni’s Nadia van der Westhuizen.

Her six-under-par 210 triumph marked a welcome return to the winner’s circle for the GolfRSA Elite Squad member since her Pro Shop Gauteng Open victory in May last year.

“It feels absolutely fantastic to lift a trophy again, especially in my last ranking event for the season,” said Williams.

“With the matric finals just around the corner, this was my last event and I really, really wanted to finish the season on a high note. I am extremely proud to have done just that.”

Williams, who is a learner at Fairmont High School, was only 14 when she lifted the sought-after Gus Ackerman Trophy for the first time, but she was just as thrilled the second time around to add her name to a winner’s list that includes SA Golf Hall of Famers Wendy Warrington and Gilly Tebbutt, Ladies European Tour winner Ashleigh Buhai, Sunshine Ladies Tour champions Bertine Strauss, Nobuhle Dlamini and Carrie Park and former SA Women’s Match Play champion Cara Gorlei.

“It’s a huge honour to put my name on this list twice, because the Ackerman Championship is one of the oldest and most esteemed events on the Western Province Golf calendar and one of those events that has gained huge national support,” Williams said.

“We are so grateful to the Ackerman family and Pick n Pay for sponsoring the Ackerman Championship for the last 40 years and for their continued support of amateur golf.

“I also owe a big debt of gratitude to Womens Golf Western Province for pulling me into their High Performance Squad, Womens Golf South Africa for all the opportunities they have given me through the GolfRSA Elite Squad and my family and coach for always having me back. It’s a great feeling to pay back all the trust and energy that they have all invested in me.”

Amateur rankings when she was forced to take a break from competitive golf to undergo knee surgery late last year.

She showed an impressive return to form in the Aon SA Women’s Stroke Play Championship, where she tied for third and – having reached the semi-final of the Aon SA Women’s Match Play Championship at Royal Johannesburg and Kensington Golf Club – Williams was geared for a successful season.

Unfortunately the Covid-19 lockdown in March put paid to her goals.

“We all accepted that the lockdown was

crucial to curb the spread of the coronavirus, but it was hugely disappointing to have the season cut off so abruptly just when I felt I had gained some real traction,” Williams said. Williams and defending champion Vicki Traut shared the first round lead at Clovelly and the pair remained tied for the lead after carding successive rounds of 72.

However, the Durbanville Golf Club member broke away with back-to-back birdies at the third and fourth holes. She gave a shot back on the par three sixth, but turned with a slender one shot lead.

The eagle on 10 set the tone for her winning performance.

“My dad and I were standing on the edge of the green and I told him he didn’t even need to take out the putter. I just had that feeling and I chipped it in. Then, after I had a bit of a stumble on 12, I told him now we need to make some birdies.”

Williams fired four birdies on the bounce, giving her a five-shot cushion with two to play. She sealed the seven-stroke victory after Van der Westhuizen dropped on 15 and 16.
