ater supply to parts of Parow have been disrupted intermittently over the past few weeks, apparently as a result of contractors hitting water pipes while digging trenches.

Since the contractors started digging trenches to install fibre cables, six such accidents have already been recorded, one resident told TygerBurger.

The construction workers, the resident say, are employed by Vumatel, an internet service provider.

“So far six water pipes had been hit. This affects the water pressure. Recently we did not have water for an entire day,” Janine de Wee, a resident in Smith Street, Parow, say.

She says at one point it took the City of Cape Town’s repair team about 24 hours to repair a water pipe.

Another time a pipe was hit so badly in Third Avenue that the water flowed down the road like a river, she says. “At the end of the day, we are the ones suffering.”

At the time of the interview De Wee had no running water as a result of one of these accidents. “I have been speaking to the municipal workers who confirmed that it is the Vumatel contractors. It is frustrating for us as residents. They need to be held accountable.”

In response, Ewald van der Westhuizen,

regional director for Vumatel in Cape Town, told the newspaper that Vumatel is doing its best to mitigate the risk of damaging services.

“Unfortunately damages to services on a large scale civil project are impossible to avoid in its entirety due to a number of factors. The total area is just over 66 kilometres of trenching of which we have already completed 64,8 kilometres. Thus we are at the end of the project with only 1,2 kilometres of trenching remaining and hope to have the entire area live with fibre at the end of November,” Van der Westhuizen says.

Vumatel is currently installing fibre to homes in the Parow, Glenlily, Fairfield Estate and Churchill Estate.

Van der Westhuizen says every service that gets damaged is logged and tracked.

“We are aware of the water damages that occurred. The project was suspended last week so that we could assess the reasons for these damages occurring and to ensure we learn from the mistakes.”

To prevent further damage, the company has decided that any remaining drill work, will be inspected by their consulting engineer, KWCE on behalf of the City, as well as their own project management staff.

“We understand that there may be some pains during the roll-out, but we believe that it is all worth the benefits of installing fibre into the community in the end,” Van der Westhuizen adds.

Lusanda Nduneni from Parow, a nurse at Tygerberg Hospital, was one of those recognised for her work in the Midwifery Nursing category. “I am so excited because this nomination proves that I am being recognised as one of those nurses who add value in the workplace. It also shows that others are aware of my contributions in making a difference in the lives of the patients that we all serve,” Lusanda says. Her positive persona and outlook rub off on her team members as she leads by example, a hospital spokesperson says.

A

stalemate between provincial government and the provincial community policing board (CPB) is threatening to destabilise local community safety structures should middle ground not be found soon.

It stems from directives issued by the department earlier this year, which changes the voting rights that were adopted by individual community policing forums (CPF) in accordance with national legislation.

This resulted in provincial police commissioner Lt Genl Sindile Mfazi to on 30 October place a moratorium on CPF annual meetings across the province, where new executives would have been voted into office for the next five-year term; this after the CPB called on the police commissioner for intervention.

Provincial minister of community safety, Albert Fritz, last week called on Lt Genl Mfazi to lift this moratorium and allow communities to elect their leadership.

He also called on all CPFs in the province to abide by his directives and guidelines.

“These directives were issued to allow for all community based organisations including neighbourhood watches (NHW), nongovernmental organisations and the religious fraternity to participate in CPFs at the station-level,” he said in a statement.

He is of the opinion that the current Uniform Constitution for CPFs in the Western Cape, drafted in 2010, is now outdated. “(The UC) is no longer aligned with current legislation, particularly the Civilian Secretariat for Police Act and the Western

Cape Community Safety Act,” he stated.

He expressed concern that this outdated constitution is being used by a few within the CPB to side-line community based organisations in terms of voting rights.

“Historically, these provisions have resulted in a lack of representation of NHWs and community structures on CPFs, in turn, causing much tension,” said Fritz.

According to Fritz the constitution is not aligned with the spirit of the Western Cape Community Safety Act, which aims to make CPFs inclusive of all community based organisations.

He added that the department’s directives were issued within the ambit of the legislative powers of the province, after much consultation and confirmation from the Independent Electoral Commission (IEC), the national civilian secretariat for police and from the police.

Sean McCleland, chair of the Tygerberg cluster CPB, says Fritz’s statement is misleading.

“Firstly, the IEC is a political organisation and has no mandate to moderate functions or elections within a CPF. Secondly, the provincial commissioner, after consultation with the CPB, did not confirm the department directives as claimed by Fritz and thirdly, the constitution does not apply only to certain organisations or cultural structures. It applies to every safety organisation, both within government and community based within respective communities.

“Furthermore, the department is acting outside of their legal mandate in terms of the Constitution of the Republic, which clearly shows no legal mandate and no responsibility on the department to issue di-

rectives. Legally, the role of department is to promote, assist and monitor police partnerships,” he says.

McCleland says the constitution by which CPFs are managed, was instituted and approved of by the department, the police and CPFs at its inception and is focused on the implementation of national laws, not provincial legislation.

“Legally speaking the department cannot dictate to CPFs and the question begs as to why they forget their legal mandate.

Why are they attempting to force this onto CPFs and what is their agenda?” says McCleland.

“It is causing political infighting and internal friction that is weakening community safety.”

McCleland confirmed that the CPB and the provincial police commissioner in a meeting on 16 November agreed that CPF annual meetings and elections will only proceed next year between 20 January and 28 February and will take place in terms of the constitution and not department directives.

The department was notified of this meeting, but did not show up and confirmed their refusal to attend the meeting, according to McCleland.

Fritz, on the other hand, continued to say it was unfortunate “that the functionality of all 151 CPFs in the Western Cape is now compromised because of a dysfunctional few”.

In reply to Fritz, McCleland said, “it is because of the attempts by the department to dictate to CPFs that this very problem has occurred, even although the department is admittedly way outside of its legal mandate”.

Child porn: man sentenced to ten years behind bars RICHARD ROBERTS @richardjohn_rj

A

local non-profit organisation (NPO) who works with vulnerable children welcomed the conviction of a man found guilty of being in possession of child pornography.

The convicted Dawid Lotz from Malmesbury was handed down a 10-year prison sentence at the Parow regional court on Monday 18 November.

Lotz worked as a control prosecutor at the Atlantis magistrate’s court until three years ago.

Eric Ntabazalila, spokesperson of the National Prosecuting Authority told TygerBurger that Lotz resigned from the NPA in December 2016.

Childline Western Cape, who works with children who either are at risk of, or who have experienced sexual abuse and, or trauma and who has offices in Parow, say they are glad for any conviction and sentencing in cases which involves the possession of child pornography.

Clear message sent out “It sends out a clear message that child pornography is a crime, and should be reported to the police.

“We are pleased to note that the many efforts being made to bring awareness to this issue, are bearing fruit,” Cheryl Morilly, deputy director, says.

She encourages parents and caregivers to be involved in their children’s social media activities and to talk about the dangers of sharing photos on social media.

“Parents should also be cautious about the kinds of information and photos which they share about their children on social media which may have potential dangers

for their children such as their safety, their future digital footprint and which could negatively affect their self-esteem,” Morilly says.

Ntabazalila says the 44-year-old Lotz was sentenced to a 10-year direct imprisonment of which three years were suspended for five years.

He was found in possession of 125 images of child pornography. Lotz was also sentenced to three years direct imprisonment for sexual assault which was suspended for five years.

Capt Frederick van Wyk, Western Cape police spokesperson, says the police are pleased with the outcome.

The matter was investigated by the police’s provincial family violence, child protection and sexual offences (FCS) unit.

The unit was made aware of Lotz being in possession of child pornography in October 2016. According to Van Wyk the offices at the Atlantis magistrate’s court as well as the convict’s house were searched.

“Exhibits were seized by the provincial cyber crime unit,” Van Wyk explains.

Lotz first appeared in court on 31 December 2016 on charges of the possession of child pornography and sexual assault.

A further order is made that his name be recorded in the sexual offences register and that he is found unfit to work with children and also unfit to possess a firearm, police say.

Jesse’s aunt opens up RICHARD ROBERTS @richardjohn_rj Sandy Hess, the aunt of Jesse Hess (19) who was brutally murdered in Parow earlier this year, says she is disappointed in the way some media houses have reported on the matter, In an exclusive interview last week, she told TygerBurger that some reports paint her in a very bad light.

Sandy is also hurt by what some family members of the victim has said in the media.

“I am just so angry and hurt by the lies that they are spreading about me – when the police and I were pleading with people for help, they did not say anything. Now that we have done all the hard work and they (the suspects) are in jail, now they have a lot to say,” she says.

Jesse: Second suspect in court @richardjohn_rj

second suspect appeared in court last week in connection with the murder of Jesse Hess, the University of Western Cape (UWC) student.

Chris Lategan (85), Jesse’s step-grandfather, also died in the attack. The 37-year-old suspect was arrested on Tuesday 19 November and appeared in the Bellville magistrate’s court the next day with his co-accused, a 31-year-old man. The 31-year old, a relative of the student, was arrested two weeks ago in Struisbaai in the Overberg following an attack on a 16-year-old from Philippi. The suspect appeared in the Wynberg magistrate’s court on Friday 15 November in connec-

tion with the Philippi rape, robbery and attempted murder. Eric Ntabazalila, spokesperson for the National Prosecuting Authority, says both men are charged with two counts of murder and two counts of robbery with aggravating circumstances in the Parow case.

“More charges are likely to be added as the investigation is continuing. Accused one has a pending case of rape that is at the Wynberg magistrate’s court. He also has previous cases of rape and robbery with aggravating circumstances against him. He has abandoned bail and asked for legal aid to represent him. Accused two has a drug-related case pending and has previous convictions of possession of drugs and illegal possession of an unlicensed firearm,” Ntabazalila says.

The state is opposing bail.

In an earlier interview with the newspaper, Sandy Hess, the deceased’s aunt, said that the family always had a suspicion that two men had been involved in the attack on Friday 30 August at the Beaumont apartments in Victoria Street, Parow.

Sandy said the suspects fled with a big flatscreen television which required two people to carry.

Apart from this they also escaped with a handbag and two cell-phones.

Jesse (19), a former learner at Table View High School, studied theology at UWC. She was also a youth leader and Sunday school teacher at a church in Matroosfontein.

The case against the two suspects has been postponed to 12 February.

Raadslid bewus van onwettige rommel @richardjohn_rj Rommel wat glo voortdurend onwettig in ’n stegie in Klipkop, Parow gestort word en inwoners daar hoofbrekens gee, is iets waarvan die plaaslike wyksraadslid wel kennis dra.

TygerBurger het verlede week berig oor die stegie geleë op die hoek van Clarendon- en Rileystraat waar rommel gereeld gestrooi word ten spyte van ’n waarskuwingsteken dat dit verbode is (“Dangers in alley”, 20/11). Die stegie verbind Clarendonstraat met Duikerstraat.

Met ’n onlangse besoek aan die gebied het Raymond Hendricks gesê lede van sy kerk, die Katolieke kerk Marter Dei Rooms, loop

Sondagoggende deur die stegie om by die kerk uit te kom. Hy sê egter hy vrees vir hul veiligheid. Volgens hom is die stegie onveilig.

“Ek deel die inwoners se frustrasie,” het Jackie Visser, wyksraadslid, verlede week gesê.

Sy voeg by: “Ek is ten volle bewus van die onwettige rommelstorting in Duikerstraat.

Dit is een van die brandpunte in die wyk.

“Die rommel lê nie weke lank daar nie; dit word so gereeld as moontlik skoongemaak.

“Ek was ’n paar weke gelede teenwoordig en het gesien hoe die werkers bourommel en groot klippe per hand daar moet uitdra. Die gemeenskap van Ravensmead en Klipkop is verantwoordelik vir die probleem,” meen Visser.

Sy sê daar is ’n “geen rommelstorting”-teken opgerig, maar mense stort steeds hul vullis daar – reg onder dié teken.

“Die Stad spandeer jaarliks miljoene rande se belastinggeld om onwettige rommel te verwyder. Die gemeenskap kan soveel meer waarde vir hul geld ontvang as die Stad nie nog bykomende dienste moet bied om dit skoon te maak nie.”

Visser sê die enigste oplossing sal wees om die gangetjie toe te maak.

“Maar dan kry jy ook weer teenstand van diegene wat dit daagliks moet gebruik.”

Voetgangers stap daagliks deur die stegie om gouer by Parow se sakekern, die Tygerberg-treinstasie of in Ravensmead uit te kom.

Visser sê die gemeenskap kan ook ’n by-

drae lewer deur nie hul rommel deur enige persoon te laat verwyder teen ’n skamele bedrag nie. Baiekeer is dit daardie rommel wat op onwettige plekke gegooi word, sê sy.

“Daar is geen goue middeweg nie. Ons gemeenskappe moet verantwoordelikheid en respek vir ons gebiede toon en oortreders aanmeld en self berispe, indien hulle dit sien gebeur,” sê sy. Die meeste rommel word laat saans óf baie vroeg soggens afgelaai.

Xanthea Limberg, burgemeesterskomiteelid vir water en sanitasie, sê die Stad begroot jaarliks sowat R110 miljoen tot R120 miljoen om rommelstrooi-brandpunte op te ruim. Sy sê daar is omtrent 1 000 sulke brandpunte reg oor die skiereiland.

Hoe lank hou ’n World Cup-babelas?

Diegene wat al erg deur babelas gekasty is, sal weet dat daar nie ’n erger siekte as wingerdgriep is nie.

Sommige ouens raak so siek dat hulle voel hulle kan sterf. Die kop pyn, die maag is ontsteld en alles irriteer jou. Alle reuke maak jou naar, veral kos.

Nou die laaste paar weke het ek ’n vreeslike babelas. Gelukkig darem nie die dranksoort nie, maar wel rugby-babelas.

Met die wêreldbekerrugby het ek letterlik elke dag rugby gelewe.

Van voor die toernooi begin het, het ek al die programme oor rugby gekyk – ou wedstryde, dokumentêre programme, onderhoude met oudspelers, onderhoude met huidige spelers, plaaslike en oorsese ontledingsprogramme.

Daarna het ek elke rugbystorie in die koerante verslind. Oorsese koerante het ek aanlyn gelees om beter perspektief te kry oor wat ander mense van die Springbokke dink. In meeste gevalle het ek my vervies omdat die Bokke nie ’n kans gegun is nie.

Ek dink nie daar is meer iets te sê oor die euforie wat die land oorval het toe die Bokke uiteindelik met die gesogte trofee huis toe kom nie. Koerante het elke storie uitgewring wat oor die Bokke geskryf kon word. Onderhoude is gevoer met spelers se ouers en grootouers en ooms en tantes en predikante en honde en katte. Ons weet nou dat Faf de Klerk van Bokbloemer-faam eens op ’n tyd in ’n skoolkonsert opgetree het en dat Damian de Allende se broer die week ná die toernooi getrou het. Elke aspek van die seëvierende span se lewe gaan in die volgende paar maande ontleed word. Of, soos Joel Stransky onlangs op televisie gesê het, hul lewe gaan nog vir die volgende 24 jaar aan die groot klok hang.

En hier sit ek nou. Ek weet nie wat om naweke met my tyd te maak nie. Soms sit ek die opname van die eindstryd aan en kyk weer na Makazole Mapimpi se skoppie en hoe Lukhanyo Am die bal nonchalant vir hom teruggooi sodat hy die Springbokke se eerste drie in ’n wêreldbeker-eindstryd gaan druk. Wanneer Cheslin Kolbe tussen die Engelse spelers deur dans, druk ek die pauseknoppie net voor hy gaan druk en speel dit weer. Elke keer wil ek ’n traan stort.

Dan kom Mevrou en sê die wêreldbekertoernooi is nou verby en jy moet na die regte wêreld terugkeer en gaan kar was. Of haar winkels toe neem. Hoe lank hou ’n World Cup-babelas? wonder ek.

Dít is in die kind se belang Ek is ’n gekwalifiseerde en geregistreerde maatskaplike werker. Hiermee my professionele opinie en kommer oor die koerantberig “Rugbyafrigter kry trekpas ná onwelvoeglike optrede” (TygerBurger, 6 November).

Ingevolge die huidige Kinderwet en die Wet op Seksuele Misdrywe kan enige individu in die gemeenskap ’n beweerde seksuele oortreding teenoor ’n kind by die polisie aanmeld. Dit is belangrik om kennis te neem dat die beweerde oortreding, die strafregtelike ondersoek, hofverrigtinge en die regsbeslissing deur die hof nog steeds in die beste belang van die kind bly al word die beweerde oortreder ook onskuldig bevind.

Dus stem ek nie saam met dr. Theron wanneer hy sê dit is moeilik om te sê wat in elke kind se beste belang is nie.

Ingevolge die wetgewing kan die betrokke skool ’n strafregtelike klag aanhangig maak en is dit die wetlike verantwoordelikheid van die polisie om die klagte te ondersoek en die saak voor die hof te bring, selfs in ’n situasie waar dit nie die keuse van die kinders se primêre versorgers is nie.

Wetgewing en selfs huidige skolebeleid regverdig en beskerm die skool in hierdie verband. Volgens die berig is die rugbyafrigter deur ’n onafhanklike party in ’n interne tugverhoor skuldig bevind. Hierdie bevestiging is myns insiens bo redelike twyfel ’n sterk aanduiding vir genoegsame gronde vir ’n strafregtelike klag. Aan die ander kant kan die versuim om ’n strafregtelike klag in te dien ook geïnterpreteer word as ’n oortreding van die Kinderwet en die Wet op

Seksuele Misdrywe.

My verdere kommer is dat die rugbyafrigter uit sy pos by die skool ontslaan is, maar heel moontlik verdere kontak gaan hê met ander kinders omdat daar tans geen wetlike buffer is om verdere kontak met kinders te vermy nie. Die Kinderwet het duidelike beskermingsprosesse vir kinders teen oortreders wat strafregtelik skuldig bevind is, soos die registrasie van die skuldige op die nasionale register vir kinderbeskerming en seksuele oortredings.

My addisionele kommer is dat daar ’n sielkundige, ’n maatskaplike werker en ’n staatsaanklaer by hierdie situasie van die skool betrokke was en dit vir my voorkom asof die kinders deur die reg gefaal is en die oortreder wetlik skotvry hiervan afkom. Die moontlikheid bly dat ander kinders deur hierdie rugbyafrigter se sielkundig disfunksionele en patologies afwykende gedrag getraumatiseer kan word.

MAATSKAPLIKE WERKER E-pos

Hordes flocking to this ‘showpiece’ Oh, come on Pop-up Street Store of the Greater Tygerberg Partnership (TygerBurger, 20 November 2019) limiting the homeless to three items per person!

Now take Vasco Boulevard for a generous display of caring. Travelling suitcases (in perfect condition, nogal) and black refuse bags are off-loaded at the shacks with hundreds of clothing items which the homeless then sort, and what is “unwanted” is then dumped for the City council to remove.

Recently one gentleman brought a carload of bags which resulted in a to-and-fro journey from the car to the

shack – with “unwanted” items being taken back.

Such is the tempo of unwanted items being cleared out from households that it recently developed into items of various kinds being laid out on display for passersby to purchase. Oh yes, added to the above are those boots full of meals distributed regularly by motorists.

Gee, has it ever been better for the homeless? No wonder there are hordes flocking to this showpiece of a slum!

Voortrekkerweg kort verfraaiing Ek wil graag my kommer uitspreek oor die haglike toestand van Voortrekkerweg – vanaf Woodstock tot en met Bellville.

Daar is kerke, klubs en residensiële akkommodasie orals, en dis morsig. Kantooren sake-eenhede is nou ’n blyplek vir mense en hordes gesinne bly nou in kantoorruimtes. Wanneer het hersonering plaasgevind, of is dit sommer net vir intrek? Kan ons rioolstelsel die druk hanteer? Is die kragstelsel voldoende? Voortrekkerweg is nou vol slaggate en enige tyd bars waterpype.

Wat het geword van die mooi woonbuurte soos Goodwood, Parow en Bellville waarheen gesinne baiekeer op uitstappies gegaan het?

Mense word daagliks in Voortrekkerweg beroof. Wat kan ons doen om die straat te herstel?

Kom, laat ons saamstaan en ons hulpkreet tot die owerhede rig om met antwoorde vorendag te kom. Laat ons die raadslede verantwoordbaar hou, of dank hulle af! Ek hoop my noodkreet val nie op dowe ore nie.

Librarian in Bellville ‘saved a life’ It’s 2019 and like so many other South Africans I have lost faith in our government on national, provincial and local levels. l have also lost all faith in myself and my purpose here on earth.

Today, Monday 18 November, I was prepared to end my life. My depression has sucked the last drop of joy I had. I have been living for everyone except for myself. I had to return some books for a friend as these were one of the obligations I was forced to undertake every few weeks.

Nonetheless, I was at my lowest, lowest point. But upon reaching the main counter at Bellville Library I was greeted by a young, friendly newbie (Chad or Shad) who continued to ask me if I enjoyed these books. And when he realized I wasn’t feeling too good instantly encouraged me to get a book on positive thinking. I thought why is this over-enthusiastic guy trying to convince me to read a stupid book? - as if that would help.

He then continued to make a joke about one of the books he had read. He explained the different parts of the library and spoke about his dreams of becoming the wealthiest assistant librarian in the world which surprisingly made me laugh, much to my delight. This was the first time all week I had not thought about ending my life, but rather considering signing up and joining a library.

This enthusiastic young man without knowing had stopped me from committing one of the biggest sins.

I thank the Almighty for allowing me to experience such a miracle. The world needs to know about this great young man.

Water restrictions to be reconsidered DESIRÉE RORKE @dezzierorke

F

ollowing mayor Dan Plato’s statement earlier this year, that water restrictions would be reconsidered in October, the City last week stated that a decision over this must still be made in consultation with the national department of water and sanitation (DWS) and all users of the Western Cape water supply system.

DWS have scheduled a meeting for the end of November, in which their modelling for the region’s next hydrological year will be presented for consideration and discussion,” said Mayco member for water and

waste Xanthea Limberg,” in a statement to the media on 18 November.

She said the City can’t pre-empt the outcome of the meeting, but will advise residents after consultations have taken place.

According to Limberg, dam levels have decreased by 0.5% over the previous week and are currently at 83.7%.

“Water consumption for the same period was slightly down, falling from 675 million litres/day to 674 million litres/day.

Currently the consumption target for the City is 650 million litres/day,” she added.

“Although our surface water supply is markedly higher ahead of summer 2019/’20 than it has been in recent years, residents

should keep in mind that rainfall for winter 2019 was again below average. This is the fifth year running this has been the case, as reflected in City graphs.”

In response to this statement, Sandra Dickson of the civic organisation Stop Coct, said the City is using the same rhetoric as last year.

“First Plato said restrictions would be reconsidered in October, but now they say November. As was the case last year, the City now says they have to wait upon DWS to lift restrictions.

“If the City could implement water restrictions unilaterally and increase tariffs, why must they now wait for DWS to de-

crease it? she said.

Dickson says the City last year implemented a 30% water reduction, while DWS only asked for 10%, resulting in the 650ML consumption target, which was exceeded by about 25ML only for the last three weeks. “It is simply outrageous and indicates that the City thinks the public will not see it. They have double standards, which only benefits the City.”

Dickson adds that should restrictions be reduced to the lower level, the public would be paying 49 cents per KL less.

eer as 100 katte van ’n groot aantal katrasse, ook skaars soorte, is ingeskryf vir die internasionale katskou wat op Saterdag 30 November by die Marco Polo-klubhuis by die Durbanvillerenbaan aangebied word.

Dit wissel van die Lykoi, die weerwolfkat wat as die skaarsste kat beskou word, tot die Elf, ’n haarlose kat met krulore, sowel as Siamese, Persiese katte, Britse korthaarkatte, Burmese en Abessynse katte.

Die kleinste katras ter wêreld, die Singapura, sowel as die grootste katras ter wêreld, die Maine Coon, sal ook teenwoordig wees.

Daar is ook ’n afdeling vir gewone huiskatte.

Die katskou, wat deur die Cat Association of Southern Africa (Casa) aangebied word, is die laaste katskou in Suid-Afrika vanjaar.

Die assosiasie is geaffilieer by die Wêreld-Kattefederasie (WCF).

Daar sal plaaslike, sowel as besoekende beoordelaars van verskeie organisasies wees, terwyl kampioenkatte van so ver as Gauteng af kom.

Twee skoue van onafhanklike katklubs word in samewerking met die hoofskou aangebied.

Die hoogtepunt van die dag is die kompetisie om die top-kat in Suid-Afrika aan te wys.

Slegs ’n klein aantal kwalifiserende katte sal om die titels Beste Jong Katjie, Beste Gesteriliseerde Kat en Beste Volwasse Kat in Suid-Afrika meeding. ’n Algehele wenner sal uit die drie kategorieë gekies word.

Die wenners kry formele, permanente titels, wat op hul registrasiesertifikate aangedui word.

Besoekers is welkom om van 09:00 tot 16:00 teen ’n klein toegangsfooi die katte te besigtig.

Daar is ook ’n kiosk beskikbaar.

Biografieë oor twee liberale en beginselvaste Hofmeyrs, Onze Jan en Slim Jannie, wat albei al beskryf is as die stem van Suid-Afrika se gewete, is te koop by die geleentheid op Saterdag 30 November.

Tom Macdonald se Jan Hofmeyr: heir to Smuts (1948) skets die meteoriese opgang van die briljante akademikus en politikus Jannie (“Hoffie”) Hofmeyr, wat op 17 reeds ’n MA-graad gehad het, op 25 rektor van die Universiteit van die Witwatersrand was en in die Smuts-regering verskeie kabinetsposte beklee het.

As vise-kanselier van Wits het hy in sy intree-toespraak in 1939 gewaarsku teen die herrenvolk-mentaliteit as basis van SA se rasseprobleem.

Hy self het op die ouderdom van 18 ’n politieke biografie van sy bekende neef, die Vrystaatse staatsman “Onze Jan”, geskryf. Dié biografie, The life of Jan Hendrik Hofmeyr (1913), sal ook te koop wees.

“People who are enjoying a perfect getaway often start to think like this, which is why the July and December holiday seasons in South Africa’s coastal and country resort areas are generally boom times for local estate agents,” Carl Coetzee, chief executive officer of home loan originator BetterBond, said.

He further said that buy-to-let investments in holiday homes can be very rewarding, but as any other property, buyers should avoid making decisions in haste and do some proper research before they commit to relocation or purchase of a second home.

“For example, holidaymakers keen to relocate should bear in mind that they probably always

see their favourite area at its best – when it is full of other happy visitors and when the best weather can be expected.

“Out of season, the area could be wet and windy, for example, or too hot for comfort. It will most likely also offer fewer employment opportunities and much lower prospects of establishing and sustaining a new business. It thus makes sense to delay your decision until you are back in ‘work mode’ – and until you have visited the sea at different times of the year to ensure that it really offers the lifestyle you envisage. Prices are also likely to be more negotiable if you buy in the off-season.”

Coetzee said that if one’s plan is to buy a second home that they can use for their own holidays and let out on a short-term basis for the rest of the year, one will also need to check the demand for holidays in off-peak times to ensure the best return on their investment.

“In addition, you should be prepared for the fact that it is usually tougher to obtain a bond for a second home than your primary resi-

dence, even if it will be bringing in rental income.

“Most lenders will be looking for you to pay a sizeable deposit on any buy-to-let property and will still probably only offer you a home at a higher rate of interest than on your primary property.

He said the municipal rates on these properties are usually higher and more subject to weathering that can mean much higher maintenance costs than anyone used to living inland might expect.

When planning to buy a holiday home that is exclusively for one’s own use, Coetzee said one may well be attracted to one of the many security developments that have sprung up around coastal towns and villages to meet the rising demand for lock-up-and-leave weekend homes.

“But here, too, you need to keep a cool head. Buying anything offplan calls for special efforts to ensure that the completed development will meet your expectations, while even if you are buying a completed home it is important to ensure that it is close to the amenities or activities you want to enjoy in your leisure time – whether that is shopping, night life, or recreational and sporting facilities. You do not want to spend your holiday commuting.”

Power Series revs up for final showdown T

he season finale of this year’s Power Series sponsored by Wingfield Motors at Killarney International Raceway on Saturday 30 November features an additional attraction in the form of a one-hour endurance race for the Burly Pro GTi Challenge racers.

This category, as its name suggests, is only open to Volkswagens of various models, nearly all using some version of the proven two-litre GTi engine.

The longer format gives race fans a rare opportunity to watch frantic pit-stops, tyre swops, driver changes and even emergency repairs after crashes or breakdowns.

Its a fascinating aspect of motor racing that we don’t get to see in the exciting quick-fire eight and 10-lap sprint races that make up the regional championship Power Series at the home of motorsport in the Western Cape.

The bumper programme for the day also includes sprint races for the GTi Challenge, Shatterfix Fine & Millstock Cars Pre 1980 and 1990 Cars, V8 Masters and Makita Supercars, Pirelli Sports & GT cars and Formula Libre open-wheelers, as well as two motorcycle categories, the RST Trac Mac Clubmans, Classic & Breakfast Run Motorcycles and the RST Trac Mac Powersport Motorcycles.

Each round of the Power Series also includes a Fan Walk during the lunch break when spectators are invited down onto the circuit

Local race attracts elite tri-athletes Pablo Dapena took the crown in the inaugural Challenge CapeTown on Sunday 10 November, when he sprinted to the finish line in a time of 3:46:48.

The Spaniard finished approximately 90 seconds ahead of Australia’s Steven McKenna in second place, with local men’s contestant Matt Trautman coming in third.

First out of the water after a strong swim, Dapena formed part of a six-man bunch that dominated most of the 90km cycle from Big Bay into the Company’s Garden. But it was on the run where he showed his strength, and he quickly set the pace in front, together with McKenna, with Trautman following close behind. Dapena was ecstatic about his victory.

“The conditions were amazing. I had a great swim and enjoyed the flat and fast bike. The run was a little windy at times and that hill was a challenge, but I loved racing in Cape Town, and I hope to be back next year”.

The women’s race belonged to the UK’s Emma Pallant, who took a convincing win in 4:14:51 – seven minutes faster than South Africa’s Annah Watkinson, and almost 10 minutes ahead of fellow British pro Laura Siddall.

“I loved the swim and the run was tough,” noted Pallant. “The flat and fast bike made for an awesome day, and I had great fun on the course.”

This was a historic day for the race organisers, who successfully staged the first middle distance triathlon in the City of Cape Town. The 1.9km swim, 90km cycle and 21km run showcased the Mother City in a way that no mass participation event athlete has seen it before.

The day dawned to a misty but wind-free Big Bay, and the race opened with ideal swim conditions and water temperatures reaching 15.5°C. The cycle followed, which comprised three spectacularly scenic loops along Otto du Plessis Drive with its uninterrupted ocean views, followed by a ride into the City, and a final sprint along Adderley Street and Government Avenue in the Company’s Garden.

This was the first time that a cycle race went through the historic Garden.

The 21km run through the Zonnebloem and District Six precinct showcased many of the City’s most historically significant landmarks, including Parliament, City Hall, and the Castle of Good Hope. Three 7km laps completed the run, which included a brutal climb from the Castle all the way up to the M3.

“We couldn’t have asked for better conditions to stage this inaugural event,” said race director Gary Marescia.

The race attracted participants from 20 countries across the globe, with women making up 27% of the field.
