Buttskop memorial opposed The planned memorial site for the ten victims of the Buttskop level crossing accident in 2010 near Blackheath were discussed at a recent subcouncil meeting. A representative from the City of Cape Town’s parks department informed councillors at the meeting held last week that a suitable piece of land had been identified near the crash site and approved by Metrorail. However, objections to the proposal were raised by a representative from the city’s department for roads and transport. D
ie lyk van ’n tienermeisie, wat vermoedelik vir moetie-doeleindes vermoor is, is onlangs in ’n bos naby Happy Valley in Blackheath gevind. Die erg geskende lyk van Nomsa Mosotho (14), ’n gr. 9-leerder van die Hoërskool Blackheath, is deur ’n lid van die publiek gekry. Naasbestaandes van die tienermeisie is steeds geskok oor die moord – ’n moord wat
volgens familielede gepleeg is vir moetiedoeleindes. Valerie Moses, ’n familielid, het by die gesin se huis in Zwelethustraat in Happy Valley gesê Nomsa se tong is verwyder, al haar ledemate is gebreek en haar privaatdele is ook erg geskend. Volgens die inligting wat familielede by die polisie ontvang het, is haar privaatdele uitgesny. Daar word vermoed dat sy ook verkrag is. Nomsa is op Saterdag 12 April laas deur haar naasbestaandes lewend gesien.
Sonja van Wyk, nog ’n familielid, het vertel: “Sy het met haar vriendin en twee seuns by ’n parkie gesit en drink. Hulle was die aand na ’n partytjie in Macanastraat uitgenooi, maar het nooit daar opgedaag nie. “Nomsa het saam met haar vriendin om middernag halfpad tot by die winkel geloop, maar nooit daardie aand by die huis opgedaag nie. Dis nie haar manier nie.” Die tiener se ma, Blandina Mosotho (49), het die aand bekommerd geraak. Die gesin het na haar begin soek.
“Al haar vriende wat ons gevra het, het gesê hulle het haar nie gesien nie,” het Sonja gesê. Nomsa se ma was die volgende dag by die kerk en haar pa, Wilson Majola (58), by die werk toe die gesin later die tyding ontvang het. “ ’n Buurman van ons het op haar lyk afgekom,” het Sonja gesê. “Ek het seer gevoel,” het haar ma in ’n sagte stem aan TygerBurger vertel. By ’n gedenkdiens wat verlede Donderdag vir die tiener by die hoërskool gehou is, het mede-leerders haar beskryf as die lewe in die klas. Die skoolhoof, Harold Hickley, het die voorval beskryf as ’n hartseerdag vir die skool. “Ons treur saam met die ouers. Ons betreur haar heengaan. Dis nooit maklik om ’n kind aan die dood af te staan nie.” Nomsa is Saterdag uit die Happy Valley-gemeenskapsaal begrawe. V Enigiemand met inligting word versoek om die speurder, ao. Eiesoortige nuwe park, waarin gestremde en nie-gestremde kinders saam kan baljaar, het verlede week in Brackenfell geopen. Die inklusiewe Thibaultpark is ’n eerste vir die Stad Kaapstad. Die park, met rolstoel-vriendelike speelapparaat, sal dien as ’n proefprojek, en, indien suksesvol, sal ander parke in die stad ook toegerus word met dié tipe apparaat. Die park, wat die Stad sowat R300 000 uit die sak gejaag het, is in Thibaultstraat agter die Paarlskool vir neuraal gestremde kinders geleë. ’n Hekkie tussen die park en die skool is gerieflikheidshalwe vir die kinders by die skool aangebring, sodat hulle tydens pouses en selfs ná skool die park kan gebruik. Belinda Walker, burgemeesterskomiteelid vir gemeenskapsdienste, het in haar openingsrede Donderdagoggend genoem dat openbare parke ’n baie belangrike deel van enige kind se grootword is. “Die plaaslike parkie waar jy as kind gespeel het, die maats wat jy daar gemaak het en die pret wat jy daar gehad het, is goue herinneringe wat jou selfs as ’n volwassene sal bybly,” het sy gesê.
Sy het bygevoeg dat dit vir ’n kind in ’n rolstoel baie ontmoedigend kan wees om sonder ’n rolstoel in ’n swaai te sit, omdat die kinders veilig voel in hul rolstoele. “Om speelapparaat vir kinders in rolstoele beskikbaar te hê, is wonderlik,” het sy gesê. Die omheinde park – ’n inisiatief wat deur die wyksraadslid, Carin Brynard, as wyksprojek moontlik gemaak is – bestaan uit rolstoel-vriendelike swaaie, ’n rondomtalie en ’n wipplank. Die park se speelarea se oppervlak is hard gemaak en met sintetiese gras uitgevoer. Nuwe bome is in die speelpark aangeplant en ’n tuin met welriekende plante is ook aangelê. Stoffel Kruger, skoolhoof by die Paarlskool, het sy dank teenoor die Stad uitgespreek. “Dit is ’n onbeskryflike genotvolle belewenis vir die kinders in rolstoele om vrylik en veilig op ’n swaai gestoot te word. ’n Mens kan nie glo hoe die kinders dit geniet nie,” het hy gesê. Sowat twee derdes van die 327 leerders by dié skool is fisiek gestremd. Willem Myburg van die Stad se parke-afdeling het bygevoeg die park is ook oop vir niegestremde kinders in die gemeenskap. “Dis wat die park so uniek maak – die geleentheid vir die kinders om saam te speel en mekaar te geniet,” het hy gesê.

I have spoken to, and I have a letter from the City of Cape Town saying there are four fields in Belhar, under which Kalkfontein also falls.” He said Belhar, however, is too far for the teams to travel to. “Seemingly the department of sport and recreation is too slow to help Kalkfontein. “There is a dressing room at this pitch. I have spoken to the local council they said the church is leasing this facility. “I have written a letter to the ward councillor, but still have no response. “Our youth do not want to be on drugs, they want sport fields, and not just for soccer only,” he said. He said they want the pitch upgraded and levelled. “It must be fenced and well secured.”

He said they hope that the council and city will take heed of their plight. Belinda Walker, mayoral committee member for community services and special projects, said the city’s parks department is aware of the need for a formal facility within Kalkfontein. “The facility (along Isabel Street) is regarded as a community park and is intended for informal sporting activities. “For a period of more than five years the building served various purposes. It was turned into a community facility after the occurrence of numerous incidents of vandalism. A church organisation was awarded the lease. “This area is classified as a community park and will be managed, maintained and developed as such. Residents are welcome to use this space for an informal kick about. This space was never intended to be a formal soccer field,” Walker said.

occer clubs in Kalkfontein say they are sick and tired of the conditions they are forced to practice and play on. A soccer pitch situated in Isabel Street, Kalkfontein, is full of holes, stones and rocks. The pitch, according to soccer club owners, was opened in 2007 but since then only a sprinkler system has been installed. Soccer clubs say they need a proper field to play on, a stand, goal posts and a changing room for the eight soccer teams currently in Kalkfontein. Richard Gebenga, owner and coach of Kalkfontein Celtic, last w eek said they hope council can solve the issue. “There were sprinklers installed, but that is it. They did not do anything else. They only built the dressing room, but that is now used as a church. We do not know how that happened,” he said His team plays at the pitch every Sunday. “Our team also practice here four times a week.” He said goal posts were supplied but they were not installed. David Ntlangana, owner and coach of Nyaope FC, said all they want to see happen is the council to finish the job. “We want the grass to be planted. This job needs to be finished. We also want them to tell us why a church is occupying the dressing room. “Our players play uncomfortably, they get injured a lot. One of the players even broke his leg. “We cannot play tournaments on this pitch, we have go play somewhere else,” Ntlangana said. The matter of whether to grant two liquor traders an extra two trading hours was the topic of a heated debate at a subcouncil meeting last week. The two off-consumption outlets in question were Jonta’s Liquors situated in Sarepta and the Kuilsrivier Bottle Store situated along van Riebeeck Road. The two outlets were both applying for an extension from 18:00 to 20:00 on their daily Monday to Saturday trading hours. After heated arguments, both applications were denied. Jacob Jacobs, ward councillor for the area, denied the application submitted by Jonta’s citing several concerns, including noise, traffic congestion and the negative impact an liquor store has on the broader community.
Ferlon Christians, member of the ACDP and fellow subcouncil member who spoke earlier that day, said liquor stores like these contribute to the high levels of domestic violence in already impoverished areas. Jacobs said often people who abuse alcohol end up not going to work on Mondays and as a result lose their jobs. The Kuilsrivier Bottle Store, which was the next item, was however, granted the extra two trading hours by Jacobs. His motivation was that the store is situated in town, and not a residential area. Bertus van Dalen, DA subcouncil member, was also in favour. The vote by the DA was, however contested by the ACDP as well as members from the ANC. The parties wanted to know why extended trading hours were granted to one, and not the other. Christians challenged the DA’s decision
for allowing this extension. He said the party’s decision was based on race. “We all know that the majority of established businesses are owned by whites,” Christians said. He said the decision as unfair. Christians further expressed his disappointment, claiming the DA will allow white business owners to trade till later at night, but not allow business owners of colour the same opportunity. Majidie Abrahams, ANC PR councillor, concurred. They said allowing one trader to trade later and not the other will only encourage people to trade illegally. The DA called for a caucus. After a five minute adjournment the decision was unanimous that both the businesses will not be allowed longer trading hours. Jacobs denied all other businesses with similar requests on the agenda.

Law cracks down over Easter The City of Cape Town’s law enforcement agencies have had a busy Easter weekend conducting roadblocks and stop-and-search operations across the city. At Bellville, Joe Gqabi and Intercape, 284 vehicles underwent roadworthy tests. In addition, 221 vehicles were screened at vehicle checkpoints at Mfuleni and Joe Gqabi. A total of 28 vehicles were taken off the road and officers issued 1 107 fines for various offences relating to driver and vehicle fitness, among others. During a vehicle checkpoint in Mfuleni on Thursday evening, a red Toyota Corolla with five occupants tried to force its way through the roadblock.
Metro Police Officers managed to stop the vehicle and a search by the K9 unit uncovered three hand guns, a woman’s handbag and a number of purses. Vehicle checks and roadworthy tests were also conducted at various public transport interchanges as many people were heading out of the province for the Easter weekend. “The officers are to be commended for their hard work. We are making more and more drug and firearms arrests and I hope this serves as a warning to criminals that we will flush them out, one by one, no matter how long it takes,” mayoral committee member for safety and security, JP Smith, said.

Pa van Wesbank het die afgelope Paasnaweek aan bouwerk afgestaan nadat die huis waarin hy en sy gesin bly, afgebrand het. Ernest Roberts, ’n opsigter by ’n nasorgsentrum, het verlede week gesê dat sy Paasnaweek bederf is deur die voorval. Die brand is veroorsaak deur sy dwelmverslaafde seun, het Ernest aan TygerBurger vertel. Volgens hom het sy seun glo verlede Woensdag ’n sigaret in die huis gerook, en dat ’n brand kort daarna ontstaan het. “Ek was gister (Woensdag) omstreeks 10:20 gekontak en van die brand vertel. “Ek was by die werk toe hulle my bel. Ek het gehoor my seun het in die huis gerook en die plek het toe aan die brand geslaan,” het Ernest verlede week in sy beskadigde drievertrekhuis aan TygerBurger vertel.
Binnemuur Die binnemuur van ’n deel van die huis wat nog staan, is pikswart. Die dak is ook erg beskadig. Die hele voorste deel van sy huis in Blueberrystraat, Wesbank is plat. “Toe ek by die huis kom, toe was die plek reeds afgebrand. Buiten die huis, het ’n wendyhuis ook in die slag gebly. “In die wendyhuis was net ’n bed. In die huis was my yskas, televisiekas, klere en DVD-speler.
“Die belangrikste was my yskas,” het hy gesê. “Alles het afgebrand. Hier is niks meer oor nie. Ek het niks, behalwe die klere aan my lyf nie,” het Ernest vertel. Hy, sy vrou, Francis, en drie kinders bly nou by ’n familielid. Ernest en nog mans in die gemeenskap het verlede Donderdag aan ’n tydelike struktuur vir die gesin begin bou. Die boumateriaal is deur die Stad Kaapstad se rampbestuur-afdeling aan die gesin voorsien.
Sigaret “Dit het baie vinnig gebrand, dis waarom ek vermoed dat dit nie net die sigaret kan wees nie. Hy moes iets anders ook gebrand het.” Sy seun se hande, volgens die pa, is ook gebrand. “Dis ’n hartseerstorie.” Die pa het al ’n interdik teen die seun bekom. “Ek het nie geld om die plek te herstel nie,” het Ernest gesê. Theo Layne, woordvoerder van die Stad se brandweerdienste, het gesê die Belharen Kuilsrivier-brandweerstasies het op die noodoproep gereageer. “Daar was altesaam 14 brandweermanne op die toneel en dit het hulle omtrent 35 minute geneem om die brand te blus,” het Layne gesê. Niemand is beseer nie. Die oorsaak van die brand, volgens Layne, word nog ondersoek.

I
nwoners van Kalkfontein in Kuilsrivier vrees vir hul veiligheid, veral vroeg soggens wanneer hulle deur onbekende booswigte beroof word. TygerBurger is vandeesweek ingelig oor twee plekke waar mense partymaal aangeval word – by bome langs Verenigdestraat in Kalkfontein en ’n smal voetbrug naby Oakdene. Inwoners het vertel hoe diewe soms in bome in Kalkfontein klouter en mense inwag en hulle dan beroof. Die slagoffers is gewoonlik inwoners wat na die taxistaanplek stap. Justin Wildebees, ’n gemeenskapsleier, het gesê die bome is ’n kopseer. Hy stel voor dat die bome vir almal se veiligheid afgesaag moet word. Volgens hom en nog ander klouter die diewe by die bome op en wag hulle soggens so vroeg as 05:00 mense in. Aldrick Jacobs, nog ’n inwoner, het gesê een van die bydraende faktore is die feit dat straatligte in die gebied buite werking is. “Die straatligte moet reggemaak word – die hele straat se ligte is af. “Die bome moet eintlik hier bly. Dis ons suurstof, maar maak die ligte reg. Dis donker soggens en dis eintlik die probleem,” het hy gesê. Aldrick het gesê hulle vermoed die diewe is van Wesbank afkomstig. “Hulle is onbekend aan die mense. Ons vermoed hulle is van Wesbank, want dis die rigting waarin hulle weghardloop,” het Aldrick verduidelik. Die bome staan op privaat eiendom en is deel van die Hamilton Estate, ’n private ontwikkeling in die gebied. Aldrick en Justin meen buurtwagte moet
meermale die omgewing patrolleer en daar moet ’n heining om die bome kom. Justin het gesê: “Ons wil hê hulle moet dit verwyder. As hulle nie iets daaraan gaan doen nie, gaan ons dit self afkap. “Ek was tot by die voorman van die ontwikkeling, maar hy het gesê ek moet die kwessie met die raadslid bespreek. Die bome val egter buite die raadslid se wyk,” het Justin gesê. Nog ’n bekommernis vir inwoners is ’n smal voetbrug oor die kanaal naby Oakdene. “Soggens om 04:00 stap die mense al oor die brug en word dan aangeval. “ ’n Man is verlede week met ’n mes hier raakgesteek. “Sy selfoon en kontant is beroof. Die bloed het plekplek op die brug gelê. “Ek het ook met die polisie hieroor gepraat. Partymaal patrolleer hulle, maar dit lyk of die skollies hul bewegings dophou, want sodra hulle weg is, dan slaan hulle toe,” het Justin vertel. Kapt. Isaac van Niekerk, woordvoerder van die Kuilsrivier-polisie, het gesê hulle is nog nie oor die aanvalle by die bome in Kalkfontein ingelig nie, maar dat mense welkom is om klagtes aan te meld. Oor die voetbrug langs die oop stuk veld, het hy gesê: “Dis een van ons roofroetes. Ons ontmoedig mense om een-een daaroor te loop, want erger misdaad kan gebeur. “Ons weet die voetbrug is ’n probleem, daarom doen ons voetpatrollies daar. “Tot die buurtwagte lê klem op dié gebied, omdat dit ’n roofroete is.” Van Niekerk het gesê mense word dikwels beroof wanneer hulle alleen loop – gewoonlik vroeg soggens en laat saans. “Ons het al heelwat suksesse daar gehad,” het hy gesê.

’n Wesbank-vrou het besluit dat sy nie meer op die stadsraad sal wag om dié gebied se strate op te ruim nie, maar moedig eerder kinders aan om sommer self besems op te tel en te vee. Sara Rajab van Windflowerstraat, Wesbank het gesê sy vertel dikwels vir die kinders dat as hul harte rein is, hulle hul omgewing ook skoon moet hou. “Ek is ’n kind van die Here en as jy skoon in jou hart is, dan maak jy rondom jou skoon. Ek het besluit ek wil ’n verskil maak in Wesbank. Ek kan nie die hele Wesbank doen nie, maar ek kan ten minste een straat skoonmaak. “Ek het na die kinders gegaan en hulle gevra of hulle my nie wil help nie,” het Sara gesê. Die groep kinders van ongeveer 50 is al ’n week besig in die gebied. “Die ouers is ook baie beïndruk dat hulle kinders iets
doen.” Sara wag tot wanneer die jongspan uit die skool kom en hul huiswerk voltooi het. “Ons begin gewoonlik om 17:00.” Elke kind bring sy eie besem. “Ek het net gevoel ek wil iets doen vir die gemeenskap. Ek is moeg daarvan om in ’n vuil straat te loop. Ons kan nie wag vir die munisipaliteit om eendag hier te kom skoonmaak nie. Hulle kom eers elke drie, vier of ses maande. Ek is moeg daarvoor en daarom het ek met die projek begin.” Sy het kinders aangemoedig om hulle nie te steur aan ander wat die plek bemors nie. “Ek het vir hulle gesê wys vir hulle daar is iets mooi in julle. “Dis ons eie vullis wat in die straat vol lê, maar mense wil baklei en aangaan daaroor. Mense wil hê ander moet hul vullis optel. Al wat dit kos is om jou vullis in die sak te steek. “Ek het vir die kinders gesê kom ons doen iets vir onsself, vir ons straat en vir die Here.” Die kinders is van 8 jaar en ouer.
A part of the city’s draft budget proposal currently under review is the restructuring of policies such as relief offered to its poorer residents. Johan van der Merwe, head of the city’s finance portfolio committee, said such policies would be administered in the next fiscal year starting 1 July, provided the provisional budget was accepted. “Part of the concept budget is the concept policy on indigent relief. When the concept budget is approved at the end of May, we will have concrete figures to consider for approval regarding policy for poverty alleviation,” he said. “The figures in the draft policy reflect that which can be revised after public participation process have been completed, and will be effective as of the new financial bookyear. He said the financial form this “care” would take, once the provisional budget and policies were accepted, was as follows: VFree basic services to those with proper-
ties valued at less than R400 000. VFree basic services to those with a gross monthly household income of R3 500. VSenior citizens qualify for rates rebates if their gross monthly household income is less than R12 000 per month. VInidgent grants provide a 100% rates rebate, an additional 4,5 kl of water and a free 240 litre refuse bin for all households with a gross monthly income of R3 500 or less. V75% rates rebate for residents with an income between R3 500 and R4 000. V50% rates rebates for residents with an income between R4 000 and R4 500. V25% rates rebate for residents with an income between R4 500 and R5 000 for 2013/2014. Van der Merwe said in genereal the electricity tariff blocks apply per calendar month and not per purchase. He advised prepaid electricity consumers to only purchase the necessary amount of energy they need in a month. “This will keep the amount paid as low as possible.”
Rates rebates are once again on the cards for the City’s poorer communties.

ears that the planned memorial site for the children who died at the Buttskop level crossing might only be resolved after the release of the man who was driving the vehicle at the time of the tragic accident, was a concern raised at a council meeting last week. Majidie Abrahams, the PR councillor, who raised this concern, was responding to yet another hurdle in the process of finalising the matter. His concern came after a roads and transport department representative objected to a proposal by a member of the city parks department who presented council with a piece of land suitable for the memorial. Susan Brice, cemeterey coordinator at the parks department, said the land identified was approved by Metrorail. “As you know we have looked at several sites in the area, one of those sites is on land owned by Sanral near Brights,” Brice said.
Concrete crosses The piece of land that was identified as a possible site, however, is located at the edge of the crossing, opposite Sanal’s property. “The land is also the spot where the taxi came to a halt after being hit by the train,” Brice said. The proposed memorial wall will be roughly six meters long and 1.2 meters high. The parks department’s plan is to erect 10 concrete crosses on this wall. “The names of the children can either be on the cross, or on the side of the wall,” Brice said during her presentation. Although the proposal was welcomed by some council members, the department of roads and transport raised concerns. Dennis de Villiers, manager at the depart-
ment, informed council that a future road is planned for the particular site, as well as work to the existing Buttskop level crossing. “Plus there is a new Eskom power line that will be in the corridor,” he said. He said the current location as indicated in the layout by Brice cannot be supported by their department. “We must think about the safety hazard that this can cause with people stopping to look at the memorial.” He suggested that the two departments meet to discuss the matter further. Abrahams said they would like to see the matter finalised as soon as possible.
Challenges “It is not the first time we hear of challenges. Parks first had their issue, then traffic. Now that we have dealt with Sanral, now other issues and constraints arise. “It took us 18 months just to sort out the Sanral issue, but now it’s something else.” He suggested a compromise: that a memorial plaque be erected at the site and a memorial site established in the graveyard. “My fear is that by the time we eventually come to a solution the driver will be released from prison. Let us apply our minds.” Other options for a memorial site, according to Brice, include the schools the victims attended, or the city’s parks. Abrahams asked for an extension of no longer than three months. “By then we can have a full report on the matter, we cannot keep the item so open-ended on the agenda, we need a yes or no,” he said. The ten children who passed away are Reece Smith (7), Michaela de Koker (11), Nolan February (13), Jody Phillips (13), Cody Erasmus (15), Nadine Marthinisen (16), Jean-Pierre Willeman (13), Jason Pedro (14), Jade Adams (10), and Lisle Augis (11).

Small business feels the pinch We have a small business. We work day and night to keep our business going. Most months we earn enough for a basic living, but sometimes we do not have food on our table. I just read in a local newspaper about a company – a small business like ours – that was sued by a client for not doing the work the way the client wanted it done. The client says within 24 hours the owner of the business was there to do the job. But after it was done, he struggled to get the business owner back to fix minor things. As customers we are told to complain about everything. But, we are forced to start small businesses because we are unable to find work in our country. We have to jump at every work opportunity that comes our way. We do not always have money to go back to completed jobs, as we have to jump to the next job to survive. The business owner I mentioned had to pay a large sum back to the client. He did not pay until the client threatened with further legal action. I bet he did not have the cash to pay straight away. We also live from one job to the other, with no cash in between. Please consider small business owners’ positions. Do not fight and threaten legal action on every little aspect. We want to make you happy, but sometimes things go wrong. Help us grow and do not try your utmost to break us down. Please pick up after your dog I have been fortunate to live in paradise opposite Amandel Close and Fynbos dams for the past 22 years. Lately, a lot of people who do not live in the area have discovered the beautiful spot. They live in Protea Valley, Riebeeckshof or Oude Westhof to name a few. There is no problem with that. They come here with their dogs – also no problem, but they let their dogs use the place as a public toilet and do not clean up after them. We never had a problem with flies, but now we have flies throughout the year. I take walks there and have only seen one woman with a plastic bag in her hand. She ties the bag over her hand and picks up what her dog leaves behind. I spoke to her and she was also upset that people just leave the dog mess behind. She said in the country she came from, people would never think of being so careless. If they did, they would get a fine. If your dog gets sick, you take him to the vet because you love your dog. So why not clean after him? If you don’t like to take droppings in the bag home, throw it in the bins provided. Come on people, bring back the magic to the Magic Forest. DANIELLE Email
Wheelie bins must be put back properly The City of Cape Town’s collections unit prides itself on providing an efficient and quality service (“Leave wheelie bins where they belong”,
TygerBurger, 2 April). Refuse bins must be placed in the same spot where they were found following the emptying of the bins into the collections truck. Should our staff be found to be not complying with the instruction to place bins where they were found, we would like to be made aware of this. Circus is ‘nothing but amazing’ We recently visited the circus and were met by a handful of protesters at the robots. We enjoyed the show and it was well attended. We even had the opportunity to feed the animals, which was something my daughter will never forget. We are in full support of the circus and will always welcome them back to Parow. Maybe the people at the robots should have taken 10 minutes to see for themselves. This circus is nothing but amazing and made me think of my childhood, when we also visited the circus. Those years it was a huge event at the old Goodwood Showgrounds. Everyone dressed up, while their hotdogs and popcorn were tops! DEVON Parow

Argief werp lig op parlement
T
ydens die viering van Nasionale Argiefweek by die argief- en rekorddiens van die Wes-Kaap in Roelandstraat, Kaapstad van 5 tot 9 Mei, sal een van die oogmerke wees om lig te werp op die totstandkoming van die parlement. “Met die 20ste herdenking van die eerste demokratiese verkose regering in 1994 is dit toepaslik om die rol van ons parlement as fundamentele instrument van regering te beklemtoon,” sê dr. Gustav Hendrich, argivaris van die argief- en rekorddiens van die Wes-Kaap, oor die keuse van “parlement” as tema vir vanjaar se argiefweek. Dit is verder noemenswaardig dat die herdenking ook saamval met die grondlegging van die eerste parlementsitting gedurende die Britse koloniale tydperk op 30 Junie 1854 – 160 jaar gelede.
Uitstallings Tydens vanjaar se argiefweek sal die uitstalling daarop gemik wees om die noue verbintenis tussen die argief en die parlement te illustreer, sê Hendrich. “Die argiefbewaarplek beskik oor ’n mag-
dom argivale rekords rakende die ontwikkeling van die parlement. Daarbenewens bevat die fotoversamelings seldsame foto’s wat die buitekant, binnekant en glorierykheid van die parlementsgebou uitbeeld.” Enkele van die opwindende aktiwiteite wat by die argief aangebied sal word, sluit in begeleide toere deur die brandkamers en werksessies in familienavorsing. Daar sal ook ’n skyfievertoning van die Ravenscroft-fotoversameling plaasvind, wat onder meer dorpsargitektuur en landskapstonele insluit, soos dit in die Kaapkolonie daaruit gesien het. “Tog is die einddoel van vanjaar se Nasionale Argiefweek om die historiese bewussyn van die parlement teen die agtergrond van die moeisame weg na demokratiese vryheid te bevorder. “In ons jong demokrasie het elkeen ook die reg om van die verlede te weet – en om daardie rede kan die argief as sleutel dien om die verlede te ontsluit,” sê Hendrich. Huiseienaars wat deeltydse of voltydse huishulpe en tuiniers in diens het, kan help om hul werknemers stabiliteit en gemoedsrus te gee. Baie ontwrigting en hartseer kan voorkom word deur werknemers bewus te maak van die noodsaak om gereeld te betaal vir blyplekke wat hulle by die Stad Kaapstad huur of gekoop het, sê John Willemse, projekbestuurder by TraceOnline. TraceOnline is deur die Stad Kaapstad gekontrakteer om behuisingsinligting te help versprei, bystand met behuisingsbetalings te verleen, en mense by te staan met hul aansoeke om die deernistoelaag. Dikwels verdien tydelike werknemers te min om hul huishoudings te onderhou én vir hul huise te betaal. Vir hulle is daar egter verligting beskikbaar in die vorm van ’n deernistoelaag (indigent grant), waarvoor hulle kan aansoek doen en wat volgens ’n duidelike formule aan hulle toegestaan kan word. Huishoudings met ’n gesamentlike inkomste van minder as R3 200 per maand kwalifi-
seer vir die toelaag, maar moet dadelik aansoek doen. Daar is egter ook inwoners van eiendomme van die Stad Kaapstad wat wel kan betaal, maar nie betaal nie of agterstallig is sonder om reëlings te tref. Hulle loop die wesenlike gevaar om hul huise te verloor en boonop ook verantwoordelik te wees vir die regskoste. Dit kan groot sosiale en persoonlike ontwrigting veroorsaak as ’n gesin weens nalatigheid skielik op straat beland. Werkgewers word daarom ernstig versoek om werknemers aan te raai om onder geen omstandighede aanmanings oor agterstallige betalings vir Stad-skemahuise te ignoreer nie, maar om dadelik reëlings te tref. Werkgewers kan help deur hul werknemers wat ’n huur- of koophuis van die Stad Kaapstad besit én wat agterstallig is, aan te raai om dadelik met hul naaste behuisingskantoor of TraceOnline by 0861 99 77 77 in verbinding te tree. So kan hulle verseker dat hulle die dak oor hul kop behou.

‘Like’ a recycleable bunny Learners from the De Kuilen Primary school in Kuils River are currently participating in a giant Easter bunny competition held at the Willowbridge Shopping Centre till the end of the month. Heinrich Annandale at Willowbridge said several schools, children’s homes and Sunday schools were approached to participate in the competition and in they have six schools and one children’s home taking part. The schools are the Bellpark Primary school, Gene Louw Primary school, Durbanville Primary school, De Kuilen Primary school, Kenridge Primary school, Boston Primary school, Stellenberg High school and the Durbanville Children’s Home. “To enter the competition the participants needed to build giant Easter bunnies out of recycled or recyclable materials. The bunnies have to be two metres wide and two metres tall. The teachers orchestrated the efforts but the bunnies were mainly built by the children,” Heinrich said. The bunnies are on display at the centre until the end of the month. Pictures of the bunnies were uploaded on the centre’s Facebook page and the school, children’s home or Sunday school’s bunny picture with the most “Likes” at the end of the month will win five laptops. “At the moment we have De Kuilen Primary school in the lead with 696 “Likes” and

‘Brick in the Wall’ success Since starting their “Brick in the Wall” fundraising campaign, the Uitsig Animal Rescue Centre has sold 3109 bricks so far. The much-needed funds will go toward acquiring new premises for the organisation to house rescued animals, as they have to vacate the land they currently occupy due to it having been earmarked for development. The Rotary Club Oostenberg last Tuesday honoured individuals, organisations and companies who provide exceptional service to the community. Nine Awards of Excellence were bestowed at a special ceremony at the Kuilsriver Golf Club. Rotary District Govener Mike Osche made use of the occasion to elaborate on the benefits of being part of Rotary International. The Oostenberg Rotary Club was started 13 years ago with 24 members, and although there are only eight members currently, these individuals are responsible for numerous successful community projects in Brackenfell, Kraaifontein, and Kuilsriver. The following persons were recognised for their valuable work over the years. Chrisna Graham and Sandra Kotze from Brackenfell High school for their commitment to creating and sustaining the Interact Organization at Brackenfell High.

Om aan die kompetisie deel te neem, benodig elke projek ’n minimum van 50 unieke SMS-stemme. Hoe meer stemme egter ontvang word, hoe meer befondsing sal die projek ontvang. As die projek 500 SMS-stemme ontvang, befonds Helpende Hand die projek met R45 000. Die geïmplementeerde projekte sal in Julie 2014 volgens bepaalde kriteria geëvalueer word, waarna drie wenners aangewys sal word wat dan onderskeidelik R150 000, R100 000 en R50 000 sal wen om hul projekte verder uit te brei. Anel du Preez, die projekorganiseerder, verduidelik dat Helpende Hand gereeld navrae kry oor hoe daar in ’n bepaalde behoefte voorsien kan word en hoe volhoubare gemeenskapsprojekte van stapel gestuur en befonds kan word. “Dit is juis na aanleiding van hierdie navrae dat Helpende Hand geld in die gemeenskap wil terugploeg en deelnemers terselfdertyd wil touwys maak oor hoe ’n goeie projek saamgestel kan word wat op die verligting, voorkoming en verbreking van armoede en die volhoubare bemagtiging van die gemeenskap fokus,” sê Du Preez. Short stock in vaccines still a worry
Hoogtepunt vir laerskool-Voortrekkers Die De Kuilen-Voortrekkers het by vanjaar se Penkoppe- en Drawwertjies-gebiedskamp by Wemmershoek vir gr. 6- en gr. 3-leerders – ná ’n inligtingsessie deur die brandweer – dit gate uit geniet op ’n water-glybaan. Die kamp is elke jaar ’n hoogtepunt vir die kinders, het Chris Richter van die Voortrekkers gesê. Hy het gesê die gebiedskamp is waar al die laerskoolleerders vir vier dae tydens die vakansie gaan kampeer. “Hier leer hulle per graadgroep verskeie aspekte van die Voortrekkers, asook die samelewing, soos byvoorbeeld wat die doel is van die brandweer, asook brandgevare in en om die huis. Hulle leer ook noodhulp-aspekte wanneer jy stap.”
Lede van die De Kuilen-Voortrekkers het onlangs ’n gebiedskamp in Wemmershoek bygewoon. Die jongspan is van links: Enrique Pacton, Trystan Nieuwenhuys, Jandri Murray en Chanté Jacobs. Almal is leerders aan die Laerskool Mikro in Kuilsrivier.
The health ministry of the Western Cape has again urged patients to be aware that there is a national shortfall in the supply of polio and measles vaccines. Western Cape government health is managing the available stock in the province to reduce the impact as far as possible, a media release from the office of minister Theuns Botha, MEC for health, stated on Thursday. “In the Western Cape we are doing our best to manage the stock situation with the available stocks. We will keep our patients informed. “In the meantime patients should contact their local healthcare facilities to enquire about the availability of stock. Should stock not be available immediately, please ensure that the child is immunised as soon as stock returns to normal,” Botha said. As an interim arrangement, vaccines are being re-distributed between Western Cape facilities to maintain the availability of vaccines at all facilities and reduce the impact as far as possible. According to a letter from the Biovac Institute, the national supplier, 1.8 million doses of measles vaccines will be delivered to the national department of health by the end of this month. More than three million doses of polio vaccine were not released by the supplier as the vaccine vial monitor was out of specification and could not be released. Replacement polio vaccines stock is scheduled to be released towards the end of May.

champion disabled athlete is motivating young people to appreciate the advantages they have in life. Despite suffering from Cerebral Palsy, Fabian Michaels (29) from Elsies River is following his dream to become a world champ by recently participating in the South African Games for the Disabled held in Stellenbosch. Competing in the F35 class for Cerebral Palsy athletes, he broke the all-Africa records for discus, javelin and shotput. “In fact, I broke the shotput record four times already,” he says with an infectious smile. When it comes to the international scene in this class in javelin I am second in the world rankings, third for shotput and fourth in discus, but that will be improving shortly.”

Achievement Fabian is no stranger to international achievement. As a junior he was a world champion in javelin and won medals at the Paralympics in Athens and Sydney. His recent achievements have motivated him to concentrate on his sport and participation in more international events. “My coaches in Stellenbosch have been part of this motivation to aim higher, but I am going to need more sponsorship to take part in those events more regularly,” he says. “People must see disabled sport in a new light, especially here in South Africa where we can play a big part in encouraging the able-bodied to achieve beyond any disadvantages. If people start realising how much harder we must work to become the best at what we do it will inspire them to be the best with all their talents.” Part of this hard work towards olympics in 2016 is travelling to Stellenbosch during the week for intense training. “I have to use public transport every day, which is very difficult,” he says. “The most important part to this build-up is the chance to get to international competitions because I must constantly be in touch with my opponents out there. Voor die deur staan ’n karavaan en ’n rooi Mini – die outydse tipe. ’n Handgeskrewe kennisgewingbord gee die indruk dat dit amateurs is wat hier woon en werk: “Johnny Tattoos.” Dit is egter in die studio langs die huis waar ’n mens sien dit is kundiges se werkplek. Vergrote prente van tatoeëermerke hang die mure vol. Dan kom die legendariese Johnny Salmonsen in. Hy is in die volksmond net as Johnny Tattoo bekend. Johnny is reeds 42 jaar ’n tatoeëerkunstenaar en ’n kultusfiguur onder die liefhebbers van velkuns. Mense kom van alle uithoeke van die stad, maar ook uit die platteland om tatoes te kry. “Ek het een jaar ’n tattoo machine in die hande gekry,” sê Johnny in sy kenmerkende sagte stem. “Ek het toe saam met Jimmy Adams begin werk en my skills geslyp.” Jimmy Adams was die eerste bekende tatoeëer-kunstenaar in Kaapstad.
Mobiele eenheid Johnny het toe ’n mobiele eenheid op die been gebring en so ver as Durban en die Suidkus gereis om sy kuns te pleeg. Hy is nou 22 jaar lank op dieselfde plek in Ruyterwacht. Hy en sy jarelange vriend, Donnie Heydenrych (54), werk saam. Donnie sê hy het as 14-jarige na ’n deurklokkie gestaar en gedink dit werk nogal baie soos ’n tatoeëermasjien. “Ek het die deurklok afgehaal en my eie masjien gebou. Daarna het ek dit na Mister (Jimmy) Adams gevat. Dit was vir my ’n groot eer toe Mister Adams my masjien vir ’n kunswerk gebruik,” vertel Donnie. Hy sê die regte groot aanvraag na tatoeeermerke het in die negentigs begin. “Toe Mandela vrygelaat is, het mense se denke meer vry geword. ’n Mens kan amper sê hulle het uit die kas geklim. Deesdae is dit amper soos seisoene, eers was dit die Japannese letters, toe feetjies. Vandag is dit meer persoonlike tatoeëermerke waarna mense soek.” Dan waarsku hy teen te persoonlike kunswerke. “Moet nooit jou meisie of vrou se naam op jou lyf sit nie! Ek sê altyd vir mense verhoudings hou nie. Sit eerder jou kind se naam of jou eie op.” Ook sê Donnie, doen hulle nie bende-tekens nie. “Sê nou ek doen vandag ’n kunswerk en iemand lê môre dood omdat hy die ding op hom het, sal ek nie baie lekker voel nie.” Ongemaklike oomblikke Die manne wil nie baie uitbrei oor hul ongemaklikste oomblikke in die studio nie. “Ons het al kunswerke op snaakse plekke gegee,” lag Donnie. Donnie en Johnny moes ook al hul werk teen kerkmense verdedig. “In die ou vertaling word gesê jy mag nie merke op jou lyf maak nie, maar in Openbaring 19 vers 16 sê die Bybel ‘En Hy dra op sy kleed en op sy heup die Naam wat geskrywe is: Die Koning van die konings’. Ek vermoed daai was ’n tatoe op die heup,” sê Donnie. Het die ouderdom nie ’n effek op hul hande wanneer hulle werk nie? “Wanneer ’n kunstenaar eers aan sy masjien vat, dan is die hande stil,” verseker Donnie. Johnny sê hy is lus om weer op die pad te gaan met die tatoeëerkuns, maar Donnie sê hulle gaan bietjie die studio opknap. Wat ook al hulle doen, die studio is in goeie hande, want hul seuns Jason en Thomas gaan die kuns voortsit.

Singer and songwriter David Meulen has given himself the space to explore his acoustic side on his new album and first solo project, @davidmeulen. David used to front the band Dividable Grand, who enjoyed success with their album The Buzz, which resulted in them performing alongside some of the country’s biggest rock acts. “We had a good run,” says David of his former band, pointing out that they toured the country a couple of times. “I’ve always had an acoustic side to me and Dividable Grand was much more a rock band,” he says. “The music I’m making now is much more alternative acoustic vibes, more the indie side of things,” David explains, although there are still traces of his rock influence. After Dividable Grand broke up, David took a solo road trip along the Garden Route. It took a while for him to “get into his stride” but it was when he made the decision to write for himself and not an audience, that the songs started taking shape. David traces the start of his music career to when he was just six-years-old. He had got a guitar for his birthday after hearing a Beatles song on the radio and loving it. He says being a musician is all he ever wanted to do and has “never really considered any other career”. Producer Brendyn “Rusti” Rossouw, who worked on The Buzz, produced, engineered and co-wrote some of the songs on @davidmeulen. “We had a ton of really great people come in and play on the album,” David says. Johnny Clegg’s drummer Barry van Zyl and Dirty Skirts bassist Maurice Paliaga are just two of the big names who can be heard on David’s new offering. “The two of them together- it’s just the best rhythm section you can imagine,” he

David describes the album as minimalist, in that their first objective was to not overproduce it. “We wanted to keep the essence of the songs as they were written, with just guitar and foot stomping and vocals.” The idea was to enhance these elements instead of coating it in “general studio mish-mash”. @davidmeulen will be launched at Roodebloem Studios in Woodstock on Thursday. He’s pulled in the help of Odd Enjinears who will be presenting their sound sculptures. “They basically make rhythmic, musical sculptures out of metal and welding and stuff,” he explains. Regional rally revs the Overberg
T
he Overberg round of the Western Province Regional Rally Championship is set for Saturday with a 10:00 start and 16:00 finish at Quick & Go BP Bredasdorp. Lance Maytham and Pierre van der Westhuizen have produced a challenging yet compact eight special stage format with a combined special stage distance of 80km for the competitors (200km total distance) and spectators will be able to follow all the action at four dedicated spectator points. (For GPS references see events page on Facebook or visit www.wbmk.co.za.) The opening round of the 2014 Championship took place at nearby Klipdale and Bredasdorp shares the fast flowing format which should favour the powerful rear wheel driven BMW entries. However, what Shaun Jones and Mark Avice du Buisson gain in straight line grunt they lose in turning their heavier production based car. Second overall in Klipdale, they’ve had their confidence levels boosted and the Avice Pest Control S4 CPMCC BMW E36 328i must start the event as firm favourite for an upset victory. Ironically, as successful as they were, not even the Teletubbies (Thorsten Pey and Mark Palmer) could ever achieve an outright overall victory in their dominant E36.
Debut To add to the BMW optimism, Paul-Hendrik Franken and Henry Köhne will be making their debut in their recently acquired, ex-Jean du Plessis, Mantinou Group S4 WBMK BMW E36 325i. Some doubt exists as to whether Henry will be able to navigate on the weekend, but with the team scheduled to test their new steed an air of anticipation will certainly have spectators excited. Could the talented youngster from Gansbaai make regional rallying history this weekend? John and Weston Peiser will be there in their consistently fast Speed Pro Cycling Equipment S5 WPMC Subaru Impreza 2.0
Turbo 4x4 and this father and son combinations can never be underestimated. Also possibly suffering a little due to the weight of their production based vehicle, they have stability and traction which could see them spoil the fun for the Beemers. Winston Neethling and Lyle Marais are another pair to watch in their ex-Hannes Grobler Howard Place Motors S5 CCMCC Nissan Sentra 4x4. Good news is that Hannes Grobler (who celebrated his 59th birthday on 15 April) is on his way to recovery too. Sadly Ashley Haigh-Smith and Damian van As, winners of the Klipdale Rally, rolled their AHS Racing S3 Ford Fiesta R2 1600 during the recent Sasol Rally in Mapumlanga and seem unlikely starters as they’re awaiting new parts from the UK. For the interim the combination have been entered in the AHS Racing S3 Mitsubishi Lancer GT1600. Keenan Sassman and Matt-Jason Köhler are two more youngsters on a mission in their Howard Place Motors class S3 CCMCC Toyota Corolla RSi 1600. No doubt about their ability to be quick, but youthful exuberance still manages to spoil potential good results. Tiaan Rabe and new navigator Nico Esterhuyse went farming on SS2 at Klipdale but fortunately no damage was done to their S2 WBMK VW Golf MkI 1.6 and they set the fastest time in the class on every remaining stage. Unfortunately they had to be assisted from the agricultural excursion, scoring no result, and will want to make amends in Bredasdorp. Justin and Brian Hoskins are the father and son team to beat in their S2 WPMC VW Golf MkI 1.6 and they certainly wouldn’t mind taking another class victory. However, both teams would be wise to keep an eye on cousins Darren and Llewellyn van Greune who are hungry for a good result in their ex-Ggulethu Zulu S2 VW Golf MkI. Dark horses should be Abduraghman Amlay and Yusuf Ganief in their very rapid Amlay Motorsport S4 CCMCC Toyota Run X

Ruan Reynders is happy to have completed his first event as navigator without major issues and the combination will undoubtedly be back for more. This car deserves a second look. Stephan Myburgh and Aerial Events are determining the feasibility study of having helicopter rides to, from and during rally events. he second round of South Africa’s newly united blockbuster national Kart Championships races at the tricky Killarney circuit on Saturday. With hometown racers enjoying a good run, the locals are looking to extend several championship advantages. One class where Cape drivers dominate in the opening round is the open Rotax Max Challenge 125cc class where local ace Eugene Denyssen (TonyKart) defends his narrow championship lead from fellow Capetonians, Kosmic mounted Luke Herring and Julian van der Watt (Zanardi). Another local ace to watch is Jonathan Aberdein (TonyKart) and only a fool would ignore Birel driver Jurie Swart who moved up from Junior Max this year. Jo’burg lass Jennifer Verheul (FK) flies the female flag.
Championship leads Cape youngster Charl Visser brings championship leads in the primary school Maxterino and Mini Rok 60cc classes home following an exceptional weekend in Port Elizabeth last month. Zanardi-mounted Visser will be under pressure from local Maxterino rivals JP Hamman (Kosmic), Dario Busi (TonyKart), Aidan Strydom (Zanardi) and Jason Coetzee (Zanardi), but never discount Gauteng’s Luca Munaretto (Birel) and upcountry TopKart drivers Tauriq Alibhai and Kwanda Mokoena. In Mini Rok, young Visser will once again have to fend off local rivals Hamman and Strydom, not to mention PE driver Joshua Coertze (Zanardi); Jozi Zanardi lads Jordan North, Blaine Rademeyer and Dillon van Vuuren, and the Top Kart quartet of Jarrod Waberski, Nemo Mazuai, Alibhai and Mokoena. One class where Cape drivers will seek
revenge is the Junior Max 125s where Delano Fowler (TonyKart) and brothers Kohen and Henry Bam (Kosmic) take on KZN championship leader Jordan Sherratt (Birel). KZN arch-rival Clinton Bezuidenhout (Kosmic), Bloemfontein’s Stuart White (Zanardi) and Vereeniging’s Joshua Dias (Haase) will be looking for a piece of that pie but will also have to contend with Cape Zanardi drivers Giordano Lupini, Dino Stermin, Isabella Fowler and Chadley Swartz, as well as Joshua Dolinschek (TonyKart).
Proving a point Another class where Cape drivers will be out to prove a point is the DD2, with Wesleigh Orr (Energy) and Luke van Rensburg (Zanardi) in the Cape corner. They need to topple CRG driver Eugene Britz with world champion Cristiano Morgado (TonyKart), Ryan Frost (Birel), Benjamin Habig (TonyKart), Bradley Liebenberg (Birel), Arnold Neveling (Zanardi), Nicholas Verheul (CRG) and Mitchell Licen (Intrepid) also chasing glory. Energy Corse driver Simon Moss should reign in the open Super Rok class but fellow PE man Chassen Bright (Zanardi) and Hartbeestpoort-based Keagan Masters (TonyKart) are sure to give him a hard time. Kashen Naicker (Zanardi) will need all his Euro experience to keep ahead of Delon Thompson (Top-Kart) in the high school Junior Rok, while Stuart White (Zanardi) Jason Smith (TopKart), Birel duo Sisa Ngebulana and Neha Harpal (Birel) are also drivers to watch. Non-championship races for Cadets should see local kids Troy Dolinschek, Kyle Visser, Adriaan Louw, Jason MacBeath, Julius Schwager and Paul Malcolm start as favourites but visiting Joshua Garland and Joshua De Piava could upset the cart.
Two exciting prospects in Luke Michael (19) and Nathan Fredericks (28) will make their EFC debut on 5 June at EFC Africa 30 at GrandWest. They fight out of REPS Fitness powering Rico Hattingh’s MMA academy in Bellville. Luke (lightweight) from Goodwood and Nathan (featherweight) from Kuils River are both excited about entering the hexagon for what is their first step towards glory. According to their trainer Rico Hattingh, both these guys have what it takes to make it to the top. “I am so excited about these guys. Luke has a massive future ahead of him. He is only 19-years-old and he puts his heart and soul into this. I sometimes have to tell him to stop to prevent him from burnout. His dedication is phenomenal.” Luke trains three times a day for six days a week. “I simply love what I do. Besides my busy training schedule I help Rico
with the training of children at schools,” said Luke. Nathan reckons having the experience of Rico in his corner will have a calming effect. “Rico brings a lot of experience and expertise. For now, we are conditioning and prepping for anyone. When it gets announced who we will face, then we will sit down and look at the opponent’s strong and weak points. But the mindset is that we will be ready for anyone come 5 June,” said Nathan determinedly. “Nathan gets underestimated a lot, when you stand in front of him he doesn’t look intimidating. But let me tell you he is as hard as nails. He has the right mindset, he is humble and a helluva all-round fighter. “So far I am happy with our preparation, the guys are looking good, they are fit and don’t have any niggling injuries. We should know early May who their opponents will be. The gameplan for now is to strengthen their weak points and to improve their strong points even further,” said a confident Rico.
