A
circle currently under construction on the extension of Belhar Main Road, at the intersection with Highbury Road, will encroach onto the adjacent properties. It seems the residents do not have much say in the matter. Belhar Main Road is being extended from Highbury Road to Stellendale Road to link with Stellenbosch Arterial. The new road will be 1.45km long and include four traffic circles. The sod-turning happened in February and construction resumed in May. Graham Raatz of civic organisation, Highbury Foundation, says they have been trying endlessly to get answers from the City
of Cape Town relating to the impact of the new road on residents. He said the matter was also raised at the public meeting held in August last year at the Western Cape Sports School to which residents were invited to discuss the planned roadworks. When Raatz contacted TygerBurger two weeks ago, he said workers were knocking stakes into the ground on the affected residents’ properties, “trashing flower beds and undertaking earthworks” up to the boundaries of the properties. Raatz said the City neither informed affected residents of the impact nor approached them regarding recourse they have. “We perceive that the City of Cape Town

wants to strong-arm and force residents to accept what they put on the table with no option for negotiations on alternative options.” When TygerBurger visited the site, Gardencia du Plooy, a resident for 33 years, said they were told a circle is the best option in terms of traffic flow and security but did not know how big it would be. “We really want the City to come and tell us what our options are,” she said. Raatz pointed out that close to three metres would be needed from the edge of the road to accommodate a sidewalk and a screening wall. Du Plooy said when workers took measurements, she was shocked to see how close
the wall will be to the house. The wall is a security concern but Du Plooy is also worried they will no longer have vehicle access to their back yard currently used as parking space. Access to the property in general will likely be affected. “I know it is congested on the roads but that should not be the reason why they are encroaching on our properties.” Du Plooy and her husband are in their sixties and would not like to move. Compensation is of no interest as they will still be inconvenienced. Du Plooy said they never received any letters from the City and the only people who spoke to them were from the contractors.
