lthough the meeting organised by the subcouncil at Kuils River Technical High School (KTHS) on Thursday 17 October was about the City’s projects in Highbury, several residents rather wanted to talk about the prospects of a private development on the school’s grounds.

The project to build a five-a-side soccer facility was put on hold after the soil preparation was already done. TygerBurger did not receive a response from the education department when reporting on this earlier (‘‘Residents not thrilled”, 9/10).

The Mayco member for spatial planning and environment, Marian Nieuwoudt, did respond on the zoning of the property and whether there was a need for public participation, environmental impact (EIA) and traffic studies.

In short the answer was that the current zoning (of the school’s property) allows the planned land use and therefor no public participation, EIA or traffic study are necessary (from the City’s perspective) as these were done before the school moved to the current site.

The school’s principal Quintin Pick told TygerBurger the project was put on hold as he was informed final approval must be given by the provincial minister of education.

According to him the reason was the scale of the project.

On TygerBurger’s latest enquiry, Bronagh Hammond, spokesperson of the provincial education department, said the department received an application from the school for the minister’s approval “in terms of Section 36 (4) of the South African Schools Act (Sa-

sa), to allow the school to develop the fields and enter into agreements to lease the facility to other users.”

Hammond pointed out KTHS falls under the Metro East Education District (MEED) but said the district does not approve development on school property. She is “not sure who gave the go-ahead for the project to start” initially.

She said the department was informed of construction happening at the school. “The WCED instructed the principal to cease development, which they complied with, until the necessary approvals are in place.’’

As to the correct process to be followed by the school’s governing body when there is a partnership with a private entity and private money is used to develop a facility on a government school’s property, Hammond referred to a department circular relating to a specific section in the South African Schools Act (Sasa).

According to the act a school governing body may lease or alter immovable property of the school “to provide for school activities or to supplement the school fund” and may ‘‘allow any person to conduct any business on school property to supplement the school fund.” But this is subject to approval by the provincial minister of education.

Hammond said the minister’s approval is normally subject to further conditions which states that development may not proceed until the conditions have been met.

These include that it is the school’s responsibility to ensure the correct zoning is in place and that building plans are approved by the local authority and department of public works.

Hammond said the department was made aware of residents’ concerns through an email received from the education district (Metro East).

Asked about further interaction with the community (as many expressed unhappiness about not being consulted about the development), Hammond said the department is ‘‘not compelled to interact with surrounding residents about proposed develop-

ments on school property. It is however advisable that schools engage their communities and neighbours about developments which could affect them. If the City indicates that a formal land-use management application is triggered, then a formal public participation process will need to be followed. This will be done by the school and is not a requirement of the minister’s approval in terms of the schools act.’’

The afore-mentioned circular states, ‘‘The governing body must take all reasonable steps to ensure that the peace of residents in the neighbourhood of the school will be maintained as far as reasonably possible.”

A group of ‘‘concerned residents’’ who

had a meeting with the MEED circuit manager Francois Lubbe, Pick and two members of the school’s governing body on 19 September (shortly before work ceased), told TygerBurger “residents wanted to ask the members of the governing body some questions but we were not allowed to”.

They also claimed to have discovered that the two members present were only part of the governing body as from 17 September and “‘did not have a clue as to what was being discussed.”

“Met ’n algemene toename in die aantal kuberaanvalle op beide individue en organisasies moet ons meer as net bewustheid skep; ons moet ook dringend daaraan werk om beter en veiliger sagtewarestelsels te skep, terwyl ons regstelsel ook opgeknap moet word – alles goed wat nie maklike uitdagings is nie,” meen hy.

Met Oktober wat Kubersekerheidsmaand is, word al hoe meer mense en organisasies aangemoedig om stappe te doen om hulself teen die wandade van kubermisdadigers in die kuberruimte te beskerm.

“Dit is krities, gegewe die huidige toename in strikroofpogings, wat ’n bedrieglike praktyk is om vals e-posse te stuur wat lyk of dit van ’n geldige, erkende maatskappy of departement gestuur is ten einde individue uit te lok om persoonlike inligting soos wagwoorde of kredietkaartnommers te verskaf, of om swendelary te pleeg,” sê hy.

Volgens Watson is dit hoofsaaklik die private sektor wat kampvegters vir inisiatiewe is om kubersekerheidsbewustheid te skep, terwyl die Suid-Afrikaanse regering nog ver agter is.

“Sodoende sal net iemand wat bewus is van kubersekerheid kan help om die gapings binne die regering wat betref die hantering van kwessies van kubersekerheid bloot te lê. Namate tegnologie ontwikkel, sal meer en meer mense op dienste aandring wat van die regering verwag om hulle teen kuberaanvalle te beskerm.”

Watson erken dat kubersekerheid ’n moeilike saak is en daar is verskeie redes hiervoor. “Eerstens kom die kuberruimte nie die gewone reëls van die wêreld na nie.

Daarom is dit nie genoeg om ‘in ’n goeie buurt te woon’ ten einde teen ’n kuberaanval bestand te wees nie. Alles word al hoe meer met mekaar verbind en ons kan per ongeluk en oor ’n lang afstand ’n kuberaanval beleef. Dit is ook maklik om anoniem op die internet te wees, wat toerekening bemoeilik. Ideaal gesproke is hierdie misdadige aktiwiteite wat by die owerhede aangemeld en ingevolge ’n betrokke wet vervolg moet word. Ons moet ten minste in staat

wees om die toepaslike wette wat oortree is, uit te ken en dan bewus te wees van die prosesse wat ons moet volg om die misdadigers aan die pen te laat ry.”

Watson sê Suid-Afrika het egter tans nie veel hiervan nie. Hy wys daarop dat die enigste regsdokument wat tans hieroor handel, die nasionale beleidsraamwerk vir kubersekerheid is, wat in 2012 deur die kabinet goedgekeur is.

“Ons het ook die Wetsontwerp op Kubermisdade, wat tot laat in 2018 as die Wetsontwerp op Kubermisdaad en Kubersekerheid bekend gestaan het, maar totdat dit onderteken is en as wet bekragtig word, kan nie veel gedoen word om hierdie kwessies aan te pak nie. Verder sal die ondertekening van die wetsontwerp ons nie outomaties veiliger maak nie, aangesien ’n oorgang nodig sal wees om die saakstelsel van die polisie aan te pas. Die bewysketting sal hierop gerig en aangepas moet word; aanklaers en regters sal opgelei moet word. Dit sal alles tyd neem.”

Daarom is dit baie belangrik dat ons ons kubersekerheidsverdediging verskerp, sê Watson.

“Eindelik maak ons almal op baie tegnologie staat: van elektrisiteit tot bankdienste tot lughawens en vliegtuie tot vermaak. Indien al hierdie goed in gebreke bly, kan die uitwerking wissel van iets wat maar net ’n ergernis veroorsaak tot grootskaalse ekonomiese skade,” sê hy.

tertiary students who matriculated in South Africa, are enrolled in full-time studies, and who live and study in the Western Cape. Successful student applicants can expect the bursary fund to cover 75% to 100% of their tuition fee, with no payback. There is also a textbook allowance, ongoing academic support and mentoring and a job market preparation workshop. “Students who received the bursary will also need to do 40 hours of community service,” says Smith. The process of selection is to submit an application form, this will be followed by a screening of applicants, shortlisting of candidates and then the final selection.

Creative Hope Run at Zevenwacht The Creative Hope Run is happening on Saturday 23 November at Zevenwacht Wine Estate. Athletes can either participate in the 10km trail run starting at 08:00 or the 5km fun run starting at 08:30.

Singing ‘chaps’ go on choir tour

T

he Good Hope Adventist Primary School in Sarepta went on their first choir tour in September. Their blue, yellow and orange T-shirts which had Chaps (Good Hope Adventist Primary School), in front and Choir Tour 2019 at the back, drew much attention. They sang in two old age homes after which they went to hand out literature in the community. They gave a musical programme in two Seven-day Adventist

churches – Rosemore in George and Bridgton in Oudsthoorn.

There was also time for some educational activities like a boat ride to The Heads in Knysna and visits to the Cango Caves and the Safari Ostrich Farm near Oudtshoorn. The learners were also asked to sing in the Cango Caves by one of the tour guides and at the Môrester Secondary School’s hostel in Oudtshoorn where they slept one night.

Dinamiese danspassies vir gemeenskap CARINA ROUX

edags is Alet Eland van Kalkfontein ’n versorgingswerker in Blackheath, maar saans ná werk help sy kinders van die buurt om hul danspassies agtermekaar te kry.

Tans oefen die Dynamic Dancers hard vir hul optrede in die VGK-saal in Kalkfontein eerskomende Saterdag (2 November).

Alet vertel dit is eintlik haar dogter

Keziah (11) wat met die dansery begin het toe sy as kleuter by die Little Gems-crèche in Sarepta was. Alet het begin saam dans en sy en Keziah het dikwels by skole en kerke gedans.

By ’n oefening eendag is Keziah aangesê om ’n maatjie saam te bring. “Sy’t net vir een meisie gesê, toe kom die hele pad se kinders.”

Tans is daar sowat 20 meisies wat gereeld

by Alet kom danslesse neem. Daar’s ook

seuns, voeg sy by. Sy het nou ’n man uit die gemeenskap gekry om te kom help om die seuns af te rig. Die meisies is meestal laerskoolkinders, maar Alet sê daar is ook groter seuns van so 15 jaar.

“Hier’s ook een kleintjie van so twee. Hy wil net by wees – as hy hoor van die dans, dan is hy hier.” Alet sê boonop vaar die jongeling glad nie sleg nie. “Hier’s ’n paar wat bietjie sukkel, maar hy haal nogal gou in met die steps.” Party het bietjie meer natuurlike aanvoeling vir dans en dit help definitief, sê Alet.

Hulle durf ’n verskeidenheid dansstyle aan – van geestelike danse tot kwaito en hip-hop.

Die dansers skop hul skoene uit en dans kaalvoet op twee matte in Alet se werf. Die musiek word met behulp van ’n selfoon en luidspreker gespeel.

Vir Alet gaan dit nie net oor dans nie, maar ook om die kinders sinvol besig te hou, weg van die euwels in die gemeenskap – ook met ander aktiwiteite soos sokker. Sy is lankal reeds betrokke by die gemeenskap en sê Perez Community Project Kalkfontein is onlangs geregistreer. Hulle het ’n behoefte aan sporttoerusting, soos sokkerballe, sê Alet.

“Ons het ook ’n voedselskema, meestal in die skoolvakansies. Ons gaan in die gemeenskap in – ons gaan dans, gee die Woord, sing en bedien met kos en klere.”

De Kuilen se sportsterre vir die jaar aangewys

ie Hoërskool De Kuilen het onlangs sy beste sportseuns en -meisies by die skool se jaarlikse sporttoekennings aangewys.

Liam Ladewig (graad 12), die senior sportseun van die jaar, het in gholf, hokkie, krieket en tennis uitgeblink. ’n Toekenning vir volhoubare prestasie in sport (graad 8 tot 12) was onder die string toekennings wat Liam ontvang het.

‘Teregstelling’ op Bottelarypad DESIRÉE RORKE @dezzierorke

rackenfell se gemeenskapspolisiëringsforum (GPF) het sy kommer uitgespreek nadat ’n man op Woensdag 23 Oktober in teregstellingstyl op die Bottelarypad doodgeskiet is.

“Brackenfell se GPF is baie bekommerd oor die tendens dat Bottelarypad gebruik word as ’n plek van teregstelling. Dit is net weereens ’n bewys dat die tekort aan beligting ’n groot probleem is op dié pad,” sê Werner Victor, voorsitter van die GPF. Hy maan motoriste wat die pad gebruik om versigtig te wees en nie onnodig langs die

pad te stop nie.

Die oorledene, Leon van Staden (28) van Belhar, is verlede Woensdag omstreeks 22:00 vermoor.

Die voorval het aan die linkerkant van die pad in die rigting van Stellenbosch, net verby die uitdraai na Haasendal, plaasgevind.

Die gewapende eenheid van Titanium Securitas het om 23:15 inligting ontvang dat verskeie skote in Brackenfell naby die Bottalerypad afgevuur is.

“Ons eenheid het etlike minute later op die man afgekom, waar hy langs die pad gelê het. Hy het verskeie skietwonde aan sy kop gehad. Nooddienste is ontbied, maar daar kon niks vir hom gedoen word nie. Hy is op

die toneel dood verklaar,” sê ’n woordvoerder van Titanium Securitas.

Volunteers rise against hunger T

he Ipic Shopping Centre Soneike hosted a Rise Against Hunger (RAH) meal pack on Saturday 26 October.

Teams of volunteers gave an hour of their time to join a fun assembly line, packing food for those in need.

This was part of the One Million Plus One campaign – spearheaded by Expresso TV presenter, Graeme Richards in partnership with marketing agency, The Blue Room.

The aim of the day was to pack 20 000 me-

als.

The volunteers started at 09:00 and when they finished at 12:00 they packed 32 832 meals (152 boxes).

RAH is an international hunger relief organisation that distributes food and lifechanging aid to the world’s most vulnerable.

With a vision of eradicating world hunger by 2030, RAH relies on the generosity of corporates for meal sponsorships and the public for meal packing.

Can alcohol affect mental health?

A

lcohol and substance abuse can be a contributing factor to the onset of a mental health disorder due to the disruption in the neural pathways.

This is according to Claro Addiction Treatment Clinic psychiatrist, Dr Chanakya Jonnolagadda.

With mental health awareness month (October) coming to an end tomorrow, Jonnolagadda and the clinic’s programme manager Annalie Nienaber offers advice on how alcohol and substance abuse can lead to a mental health disorder.

“Mental health risk is usually accompanied by a change in a person’s level of functioning which includes a change in personality and behaviour, uncharacteristic anxiety, anger, depressed mood or mood swings, social withdrawal and isolation. Other changes include lack of self-care or risky behaviour, a sense of hopelessness or feeling overwhelmed, increased use of alcohol and substances which are often accompanied by planning around substance use activities, neglecting previous interests, education or work or family involvement and change in sleeping patterns,” she explains.

Jonnolagadda states that alcohol can have a severe depressant effect: “This is due to interferences with the dopamine reward pathway in the brain which can lead to the possible onset of a mood or anxiety disorder.

Should the person already be on an anti-depressant for an underlined depressant or anxiety disorder, it will interact against these medications and be unable to bring about an improvement and continually make mental health worse.

“Alcohol and substance abuse can also lead to the onset of a mental health disorder due to the disruption in the neural pathways. In our clinics, we often see the presence of a substance use disorder and co-occurring mental health disorder in up to 70% to 80% of patients. The latter, therefore, indicates the importance of dual-diagnosis treatment,” he says.

The amount of damage that alcohol can cause to the brain, Jonnolagadda says, is dependent on several factors including the amount of alcohol drunk, the age and gender of the person, how long the person has been drinking and the effect of alcohol on the unborn child. Nienaber says people who are drinking heavily are at a much higher risk of traumatic brain injury due to more risky behaviour including increased risk of motor vehicle accidents, assault, and falls. “Binge drinking can cause problems like very high consumption of alcohol, blackouts and memory lapses. Excessive alcohol consumption can have long-lasting consequences on neurotransmitters within the brain, adversely affecting their functioning in brain circuits.

Alcohol also destroys brain cells and contracts brain tissue.”

The relationship between alcohol and one’s mood has been described as “complicated”.

“Some people who are depressed use alcohol to try to feel better as alcohol can have a numbing effect on the low mood. However, in the long term, the use of alcohol can result in worsening depression due to a substanceinduced mood disorder.

“The prolonged use of alcohol can result in negative life events that can result in and worsen episodes of depression,” says Nienaber.

Century City will soon be host to The Long March To Freedom art exhibition.

Statues of stalwarts move to Century City The statues of struggle stalwarts and freedom fighters, including the late Nelson Mandela, former South African president, will soon be on display at Century City.

The statue of the liberation leader, along with that of Oliver Tambo and Walter Sisulu and many others, will be moved from the Maropeng Visitor Centre in the Cradle of Humankind in Gauteng to Century City.

The Long March to Freedom exhibition, which currently consists of 100 figures that will grow into a procession of more than 400 bronze statues over time, is also known as the world’s largest representational collection of bronzes.

Individuals who struggled against oppression in South Africa from the early 1700s to Freedom Day in April 1994, will be honoured in the exhibition.

The Long March to Freedom statues will be open to the public as of Friday 15 November.

“It is a great honour to call Century City the new home of the Long March to Freedom statues.

“We are able to give this exhibition exceptional prominence along the N1, opposite entrance 4 of Canal Walk.

“Together with our existing natural heritage site, Intaka Island, we are very excited to contribute so richly to the education of our children in the Western Cape,” says Chris Blackshaw, chief executive officer of the Century City Property Owners’ Association.

The Long March to Freedom is developed, owned and operated by the National Heritage Project, a non-profit company.

Bokke verskaf blydskap en depressie Daar is min dinge in die lewe wat met my emosies kan smokkel soos rugby.

Sedert ek as ’n laaitie die eerste keer gesien het hoe twee stelle van vyftien ouens met die ovaalbal jol, was ek, soos die Engelsman sê, hooked. Niks het my meer plesier verskaf as om middae ná skool met ’n selfvervaardigde rugbybal die oop vlaktes van my tuisdorp aan te durf nie. Vele dae moes ek ook die skel van my ouers verduur oor ’n geskeerde kledingstuk of die soveelste nerfaf knie.

Ons het ons eie spanne saamgeflans en ook op “toer” gegaan. Omdat ons naby die winkels gebly het, was ons span die Dorp. Die rugbytoere het ons dan geneem na plekke soos Nuwedorp, Bostraat, Gaatjie en Plaatjie. Hierdie wedstryde het baie keer in vuisgevegte geëindig, maar elke jaar is daar “getoer”.

My oudste broer het ’n plakboek gehad van al sy Westelike Provinsie- en Springbokhelde. Elke koerant en Huisgenoot is gefynkam vir foto’s van sy helde. Hy was heilig op daardie boek en wanneer ek skelm daardeur kon blaai het ek my verkyk aan ouens soos Faffa Knoetze en Carel du Plessis, Calla Scholtz en Danie Gerber.

En ek het gedroom om eendag die groen-en-goud aan trek.

Alles het by my om rugby gedraai. In my drome het ek oor Nuweland se groen gras gedartel en gesystap, geswenk en skêrbewegings gedoen, voor ek dan sierlik oor die doellyn geduik het. Die Nuwelandse skare het my naam gedreunsing, tot ek besef het dis my ma wat my naam roep om my vir skool wakker te maak.

Toe ek dertien was, is ek vir die Cravenweekspan gekies – die eerste ou uit my skool wat hierdie eer te beurt geval het. Voor my was daar baie goeie spelers wat vir die skoolspan gespeel het – ouens na wie ek opgesien het. Dus was dit vir my snaaks dat ek dan die eerste speler in die skool se geskiedenis was wat Cravenweek toe is.

Hoekom? wou ek by my afrigter weet.

Hy het my laat sit en verduidelik.

“Spelers van kleur mag nooit Cravenweek gespeel het nie. Kyk na die spelers op die televisie. Sien jy ’n bruin- of swartman?”

Ek is terug huis toe met ’n swaar hart en vra toe vir my broer om, onder sy toesig, weer deur sy plakboek te blaai.

Waar Faffa en Calla en Danie en Carel in die verlede net vir my bleddie goeie rugbyspelers was, was hulle nou wit rugbyspelers. My kinderlike onskuld is verwoes en ek moes begin aanvaar dat ’n bruin laaitie van Nababeep dalk nooit eendag vir die Bokke sou kon speel nie.

Maar dinge het begin verander. Hier en daar het spelers van kleur deurgekom en bewys dat as hulle die geleenthede kry, hulle net so goed kan wees. Ek natuurlik was net nooit só goed as wat ek in my drome was nie en het gou genoeg besef Springbokkleure is my nie beskore nie.

Maar die liefde vir my land en die Springbokke is onveranderd.

As ek Springbokwedstryde kyk, kan ek binne sekondes van ekstase na algehele depressie oorslaan. ’n Willie le Roux-aanslaan en nog ’n Faf de Klerk-skoppie jaag die bloeddruk op, maar ’n RG Snymanaangee en ’n Beast-skrum laat my uitbundig skree.

Alles is nie wel in hierdie droewige land van ons nie, maar dit gaan goed met ons rugby. Die Bokke het vanjaar nog net een keer verloor. Hulle speel Saterdag in ’n wêreldbeker-eindstryd en na my mening is daar nie een speler in die span wat vir iets anders as sy vaardighede gekies is nie. Ons land het ver gekom. En ons gaan wen die naweek.

Import tax too high I recently ordered a piece of clothing from Spain. I was shocked when it arrived, and I had to pay an amount of about 80% of the value of the article before it would be released to me.

This practically makes it impossible to buy anything from overseas as it is simply too expensive.

Yesterday I went to a big complex with many shops in Milnerton, selling anything from suitcases to clothes and plastic goodies. I guess most, if not all, of these items are brought in from China.

The million-dollar question is whether any import duties are paid and if not, why the discrimination against South African citizens while people can come from another country, set up shop and get a different set of rules?

I mean, many South African businesses would love to import stuff from overseas to sell here but they are penalised with outrageous taxes. Another thing I noticed the previous time I bought something there, was the lack of any receipt, which means they probably do not have to pay any taxes either. So again, why are South African businesses penalised while foreigners get a different set of rules?

Ongelukkig is daar onder die stappers en drawwers party mammas en pappas wat dink dit is te “cute” as hul spruite handevol klippies optel en in die straat gooi, sonder om te dink wie moet agterna skoonmaak. Selfs van die ouer skoolkinders doen dieselfde.

So vir die “klipsypaadjieklakouse”, hou op kerm oor klipsypaadjies.

Waar is die ‘toesighouers’?

Ek het vandag die briewe in die TygerBurger van 16 Oktober sorgvuldig gelees – “Moeg om vir ander te betaal”, “Te veel werkers wat slaap, niks doen”, “Gras gesny, maar morsig gedoen” en “Kom ons inwoners betaal minder ...”, en ek stem volmondig saam.

Daar is baie van ons vredeliewende belastingbetalers wat ons nooit bemoei met die politiek nie, maar genoeg is genoeg.

Eerstens was daar, as ek reg onthou, verlede week ’n relaas oor die parkedienste.

Dit gaan my verstand te bowe dat ’n amptenaar sê dit neem baie tyd om tenders goed te keur. My liewe land, julle weet mos wanneer die tenders ten einde loop, begin dus vroeg genoeg.

Kry kontrakteurs wat weet wat gedoen moet word om die werk ordentlik te doen. Geen wonder hierdie land se produktiwiteit is so laag nie.

Hier in Hoopenbergstraat, Perrynstraat en omgewing is die werk uiters morsig gedoen. Moet ons nou werklik tevrede wees met so ’n munisipaliteit se werk? Mense word betaal om te werk, nie te lê en slaap of gereedskap se stele af te lê nie. Waar is die munisipale amptenare wat toesig moet hou dat die werk na behore gedoen word?

A

dog owner from Monte Vista claims he had to fork out close to R7 000 in veterinary bills after his Jack Russelcross was attacked by an American pitbull.

The incident occurred on Friday 11 October at a public park opposite Monte Vista Primary School.

Fabiola Marques (46) and her partner, Johan Liebenberg (53), took their little dog, Winston, for his routine exercise walk when they noticed another dog owner and his pet across the field.

“Our recollection of the event is not 100% because we were too traumatised. We were walking from our place to the field opposite the school where we train our dog when we saw the other dog owner enter the park with

“They took the leash off and it began to run towards Johan,” Fabiola remembers.

Johan picked up the couple’s dog.

“It jumped on top of him and he fell down,” Fabiola told TygerBurger.

The incident was also caught on CCTV footage.

Vic Barra, chair of the Monte Vista and Plattekloof Glen neighbourhood watch, confirmed this.

“We are aware of this dog attack incident, but I am afraid I cannot assist you as I have explained to Johan on numerous occasions that the only people we will allow to view this footage are the law enforcement officials that should become involved in this case,” Barra told the newspaper.

According to Johan, who saw the video, the owners of the pitbull saw them and let their dog off its leash.

“I remember seeing him coming. Fabiola tried to block the dog. I also kicked him off me,” Johan remembers.

They said they fear for the safety of their pet and they will not visit the park again soon.

Dylan Williams, the owner of the pitbull, Zeus, says he too will avoid the park.

According to him he regularly takes his dog for walks at the park. He, however, denies that he encouraged his animal to attack Winston and that he also tried to stop the scuffle. “Why would I encourage the dog to it?” Dylan asks.

“We took a walk and this is a park where we always go. He (Zeus) grew up at this park.

“I took my dog off-leash because he is a friendly dog,” he says.

He says on most days there are five or six other dogs at the park.

“When he sees other dogs he wants to go and greet them. He saw their dog and ran across the field.

Dylan says the only blood he noticed came from their hands.

According to Johan, he had to receive five stitches. He says according to an eyewitness this is not the first time the pitbull had attacked another dog. Dylan, however, denies this claim.

Johan and Fabiola also made contact with the local ward councillor and SPCA to see whether they can intervene.

Johan and Fabiola opened a case at the Goodwood police station. TygerBurger contacted the station, but is still awaiting a response.

t was difficult to say who was more entranced with the colourful kites that took to the sky on Saturday 26 October and Sunday 27 October at Zandvlei Nature Reserve: the children or the parents.

Kiters from seven countries – Bulgaria, Germany, Italy, the Netherlands, Turkey, the UK and South Africa – flew their incredible kite creations at the 25th Cape Town International Kite Festival held on the weekend. The bigger-than-life creatures ranged from giant bees, a dragon, an octopus, Lurchi the salamander and all kinds of birds, to name a few.

And, of course, there were also the hundreds of kites flown by less professional but equally passionate kite enthusiasts who either brought their own, bought their own or made their own at the free kite-making workshop.

Other fun things to watch, eat and do included a festival parade featuring the Ashwin Willemse Orient Marching show band, performances by local musicians and dancers, craft stalls, funfair rides and fare from food trucks.

With the theme Let Hope Fly, this

year’s festival again proved how much joy these flimsy flying objects, tethered to a string, can give even to the most jaded of souls.

The event host and beneficiary, nonprofit organisation Cape Mental Health, has been using kites to generate funds and raise awareness of mental wellness since 1994. The annual kite festival is the highlight of the annual October Mental Health Month campaign, which this year focused on suicide awareness and prevention.

“With self-harm and suicide rates on the rise, we want to share a message of hope and encouragement,” said Dr Ingrid Daniels, director of Cape Mental Health and president-elect of the World Federation for Mental Health. “Just as kiters use a line to keep hold of their kites, hope can be the line to life. Sometimes you may find hope inside yourself; at other times it may need to come from a friend, a loved one or a professional.

The important thing is to hold on and not let go.”

he much anticipated first direct flight from New York City to Cape Town is scheduled to arrive at Cape Town International Airport on 16 December.

James Vos, Mayco member for economic opportunities, is eagerly awaiting this milestone.

The same United Airlines Boeing 787-9 Dreamline that seats 252 passengers (48 business class) will be used for the three times a week service.

Tickets went on sale in May, from around $1 000, according to the airline’s website.

The website states that the 12 500km flight across the Atlantic will take about 14,5 hours, cutting current travel time by at least

four hours.

Vos says this achievement was made possible by the City’s participation in the Air Access programme.

“As a result, we as a City will be able to leverage our partnerships with New York and United Airlines to grow the US market.”

According to Vos, estimates show that 24 000 additional inbound passengers created by this new route will create 900 more jobs in the first year and some R421 million to boost the local economy.

“We need to challenge our thinking and adjust our plans regularly to ensure that they keep pace with the changing trade needs,” he says.

In addition, upgrades at the airport will increase its landings and departures to 45 aircraft per day, Vos adds.

ybercrime has become a major, global problem, and South Africa is far from exempt from this growing scourge.

The South African Banking Risk Information Centre (Sabric) recently revealed that cybercriminals made off with over R2.6 billion from digital banking fraud in 2018 – a staggering sum for a country whose citizens are already under severe economic pressure.

Tony Clarke, managing director of the Rawson Property Group, real estate transactions can be particularly attractive to cybercriminals since they tend to involve large sums of money transferred electronically.

For this reason, he urges buyers and sellers to exercise extreme caution before making any electronic payments.

“Without the right security in place, cybercriminals are able to intercept electronic communications between agents, conveyancers, buyers and sellers,” says Clarke. “They can then use that information to impersonate one of the parties involved in the transaction and redirect payments into their own accounts.”

Once this happens, it can be extremely difficult to freeze or reverse the transaction, particularly since the funds will likely have been moved onwards immediately on receipt.

The world finale is brought to Cape Town’s Killarney track by IMG, The City of Cape Town and well-known SA event organiser WorldSport. Under the agreement with the City of Cape Town, the championship will also visit Cape Town in 2020 and 2021.

The top three supercar drivers are Andreas Bakkerud (Audi S1) and brothers Timmy and Kevin Hansen (Peugeot 208) with a field of 35 drivers in the chase.

The four-wheeldrive turbocharged 2 litre WRX Supercars produce 450 kW and 900 Nm of torque, catapulting the cars from zero to 100 km/h in just 1,9 seconds, faster than Formula 1s. The RX2 car category is just as hotly contested with Oliver Eriksson, Jesse Kallio and Ben-Philip Gundersen in the top three and 23 more drivers in pursuit.
