As part of a groundbreaking new project – one of the first in the country – almost 10 hectares of land will be developed in Scottsdene to provide housing for thousands of people. What makes this project unique is that it will encompass complete infrastructure development in a mixed housing node by a public/ private partnership, between the City of Cape Town and Calgro Hold-

ings. On Thursday last week, the executive mayor of the City of Cape Town, Alderman Patricia de Lille hosted a sod-turning ceremony at the site, to mark the commencement of the project. Approximately 2 200 housing units will be constructed, of which 40 percent would be state-assisted units or Breaking New Ground (BNG) units, previously known as RDP houses. These units will be available to households earning less than R3 500 a month.

The other 60 percent will be market housing, sold to families with access to home loans. Of this 80 percent will be in the GAP segment of the housing market and the other 20 percent on the open market. GAP housing caters to the market for households with a monthly income of between R3 500 and R15 000. When translated into numbers it comes to 550 BNG units, 340 community residential units, 300 open market rental units, 840 GAP units, and 210 affordable housing units. According to the city, because

Scottsdene is an established suburb with a unique character and many bonded houses, delivering only state-assisted units is not the best option. Hence, the decision to opt for a mixed use node. In her address De Lille said like the rest of the country, Cape Town also faces challenges in the provision of housing due to legislative constraints, urbanisation and resources, but that part of the challenge of government is to not be defeated by these constraints. .
