A

local man has embarked on a walk-a-ride journey to Upington and Springbok in the Northern Cape to raise awareness of prostate cancer.

Michael Wynne from Kraaifontein has been living with stage four prostate and colon cancer for over seven months.

During his trek which started on

Monday 2 December, he walked for 10km and hitchhiked to the next town where he would speak to locals.

“When I get a lift, I educate people about the importance of getting tested for cancer because yes, it can kill you, but one can also get rid of it. I feel good doing this because many people are not educated about cancer, so giving them the knowledge is satisfying.”

During his first trek in October,

Wynne said that he was engaging with some of the locals at a hair salon in Calvinia when one of the workers there offered to colour his hair pink to go with the theme of his journey. He felt it was important to do these treks because he has already lost loved ones to cancer. “Getting treatment can save your life, so it is better to get tested.”

During the trek, he hoped to meet cancer patients who resides

in the province. He urged communities to offer support to cancer patients. Wynne plans to raise R100 000 through a Back-a-Buddy campaign to assist other cancer patients with their treatment. “I have always wanted to contribute to people in a meaningful way and I am willing to walk anywhere to support anyone who needs it.”

Hawks must step in, says Plato after train inferno DESIRÉE RORKE @dezzierorke

F

ollowing the destruction of 18 carriages, amounting to R61 million in Cape Town station on Thursday 28 November, mayor Dan Plato requested the Hawks to establish a special unit to investigate the burning of trains.

Thousands of commuters using the northern line to Cape Town were left stranded after the incident last week.

Over the past three years, more than 140 train carriages, which make up over 40 train sets, have been burnt in several incidents. Yet not a single person has been prosecuted, according to Plato.

City fire and rescue services arrived at Cape Town railway station at about 02:20 where they found carriages ablaze on five platforms. The fire was extinguished at 04:53 and no injuries were reported.

The scene was handed over to the Passenger Rail Association of South Africa (Prasa).

In a statement on Thursday afternoon, Plato said he would write to president Cyril Ramaphosa to request intervention from the Hawks.

“Thousands of commuters suffer the consequences of not being able to get to work and school on time, and jobs are lost, the people in charge show no plan of action as nobody is held accountable for this economic sabotage,” he stated.

Plato says only one person, deemed to be mentally unfit, was arrested some months ago and that the police had failed the people of Cape Town.

“Our rail service is a shadow of its former self and as hundreds of thousands of former rail commuters abandon the trains, we see our roads clog up with more cars, buses and taxis. Prasa, Metrorail and the police need to get their house in order.

“We cannot continue to allow their failures to impact the residents of this city. If those managing the rail service do not want to run the railway, then hand it over to those who have shown they can govern effectively. Our residents deserve better,” he said.

According to Madikizela, Prasa refused to accompany him on a visit or grant access to the station.

“This is just one of several similar incidents and the perpetrators would have been long arrested if we had proper intelligence.

There is clearly a syndicate that is sabotaging the system.

“The national department of transport and Prasa must stop being territorial and come to the party so that we can find solutions to this problem,” he said in a statement on Thursday.

“Since my appointment in May, I committed myself to work with the national minister of transport and Prasa to deal with the challenges facing our rail system, but I keep getting pushback.

By Friday morning most platforms were still covered in debris and water and the concourse and offices filled with smoke, according to Metrorial spokesperson, Riana Scott. Only parts of the station were reopened by 07:00 on Friday.

“Early indications are that an accelerant was used,” says Scott.

On Monday morning Prasa had confirmed that four suspects captured on CCTV images were involved in the arson. A reward of R100 000 has been put up for information that can lead to the conviction of the four suspects.

raaifontein police together with the community policing forum (CPF) have pledged their commitment to the safety of women and children in the precinct.

The police kicked off this year’s 16 Days of Activism for No Violence against Women and Children on Monday 25 November.

At the launch, station commander Brig Gerda van Niekerk said the station will increase the fight against human trafficking and step up the search for perpetrators of gender-based violence.

Van Niekerk said police officers will not tell women reporting abuse to go back and negotiate with an alleged abusive partner.

“Kraaifontein police will also give special attention to abused minors because they are often not sure whether what has happened to them is right or not.”

CPF treasurer, John Smidt said it is sad that people only have 16 days to raise awareness on gender-based violence.

“People, especially men, do not want to be involved and it is sad.”

He said the issue should be tackled from the pulpit.

“This should be tackled at the altar because chances are high that men who commit these crimes attend church regularly.”

Police donated over 2 500 nappies to House Thembiso, a place of safety for babies, and another 1 000 to Helpende Hand, a non-governmental organisation that assists poor families.

‘Lekka’ wors vlieg van Spar se rakke Hy’t begin met ’n braaisous met ’n tongin-die-kies naam, toe brou hy bier en nou het hy sy hand aan boerewors gewaag . . . Moer Lekka Boerewors wat, as ’n mens na die kommentaar op facebook kyk, báie lekker is. Soos in moerse baie!

Neels Kleynhans is ’n entrepreneur in murg en been – dis harde bene kou, deure word in jou gesig toegemaak en dit voel soms asof jy Dawid is wat teen Goliat ba­klei.

Hoewel hy alles self doen, van konseptualisering tot bemarking en alles tussenin, het Neels egter gou besef hy kan soveel verder kom met ander se ondersteuning.

Die kettingwinkelgroep Spar was hom van dag een af goedgesind toe hulle ingestem het om sy Moer op Als-sous te verkoop. “Ek is hulle ewig dankbaar. Hulle het ’n ‘klein outjie’ soos ek ’n voet in die deur gegee,” vertel Neels.

Toe hy weer eendag self sy sous by Spar gaan aflewer, het die bestuurder hom gevra wat sy volgende produk gaan wees.

Neels, wat mal is oor braai, het sonder aarseling geantwoord: “Boerewors. Moer Lekka Boerewors.”

Die saadjie is geplant en Neels het gaan aanklop by Elsabé van Zyl, Spar se advertensiebestuurder in die Wes-Kaap en Namibië. Sy’t van die idee gehou en hom verwys na Bennie Nothnagel, vleisaankoper vir Spar in die Wes-Kaap, wat vir Neels gesê het hy hou van die handelsmerk, dat dit trots Afrikaans is en dat hulle dit ’n kans sal gee.

Die volgende stap was om Moer Lekka Boerewors sy eie unieke smaak te gee.

Daar is geproe, gewysig, weer geproe. Die vervaardigers het vir Neels en Bennie die wors gebraai sodat dié twee met sekerheid kon weet hoe die boerewors vir die verbruiker gaan proe én lyk.

En toe gaan toets hulle dit by 13 Spartakke en dit verkoop uit binne twee dae.

“Dit word by een sentrale punt gemaak, wat beteken die wors sal dieselfde proe, maak nie saak waar jy dit koop nie,” sê Neels.

Hy’t in die proses baie geleer, soos dat daar ’n reuse-verskil is tussen boerewors en ander braaiwors. “Boerewors se inhoud word gereguleer. Dit moet minstens 90% vleis bevat (hetsy bees, vark of skaap) en nie meer as 30% vet nie. Die vleis moet op die etiket aangebring word.”

Hy benadruk dat die boerewors nie Moer op Als-sous bevat nie. “Boerewors mag net vleis en speserye bevat. Die wors het ’n volronde smaak, dis nie te sout nie en jy kan die vleis proe.”

Neels kan nie uitgepraat raak oor die sukses van sy nuwe produk nie. Sedert Moer Lekka Boerewors van 15 November af te koop is by uitgesoekte Spar-winkels, vlieg dit van die rakke af. Hulle verkoop gemiddeld 350 pakkies per week.

“Ek sou dit nie kon doen sonder die ondersteuning van Spar nie. Ek is hulle ewig dankbaar,” sê hy.

Volgens Bennie is dit vir hom ’n voorreg om ’n entrepreneur soos Neels ’n geleentheid te gee in moeilike ekonomiese omstandighede.

Elsabé van Zyl beaam dit en sê: “Daar is geen groter voorreg as om iemand te ondersteun wat met niks begin het en met pure deursettingsvermoë en dryfkrag ’n sukses wil/gaan maak met sy trots-SuidAfrikaanse produk nie.” . Night pet market hosted in Durbanville After the success of the previous pet and craft market, the Durbanville Craft Market is doing it again.

A night market will be held on Friday 6 December from 16:00 to 20:30 in the gardens of the Durbanville Presbyterian Church on the corner of Louw and Hafele streets in Durbanville (behind police station, next to fire station).

You can have your pet groomed at the market by a mobile dog groomer, Doggie Lane.

There will also be a special dog restaurant, offering dog beer and raw food samples.

Steve Rock, a wordsmith and workshop facilitator, will be selling and signing his children’s books at the market.

Steve has presented his various styles of poetry and creativity workshops to over 2 000 young people in the UK. From 2020, Steve will be delivering a range of programmes to inspire the youth not only to read, but to write. The first workshop will

be in January in collaboration with the House of Hope in Hout Bay. Dog educational toys, quality dog beds and several other animal related products will be on sale.

The organisation Roxy Living With Diabetes will sell anti-poison kits and healthy treats.

Sabrina Taljaard, an animal behaviour practitioner, will also be at the market.

Several animal charity organisations will have stalls at the market, including Uitsig Animal Rescue, Lucky Lucy Foundation, which will offer microchipping at R100 per pet, Capetonians Against Animal Abuse and The Hope Foundation for Cats.

Student gets Dean’s Medal S

tellenbosch University postgraduate student Matthew Greenwood (23) has received the Dean’s medal for his continuous excellent performance in the faculty of science.

The medal, cast in solid silver, is awarded annually to an honours student who scores the highest average percentage throughout both the BSc and BSc Honours programmes.

He completed both his BSc and BSc Honours degrees with distinction and is currently pursuing an MSc in genetics.

Greenwood said he was set on studying science since he was 10 years old.

“My older sister’s partner, who was studying towards a PhD in microbiology at the time, introduced me to some basic scientific

facts and concepts, and I was immediately interested,” he said.

Greenwood’s big break came in Grade 3 when, with the support of his mother, he obtained a scholarship at Cannons Creek Independent School.

Despite moving around a lot, from Kraaifontein to Thornton and later Athlone, he matriculated in 2014 and was offered a bursary from the university.

His first year at university was not all smooth sailing though when he failed his first Physics 114 tutorials and Physics 114 early assessment test.

“I distinctly remember struggling with the idea of switching courses, but in the end, I decided to buckle down.

I asked for help and started to put more hours into the subject. It was really as simple as realising that university requires consistency, determination and hard work.”

As an MSc student in genetics, he is currently discovering new fields, such as data analysis.

“I am finding that exploring existing data is far more satisfying than its collection or generation.”

He plans to complete his MSc next year and would then like to pursue a PhD in genetics in either Sweden or Switzerland.

Matthew Greenwood received the Dean's Medal for his continuous excellent performance in the faculty of science.

Green Hands Trust donates computers to children’s home Joostenbergvlakte safety team awarded: Sector 4 Rural community policing forum (CPF) members gathered at Lat Wai Farm in Joostenbergvlakte on Saturday 15 November to celebrate a successful year and recognise key partners in the fight against crime. The CPF’s subforum secretary, Dave Gale, praised the efforts of the police, provincial traffic, the City of Cape Town’s law enforcement department, armed response companies, BV Landry Security Solutions as well as the local neighbourhood watch to drive down crime. JBV Landry Security patrol commander, Stephen Smit, awarded certificates of appreciation to recognise those who have gone beyond the call of duty.

he Durbanville Children’s Home have been blessed with a donation of 14 computers, says marketing and fundraising manager Johanna Strauss.

The computers were donated by the Green Hands Trust, which is responsible for the social development investments, donations and staff initiatives within the Old Mutual Wealth and Investments Cluster.

“We were able to install a computer in each of our house units, as well as one each in our satellite and bridging houses in Kraaifontein.

“This wonderful gift will definitely assist our children to better their school performance,” Strauss says.

“At Green Hands, we invest for a future that matters,” says Mishka Samsodien.

“We identify needs within the communities we serve and lend a hand by contributing in many different sectors, such as education, community upliftment and skills development.

“The home’s mission of caring for vulnerable children, with the aim of rehabilitating and reintegrating them back in society, speaks directly to the ethos of Green Hands.

“All initiatives that Green Hands supports are identified by our staff members, who coordinate the initiative from start to finish,” she says.

This particular project was brought to Green Hands by Hanno Niehaus, who requested funding for computer and computer equipment for the home.

Learners now have access to computers to do their school projects, thanks to a donation of 14 computers to the Durbanville Children’s Home.

Currently 11 children have access to one computer, according to Strauss.

Give elderly a fun X-mas THABANG KUAHO @thab_journo

nstead of throwing a big party for her birthday, a Kraaifontein woman is doing things differently.

Monique Mortlock celebrated her 28th birthday by launching a gift drive for the Kraaifontein Old Age Home.

She plans to hand over 150 gift boxes to seniors and has

invited residents to help make this Christmas a special one for the elderly.

“I started doing this a few years ago with a friend. We decided that Christmas should not only be about spending time with family, but also about spreading love and compassion to those who are less fortunate than ourselves.

We started going to shelters

on Christmas Day and help out with anything they need,” Mortlock said.

Since starting this initiative, Mortlock said they had many people wanting to contribute.

Last year, the pair decided to donate boxes filled with toiletries for the elderly and said the gesture was much appreciated. “In the boxes there were toiletries, a sweet

treat and a Christmas card.

“Because so many people were willing to help, we had enough to give to the staff at the home and we hope to do the same this year.”

This year, Mortlock is hoping to go over that target so that she can extend this to homeless people.

Lyk jy soos Helen Zille of Julia Roberts?

Die feëverhale en legendes het my al as kind daarteen gewaarsku: wees versigtig waarvoor jy wens, want dalk kom dit later waar.

Arme koning Midas wou mos net geld hê en het gewens alles waaraan hy vat, verander in goud. Toe kon hy later nie meer eet nie, want selfs die kos het in goud in verander. As ek nou maar net na Midas geluister het.

Daar was ’n meisie wat saam met my op skool was wat op ’n haar soos ’n kelnerin uit 7de Laan gelyk het. Dit was toe 7de Laan nog ’n thing was en almal soos ’n kelnerin in die sepie wou lyk.

Onthou julle vir Wilmien? En Dezi? Ag, het ek nou nie gewens iemand sê vir my ek lyk soos iemand famous nie. Maar geen plain Jane plaaslike aktrises vir my nie. Ek’t natuurlik gedroom my beeldeweknie sou Julia Roberts wees. Ek’t immers rooierige hare en ’n groot mond (spoiler alert – niemand het dit nog ooit vir my gesê nie.)

Dit was al seker 14 jaar terug dat mense my wel begin inlig het ek lyk soos iemand bekends. En nie wie nie – Helen Zille.

Kyk, dit sou nie so erg gewees het as ek nie ’n volle 35 jaar jonger as sy is nie.

Ek weet nie watter nagroom sy gebruik nie, but I want me some of that.

Geen student (of eintlik mens) wil soos iemand se ouers lyk nie, behalwe as daardie iemand Julia Roberts is.

En geen joernalis wil soos ’n politkus lyk nie (behalwe as daardie politkus Julia Roberts is).

As iemand gesê het ons persoonlikhede is dieselfde sou ek dit as die grootste kompliment gevat het. Wie wil nou nie so dikvellig wees nie?

Destyds het ek maar gehoop haar politieke loopbaan is van korte duur. Dis nou iets wat ek en Julius Malema in gemeen het – ons het haar al albei verwens.

Maar nee, daar is een ding wat Helen Zille het, en dis kloukrag. Ongelukkig klou die idee dat ons soos mekaar lyk ook halstarrig vas.

As joernalis moes ek al twee keer van betogings af vlug omdat daar mense was wat vas geglo het ons is dieselfde mens.

In die eerste geval wou ek nog mooi verduidelik dat daar geen manier is dat ons dieselfde persoon is nie. “She is in parliament. She is old(er). I am young.

She wears more expensive clothes. She gets paid more.”

Maar dit was asof die betogers net rooi gesien het – en nie net my hare nie.

Dit het beter geword toe sy nie meer burgemeester was nie. Dit was asof mense minder vies was vir haar – en vir mense wat soos sy lyk.

Deur die jare het ek ook die hartseerste speletjie ooit begin speel – die “lyk beter as Helen Zille”-speletjie. Wanneer Helen haar hare vir lang tydperke vas dra, dra ek myne kort. Wanneer sy ophou om haar bril te dra, dra ek myne.

Dikwels lag mense as hierdie storie vertel, want party sien glad nie die ooreenkoms nie, maar vir ander is dit baie opmerklik.

Onlangs het ’n nuwe kennis my baie beter oor die hele storie laat voel. Sy lyk ook soos iemand in die kollig, meen party mense. Dit is darem nie ’n politikus nie, maar wel ’n man: Tom Cruise. (Ek kan glad nie die ooreenkoms sien nie).

Dit los die vraag: as jy soos iemand kon lyk – sou dit ’n filmster van die teenoorgestelde geslag gewees het. Of ’n vroulike politikus wat drie dekades ouer is as jy? – Nielen de Klerk

Judicial system: more must be done As we approach 16 Days of Activism for no Violence Against Women and Children, I am elated that an alleged 31-year-old relative of the slain Jesse Hess and her 85-year-old grandfather, has been taken into custody for questioning.

The alleged suspect is a habitual criminal, having been linked to other crimes as well.

Our judiciary needs to do

introspection of its bail and parole policies and conditions, to avoid criminals being let loose to further perpetrate horrendous crimes.

I sincerely hope that justice will be done to ensure that Jesse Hess and her grandfather, Chris Lategan’s killer is brought to justice and spends life imprisoned.

Thank you to the teachers About two weeks ago I attended my son’s concert at Table View Primary School.

All the children from Rainbow Land pre-primary gathered at this school to wind up the year and celebrate with a concert.

As I sat in the audience and the children went on stage class after class, I sat there with so much respect for the teachers. The learners were so organised and did everything according to the orders they got from the teachers.

For them to be able to learn their dance routine from start to finish and perform in front of everyone was amazing.

As my son took to the stage I clinched on my chair with pride, joy and teary eyes.

With our lives so busy we hardly take to time to thank teachers for the work that they do with our children.

We never thank them enough; at times it feels we take the work they do for granted. I would really like to say thank you to all the teachers for their patience and kindness they show towards our children. This is

not just teachers at this school but teachers everywhere who put in the effort in love and kindness.

The City cares about youth In response to the letter published in TygerBurger dated Wednesday 20 November, “Youth take a stand”, it is important to rectify what is stated in the letter, that: “none of the above-mentioned stakeholders deemed the youth’s concerns important enough to even reply to our emails”.

In fact, an apology was submitted in advance by my office. Also on 28 October, all DA councillors were obligated to attend caucus, which meant that no political representative could be present.

The City is serious about building practices that are aimed at promoting positive developmental outcomes and preventing risk behaviours for our youth.

The City funds a number of institutions that provides a basket of skills and development programmes for them.

The aim is to improve opportunities for employment and entrepreneurship in as many industries as possible.

The high rate of youth unemployment is of concern and we need to do all we can to assist our young people to become more employable.

In addition, skills programmes that are focused on personal development, personal branding and communication, among a host of other areas ensure that our youth are well-rounded individuals upon completion of these programmes.

New Atlantis–Sea Point MyCiTi route The City continuously monitors MyCiTi routes and travel patterns to respond to commuters’ needs. A recent addition is the new route 115, which connects commuters directly to Sea Point via the Grand Parade. It operates every 12 minutes, Mondays to Fridays.

The new feeder route 115 is an extension of the T02 Atlantis route, catering for commuters from Atlantis, Table View and Milnerton who wish to travel to and from Sea Point without having to transfer to another bus.

The new route also provides a direct link from Sea Point to Cape Town station and bus terminus, making the switch-over to other modes of public transport more convenient.

Flying the blue flag: Melkbosstrand is one of ten City beaches to be awarded Blue Flag status this season. Blue Flag is an international accreditation awarded to beaches that display excellence in water quality, environmental management, and safety and services.

A more inclusive housing policy

The City wants to encourage the private sector to help with affordable housing in order to meet more of the massive demand.

T

he City of Cape Town has started work on an inclusionary housing policy as one way to improve access to affordable housing in Cape Town.

An inclusionary housing policy aims to encourage and incentivise private-sector partners to include affordable housing in their developments where feasible.

The demand for well-located affordable housing is acute in Cape Town, and only about one in four households is able to afford an entry-level house, which costs around R600 000. The average sale price for a house in Cape Town is R930 000. One would need a monthly household income of approximately R30 000 to afford it. This is possible for only 16% of households. These housing opportunities are generally beyond the reach of teachers, nurses, police and security staff, and young professionals.

The City does provide various forms of affordable housing, from social housing – rental units owned by the City or its social housing partners – to gap housing for those who do not qualify for State-subsidised Breaking New Ground (BNG) houses.

The City and its partners have 28 social housing projects in the planning or construction phases, and five social housing projects have been completed to date.

However, the City and National Government cannot possibly meet the great demand for housing. This is why the City is looking at innovative ways to bring in the private sector with a workable inclusionary housing policy.

Inclusionary housing is not a silver bullet that will solve the great need for affordable housing. However, properly implemented, it can meet more of the demand.

Die vraag na sentraal geleë en bekostigbare behuising in Kaapstad is enorm. Nietemin kos ’n intreevlakhuis sowat R600 000, wat beteken slegs sowat een uit vier huishoudings kan dit bekostig.

Shaping a workable policy will take some time. It is expected that the feasibility analysis will be completed in the first half of next year, and the City will have extensive engagements with industry and other stakeholders in the development of this policy.

It is expected that a draft policy will be presented for public participation at the end of next year or early in 2021.

Development of the inclusionary housing policy is one of many measures the City is taking to enable people to live affordably closer to their jobs, amenities and facilities.

Other measures include driving transitoriented development (TOD), encouraging decentralisation of commerce and industry to urban nodes outside the city centre, extension of public transport services such as MyCiTi, and improved development of underused state-owned land.

In October, 34 first-time homeowners received the keys to their new houses in Greenville Garden City, Fisantekraal.

Greenville is a partnership between the City, Province and developer Garden Cities. The project will deliver about 6 000 Breaking New Ground (BNG) housing opportunities over six phases, with plans for schools, community facilities, public spaces and transport infrastructure.

To date, 868 beneficiaries have received houses in phase 1, which cost approximately R153 million. Phase 2, another 507 homes, will be completed

by March 2020. The installation of services for phase 3 is under way.

The City and Province are funding the infrastructure and houses, and have also provided planning, design and implementation input and approvals.

Meanwhile, civil works on the R115 million Maroela South housing project have begun, and will be completed by February 2020, whereafter construction will start.

The development will provide 395 state-subsidised BNG houses for qualifying beneficiaries on the City’s housing database and 175 gap houses for people who earn between R3 500 and R22 000 a month.

More money for safety, and some service delivery highlights

The City has extended the period for public benefit organisations and nonprofit organisations to apply for grants-in-aid until 20 January 2020.

Changes to national legislation limited the City’s options for offering residents rebates. Yet the City has found a way to help these organisations despite this.

The grant-in-aid process is different from the rates rebate application process. Information on how to go about the grant-in-aid application can be accessed on the City’s website at www.capetown.gov.za.

Have your say about development The City invites residents to help review the spatial development frameworks (SDFs) for each of the City’s eight planning districts – Table Bay, Blaauwberg, Southern, Northern, Cape Flats, Helderberg, Tygerberg, and Mitchells Plain, Khayelitsha and Greater Blue Downs.

The SDFs need to be updated with the latest information on the population (employment levels and income); the urban and natural environment and heritage; development; housing supply and demand for housing; the local economy and property market, and existing and

planned services and infrastructure.

This information, along with the future development needs in each district, is included in baseline and analysis reports (BaARs), available for comment on the City’s website until 31 January 2020.

The review of the SDFs will be based on these reports and the input received from each district. It is important for residents to take part in this process.

District SDFs, which will guide future decisions about developments and land use, will be finalised after further rounds of public participation in 2020 and 2021.

The City invests in initiatives to grow the tourism industry. One of these is the launch of a tourism monitor programme, funded by the national Department of Tourism.

Fifty unemployed school leavers received training and will be deployed as monitors across the city at attractions in Langa, Khayelitsha, Hout Bay and the city centre.

Here they will offer recommendations to tourists visiting popular sites. They will assist tourists with directions, patrol hotspots, ensure safety, and report any incidents to enforcement agencies.

Safety in numbers: The Walking Bus project, started in May 2016 by Mayor Dan Plato when he was Western Cape Community Safety minister, is now active in 55 areas across the city, with an additional 20 areas to follow soon. The Walking Bus campaign has seen thousands of parents become volunteers, ensuring that school children have safe passage to and from school. This is especially important in areas affected by crime and gang violence.

The City has proposed amendments to its Traffic By-law to deal with the impoundment of private vehicles and regulate the e-hailing sector.

Staying safe this festive season The City will have more than 3 100 safety and security personnel on duty.

T

he City’s Safety and Security Directorate is ready to keep residents and visitors safe this festive season, with more than 3 100 safety and security staffers on duty.

Safety at beaches Cape Town has 307 km of coastline. The City’s Recreation and Parks Department manages 260 km of this, stretching from Silwerstroomstrand on the West Coast to Kogel Bay on the eastern end of False Bay. The remaining 47 km fall under the jurisdiction of Table Mountain National Park.

Ten of the City’s beaches were awarded Blue Flag status this season. These are Bikini Beach in Gordon’s Bay, Camps Bay, Clifton’s Fourth Beach, Fish Hoek, Llandudno, Melkbosstrand, Mnandi, Muizenberg; Silwerstroomstrand and Strandfontein.

The number of beach visitors can reach 1,5 million during the peak season from October to March each year. In December and January, daily beach visitor numbers

Fit for purpose: In preparation for the summer season, seasonal lifeguards underwent a two-day induction at Muizenberg. often exceed 100 000. To help keep beachgoers safe this summer, the City will have 326 beach lifeguards at 26 beaches and tidal pools, under the supervision of 13 senior lifeguards.

Residents and visitors are also responsible for their own well-being, though, so: • don’t drink and swim; • don’t leave children unsupervised; • only swim between the flags; and • beware of rip currents.

Shark Spotters will be on duty daily between 08:00 and 18:00 at Caves (Kogel Bay), Clovelly, Fish Hoek, Glencairn, Monwabisi, Muizenberg Corner, Noordhoek (The Hoek) and St James/Kalk Bay. Beach-goers should pay heed to the shark status flags.

The City’s Baigum Abrahams again won the female category of the sixth national Toughest Firefighter Alive competition. The event was hosted at the Roeland Street fire station, where 106 contenders were tested on their skills, fitness and endurance in a number of challenges in full gear.

Emile Conrad of the Eden District (George) won the men’s competition for the fifth consecutive time.

At City pools, 262 seasonal swimming pool lifeguards will be on duty. The swimming pools open over the season are Athlone, Bonteheuwel, Eastridge, Emthonjeni, Goodwood, Hanover Park, Kensington, Langa, Manenberg, Mnandi, Muizenberg, Observatory, Parow North, Wesfleur and Westridge.

The Bellville South, Khayelitsha, Morningstar, Brown’s Farm, Delft, Lentegeur, Parow Valley, Ruyterwacht, Trafalgar Park, Vulindlela and Wynberg pools are all being renovated or repaired – in many instances because of vandalism and theft.

The Sea Point Pavilion pool and the Blue Downs, Long Street, Retreat and Strand indoor pools are open throughout the year.

Summer is fire season. The City’s 900 professional firefighters can be called upon for major incidents, with a minimum of 200 to 240 of these firefighters on duty per shift at 32 fire stations across the city.

Some 120 seasonal wildland firefighters will be deployed at designated fire stations to assist with veld fire management and prevention. The City will have firefighting helicopters at its disposal over the season.

Rescue diving units have undergone training, and four rescue rubber ducks and jet skis with diving crews are available to assist the National Sea Rescue Institute (NSRI) and SAPS. The City has, over many years, refined a festive season safety operational plan, and works closely with many organisations ranging from the NSRI to SANParks, the Mountain Club of South Africa and many neighbourhood watch and community safety organisations.

Festive season safety Almost 1 500 operational members from the Metro Police, Traffic Service and Law Enforcement departments will be deployed this season.

Officers will prioritise crime prevention, traffic enforcement and by-law enforcement.

A major focus will be the confiscation of alcohol at City beaches and other public open spaces, as possession and consumption of alcohol in public spaces is illegal.

There is a close link between alcohol use and risks to public safety, whether in recreational spaces, in the home or on the roads.

The City is concerned about the increase in the number of overloaded trucks. In one recent incident, a truck was overloaded by at least 25 tons.

Overloaded vehicles tend to overturn or become stuck, often with tragic consequences for the driver and other road users. The city has also been left gridlocked on several occasions as a result of such incidents.

The maximum fine for overloaded trucks is R5 000. For serious transgressions, drivers are arrested.

The Road Haulage Unit will continue strict enforcement, and the Fire and Rescue Service has acquired a special vehicle to remove heavy vehicles where they are blocking major routes.

The City hosted an information session for 288 accredited neighbourhood watch members, who were lauded and recognised as capable partners in the fight against crime.

The session covered information on patrolling strategies and providing support during disasters. Neighbourhood watch members are often the first responders. It is essential that they know how to address concerns such as domestic violence, aban-

• Always swim in designated areas, between the bathing flags.

• Always obey lifeguards’ instructions.

• Ensure that your child is in sight at all times. Children can drown in minutes, even in shallow water.

• Put young children in lifejackets.

• Stay out of the water if you cannot swim.

• Talk to the lifesavers about local hazards before entering the water, and read warning signs.

• Never swim alone.

• Never swim at night.

• Never drink and swim. Some 60% of drownings involve alcohol.

Alcohol is not permitted at any of Cape Town’s beaches or public pools and will be confiscated.

• If you are swimming at a beach monitored by Shark Spotters, understand the status flags.

• Don’t dive into unfamiliar water, as there may be submerged rocks.

• Identify an easy location to meet up if anyone gets lost or separated.

• Stay hydrated. Watch out for signs of dehydration, such as red, dry skin, a rapid or weak pulse and rapid, shallow breathing.

Mountain and forest safety • Take your phone and make sure it is fully charged. Save the City’s emergency number 021 480 7700.

• Wear the right footwear and clothing. Conditions can change quickly, especially in the mountains, and rain or cloud can come suddenly.

• Take enough drinking water and food with you.

• Apply sunblock and wear a hat.

• Never walk alone (groups of at least four are recommended).

• Tell someone where you are going and how long you expect to be.

• Stick to the recommended routes and use a reliable map.

• Do not carry valuables.

• Set the pace for the slowest person.

• Do not approach or feed baboons or other wild animals.

• Never hike in the dark. Make sure you allow enough time to finish your hike before sunset.

• Never light fires, and if you are a smoker, extinguish your cigarette with care (and bring the butt back).

Work completed includes dualling of Sandown Road from Sunningdale Drive to Malibongwe Drive (M12), a bridge over the railway line (pictured), dualling of Malibongwe Drive from Sandown Road to the N7/M12 interchange, and an upgrade to the N7/Malibongwe Drive Potsdam interchange.

Developers Milnerton Estates and Garden Cities are providing the bulk of the funding, while the City is contributing R66 million.

Award-winning Dunoon design An international honour for the Learning and Innovation Precinct.

he City’s Urban Sustainability Unit has won the 2019 Human City Design Award in Korea for their design of the Learning and Innovation Precinct in Waxberry Street in Dunoon.

The competition recognises designers who create buildings that provide a more harmonious and sustainable relationship between residents and their environment.

The Dunoon Learning and Innovation Precinct boasts a sports centre, which includes a skate park, and a state-of-the-art library, which was opened by Executive Mayor Dan Plato in April 2019.

Within its first two weeks, the new, threestorey library received more than 7 500 visitors. This ultramodern, energy-efficient and water-wise building took five years to turn into reality and involved all three tiers of government – local, provincial and national.

The design revolved around using existing materials. For the sports complex, the architects used recycled shipping containers as the primary material.

The City opened its eighth Matrix site for alcohol and drug treatment, in Scottsdene, Kraaifontein.

Treatment is free of charge and is based on methods developed by the Matrix Institute in the United States.

The 16-week programme aims to help adults quit using illicit substances. Patients receive ongoing support from a trained therapist.

Treatment sessions, which involve individual, group and family therapy, are offered three times a week.

The other Matrix sites are at Tafelsig, Albow Gardens, Delft South, Town 2 in Khayelitsha, Parkwood, Ruimte Road, Manenberg, and Eerste River.

The City’s Arts and Culture Branch is calling on all public artists of all ages – amateur or professional – to submit appropriate, creative mural designs for its mural design competition. The submission period is from 9 December 2019 to 10 January 2020.

The winning entry will be placed on the wall at the Manenberg contact centre in Vygieskraal Road. The City will provide the winner with the logistics and equipment to apply the mural.

Airport set to expand Cape Town International Airport (CTIA) will undergo a huge expansion programme to the value of R7 billion over the next five years. This capital investment will provide employment and business opportunities.

Marais, Dyers en Blitsbokke deel bekers uit Z

elt Marais, president van die Westelike Provinsie Rugbyunie, en Dougie Dyers, voormalige vise-president van die WPRugbyunie en ere-voorsitter van Noordelikes-rugbyklub in Avonwood, Elsiesrivier, was onlangs die gassprekers by die bekeruitdeling van die rugbyklub Van der StelEvergreens op Stellenbosch.

Die bekeruitdeling is in die klubhuis gehou en die SA Sewesspelers, Selvyn Davids, Zain Davids en Kurt-lee Arendse, was genooide gaste en het ook die medaljes en bekers aan die ontvangers uitgedeel.

In sy toespraak het Dyers gesê dat die klub, (Evergreens is van Vlottenburg) wat drie jaar gelede saamgesmelt het, ’n gesamentlike geskiedenis het van meer as 200 jaar en dat Van der Stel deur die jare een van die kragspanne in die ligakompetisies van die WP was.

Hy het die gaste vertel van die roemryke rugbygeskiedenis van die klub se voorsitter, Charles Williams, wat een van die eerste bruin Junior Springbokke in die land en ook ’n nasionale keurder van die Springbokke was.

Desmond Houston, afrigter van

die tweede span van VDE, is ’n voormalige WP- en WP-Gouebekerspeler, wat saam met Williams hul rugbykennis nou in die klub terugploeg. Prestasies waarop die klubs trots kan wees.

Marais het in sy toespraak gesê dat hy hoop om klubkompetisies in die WP uit te brei om meer blootstelling aan almal te gee.

Hy het ook die derdespan gelukgewens met hul beker wat hulle in die klub se driejarige bestaan verower het. Marais het ook die klub voorspoed vir die 2020-seisoen toegewens.

Albert Hensen (middel) van Kraaifontein is as die besgeklede en mees lojale speler van VDE aangewys. Hy staan hier tussen Zain Davids en Selvyn Davids.

Dougie Dyers (regs), ere-voorsitter van die Noordelikes-rugbyklub, is hier by bekeruitdeling van die rugbyklub Van der Stel-Evergreens in Stellenbosch. Van links is Zain Davids (Blitsbok), Annemarie Lewis, vrou van Kosie Lewis, president van VDE, en Selvyn Davids (Blitsbok).

Nigel Apollis (naasregs) van Kraaifontein het die meeste punte in die tweedespan aangeteken. By hom staan van links Zain Davids, Magdalene Solomon (sy ma) en Selvyn Davids.

Local coach helps spread gospel of rugby in Rwanda Recently, a Morningstar Rugby Football Club community coach and family mediator was the only South African coach selected as part of a group of international coaches to go to Rwanda from 29 October to 8 November.

Working as part of the Friends of Rwandan Rugby Charity, Riaan Lubbe was part of a group of coaches who helped coach and assist their national team, The Silverbacks, and their coaching staff for their upcoming games in the Africa Cup. Friends of Rwandan Rugby is a UK-based small, innovative charity that teaches the joys of rugby to boys and girls throughout Rwanda. It aims to promote reconciliation, health, and well-being through sport, using rugby to help build trust, friendships and foster shared experiences on the rugby field and have fun. It also aims to support the growth of participation in the game of rugby to encourage a healthy, active lifestyle for children in Rwanda and promote the rugby ethos of fair play, respect, friendship and fun.

“In partnership with the Rwanda Rugby

Federation (RRF), we are working to create a sustainable model for the continued growth of the great sport of rugby in Rwanda,” says Lubbe.

This has led to the charity requesting coaches from around the world to come and help them in their mission of assisting the Silverbacks. The coaches came from England, Wales, Scotland, France and South Africa. Lubbe adds that the coaches had to hit the ground running with two training sessions almost every day.

Training sessions ran from 09:30 to 11:00 and from 14:00 to 17:00 covering as much as possible without overloading the players.

“Creating a balance between improving a skill and learning a necessary new one was paramount,” he adds.

Lubbe was asked to accompany the group as the breakdown and loose forward positional specialist and spent hours in the mud as the national stadium, the Amahoro stadium, was only to be used three times in those couple of days. This led to the practise sessions being held on a very muddy

pitch at a local community centre and the Amahoro stadium being used for two training sessions and one practise match against the coaches with other league players and the Silverbacks.

This match was watched by the RRF vice-president, Western Province Rugby’s (WP Rugby) referee manager Ben Theron and a host of locals and children.

As part of this tour clothing, rugby equipment and training supplies were given to the rugby development officers working in the schools as well as the national team.

This equipment was donated from various people, clubs and institutions from around the world with Morningstar RFC, WP Rugby, Kloppers Sport, and Dr Sherylle Calder donating from South Africa.

“As part of a project to create awareness ITV in Wales created a feature that was broadcast just before the Rugby World Cup bronze final. Although this tour was mainly to assist the national team, time was taken to train and assist some of the rugby development officers as well as support

and distribute clothing etc. to some orphanages. Spending time in a country that was devastated by genocide and working with the people that still have the physical and emotional scars was unforgetful. With rugby being a post genocidal sport it is eagerly played by the communities and works wonders to create unity and friendship,” says Lubbe. With the Springboks’ Rugby World Cup victory happening in the early days of the tour, Lubbe was seen as a bit of a celebrity everywhere he went and everything he said and did was seen as gold. This was seen in the Rwanda vs Ivory Coast game where the breakdown statistics for Rwanda have improved by 80% since their last game. “Improving a team by 10% in such a short time is difficult, but improving a person/player by 1% is easier. This will lead to an improvement of 23% in a 23-person-squad . . . and that was my goal.

I don’t just want to improve the player, but the person so they can be a better player, father, husband, and citizen . . . that is my coaching philosophy and rugby life mission,” says Lubbe.

outh Africa’s SPAR Proteas achieved a morale-boosting victory over England’s Vitality Roses in the third SPAR Challenge Series Test at the Bellville Velodrome in Cape Town on Sunday 1 December.

Although Commonwealth champions England won the series 2-1, the South Africans can hold their heads high, after forcing the first Test on Friday into extra time.

The Proteas, current African champions, were on fire from the start on Sunday.

Five minutes into the match, they were five goals ahead and kept up the pressure.

Phumza Maweni was outstanding as goalkeeper, succeeding with a number of turnovers. The Roses appeared slightly bemused by the pace of the South Africans and by the end of the quarter, the SPAR Proteas were 16-10 ahead.

They continued the pressure in the second quarter, but England fought back and the two teams shared the quarter with 11 goals each.

(27-21) Lenize Potgieter appeared

to be adapting to her new role of goal attack, with Ine-Mari Venter at goalshooter.

The Vitality Roses continued their fight back in the third quarter and after 10 minutes, were level on 35-all. But the Proteas once again stepped up another gear and finished the quarter 41-36 ahead.

In the final quarter, Potgieter returned to her preferred position as goalkeeper, with the young Lefebre Rademan as goal attack.

The large crowd became increasingly enthusiastic as the game con-

tinued, cheering every goal and turnover. The Roses had no answer as the Proteas extended their lead, at one stage leading by 10 goals.

Although the Roses won the last two quarters, by one goal and two goals respectively, the Proteas had done their work in the first quarter and made it almost impossible for England to come back.

Potgieter, who had 100% accuracy in the first three quarters, was named player of the match and wing defence Shadine van der Merwe the player of the series.

South Africa last beat England in the Quad Series in London earlier this year, although they lost twice to the host nation at the World Cup in Liverpool in July.

Proteas head coach Dorette Badenhorst was elated.

“Two-one is much better than three-nil,” said Badenhorst.

“It was a great game between two very good teams. We won the match in the first quarter, because we achieved our goal of getting five goals ahead, which meant that England were playing catch-up.”

Bellville, wat die seisoen skaflik begin het, het die afgelope Saterdag ’n vierde agtereenvolgende nederlaag op die lyf geloop toe WP-klub (177/3) die Bellvilliete (175) ’n dwarsklap toegedien het. Marcus Fourie (41) was al kolwer van Bellville wat hond haaraf kon maak.

Durbanville en Brackenfell het albei met seges hul aanspraak op die titel in die Premierliga behou.

Knap naatboulwerk deur Nathan Swartz (4/20) en ’n skitterende aanvangsvennootskap van 125 lopies tussen Leon le Roux (67) en Hayes van den Berg (62) het Durbanville (173/4) na ’n sespaaltjiesege oor Claremont (172) gevoer, terwyl Brackenfell (104) lelik met die kolf gefaal het teen Strandfontein (86),

In die eerste liga het Kuilsrivier (157/3) ’n skokoorwinning oor Noordelikes-Goodwood (155) behaal ná ’n goeie veelsydige vertoning deur Jethro Hill (64 en 3/22), terwyl Milnerton (203) in ’n buurmanstryd gans te sterk was vir Edgemead (131). Die wenspan het g’n probleem gehad om Maximillan Walter (86 en 7/12) as die speler van die wedstryd te benoem nie.

Kraaifontein het vir die tweede agtereenvolgende naweek verloor toe sy 155 lopies nie genoeg was om ’n nederlaag teen Gugulethu (155/5) te vermy nie. Tygerberg (136) se kolwers het dié in die steek gelaat, wat gelei het tot Groenpunt se sege met sewe paaltjies.
