usiness owners in Vasco Boulevard have expressed concern at the growing number of vagrants who are squatting on an open field directly opposite their properties.

Cindy Lategan, a resident of Goodwood and an office manager at one of the businesses, says the vagrancy issue has been going on for months.

“It’s getting worse. First it started with two families, then all of a sudden there are

more families. Our theft rate has escalated, but we can’t point the finger at them because we have no proof that it’s the vagrants.

We’ve got major issues with the fighting and the language they use. We have seen cars pull up and fetch things from them, but once again we can’t say it’s anything suspicious because we have no proof. Then of course there’s no ablution facility here so they’re washing themselves in the open and using the grass as their toilet.”

“We’re a medical practice and we see a lot of patients here. Some are in wheelchairs or walk with crutches so getting out of the car

takes a bit longer. They choose not to park on the opposite side of the road where the vagrants camp as they often get harassed.

We’ve had cases where the vagrants intimidate our patients. On numerous occasions we’ve seen how council comes and removes them, but three days later they are back, dumping and defecating in the area,” says a business owner who requested anonymity.

The City of Cape Town’s acting executive director of safety and security, Wayne Le Roux says it is not illegal to be homeless, and street people are entitled to freedom of movement, just like anyone else. However, they

are expected to abide by the laws of the country and the City’s by-laws.

“Business owners can contact the City’s law enforcement department in the event that they witness by-law transgressions.

Any criminal acts need to be reported to the police for investigation.

“The law enforcement department conducts regular patrols in identified hot spot areas. Staff act on by-law contraventions and will attend to any illegally erected structures, fires in public places and anti-social behaviour.

he current firearm amnesty period is two months underway and residents still have until 31 May to hand in any unwanted or illegal firearms and ammunition they wish to surrender at their nearest police station for destruction.

After this period, minister of police, Bheki Cele, in January warned that persons found in possession of unlicensed firearms will face the full might of the law.

The City’s social development and early childhood development department has a street people policy in place that guides our efforts in this regard. We have teams of fieldworkers who are part of our Street People unit who en-

“If, however, your license has expired, you can hand it in during the amnesty period and then apply for a new license, without being prosecuted.”

The weapon will be kept safe by police until such time as the new license is granted.

Crous suggests that gunowners contact the firearm officer at their local police station, who will provide them with more information and assistance and the relevant forms.

Residents who wish to obtain more information in this regard are invited to contact the designated firearm/amnesty officer at their local police station.

We are in the process of ascertaining the feasibility of a second Safe Space, and of course the City lends support to NGOs and shelters working with street people,” says Badroodien. “Despite our best intentions, it is a reality that many people simply refuse any form of assistance. They cannot be forced to accept help either, since it is not illegal to be homeless. The reasons are varied, but indiscriminate hand-outs and the cycle of dependence that this creates does play a role.

Street people tend to congregate in areas where economic opportunities exist or where they have easy access to hand-outs,” Badroodien adds. Top performers for the annual Casual Day campaign were honoured on Friday 7 February for their support in raising funds for a good cause.

The function, held at the Lagoon Beach Hotel in Milnerton, awarded avid supporters and donors who raised a whopping R29 million for the disability sector.

Beneficiaries included the National Council for Persons with Disabilities (NCPD) provincial structures, more than 100 schools, several NGOs and the police and department of defence.

Guests were entertained by the Athlone School for the Blind marimba band. Casual Day is celebrating its 26th year and the theme for 2020 is “Side by side for equality”. This year, they will be partnering with world-renowned Disney.

At the ceremony, the Ysterplaat Air Force Base walked away with an award for the top five best performing department of defence in the province.

The Cheré Botha Special School scooped first place for best performing NGO in the province, while the Filia School bagged second place for best performing NGO. Addressing attendees at the breakfast awards, NCPD national director, Therina Wentzel-du Toit, said Casual Day encourages everyone to buy a sticker for R10 to

“We are extremely grateful towards all the beneficiaries who participated in the 2019 Casual Day. Without them, we would never be able to raise enough funds for persons with disabilities. We salute them all,” Wentzel-du Toit said.

The organisations that raised the most donations for Casual Day in the country are Edcon, Game and Dion Wired, while CNA Cavendish took top spot for raising the most funds in the province.

Wentzel-du Toit added, “We hope this year will be bigger and better as we are striving to raise much more funds than last year. We are inviting all members of the public to participate and join in the fun.”

he City of Cape Town is facing an uphill battle against street people and squatting, says JP Smith, Mayco member for safety, security and social services.

Smith was the guest speaker at a community meeting held in Boston, Bellville last Thursday.

“You’re frustrated at the shacks in the streets and so am I,” he said to the crowd.

“I rage at it every day.”

But the City’s hands are increasingly tied due to court cases, a lack of funds and a broken justice system.

Court cases In the one case, the Western Cape High Court in December reinstated an order which prohibited the City from fining people living on the streets or confiscating their property.

Smith says they intend on appealing this

hearing.

Another case relates to the refugees who are living inside and outside the Central Methodist Church on Greenmarket Square.

They have been granted sanctuary by the church after being evicted from the area outside the Waldorf building in St George’s Mall. The refugees are demanding, among other things, emergency housing and relocation to the country of their choosing, which the City and the department of home affairs is refusing.

In staying around the church, the refugees have transgressed various City bylaws, Smith says. What has followed has been a complex legal matter which has led the City to apply to the Western Cape High Court to allow them to enforce their by-laws.

Judgment in this matter has been reserved until February 17.

CPFs get the green light On Thursday, the provincial minister of community safety, Albert Fritz, met with the provincial commissioner of police, Lt Gen Yolisa Matakata, and the chair of the provincial CPF board, Francina Lucas, to discuss the continuation of the community policing forum (CPF) electoral annual meetings.

It was agreed that the provincial commissioner would withdraw the moratorium currently placed on the CPF electoral meetings.

“The lifting of the moratorium and the continuation of the CPF electoral meetings are subject to the elections being officiated by both a representative from the community safety department and the police station commander.

“Those meetings which take place without the station commander and a department representative will be invalid, impacting on the CPFs’ eligibility to receive funding from department,” Fritz said in a statement.

“I am pleased with the outcome of the meeting and note that my department has adhered to protocol by writing to the provincial commissioner to request that the moratorium be lifted.

“In turn, the provincial commissioner has agreed that she will issue formal correspondence communicating that the moratorium has indeed been lifted.

“This will pave the way for CPFs to conclude their annual meetings by 31 March 2020,” he added.

“It is essential that AGMs be conducted in a spirit of inclusivity. All community based organisations, including religious bodies and neighbourhood watch structures, in the area should feel included.

“Where there are disputes regarding voting rights, the station commander shall, in consultation with the province, attempt to find an amicable solution.

“If this is not possible, the annual meetings shall be suspended and the matter will be escalated to the office of the provincial commissioner and the head of department for community safety.”

Goodwood resident and kung fu master Junaid Chafeker is in the process of completing his second book titled Kung Fu Part 2.

This book is the sequel to his first book, Kung Fu My Journey, The History, which was released last year.

The 36-year-old, who is better known as MJ Li, is a five time gold medalist and Legends of Kung Fu World Martial Arts Champion. This is his 22nd year as a professional kung fu and tai chi martial arts athlete and champion.

“The book will explore many of the concepts and ideas I shared with readers in part one, though with more detail,” says Chafeker.

He trained in South Africa, China, the United States of America (USA) and Hong Kong.

In a previous interview (“Kung Fu Master writes book”, 16/10), he revealed that his grandfather was his inspiration. “As a child, my grandfather worked abroad and upon returning he’d gift me with Bruce Lee movies and black kung fu trousers. This ignited something in me and since then I’ve had an interest in kung fu. “My father found a formal school for me to train at (Seawinds Primary School),” he says.

Chafeker says kung fu also allowed him to build on his character. “Kung fu was the perfect auxiliary for me as a youngster. It was that alternative that gave me a positive option to choose against anti-

The most famous of them during the time of Roman emperor Claudius II was executed for conducting weddings for soldiers who were not allowed to marry, and also because he happened to minister to Christians in Rome, which was a Pagan religious city at the time.

In order to remind the soldiers who converted to Christianity and God’s love, Saint Valentine gave them hearts, which he apparently cut from parchment, and so that’s why the heart has featured ever since. But what has the love we associate today with Val-

entine’s Day got to do with it all? Firstly, Saint Valentine wore a purple amethyst finger ring with the image of Cupid carved on it (Cupid being the god of love, or in ancient Greece, Eros). Secondly the amethyst became the birthstone of February – a stone which attracts love. And so this Valentine’s weekend, be sure to wear some piece of apparel in the colour of the amethyst, and maybe add an emblem of a red heart to

it, to show your love for your spouse, current lover, or one you still hope to meet. Treat your loved one to a pink prawn picnic While many happy couples will be exploring restaurants and other romantic spots to mark Valentine’s Day, there are some who prefer to avoid the bustle and do something special at home.

Keshan Rambarun, executive chef at The Table Bay, shares an easy to follow Braai’d Lemongrass Tiger Prawns recipe with dipping sauces that oozes romance.

“This is a recipe I have prepared many times and it never gets old. Go out to your garden or venture to the beach or a quiet picnic spot. Do most of the preparation at home. The prawns can be pre-marinated and dipping sauces prepared beforehand.

Garlic bread and salad are optional, but a glass of good wine or champagne is a must,” he says.

Recipe | Braai’d Lemongrass Tiger Prawns You will need 1kg Tiger prawns, deveined and butterflied.

For the marinade . 6 Lemon grass spears . Lemon olive oil . 2 garlic cloves . 30ml siracha sauce . 20g fresh coriander

Mix the ingredients together and pre-marinate the prawns.

Grill prawns over hot coals until the shells turn pink.

For each of the following dipping sauces, simply mix the ingredients together and serve with the prawns.

Die heel eerste enkelsnit van Charles, die eerste wenner van TygerBurger se gewilde Karaoke soos ’n Ster-kompetisie, word Vrydag bekend gestel.

Die enkelsnit “Gone” is ’n uitvloeisel van haar oorwinning in Karaoke soos ’n Ster.

Charles gaan ook vir die eerste keer “Gone” op die verhoog sing by vanjaar se Karaoke soos ’n Ster-eindstryd in die Kraaifontein-stadsaal.

Petrolprys pla ons nie juis in Suid-Afrika Die petrolprys pla Suid-Afrikaners nie juis nie. En die regering weet dit.

Ons kan darem nog petrol kry, enige tyd van die dag of nag, in enige volume en byna op enige plek.

Dieselfde kan ongelukkig nie van elektrisiteit gesê word nie.

In Suid-Afrika is ons om verskeie redes aan ons voertuie verknog. Dis enersyds ’n statussimbool en andersyds ’n noodsaaklikheid. Maar as iemand in ’n fô-baai-fô voor jou by die pompe staan en sy twee tenks volmaak, sien jy dit draai sommer maklik by R2 000 op ’n slag.

Selfs al maak die regering oornag die petrolprys R30 per liter, sal ons waarskynlik steeds, en net soveel, met ons motors ry. Dit weet die regering ook, so hy laai die petrolprys na hartelus met allerhande belastings, en Jan Publiek betaal maar.

Dit was nog altyd die staat se ou melkkoei. En sy is net nóóit droog nie.

Mense sou lankal en masse met motorfietse en 125cc-scooters gery het as die petrolprys hulle gepla het. In die Ooste, in lande soos Viëtnam, China en Japan, is dit die norm. Ma, pa, twee kinders en die hond ry op ’n scooter.

Daar is tonnels, brûe, bane en parkeergarages by die mall nét vir scooters. Motors is uitsonderlik, want daar is nie plek nie.

Maar al ry mense daar vier op ’n motorfiets, swem hulle nie in die see nie, “because its dangerous”.

Ek wil nou nie ’n donderpadda wees nie, maar nou die dag staan ek by Checkers en ’n tante kom in een van daai fô-baai-fô’s aangery.

Sy kry ’n parkeerplek, maar dis baie nou. Hoe nou gemaak? Vorentoe en agtertoe, vorentoe en agtertoe en weer vorentoe, so ja. En agter haar dam die verkeer op. Nou wag ons maar.

Nou watter man wil dan sy vrou met ’n fô-baai-fô straf? Of moet sy daarmee ry net vir die curb hopping wanneer sy Saterdae vir Jangotliebantonius by die skolesport gaan aflaai? Daar is mos gewoonlik nie parkeerplek nie, behalwe op die sypaadjie.

Of dalk wíl mevrou met ’n V8-Humvee in die dorp ry, want ewe skielik is sy baie groter as al die ander voertuie en kan sy lekker op hulle afkyk – en op hulle neersien. En die petrol? Ag nee wat, manlief se platinum-kredietkaart betaal mos, geen probleem dáár nie.

Daardie selfde tante kon op dieselfde plekke kom met ’n klein stadsmotor wat ’n kwart van die petrol van ’n Hummer gebruik. Dis eintlik kotsmislik, dié conspicuous consumption, want dis presies wat dit is. Dit skreeu dit eintlik uit: Kyk hoeveel kan ék tog mors!

Miskien kan iemand in my tweede lewe vir my verduidelik wat die rasionaal daaragter is om met ’n reusevoertuig, wat vir die berge en modder bedoel is, op teerstrate te ry. Of dalk is dit ’n omen van wat op ons wag: strate vol gate dat dit soos die Grand Canyon lyk?

In daai geval sou ek nie eens ’n Hummer wou hê nie, ook nie ’n Land Rover-, Mahindra- of Haval-4 x 4 óf ’n scooter nie, nee wat. Dán wil ek een van daai nuwe drones met ’n tweesitplek-kajuit en aircon hê. Hy sit nie in verkeer vas nie, slurp nie petrol of diesel op nie en is boonop veiliger.

Do away with these plastics With the Western world intent on reducing single-use plastics, it is noticeable that fresh milk is still sold here mainly in plastic bottles and bags.

I recycle way more milk bottles than any other plastic, which shows how prevalent they are.

Surely other containers such as Tetra pak cartons and glass should be encouraged. Even aluminium cans can be tried as they are doing in the wine industry, and they are not more expensive per millilitre than a bottle.

Millennials expect big businesses to be more environmentally conscious and therefore some packaging may initially be more expensive, but the law of averages will apply and the costs will come down.

Logically the focus should be on preserving the environment, not maximising profit.

Single-use plastic containers should be priced much higher than the alternatives, thereby reducing the demand and ultimately phasing them out.

Hoekom hier kaartjies uitskryf?

Ek moes onlangs die Louis Leipoldt-hospitaal besoek.

Dit was ’n absolute nagmerrie om parkering te kry en ek het letterlik 30 minute lank op en af gery in elke straat rondom die hospitaal.

Ek kan verstaan dat sekere motoriste uit desperaatheid later parkeer waar hulle ook al ’n gaatjie kry.

Wat ek wel kon sien, is dat niemand iemand vas parkeer

het nie of ’n onderneming se parkering “gesteel” het nie.

Wat my egter so vies maak, is dat daar wragtig ’n verkeerskonstabel rondloop en kaartjies uitskryf vir elke motor wat nie in ’n parkeerplek geparkeer is nie.

Ek is ’n wetsgehoorsame burger, maar ek sou regtig anderpad kyk in hierdie situasie.

Die mense kom hospitaal toe om ’n goeie rede. En hier is geen parkering nie.

Ek hoop hy is trots op die feit dat hy dalk ’n kaartjie vir iemand uitgeskryf het wat iemand daardie dag aan die dood afgestaan het.

Naturally, no traffic officers are visible to stop this practice, or check the decibel levels of the exhausts, although they have speed cameras on these roads.

Please report them to the authorities if you see them speeding. All motorcyclists should carry an organ donor card as they will become one sooner or later if they drive in the manner that they do.

‘Hobo’ has a suggestion I agree with C Liebenberg that handing out money at traffic lights isn’t solving the beggar’s problem. About 70% of them end up as substance abusers because they aren’t interested in uplifting themselves.

The other 30%, like myself, get to uplift ourselves and get temporary help at shelters only for six months. We are not seen as someone that really needs urgent help and support from their social workers or groups. We are not seen as substance abuse addicts, only as “homeless” with or without a job.

I “fell down” after a divorce at 52-years-old and found it difficult to find a place to stay as it’s extremely expensive.

For instance, to move into a place of R2 500 per month works out R7 500 (R2 500 times three is R7 500).

Can’t big companies, organisations, shopping groups etcetera “invest” in hostels as property investments?

A big building with 20 rooms, each room with four double bunk beds and a locker per bed gives you an income of R120 000 (R1 500 per bed). Ablutions and showers etcetera can be shared.

This is how Patrick Fisher (17), a right back at Ajax Cape Town in Parow, describes his role in Hanover Park.

It is his eighth year at Ajax, after joining them at the age of 10.

“While at Ajax I played four soccer tournaments overseas, three were played in the Netherlands and one in Germany. Before joining Ajax I played for Avendale, Camps Bay and Old Mutual,” Patrick says.

He admires Trent Alexander Arnold of Liverpool and Cristiano Ronaldo of Juventus.

“Locally I admire my former team mate Rivaldo Coetzee, on how he reads the game and how calm he is when he is in possession of the ball,” Patrick says.

His parents and brother had the most influence on his soccer career.

“My dad mostly, as he made a lot of sacrifices in order to see me excel in what I am currently doing.

“He sacrificed his time and effort in preparing training sessions to help my brother and I to improve.

“I am forever grateful to them for the impact on my soccer and personal life, as well as others that supported me, but my father the most,” Patrick says.

Patrick watches movies, tennis, athletics and rugby on television and relaxes with family and friends when he is not at training or playing.

His advice to talented players in Hanover Park is to dream big and never give up. Set goals for yourself and always try to improve on your performances.

“No pain, no gain, believe it and receive it. There is always room for improvement and take advice and criticism when they come your way. Put God first and thank Him when you receive the things you prayed for,” Patrick says.

total of 3 077 cyclists made their way to Durbanville on Saturday for the 22nd Gryphon 99er Cycle Tour.

The event is the third largest cycle race in the Western Cape and is organised and hosted by El Shaddai Christian School in Durbanville. Craig Boyes won the 103 km men’s event with a time of 2:29:34. Tyrone Filander won the coveted King of the Mountain prize.

Trihas Tesfay won the ladies 103 km with a time of 2:41:25.

“Conditions were ideal on race day, starting off with cool temperatures and little wind. A fantastic race was enjoyed by all and

riders enjoyed the new routes,” says Therese Videler, marketing head of 99er Cycle Tour.

The main lucky draw prize giving at this year’s Gryphon 99er Cycle Tour had R100 000 worth of great prizes up for grabs, which included two Cannondale bicycles from D’Ville Cyclery in Giant Durbanville.

“Saturday saw the 99er host another successful and indeed our 22nd cycle race,” says Morne Vorster, chair of the race organising committee.

“With our race being a seeding event for the 2020 Cape Town Cycle Tour, we saw over

“Op 21 Februarie sal die Nelson Mandela Metropolitaanse Universiteit die twee derbies huisves. Die Universiteit van Fort Hare pak die Universiteit van Rhodes en die Madibaz ontvang besoek van Walter Sisulu Universiteit.

“Die spanne het ook die kans om bevorder te word na die Varsitybeker wanneer ’n promosie/relegasiewedstryd gespeel word. Die twee top-spanne van die Varsityskild-punteleer van 2019 en 2020 kry outomaties bevordering na die Varsitybeker vir 2021.

“Die span wat onder op die punteleer in die Varsitybeker eindig oor die gekombineerde punteleer van 2019 en 2020, word gerelegeer tot die Varsityskild vir 2021,” sê Nesi.

Die universiteite wat in die Varsityskild meeding, is KPUT, Walter Sisulu, Fort Hare, Madibaz, Rhodes, Tshwane Universiteit van Tegnologie (TUT) en UKZN.
