Cash car crashes A cash-in-transit vehicle allegedly caused a crash when it skipped a traffic light at a smash-and-grab hotspot in Elsies River. The incident occurred at the corner of 35th Avenue and Owen Road on Wednesday 30 October. The City of Cape Town’s traffic spokesperson, Maxine Bezuidenhout, told TygerBurger the vehicle collided with a black Ford. “Eyewitnesses allege that the driver of the vehicle jumped the red robot. One person sustained a slight injury. The accident is being investigated by police.”

imosa Primary School in Bonteheuwel is mourning the death of former principal Frederick Ross.

He lost his battle with cancer on Sunday 3 November.

According to the school’s deputy principal, Kenneth Reid, Ross was principal for 20 years, from 1994 until 2014, when he was medically boarded.

sports at the school to teach children to set goals and achieve them. “Ross and Waggie made our school well-known for sports, including athletics, netball and soccer. The two of them were always close but then Waggie moved to New Zealand a few years ago.”

Nazeema Samaai says she taught with Ross for about 36 years. “I started teaching at Mimosa Primary School in 1976, and Ross joined in 1978. He was a true gentleman with a great sense of humour. Our school became a family, like a second home because we

treated each other with respect. He did so much in Bonteheuwel and also guided parents who needed help with their children. He was a true leader who left a legacy at the school,” says Samaai.

The provincial education department’s Millicent Merton says: “Our sincere condolences go out to Ross’ family and friends.”

The school will host a memorial service for Ross on Thursday 7 November at the Church of the Resurrection in David Profit Street from 10:00 until 11:00.

Scholar patrols awarded H

undreds of learners representing some of Cape Town’s more than 200 scholar patrols attended an appreciation day at the Belhar Sports Centre.

Road safety authorities from three spheres of government paid tribute to thousands of learners who daily don the scholar patrol uniform.

Of the 370 registered scholar patrols in the province, more than half (210) are in the Cape metropole.

Learners received certificates and medals for their dedication. ‘‘Scholar patrols play a massive role in ensuring the safety of some of our most vulnerable in society, as many young children walk to school and back daily, often having to cross very busy roads. With a road safety track record like ours in South Africa, we need every bit of help we can get, and the scholar patrol programme, which first started nearly a century ago in America has been key in those efforts.

“Our pedestrian fatality rate would likely be higher without their daily presence. This appreciation day is also a timely reminder to road users to support our scholars on patrol by obeying their instructions, treating them with respect and help to keep them safe too.

“The scholar patrol programme helps ensure the safety of learners and other road

Furthermore, it builds character in learners who are part of their scholar patrol as the task demands responsibility, punctuality, dedication, commitment and teamwork,” says Mayco member for safety and security, JP Smith.

The Road Traffic Management Corporation (RTMC) is responsible for oversight of

the overall implementation and functioning of scholar patrols countrywide, and the provincial department of public works partners with the City’s traffic service and other authorities to train and monitor scholar patrols.

Police chief puts hold on all policing forum AGMs DESIRÉE RORKE @dezzierorke A dispute between the Western Cape Community Policing Forum (CPF) board and the provincial department of safety and security (Docs) is threatening the autonomy of safety partnerships between police and the CPF. This was revealed last week when the acting provincial police commissioner, Genl SC Mfazi, put a hold on all local CPF annual general meetings, scheduled to take place in the coming weeks, where new executive committees are to be voted into office for the next five years.

CPFs across the province received the directive last Wednesday 30 October.

In Brackenfell, the meeting was scheduled to take place on Wednesday 30 October.

Sean McCleland, chair of the Tygerberg cluster CPF, explains the disparity as a contradiction between directives issued

by Docs and that of the provincial CPF. “The directives (which exclude police as a signatory) issued by Docs for the upcoming CPF elections sidelines those neighbourhood watches that are not accredited with Docs in terms of the provincial legislation. The directive changes the voting rights that were adopted by individual CPF constitutions in accordance with national legislation.

“Basically it gives Docs accredited neighbourhood watches more voting rights in order to supersede other neighbourhood watches that are not accredited

by Docs, but also belong to the CPF,” says McCleland.

In effect, this would undermine the partnership between the police, the CPF and community safety structures as legis-

lated through national police legislation, according to McCleland.

“The partnership between CPFs and the police has always been regulated by national police legislation,” he explains.

However, new provincial legislation introduced by the Western Cape Community Safety Act and the current AGM directives introduced by Docs, aim to regulate CPFs and NHWs accredited with them.

“Those neighbourhood watches not accredited by Docs will thus be sidestepped.

It will undermine the uniform constitution of CPFs which gives them the power to regulate its own voting rights,” he explains.

McCleland says this point and others were raised by many CPFs across the province since July, but Docs never changed its directive.

“The provincial CPF board has raised the issue, but has not yet received any feedback or comments from Docs. We presented the issue to the head of department at Docs and informed the provincial police commissioner that no meetings had been held to explain the process of their directives either.

“As a result, Genl Mfazi stood up for local communities and asked Docs to redress the directive and open it up for public comment, which Docs also refused to do.

“Docs even went ahead and visited local police stations’ commanders and CPFs to explain their new directives.”

This resulted in Mfazi instructing all CPFs, local station commanders and cluster commanders to put their annual general meetings on hold, according to McCleland.

“Docs has attempted to intimidate the provincial CPF with complex legal proc-

esses, but at the end of the day, it will only create division and friction which places the safety of our communities at risk.

“The Western Cape is not an island, and not a law unto its own. We tread dangerous ground when our communities are given a false sense of security and authority through being accredited through the department and not working within the nationally legislated partner being the South African Police. When a crime occurs, who does the neighbourhood watch call? ... the police, not Docs.”

Albert Fritz, minister of community safety in the Western Cape, on Friday 1 November, called on Mfazi to immediately revoke the instruction.

“As a result of the direct instruction given to all police station commanders, by the acting provincial commissioner, namely that they should not proceed with elective AGMs, the department of community safety cannot continue to officiate over such AGMs until the instruction is withdrawn. The message sent to CPFs stating that the department of community safety is withdrawing its support of CPFs is untrue and an attempt to divide the department from CPFs at station level. The department of community safety’s decision to withdraw from AGMs is temporary and only in response to the instruction given by the acting provincial commissioner,” said Fritz.

“The department of community safety has requested, at the highest levels, that the police leadership urgently find an amicable solution.

“CPFs are, by law, required to be inclusive of all legitimate community structures. It is unfortunate that the dysfunctionality of a few CPF structures has now impacted on all other CPFs.”

Fun walk for all breeds presented Take a walk with your furry friend on Sunday 10 November in the All Breeds Summer Fun Walk for dogs and their owners, which will be held at D’Aria wine estate.

The walk will be presented by the Dobermann Club of the Cape. Besides the options of a 1.8 km or a 3.8 km walk, there will be fun events and tea, coffee and cooldrinks on

offer. Fun demonstrations of dog jumping, tricks and more will be presented by the Cape Handlers Dog Club.

D’Aria wine and boerewors rolls will be sold. There will also be stalls selling jewellery, cupcakes and so forth.

Micro-chipping at R100 per dog can be done. Registration starts at 08:30 and the walk

starts at 09:00.

The entry fee is R50 for the first dog and handler in a group, and R10 for each additional dog or person. Goodie bags will be available for the first 50 entries. Entrance also includes entry in a lucky draw. Only cash will be accepted for entries or any sales.

ie publiek sal steeds die Bellville-velodrome en -atletiekbaan vir sport en ander byeenkomste kan gebruik.

So het James Vos, burgemeesterskomiteelid vir ekonomiese geleenthede en batebestuur, en Zahid Badroodien, burgemeesterskomiteelid vir gemeenskapsdienste en gesondheid, verlede week beklemtoon.

Dít kom nadat die stadsraad op Donderdag 31 Oktober finaal oor die lot van ontwikkeling beslis het.

“Alle sportspanne, skole en gemeenskapsgroepe wat tans die fasiliteite gebruik, word verseker van bekostigbare en billike toegang (tot die velodrome en atletiekbaan),” lui die verklaring.

Die ontwikkeling is al jare lank in die nuus nadat ’n tender al in 2009 aan die ontwikkelaar, Devmet, toegestaan is.

Daar het egter ’n hofgeding tussen die ontwikkelaar en die Stad Kaapstad ontstaan nadat Devmet nie ’n bykomende R25 miljoen wou betaal, wat die Stad vereis het vir die verbetering van die omliggende padnetwerk nie.

Die Stad en Devmet het egter in die afgelope paar jaar ’n ooreenkoms bereik en die publiek kon nog tot Augustus hul insette gee oor wat met die erf moet gebeur.

Daar is twee erwe by die velodrome ter sprake: die een is die velodrome en atletiekbaan, en die ander die aangrensende oop stuk grond.

Die velodrome en atletiekbaan gaan nou vir 30 jaar deur Devmet opgeknap, bestuur en verhuur word. Vos en Badroodien sê die Stad bly die eienaar van die velodrome en dit bly ’n openbare bate totdat die huurooreenkoms verstryk.

Organisation tackles abuse with training NIELEN DE KLERK @nielendk Substance abuse is “ravaging our communities” and intervention is sorely needed, local experts say.

The youth is particularly vulnerable, says Michelene Smith, director of Sanca WC (the South African National Council on Alcohol and Drug dependency).

“Research indicates that the age of people using substances and becoming dependent on them is dropping at an alarming rate.

“Young people need treatment,” she says.

The big factor is that children do not even need to travel to obtain substances as it’s often available at home.

“Research has shown alcohol being the substance most widely abused by both adults and children,” says Smith.

This is closely followed by dagga (often in combination with mandrax). Methamphetamine (commonly known as tik) is increasingly abused by both youth and adults.

Smith says they’ve seen an increase in the use of dagga among learners over the past few years and social workers are increasingly being invited to schools for interventions surrounding this issue.

“Substance abuse does not respect economic class, race, colour, gender or the professional status of an individual,” she warns. . Sanca WC offers training throughout the year. Smith says this is aimed at anyone “empowering themselves to identify, support and refer people struggling with their addiction.”

This is by social workers who are subjectmatter experts in the respective modules of the training.

The next course is a three-day Motivational Interviewing training which will take place from Wednesday 20 November to Friday 22 November at Sanca WC’s head office (18 Karoo Street, Bellville.) The course will take place from 09:00 to 15:00 and costs R1 200.

It will cover a range of topics including strategies to enhance motivation for change and dealing with client resistance.

Coffee and tea will be provided. Kindly arrange your own lunch.

Certificates of attendance will be issued to all trainees upon completion of the training.

Those doing the Drug Testing training will be eligible for two continuous professional development (CPD) points and nine points when doing the Motivational Interviewing training.

“Ek het op 13 jaar ernstig begin belangstel in rugby nadat ons buurman vir my ’n rugbytrui gekoop het sodat ek aan rugby kon deelneem.

“My ouers kon nie een bekostig nie. Ek het toe op skool tot in matriek en daarna op onderwyskollege gespeel,” onthou hy.

Hy het as onderwyser gewerk en ook destyds by die Bellville-rugbyklub aangesluit, waar hy vir ongeveer 13 jaar gespeel het.

“Ek versamel dus al rugbygoed van ongeveer 14 jaar af.”

Sy versameling is duisende rande werd. “Ek het net nie ’n groot genoeg ver-

trek gehad om my memorabilia uit te stal nie. Ek het my voorgeneem dat ek weer eendag ’n plek sou hê waar ek alles kan uitstal. Toe ek in 1996 ’n pakket uit die onderwys neem, het ek by my huis laat aanbou om my droom waar te maak.”

Hy sê al sy rugbyversamelstukke is vir hom baie kosbaar.

“Veral my Springbok-, WP- en Stormers-aandenkings.”

Hy sê egter die plakkaat van die 1955toets tussen die Bokke en die Britse Leeus op Nuweland is vir hom baie spesiaal.

“Dit is destyds deur Caltex uitgegee en ek het dit gekry toe my pa brandstof ingegooi het. Dit is dan ook my eerste versamelstuk.

“Nuweland lê my na aan die hart en ek het al baie toetse daar geniet.”

Die rugbyliefhebber sê ’n getekende A4-papier van die 1960-All Blackspan is ook vir hom spesiaal.

“My duurste versamelstuk? Dis moeilik om te sê, want hoe bepaal jy die prys van iets wat so baie geskiedenis en emosie dra?

“Heel moontlik die geraamde oorspronklike Wallaby-trui van 1992, wat deur die hele span en afrigters geteken is. Daardie span was die wêreldkampioene van 1991 en het teen die Bokke op Nuweland gespeel nadat Suid-Afrika in 1992 weer in dié internasionale rugby-familie toegelaat is,” onthou Billy.

Making crafts for a good cause: The non-profit organisation Pink Lady Apples recently hosted their Pink Lady Crafts for Cancer event at the Lord Charles Hotel in Somerset West where money was raised towards Tygerberg Hospital’s Breast Cancer Fund. The fund makes money available to patients such as Myrtle Arendse (centre) from Northpine who regularly visits the hospital. The 59-year-old breast cancer survivor told TygerBurger in an interview recently that she struggled financially to travel to the hospital, but that the fund made it possible for her to get there and back home again. She spent close to R780 a week, she says. Myrtle wishes other breast cancer patients will also be able to benefit from the fund. About 110 women attended the event which was held on Saturday 26 October. An amount of R150 000 was raised.

‘Padkos vir die siel maak als mooi’ AVRIL FILLIES

y nuwe resepteboek Dit proe soos huis is Herman Lensing (32) van Welgemoed, bekende sjef en televisie-aanbieder, se huldeblyk aan sy ma, Susan, wat in Januarie oorlede is.

Hy is nou al ’n dekade in die kollig nadat hy in 2009 op 22-jarige ouderdom as kosredakteur van die glanstydskrif SARIE aangestel is ná hy as sjef by die Institute of Cullinary Arts in Stellenbosch gekwalifiseer het.

In Dit proe soos huis, waarvan daar ’n gelyknamige reeks op die gewilde Afrikaanse TV-kanaal VIA is, vereer hy sy ma, Susan, wat skielik in Januarie in Upington oorlede is.

“Ek het grootgeword in ’n Afrikaanse huis waar kos altyd deel was van alles wat ek doen. Ek het maar net so grootgeword. As ek nou een dis kan maak vir iemand, sal dit my sampioenrisotto vir haar wees. Sy was mal daaroor en ek dink dit was een van die eerste ‘sjef’-disse wat ek vir haar in Upington gemaak het. Sy kon nooit die naam onthou nie en dan het sy gevra sy is lus vir daai ryspap van my!” vertel hy.

Op ’n vraag of hy anders is as die persoon wat mense op televisie sien, was sy antwoord nee.

“Ek is dieselfde mens wat jy op televisie sien, want dit is baie belangrik dat jy ten alle tye eerlik lewe om net jouself te wees. Mense wat jou boeke koop, of TV-programme kyk, is dieselfde mense wat jy in die inkopiesentrum of by feeste raakloop. Lewe eerlik, wees jouself en mense sal van jou hou,” sê hy.

Indien hy uitgedaag sou word om vir Barack Obama, Elton John en Bill Gates aandete te kook, wat sou op die spyskaart wees, hoekom en moet hy sy

“thinking cap” opsit en dink aan hul agtergronde vir daardie spyskaart?

“Wel, ek weet Barack Obama is mal oor pizza. So ek sal vir hom pizza maak, maar met SA geure: dink aan fyn biltong bo-oor gestrooi met hande vol boerenkaas pleks van mozarella.

“Vir Elton John sal ek iets moet maak wat flambojant en blink is. Miskien iets wat ek flambé op die maat van baie dramatiese musiek. Vir Bill Gates sal ek kos voorsit waarin tegnologie ’n rol speel. Miskien tuisgebakte brood met botter wat in ’n 3D-vorm ge-print is. Maar maak nie saak wat ek op die spyskaart sit nie, dit sal heerlike, eerlike kos wees,” sê hy.

Wanneer hy nie kook nie, is hy lief om in vintage-markte en tussen vintage-goed te gaan rondsnuffel.

“Ek snuffel gereeld rond vir iets vintage, maar ek meng en pas dit dan met moderne elemente. Op my wenslysie is om meer te reis, meer van die wêreld te sien en te ervaar. As ons reis, maak dit ons oë oop om mekaar beter te verstaan. Ek reken daar is so baie haat in die wêreld omdat ons mekaar nie genoeg verstaan nie,” sê Lensing.

Hy is mal oor enigiets Cher en jy kan vir hom enige musiek van die 80’s speel en hy dans graag saam. Hy hou van Gloria Gaynor, Patti LaBelle, Laura Branigan, Irene Cara ... die lys is oneindig.

“Ek kook met musiek op die agtergrond, want musiek maak my happy! ’n Gelukkige kok maak beter kos! ’n Goeie kok moet ’n goeie mes, ’n erfstuk-pot, sout en peper in sy kombuis hê. Gooi hierby goeie bestanddele en ek belowe jou jy sal kan kook. Niks fancy is ooit nodig vir goeie kos nie.

“Ek het nie ’n voorkeur vir kook, bak of stilering nie; ek verkies dit as

ek kos kan gebruik om mens se lewe beter te maak. Dit is meestal ’n kombinasie van alles.

“Ek het nie ’n voorkeur nie, buiten dat wanneer ek kook, bak, skryf, stileer of wat ook al, dit iemand se lewe mooier moet maak,” sê hy.

Volgens hom reis hy nie genoeg oorsee nie.

“Ek is mal oor Europa en Nederland is seker my gunsteling. Ek was al drie keer daarheen en sal elke keer teruggaan. Die Nederlanders is slim, hulle is kreatief en sien die wêreld deur ander se oë.

“Die titel van my kookboek is eintlik deur ’n leser na my toe gebring. Ek het op Facebook gevra wat laat jou huis toe verlang. Wat proe jy as jy aan jou ma dink? Iemand het geantwoord en gesê, alles wat haar ma maak, proe mos soos huis. En daar is die titel gebore.

“My ma was mos ’n goeie kok en was mal oor bredies en stowe-geregte. Sy het graag pampoen geëet en was veral mal oor groentegeregte, want sy het grootgeword op ’n groenteplaas in Namibië,” vertel hy.

Volgens Lensing het sy ma almal gevoer wat kom kuier of net aan die deur geklop het. Meer nog, sy het vir hulle padkos vir die siel gebied. Haar leuse was: “My kind, kos is nie kwaad nie.

Nooit nie. Kos vergewe en bring mense saam. As ons net aanhou kook, sal ons die wêreld een bord op ’n slag mooier maak.”

Don’t let cybercriminals get foot in the door C

ybercrime has become a major, global problem, and South Africa is far from exempt from this growing scourge.

The South African Banking Risk Information Centre (Sabric) recently revealed that cybercriminals made off with over R2.6 billion from digital banking fraud in 2018 – a staggering sum for a country whose citizens are already under severe economic pressure.

Tony Clarke, managing director of the Rawson Property Group, real estate transactions can be particularly attractive to cybercriminals since they tend to involve large sums of money transferred electronically.

For this reason, he urges buyers and sellers to exercise extreme caution before making any electronic payments.

“Without the right security in place, cybercriminals are able to intercept electronic communications between agents, conveyancers, buyers and sellers,” says Clarke. “They can then use that information to impersonate one of the parties involved in the transaction and redirect payments into their own accounts.”

Once this happens, it can be extremely difficult to freeze or reverse the transaction, particularly since the funds will likely have been moved onwards immediately on receipt. Clarke says fraudulent emails from

How to avoid cybercriminals “The best strategy is always to check and

Rather look up the phone number of your estate agent or conveyancer independently, call that – not the one from their email signature – and confirm any banking or transac-

tion details with them in real-time.”

If possible, Clarke says it’s also a good idea to visit your conveyancer and real estate agent’s offices in person to sign any documentation face-to-face.

“This provides an ideal opportunity to familiarise yourself with the business’s corporate branding – making it easier to spot fake communications in future – and request hard-copies of verified bank account details,” he says.

Of course, even the best security cannot guarantee 100% prevention of unauthorised access or interception of communications by cybercriminals. This makes constant vigilance essential for buyers, sellers, agents and conveyancers, no matter how stringent their digital security may be.

“The digital landscape is constantly changing and cybercriminals are becoming more and more sophisticated every day.

It’s up to all of us to do whatever it takes to make sure our transactions are handled safely.

That means educating ourselves on the risks, taking precautions to secure our communications, confirming all details before acting, and trusting our instincts. If something seems fishy, there’s no shame in picking up the phone and asking about it – rather safe than sorry.”

Rallycross takes centre stage L

ocal rallycross drivers will step onto the world stage in a big way when they take part in the South African leg of the World Rallycross at Killarney International Raceway on Saturday 9 and Sunday 10 November in two fully-fledged support classes for the first time.

There will be races for conventional 2F front-wheel-drive rally and rallycross cars, as well as for the high-revving ‘big sixes’ of the E36 Cup – 3F rear wheel-drive BMW 3-Series luxury sedan dating from the late 1990s which enjoy a cult following among South African petrolheads.

Each class will compete in two qualifying races of four laps for five cars on Saturday and one on Sunday morning in front of thou-

sands of local and visiting enthusiasts.

The top six cars from qualifying in each class will then go through to a six-lap final on Sunday.

The World Rallycross and second-tier RX2 class cars, however, are all four-wheel-drive, while local competitors have either front or rear-wheel-drive, depending on their class.

This means that the techniques of driving on the 60% tar, 40% gravel circuit will be very different from each other, as well as from the World Rallycross competitors – possibly resulting in some unconventional racing lines, particularly in the dirt sections.

Now in its fifth season, the FIA World Rallycross Championship sees superstar drivers racing 400kW RX Supercars capable of 0-100km/h in under two seconds, competing in short, sharp races on mixed dirt and asphalt surfaces in amphitheatre venues.
