Fun brings in funds As Canal Walk launched the Frozen Fun Slide on Friday 29 November, R10 000 was donated to Tygerberg Children’s Hospital. Great fun was had at the launch with friendly rivalry between some of South Africa’s best-known celebrities and media personalities, who took part in The Elements Charity Dash. The Frozen Fun Slide Park, which will run until Sunday 5 January 2020, is a collaboration with The Walt Disney Company Africa and in celebration of the impending launch of Frozen II, the sequel to the beloved movie, Frozen.

ollowing the destruction of 18 carriages, amounting to R61 million in Cape Town station on Thursday 28 November, mayor Dan Plato requested the Hawks to establish a special unit to investigate the burning of trains.

Thousands of commuters using the northern line to Cape Town were left stranded

after the incident last week.

Over the past three years, more than 140 train carriages, which make up over 40 train sets, have been burnt in several incidents.

Yet not a single person has been prosecuted, according to Plato.

City fire and rescue services arrived at Cape Town railway station at about 02:20 where they found carriages ablaze on five platforms. The fire was extinguished at 04:53 and no injuries were reported.

The scene was handed over to the Passenger Rail Association of South Africa (Prasa).

In a statement on Thursday afternoon, Plato said he would write to president Cyril Ramaphosa to request intervention from the Hawks. “Thousands of commuters suffer the consequences of not being able to get to work and school on time, and jobs are lost, the people in charge show no plan of action as nobody is held accountable for this economic sabotage,” he stated.

Plato says only one person, deemed to be mentally unfit, was arrested some months ago and that the police had failed the people of Cape Town.

“We cannot continue to allow their failures to impact the residents of this city. If those managing the rail service do not want to run the railway, then hand it over to those who have shown they can govern effectively. Our residents deserve better,” he said.

In his turn, DA Western Cape leader Bonginkosi Madikizela, said this was a massive blow to the province’s rail recovery plan.

According to Madikizela, Prasa refused to accompany him on a visit or grant access to the station. “This is just one of several similar incidents and the perpetrators would have been long arrested if we had proper intelligence. There is clearly a syndicate that is sabotaging the system. “The national Department of Transport and Prasa must stop being territorial and come to the party so that we can find solutions to this problem,” he said in a statement on Thursday.

pulmonary resuscitation (CPR) workshop on Saturday 23 November. This was a joint effort with Netcare Western Cape region. The workshop was free of charge, with over 60 people joining the session. People were taught the basics of CPR which can possibly save a life one day. Pet market in Durbanville After the success of the previous pet and craft market, the Durbanville Craft Market is doing it again.

A night market will be held on Friday 6 December from 16:00 to 20:30 in the gardens of the Durbanville Presbyterian Church on the corner of Louw and Hafele streets in Durbanville (behind police station, next to fire station).

You can have your pet groomed at the market by a mobile dog groomer, Doggie Lane. There will also be a special dog restaurant, offering dog beer and raw food samples.

Each had to select an element from an envelope, then figure out several clues in order to discover, which one of the four slides they needed to master, before taking a selfie in one of the ‘Frozen’ photo booths, and hunting for their matching ‘element’ in the Olaf Snow Zone and racing back to emcee, Carl Wastie.

Sessions are 45 minutes and every hour, on the hour.

Post office robbers hunted down by police TARRYN-LEIGH SOLOMONS @tarryns07

ishop Lavis police have launched a manhunt into finding the suspects involved in a robbery at Bonteheuwel Post Office on Friday 29 November.

The post office, which is situated in Jakkalsvlei, was targeted around 08:30.

Police spokesman WO Joseph Swartbooi says three unknown men were involved in the incident.

“Once inside the building, they found a woman busy completing documentation.

One of the men greeted politely and spoke with the teller on the other side of the counter. The third man took out a firearm and ordered the teller to open the door to the safe.

The suspects spoke calmly to the teller, instructing him not to press the panic button.

They assured the teller that their business is simply to fetch the money behind the coun-

ter as well as in the safe.

“The men then warned the teller that if they don’t receive cooperation, they will shoot the woman, who was the only customer in the post office. The suspects entered the safe and took cash from the safe as well as from the cash register,” explains Swartbooi.

He adds that following the robbery, the trio ordered the staff of the post office to get into the safe.

“The men instructed the staff to give them five minutes to exit the post office. This was to give the robbers time to get to their vehicle and flee the area. No shots were fired at the scene. At this stage, the suspects are unknown,” says Swartbooi.

Volgens brig. Novela Potelwa, provinsiale polisiewoordvoerder, het ’n onbekende aantal rowers vroegoggend skote by ’n onderneming in die Bellville-sakekern afgevuur voordat hulle goedere geroof en weggejaag het.

Binne ’n uur ná die voorval het die blitspatrollie egter twee van die rowers in Mfuleni in hegtenis geneem en op 17 selfone en twee vuurwapens beslag gelê.

Een van die fone het aan sers. Thanduxulo Wiseman Stuma (42) behoort wat Woensdagoggend in Delft-Suid beroof en doodgeskiet is. Hy was aan die Elsiesrivier-polisiekantoor verbonde.

Volgens Netwerk24 was Stuma om 00:45 op pad huis toe, toe ’n voertuig langs hom stilhou en die insittendes op hom skiet.

Hy was van diens tydens die voorval.

“Die polisie ondersoek die moontlikheid dat een van die vuurwapens waarop beslag gelê is, dié van die polisiebeampte is,” sê Potelwa.

Twee verdagtes, van onderskeidelik 26 en 32 jaar oud, sal binnekort in die hof verskyn.

Help locate family of deceased man Milnerton police need help to trace the nextof-kin of a man, Themba Mthimkhulu, whose body was found in a bush last year.

Milnerton police spokesperson Capt Nopaya Madyibi says the man was dressed in brown trousers, brown takkies with a cream white t-shirt when he was found.

“He is between 55 and 65-years-old. His last

known addresses is C20 Dunoon and Richwood bush, old Tyger Valley Road.

“It is believed that he is from the Eastern Cape (Transkei). He was found dead in March last year,” she says.

How to avoid a snake visit RICHARD ROBERTS @richardjohn_rj The increasing appearance of snakes in built-up areas such as residential suburbs are quite common over summer, experts say.

There are, however, ways in which you as a homeowner can avoid attracting snakes to your house.

This, according to the City of Cape Town, involves avoiding clutter such as stacks of wood, branches and heaps of leaves around the house for a long period of time, as these areas all provide ideal hiding places for snakes.

Julia Wood, manager of biodiversity management at the City, says apart from this, residents should also not leave unprotected food outside their houses, as it may attract insects and small mammals to their properties, which will then in turn attract snakes.

“Snakes are a very important part of the ecosystem and allow for natural rodent and pest control, which lessens the use of environmentally unfriendly and very toxic pesticides.

“Snakes also rarely bite unprovoked and most injuries from snakes can be avoided by not disturbing them and allowing them to naturally move off,” Wood explains.

“The City’s biodiversity management

branch recognises the need to respond to public call-outs for reptiles,” Wood says adding that biodiversity needs to be protected in formal conservation areas and all open spaces throughout the city.

She adds, “The City will respond free of charge if the call-out is within reasonable distance to any of its reserves; call-outs far from reserves are responded to, but a small fee is charged and subject to staff availability.”

Wood says there are certain principles which apply when it comes to the catch and release, or relocation of reptiles.

“The primary objective on a reptile callout – usually a snake – is to educate members of the public, and to allow the reptile to remain.

“The City does not advocate the removal of all reptiles from the urban environment.

“An example of this would be to not remove an Olive Ground snake or a Slug-eater from gardens in an area where they are most prominent.”

The City only supports the translocation of reptiles, where the reptile itself is deemed to be in danger or they are a threat to the public.

Wood encourages the public to always contact a trained snake handler to assist them, when encountering a snake.

Hy’t begin met ’n braaisous met ’n tong-indie-kies naam, toe brou hy bier en nou het hy sy hand aan boerewors gewaag . . . Moer Lekka Boerewors wat, as ’n mens na die kommentaar op facebook kyk, báie lekker is. Soos in moerse baie!

Neels Kleynhans is ’n entrepreneur in murg en been – dis harde bene kou, deure word in jou gesig toegemaak en dit voel soms asof jy Dawid is wat teen Goliat ba­klei.

Hoewel hy alles self doen, van konseptualisering tot bemarking en alles tussen-in, het Neels egter gou besef hy kan soveel verder kom met ander se ondersteuning.

Die kettingwinkelgroep Spar was hom van dag een af goedgesind toe hulle ingestem het om sy Moer op Als-sous te verkoop. “Ek is hulle ewig dankbaar. Hulle het ’n ‘klein outjie’ soos ek ’n voet in die deur gegee,” vertel Neels.

Toe hy weer eendag self sy sous by Spar gaan aflewer, het die bestuurder hom gevra wat sy volgende produk gaan wees.

Neels, wat mal is oor braai, het sonder aarseling geantwoord: “Boerewors. Moer Lekka Boerewors.”

aanklop by Elsabé van Zyl, Spar se advertensiebestuurder in die Wes-Kaap en Namibië. Sy’t van die idee gehou en hom verwys na Bennie Nothnagel, vleisaankoper vir Spar in die Wes-Kaap, wat vir Neels gesê het hy hou van die handelsmerk, dat dit trots Afrikaans is en dat hulle dit ’n kans sal gee.

Die volgende stap was om Moer Lekka Boerewors sy eie unieke smaak te gee.

Daar is geproe, gewysig, weer geproe. Die vervaardigers het vir Neels en Bennie die wors gebraai sodat dié twee met sekerheid kon weet hoe die boerewors vir die verbruiker gaan proe én lyk.

En toe gaan toets hulle dit by 13 Spar-takke en dit verkoop uit binne twee dae.

“Dit word by een sentrale punt gemaak, wat beteken die wors sal dieselfde proe, maak nie saak waar jy dit koop nie,” sê Neels.

Hy’t in die proses baie geleer, soos dat daar ’n reuse-verskil is tussen boerewors en ander braaiwors. “Boerewors se inhoud word gereguleer. Dit moet minstens 90% vleis bevat (hetsy bees, vark of skaap) en nie meer as 30% vet nie. Die vleis moet op die etiket aangebring word.”

Hy benadruk dat die boerewors nie Moer op Als-sous bevat nie. “Boerewors mag net vleis en speserye bevat. Die wors het ’n volronde smaak, dis nie te sout nie en jy kan die vleis proe.”

Neels kan nie uitgepraat raak oor die sukses van sy nuwe produk nie. Sedert Moer Lekka Boerewors van 15 November af te koop is by uitgesoekte Spar-winkels, vlieg dit van die rakke af. Hulle verkoop gemiddeld 350 pakkies per week.

“Ek sou dit nie kon doen sonder die ondersteuning van Spar nie. Ek is hulle ewig dankbaar,” sê hy.

“I had a few hours of sleep but I had the best show of my life. Someone was even asking how I did it after I spent hours without sleep. I enjoy being on stage. I can be having a bad day but all that changes when I’m with my drums,” he says.

Juggling between teaching at two schools and practising for gigs, Charles says it is easy to balance everything. “For the gigs we plan ahead so you know what is being done and when. I’m really grateful for the support I get from the schools. I’m really grateful to my family as well. My brother is still my biggest supporter. He doesn’t play drums anymore and is more of a business-minded person,” he says. Charles is grateful for his life’s journey.

“I was told I will never make it anywhere, but I was resilient. I knocked on doors. I believed in myself, because I’m a good drummer, good enough to get somewhere. I really enjoy what I do and what makes me happy is sharing this gift with everyone else,’’ he says.

Rosco Charles is happiest behind the drums and has played with some big names in the entertainment industry, including Jack Parow and Emo Adams.

Charles, a 25-year-old Parklands resident is a music teacher at Shelanti Private School and Rallim Preparatory School.

From the age of four, he accompanied his brother to drumming lessons. “My intention was not to be a drummer. I was just going with my brother. I watched everything he was doing and I enjoyed it. My brother got all the opportunities. I started playing drums at church and after school at different places,’’ he says After matriculating from Elkanah House in 2012 he worked for the school. Taking that opportunity, he emailed around asking for an opportunity to play drums. An answer came from well-known entertainer Emo Adams. “I played for him with his brother Loukmaan when they had a show called Brother Love. He gave me a chance to play and that was my big break. Emo Adams even told me ‘you annoyed me so much I had to respond and give you a chance.’

I’m really grateful he did,’’ says Charles.

His next mission was to play for Jack Parow.

“A friend of a friend played for him. I kept nagging that I want to be part of Jack Parow’s band. He told me to give it time. I kept pushing and finally I was given music to learn. Without a contract or anything, I had gigs lined up. I got a call from his manager and he told me we will be signed for 10 or more gigs. That was unbelievable for me. A year later, I’m still playing for him,” he says.

Die meerderheid van 79-jariges in rolstoele vat hul aftrede rustig, maar vir afskaal sien Tom van der Westhuizen nie kans nie.

Hierdie “afgetrede” skrynwerker van Groenvallei staan nog daagliks om 05:00 op sodat hy sy pypkarre kan bou.

“Hy kom net in vir ete,” vertel sy vrou, Mariet (70). “Verder is hy heeldag besig.”

In sy garage neffens sy huis timmer Tom deurentyd aan verskillende groottes vervoermiddels. Hy spesialiseer in fietse, klein karre en “Jeeps”. Soms maak hy ook trekkers, maar die wiele wat hy daarvoor gebruik, is te duur om dit volhoubaar te maak.

Sy produkte kos tussen R500 en R3 500 en die wins word gebruik om hul staatspensioen aan te vul.

Sy seuns en familielede verkoop hierdie pypkarre oor naweke langs Eversdalweg, in Stellenberg.

“Mense (wat langs die pad stop) vra my altyd ‘waar kry julle dit’?” sê sy seun, Chris. “En dan kan hulle nie glo my pa maak dit nie.”

Tom het vir die eerste keer sulke pypkarre begin maak toe sy kinders klein was. Chris vertel hulle het grootgeword met ’n Jeep-weergawe.

Tom kan self nie sê hoekom hy met pyp begin werk het of hoe hy besluit het op sy ontwerpe nie. “Dit het

net so in my gekom,” vertel hy.

Hy het eers met stootkarretjies begin, toe trapkarre gemaak en nou maak hy pypkarre wat met pedale werk. Die karre is so sterk, hulle het al ’n regte voertuig se wrak op een vervoer.

Party van hul vorige klante was kleuterskole en skole wat met gestremdes werk. Die skole het gesê die pedale help vir motoriese ontwikkeling.

Ironies genoeg, kan Tom nou self praat oor die uitdagings van ge-

stremdheid. Sy been is in November verlede jaar weens swak bloedsomloop afgesit.

“Ek sukkel om om te draai,” vertel hy. “Ek kan nie doen wat ek gedoen het nie.”

Hy sal egter nie maklik ophou werk nie. “As hy stilsit, gaan hy doodgaan,” beaam Mariet.

Die egpaar het vyf kinders, 12 kleinkinders en vier agterkleinkinders.

Vir ure se speel op die mat het Tom nie die persoonlikheid nie. Die kinders speel maar in sy motorhuis by hom, sê hy.

Bellville velodrome revamp goes ahead Council has approved the 30-year lease of the Bellville velodrome to a developer. The approval ensures that the facility is developed and used for the benefit of the community at large.

The approved tender contains two elements: the lease, upgrade and management of the facilities, and the sale and development of adjacent vacant land for retail, office, hotel, conference and residential development.

The City retains ownership.

The velodrome will be improved to include facilities for concerts, shows, trade fairs and exhibitions, and a highperformance sports centre is planned.

During the public participation process, the overwhelming response was that the velodrome and stadium should be retained as community sporting venues, and this still applies.

Once the upgrade of the facilities is completed, all sports clubs, schools and community groups that currently use the Bellville velodrome and athletics stadium are guaranteed continued reasonable and affordable access.

The City wants to encourage the private sector to help with affordable housing in order to meet more of the massive demand.

he City of Cape Town has started work on an inclusionary housing policy as one way to improve access to affordable housing in Cape Town.

An inclusionary housing policy aims to encourage and incentivise private-sector partners to include affordable housing in their developments where feasible.

The demand for well-located affordable housing is acute in Cape Town, and only about one in four households is able to afford an entry-level house, which costs around R600 000. The average sale price for a house in Cape Town is R930 000. One would need a monthly household income of approximately R30 000 to afford it. This is possible for only 16% of households. These housing opportunities are generally beyond the reach of teachers, nurses, police and security staff, and young professionals.

The City does provide various forms of affordable housing, from social housing – rental units owned by the City or its social housing partners – to gap housing for those who do not qualify for State-subsidised Breaking New Ground (BNG) houses.

The City and its partners have 28 social housing projects in the planning or construction phases, and five social housing projects have been completed to date.

However, the City and National Government cannot possibly meet the great demand for housing. This is why the City is looking at innovative ways to bring in the private sector with a workable inclusionary housing policy.

Inclusionary housing is not a silver bullet that will solve the great need for affordable housing. However, properly implemented, it can meet more of the demand.

Die vraag na sentraal geleë en bekostigbare behuising in Kaapstad is enorm. Nietemin kos ’n intreevlakhuis sowat R600 000, wat beteken slegs sowat een uit vier huishoudings kan dit bekostig.

Shaping a workable policy will take some time. It is expected that the feasibility analysis will be completed in the first half of next year, and the City will have extensive engagements with industry and other stakeholders in the development of this policy.

It is expected that a draft policy will be presented for public participation at the end of next year or early in 2021.

Development of the inclusionary housing policy is one of many measures the City is taking to enable people to live affordably closer to their jobs, amenities and facilities.

Other measures include driving transitoriented development (TOD), encouraging decentralisation of commerce and industry to urban nodes outside the city centre, extension of public transport services such as MyCiTi, and improved development of underused state-owned land.

The new-look Elizabeth Park in Bellville is a good example of how a public open space can be integrated with easy access to other facilities.

Residents can now combine a walk in the park with a visit to the Bellville library, or get some exercise in a safe environment at the outdoor gym, one of the main features of the facility.

Work on the landscaping started in 2016. The aim was for the park to be part of a revamp that will kick-start the City’s development plan for the Voortrekker Road corridor.

Apart from the park’s improved aesthetics and an AstroTurf play area, the upgrade also included installing a borehole, reshaping and rehabilitating of the Elsieskraal river channel, banks, gabions and river walkway, landscaping with indigenous vegetation, easyaccess ramps and pedestrian footpaths for all, a new urban plaza amphitheatre, and renewing the Bellville public library precinct and play area.

Elizabeth Park has a rich history and was opened in June 1953. In 1968, a culvert was erected over the Elsieskraal river, where a bridge was built to access each section of the park. A storyboard at the entrance to the park depicts the history and early days of this green space. The total cost of the project is R18 million.

The City has extended the period for public benefit organisations and nonprofit organisations to apply for grants-in-aid until 20 January 2020.

Changes to national legislation limited the City’s options for offering residents rebates. Yet the City has found a way to help these organisations despite this.

The grant-in-aid process is different from the rates rebate application process. Information on how to go about the grant-in-aid application can be accessed on the City’s website at www.capetown.gov.za.

Have your say about development The City invites residents to help review the spatial development frameworks (SDFs) for each of the City’s eight planning districts – Table Bay, Blaauwberg, Southern, Northern, Cape Flats, Helderberg, Tygerberg, and Mitchells Plain, Khayelitsha and Greater Blue Downs.

The SDFs need to be updated with the latest information on the population (employment levels and income); the urban and natural environment and heritage; development; housing supply and demand for housing; the local economy and property market, and existing and

planned services and infrastructure.

The review of the SDFs will be based on these reports and the input received from each district. It is important for residents to take part in this process.

District SDFs, which will guide future decisions about developments and land use, will be finalised after further rounds of public participation in 2020 and 2021.

The City invests in initiatives to grow the tourism industry. One of these is the launch of a tourism monitor programme, funded by the national Department of Tourism.

Fifty unemployed school leavers received training and will be deployed as monitors across the city at attractions in Langa, Khayelitsha, Hout Bay and the city centre.

Here they will offer recommendations to tourists visiting popular sites. They will assist tourists with directions, patrol hotspots, ensure safety, and report any incidents to enforcement agencies.

The Walking Bus campaign has seen thousands of parents become volunteers, ensuring that school children have safe passage to and from school. This is especially important in areas affected by crime and gang violence.

Cape Town beat bids from ten other rugby unions to host the eighth edition of the tournament. The three-day event, with 24 men’s and 16 women’s teams competing, will be held at Cape Town Stadium in September 2022.

This month, Cape Town hosts the HSBC Sevens World Series, which for the first time includes women’s teams.

The City has proposed amendments to its Traffic By-law to deal with the impoundment of private vehicles and regulate the e-hailing sector.

The by-law has been amended to include five new chapters dealing with powers and duties of authorised officials; equipment on or in respect of vehicles; animals; driving while under the influence, and impoundment of vehicles and forfeiture.

Cape Town is the only South African municipality with a Traffic By-law.

Staying safe this festive season The City will have more than 3 100 safety and security personnel on duty.

T

he City’s Safety and Security Directorate is ready to keep residents and visitors safe this festive season, with more than 3 100 safety and security staffers on duty.

Safety at beaches Cape Town has 307 km of coastline. The City’s Recreation and Parks Department manages 260 km of this, stretching from Silwerstroomstrand on the West Coast to Kogel Bay on the eastern end of False Bay. The remaining 47 km fall under the jurisdiction of Table Mountain National Park.

Ten of the City’s beaches were awarded Blue Flag status this season. These are Bikini Beach in Gordon’s Bay, Camps Bay, Clifton’s Fourth Beach, Fish Hoek, Llandudno, Melkbosstrand, Mnandi, Muizenberg; Silwerstroomstrand and Strandfontein.

Seaforth beach has pilot Blue Flag status.

The number of beach visitors can reach 1,5 million during the peak season from October to March each year. In December and January, daily beach visitor numbers

Fit for purpose: In preparation for the summer season, seasonal lifeguards underwent a two-day induction at Muizenberg. often exceed 100 000. To help keep beachgoers safe this summer, the City will have 326 beach lifeguards at 26 beaches and tidal pools, under the supervision of 13 senior lifeguards.

Residents and visitors are also responsible for their own well-being, though, so: • don’t drink and swim; • don’t leave children unsupervised; • only swim between the flags; and • beware of rip currents.

Shark Spotters will be on duty daily between 08:00 and 18:00 at Caves (Kogel Bay), Clovelly, Fish Hoek, Glencairn, Monwabisi, Muizenberg Corner, Noordhoek (The Hoek) and St James/Kalk Bay. Beach-goers should pay heed to the shark status flags.

The City’s Baigum Abrahams again won the female category of the sixth national Toughest Firefighter Alive competition. The event was hosted at the Roeland Street fire station, where 106 contenders were tested on their skills, fitness and endurance in a number of challenges in full gear.

Emile Conrad of the Eden District (George) won the men’s competition for the fifth consecutive time.

At City pools, 262 seasonal swimming pool lifeguards will be on duty. The swimming pools open over the season are Athlone, Bonteheuwel, Eastridge, Emthonjeni, Goodwood, Hanover Park, Kensington, Langa, Manenberg, Mnandi, Muizenberg, Observatory, Parow North, Wesfleur and Westridge.

The Bellville South, Khayelitsha, Morningstar, Brown’s Farm, Delft, Lentegeur, Parow Valley, Ruyterwacht, Trafalgar Park, Vulindlela and Wynberg pools are all being renovated or repaired – in many instances because of vandalism and theft.

The Sea Point Pavilion pool and the Blue Downs, Long Street, Retreat and Strand indoor pools are open throughout the year.

Summer is fire season. The City’s 900 professional firefighters can be called upon for major incidents, with a minimum of 200 to 240 of these firefighters on duty per shift at 32 fire stations across the city.

Some 120 seasonal wildland firefighters will be deployed at designated fire stations to assist with veld fire management and prevention. The City will have firefighting helicopters at its disposal over the season.

Rescue diving units have undergone training, and four rescue rubber ducks and jet skis with diving crews are available to assist the National Sea Rescue Institute (NSRI) and SAPS. The City has, over many years, refined a festive season safety operational plan, and works closely with many organisations ranging from the NSRI to SANParks, the Mountain Club of South Africa and many neighbourhood watch and community safety organisations.

Festive season safety Almost 1 500 operational members from the Metro Police, Traffic Service and Law Enforcement departments will be deployed this season.

Officers will prioritise crime prevention, traffic enforcement and by-law enforcement.

A major focus will be the confiscation of alcohol at City beaches and other public open spaces, as possession and consumption of alcohol in public spaces is illegal.

There is a close link between alcohol use and risks to public safety, whether in recreational spaces, in the home or on the roads.

The City is concerned about the increase in the number of overloaded trucks. In one recent incident, a truck was overloaded by at least 25 tons.

Overloaded vehicles tend to overturn or become stuck, often with tragic consequences for the driver and other road users. The city has also been left gridlocked on several occasions as a result of such incidents.

The maximum fine for overloaded trucks is R5 000. For serious transgressions, drivers are arrested.

The Road Haulage Unit will continue strict enforcement, and the Fire and Rescue Service has acquired a special vehicle to remove heavy vehicles where they are blocking major routes.

The City hosted an information session for 288 accredited neighbourhood watch members, who were lauded and recognised as capable partners in the fight against crime.

The session covered information on patrolling strategies and providing support during disasters. Neighbourhood watch members are often the first responders. It is essential that they know how to address concerns such as domestic violence, aban-

• Always swim in designated areas, between the bathing flags.

• Always obey lifeguards’ instructions.

• Ensure that your child is in sight at all times. Children can drown in minutes, even in shallow water.

• Put young children in lifejackets.

• Stay out of the water if you cannot swim.

• Talk to the lifesavers about local hazards before entering the water, and read warning signs.

• Never swim alone.

• Never swim at night.

• Never drink and swim. Some 60% of drownings involve alcohol.

Alcohol is not permitted at any of Cape Town’s beaches or public pools and will be confiscated.

• If you are swimming at a beach monitored by Shark Spotters, understand the status flags.

• Don’t dive into unfamiliar water, as there may be submerged rocks.

• Identify an easy location to meet up if anyone gets lost or separated.

• Stay hydrated. Watch out for signs of dehydration, such as red, dry skin, a rapid or weak pulse and rapid, shallow breathing.

Mountain and forest safety • Take your phone and make sure it is fully charged. Save the City’s emergency number 021 480 7700.

• Wear the right footwear and clothing. Conditions can change quickly, especially in the mountains, and rain or cloud can come suddenly.

• Take enough drinking water and food with you.

• Apply sunblock and wear a hat.

• Never walk alone (groups of at least four are recommended).

• Tell someone where you are going and how long you expect to be.

• Stick to the recommended routes and use a reliable map.

• Do not carry valuables.

• Set the pace for the slowest person.

• Do not approach or feed baboons or other wild animals.

• Never hike in the dark. Make sure you allow enough time to finish your hike before sunset.

• Never light fires, and if you are a smoker, extinguish your cigarette with care (and bring the butt back).

4 CITYNEWS Appreciation for scholar patrols Hundreds of learners representing some of Cape Town’s more than 200 scholar patrols recently attended a scholar patrol appreciation day at the Belhar sports centre.

Learners who attended were presented with certificates and medals in appreciation of their service.

Scholar patrols, started nearly a century ago in the United States, encourage an awareness of road safety and respect for the law. They also build character, as the task demands responsibility, punctuality and teamwork.

The Road Traffic Management Corporation is responsible for the implementation of scholar patrols countrywide, and Province's Public Works Department partners with the City and other local authorities to train and monitor scholar patrols.

New community facilities and more

A number of community projects have been completed in Area Central, with more to come, and 50 new houses were handed over in Delft.

T

he City’s Community Services and Health Directorate is managing a capital budget of about R366 million in this financial year across its four departments – Recreation and Parks, City Health, Social Development and Early Childhood Development, and Library and Information Services. The budget is earmarked for new developments, as well as upgrades of existing facilities.

Each project that the City undertakes involves public participation, which gives everyone a voice in the development of their area, and helps develop a sense of ownership and shared responsibility.

A number of projects will be completed this year, including the Heideveld Early Childhood Development Centre and the synthetic pitch in Gugulethu.

In Area Central, other projects on the horizon include the extension of the pharmacy at the St. Vincent clinic in Belhar; the in-house planning phase for new regional libraries in Nyanga and Manenberg; upgrades to the Hugo Lambrechts auditorium, Rust-en-Vrede, Goodwood and Parow

Viva, Valhalla Park!

The Valhalla Park library was again named the City’s Library of the Year.

It also won Province's Cultural Affairs award for the best book club at a public library, and is the custodian of the "Read for my future @ my library" campaign, which later became a citywide competition.

The City’s neighbourhood safety team (NST) in Bonteheuwel recently passed the 100-day mark since its deployment in July. The NST consists of a team of Law Enforcement officers, dedicated to the Bonteheuwel area, to support crime prevention efforts and enforce City by-laws.

In the first 100 days of deployment, officers conducted nearly 10 000 searches, made 117 arrests and issued 547 fines for various offences. These included recovery of illegal firearms, ammunition and dangerous weapons, confiscation of drugs, cash and alcohol, impoundment of vehicles involved in illegal dumping, recovering stolen vehicles, and more.

The NST is the second dedicated Law Enforcement deployment to a specific

area following the launch of the pilot project in Delft in December 2017.

The general feeling is that violent crime and particularly gang activity has decreased significantly in Bonteheuwel since the team’s arrival.

Over the coming months, more qualifying beneficiaries will receive their own homes as part of the City’s commitment to provide 2 400 BNG houses in the area.

To date, approximately 808 houses have been handed over out of the 2 112 housing opportunities that are planned as part of this construction phase.

Bosmansdam Road upgrades The City, together with Rabie Property Group, has started with the second phase of the Bosmansdam Road project – the rehabilitation of the existing westbound two-lane carriageway between Koeberg Road and Montague Drive. The first phase, implemented between April 2018 and July 2019, entailed the construction of the eastbound two-lane carriageway.

Traffic will be affected in both directions, as only a single lane on the portion of the current westbound carriage way of Bosmansdam Road will be open during construction.

The R20 million project is scheduled to be completed by July 2020.

The City’s Arts and Culture Branch is calling on all public artists of all ages – amateur or professional – to submit appropriate, creative designs for its mural design competition. The submission period is from 9 December 2019 to 10 January 2020.

The winning entry will be placed on the wall at the Manenberg contact centre in Vygieskraal Road. The City will provide the winner with the logistics and equipment to apply the mural.

Airport set to expand Cape Town International Airport (CTIA) will undergo a huge expansion programme to the value of R7 billion over the next five years. This capital investment will provide employment and business opportunities.

The City is working with the CTIA to see how it can maximise the benefit for businesses as part of the construction process, and what job creation opportunities there are for surrounding communities.

Community policing dispute gets heated DESIRÉE RORKE @dezzierork The provincial department of community safety and the Community Policing Board (CPB) of the Western Cape remain in loggerheads about legalities around new directives issued by the department to regulate CPF elections.

In effect these directives change the voting rights at CPFs as it was adopted by individual CPFs in accordance with the Uniform Constitution for CPFs in 2010.

The province holds that voting rights in accordance with the constitution side-line other community organisations, while the CPB holds that the provincial directives will side-line some neighbourhood watches.

Province wide CPF elections were due to take place in November, to elect a new executive for the next five-year term, but were cancelled after the CPB called on the acting provincial police commissioner Lt Genl Sindile Mfazi to intervene.

As a result, Mfazi on 30 October placed a moratorium on the elections. The CPB stated that the department, by issuing these directives, acted outside of its legal mandate, while the department vehemently disagrees.

Provincial minister of community safety, Albert Fritz, last week called on Mfazi to lift the moratorium, which will be in place until January next year, as agreed upon by the CPF and Mfazi in a meeting on 16 November.

The department did not attend this meeting.

“The community is indeed the losing party in the delay of CPF elections,” Fritz told TygerBurger on Friday 29 November.

“However, this delay is caused by an obsti-

nate CPB which fails to acknowledge that CPFs are indeed legally mandated to abide by the CPF annual general meeting directives and guidelines issued by his department in September.

In the article published on 27 November (“Community the losing party in CPF debacle”, TygerBurger) Sean McClelland, chair of the Tygerberg Cluster CPB, stated the Independent Electoral Commission (IEC) does not have a mandate over CPF elections as it is a political organisation. But Fritz disagrees with this.

He continued to say that “The IEC is an independent, impartial Section 9 institution, created by the Constitution of the Republic of South Africa, 1996. It has an obligation to manage free and fair elections at all levels of legislative bodies and institutions through the participation of citizens, political parties and civil society.

“It therefore does have a full mandate to ensure free and fair CPF elections,” said Fritz. Prior to issuing the directives, the department consulted with the IEC, who confirmed the directives.

According to Fritz, McClelland was misleading when he stated that the provincial police commissioner after consultation with the CPB, did not confirm the department di-

rectives.

“Mr McClelland ignores that on 5 September 2019, during the official launch of the directives, the deputy provincial commissioner, Maj Genl (Mpumelelo) Manci, pledged support to the directives on behalf of the South African Police Service.

“As the minister of community safety, I am empowered to, and do in fact have the legal mandate, to issue these directives, much to the CPB’s chagrin,” said Fritz.

According to Fritz the directives were issued within the ambit of the legislative powers of the province.

“As per the legal principle of subsidiarity, legal documents such as guidelines, directives, acts and constitutions are subject to a hierarchy. This means that the constitution for CPB in the Western Cape is subject to the Western Cape Community Safety Act (WCCS).

“Where an inferior law contravenes a superior one, it is struck down to the extent that it is in contravention with the superior law. It is unfortunate that the functionality of all 151 CPFs in the Western Cape is now compromised because of a dysfunctional few, despite the majority wanting to proceed with elections.”

it, my department must ‘promote, assist and monitor police partnerships’, which is exactly what the directives aim to achieve.”

He disagrees that the directives contravene national legislation.

According to Fritz the UC of CPFs is outdated, and subject to the Western Cape Community Safety Act (WCCS).

“In turn, the WCCS is subject to the SAPS Act and that Act to the Constitution of the Republic of South Africa.

Being questioned by McCleland about what the department’s agenda is, Fritz replied, “I’ll be frank. Our agenda is to make the CPF electoral process more transparent and inclusive than it has been in previous years.

“It is deplorable that the CPB have rejected the directives and are failing to adhere to the appropriate legislation, namely, the Constitution, the SAPS Act and the WCCS Act, and are choosing instead to rely on their constitution, which is both inferior to the above sources of law.

Fritz says he cannot support the CPB and the acting provincial commissioner in sidelining the directives and on deciding to only proceed with CPF elections between 20 January and 28 February.

“The CPB, as per their own constitution, are legally required to have elections every five years between September and December. By the time elections take place next year, they will be in contravention of even their own constitution. This signals the absolute disregard for the rule of law.”

Fritz confirmed that Mfazi on Thursday 28 November requested a meeting with him this week, to address this issue.

Health care on the go NIELEN DE KLERK @nielendk Commuters rushing off to their next destination can now save heaps of time thanks to a new containerised medical centre at the Bellville taxi rank.

The Bellville healthcare hub is a collaboration between the Cipla Foundation and the Greater Tygerberg Partnership and was launched on Saturday.

This hub will provide primary healthcare services delivered by a qualified nurse, an eye care unit and a chronic medicine pickup point.

Around 80 patients a day can get treated at the nursing surgery alone, freeing up valuable time and resources of the commuters and existing overburdened healthcare facilities.

“The convenient Chronic Dispensing Unit (CDU) allows patients on chronic medication to collect their medication at the hub while in transit to work or going home,” says Paul Miller, CEO of Cipla Medpro.

“The eye care facility has been established with the help of well-known optometrists who were looking for an opportunity to get involved in community initiatives, and we felt that it was a good fit to include this group in the Bellville project.”

The nurse in charge will be Mandisa Swart, who is part of Cipla Foundation’s

Sha’p Left initiative, the containerised healthcare facilities developed by Cipla.

Warren Hewitt, The Greater Tygerberg Partnership CEO, says this facility addresses a big need in the Bellville CBD. “The area is densely populated, with commuters making over 400 000 trips each day.

While there are over 250 medical facilities in the area, the volume of people means that the existing healthcare facilities and clinics are already operating at capacity.”

He says they were looking for a facility that could be rolled out quickly and which would help a number of patients as well as offering a fee-for-service option.

“Sha’p Left’s containerised healthcare solution is ideal for our needs in the Bellville area as it has a fast turnaround time with regards to deployment (two weeks) and also offers flexibility to expand the operation as needed in the future.”

The hub also offers other services such as basic disease management, family planning and women’s health.

Dan Plato, mayor of Cape Town, was in attendance at the opening on Saturday.

He said the initiative complements the services already provided by the City of Cape Town.

“We welcome the contributions made by private companies and organisations who have assisted in this initiative in the Bellville CBD.”

Proteas salvage pride against England’s Roses South Africa’s SPAR Proteas achieved a morale-boosting victory over England’s Vitality Roses in the third SPAR Challenge Series Test at the Bellville Velodrome in Cape Town on Sunday 1 December.

Although Commonwealth champions England won the series 2-1, the South Africans can hold their heads high, after forcing the first Test on Friday into extra time.

The Proteas, current African champions, were on fire from the start on Sunday.

Five minutes into the match, they were five goals ahead and kept up the pressure.

Phumza Maweni was outstanding as goalkeeper, succeeding with a number of turno-

vers. The Roses appeared slightly bemused by the pace of the South Africans and by the end of the quarter, the SPAR Proteas were 16-10 ahead.

They continued the pressure in the second quarter, but England fought back and the two teams shared the quarter with 11 goals each. (27-21) Lenize Potgieter appeared to be adapting to her new role of goal attack, with Ine-Mari Venter at goalshooter.

The Vitality Roses continued their fight back in the third quarter and after 10 minutes, were level on 35-all. But the Proteas once again stepped up another gear and finished the quarter 41-36 ahead.

In the final quarter, Potgieter returned to her preferred position as goalkeeper, with the young Lefebre Rademan as goal attack.

The large crowd became increasingly enthusiastic as the game continued, cheering every goal and turnover. The Roses had no answer as the Proteas extended their lead, at one stage leading by 10 goals.

Although the Roses won the last two quarters, by one goal and two goals respectively, the Proteas had done their work in the first quarter and made it almost impossible for England to come back.

Potgieter, who had 100% accuracy in the first three quarters, was named player of the

match and wing defence Shadine van der Merwe the player of the series.

South Africa last beat England in the Quad Series in London earlier this year, although they lost twice to the host nation at the World Cup in Liverpool in July.

Proteas head coach Dorette Badenhorst was elated.

“Two-one is much better than three-nil,” said Badenhorst.

“It was a great game between two very good teams. We won the match in the first quarter, because we achieved our goal of getting five goals ahead, which meant that England were playing catch-up.”

Marais, Dyers en Blitsbokke deel bekers uit Z

elt Marais, president van die Westelike Provinsie Rugbyunie, en Dougie Dyers, voormalige vise-president van die WPRugbyunie en ere-voorsitter van Noordelikes-rugbyklub in Avonwood, Elsiesrivier, was onlangs die gassprekers by die bekeruitdeling van die rugbyklub Van der StelEvergreens op Stellenbosch.

Die bekeruitdeling is in die klubhuis gehou en die SA Sewesspelers, Selvyn Davids, Zain Davids en Kurt-lee Arendse, was genooide gaste en het ook die medaljes en bekers aan die ontvangers uitgedeel.

Dougie Dyers (regs), ere-voorsitter van die Noordelikes-rugbyklub, is hier by bekeruitdeling van die rugbyklub Van der Stel-Evergreens in Stellenbosch. Van links is Zain Davids (Blitsbok), Annemarie Lewis, vrou van Kosie Lewis, president van VDE, en Selvyn Davids (Blitsbok).

In sy toespraak het Dyers gesê dat die klub, (Evergreens is van Vlottenburg) wat drie jaar gelede saamgesmelt het, ’n gesamentlike geskiedenis het van meer as 200 jaar en dat Van der Stel deur die jare een van die kragspanne in die ligakompetisies van die WP was.

Hy het die gaste vertel van die roemryke rugbygeskiedenis van die klub se voorsitter, Charles Williams, wat een van die eerste bruin Junior Springbokke in die land en ook ’n nasionale keurder van die Springbokke was.

Desmond Houston, afrigter van

die tweede span van VDE, is ’n voormalige WP- en WP-Gouebekerspeler, wat saam met Williams hul rugbykennis nou in die klub terugploeg. Prestasies waarop die klubs trots kan wees.

Marais het in sy toespraak gesê dat hy hoop om klubkompetisies in die WP uit te brei om meer blootstelling aan almal te gee.

Hy het ook die derdespan gelukgewens met hul beker wat hulle in die klub se driejarige bestaan verower het. Marais het ook die klub voorspoed vir die 2020-seisoen toegewens.
