etreg train station in Bonteheuwel has been identified as a hotspot for cable theft.

Two weeks ago a video circulated on social

media of a man who was electrocuted moments after attempting to steal cables at Netreg.

In a separate incident at the same station on Tuesday 19 November, law enforcement officers recovered approximately 160 metres of overhead copper cable.

“On arrival it was reported to the officers that five suspects who were engaged in the theft had already left the area.

On arrival at the properties two arrests were made and more overhead cable was found. These arrests would not have been possible without community support and people are encouraged to share any information they may have on criminal activity.”

In the electrocution incident, Dyason says the man together with four other accomplices had already cut 80 metres of signalling cable when officers arrived on the scene on Sunday 17 November. “Three men were able to evade capture, while two others were caught. The cable when recovered was still warm. The officers left with the suspects and while busy charging them at the police station, officers were called back to the scene as another suspect had just electrocuted himself trying to steal more cable at the same spot. He was seriously burnt.”

Dyason says metal thieves use minors as lookouts to warn them of any approach by law enforcement and police. “This modus

operandi served them well until Saturday 16 November when officers, who were not dressed in uniform, strolled past the minors. The youngsters fooled by this ruse realised too late that law enforcement was about to arrest their friends who were busy stealing metal infrastructure on the station.

No amount of frantic whistling by the minors could save the suspects from arrest.

“On the same day they moved to deal with a complaint in Bishop Lavis of a man armed with a firearm robbing people on their way to the railway station. On arrival the suspect who made it very convenient for his pursuers to identify him by wearing a bright red top, was quickly and bravely taken down by the officers.

He was disarmed and the firearm was found to be a replica. He was arrested and charged,” he adds.

Metrorail spokeswoman Riana Scott says factors which contributes to cable theft include vagrancy, drug abuse, unemployment and illegal electrical connections.

“None of these are Prasa or Metrorail issues yet have significant impact on the train service. Until these issues are adequately resolved by the appropriate agencies, no se-

curity strategy or resources will be totally effective. We collaborate and share resources in a united fight against the scourge of crime, gangsterism and damage to essential infrastructure.

“Criminals are not born and bred within rail precincts, they spill over from surrounding areas where communities live in fear of retribution to the point where they hesitate to expose criminals in their midst so the cycle continues,” Scott says.

Since March last year, Scott says there has been hundreds of arrests, scores of convictions and collective jail terms in excess of 300 years.

“Research has shown that about 65% of offenders arrested are between the ages of 15 to 35 and more than 75% were under the influence of some of other drug during the commission of the crime. As soon as hot spots are covered and trends addressed, crime is spatially displaced to new area of ‘opportunity’ proving that a comprehensive multi-disciplinary and sustainable approach is required.”

Scott says despite this, Metrorail’s technical teams are working around the clock to repair the damage.

A

stalemate between provincial government and the provincial community policing board (CPB) is threatening to destabilise local community safety structures should middle ground not be found soon.

It stems from directives issued by the department earlier this year, which changes the voting rights that were adopted by individual community policing forums (CPF) in accordance with national legislation.

This resulted in provincial police commissioner Lt Genl Sindile Mfazi to on 30 October place a moratorium on CPF annual meetings across the province, where new executives would have been voted into office for the next five-year term; this after the CPB called on the police commissioner for intervention.

Provincial minister of community safety, Albert Fritz, last week called on Lt Genl Mfazi to lift this moratorium and allow communities to elect their leadership.

He also called on all CPFs in the province to abide by his directives and guidelines.

“These directives were issued to allow for all community based organisations including neighbourhood watches (NHW), nongovernmental organisations and the religious fraternity to participate in CPFs at the station-level,” he said in a statement.

He is of the opinion that the current Uniform Constitution for CPFs in the Western Cape, drafted in 2010, is now outdated. “(The UC) is no longer aligned with current legislation, particularly the Civilian Secretariat for Police Act and the Western Cape Community Safety Act,” he stated.

He expressed concern that this outdated constitution is being used by a few within the CPB to side-line community based organisations in terms of voting rights.

“Historically, these provisions have resulted in a lack of representation of NHWs and community structures on CPFs, in turn, causing much tension,” said Fritz.

According to Fritz the constitution is not aligned with the spirit of the Western Cape Community Safety Act, which aims to make CPFs inclusive of all community based organisations.

He added that the department’s directives were issued within the ambit of the legislative powers of the province, after much consultation and confirmation from the Independent Electoral Commission (IEC), the national civilian secretariat for police and from the police.

Sean McCleland, chair of the Tygerberg cluster CPB, says Fritz’s statement is misleading.

“Firstly, the IEC is a political organisation and has no mandate to moderate functions or elections within a CPF. Secondly, the provincial commissioner, after consultation with the CPB, did not confirm the department directives as claimed by Fritz and thirdly, the constitution does not apply only to certain organisations or cultural structures. It applies to every safety organisation, both within government and community based within respective communities.

“Furthermore, the department is acting outside of their legal mandate in terms of the Constitution of the Republic, which clearly shows no legal mandate and no responsibility on the department to issue directives. Legally, the role of department is to promote, assist and monitor police part-

nerships,” he says.

McCleland says the constitution by which CPFs are managed, was instituted and approved of by the department, the police and CPFs at its inception and is focused on the implementation of national laws, not provincial legislation.

“Legally speaking the department cannot dictate to CPFs and the question begs as to why they forget their legal mandate.

Why are they attempting to force this onto CPFs and what is their agenda?” says McCleland. “It is causing political infighting and internal friction that is weakening community safety.”

McCleland confirmed that the CPB and the provincial police commissioner in a meeting on 16 November agreed that CPF annual meetings and elections will only proceed next year between 20 January and 28 February and will take place in terms of the constitution and not department directives.

The department was notified of this meeting, but did not show up and confirmed their refusal to attend the meeting, according to McCleland.

Fritz, on the other hand, continued to say it was unfortunate “that the functionality of all 151 CPFs in the Western Cape is now compromised because of a dysfunctional few”.

In reply to Fritz, McCleland said, “it is because of the attempts by the department to dictate to CPFs that this very problem has occurred, even although the department is admittedly way outside of its legal mandate”. Tygerberg cluster, under the assessment of the department was found to be one of the most functional in the province with the highest in submissions and compliance with the department strategy.

Man dies, woman injured in Delft fire One man died and a woman sustained burns on Thursday 21 November in a fire in Leiden, Delft.

At 05:22 the City’s fire and rescue service was alerted to a formal dwelling alight in Owen Madikane Street.

Upon arrival, it was confirmed by the officer in charge that the fire was contained to

the ground floor area of the maisonette structure. Further investigation of the area led to the discovery of the body of a man who sustained fatal burn wounds. An woman sustained 60% burn wounds and was treated and transported to a nearby hospital.

Subsequently, the scene was cordoned off and handed over to the police.

Drivers robbed and attack in Delft Several incidents of robbery and assault of Uber, Bolt and delivery truck drivers have been reported to the Delft police.

The police have warned drivers to always be alert when picking up or dropping off clients and delivering goods. “Suspects at times pose as clients and then they rob the drivers of their belongings, assault, kidnap

and even kill them. First make sure of the address where you must deliver or pick up clients and observe the area to make sure it is safe. If you feel unsafe or suspicious of the surroundings or people, drive to the nearest police station or flag down a police vehicle for assistance,” says Capt John Bartlett, police spokesperson.

Police crackdown in Lavis A joint operation which involved chopper drops, stop and searches and visible policing in Bishop Lavis led to the discovery of more than 200 mandrax tablets.

Provincial police spokesperson Capt FC van Wyk says officers attached to Operation Lockdown, Bishop Lavis police, the South African Defence Force and other law enforcement agencies held the operation from 10:00 Tuesday 19 November until 10:00 Wednesday 20 November.

“Officers were air lifted by an Oryx helicopter accompanied by members of the national intervention unit and dropped in the area, assisted by the ground personnel.

During the operation, information was received about drug dealings in Valhalla Park and officers followed up on this.

When they arrived at the location in Agnes Street, Valhalla Park, they noticed a man that fitted the description.

“As they approached him, he slowly moved away. When the officers searched the area, they found a bag containing dagga and 18 half mandrax tablets. An undisclosed amount of cash was also confiscated,” says Capt Van Wyk. “The man, aged 42, was arrested on a charge of drug dealing.”

Van Wyk says bags of dagga were also found abandoned when officers were dropped by the chopper close to Keurberg Road in Bishop Lavis.

“At about 09:30 on 20 November, officers of the Maitland Flying Squad were conducting patrols in Bishop Lavis when they approached the corners of Lavis Drive and 35th Avenue and spotted a white Nissan 1400 LDV. The driver changed direction when he spotted the police vehicle.

“A high speed chase then followed through the streets of Bishop Lavis, and officers called back up. Operation vehicles responded in Sky Road.

second suspect appeared in court last week in connection with the murder of Jesse Hess, the University of Western Cape (UWC) student.

Chris Lategan (85), Jesse’s step-grandfather, also died in the attack.

The 37-year-old suspect was arrested on Tuesday 19 November and appeared in the Bellville magistrate’s court the next day with his co-accused, a 31-year-old man. The 31-year old, a relative of the student, was arrested two weeks ago in Struisbaai in the Overberg following an attack on a 16-yearold from Philippi. The suspect appeared in the Wynberg magistrate’s court on Friday 15

November in connection with the Philippi rape, robbery and attempted murder.

Eric Ntabazalila, spokesperson for the National Prosecuting Authority, says both men are charged with two counts of murder and two counts of robbery with aggravating circumstances in the Parow case.

“More charges are likely to be added as the investigation is continuing.

“Accused one has a pending case of rape that is at the Wynberg magistrate’s court. He also has previous cases of rape and robbery with aggravating circumstances against him. He has abandoned bail and asked for legal aid to represent him.

“Accused two has a drug-related case pending and has previous convictions of possession of drugs and illegal possession of an un-

licensed firearm,” Ntabazalila says.

The state is opposing bail.

In an earlier interview with the newspaper, Sandy Hess, the deceased’s aunt, said that the family always had a suspicion that two men had been involved in the attack on Friday 30 August at the Beaumont apartments in Victoria Street, Parow.

Sandy said the suspects fled with a big flat-

screen television which required two people to carry. Apart from this they also escaped with a handbag and two cell-phones.

Jesse (19), a former learner at Table View High School, studied theology at UWC. She was also a youth leader and Sunday school teacher at a church in Matroosfontein.

The case against the two suspects has been postponed to 12 February.

Jesse’s aunt opens up over media uproar and threats RICHARD ROBERTS @richardjohn_rj Sandy Hess, the aunt of Jesse Hess (19) who was brutally murdered in Parow earlier this year, says she is disappointed in the way some media houses have reported on the matter, In an exclusive interview last week, she told TygerBurger that some reports paint her in a very bad light.

Sandy is also hurt by what some family members of the victim has said in the media.

“I am just so angry and hurt by the lies that they are spreading about me – when the police and I were pleading with people for help, they did not say anything. Now

that we have done all the hard work and they (the suspects) are in jail, now they have a lot to say,” she says.

Two suspects, of whom one is a close relative of Sandy and Jesse, appeared in the Bellville magistrate’s court on Wednesday last week on murder charges. The duo remains in custody and will reappear on 12 February. Sandy told the newspaper that she does not know the second suspect.

Jesse and her step-grandfather, Chris Lategan (85), were murdered on Friday 30 August at the Beaumont apartments in Victoria Street, Parow. Last week Sandy, with whom Jesse was staying at the time of the murder, shared a message sent to a friend of hers. In it the victim mentions that she fears for her safety.

o make clinic visits easier for residents, the Bonteheuwel Development Forum hosted a campaign to take primary healthcare to residents.

Forum chair Henriette Abrahams says this is a monthly commitment between the forum, street committees, Omega Community Healthcare and the local clinic.

“On Wednesday 20 November our Jasmine Street committee was the host and on Thursday 21 November it was our Vyeboom, Vlamboom and Yellowood Street committees’ turn.

“The aim is to assist those who are not able to make it to the clinic. Children get their deworming tablets as well as vitamins and measle injections while the adults are

able to have sugar and tuberculosis tests done, HIV testing and have their blood pressure checked.”

According to Abrahams more than 100 patients attended on Wednesday.

“We thank our partners, our local clinic sisters for making this possible and the dedicated street committee members for their relentless efforts in realising our mission which is building a safe, healthy and prosperous Bonteheuwel.”

The initiative came to life in August at the forum’s Women’s Day event. “We noticed that there’s a need in our community. Not everyone can sit in a clinic for hours and people don’t always have money to travel.

“We realised the need and suggested it to Omega Community Healthcare and the local clinic. A lot of people who work there live in the area as well,” said Abrahams.

Man found in possession of grenade

26-year-old man was arrested in Bishop Lavis for possession of explosives and a dangerous weapon.

The arrest took place on Friday 22 November while officers were doing patrols in the area.

Police spokesperson WO Joseph Swartbooi says police stopped and searched the man.

“Officers noticed a man approaching the well marked police vehicle while it was stationary. Driven by instinct and adrenalin, the officers rushed out of the vehicle and approached the unknown man who appeared rather nervous while communicating with the police. Upon searching the suspect, officers found one M36 live hand grenade and a silver knife.

“Station commander Brig Christopher Jones commended the officers for their commitment to protect the community of Bishop Lavis. He praised them for acting and fulfilling their mandate as crime fighters,” adds Swartbooi. . Two people were killed in two separate incidents in Bonteheuwel last week.

Swartbooi says in the first incident which occurred in the early hours of Thursday 21 November, a 30-year-old man believed to be a member of the 28’s prison gang was found dead in Taaibos Street, between the Calvin Protestant Church and Boundary School.

“The motive for the shooting is unknown,” he says.

In the second incident on Friday 22 November, officers received a complaint of a shooting incident which occurred on the corner of Essenhout and Datepalm Road.

“Upon arrival they found a few people surrounding the body of a 35-year-old man lying on his back on the pavement. It is alleged that the victim left his home to go to a shop in the vicinity. The family recalled that they heard gunshots moments later.

When they came to see what happened, they discovered the victim in the road.

“In both incidents no witnesses came forward to assist Bishop Lavis police,” says Swartbooi.

Hoe lank hou ’n World Cup-babelas?

Diegene wat al erg deur babelas gekasty is, sal weet dat daar nie ’n erger siekte as wingerdgriep is nie.

Sommige ouens raak so siek dat hulle voel hulle kan sterf. Die kop pyn, die maag is ontsteld en alles irriteer jou. Alle reuke maak jou naar, veral kos.

Nou die laaste paar weke het ek ’n vreeslike babelas. Gelukkig darem nie die dranksoort nie, maar wel rugby-babelas.

Met die wêreldbekerrugby het ek letterlik elke dag rugby gelewe.

Van voor die toernooi begin het, het ek al die programme oor rugby gekyk – ou wedstryde, dokumentêre programme, onderhoude met oudspelers, onderhoude met huidige spelers, plaaslike en oorsese ontledingsprogramme.

Daarna het ek elke rugbystorie in die koerante verslind. Oorsese koerante het ek aanlyn gelees om beter perspektief te kry oor wat ander mense van die Springbokke dink. In meeste gevalle het ek my vervies omdat die Bokke nie ’n kans gegun is nie.

Ek dink nie daar is meer iets te sê oor die euforie wat die land oorval het toe die Bokke uiteindelik met die gesogte trofee huis toe kom nie. Koerante het elke storie uitgewring wat oor die Bokke geskryf kon word. Onderhoude is gevoer met spelers se ouers en grootouers en ooms en tantes en predikante en honde en katte. Ons weet nou dat Faf de Klerk van Bokbloemer-faam eens op ’n tyd in ’n skoolkonsert opgetree het en dat Damian de Allende se broer die week ná die toernooi getrou het. Elke aspek van die seëvierende span se lewe gaan in die volgende paar maande ontleed word. Of, soos Joel Stransky onlangs op televisie gesê het, hul lewe gaan nog vir die volgende 24 jaar aan die groot klok hang.

En hier sit ek nou. Ek weet nie wat om naweke met my tyd te maak nie. Soms sit ek die opname van die eindstryd aan en kyk weer na Makazole Mapimpi se skoppie en hoe Lukhanyo Am die bal nonchalant vir hom teruggooi sodat hy die Springbokke se eerste drie in ’n wêreldbeker-eindstryd gaan druk. Wanneer Cheslin Kolbe tussen die Engelse spelers deur dans, druk ek die pauseknoppie net voor hy gaan druk en speel dit weer. Elke keer wil ek ’n traan stort.

Dan kom Mevrou en sê die wêreldbekertoernooi is nou verby en jy moet na die regte wêreld terugkeer en gaan kar was. Of haar winkels toe neem. Hoe lank hou ’n World Cup-babelas? wonder ek.

Dít is in die kind se belang Ek is ’n gekwalifiseerde en geregistreerde maatskaplike werker. Hiermee my professionele opinie en kommer oor die koerantberig “Rugbyafrigter kry trekpas ná onwelvoeglike optrede” (TygerBurger, 6 November).

Ingevolge die huidige Kinderwet en die Wet op Seksuele Misdrywe kan enige individu in die gemeenskap ’n beweerde seksuele oortreding teenoor ’n kind by die polisie aanmeld. Dit is belangrik om kennis te neem dat die beweerde oortreding, die strafregtelike ondersoek, hofverrigtinge en die regsbeslissing deur die hof nog steeds in die beste belang van die kind bly al word die beweerde oortreder ook onskuldig bevind.

Dus stem ek nie saam met dr. Theron wanneer hy sê dit is moeilik om te sê wat in elke kind se beste belang is nie.

Ingevolge die wetgewing kan die betrokke skool ’n strafregtelike klag aanhangig maak en is dit die wetlike verantwoordelikheid van die polisie om die klagte te ondersoek en die saak voor die hof te bring, selfs in ’n situasie waar dit nie die keuse van die kinders se primêre versorgers is nie.

Wetgewing en selfs huidige skolebeleid regverdig en beskerm die skool in hierdie verband. Volgens die berig is die rugbyafrigter deur ’n onafhanklike party in ’n interne tugverhoor skuldig bevind. Hierdie bevestiging is myns insiens bo redelike twyfel ’n sterk aanduiding vir genoegsame gronde vir ’n strafregtelike klag. Aan die ander kant kan die versuim om ’n strafregtelike klag in te dien ook geïnterpreteer word as ’n oortreding van die Kinderwet en die Wet op

Seksuele Misdrywe.

My verdere kommer is dat die rugbyafrigter uit sy pos by die skool ontslaan is, maar heel moontlik verdere kontak gaan hê met ander kinders omdat daar tans geen wetlike buffer is om verdere kontak met kinders te vermy nie. Die Kinderwet het duidelike beskermingsprosesse vir kinders teen oortreders wat strafregtelik skuldig bevind is, soos die registrasie van die skuldige op die nasionale register vir kinderbeskerming en seksuele oortredings.

My addisionele kommer is dat daar ’n sielkundige, ’n maatskaplike werker en ’n staatsaanklaer by hierdie situasie van die skool betrokke was en dit vir my voorkom asof die kinders deur die reg gefaal is en die oortreder wetlik skotvry hiervan afkom. Die moontlikheid bly dat ander kinders deur hierdie rugbyafrigter se sielkundig disfunksionele en patologies afwykende gedrag getraumatiseer kan word.

MAATSKAPLIKE WERKER E-pos

Taxis in control of our roads I wonder who is in control of the Western Cape and who controls the roads.

I live in Sonkring, and daily I use Blackberry Road to gain access to Cecil Morgan Road.

This is a scary place in the mornings because although the taxis are not supposed to stop there, they park in the yellow line blocking the view for both directions, as well as blocking Blackberry Road for us.

There are people crossing the road to and from the Checkers/Shoprite storage facility which makes entering the road more treacherous.

The people who say that

this problem does not exist do not monitor that road early mornings.

When will the authorities take heed? Or are we waiting for an accident to happen first?

Why not at least put a traffic light there or provide a taxi rank which might at least help people to be able to avoid oncoming traffic?

Who is in control?

It seems that taxi drivers and their owners control the streets of Cape Town and surrounding areas.

Voortrekkerweg kort verfraaiing Ek wil graag my kommer uitspreek oor die haglike toestand van Voortrekkerweg – vanaf Woodstock tot en met Bellville.

Daar is kerke, klubs en residensiële akkommodasie orals, en dis morsig.

Kantoor- en sake-eenhede is nou ’n blyplek vir mense en hordes gesinne bly nou in kantoorruimtes. Wanneer het hersonering plaasgevind, of is dit sommer net vir intrek?

Kan ons rioolstelsel die druk hanteer? Is die kragstelsel voldoende? Voortrekkerweg is nou vol slaggate en waterpype bars enige tyd.

Wat het geword van die mooi woonbuurte soos Goodwood, Parow en Bellville waarheen gesinne baiekeer op uitstappies gegaan het? Mense word daagliks in Voortrekkerweg beroof. Wat kan ons doen om die straat te herstel?

Kom, laat ons saamstaan en ons hulpkreet tot die owerhede rig om met antwoorde vorendag te kom. Laat ons die raadslede verantwoordbaar hou, of dank hulle af! Ek hoop my noodkreet val nie op dowe ore nie.

Librarian in Bellville ‘saved a life’ It’s 2019 and like so many other South Africans I have lost faith in our government on national, provincial and local levels. l have also lost all faith in myself and my purpose here on earth.

Today, Monday 18 November, I was prepared to end my life. My depression has sucked the last drop of joy I had. I have been living for everyone except for myself. I had to return some books for a friend as these were one of the obligations I was forced to undertake every few weeks.

Nonetheless, I was at my lowest, lowest point. But upon reaching the main counter at Bellville Library I was greeted by a young, friendly newbie (Chad or Shad) who continued to ask me if I enjoyed these books. And when he realized I wasn’t feeling too good instantly encouraged me to get a book on positive thinking. I thought why is this over-enthusiastic guy trying to convince me to read a stupid book? - as if that would help.

He then continued to make a joke about one of the books he had read. He explained the different parts of the library and spoke about his dreams of becoming the wealthiest assistant librarian in the world which surprisingly made me laugh, much to my delight. This was the first time all week I had not thought about ending my life, but rather considering signing up and joining a library.

This enthusiastic young man without knowing had stopped me from committing one of the biggest sins.

I thank the Almighty for allowing me to experience such a miracle. The world needs to know about this great young man.

Park upgraded by residents T

he City of Cape Town’s recreation and parks department and the Friends of Roome Park in Bishop Lavis launched a newlyupgraded park on Saturday 23 November.

Residents transformed the Roome Community Park by planting flowering garden pods and trees to beautify and upgrade the

park so that it will once again be a popular outdoor space to visit.

The City’s Mayco member for community services Zahid Badroodien says the opening ceremony was a celebration and acknowledgement of the residents’ efforts and accomplishments.

A

new feature film about the life and trials of a young woman from Bishop Lavis has been making waves on social media, with the film set to become available from Sunday 1 December.

Meisie Vani Lavis will be available soon.

The film Meisie vani Lavis is the brainchild of Mitchell’s Plain local, Mark Matroos and features a local cast.

The movie features rapper K-Nine die Hond, Von D Kemp, Charmaine Segels, Barryl Pietersen and Melissa De Vries Joseph.

“I want to tell our people’s stories as it is; our daily life on the Cape Flats with no filters,” says Matroos.

“With this movie, we want to bring awareness of violence against women and also to listen to your mom and not to get involved with the wrong elements in the communities,” he adds.

The film took around 25 days to film and is self-produced.

The film is also entirely improvised.

“We did not have a script everything was improvised,” he says.

“I think it took about 20 to 25 days to film. We shot about two to three hours a day. It was self-produced and I can’t really say how much it cost, because I funded the movie myself.”

Matroos founded Mojam Entertainment which is the official producer of the film. The married father of two moved around from Eerste River to Mitchell’s Plain where he now resides.

“I like watching movies, I never thought that I would end up making my own. There is a few stuff I want to do next year as I am also part of the duo Afrikaans Ruk that

performs around South Africa. I definitely want to make another movie as I had a lot of people contacting me to be part of my next project,” says Matroos.

An official launch and screening of the film will be held at the Portland Indoor Centre on Sunday 1 December at 18:00. Tickets cost R50 per person.

Following the screening, the film will be available on DVD. A total of 70% of the tickets have already been sold. “Audiences can expect drama and some hard-hitting action and thriller,” Matroos says.

Meisie Vani Lavis is about a young girl named Veruscha who grew up in Bishop Lavis. She is well mannered, comes from a church background and is raised by a single mother named Antie Mainie.

Life is hard for them and sometimes there is no food to eat.

This closely knitted bond between mother and daughter quickly unravels. Everything changes when Veruscha starts hanging out with a troubled youth named Menta who is mixed up with a few bad guys from the area.

Veruscha’s world spirals out of control while her mom is trying to warn her of the dangers of hanging out with the wrong friends.

She refuses to listen and ends up learning a hard lesson.

ollowing mayor Dan Plato’s statement earlier this year, that water restrictions would be reconsidered in October, the City last week stated that a decision over this must still be made in consultation with the national department of water and sanitation (DWS) and all users of the Western Cape water supply system.

DWS have scheduled a meeting for the end of November, in which their modelling for the region’s next hydrological year will be presented for consideration and discussion,” said Mayco member for water and waste Xanthea Limberg,” in a statement to the media on 18 November.

She said the City can’t pre-empt the outcome of the meeting, but will advise residents after consultations have taken place.

According to Limberg, dam levels have decreased by 0.5% over the previous week and are currently at 83.7%.

“Water consumption for the same period was slightly down, falling from 675 million litres/day to 674 million litres/day.

Currently the consumption target for the City is 650 million litres/day,” she added.

“Although our surface water supply is markedly higher ahead of summer 2019/’20 than it has been in recent years, residents

should keep in mind that rainfall for winter 2019 was again below average. This is the fifth year running this has been the case, as reflected in City graphs.”

In response to this statement, Sandra Dickson of the civic organisation Stop Coct, said the City is using the same rhetoric as last year.

“First Plato said restrictions would be reconsidered in October, but now they say November. As was the case last year, the City now says they have to wait upon DWS to lift restrictions.

“If the City could implement water restrictions unilaterally and increase tariffs, why must they now wait for DWS to decrease it? she said.

Dickson says the City last year implemented a 30% water reduction, while DWS only asked for 10%, resulting in the 650ML consumption target, which was exceeded by about 25ML only for the last three weeks.

“It is simply outrageous and indicates that the City thinks the public will not see it.

They have double standards, which only benefits the City.”

Dickson adds that should restrictions be reduced to the lower level, the public would be paying 49 cents per KL less.

Things to consider with holiday homes W

hen going away at the end of the year, chances are that one dreams about what it would be like to live in their favourite holiday town full-time – or at least think about the possibility of buying a property there that they could let out most of the time and also use as their vacation home.

“People who are enjoying a perfect getaway often start to think like this, which is why the July and December holiday seasons in South Africa’s coastal and country resort areas are generally boom times for local estate agents,” Carl Coetzee, chief executive officer of home loan originator BetterBond, said.

He further said that buy-to-let investments in holiday homes can be very rewarding, but as any other property, buyers should avoid making decisions in haste and do some proper research before they commit to relocation or purchase of a second home.

“For example, holidaymakers keen to relocate should bear in mind that they probably always

see their favourite area at its best – when it is full of other happy visitors and when the best weather can be expected.

“Out of season, the area could be wet and windy, for example, or too hot for comfort. It will most likely also offer fewer employment opportunities and much lower prospects of establishing and sustaining a new business. It thus makes sense to delay your decision until you are back in ‘work mode’ – and until you have visited the sea at different times of the year to ensure that it really offers the lifestyle you envisage. Prices are also likely to be more negotiable if you buy in the off-season.”

Coetzee said that if one’s plan is to buy a second home that they can use for their own holidays and let out on a short-term basis for the rest of the year, one will also need to check the demand for holidays in off-peak times to ensure the best return on their investment.

“In addition, you should be prepared for the fact that it is usually tougher to obtain a bond for a second home than your primary resi-

dence, even if it will be bringing in rental income.

“Most lenders will be looking for you to pay a sizeable deposit on any buy-to-let property and will still probably only offer you a home at a higher rate of interest than on your primary property.

“However, you can ensure that you get the best possible financing deal by applying through a reputable originator like BetterBond. He said the municipal rates on these properties are usually higher and more subject to weathering that can mean much higher maintenance costs than anyone used to living inland might expect.

When planning to buy a holiday home that is exclusively for one’s own use, Coetzee said one may well be attracted to one of the many security developments that have sprung up around coastal towns and villages to meet the rising demand for lock-up-and-leave weekend homes.

“But here, too, you need to keep a cool head. Buying anything offplan calls for special efforts to ensure that the completed development will meet your expectations, while even if you are buying a completed home it is important to ensure that it is close to the amenities or activities you want to enjoy in your leisure time – whether that is shopping, night life, or recreational and sporting facilities. You do not want to spend your holiday commuting.”

Ways to spot a good rental agent Using a good rental agent is one of the most frequently recommended ways to ensure the ongoing health and growth of a rental asset, particularly in today’s challenging property market.

Not all rental agents, however, provide the same level and quality of service.

So how does one go about finding the right rental partner?

Rawson Property Group’s national rentals manager, Jacqui Savage shared four easy-to-check attributes when looking for a good rental agent.

Credentials and ongoing training Savage said that every rental agent in the country is legally required to have an annually updated Fidelity Fund Certificate and be registered with the Estate Agency Affairs Board.

She further said that South African ren-

tal regulations are known to be complex and, according to her, having a rental agent who stays up to date on the latest legal and procedural developments through ongoing training is the best way for landlords to protect their interests and stay on the right side of the law.

“Ongoing training is a great indication of a rental agency that is dedicated to staying on top of its game. It is also a good way to spot an agent who is willing to go the extra mile to make sure your rental asset performs,” she said.

They have an active presence in your neighbourhood Checking out other rental properties in your area is always a good way to start gauging your local market, but Savage said it also helps highlight the rental agents who are most active in your area.

“A big part of being a successful rental agent is understanding the various market micro-climates within a neighbourhood.

These can vary significantly by street and property type and make a real difference to rental potential. An agent with an active presence in your neighbourhood is far more likely to be in tune with these dynamics and able to place and retain tenants more successfully than those without.”

They have a good reputation Being active in an area may be a good sign, but it is no guarantee that an agent is keeping their landlords 100% happy.

For this reason, Savage also recommended getting word-of-mouth referrals or references from other local landlords whenever possible.

“It is always a good idea to talk to someone who has dealt with a particular agent

New social housing units in Bothasig Residents of Cape Town working in and around Bothasig, Century City or the City Bowl who travel from far flung areas now have an opportunity to live closer to work.

Construction of 314 new rental units is set to begin soon on land owned by Communicare in Bothasig.

The first of Bothasig Gardens comprising of 165 units was completed in 1994 and Phase 2 was occupied in 2013 with 120 units under the government’s social housing programme.

Phase three extends the social housing by adding 314 homes for families who would otherwise find living in Bothasig unaffordable.

This model is said to make it possible for Communicare to allocate over R20 million of its own funds to develop the social housing at Bothasig Gardens.

R162.8 million will be spent on this development financed through a combination of Communicare funds, commercial loans and government grants.

A loan of R33 million has been raised from Mergence Infrastructure and Development Debt Fund, an independent asset management company managed by Mergence Investment Managers.

“We are pioneers in impact investment in South Africa. We choose to work with well managed institutions such as Communicare that make a social and economic difference to people’s lives.

We believe that our partnership with Communicare on the Bothasig Gardens development will assist in increasing the availability of affordable residential rental accommodation in Cape Town,” head of Investments at Mergence, Mark van Wyk said.

He said the development will afford 314 families the opportunity to be closer to work opportunities, to main transport routes along the N1, schools, hospitals and local shopping malls. “It provides opportunities for Cape Town residents to live in areas from which they were previously excluded.

Along with these new apartments, we are

creating a community for tenants by building designated play areas and a hall for recreational and cultural activities.

It is about creating the kind of community that we would want to share and be part of.”

Van Wyk said that saving money and water is important for tenants. “Communicare will install energy-saving lighting, heat pumps, dual flush toilets and water-wise showerheads to help tenants save. The indigenous landscape gardens will be irrigated by using water harvested on site.”

Furthermore, to qualify for accommodation at Bothasig Gardens, Van Wyk said that families must earn a household income of less than R15 000. “However, 30% of the accommodation will be allocated to households earning less than R5 500 per month.”

“These are good quality studio, one- and two-bedroom homes that afford tenants a starter opportunity to achieve greater things.”

There are four different types of units to choose from to accommodate a range of people in different stage of their lives.

Younger people or couples just starting out may want to start with a studio unit while the larger two-bedroom units are better suited to families.

The studio units are about 31 m², one-bedroom units about 36 m² and the two-bedroom units are between 42 and 45 m².

“The development has 94 studios, 63 onebedroom units and 157 two-bedroom apartments to choose from. Many young people starting a career, or a new job do not have much choice of accommodation in Cape Town. We are all well aware that property in expensive and young families find it difficult to rent affordable and decent housing.

The latest phase of Bothasig Gardens offers affordable rentals for working people.”

He said prices will be about a third of what one would pay for similar accommodation in Bothasig. “This is incredible value for our tenants. Bothasig Gardens makes it possible for families to live, work and raise children in a supportive environment, close to all the services they need,” Communicare’s chief financial officer Neville Fowler said.

Power Series revs up for final races The season finale of this year’s Power Series sponsored by Wingfield Motors at Killarney International Raceway on Saturday 30 November features an additional attraction in the form of a onehour endurance race for the Burly Pro GTi Challenge racers.

This category, as its name suggests, is only open to Volkswagens of various models, nearly all using some version of the proven two-litre GTi engine.

The longer format gives race fans a rare opportunity to watch frantic pit-stops, tyre swops, driver changes and even emergency repairs after crashes or breakdowns. Its a fascinating aspect of motor racing that we don’t get to see in the exciting quick-fire eight and 10-lap sprint races that make up the regional championship Power Series at the home of motorsport in the Western Cape.

The bumper programme for the day also includes sprint races for the GTi Challenge, Shatterfix Fine and Millstock Cars Pre 1980 and 1990 Cars, V8 Masters and Makita Supercars, Pirelli Sports and GT cars and Formula Libre openwheelers, as well as two motorcycle categories, the RST Trac Mac Clubmans, Classic and Breakfast Run Motorcycles and the RST Trac Mac Powersport Motorcycles.

ittle after a week after going down 17-4 to Falcons, Belhar Dolphins fought hard, but ultimately succumbed to Westridge Yankees 7-5 in their Cape Town Softball Association Major league match in Turfhall on Sunday 24 November.

Elsewhere, Table View Tornadoes felt the wrath of Falcons, going down 9-4.

In the Super League, both games produced tight finishes.

In a game that produced 24 hits, Glenthorn A’s edged out Kenfac Phillies 8-7 in the early game.

A’s started off with four runs in the first innings, but Phillies’ Carla Swanepoel (2/4) cleared the boundary cones, scoring three runs in the process.

Jenna Moses (3/4) did well with the bat for Phillies with three scattered singles.

The game was marred by both sides not able to capitalise on having runners on base with Phillies (10) and A’s (8) runners left stranded on base.

A’s took 15 hits off Ester van den Heever while Phillies scored 9 hits off Lisa Erasmus

who struck out three batters and gave up a 6 free bases.

Lefty, Courtney Stevens, was the pick of the A’s batting with a flawless 4/4, including a double.

Former Old Mutual Cubs stalwart, Zulfah Stellenboom (3/3), and Chaunees Goliath (2/3) were the other top offensive performers for A’s.

In the late game Westridge Yankees held on to inflict a first loss on Lavender Hill beating them 4-3.

Maar aan die wenkant was darem ook Durbanville, die Universiteit van Wes-Kaapland (UWK) en Tygerberg-klub, asook Noordelikes-Goodwood in ’n tweede wedstryd.

Durbanville (189/3) was bobaas in sy buurman-kragmeting teen Bellville (187/7), danksy ’n uitstekende derdepaaltjie-vennootskap

van 116 lopies tussen Jean Marais (100*) en Hayes van den Berg (49), en só ook die boulwerk van Tashwin Lukas (4/21).

UWK (206/6) het behoorlik klaargespeel met Rondebosch (111) ná skitterbydraes deur Zubayr Hamza (91), Givon Christians (55) en Jason Smith (4/22). Tygerberg-klub (192) het met Edgemead (171) afgereken met behulp van stewige bydraes deur Curtley Louw (61) en Nathan October (45 en 3/31).

Noordelikes-Goodwood (204/8) was die meerdere van Gugulethu (106) te danke aan veral Wade Cupido (570) en Luan Franken (5/31).

Kuilsrivier (159) kon nie kers vashou teen Groenpunt (201/7) nie, maar Peter Cyster (4/32) het wel met sy boulwerk beïndruk.

Nadat Nathan Swartz (5/16) en Jody Lawrence (3/19) Saterdag aan die voorpunt was in Durbanville se wegholsege met ses paal-

tjies oor die Universiteit Kaapstad, het die Durbies egter Sondag in hul uitgestelde wedstryd teen Rondebosch met twee paaltjies die knie gebuig. ’n Baie goeie sesdepaaltjie-vennootskap van 93 lopies tussen Jean Strydom (62*) en Jaco Castle (40) was nie genoeg om Durbanville (187/8) die pyp te laat rook teen Rondebosch (188/8) nie.

UWK het hom behoorlik bloedneus geloop teen Brackenfell (175/9) toe Jade Adams (3/17), Stefan Joubert (3/19) en hul makkers die studentespan vir ’n skamele 75 lopies uitgeboender het.

Vir Bellville (116) wil dinge maar net nie hierdie seisoen mooi op dreef kom nie. Die Bellvilliete (116) het ’n groot loesing teen Cla-

remont (212) op die lyf geloop. In die eerste liga vaar Kraaifontein verreweg die beste van die ses Tygerbergse spanne wat daar ingedeel is. Milnerton (189/7) is ná ’n paar terugslae darem weer op die wenpad nadat hy deur middel van ’n goeie spanpoging met Ottomans (188) afgereken het. Edgemead (162) het sy eerste oorwinning in die kompetisie behaal toe hy Kuilsrivier (149) koudgesit het. Simon Blake (32 en 4/13) het ’n vername rol in die Edgemeadsege gespeel.

Swak kolfwerk was Noordelikes-Goodwood (137) se ondergang teen Groenpunt (138/3), terwyl Tygerberg (190/9) ook in die stof gebyt het in sy wedstryd teen Rylands (228).
