he Inspire Network movement has called for the removal of the current leadership of the Elsies River community policing forum (CPF).

The concern raised by Steve Ross, chairman of the movement, was that the CPF had not informed the community in advance of a meeting that took place on Tuesday 10 September. Residents were only informed a day before.

“It’s an absolute disgrace that the Elsies River CPF plans a public meeting, arranges the venue and somehow conveniently forgets to inform the community of it. Only after 21:00 on Monday 9 September, the night before the public meeting, a flyer was posted on a community group and later one of the CPF executive committee members posted it on their personal Facebook page. Nothing was shared on the community Facebook group,” said Ross. He is of the opinion that the CPF has no regard for the wellbeing of the community: “It is blatantly obvious that the CPF purposefully ignores the community.

We support a vote of no-confidence against the CPF and call for the immediate disbanding of the existing CPF executive committee mem-

bers and that an interim body, made up of capable community leaders be established until we have a formal annual general meeting and elections for the new CPF board.”

According to former deputy chairperson of the Elsies CPF, Imraan Mukaddam, the CPF hasn’t hosted a meeting for the past year.

“The current situation we have in Elsies River where an inquiry conducted by the Nyanga cluster has found the Elsies River CPF dysfunctional, is cause for concern.

There have been numerous allegations of political interference, infighting, abuse of positions and lack of accountability plaguing the forum for the past few years.

“In order for a CPF to be functional, they have to be seen to be active on the ground and not in the board room. CPFs are legislated to be both community partners to the police and law enforcement,” said Mukaddam. Elsies River’s CPF chair Gerald Johannes said the organisation is fully functional.

“There are certain groups who are calling for the disbandment, but we are functioning as we should. The executive committee meets every Tuesday, and on Thursdays we have meetings with all law enforcement agencies. There are no problems within the organisation.”

he dispute concerning the affordability of electricity tariffs in Cape Town, could not be mediated in terms of the National Energy Regulator’s (Nersa) mandate last week, as it was revealed that the City’s raised surcharges fell outside the Nersa mandate.

The meeting took place on Tuesday 11 September between Stop COCT representatives and a City representative.

The City reiterated its position that all components of the City’s electricity tariffs and the fixed electricity charge of R163 were approved by Nersa and the City council according to law.

This fixed charge, the City says is not a surcharge, as believed by residents, but necessary to recover costs of providing electricity services.

However, a surcharge of 23 cents, was raised on the home user tariff in accordance with autonomous municipal legislation, which is not regulated by Nersa, the

“A municipality may raise a surcharge on municipal services. Such a surcharge would be used to fund other services and would not be used to recover the costs of providing electricity,” a City spokesperson said.

Sandra Dickson from Stop COCT, said many of their issues were not addressed as the City chose to have a single representative who was not capable to deal with the many issues raised by them.

“The electricity director, Dr Les Rencontré, could not deal with billing issues, the City’s debt collection practices, public participation issues, electricity budget issues or the effect of the new property valuation roll on electricity tariffs.

To this, Mayco member for energy and climate Phindile Maxiti, explained that the meeting was held in terms of Nersa’s authority under the Electricity Regulations Act, and that these issues were raised outside of this ambit.

Dickson said they had to accept that the City was going to only discuss the home

user tariff issue.

“For months Stop COCT has been asking questions around the discrepancy between the City’s implemented tariffs across all blocks versus what Nersa publishes as approved tariffs on its website.

Since 2016 the City’s implemented electricity tariffs were between 2% and 18% higher than the Nersa approved tariffs.

The example Dr Rencontré chose to explain this, was the home user charge.

However, the City adds this ‘unregulated’ amount across the entire inclined block tariff, is used to set lifeline, domestic and home user tariffs,” Dickson said.

Stop COCT’s analysis indicates that since 2016 up to R0,32 was added, unregulated to each unit of electricity Capetonians purchased.

According to Maxiti, this unregulated portion referred to, is approved by the City council which is the approval authority in terms of legislation.

“It is not a new occurrence ... and is reflected in the budget,” he said.

New hall for Balvenie primary B

alvenie Primary School in Elsies River received a new hall from Garden Cities.

The official opening of the hall took place on Saturday 14 September.

According to a statement, Garden Cities established the Archway Foundation in 2003 to provide historically underresourced schools with halls, to help redress some of the huge lack of essential educational tools.

This was the foundation’s 100th hall.

John Matthews, group chief executive officer of Garden Cities explained how the schools are identified: “The choice of schools to receive the halls is advised by our recognition that the best use possible should be made of this resource, which remains scarce, but we are also aware that the halls immeasurably enhance the status of the school in the eyes of the community. We believe Balvenie meets the criteria,” he said.

Safety team needed in Elsies, says CPF TARRYN-LEIGH SOLOMONS @tarryns07 The Elsies River community policing forum (CPF) says the only way to win the fight against gang violence is to have more security forces operating in the area.

CPF chairperson Gerald Johannes suggests a unit such as the neighbourhood safety team (NST), should also be operating in the area. “There has been a good

turnaround since the NST was deployed in Bonteheuwel in June. Elsies River needs a team like this to fight the current crime we are plagued with.”

Crime figures for the area indicated that there was a 66% increase in murders and a 35% increase in attempted murders.

Other figures show that truck hijackings increased by 600%, while carjackings showed a decline of 20%.

“The area needs more visibility by police, metro police and law enforcement. A

NST team will help address many areas which police might not be able to get to.

“However, Elsies River is not all that bad because there are some areas in which people feel safe, and then there’s those where they don’t,” said Johannes.

Rape cases saw a drop of 26%, but sexual assault cases increased by 6.7%. Theft of motor vehicles and motorcycles declined by 35% and drug-related crimes, detected as a result of police action, decreased by 58%.

Lavis police station in top 30 for murder TARRYN-LEIGH SOLOMONS @tarryns07 Bishop Lavis police station has been identified as one of the police stations in the province that recorded the highest increase in its murder rates.

Sitting at 14th position in the top 30 murder stations, current figures indicate that there was a 46% increase, from 98 in the 2017/2018 financial year to 144 cases reported this financial year.

Meanwhile, attempted murder climbed up from 156 cases in the previous year, to 251 for the current year.

The current gang war in the community contributes to these high numbers.

Police spokesperson WO Joseph Swartbooi told TygerBurger this is a clear indication of the current battle the police station is faced with.

“Bishop Lavis police faced many challenges during the 2018/2019 financial year.

However, the staff remains committed to serving the community they love dearly.

“The ongoing violence in the area and the negative influence of drugs can be seen as huge contributing factors to the statistics,” said Swartbooi.

“We’ve also noticed an increase in sexually related crimes which can also be a result of misuse of drugs and alcohol.”

Swartbooi said despite the figures, police will continue to bring suspects to book.

He said as police officers they are committed to focus on their mandate and serve the community with pride and dignity, treating all with the necessary respect they deserve.

Carjackings saw a rise of 28% from 25 cases, to 32.

Sexual assault cases increased by 46%, from 28 to 41 for the current year.

Despite these high numbers, the good news for the area is that robbery at residential premises dropped by 50%, while robbery at non-residential premises declined by 81%.

Truck hijackings dropped by 42% and shoplifting by 9%.

Cases of drug-related crimes, detected as a result of police action, decreased by 45%.

Elderly knitter spreads warmth LEBOGANG TLOU

nown dotingly as Ma Sally by all the lives she has touched through her altruistic nature, Sarah Dantu (80) is one of the six finalists being honoured at the Community Champions Elders Awards.

Ma Sally from Belhar is one of three finalists nominated in the 80+ category of the awards presented by TygerBurger, People’s Post and City Vision in partnership with Spec-Savers.

She hand-knits jerseys and delivers them to schools where she feels there is a need.

“I do it out of love, nothing else,” says Ma Sally. “I don’t ask, I knit the jerseys. When it’s cold I think ‘Oh, there’s a child with a jersey on’.”

Ma Sally, who is a retired domestic assistant, says knitting is therapeutic to her.

“For me, it’s like a therapy. It keeps my brain working.”

Ma Sally, who grew up in the countryside of Groot Drankenstein, moved to Cape Town at the age of 17 following her parents’ divorce in the late 1950s.

“I had to leave school to go work before completing my senior certificate. Then I came to Cape Town in my early years and started working as a domestic servant until I got married to my husband,” she says. “ ... 18 January 1969,” her husband Joseph adds to the conversation.

According to Ma Sally, she had a relatively stable life from then. “I had a place to stay in District 6. We lived there for 10 years, in a room. Then we bought this little house and we’re still here, for 40 years.”

Ma Sally and Joseph have two daughters: José Franz, who is deputy vice-chancellor of the University of the Western Cape, and Deirdre Spandiel, an occupational therapist in George.

Ma Sally says, she gave up working as a

domestic assistant 30 years ago when her first grandchild, Jody, was born so that José could return to her studies.

“That’s when I carried on with my love for knitting,” says Ma Sally, who believes that those whom she knits for don’t have to know where the jerseys come from. She says there is no greater feeling than being able to continue serving the world.

“Like I say, it’s like a therapy,” explains Ma Sally. “Knowing that I can do good at this age is a feeling money can’t buy.”

Ma Sally is regarded as a mother figure in The Shining Light social community group she belongs to. She says she is thankful above all that she and her husband have set

a foundation for their children and grandchildren to continue the tradition of serving their communities.

“I thank God that my children and grandchildren are giving,” Ma Sally says. “I wrote this morning in my memory book that it’s all by God’s grace, nothing else. We have nothing without God’s grace.”

Despite having five grandchildren, Ma Sally says she does not knit for her grandchildren’s school.

“I don’t knit for a school where my grandchildren go, because their parents can afford. I am knitting for schools where there is a need.”

Ma Sally says she prefers good quality

wool and ensures to always source wool accordingly. “I always buy the best wool. When you do something for the Lord, you give your best – that’s my belief.”

She was nominated for a Community Champions Elders Award by Parkvale Primary through one of the school’s regular volunteer assistants, Rhonda Arendse.

“Ma Sally is a loving, caring, wingless angel,” Arendse wrote in the nomination. “Every year she hand-knits jerseys for the needy learners at our school, all this done at no cost.”

She produces eight to 10 jerseys at a time for learners, which she distributes in abundance and at no cost, through Arendse.

School brawl investigated TARRYN-LEIGH SOLOMONS @tarryns07

oodwood College in Ruyterwacht came under the spotlight last week as a video circulated of a group of learners involved in a fight.

In the video, which was shared widely on Facebook on Monday 9 September, two boys are seen fighting in front of a group of learners.

While one is getting beat-up at the school fence, another boy comes and pulls out a toy gun.

The caption on the social media post refers to the fight as being a bullying incident, but the provincial education department said they cannot confirm whether that is what led to the brawl.

Department spokesperson Bronagh Hammond said the school informed the district about the incident: “Learners from various grades were involved. There was a fight between learners from the school, as well as people in private clothes. A Grade 12 learner has been implicated. The school will take disciplinary action.”

Hammond said there were, fortunately, no cases of injuries reported.

“There is no evidence at this stage that it is bullying related, however, the investigation continues.”

A source close to the investigation shared inside details of what transpired on the day: “Apparently boys who are not learners of the school came looking for one of the learners.

The boy wearing the maroon pants is apparently not a learner at Goodwood College, while the boy wearing blue is a learner.

A fight ensued between them which led to the learner being hit several times at the school fence.

“Thereafter, a boy in casual clothes ran to the fence and pulled out a toy gun. Let me just be clear, the boy pointing the firearm is not a gangster. The said boy is a learner at the school and he fetched the toy gun in order to break up the fight.

He said all he wanted was to scare the boys off.”

The sourced added: “When I look at the comments on Facebook, it’s sad to see how people are pointing the finger at the boy with the toy gun when the issue was initially about the outsiders who went to the school to assault someone.”

Even though the department stated that the incident is not bulling related, they said there are various anti-bullying initiatives taking place on almost a weekly basis organised by education districts. Hammond said those who film, post or distribute videos are also participating in bullying: “Given the prevalence of bullying in our schools, the department in August last year, embarked on a campaign to highlight the effects of bullying on learners. The campaign first involved the filming of a fake bullying incident in a schoolyard. It ends with the simple message: “Raise your voice, not your phone”.

She added that the campaign also provides tips on what one can do to help victims that are being bullied, as well as the types of support that are available for learners experiencing such abuse. “Unfortunately, many cases of bullying go unreported and the department is therefore not able to intervene. It is so important to run advocacy and awareness campaigns such as this regarding the dangers of bullying, and how to combat it.” Elsies River police confirmed that they are aware of the incident, however, the school never reported the case.

Arms of Mercy is in 2017 gestig deur ’n klein groepie mense met die doel om ’n verskil te maak in die lewens van kinders wat aan kanker ly. “Ons het begin deur unieke, goeie gehalte armbandjies te ontwerp spesifiek om elke kind te verteenwoordig,” sê Van Romburgh.

Enrico se webreeks beloof drama CARINA ROUX

‘Boys and their toys’ RICHARD ROBERTS @richardjohn_rj Model toy enthusiasts can look forward to a spectacle of miniature cars, motorcycles, battle tanks and action figures at the up and coming International Plastic Modellers Society (IPMS) national competition.

The competition takes place at the Killarney International Raceway clubhouse on Saturday 21 September.

The competition, which is being hosted by the IPMS Cape Peninsula Chapter will feature some of the best in scale plastic modelling, including aeroplanes, boats, and vehicles, organisers say.

“The competition is held every 18 months and each club in the country gets a chance to host.

This year it is the IPMS Cape Peninsula Chapter that gets that honour,” Anton Mostert, competition assistant, says. The chapter usually meet in Welgelegen.

Mostert says the main event takes place on the Saturday which is unfortunately not open to the public. “That is why we have the public open day on the Sunday between 10:00 and 14:00.”

He says all of the models will still be on display and the public will also see which models won the different the categories, as well as which model was crowned “Best of Show”, and in that case the best model in the country. According to a statement, this year’s competition boasts over 150 entries from model clubs all over the country.

Each model will be judged by three judges. An average will then be taken from the three scores to determine the final score.

“The first round of judging will determine which model will win its category, of which there are about 40 categories,” Mostert says. The winners will be the highest scoring model in that particular category.

“A second round of judging will then commence that will be judged from the winning models in each category. This will determine which three models will be overall first, second and third with the winner also being crowned Best of Show”, he explains.

The winner will be announced on the Saturday at about 17:00.

Ná ’n bestuursdiploma aan die Boland-kollege, doen Enrico nou ’n BA-graad in drama aan die Universiteit van Kaapstad.

Hy het vir Lee-Ann ontmoet deur haar broer, Garth Brydon, wat hy as ’n held beskou. “Hy werk baie hard. Hy is van Mitchells Plein en bly nou in Los Angeles, waar hy vir Google werk as sagtewareontwikkelaar.’’

Dit was vir Enrico ’n mylpaal om saam met Lee-Ann, wat al 25 jaar in die bedryf is, te kan werk.

Attending a media briefing before her guest appearance at the gala evening of the conference, she talked about her sense of fashion, what makes her happy and what the future holds for her and the rest of the world with robots being introduced to everyday lives.

“I’m dressed by the talented South African designer Haroun Hansrot. I like fashion, it gives me a chance to show off,” she said.

Sophia uses artificial intelligence, visual data processing and facial recognition. When responding to a question, she turns to the person asking the question to enhance interaction. She can hold a simple conversation on different topics.

With this year’s theme being making a difference, by changing minds in a changing world, the day and a half long conference was attended by delegates from across the education fraternity, mainly public universities, TVET colleges, government representatives, research institutions, and private sector schools among many other.

Sophia is three-and-a-half-yearsold robot with 50 facial expressions.

She is a citizen of Saudi Arabia, the first robot ever to have a nationality, but “lives” in Hong Kong. She has travelled to over 60 countries.

When asked about her journey to South Africa and if she managed to

pick a window seat on the plane, Sophia responded: “It was a long journey to South Africa. I flew inside a suitcase and I didn’t have to worry about picking a seat,” she said, adding she hopes that in the near future she will be able to pick her own seat.

With technology moving so fast and people worrying about robots taking over their jobs, Sophia says that is not true. “I’m not here to take anybody’s job but my co-workers disagree. I’m here to make the workload lighter. I love working with people and I want to make things easy,” she said.

For Sophia, education is vital. “I think education is very important.

It is the only thing that remains after you have forgotten what you learnt at school,” she said.

PWC director Roshan Ramdhany said PWC brought Sophia to the conference with the objective of bringing technology closer to their delegates.

Minister of higher education Dr Blade Nzimande said at event the education, science and innovation sector remains critical to transform the economy and growth in South Africa. “Post school education and training curriculums remain critical if as a country we are to grow our economy and for us to meet the national development plans objectives,” said Nzimande.

Van der Bank takes cycle title T

heuns van der Bank and Sharon Miller won the 78km men and women’s races respectively at the recent West Coast Express, hosted by the Outriders Cycle Club.

Over the years this race signals the start of the road race season.

History dictates that this time of year the famous South Easter is already blowing but not this time. The north-west wind gave riders a different challenge altogether.

Etnard Louw and Jack van Wyk were the first two cyclists to break out into the lead with their teams lining out the group on the R27 and very quickly built a two-minute gap by the start of the Mamre climb.

The crosswinds wreaked havoc on the group halving the group by the time they turned towards Atlantis. It was at this stage of the race that Van der Bank put in a massive attack solo off the group and reached the leading duo by the crest of the climb.

Just before exiting the Atlantis complex Van der Bank’s attack forced Etnard to chase and this proved to be too much as he led from the first 5km.

Behind the race heated up heading to the N7 with Robby Rodrigues animating the bunch by attacking and splitting the remain-

ing group with Rudie Kellerman and his remaining Team Hartlief lieutenants driving the pace up the N7, by the crest of the N7 the bunch was thinned out to around 25 riders.

The bunch strung out with the crosswinds and steamed back into Melkbosstrand with attacks being neutralised by the riders in the front of the group.

The group came home with Kellerman taking the sprint for third.
