Safety officers mooted CARMEN JACOBS
The opinion of Oostenberg Subcouncil (21) on the initiative by the City of Cape Town for subcouncils to deploy safety officers is that it’s a good idea, but there are concerns they need to get clarity on before deciding to make use of these officers. The option of employing Neighbourhood Safety Officers (NSOs) and Law Enforcement Officers (LEOs) was made public by the City of Cape Town recently. At the recent Oostenberg Subcouncil (21) meeting held on 17 October at the council chambers in Kuils River, a presentation was done on the deployment of these NSO and LEOs. According to Steven Vuba, councillor and chairperson of Oostenberg Subcouncil (21), this is a good initiative and it’s supported by subcouncil, but there are a few concerns the subcouncil first needs to address about this issue. “Look this is something new and from our side it needs to be looked at thoroughly,” said Vuba. A concern listed by him was first and foremost the sustainability of the deployment of these officers. Vuba said as the funding will need to be made available from ward allocation budgets, they need to look at these budgets and the other projects funded in the wards from the ward allocation. “There are certain projects solely dependent on the ward allocations, which we cannot take from so if we can figure out another way, should
there be more funding made available or a portion subsidised this will make us relook at this issue.” Another concern, said Vuba, is how these officers will be incorporated into existing community safety structures, like neighbourhood watches and the local police. “I need to establish a plan on the impact of this person on these community safety structures and the community.” Thus says Vuba they will embark on a public participation process to inform the communities of the subcouncil wards. “We will engage the communities to get their feedback and input,” said Vuba about the way forward in the decisionmaking process of the deployment of these officers. He added should answers be provided and a clear way forward given, there are areas in wards which will be able to benefit from these officers; areas such as Wesbank, Kleinvlei, Happy Valley, Mfuleni, Kalkfontein, Sarepta and other vulnerable areas in the subcouncil wards. This project by the city’s Safety and Security Directorate is an externally funded programme, whereby each ward wanting the services of an NSO would need to make payments for this out of the ward allocation budget. The report presented to subcouncil gave a clear definition on the duties and role of the NSO. The NSOs have undergone training by completing a Community Orientated Policing Services (Cops) training programme. Wards 11, 14, 19 and 108 all fall under the Oostenberg Subcouncil (21).
