D’URBANVALE: MAINTENANCE RESPONSIBILITY UNCLEAR

Portal plans ‘missing’ ESMÉ ERASMUS

he maintenance of the “shoddy” portal entrances to D’Urbanvale and the boundary walls are still on hold, while the mystery of the missing building plans of the entrances continues. The plans are necessary for the City of Cape Town to establish who is responsible for maintaining the entrances and boundary walls. At a meeting of Subcouncil 7 (Koeberg) on Monday it was revealed that no plans could be found at the Blaauwberg municipality either.

A decision about who is responsible for the maintenance of the eastern and western entrance to the upmarket neighbourhood was postponed to this month’s meeting in an attempt to find the original building plans for the structures at the Blaauberg municipality after it could not be found in Durbanville.

Vanished The building plans have either never been submitted, or they have vanished into thin air. This issue came after residents complained about the “shoddy appearance of the

entrances” and requested the City of Cape Town to do maintenance work. However, it was then found that the grand entrances to this neighbourhood were built illegally on the road reserve by the developer years ago, thus on municipal and not private land, without any building plans.

Security village The structures were erected in 2001 to define the entrances to this development of about 400 residential units. The impression was created that D’Urbanvale will be a security village with controlled entrance. Claude Ipser, councillor for ward 105, said

if the plans are found and approved by the city, there is an obligation on the city to maintain the entrances.

Thorough search “The fact that it is not found, does not mean it does not exist. We must do a thorough search. It is a nightmare scenario and I can’t believe that this situation exists.” Koos Bredenhand, proportional councillor, said he does not believe the plans do not exist. “Building inspectors were very effective in those days. Du Gois did a lot of research years ago on the status of Mosselbank River Road and reasons for the many accidents and traffic issues. he is not surprised the city messed up. “It was quite a discussion those days, they must have building plans.” Hoogebeen said the development was handed over to the municipality after completion, and whether the structures are on municipal land or not, they are municipal responsibility anyway. “The city cannot wake up now in 2013 and

find that the entrances were built over the boundaries as an excuse not to perform. “Now nobody wants to take responsibility and now they want to hide behind their files,” he said. Hoogebeen said he was not involved with the building inspectors at that level, and that the building manager, had in the meantime emigrated to Australia.

Hulle ondersteun my baie.” Sy glo dat sy eendag nog in ’n groot rol gaan speel. “Ek wil in ’n Hollywood-‘movie’ speel saam met Jennifer Lawrence, Bradley Cooper en Johnny Depp.” Sy is nie die enigste in die gesin met toneeltalent nie. Haar pa, Anton, het op sy dag ook in die TV-reeks Arende gespeel. Haar ma, Frances, het ook ’n kunstige streep en skilder. Hulle bly in Tara. Cara het ’n babasussie, Mia (18 maande).

Vir die 14-jarige Cara van der Merwe van Stellenberg is drama net soos forensiese sielkunde. Cara, ’n graad 8-leerder van die Hoërskool Stellenberg, het verlede jaar die rol as Nadia le Roux in die kykNET-reeks, “Liefste Kayla”, losgeslaan. Dié produksie is in Oktober in die Waterfront verfilm. Sy is ’n student van The Stage Performing Arts School and Theatre in Bellville. Cara sê as sy ’n rol speel, plaas sy haar in die karakter se skoene, nes ’n forensiese sielkundige hom in ’n misdadiger se skoene sal plaas. Sy droom ook daaroor om ’n misdadiger in ’n stuk te speel. “Ek sien hierdie karakter wat mense doodmaak, omdat sy ‘abuse’ is toe sy klein was en wraak neem vir alles wat aan haar familie gedoen is,” raak sy in vervoering. Sy is baie geïnteresserd in forensiese sielkunde. “Net soos drama, begin alles in jou kop,” sê sy. As sy lees, lees sy graag forensiese wetenskapfiksie en kyk graag na sulke stories op televisie. Sy het al die karakter Donna in Mamma Mia in ’n The Stage-produksie gespeel en baie mense het haar geprys dat sy so goed dié ouer rol kon vertolk. “Ek het my net in die rol ingeleef en in haar skoene probeer staan. As ek ’n fliek kyk, kyk ek in detail na die akteur se handgebare en veral hul reaksies in situasies, hul wenkbroue, hul gesigsuitdrukkings, hoe hul oë beweeg... “Dan sê ek vir myself, kom ons sien of ek dit ook kan doen,” vertel sy. Sy wil ook graag Sam Puckett in die iCarly speel. Cara was van kleins af ’n natuurlike ‘performer’ en het haar eerste optredes met ’n lepel in die hand gedoen. “Cara is baie veelsydig en kan vinnig op haar voete dink. Sy kan goed improviseer,” sê Yolandé Rabé, by wie sy al van graad 2 in Laerskool Gene Louw af dramalesse neem. Sy is later, toe The Stage in 2010 in High Street Shopping

The school has embarked on a character transformation programme based on six core values. “These six values form the pillars on which the programme rests,” said Sandy Smith, principal of the school. The roll-out of the first value, which is trustworthy, took place on Friday 8 February. The school has been dressed up and all the learners wore blue to the school. Neem leisels oor by die D’villeGPF ESMÉ ERASMUS Die nuwe voorsitter van die Durbanvillegemeenskapspolisieforum wil teruggee aan die gemeenskap waarin hy grootgeword het. Timothy Tomkyns is verlede Woensdagaand as die nuwe voorsitter verkies nadat die enigste ander kandidaat, George Sieraha, ook voorsitter van die Durbanville-gemeenskapsforum, hom onttrek het. Tomkyns woon in Wellwaypark en is sekretaris van die Vierlanden-sekerheidsforum. In sy toespraak het hy gesê hy het ’n belangstelling en passie vir wat in die gemeenskap aangaan. Hy het in 1982 aan die Hoërskool Fairmont gematrikuleer. Hy het ’n LLB-graad behaal en in strafreg gespesialiseer. Hy het daarna tien jaar vir die departement justisie gewerk – eers as aanklaer en die laaste vyf jaar as staatsadvokaat in die kantoor van die direkteur van openbare vervolging (destyds die prokureur-generaal). Hy het daarna na Brittange emigreer en het sewe jaar daar gebly, waartydens hy gewerk het as kroegbestuurder en hoof van die sekerheidsafdeling van die World Broadcasting Services, wat onder die Britse uitsaaikorporasie val. Hy het na SuidAfrika teruggekeer en werk die afgelope sewe jaar as eiendomsagent. “Ek het my weer in Durbanville gevestig en wil aan my gemeenskap teruggee. ’n Mens ervaar die misdaad om jou. Ek het ervaring daarvan, en verstaan die polisie. Ek wil hê almal moet saamwerk om Durbanville ’n veiliger dorp te maak,” sê hy. Die voorsittersamp het vakant geraak nadat die vorige voorsitter, Colin Murphy, onverwags in Januarie na minder as ’n jaar bedank het. Die termyn van ’n voorsitter is vyf jaar.

Dié Durbanville Hills Extra Virgin Olive Oil kom van ’n olyfboord van 6 ha by Durbanville Hills se kelder. Dit word vervaardig met die samewerking van die bekroonde olyfprodusent, Hillcrest, wat naby die kelder geleë is. Inkomste uit verkope gaan regstreeks na die Durbanville Hills-werkerstrust, wat in 2000 geskep is om die lewensgehalte van werkers en hul kinders op naburige plase te verbeter. Die trust onderneem verskeie gemeenskapsprojekte wat hoofsaaklik op onderwys en vaardigheidsontwikkeling gemik is. As erkenning vir die uitmuntende werk wat die kelder in dié opsig doen, is die Etiek-toekenning in 2011 by die The Drinks Business Awards aan hom toegeken. Albert Gerber, besturende direkteur van Durbanville Hills, het gesê die kelder is daartoe verbind om werkers en hul gesinne geleenthede te bied om hul lewens te verryk. “Ons wil die omvang van die projekte wat die gemeenskap regstreeks bevoordeel, uitbrei en nuwe maniere vind om geld in te samel. En nou waarskynlik ook Oscar Pistorius nadat hy vandeesweek van moord op sy vriendin aangekla is. Die mensdom kruisig gevalle helde gou en met groot venyn. Dié stemme roep verontwaardig uit: “Hulle was veronderstel om as rolmodelle te dien. Hulle vernietig die drome van miljoene jong kinders en aanhangers. Hulle laat ’n klad op die naam van die sportkode waarin hulle uitgeblink het!” Gou vergeet diegene dat sporthelde, soos almal van ons, ook maar menslike swakhede het. Niemand is volmaak geskape nie. Nie eens helde nie. En vergeet ons ook maar te gou dat dié gevalle helde in hul roemryke loopbane reuse-bydraes gemaak het om die mensdom ’n beter plek te maak. Hansie en Tiger het geweldig baie gedoen om minderbevoorregtes in onderskeidelik krieket en gholf af te rig. Lance het vir soveel kankerlyers nuwe hoop op die lewe gegee en Oscar het parapleë wêreldwyd in hulself laat glo. Dat die wandade en beweerde wandade wat hulle gepleeg het, nie aanvaarbaar is nie, is natuurlik ook waar. En niemand probeer dit goed praat omdat hul helde was nie. Maar kom ons vergeet ook nie van die positiewe verskil wat al vier dié sporthelde aan ander mense se lewe gemaak het nie.

City life is all about getting ripped off In reply to HG Hillary’s letter (“We can’t afford to enjoy our own city, TygerBurger 13 February). Hillary, you are lucky not to be a tourist, they pay even more. But I agree, it is scandalous, what the businesses in Cape Town charge you, from the city council with their 13 % increase in rates, via the doctors and chemist to the glasspane repairer. Here are just a few samples. My black cartridge for the computer printer was empty. Shopping around the cheapest one was R170 but most were over R200. A refill was R100, and do it yourself cost you R9. In PE a refill is R40 and a new cartridge at least 25 % cheaper than in CT. My cartridge takes five millilitres. I needed a set of spark plug cables for my car. The garage phoned the supplier, who charged them R220. They sold it to me for R950. For 2 000 years men would shave with a one blade shaver, now it is anything from two to five blades. There was a time that PnP would sell three Gillette cartridges for R264 in a closed box so that you could not even see what you’re buying. What is the use of five blades, when only the bottom blade does all the work? Yes it will increase the profit by at least 50 %. A broken glasspane, the glass was R30 – to put it in R450. The shop was only 700 metres from my house. Go to the specialist doctor, he talked to me for 10 minutes and than said he could not help me, and that after he already had all the information he needed. He said: “I’ll give you a special discount because you are a pensioner, please pay R700 to the receptionist.” Go to the chemist, and buy a 15 gram Lanovate ointment, it sells for R20. The cap and aluminium tube, I guess cost

the manufacturer R8, leaving the contents at a cost of approximately R12, deduct 15 % of R20 which equals three cents for dispensing fees, which means to take it of the shelf. But what did I have to pay! Because somebody printed S4 on the tube I had to get a prescription, that means a doctor at R300 and the tube will now cost R320 for contents of R12. Firearms used to protect life, property Soon after the fatal shooting in which Paralympic star Oscar Pistorius allegedly killed his girlfriend, Reeva Steenkamp, cries came forth for the banning of guns in South Africa to make all of South Africa a gun-free zone. There are negative effects to having firearms in a society; but one has to consider the fact that the positive effects far outweigh the negative. Of the 2,5 million times citizens use their firearms to defend themselves every year in the USA, the overwhelming majority merely brandish their firearms, or fire a warning shot, to scare off their attackers. Less than 8 % of the time, a citizen will kill or wound his attacker. In South Africa, a survey by Man Magnum magazine concluded that firearms are used in acts of defensive gun use over one million times a year. Gun-free zones are dangerous. CHARL VAN WYK Durbanville

Karnaval gaan oor legendes Die Kaapstad-karnaval van 2013 wat vroeër vandeesmaand op luisterryke manier bekend gestel is, gaan op 16 Maart legendes in die Moederstad se strate loslaat. A local teacher, Ingrid Burger, who was crowned as Mrs United Nations Western Cape last year, is launching the first Christian-based pageant for young girls and boys who dream to make a difference in the lives of children in their community. This idea started after she founded her project, Acting Hope, at the beginning of last year. Acting Hope is a charitable project using drama as a therapy in healing broken children and giving hope and confidence to children of farming communities in the Western Cape. Acting Hope has been very successful and has been awarded the best community based project in 2012. The programme is now in the process of being registered as a non-profitable organisation. “There are so many young children with a desire to make a difference and give hope to others around them, and this will be their greatest opportunity,” Burger, a teacher at Gene Louw Primary, said. “Through this competition, children can be made aware of other children’s needs and heartache. They can get guidance to build on ideas and reaching out, making a difference in children’s lives,” she said. The competition is open for all girls and boys from 12 to 19 years old, who feel that they would like to participate and get in-

Alzheimer’s is a crippling disease suffered by close to one million South Africans. This year Livewell Suites and Alzheimer’s South Africa’s quarterly awareness day aims to highlight issues around the illness. Since its inception, the highly regarded event has drawn a crowd and the recent event was no exception. “The interest that is shown every quarter is overwhelming,” says Livewell Suites MD Jimmy Hanekom. “It’s an indication of the dire need among families of sufferers for accurate and useful information to provide the best possible care for their loved ones.” At the most recent programme, members of the public, care-givers and representatives from the medical industry attended to hear from leading Alzheimer’s specialists. Theses experts included Alzheimer’s in Action’s Jill Robson, noted geriatric psychiatrists Doctors Deon Greyling and Simon Rubidge. Panorama Psychiatry and Memory Clinic’s Sandra Hitchcock spoke about mediation between people with dementia and their families, along with social worker Lindy Smit who focused on “10 things the doctor never told you”. An attorney Kotze van Wyk shared important legal aspects around individuals with dementia and the implications for their families. Technological company Lok8U’s CEO Vina Devenish showcased a watch-like device that allows families to keep track of dementia sufferers’ locations.

Jacqui Tate and Yvonne de la Chaumette from Meerenbosch Frail Care in Durbanville also attended the event. Two clinical studies have also been presented by Livewell Suites healthcare director Madelein Duvenhage. The next sessions are scheduled for 30 May till 1 June and are open to everybody. Klipwerf ware vastrappers Sedert 1969 al ’n orkes en met verkope van meer as 1,2 miljoen albums en DVD’s, is Klipwerf waarskynlik een van Suid-Afrika se suksesvolste groepe. Hentie Visagie en sy twee seuns, Johann en Kobus, en ’n vierde lid, Nicol Louw, het in 1969 die Klipwerf-boereorkes begin en die groep het oornag gewild geword. Nou, 44 jaar later en met net ’n paar veranderings in lede, is Klipwerf nog in groot aanvraag reg oor die land. Hulle reis gemiddeld 90 000 km per jaar om hul musiek na hul aanhangers te neem. Die groep het eers in 1988 hul eerste album opgeneem, maar het sedertdien minstens elke jaar ’n nuwe album vrygestel. Van hulle 25 albums en drie DVD’s, het 22 albums goue status bereik, terwyl ses platinum-status behaal het. Maar net omdat Klipwerf ’n tradisionele orkes is, beteken dit nie hulle kan nie “hip” wees nie. Rolling Stone SA het verlede jaar in Mei ’n artikel oor die groep geplaas. Vol-

gens skrywer, Rian Malan, is Klipwerf steeds net so gewild as voorheen. As rede voer hy aan dat die orkes se vastrap-boeremusiek so uniek Afrikaans is. In November het die groep tot saam met die Afrikaans kletsrymer (rapper), Jack Parow, gewerk. Hulle het ’n liedjie vir die TVprogram, Jam Sandwich, saam geskryf en opgeneem. Die huidige lede van die orkes is Kobus Visagie en Genè van Niekerk op die klawerbord, Edwin Bradley op kitaar en Derrick Germishuys op dromme. Die Durbies het die afgelope naweek in sy eerste wedstryd in hierdie nuwe kompetisie vir die land se top-klubspanne sy rieme styfgeloop toe Pretoria-Polisie die Tygerbergers met 35-26 geklop het. “Daardie groot agterstand van 7-27 met rustyd het ons gekelder,” verduidelik Bobbie Joubert, die Durbies se mede-

he 2013 Sanlam Cancer Challenge will tee off with a strong theme of hope following Ernie Els’s message of support for the recent winners of South Africa’s biggest charitable sporting event. Els, the patron of the Sanlam Cancer Challenge, distinguished himself as the “Champion of Hope” at the end of the memorable 2012 series when he treated the overall winners to a full Ernie Els Experience. The two tournament winners were joined by two lucky draw winners who met Els at the Oubaai Golf Estate near George for a once-in-a-lifetime experience that included a round of golf on the Ernie Els-designed course, a meeting with Els, signed pin flags from his 2012 Open Championship victory, a night in the Hyatt Regency Hotel at Oubaai, a tour of the Ernie Els Winery in Stellenbosch, and dinner at the Big Easy Restaurant. “It was an amazing experience and something I will remember for the rest of my life,” said Bredasdorp’s Werner Ferreira, who was the winner of the Men’s Overall Section
