A

t least 85 unemployed people will be deprived of training at the Fisantekraal Centre for Development (FCD) in Durbanville in the first term of 2020.

This will deny them the opportunity to find employment to support their families.

FCD has been given three months notice by the City of Cape Town to vacate its current premises at the taxi rank by end Janu-

ary next year.

James Vos, Mayco member for economic opportunities and asset management of the City, said on enquiry by TygerBurger the lease of FCD was not renewed as the City’s transport department needs to reserve the entire building for operational related activities. “The upgrade of the Durbanville PTI (public transport interchange) has been identified in the Integrated Development Plan for 2017 to 2022, as well as in the subcouncil business plans for the current term

of office,” Vos said.

“This may include accommodating PTI management staff, as well as auxiliary services such as law enforcement staff,” he added.

A request by FCD to extend their lease period until end of March next year, so they will be able to at least present the first term’s courses – usually the busiest month for training – fell on deaf ears.

“FCD indicated to the City that their current operational budget (for the year ending 31 March 2020) of R2.4 million does not pro-

vide for commercial rental of training facilities, as at the time of budget approval in March 2019, no information was available that the lease would be terminated,” said Neels Hubinger, chair of the executive board and spokesperson of FCD. “FCD (like many other industries in South Africa) is also closed during December and this puts even more strain on the timing to secure alternative premises before the end of January.

by FCD for commercial rental in the Durbanville central hub indicates that current commercial rental rates are between R120 and R150 per m² and with FCD requiring at least 200m², the annual budget impact of leasing a facility at commercial rates will equate to at least R288 000 additional annual overheads – a substantial 12% increase in overall costs, Hubinger said.

“Should the City allows us to move out of the facilities end March next year, it would at least give FCD an extra two months to hopefully find suitable accommodation and raise funds for the additional rental in the new year’s budget,” he said.

At its annual meeting end of August, the success of the past year was celebrated. A total of 386 certificates for the FCD’s six training and skills programmes were issued to 325 students from April 2018 to March 2019.

Of these, 79% previously unemployed people are now employed and economically active – each supporting their family.

It also seems there is confusion with the City about when exactly FCD’s lease agreement is expiring – October or November.

“We have been in contact with the leasing department of the City since October 2018, but no indication was given that the lease would not be renewed. We were unofficially notified by chance in September that we will have to vacate when law enforcement officials of the City visited our premises. We have only received official communication on 21 October (dated 18 October) that our lease will be terminated and that we must vacate the premises at the end of January,” Hubinger said.

FCD has also formally requested to have a month-to-month lease agreement until end of March to give them enough time to find another premises, but have not yet received a reply.

Hubinger said the City’s emphasis is on the fact that the transport department needs to reserve the entire building for operational related activities. “This implies those activities have been identified as taking priority over upskilling unemployed people in Durbanville and surrounds,” he said.

“Furthermore, future usage of the facility has not been finalised and they don’t seem to have firm ideas of what will be replacing FCD. This is very concerning. It seems that whatever replaces the critical services of

addressing unemployment, takes priority over it,” he said.

“Whilst FCD does not wish to stand in the way of the possible law enforcement move to Durbanville taxi rank, the way in which the non-renewal of the lease transpired, and the unwillingness to engage in meaningful discussion about future use of the building, are what FCD finds very disappointing,” Hubinger said.

In the almost 10 years of its existence, FCD has trained 2 100 unemployed people – impacting 2 100 families.

“It is a pity the City, with its actions, does not regard the importance of our services.

But we are trusting God for guidance and provision and know He has greater and better things in mind for His work,” he said.

In the City’s comment on enquiries by TygerBurger Vos confirmed that FCD’s lease agreement expires at the end of November and will not be renewed. This is in contradiction with the official lease termination letter which states they must vacate the premises by 31 January.

“The lease was officially terminated this month (October). The lease agreement stipulates that the lessee shall be granted a three-month notice period to find alternative premises. Therefore, the lessee will need to move out of the premises by 1 January 2020 (sic),” Vos said.

The date of vacation is stipulated as 31 January in the lease termination letter.

On a question of why FCD cannot share the premises with law enforcement, he said “future usage of the facility has not been finalised. For now, the property can’t be leased out during construction period”.

According to Vos, FCD was advised in April this year by subcouncil of the pending upgrades to the facility and advised to engage with the City’s property management department on possible alternatives at which point FCD responded that, with seven months to the expiry of the lease, they would need to explore alternatives as part of their forward planning.

“There is a process in place in terms of which community or non-profitable organisations can apply for council facilities, which they have identified for leasing.

There are very few council owned properties in the Durbanville area, and the City has been unable to identify alternative options.

“The subcouncil remains committed to support the organisation and has been providing grants-in-aid to them over the past

few years, including an amount of R15 000, which was allocated in the current financial year. The subcouncil also introduced FCD to a mining company earlier this year as a possible candidate to benefit from a social responsibility grant,” he said.

“The subcouncil cannot ignore the poor aesthetics of the PTI in the area, which has generated daily complaints from residents and also FCD itself. Additionally, council facilities need to be used optimally and in line with operational requirements.

“Should law enforcement reserve office space in the central business area for future use, it will be supported by the subcouncil due to the fact that law enforcement is currently based in Brackenfell (outside of the subcouncil 7 area) and they would be able to manage safety and security risks more effectively if based within the subcouncil geographical area.

“Crime and bylaw transgressions at the PTI have escalated in the past few years and reports on the anti-social behaviour have been also published in the media previously,” Vos said.

Felicity Purchase, the City’s Mayco member for transport, said the City has several projects planned for the area. An amount of R4 million is available for this financial year for the Mayoral Urban Regeneration Project, for which the Durbanville and Fisantekraal PTI precincts have been selected.

“The projects commenced on 1 October and include a number of sub-projects aimed at safety and security, solid waste management, social development, road maintenance, and a precinct plan for the Outspan area,” she said.

“About R2 million has also been budgeted for refurbishing the entire building and surrounding area. The work will include plumbing, tiling, painting, shelving, lighting and so forth. If all goes as planned the contractor will start in January 2020 after the festive season. Work is scheduled to be completed by mid-2020, pending unforeseen delays,” she said.

“In a longer-term capital upgrade, the City will appoint consultants in November 2019 for the design and consultation phase, if all goes as planned. The projects will be implemented between 1 October and June next year. The transport capital project for the design and consultation phase is to commence in November,” she said.

Daar het sy haar twee kinders, haar dogter (29) en seun (15), wat intussen oorlede is, grootgemaak. Haar gesig het merkbaar gestraal oor die nuwe huis met sy twee slaapkamers – kleinerig, maar groot genoeg en háre, ’n badkamer met ’n stort, wasbak en toilet en ruim leefruimte met kombuisgedeelte.

Van die kombuisdeur in die verte lê die Bolandse berge blou op die horison.

“Ek het só gewens my huis is aan die kant, en nou ís hy,” het sy opgewonde aan TygerBurger vertel.

Ook vir Fikiswa Mnyazana (39) het haar nuwe huis nuwe hoop gebring. Sy en haar drie kinders van 21, 17 en 10 jaar oud het verlede Donderdag nog in ’n opslaanhok in die informele nedersetting in Fisantekraal gebly toe sy die sleutel van hul nuwe huis ontvang het.

rinity van Beeck (12) from Brackenfell has started a crowdfunding campaign to help make true her best friend and chess buddy Amahle Zenzile’s dream of becoming a Women’s Candidate Master at the upcoming African Youth Chess Championship.

Amahle, the 11-year-old chess champ from Crossroads, received her SA colours this year and is readying herself to represent South Africa at the tournament that takes place in Namibia during December.

The pair forged a special friendship while competing together in local chess tournaments. They first faced each other over the chessboard about two years ago.

Trinity, a learner at Durbanville Curro, won the first game they played, but at the next tournament, Amahle came back with gusto to beat Trinity in their second game.

Since then they have been inseparable, says Trinity’s mother, Marisa Laas.

Na dié prettighede het die seniors ’n heerlike hoenderpasta geëet voordat hulle vertrek het.

“Die belangrikste van hierdie omgee-uitreikaksie is dat mense ’n pad met jou stap en ons sien dit met die groep wat al soveel jare lank hieraan deelneem,” het Vorster gesê.

Vivienne Kleynhans van Morningstar het ywerig aan die bingo deelgeneem.

Hierdie groepie het baie pret gehad met die aktiwiteit waarin ’n ballon aangegee moet word. Hulle is ook in toiletpapier “aangetrek” volgens die verskillende wêreldbeker-rugbyspanne. Three suspects were arrested on charges under the Living Marine Resources Act for being in possession of 10 005 units of dried abalone worth R1,9 million in Montague Gardens.

The bust followed a joint operation between officers attached to crime intelligence and officials from the national department of agriculture, fisheries and forestry (DAFF) at a business park in the area on Tuesday 22 October.

Provincial police spokesperson Capt Frederick van Wyk says a white Ford Bantam LDV, allegedly used to transport abalone, left the premises at about 12:00.

“The vehicle was followed by the officers and was pulled over in Montague Drive. Two occupants were in the LDV and were re-

quested to return with the officers to the premises at the business park. Upon arrival at the premises the one occupant opened the door of the business unit and the officers uncovered an illegal abalone drying facility,” says Van Wyk adding that numerous plastic containers, gas cylinders and burners, a scale and various other items of equipment were seized.

“Numerous shelves stacked with dried abalone and plastic containers filled with dried abalone were also recovered. Further investigations led to a residence in Sonstraal, Durbanville, where they recovered drying shelves and a small number of dried abalone,” says Van Wyk. The three suspects aged 23, 29 and 33 were arrested.

Durbanville-inwoner sê sy is dankbaar vir die onbaatsugtigheid van die Bellville-gholfklub se seniors, wat ’n uitstappie vir kinders van ’n kleuterskool in Leonsdale moontlik gemaak het.

As gevolg van dié donasie het die kinders van die Elsiesrivier Care Centre op Dinsdag 22 Oktober die dag op die Polkadraai-aarbeiplaas by Stellenbosch geniet.

Die dag is moontlik gemaak deur ’n donasie van die Bellville-gholfklub se seniors.

“Vir baie van die kinders is dit ’n ervaring van ’n leeftyd. Hul omstandighede is baie moeilik met ’n paar van hul ouers wat aan dwelms verslaaf is.

“By die kleuterskool probeer ons om ’n baie veilige omgewing vir die kinders te gee,” sê die skoolhoof, Hanlie Dryer.

Die kleuterskool bestaan nou byna 10 jaar.

“Hoofsaaklik het die skooltjie tot stand gekom omdat daar só baie kinders is wat nie in kleuterskole is nie omdat hul ouers dit nie kan bekostig nie. In 2004 het ek saam met die vroue van Leonsdale gewerk en hulle gehelp om nie moed op te gee nie. In 2006 het die Here vir my gewys in watter groot nood die kinders van Leonsdale is.

“In 2009 het die provinsiale departement van onderwys my gekontak en gevra of ek nie ’n crèche wil oopmaak nie. Ek het my doodgeskrik, want ek het eintlik met volwassenes daar gewerk.

“Die vrou het vir my gesê hulle sal ’n deel van die Laerskool Leonsdale gee. Op daardie tydstip is daardie afdeling baie gevandaliseer, maar ons het ’n goeie donasie van Rotariërs Suid-Afrika gekry en die skool lyk nou pragtig,” verduidelik Dryer.

Dryer sê deur hierdie donasie kon hulle ’n verskil maak. “Só baie van die kinders se ouers is verslaaf aan dwelms en dit is hartseer. Ons probeer om die kinders te vorm en hulle leer ook hoe om te bid en van die Here.

Dit is baie belangrik.

“Ná die aarbeiplukkery het die kinders gespeel en op ’n trekkerrit gegaan. Daarna het hulle elkeen ’n worsbroodjie en sap gekry.

“Ons waardeer almal se hulp om die dag moontlik te maak,” sê Dryer.

Dewald Strydom van die Bellville-gholfklub se seniors sê elke jaar probeer hulle om geld in te samel vir die minderbevoorregtes.

“Dit is ’n jaarlikse projek. Ek het die kleuterskool besoek en was baie beïndruk toe ek instap. Die skool is ’n skool van veiligheid vir die kinders.”

Die kinders van Leonsdale het hul dag op die Polkadraai-aarbeiplaas geniet.

Manhole fixed in Kenridge T

he manhole in Angelier Street in Kenridge has been fixed after it flooded and the sewage water ended in the Door de Kraal Dam. “We have already attended to the problem.

Root intrusion from nearby trees caused this sewer blockage. An operational team removed the tree roots and a disinfectant was applied to the area,” says Mayco member for

The problem was brought under the attention of TygerBurger after a resident complained about cars driving through the water without realising it is water from the sewage and not from the dam. “Kenridge Primary School is in the vicinity and parents pick up and drop their kids in front of the school ga-

te. The water splashes onto the cars and door handles and kids open and close doors without thinking that they came in contact with germs. We as parents sometimes don’t know why our children experience health issues or where germs are picked up,” he says.

The City’s specialised health services department confirms that health issues pertaining to the inhaling of the vapour from the

sewer can arise. “Noxious gas emitted from a sewer in an open space (such as that from an overflowing manhole) is unlikely to cause any harm, as the gas is diluted in the surrounding air. The risk comes from exposure to sewerage by touching which could expose individuals to harmful organisms which can cause illness, such as gastroentiritis,” says Zahid Badroodien, Mayco member for community services and health in the City.

Bokke verskaf blydskap en depressie Daar is min dinge in die lewe wat met my emosies kan smokkel soos rugby.

Sedert ek as ’n laaitie die eerste keer gesien het hoe twee stelle van vyftien ouens met die ovaalbal jol, was ek, soos die Engelsman sê, hooked. Niks het my meer plesier verskaf as om middae ná skool met ’n selfvervaardigde rugbybal die oop vlaktes van my tuisdorp aan te durf nie. Vele dae moes ek ook die skel van my ouers verduur oor ’n geskeerde kledingstuk of die soveelste nerfaf knie.

Ons het ons eie spanne saamgeflans en ook op “toer” gegaan. Omdat ons naby die winkels gebly het, was ons span die Dorp. Die rugbytoere het ons dan geneem na plekke soos Nuwedorp, Bostraat, Gaatjie en Plaatjie. Hierdie wedstryde het baie keer in vuisgevegte geëindig, maar elke jaar is daar “getoer”.

My oudste broer het ’n plakboek gehad van al sy Westelike Provinsie- en Springbokhelde. Elke koerant en Huisgenoot is gefynkam vir foto’s van sy helde. Hy was heilig op daardie boek en wanneer ek skelm daardeur kon blaai het ek my verkyk aan ouens soos Faffa Knoetze en Carel du Plessis, Calla Scholtz en Danie Gerber.

En ek het gedroom om eendag die groen-en-goud aan trek.

Alles het by my om rugby gedraai. In my drome het ek oor Nuweland se groen gras gedartel en gesystap, geswenk en skêrbewegings gedoen, voor ek dan sierlik oor die doellyn geduik het. Die Nuwelandse skare het my naam gedreunsing, tot ek besef het dis my ma wat my naam roep om my vir skool wakker te maak.

Toe ek dertien was, is ek vir die Cravenweekspan gekies – die eerste ou uit my skool wat hierdie eer te beurt geval het. Voor my was daar baie goeie spelers wat vir die skoolspan gespeel het – ouens na wie ek opgesien het. Dus was dit vir my snaaks dat ek dan die eerste speler in die skool se geskiedenis was wat Cravenweek toe is.

Hoekom? wou ek by my afrigter weet.

Hy het my laat sit en verduidelik.

“Spelers van kleur mag nooit Cravenweek gespeel het nie. Kyk na die spelers op die televisie. Sien jy ’n bruin- of swartman?”

Ek is terug huis toe met ’n swaar hart en vra toe vir my broer om, onder sy toesig, weer deur sy plakboek te blaai.

Waar Faffa en Calla en Danie en Carel in die verlede net vir my bleddie goeie rugbyspelers was, was hulle nou wit rugbyspelers. My kinderlike onskuld is verwoes en ek moes begin aanvaar dat ’n bruin laaitie van Nababeep dalk nooit eendag vir die Bokke sou kon speel nie.

Maar dinge het begin verander. Hier en daar het spelers van kleur deurgekom en bewys dat as hulle die geleenthede kry, hulle net so goed kan wees. Ek natuurlik was net nooit só goed as wat ek in my drome was nie en het gou genoeg besef Springbokkleure is my nie beskore nie.

Maar die liefde vir my land en die Springbokke is onveranderd.

As ek Springbokwedstryde kyk, kan ek binne sekondes van ekstase na algehele depressie oorslaan. ’n Willie le Roux-aanslaan en nog ’n Faf de Klerk-skoppie jaag die bloeddruk op, maar ’n RG Snymanaangee en ’n Beast-skrum laat my uitbundig skree.

Alles is nie wel in hierdie droewige land van ons nie, maar dit gaan goed met ons rugby. Die Bokke het vanjaar nog net een keer verloor. Hulle speel Saterdag in ’n wêreldbeker-eindstryd en na my mening is daar nie een speler in die span wat vir iets anders as sy vaardighede gekies is nie. Ons land het ver gekom. En ons gaan wen die naweek.

Import tax too high I recently ordered a piece of clothing from Spain. I was shocked when it arrived, and I had to pay an amount of about 80% of the value of the article before it would be released to me.

This practically makes it impossible to buy anything from overseas as it is simply too expensive.

Yesterday I went to a big complex with many shops in Milnerton, selling anything from suitcases to clothes and plastic goodies. I guess most, if not all, of these items are brought in from China.

The million-dollar question is whether any import duties are paid and if not, why the discrimination against South African citizens while people can come from another country, set up shop and get a different set of rules?

I mean, many South African businesses would love to import stuff from overseas to sell here but they are penalised with outrageous taxes. Another thing I noticed the previous time I bought something there, was the lack of any receipt, which means they probably do not have to pay any taxes either. So again, why are South African businesses penalised while foreigners get a different set of rules?

How is it then that Dr Jacques de Vos is facing spurious charges of unprofessional conduct after giving a woman scientific facts about her unborn child – and thus, he has been barred from practicing medicine for over two years? When we are in desperate need as a nation for the medical skills and services of such a doctor, the Health Professions Council of SA has time to play political games bent on censoring freedom of pro-life speech, withdrawing and then reinstating charges, not providing the prescribed information for his defence, to the good doctor, all at a great loss to our suffering people.

Faced with traffic dilemma “Swak beplanning, nou groot gemors” in TygerBurger, 23 October refers.

The residents of Zandkloof Road are faced with a huge traffic dilemma because of bad planning. This road now acts as a pass-through from Uitzicht and Pinehurst to Durbanville – cars come from Brackenfell Boulevard and pass via Zandkloof Road to Durbanville.

Most of the cars come speeding, definitely going faster than the 60km/h speed limit. There is a stop sign halfway and one at the bottom of Zandkloof Road, but these are ignored most of the

time. Why don’t they complete the Amadeus Road extension? That will decrease the traffic on Zandkloof Road.

We as residents are frustrated by the speeding and aggressiveness of drivers, and we appeal to the irresponsible drivers to change their driver behaviour and attitude.

Waar is die ‘toesighouers’?

Ek het vandag die briewe in die TygerBurger van 16 Oktober sorgvuldig gelees – “Moeg om vir ander te betaal”, “Te veel werkers wat slaap, niks doen”, “Gras gesny, maar morsig gedoen” en “Kom ons inwoners betaal minder ...”, en ek stem volmondig saam.

Daar is baie van ons vredeliewende belastingbetalers wat ons nooit bemoei met die politiek nie, maar genoeg is genoeg.

Eerstens was daar, as ek reg onthou, verlede week ’n relaas oor die parkedienste.

Dit gaan my verstand te bowe dat ’n amptenaar sê dit neem baie tyd om tenders goed te keur. My liewe land, julle weet mos wanneer die tenders ten einde loop, begin dus vroeg genoeg.

Kry kontrakteurs wat weet wat gedoen moet word om die werk ordentlik te doen. Geen wonder hierdie land se produktiwiteit is so laag nie.

Hier in Hoopenbergstraat, Perrynstraat en omgewing is die werk uiters morsig gedoen. Moet ons nou werklik tevrede wees met so ’n munisipaliteit se werk? Mense word betaal om te werk, nie te lê en slaap of gereedskap se stele af te lê nie. Waar is die munisipale amptenare wat toesig moet hou dat die werk na behore gedoen word?

Klakouse mag oor my klippies loop Jare gelede het ek vermoed dat Kaapstad se waterbronne nie volhoubaar sou wees om aan die groeiende vraag te voldoen nie.

My huis is op ’n hoek geleë en al die sypaadjies, asook dele van my erf, was met gras bedek. My waterverbruik was ongeveer 20 kl per maand.

Die grasperke van ongeveer 400 m² is verwyder en met fyn klippies en plaveisel vervang.

Tans is my waterverbruik ongeveer 3 kl per maand.

Die besparing op water- en rioolkoste oor die jare het die koste van klippies en plaveisel gedelg.

Verder hoef ek nie groot grasperke en rante te sny nie en my eiendom vertoon esteties beter.

Ongelukkig is daar onder die stappers en drawwers party mammas en pappas wat dink dit is te “cute” as hul spruite handevol klippies optel en in die straat gooi, sonder om te dink wie moet agterna skoonmaak. Selfs van die ouer skoolkinders doen dieselfde.

So vir die “klipsypaadjieklakouse”, hou op kerm oor klipsypaadjies.

Loop gerus oor myne sonder om die klippies doelbewus deurmekaar te skop of in die straat te gooi.

Daar word oorgenoeg papiere, bottels, koeldrankblikke en selfs gebruikte babaweggooidoeke op sypaadjies neergegooi deur diegene en ongewenste rondlopers wat ander se handewerk en eiendom nie respekteer nie.

Geniet die mooi tuine wat baie huiseienaars op hul persele en sommige sypaadjies aangebring het.

Om te wag dat die munisipaliteit die sypaadjies en strate gereeld netjies en skoon sal hou, is wensdenkery.

Capetonians support Boks in Japan AVRIL FILLIES

W

hen you are living and working in Dubai and not fortunate enough to watch the Springboks play in South Africa, you try everything in your power to watch them play overseas.

What better way to do this than to attend the Rugby World Cup in a foreign country and show the world, “your blood is green!”

This is exactly what six South Africans, five from Cape Town and one from George, did when they attended the 2019 Rugby World Cup in Japan.

The Springbok groupies are Shaun Fabe from Wynberg, Gilroy Fillies from Eerste-

rivier, Gavin Adendorff from Strandfontein, Brent Abrahams from Retreat, Lloyd Idas from Durbanville and Silvino Giewelaar from George.

“This was our second World Cup that we attended after supporting the Springboks at the World Cup in England in 2015.

“We are all living and working in Dubai and planned this trip after the final in England.

We left on Thursday 3 October and went to watch the Springbok games against Italy and Canada,” says trip organiser Shaun.

“The journey was epic, the atmosphere unreal, and to stand next to each other shoulder to shoulder singing the anthem was emotional! We even got Rassie Erasmus, Faf de Klerk

and Damian Willemse to give us a wave,” he says. After an eventful night of celebrating the win over Italy, the proud South Africans took a two hour train to Osaka where they had four days to see sights and prepare for the next game against Canada.

“In Osaka we managed to get some good sushi, local teppanyaki and did the Mario

streetcar tour where we dressed up as superheroes. The last game against Canada was also very good, we even managed to swop jerseys with some Japanese and Canadian supporters.

“Japanese hospitality was so good and embracing, we already planning for our third RWC to France in 2023,” Shaun says.

Pasop vir kubermisdaad M

oenie openbare of gratis WiFi vir persoonlike of banktransaksies gebruik nie, waarsku prof. Bruce Watson, kubersekerheidskenner van die departement inligtingwetenskap aan die Universiteit Stellenbosch.

Watson sê mense kan hulself ook teen kubermisdaad beskerm deur nie op verdagte skakels in e-posse te kliek nie, om nie aanhegsels sommer net oop te maak nie en deur seker te maak dat hul toestelle en antivirus-sagteware op datum is.

“Met ’n algemene toename in die aantal kuberaanvalle op beide individue en organisasies moet ons meer as net bewustheid skep; ons moet ook dringend daaraan werk om beter en veiliger sagtewarestelsels te skep, terwyl ons regstelsel ook opgeknap moet word – alles goed wat nie maklike uitdagings is nie,” meen hy.

Met Oktober wat Kubersekerheidsmaand is, word al hoe meer mense en organisasies aangemoedig om stappe te doen om hulself teen die wandade van kubermisdadigers in die kuberruimte te beskerm.

“Dit is krities, gegewe die huidige toename in strikroofpogings, wat ’n bedrieglike praktyk is om vals e-posse te stuur wat lyk of dit van ’n geldige, erkende maatskappy of departement gestuur is ten einde individue uit te lok om persoonlike inligting soos wagwoorde of kredietkaartnommers te verskaf, of om swendelary te pleeg,” sê hy.

“Indien ’n organisasie se stelsels nie voldoende beskermd is nie, is hulle kwesbaar vir aanvalle deur kubermisdadigers wat hulself as banke of regeringsdepartemente voordoen om niksvermoedende, wetsgehoorsame burgers en sakeinligting bloot te stel en uit te buit.”

Volgens Watson is dit hoofsaaklik die private sektor wat kampvegters vir inisiatiewe is om kubersekerheidsbewustheid te skep, terwyl die Suid-Afrikaanse regering nog ver agter is.

“Sodoende sal net iemand wat bewus is van kubersekerheid kan help om die gapings binne die regering wat betref die hantering van kwessies van kubersekerheid bloot te lê.

Namate tegnologie ontwikkel, sal meer en meer mense op dienste aandring wat van die regering verwag om hulle teen kuberaanvalle te beskerm.”

Watson erken dat kubersekerheid ’n moeilike saak is en daar is verskeie redes hiervoor. “Eerstens kom die kuberruimte nie die gewone reëls van die wêreld na nie. Daarom is dit nie genoeg om ‘in ’n goeie buurt te woon’ ten einde teen ’n kuberaanval bestand te wees nie. Alles word al hoe meer met mekaar verbind en ons kan per ongeluk en oor ’n lang afstand ’n kuberaanval beleef. Dit is ook maklik om anoniem op die internet te wees, wat toerekening bemoeilik. Ideaal gesproke is hierdie misdadige aktiwiteite wat by die owerhede aangemeld en ingevolge ’n betrokke wet vervolg moet

word. Ons moet ten minste in staat wees om die toepaslike wette wat oortree is, uit te ken en dan bewus te wees van die prosesse wat ons moet volg om die misdadigers aan die pen te laat ry.”

Watson sê Suid-Afrika het egter tans nie veel hiervan nie. Hy wys daarop dat die enigste regsdokument wat tans hieroor handel, die nasionale beleidsraamwerk vir kubersekerheid is, wat in 2012 deur die kabinet goedgekeur is.

“Ons het ook die Wetsontwerp op Kubermisdade, wat tot laat in 2018 as die Wetsontwerp op Kubermisdaad en Kubersekerheid bekend gestaan het, maar totdat dit onderteken is en as wet bekragtig word, kan nie veel gedoen word om hierdie kwessies aan te pak nie. Verder sal die ondertekening van die wetsontwerp ons nie outomaties veiliger maak nie, aangesien ’n oorgang nodig sal wees om die saakstelsel van die polisie aan te pas. Die bewysketting sal hierop gerig en aangepas moet word; aanklaers en regters sal opgelei moet word. Dit sal alles tyd neem.”

Daarom is dit baie belangrik dat ons ons kubersekerheidsverdediging verskerp, sê Watson.

“Eindelik maak ons almal op baie tegnologie staat: van elektrisiteit tot bankdienste tot lughawens en vliegtuie tot vermaak. Indien al hierdie goed in gebreke bly, kan die uitwerking wissel van iets wat maar net ’n ergernis veroorsaak tot grootskaalse ekonomiese skade,” sê hy.

En die matriekrok van die jaar is?

Die jaarlikse Matriekrokkompetisie van die Parowsentrum is die afgelope naweek by die sentrum gehou. Die kompetisie word aangebied in samewerking met TygerBurger.

Altesame 10 deelnemers het aan die gewilde kompetisie deelgeneem, waar Zoë Murphy (18) van Goodwood as die wenner aangewys is. Die kompetisie is op Saterdag 26 Oktober gehou.

‘Teregstelling’ op Bottelarypad DESIRÉE RORKE @dezzierorke

rackenfell se gemeenskapspolisiëringsforum (GPF) het sy kommer uitgespreek nadat ’n man op Woensdag 23 Oktober in teregstellingstyl op die Bottelarypad doodgeskiet is.

“Brackenfell se GPF is baie bekommerd oor die tendens dat die Bottelarypad gebruik word as ’n plek van teregstelling. Dit is net weereens ’n bewys dat die tekort aan beligting ’n groot probleem is op dié pad,” sê Werner Victor, voorsitter van die GPF. Hy maan motoriste wat die pad gebruik om versigtig te wees en nie onnodig langs die

pad te stop nie.

Die oorledene, Leon van Staden (28) van Belhar, is verlede Woensdag omstreeks 22:00 vermoor. Die voorval het aan die linkerkant van die pad in die rigting van Stellenbosch, net verby die uitdraai na Haasendal, plaasgevind.

Die gewapende eenheid van Titanium Securitas het om 23:15 inligting ontvang dat verskeie skote in Brackenfell naby die Bottalerypad afgevuur is.

“Ons eenheid het etlike minute later op die man afgekom waar hy langs die pad gelê het. Hy het verskeie skietwonde aan sy kop gehad. Nooddienste is ontbied, maar daar kon niks vir hom gedoen word nie. Hy is op

die toneel dood verklaar,” sê ’n woordvoerder van Titanium Securitas.

Die Brackenfell-polisie het die toneel later vir leidrade gefynkam.

Volgens kol. Jerome Syster, waarnemende bevelvoerder by Brackenfell-polisiekantoor, het die oorledene vier kopwonde opgedoen. “Ons het ook bevestig dat die oorledene lid was van ’n bende in Belhar,” sê Syster.

Victor voeg by dat vyf uit die sewe moorde wat verlede jaar in Brackenfell aangemeld is, verband hou met lyke wat op die Bottelarypad gestort word.

Die ondersoek duur voort en Syster maan lede van die publiek met meer inligting om die ondersoekbeampte, kapt. Daniel Samps-

on, by 079 894 0061 te bel. . In dieselfde omgewing op dié pad, in ’n afsonderlike voorval op Vrydag 25 Oktober om 21:20, het ’n patrollielid van ’n Bottelarybuurtwag by ’n swart VW Golf gestop om hulp te verleen. Een van die insittendes het na bewering van agter die voertuig uitbeweeg en die patrollielid met ’n kapbyl probeer aanval. Die patrollielid kon betyds wegkom en het die Bottelary-plaaswag en plaaslike buurtwag per WhatsApp in kennis gestel. Taxi violence in Brackenfell region discussed DESIRÉE RORKE @dezzierorke The ongoing taxi violence in the Brackenfell and surrounding region is currently part of an ongoing arbitration process, says Felicity Purchase, Mayco member for transport in the City of Cape Town.

“It is alleged that the shooting (on Old Paarl Road on 14 October) is related to the ongoing violence between the Bellville Taxi Association (Bellta) and Bloekombos/ Wallacedene Taxi Association (Bloewata).

Once concluded, the process will guide the way forward in terms of how the two taxi associations will operate in future,” says Purchase.

In the aforesaid incident, tailing the minibus-taxi, two gunmen opened fire on the taxi driver on the corner of Old Paarl Road

and Bill Bezuidenhout Drive (“Taxi driver killed on Old Paarl route”, TygerBurger 23 October).

The friction between the taxi associations was sparked in November 2017, when a new operating route was applied for from the eastern regions of the City (Khayelitsha/Nyanga), via Kuils River and Brackenfell to Cape Gate, sidestepping the Bellville connection.

The application was denied in Februarie 2018, after the route had already become established.

In related attempts to find amicable solutions facing the taxi industry in Cape Town, provincial minister of transport and public works, Bonginkosi Madikizela, in two separate meetings last week, met with the South African National Taxi Council (Santaco) and the City of Cape Town Mayco

members JP Smith (safety) and Purchase to discuss issues such as fines, impoundment of taxis and the issuing of operating licenses for illegal taxi operators.

“My commitment is to find amicable solutions within the ambit of the law and ensure that people are transported to work safely and improve efficiency in the minibus-taxi industry which contributes massively to our economy,” Madikizela said in a statement.

During the meeting it was stressed that taxi owners who continue to drive without operating licences and PDPs will face the might of the law.

“Moreover, a workshop between the Department of Transport and Public Works and the City of Cape Town is scheduled for 4 November, to look into illegal operators and the criteria used to issue operating li-

censes to minibus-taxis.

“It must be emphasized that this problem is caused by associations who continuously accept new members by charging them joining fees as an incentive to flood the routes and put pressure on government to issue operating licences. Not all illegal operators will receive operating licences and we don’t want to raise expectations in this regard,” Madikizela said.

“I fully understand the important role of the taxi industry and its contribution to our economy. However, the taxi industry just like everyone else must respect the rule of law. If anyone breaks the law, law enforcement must make sure those responsible are brought to book otherwise we will live in a lawless society. Our responsibility as government is to make sure citizens are transported safely.”

Curro learners shine

T

he Durbanville Preparatory School once again impressed with its annual concert, which attracted full audiences every night for two weeks.

The production Follow that dream was written by Lesley Greenwood and Elmarie Hendrikse and produced by the creative and talented staff of Durbanville Preparatory School.

This year the story was about a group of young friends, all in an orphanage, who grew up in the war years. They formed very close bonds with each other in the orphanage. They also escaped the reality of the war by disappearing into their own magical world of make-believe and fantasy.

The friends have such fun in the secret garden, where they fight with pirates, have adventures in flying cars and dance in the lavender fields. They all have dreams for their future of becoming a doctor, a pilot and a nurse.

El Shaddai learners excel Cleo van Coller, a Grade 7 learner at El Shaddai Christian School and level 8 gymnast at the Eversdal Gymnastics Club, finished third overall in her age category (six to 12 years) at the recent South African Gymnastics Games held in September at the UCT Sports Centre. She achieved a first place on the balance beam and a third place on the vault. Cleo’s goal is to one day qualify for the Olympic Games.

Century City will soon be host to The Long March To Freedom art exhibition.

Statues of freedom fighters move to Century City

T

he statues of struggle stalwarts and freedom fighters, including the late Nelson Mandela, former South African president, will soon be on display at Century City.

The statue of the liberation leader, along with that of Oliver Tambo and Walter Sisulu and many others, will be moved from the Maropeng Visitor Centre in the Cradle of Humankind in Gauteng to Century City.

The Long March to Freedom exhibition, which currently consists of 100 figures that will grow into a procession of more than 400 bronze statues over time, is also known as the world’s largest representational collection of bronzes. Individuals who struggled against oppression in South Africa from the early 1700s to Freedom Day in April 1994, will be honoured in the exhibition.

The Long March to Freedom statues will be open to the public as of Friday 15 November. “It is a great honour to call Century City the new home of the Long March to Freedom statues.

“We are able to give this exhibition exceptional prominence along the N1, opposite entrance 4 of Canal Walk. Together with our existing natural heritage site, Intaka Island, we are very excited to contribute so richly to the education of our children in the Western Cape,” says Chris Blackshaw, chief executive officer of the Century City Property Owners’ Association.

The Long March to Freedom is developed, owned and operated by the National Heritage Project, a non-profit company.

Sy was die enigste Wes-Kaapse leerder wat in die top-drie vir Afrikaans Eerste Addisionele Taal geëindig het.

Nege leerders was onder die top-30 in die Wes-Kaap in die SA Akademie vir Wetenskap en Kuns en die SAOU se wiskunde- en natuurwetenskappe-kompetisie. Fifty-one new firefighters graduated last week and will now be deployed to fire stations across the metropole.

More firefighters to fight summer fires An additional 51 firefighters will be battling out blazes this coming summer season.

The firefighters recently completed an eight-month training course after making it through the 2018 recruitment process, according to a statement by the City.

“Firefighters must undergo hours of training and prove their proficiency, which is by no means easy. Our new firefighters can be very proud of their achievements and for joining the fire and rescue service,” said Mayco member for

safety and security, JP Smith, who delivered the keynote address at the graduation ceremony in Epping on Friday 25 October.

The new firefighters were presented with their rank and badge, with the former pinned to the corners of their shirt collars and the badge above the left shirt pocket.

“They are now permanent members of staff and will be deployed to various fire stations across the metropole,” the statement reads.

Retirees to meet in Kenridge The SA Association for Retired Persons (SAARP) social club invites all retirees to a meeting on Thursday 7 November at 09:30 in the Voortrekker hall, Van Riebeeck Road, next to Kenridge Primary School.

There is a R20 entry fee which includes sandwiches and tea or coffee. The speaker will be the paramedic Norman Taylor, who is coming to give life saving advice.

Can alcohol affect mental health?

lcohol and substance abuse can be a contributing factor to the onset of a mental health disorder due to the disruption in the neural pathways.

This is according to Claro Addiction Treatment Clinic psychiatrist, Dr Chanakya Jonnolagadda.

With mental health awareness month (October) coming to an end tomorrow, Jonnolagadda and the clinic’s programme manager Annalie Nienaber offers advice on how alcohol and substance abuse can lead to a mental health disorder.

Starting with the basics, Nienaber shares the warning signs of mental health.

“Mental health risk is usually accompanied by a change in a person’s level of functioning which includes a change in personality and behaviour, uncharacteristic anxiety, anger, depressed mood or mood swings, so-

cial withdrawal and isolation. Other changes include lack of self-care or risky behaviour, a sense of hopelessness or feeling overwhelmed, increased use of alcohol and substances which are often accompanied by planning around substance use activities, neglecting previous interests, education or work or family involvement and change in sleeping patterns,” she explains.

Jonnolagadda states that alcohol can have a severe depressant effect: “This is due to interferences with the dopamine reward pathway in the brain which can lead to the possible onset of a mood or anxiety disorder.

Should the person already be on an antidepressant for an underlined depressant or anxiety disorder, it will interact against these medications and be unable to bring about an improvement and continually make mental health worse.

“Alcohol and substance abuse can also lead to the onset of a mental health disorder due to the disruption in the neural path-

ways. In our clinics, we often see the presence of a substance use disorder and co-occurring mental health disorder in up to 70% to 80% of patients. The latter, therefore, indicates the importance of dual-diagnosis treatment,” he says.

The amount of damage that alcohol can cause to the brain, Jonnolagadda says, is dependent on several factors including the amount of alcohol drunk, the age and gender of the person, how long the person has been drinking and the effect of alcohol on the unborn child.

Nienaber says people who are drinking heavily are at a much higher risk of traumatic brain injury due to more risky behaviour including increased risk of motor vehicle accidents, assault, and falls. “Binge drinking can cause problems like very high consumption of alcohol that can result in blackouts, and memory lapses. Excessive alcohol consumption can have long-lasting consequences on neurotransmitters within the brain,

adversely affecting their functioning in brain circuits. Alcohol also destroys brain cells and contracts brain tissue.”

The relationship between alcohol and one’s mood has been described as “complicated”. “Some people who are depressed use alcohol to try to feel better as alcohol can have a numbing effect on the low mood.

However, in the long term, the use of alcohol can result in worsening depression due to a substance-induced mood disorder. In addition, as a person who is drinking excessively can act in impulsive and reckless ways with negative consequences to that person, the prolonged use of alcohol can result in negative life events that can result in and worsen episodes of depression,” says Nienaber.

Alcohol often relieves anxiety in the short term. However, long-term use of alcohol worsens anxiety symptoms. “A person often drinks more to feel better, further worsening anxiety symptoms over time,” says Nienaber.

Don’t let cybercriminals get foot in the door C

ybercrime has become a major, global problem, and South Africa is far from exempt from this growing scourge.

The South African Banking Risk Information Centre (Sabric) recently revealed that cybercriminals made off with over R2.6 billion from digital banking fraud in 2018 – a staggering sum for a country whose citizens are already under severe economic pressure.

Tony Clarke, managing director of the Rawson Property Group, real estate transactions can be particularly attractive to cybercriminals since they tend to involve large sums of money transferred electronically.

For this reason, he urges buyers and sellers to exercise extreme caution before making any electronic payments.

“Without the right security in place, cybercriminals are able to intercept electronic communications between agents, conveyancers, buyers and sellers,” says Clarke. “They can then use that information to impersonate one of the parties involved in the transaction and redirect payments into their own accounts.”

Once this happens, it can be extremely difficult to freeze or reverse the transaction, particularly since the funds will likely have been moved onwards immediately on receipt.

Clarke says fraudulent emails from impersonators can be extremely convincing, with authentic-looking documentation and electronic delivery details giving targets little reason to suspect foul play.

How to avoid cybercriminals “The best strategy is always to check and double-check all the details before making a payment,” says Clarke. “Don’t rely 100% on any information received via email.

Rather look up the phone number of your estate agent or conveyancer independently, call that – not the one from their email signature – and confirm any banking or transaction details with them in real-time.”

If possible, Clarke says it’s also a good idea to visit your conveyancer and real estate agent’s offices in person to sign any documentation face-to-face.

“This provides an ideal opportunity to familiarise yourself with the business’s corporate branding – making it easier to spot fake communications in future – and

request hard-copies of verified bank account details,” he says.

Using a more established service provider can also be a good safety measure, as smaller operators seldom have the budget for toptier digital security solutions and best-practice cyber-security training for employees, says Clarke.

Of course, even the best security cannot guarantee 100% prevention of unauthorised access or interception of communications by cybercriminals. This makes constant vigilance essential for buyers, sellers, agents and conveyancers, no matter how stringent their digital security may be.

PREPARE FOR A HOT SUMMER: SET UP YOUR HOME TO BEAT THE HEAT.

he Western Cape is quite likely to experience a sizzling hot summer with intensified water restrictions again. Thought needs to be given to the ways in which to keep a home cool, says Rowan Alexander, Director of the Cape Town northern suburbs estate agency Alexander Swart Property.

“The UK has just been through one of the hottest summers on record and all sorts of advice was given on how to cope with this. The large, respected estate agency, Foxtons, issued a press release which went right to the basics. If the home owner cannot, or does not wish to install air-conditioning, Foxtons pointed out that the situation can be improved by ongoing air movements: air can simply be circulated in the room, hot air can be blown out or cool air sucked in.

To do any of this, is would be necessary to install one or more fans. If the aim is not just to circulate the air but to replace it with cooler air, the fans should be placed high up at windows or doors, where warm air (which always rises) can be drawn towards them and be expelled from the room. In doing so the fans will also expedite the flow of cooler air into the room. To facilitate air flow, all outward facing doors and windows should be opened. Side sliding, stacker or folding doors can be helpful.”

Foxtons point out that on really hot days the air outside the home will usually be warmer than that inside it. They advise homeowners faced with this situation to draw their curtains or blinds for four or five hours at midday. They remind us that one of the big advantages of moving air in any direction, is that it enables the perspiration on our skins to evaporate faster - even though we may not be aware of this.

It is understandable that for financial or ecological reasons, many people reject the idea of installing airconditioning. Foxton says they should seriously consider the advantages of a far less expensive alternative: installing a dehumidifier. These, while not actually reducing the temperature, do make living conditions for the occupants far more comfortable. Humidity can also be reduced by having several bowls of cacti or succulent plants in the room which are able to absorb moisture from the air. If several are placed in the room, they can have a noticeable e ect in reducing humidity.

Alexander says these points should be particularly noted if and when a home is opened up to potential buyers on a show day. Excessive heat in any home will detract markedly from the homes saleability.

Mountain bike league on the rise T

he Spur Schools Mountain Bike League (SSMTBL), now in its eleventh year, is growing from strength to strength reaching record proportions during the 2019 season with 18 757 riders competing in 57 events across South Africa.

According to founder and co-ordinator, Meurant Botha of Amarider, the league is achieving its goal of getting kids on bikes.

“The support of national and provincial Schools Cycling South Africa (SCSA) structures, regional co-ordinators, parents and teachers has been a key factor in the growth of the league and achieving our aim of getting kids to ride and race bikes. With the continuous involvement of Spur as founding sponsor, we have managed to grow the league from an initial 900 to nearly 19 000 riders,” says Botha.

Botha further ascribes the success of the SSMTBL to the ongoing development of new mountain biking tracks around the country in an effort to take the sport to the people with a strong focus on schools. Currently 60% of all SSMTBL events are being hosted on school grounds.

“It is important to establish good quality tracks, especially in outlying areas where travelling long distances to compete remains a problem for many kids. Kyron earns national colours Reën kniehalter wedstryde The Durbanville Preparatory School learner Kyron van der Bergh (7) started his summer with a gold medal in fighting and bronze in kata at the KSA (Karate South Africa) Unicity Championships recently held at CPUT. Winning a gold medal in fighting qualified him for his Western Province colours. He also competed in the recent NMA/ISKA Destiny 2019 Championships, a massive martial arts competition boasting over a thousand competitors taking gold in both kata and kumite. Here he qualified for his NMA/ISKA/SAGA South African colours and has been chosen to tour with the South African team to Orlando, Florida next year to compete in the world championships. Kyron also obtained his WP colours in Jiu Jitsu through CJA Jiu Jitsu.

Rallycross returns A

n all-out battle to be crowned World Rallycross champion and fierce competition for a podium place will thrill spectators at Killarney International Raceway on Saturday and Sunday 9 and 10 November.

The two leaders are just one single point apart. The season finale, World Rallycross of South Africa, will see supercars accelerating faster than Formula 1s and international drivers with matching reflexes burning up the Killarney circuit of tar, dirt, straights, tight corners and airborne jumps battling for the world driver and car crown.

The world finale is brought to Cape Town’s Killarney track by IMG, The City of Cape Town and well-known SA event organiser WorldSport. Under the agreement with the City of Cape Town, the championship will also visit Cape Town in 2020 and 2021.

The top three supercar drivers are Andreas Bakkerud (Audi S1) and brothers Timmy and Kevin Hansen (Peugeot 208) with a field of 35 drivers in the chase.

The four-wheeldrive turbocharged 2 litre WRX Supercars produce 450 kW and 900 Nm of torque, catapulting the cars from zero to 100 km/h in just 1,9 seconds, faster than Formula 1s. The RX2 car category is just as hotly contested with Oliver Eriksson, Jesse Kallio and Ben-Philip Gundersen in the top three and 23 more drivers in pursuit.
