C

ommuters rushing off to their next destination can now save heaps of time thanks to a new containerised medical centre at the Bellville taxi rank.

The Bellville healthcare hub is a collabo-

ration between the Cipla Foundation and the Greater Tygerberg Partnership and was launched on Saturday.

This hub will provide primary healthcare services delivered by a qualified nurse, an eye care unit and a chronic medicine pick-up point.

Around 80 patients a day can get treated

at the nursing surgery alone, freeing up valuable time and resources of the commuters and existing overburdened healthcare facilities.

“The convenient chronic dispensing unit allows patients on chronic medication to collect their medication at the hub while in transit to work or going home,” says Paul

Miller, CEO of Cipla Medpro.

“The eye care facility has been established with the help of well-known optometrists who were looking for an opportunity to get involved in community initiatives, and we felt that it was a good fit to include this group in the Bellville project.”

‘Hawks need to step in after train inferno’ DESIRÉE RORKE @dezzierorke

F

ollowing the destruction of 18 carriages, amounting to R61 million in Cape Town station on Thursday 28 November, mayor Dan Plato requested the Hawks to establish a special unit to investigate the burning of trains.

Thousands of commuters using the northern line to Cape Town were left stranded after the incident last week.

Over the past three years, more than 140 train carriages, which make up over 40 train sets, have been burnt in several incidents. Yet not a single person has been prosecuted, according to Plato.

City fire and rescue services arrived at Cape Town railway station at about 02:20 where they found carriages ablaze on five platforms. The fire was extinguished at 04:53 and no injuries were reported.

The scene was handed over to the Passenger Rail Association of South Africa (Prasa).

In a statement on Thursday afternoon, Plato said he would write to president Cyril Ramaphosa to request intervention from the Hawks.

“Thousands of commuters suffer the consequences of not being able to get to work

and school on time, and jobs are lost, the people in charge show no plan of action as nobody is held accountable for this economic sabotage,” he stated.

Plato says only one person, deemed to be mentally unfit, was arrested some months ago and that the police had failed the people of Cape Town.

“Our rail service is a shadow of its former self and as hundreds of thousands of former rail commuters abandon the trains, we see our roads clog up with more cars, buses and taxis. Prasa, Metrorail and the police need to get their house in order.

“We cannot continue to allow their failures to impact the residents of this city. If those managing the rail service do not want to run the railway, then hand it over to those who have shown they can govern effectively. Our residents deserve better,” he said.

In his turn, DA Western Cape leader Bonginkosi Madikizela, said this was a massive blow to the province’s rail recovery plan.

According to Madikizela, Prasa refused to accompany him on a visit or grant access to the station.

“This is just one of several similar incidents and the perpetrators would have been long arrested if we had proper intelligence.

There is clearly a syndicate that is sabotaging the system.

“The national department of transport and Prasa must stop being territorial and come to the party so that we can find solutions to this problem,” he said in a statement on Thursday.

“Since my appointment in May, I committed myself to work with the national minister of transport and Prasa to deal with the challenges facing our rail system, but I keep getting pushback.

By Friday morning most platforms were still covered in debris and water and the concourse and offices filled with smoke, according to Metrorial spokesperson, Riana Scott. Only parts of the station were reopened by 07:00 on Friday.

“Early indications are that an accelerant was used,” says Scott.

On Monday morning Prasa had confirmed that four suspects captured on CCTV images were involved in the arson. A reward of R100 000 has been put up for information that can lead to the conviction of the four suspects. The hub also offers other services such as basic disease management, family planning and women’s health.

Dan Plato, mayor of Cape Town, was in attendance at the opening on Saturday. He said the initiative complements the services already provided by the City. “We welcome the contributions made by private companies and organisations who have assisted in this initiative in the Bellville CBD.”

ie meerderheid van 79-jariges in rolstoele vat hul aftrede rustig, maar vir afskaal sien Tom van der Westhuizen nie kans nie.

Hierdie “afgetrede” skrynwerker van Groenvallei staan nog daagliks om 05:00 op sodat hy sy pypkarre kan bou.

“Hy kom net in vir ete,” vertel sy vrou, Mariet (70). “Verder is hy heeldag besig.”

In sy garage neffens sy huis timmer Tom deurentyd aan verskillende groottes vervoermiddels. Hy spesialiseer in fietse, klein karre en “Jeeps”. Soms maak hy ook trekkers, maar die wiele wat hy daarvoor gebruik, is te duur om dit volhoubaar te maak.

Sy produkte kos tussen R500 en R3 500 en die wins word gebruik om hul staatspensioen aan te vul.

Sy seuns en familielede verkoop hierdie pypkarre oor naweke langs Eversdalweg, in Stellenberg.

“Mense (wat langs die pad stop) vra my altyd ‘waar kry julle dit’?” sê sy seun, Chris.

“En dan kan hulle nie glo my pa maak dit nie.”

Tom het vir die eerste keer sulke pypkarre begin maak toe sy kinders klein was.

Hy het eers met stootkarretjies begin, toe trapkarre gemaak en nou maak hy pypkarre wat met pedale werk. Die karre is so sterk, hulle het al ’n regte voertuig se wrak op een vervoer.

Party van hul vorige klante was kleuterskole en skole wat met gestremdes werk. Die skole het gesê die pedale help vir motoriese ontwikkeling.

VRCID celebrates year of positive change T

he Voortrekker Road Corridor Improvement District (VRCID) has undoubtedly played a positive role in urban renewal and social upliftment in its area of operation.

This was once again highlighted at their annual general meeting on Tuesday 26 November.

The VRCID offers top-up services in addition to that of the City of Cape Town.

“Our ultimate goal is to create and maintain an urban environment along Voortrekker Road corridor that is clean, safe and sustainable. This responsibility to maintain a high-quality urban environment is shared with the City of Cape Town, South African Police Service and the metropolitan police,” says Derek Bock, chief operations officer of the VRCID. In operation for seven years, the VRCID is often deemed to be the first responder in the VRCID area.

They are also starting to see results from their proactive approach to tackle crime, thanks to their CCTV control room which was launched in 2018. From this control room, 67 CCTV cameras, soon to be 71, are monitored 24 hours a day.

All information and footage is made available to police and the City’s law enforcement agencies.

The VRCID’s cleaning teams also continue to work daily to clean the streets and public spaces, while their social development team helps support vulnerable people.

“I dare not imagine what would’ve happened if there wasn’t a VRCID when one looks at what they’ve achieved the past year, from social upliftment to urban management. I once again call on the City to start investing in the Bellville and Parow CBDs; without their investment in infrastructure, beautification and other projects to attract investment, large corporates and investors will look elsewhere in Cape Town,” says Hardus Zevenster, VRCID’s chair and business owner in the VRCID area.

Business owners have also experienced the difference that the VRCID has made.

A cleaner and safer environment creates more opportunity for commuters and residents and attracts

more investors, which in turn boosts the area’s economy.

“I am a business owner with business premises in Parow. The crime and grime I saw there every day was a driving factor to establish a CID in 2012.

“If the VRCID had not been performing well since its inception, we would have relocated from Parow. But we have made a very deliberate commercial decision to stay in the area because we can see the difference the VRCID has made,” says Zevenster.

Ward councillor Leonore Van der Walt says: “They saved Voortrekker Road and the surrounding environment from total urban decay and I’m forever thankful for that.”

VRCID’s year in numbers In the past year, the Voortrekker Road Corridor Improvement District (VRCID) has made a significant difference along Voortrekker Road with general security, social upliftment and law enforcement. . VRCID sponsored law enforcement officers, issued 2 721 traffic fines to the value of R1 509 800 . Attended to 7 983 vagrancy issues. . The VRCID’s cleaning team

saw them collect over 415 000 kg of litter. . Their (NGO) partner MES, through their job creation programme, collected a further 36 500kg of litter. . The VRCID’s social upliftment efforts have resulted in 1 257 food parcels being distributed, 5 106 contacts made with street people, vulnerable children and street children, and 213 people reunited with their families over the past year.

Geloftediens loop dalk dood NIELEN DE KLERK @nielendk

H

ulle organiseer al 35 jaar lank ’n geloftedagviering in Bellville, maar ’n paartjie van die omgewing glo hierdie jaar sal die laaste keer wees.

Johan (83) en Anna (78) Engelbrecht sê hul ouderdom en swak gesondheid het hulle genoop om die organisering van die geleentheid te stop.

“Ons het so gehoop en gebid dat die gemeentes in Bellville verantwoordelikheid vir hierdie dag sou aanvaar,” sê Johan. Hy meen die

dag gaan nie oor Afrikanerskap nie, maar oor kindskap. “Bid asseblief saam met ons vir ’n terugkeer na die Here toe.”

Die egpaar het destyds as deel van Die Kultuurvereniging vir Christen-Afrikaners (KVCA) verskillende geleenthede in Bellville gereël, onder meer byeenkomste oor taal en geskiedenis.

“Gedurende 1984 het ds. Pietie Victor van Straatwerk gevoel dat Geloftedag nie reg gevier word nie en dat dit teruggebring moes word na die kerk waar dit hoort,” vertel Johan.

Hulle het hul eie dienste gehou

wat alleenlik deur predikante gelei is. “Net die Woord en die Woord alleen is verkondig.”

Die diens is deur die drie susterskerke bygewoon asook genootskappe van so ver as Malmesbury, Paarl, die Strand en Wellington.

Johan sê egter baie kerke is deur die dag “mislei” en het die viering teengestaan.

“As die Trekkers net op hul primitiewe wapens moes staatmaak, sou hulle uitgewis gewees het. Hul belangrikste wapen was hul geloof.”

Johan sê die dag word steeds in gemeentes van Hermanus, Harten-

bos en die hele Vrystaat gevier.

Die geloftedagvieringe in Bellville is deur die jare in verskillende kerke gehou. Anna sê dit voel of dit jaarliks deur meer mense bygewoon word en daar is gewoonlik tussen 100 en 200 mense.

Van volgende jaar af sal daardie mense egter ’n ander plan moet maak. “Hulle sal ’n skoon blaadjie kry,” sê Anna.

Willowbridge goes green for Christmas W

illowbridge Shopping Centre will be hosting an Upcycle Christmas Workshop for children aged three to 12 from Saturday 7 to Saturday 21 December.

Children will create their own gifts, toys and decor using 100% recycled products.

This initiative will keep them entertained and educate young and old on the importance of recycling while supporting organisations such as The Ark and Green Buzzz.

Craft items include Santa Seekers, PET bells, paper angels, bubble reindeers, miniature Christmas trees, Christmas gift bottles, Christmas crackers, tree décor, Santa hats,

serviette holders and gift boxes.

Sessions are designed to accommodate 10 juniors (three to six years old) and 15 seniors (seven to 12 years old).

The cost is R100 per child which includes a two-hour drop-and-go service, four craft items per session (items may vary), a puppet show for juniors and goodie bags.

The time slots are 10:00 to 12:00, 13:00 to 15:00 and 16:00 to 18:00.

“The amount of time taken (to do it) is incredible.”

Lyk jy soos Helen Zille of Julia Roberts?

Die feëverhale en legendes het my al as kind daarteen gewaarsku: wees versigtig waarvoor jy wens, want dalk kom dit later waar.

Arme koning Midas wou mos net geld hê en het gewens alles waaraan hy vat, verander in goud. Toe kon hy later nie meer eet nie, want selfs die kos het in goud in verander. As ek nou maar net na Midas geluister het.

Daar was ’n meisie wat saam met my op skool was wat op ’n haar soos ’n kelnerin uit 7de Laan gelyk het. Dit was toe 7de Laan nog ’n thing was en almal soos ’n kelnerin in die sepie wou lyk.

Onthou julle vir Wilmien? En Dezi? Ag, het ek nou nie gewens iemand sê vir my ek lyk soos iemand famous nie. Maar geen plain Jane plaaslike aktrises vir my nie. Ek’t natuurlik gedroom my beeldeweknie sou Julia Roberts wees. Ek’t immers rooierige hare en ’n groot mond (spoiler alert – niemand het dit nog ooit vir my gesê nie.)

Dit was al seker 14 jaar terug dat mense my wel begin inlig het ek lyk soos iemand bekends. En nie wie nie – Helen Zille.

Kyk, dit sou nie so erg gewees het as ek nie ’n volle 35 jaar jonger as sy is nie.

Ek weet nie watter nagroom sy gebruik nie, but I want me some of that.

Geen student (of eintlik mens) wil soos iemand se ouers lyk nie, behalwe as daardie iemand Julia Roberts is.

En geen joernalis wil soos ’n politkus lyk nie (behalwe as daardie politkus Julia Roberts is).

As iemand gesê het ons persoonlikhede is dieselfde sou ek dit as die grootste kompliment gevat het. Wie wil nou nie so dikvellig wees nie?

Destyds het ek maar gehoop haar politieke loopbaan is van korte duur. Dis nou iets wat ek en Julius Malema in gemeen het – ons het haar al albei verwens.

Maar nee, daar is een ding wat Helen Zille het, en dis kloukrag. Ongelukkig klou die idee dat ons soos mekaar lyk ook halstarrig vas.

As joernalis moes ek al twee keer van betogings af vlug omdat daar mense was wat vas geglo het ons is dieselfde mens.

In die eerste geval wou ek nog mooi verduidelik dat daar geen manier is dat ons dieselfde persoon is nie. “She is in parliament. She is old(er). I am young.

She wears more expensive clothes. She gets paid more.”

Een ding is seker, die regering gaan waarskynlik nie plastieksakke verbied nie, want dis ’n multimiljoenrand-bedryf waaruit hy BTW kry. Winkelbase moet dus eenvoudig die voet dwars sit en slegs papiersakke verkoop, as hulle enigiets vir die omgewing voel.

Daar is reeds eilande van plastiekgemors in die see.

Die visse vreet die plastiek en ons eet die visse. Nogal walglik, as ’n mens daaraan dink. Die Twee Oseane Akwaruim het sopas ’n seeskilpad gered en vrygelaat wat nie kon asemhaal nie.

Judicial system: more must be done As we approach 16 Days of Activism for no Violence Against Women and Children, I am elated that an alleged 31-year-old relative of the slain Jesse Hess and her 85-year-old grandfather, has been taken into custody for questioning.

The alleged suspect is a habitual criminal, having been linked to other crimes as well.

Our judiciary needs to do

introspection of its bail and parole policies and conditions, to avoid criminals being let loose to further perpetrate horrendous crimes.

I sincerely hope that justice will be done to ensure that Jesse Hess and her grandfather, Chris Lategan’s killer is brought to justice and spends life imprisoned.

May Jesse and Chris’ dear souls rest in peace and God’s strength embrace them during their family’s time of bereavement.

Thank you to the teachers About two weeks ago I attended my son’s concert at Table View Primary School.

All the children from Rainbow Land pre-primary gathered at this school to wind up the year and celebrate with a concert.

As I sat in the audience and the children went on stage class after class, I sat there with so much respect for the teachers. The learners were so organised and did everything according to the orders they got from the teachers.

For them to be able to learn their dance routine from start to finish and perform in front of everyone was amazing.

As my son took to the stage I clinched on my chair with pride, joy and teary eyes.

With our lives so busy we hardly take to time to thank teachers for the work that they do with our children.

We never thank them enough; at times it feels we take the work they do for granted. I would really like to say thank you to all the teachers for their patience and kindness they show towards our children. This is

not just teachers at this school but teachers everywhere who put in the effort in love and kindness.

Family, Samaritan made my day On Saturday 16 November, I was taken by the Goch family, my late nephew’s extended family, to Spur to celebrate my birthday. During the plus-minus two hours we spent there chatting and having lunch, the Spur staff sang Happy Birthday to about eight other groups celebrating the birthday of someone in their group, who was given a balloon with the person’s age on it.

After lunch we took the lift to the ground floor as we were to go to my grand-nephew’s house to spend the rest of the day there. As I got out of the lift a lady put something into the palm of my hand saying, “Have a good day” and rushed of into the crowd. When I looked at what was in my hand I found four R20-notes. I wish I knew her name as she deserves to be thanked. The people around me called her an angel.

Besides wanting to thank that lady, I also wish to thank my relatives for a wonderful day and umpteen gifts, as well as the many phone calls and messages from other relatives and friends from all over the world for their good wishes.

I would like this to serve to show that there are many kind people, possibly in the majority if we looked at things differently and didn’t only complain about all the bad things happening around us.

Maybe we should look at things from different points of view and more deeply.

Bellville velodrome revamp goes ahead Council has approved the 30-year lease of the Bellville velodrome to a developer. The approval ensures that the facility is developed and used for the benefit of the community at large.

The approved tender contains two elements: the lease, upgrade and management of the facilities, and the sale and development of adjacent vacant land for retail, office, hotel, conference and residential development.

The City retains ownership.

The velodrome will be improved to include facilities for concerts, shows, trade fairs and exhibitions, and a highperformance sports centre is planned.

During the public participation process, the overwhelming response was that the velodrome and stadium should be retained as community sporting venues, and this still applies.

Once the upgrade of the facilities is completed, all sports clubs, schools and community groups that currently use the Bellville velodrome and athletics stadium are guaranteed continued reasonable and affordable access.

Developing Delft: More than 808 houses of the 2 112 planned Breaking New Ground (BNG) housing opportunities in the City's R185 million Delft housing project have been handed over. BNG projects are funded by National Government and implemented by the City.

A more inclusive housing policy

The City wants to encourage the private sector to help with affordable housing in order to meet more of the massive demand.

he City of Cape Town has started work on an inclusionary housing policy as one way to improve access to affordable housing in Cape Town.

An inclusionary housing policy aims to encourage and incentivise private-sector partners to include affordable housing in their developments where feasible.

The demand for well-located affordable housing is acute in Cape Town, and only about one in four households is able to afford an entry-level house, which costs around R600 000. The average sale price for a house in Cape Town is R930 000. One would need a monthly household income of approximately R30 000 to afford it. This is possible for only 16% of households. These housing opportunities are generally beyond the reach of teachers, nurses, police and security staff, and young professionals.

The City does provide various forms of affordable housing, from social housing – rental units owned by the City or its social housing partners – to gap housing for those who do not qualify for State-subsidised Breaking New Ground (BNG) houses.

The City and its partners have 28 social housing projects in the planning or construction phases, and five social housing projects have been completed to date.

However, the City and National Government cannot possibly meet the great demand for housing. This is why the City is looking at innovative ways to bring in the private sector with a workable inclusionary housing policy.

Inclusionary housing is not a silver bullet that will solve the great need for affordable housing. However, properly implemented, it can meet more of the demand.

Shaping a workable policy will take some time. It is expected that the feasibility analysis will be completed in the first half of next year, and the City will have extensive engagements with industry and other stakeholders in the development of this policy.

It is expected that a draft policy will be presented for public participation at the end of next year or early in 2021.

Development of the inclusionary housing policy is one of many measures the City is taking to enable people to live affordably closer to their jobs, amenities and facilities.

Other measures include driving transitoriented development (TOD), encouraging decentralisation of commerce and industry to urban nodes outside the city centre, extension of public transport services such as MyCiTi, and improved development of underused state-owned land.

The new-look Elizabeth Park in Bellville is a good example of how a public open space can be integrated with easy access to other facilities.

Residents can now combine a walk in the park with a visit to the Bellville library, or get some exercise in a safe environment at the outdoor gym, one of the main features of the facility.

Work on the landscaping started in 2016. The aim was for the park to be part of a revamp that will kick-start the City’s development plan for the Voortrekker Road corridor.

Apart from the park’s improved aesthetics and an AstroTurf play area, the upgrade also included installing a borehole, reshaping and rehabilitating of the Elsieskraal river channel, banks, gabions and river walkway, landscaping with indigenous vegetation, easyaccess ramps and pedestrian footpaths for all, a new urban plaza amphitheatre, and renewing the Bellville public library precinct and play area.

Elizabeth Park has a rich history and was opened in June 1953. In 1968, a culvert was erected over the Elsieskraal river, where a bridge was built to access each section of the park. A storyboard at the entrance to the park depicts the history and early days of this green space. The total cost of the project is R18 million.

More money for safety, and some service delivery highlights

The City has extended the period for public benefit organisations and nonprofit organisations to apply for grants-in-aid until 20 January 2020.

Changes to national legislation limited the City’s options for offering residents rebates. Yet the City has found a way to help these organisations despite this.

The grant-in-aid process is different from the rates rebate application process. Information on how to go about the grant-in-aid application can be accessed on the City’s website at www.capetown.gov.za.

Have your say about development The City invites residents to help review the spatial development frameworks (SDFs) for each of the City’s eight planning districts – Table Bay, Blaauwberg, Southern, Northern, Cape Flats, Helderberg, Tygerberg, and Mitchells Plain, Khayelitsha and Greater Blue Downs.

The SDFs need to be updated with the latest information on the population (employment levels and income); the urban and natural environment and heritage; development; housing supply and demand for housing; the local economy and property market, and existing and

planned services and infrastructure.

This information, along with the future development needs in each district, is included in baseline and analysis reports (BaARs), available for comment on the City’s website until 31 January 2020.

The review of the SDFs will be based on these reports and the input received from each district. It is important for residents to take part in this process.

District SDFs, which will guide future decisions about developments and land use, will be finalised after further rounds of public participation in 2020 and 2021.

The City invests in initiatives to grow the tourism industry. One of these is the launch of a tourism monitor programme, funded by the national Department of Tourism.

Fifty unemployed school leavers received training and will be deployed as monitors across the city at attractions in Langa, Khayelitsha, Hout Bay and the city centre.

Here they will offer recommendations to tourists visiting popular sites. They will assist tourists with directions, patrol hotspots, ensure safety, and report any incidents to enforcement agencies.

The Walking Bus campaign has seen thousands of parents become volunteers, ensuring that school children have safe passage to and from school. This is especially important in areas affected by crime and gang violence.

Staying safe this festive season The City will have more than 3 100 safety and security personnel on duty.

T

he City’s Safety and Security Directorate is ready to keep residents and visitors safe this festive season, with more than 3 100 safety and security staffers on duty.

Safety at beaches Cape Town has 307 km of coastline. The City’s Recreation and Parks Department manages 260 km of this, stretching from Silwerstroomstrand on the West Coast to Kogel Bay on the eastern end of False Bay. The remaining 47 km fall under the jurisdiction of Table Mountain National Park.

Ten of the City’s beaches were awarded Blue Flag status this season. These are Bikini Beach in Gordon’s Bay, Camps Bay, Clifton’s Fourth Beach, Fish Hoek, Llandudno, Melkbosstrand, Mnandi, Muizenberg; Silwerstroomstrand and Strandfontein.

Seaforth beach has pilot Blue Flag status.

The number of beach visitors can reach 1,5 million during the peak season from October to March each year. In December and January, daily beach visitor numbers

Fit for purpose: In preparation for the summer season, seasonal lifeguards underwent a two-day induction at Muizenberg. often exceed 100 000. To help keep beachgoers safe this summer, the City will have 326 beach lifeguards at 26 beaches and tidal pools, under the supervision of 13 senior lifeguards.

Residents and visitors are also responsible for their own well-being, though, so: • don’t drink and swim; • don’t leave children unsupervised; • only swim between the flags; and • beware of rip currents.

Shark Spotters will be on duty daily between 08:00 and 18:00 at Caves (Kogel Bay), Clovelly, Fish Hoek, Glencairn, Monwabisi, Muizenberg Corner, Noordhoek (The Hoek) and St James/Kalk Bay. Beach-goers should pay heed to the shark status flags.

The City’s Baigum Abrahams again won the female category of the sixth national Toughest Firefighter Alive competition. The event was hosted at the Roeland Street fire station, where 106 contenders were tested on their skills, fitness and endurance in a number of challenges in full gear.

Emile Conrad of the Eden District (George) won the men’s competition for the fifth consecutive time.

Safety at pools

At City pools, 262 seasonal swimming pool lifeguards will be on duty. The swimming pools open over the season are Athlone, Bonteheuwel, Eastridge, Emthonjeni, Goodwood, Hanover Park, Kensington, Langa, Manenberg, Mnandi, Muizenberg, Observatory, Parow North, Wesfleur and Westridge.

The Bellville South, Khayelitsha, Morningstar, Brown’s Farm, Delft, Lentegeur, Parow Valley, Ruyterwacht, Trafalgar Park, Vulindlela and Wynberg pools are all being renovated or repaired – in many instances because of vandalism and theft.

The Sea Point Pavilion pool and the Blue Downs, Long Street, Retreat and Strand indoor pools are open throughout the year.

Summer is fire season. The City’s 900 professional firefighters can be called upon for major incidents, with a minimum of 200 to 240 of these firefighters on duty per shift at 32 fire stations across the city.

Some 120 seasonal wildland firefighters will be deployed at designated fire stations to assist with veld fire management and prevention. The City will have firefighting helicopters at its disposal over the season.

Rescue diving units have undergone training, and four rescue rubber ducks and jet skis with diving crews are available to assist the National Sea Rescue Institute (NSRI) and SAPS. The City has, over many years, refined a festive season safety operational plan, and works closely with many organisations ranging from the NSRI to SANParks, the Mountain Club of South Africa and many neighbourhood watch and community safety organisations.

Festive season safety Almost 1 500 operational members from the Metro Police, Traffic Service and Law Enforcement departments will be deployed this season.

Officers will prioritise crime prevention, traffic enforcement and by-law enforcement.

A major focus will be the confiscation of alcohol at City beaches and other public open spaces, as possession and consumption of alcohol in public spaces is illegal.

There is a close link between alcohol use and risks to public safety, whether in recreational spaces, in the home or on the roads.

The City is concerned about the increase in the number of overloaded trucks. In one recent incident, a truck was overloaded by at least 25 tons.

Overloaded vehicles tend to overturn or become stuck, often with tragic consequences for the driver and other road users. The city has also been left gridlocked on several occasions as a result of such incidents.

The maximum fine for overloaded trucks is R5 000. For serious transgressions, drivers are arrested.

The Road Haulage Unit will continue strict enforcement, and the Fire and Rescue Service has acquired a special vehicle to remove heavy vehicles where they are blocking major routes.

The City hosted an information session for 288 accredited neighbourhood watch members, who were lauded and recognised as capable partners in the fight against crime.

The session covered information on patrolling strategies and providing support during disasters. Neighbourhood watch members are often the first responders. It is essential that they know how to address concerns such as domestic violence, aban-

• Ensure that your child is in sight at all times. Children can drown in minutes, even in shallow water.

• Put young children in lifejackets.

• Stay out of the water if you cannot swim.

• Talk to the lifesavers about local hazards before entering the water, and read warning signs.

• Never swim alone.

• Never swim at night.

• Never drink and swim. Some 60% of drownings involve alcohol.

Alcohol is not permitted at any of Cape Town’s beaches or public pools and will be confiscated.

• If you are swimming at a beach monitored by Shark Spotters, understand the status flags.

• Don’t dive into unfamiliar water, as there may be submerged rocks.

• Identify an easy location to meet up if anyone gets lost or separated.

• Stay hydrated. Watch out for signs of dehydration, such as red, dry skin, a rapid or weak pulse and rapid, shallow breathing.

Mountain and forest safety • Take your phone and make sure it is fully charged. Save the City’s emergency number 021 480 7700.

• Wear the right footwear and clothing. Conditions can change quickly, especially in the mountains, and rain or cloud can come suddenly.

• Take enough drinking water and food with you.

• Apply sunblock and wear a hat.

• Never walk alone (groups of at least four are recommended).

• Tell someone where you are going and how long you expect to be.

• Stick to the recommended routes and use a reliable map.

• Do not carry valuables.

• Set the pace for the slowest person.

• Do not approach or feed baboons or other wild animals.

• Never hike in the dark. Make sure you allow enough time to finish your hike before sunset.

• Never light fires, and if you are a smoker, extinguish your cigarette with care (and bring the butt back).

4 CITYNEWS Appreciation for scholar patrols Hundreds of learners representing some of Cape Town’s more than 200 scholar patrols recently attended a scholar patrol appreciation day at the Belhar sports centre.

Learners who attended were presented with certificates and medals in appreciation of their service.

Scholar patrols, started nearly a century ago in the United States, encourage an awareness of road safety and respect for the law. They also build character, as the task demands responsibility, punctuality and teamwork.

The Road Traffic Management Corporation is responsible for the implementation of scholar patrols countrywide, and Province's Public Works Department partners with the City and other local authorities to train and monitor scholar patrols.

New community facilities and more

A number of community projects have been completed in Area Central, with more to come, and 50 new houses were handed over in Delft.

T

he City’s Community Services and Health Directorate is managing a capital budget of about R366 million in this financial year across its four departments – Recreation and Parks, City Health, Social Development and Early Childhood Development, and Library and Information Services. The budget is earmarked for new developments, as well as upgrades of existing facilities.

Each project that the City undertakes involves public participation, which gives everyone a voice in the development of their area, and helps develop a sense of ownership and shared responsibility.

A number of projects will be completed this year, including the Heideveld Early Childhood Development Centre and the synthetic pitch in Gugulethu.

In Area Central, other projects on the horizon include the extension of the pharmacy at the St. Vincent clinic in Belhar; the in-house planning phase for new regional libraries in Nyanga and Manenberg; upgrades to the Hugo Lambrechts auditorium, Rust-en-Vrede, Goodwood and Parow

The City’s neighbourhood safety team (NST) in Bonteheuwel recently passed the 100-day mark since its deployment in July. The NST consists of a team of Law Enforcement officers, dedicated to the Bonteheuwel area, to support crime prevention efforts and enforce City by-laws.

In the first 100 days of deployment, officers conducted nearly 10 000 searches, made 117 arrests and issued 547 fines for various offences. These included recovery of illegal firearms, ammunition and dangerous weapons, confiscation of drugs, cash and alcohol, impoundment of vehicles involved in illegal dumping, recovering stolen vehicles, and more.

The NST is the second dedicated Law Enforcement deployment to a specific

area following the launch of the pilot project in Delft in December 2017.

The general feeling is that violent crime and particularly gang activity has decreased significantly in Bonteheuwel since the team’s arrival.

Over the coming months, more qualifying beneficiaries will receive their own homes as part of the City’s commitment to provide 2 400 BNG houses in the area.

To date, approximately 808 houses have been handed over out of the 2 112 housing opportunities that are planned as part of this construction phase.

Bosmansdam Road upgrades The City, together with Rabie Property Group, has started with the second phase of the Bosmansdam Road project – the rehabilitation of the existing westbound two-lane carriageway between Koeberg Road and Montague Drive. The first phase, implemented between April 2018 and July 2019, entailed the construction of the eastbound two-lane carriageway.

Traffic will be affected in both directions, as only a single lane on the portion of the current westbound carriage way of Bosmansdam Road will be open during construction.

The R20 million project is scheduled to be completed by July 2020.

The City’s Arts and Culture Branch is calling on all public artists of all ages – amateur or professional – to submit appropriate, creative designs for its mural design competition. The submission period is from 9 December 2019 to 10 January 2020.

The winning entry will be placed on the wall at the Manenberg contact centre in Vygieskraal Road. The City will provide the winner with the logistics and equipment to apply the mural.

Airport set to expand Cape Town International Airport (CTIA) will undergo a huge expansion programme to the value of R7 billion over the next five years. This capital investment will provide employment and business opportunities.

The City is working with the CTIA to see how it can maximise the benefit for businesses as part of the construction process, and what job creation opportunities there are for surrounding communities.

Make the best of your bonus H

omeowners who are fortunate enough to receive a 13th cheque or a bonus payment at the end of the year should use at least part of it to reduce the capital portion of their home loan.

This is the advice of Carl Coetzee, chief executive officer of South African home loan originator, BetterBond.

He says with the interest rates remaining well above the rate of inflation, the best gift consumers can give themselves this holiday season is to reduce their debt load.

“A relatively small amount of cash goes a long way when you apply it to your home loan balance. If you pay R10 000 off a R1 million home loan this December, for example, you will shorten the 20-year repayment

period by around seven months and, at an interest rate of 10%, save more than R61 000 worth of interest,” he says.

Coetzee further says that one’s outstanding loan balance will also help create a cushion against any future interest rate increases and give them more room to manoeuvre if they need to borrow against their home to pay a child’s university fees or cover a medical emergency.

Other smart ways to spend one’s bonus, Coetzee says, include reducing the balances on high-interest debts such as credit and store card accounts, personal loans and car finance, because the less income one has to use to pay debt instalments, the better they will be able to cope with any increases in the price of essentials like water, electrici-

Coetzee says if one’s budget is free of high-interest debt and they have already set aside money for regular maintenance and emergency repairs, it could just be time to start making one’s home improvement dreams a reality.

“Even if you do not plan to sell now, for example, it is

always worth increasing your home’s value by sprucing up the exterior appearance and garden, for example, or improve the security measures.

“And if you are planning a substantial alteration like an extra bedroom or bathroom to make life easier for your family, or the upgraded kitchen you keep promising yourself, now is the time to get some estimates of what your project will cost, set a time goal and use your bonus to start saving for it so that you can pay cash and not create more debt.”

Surviving in a multi-generational home Multi-generational living is standard procedure in many cultures, but today’s living challenges are seeing families of all cultures and creeds embracing a co-living environment.

Cape Town’s regional sales manager of the Rawson Property Group, Craig Mott, says it has become common place to see families of three or four generations sharing a home.

“From a financial perspective, it makes perfect sense to combine resources and share living costs, but it also enables families to share things like childcare and care of the elderly, which can be a challenge when people are working full time,” he says.

But that is not to say living with one’s parents or grandpar-

ents as an adult is without challenges of its own – particularly if one has grown used to having your own space and are new to a communal living environment.

According to Mott, there are ways to make the transition and general experience much easier for everyone involved.

He shared some of the tips to make the transition easier: Plan your space “A single-family home and a multi-generational home should, ideally, look quite different since each generation really needs a space of their own in which to enjoy some solitude and privacy.

“Of course, not all of us are lucky enough to have a convenient granny flat to provide

easy separation when necessary, but a few minor renovations can be just as effective in a crunch,” he says.

Mott highly recommended adding a small kitchenette and an en-suite bathroom to a second bedroom or living space if possible.

“This gives the elderly, or young professionals living with their parents, the ability to do most daily activities without having to join in with the main house if they do not want to.”

Lay down the ground rules He says one of the biggest benefits of multi-generational living is that all residents can contribute to the household.

According to Mott, those contributions do not always have to be financial, but should

be planned and agreed to in advance.

“Unemployment and other financial difficulties are often the reason kids move in with their parents or vice versa.

That means it is not always possible for everyone to share expenses and rent equally.

Make sure you discuss finances upfront, as well as other household contributions like cooking, cleaning and childcare, and make sure everyone is happy that they are doing their fair share to add value to the home environment.”

Have a plan in place for conflict resolution Human nature means no home is ever entirely without conflict and having a family

member from various generations under one roof means disagreements are bound to arise.

According to Mott, having a plan in place for handling these situations when they happen is important not only for keeping peace in the home, but also making sure everyone feels like their concerns and opinions are being heard.

“How you decide to handle conflict may depend on the living arrangements that you have. If everyone is sharing household responsibilities equally, then it may be appropriate to vote on all major decisions. If one generation is footing the entire bill for the home and all its occupants, on the other hand, they may want the final say.”

Local coach helps spread gospel of rugby in Rwanda Recently, a Morningstar Rugby Football Club community coach and family mediator was the only South African coach selected as part of a group of international coaches to go to Rwanda from 29 October to 8 November.

Working as part of the Friends of Rwandan Rugby Charity, Riaan Lubbe was part of a group of coaches who helped coach and assist their national team, The Silverbacks, and their coaching staff for their upcoming games in the Africa Cup. Friends of Rwandan Rugby is a UK-based small, innovative charity that teaches the joys of rugby to boys and girls throughout Rwanda. It aims to promote reconciliation, health, and well-being through sport, using rugby to help build trust, friendships and foster shared experiences on the rugby field and have fun. It also aims to support the growth of participation in the game of rugby to encourage a healthy, active lifestyle for children in Rwanda and promote the rugby ethos of fair play, respect, friendship and fun.

“In partnership with the Rwanda Rugby

Federation (RRF), we are working to create a sustainable model for the continued growth of the great sport of rugby in Rwanda,” says Lubbe.

This has led to the charity requesting coaches from around the world to come and help them in their mission of assisting the Silverbacks. The coaches came from England, Wales, Scotland, France and South Africa. Lubbe adds that the coaches had to hit the ground running with two training sessions almost every day.

Training sessions ran from 09:30 to 11:00 and from 14:00 to 17:00 covering as much as possible without overloading the players.

“Creating a balance between improving a skill and learning a necessary new one was paramount,” he adds.

Lubbe was asked to accompany the group as the breakdown and loose forward positional specialist and spent hours in the mud as the national stadium, the Amahoro stadium, was only to be used three times in those couple of days. This led to the practise sessions being held on a very muddy

pitch at a local community centre and the Amahoro stadium being used for two training sessions and one practise match against the coaches with other league players and the Silverbacks.

This match was watched by the RRF vice-president, Western Province Rugby’s (WP Rugby) referee manager Ben Theron and a host of locals and children.

As part of this tour clothing, rugby equipment and training supplies were given to the rugby development officers working in the schools as well as the national team.

This equipment was donated from various people, clubs and institutions from around the world with Morningstar RFC, WP Rugby, Kloppers Sport, and Dr Sherylle Calder donating from South Africa.

“As part of a project to create awareness ITV in Wales created a feature that was broadcast just before the Rugby World Cup bronze final. Although this tour was mainly to assist the national team, time was taken to train and assist some of the rugby development officers as well as support

and distribute clothing etc. to some orphanages. Spending time in a country that was devastated by genocide and working with the people that still have the physical and emotional scars was unforgetful. With rugby being a post genocidal sport it is eagerly played by the communities and works wonders to create unity and friendship,” says Lubbe. With the Springboks’ Rugby World Cup victory happening in the early days of the tour, Lubbe was seen as a bit of a celebrity everywhere he went and everything he said and did was seen as gold. This was seen in the Rwanda vs Ivory Coast game where the breakdown statistics for Rwanda have improved by 80% since their last game. “Improving a team by 10% in such a short time is difficult, but improving a person/player by 1% is easier. This will lead to an improvement of 23% in a 23-person-squad . . . and that was my goal.

I don’t just want to improve the player, but the person so they can be a better player, father, husband, and citizen . . . that is my coaching philosophy and rugby life mission,” says Lubbe.

outh Africa’s SPAR Proteas achieved a morale-boosting victory over England’s Vitality Roses in the third SPAR Challenge Series Test at the Bellville Velodrome in Cape Town on Sunday 1 December.

Although Commonwealth champions England won the series 2-1, the South Africans can hold their heads high, after forcing the first Test on Friday into extra time.

The Proteas, current African champions, were on fire from the start on Sunday.

Five minutes into the match, they were five goals ahead and kept up the pressure.

Phumza Maweni was outstanding as goalkeeper, succeeding with a number of turnovers. The Roses appeared slightly bemused by the pace of the South Africans and by the end of the quarter, the SPAR Proteas were 16-10 ahead.

Skeidsregters-kursus uiters gewild ’n Kursus wat 10 jaar gelede hier in die Tygerberg begin is, het gelei tot ’n reuse-suksesverhaal op rugbygebied.

Toe Nuweland se rugbybeamptes jare gelede besef het daar is net nie genoeg skeidsregters om elke naweek al die klubwedstryde in die WP te hanteer nie, is besluit om ’n opleidingskursus vir skoliere by Jan Kriel-skool in Kuilsrivier aan te bied en om sodoende mettertyd die skeidsregtersgeledere aan te vul. Sedertdien het meer as ’n duisend aspirant-skeidsregters al na vore getree.

Jaarliks word minstens twee opleidingskampe vir seuns en meisies in die Tygerbergstreek aangebied en verskeie jongelinge het al as fluitjieblasers ontpop – selfs tot op interprovinsiale vlak. Hierdie besondere suksesverhaal is die afgelope Donderdagaand met ’n tienjaar-reünie in Brackenfell gevier.

Hoewel net sowat 50 kursusgangers algaande gereeld klubwedstryde begin hanteer het, sê Theron hierdie getal sal wel nog aangevul word. Dis omdat baie van die jongelinge tans self nog rugby speel en nie beskikbaar is om voltyds klubwedstryde te hanteer nie. Baie jongelinge tree nogtans as skeidsregters en grensregters op by dosyne skoletoernooie wat jaarliks in die Skiereiland plaasvind.

Daar is egter steeds te min mense om elke naweek al die klubwedstryde te hanteer. Daarom word ’n volgende opleidingskursus vir Maart volgende jaar beplan.
