February 13, 2024 Concurrent Sessions 10:30a-11:45a Empowering MEP Staff: Optimizing Sharing COEs Enrollment Processes for Migratory Students Presenter(s): Monica Aguirre, Education Specialist, Region 4 ESC Dinorah Cortinas Galvan, Education Specialist, Region 4 ESC Rosa Isela Anaya, Recruiter, Region 4 ESC Often, migratory students reside within one school district (referred to as the district of residence) while attending a different district, charter school, or Region (referred to as the district of attendance). In this session, participants will gain valuable insights into effective strategies for sharing Certificates of Eligibility (COEs) for enrollment purposes. This workshop is designed to equip attendees with the necessary tools to thoughtfully assess their current practices and formulate a comprehensive plan. The goal is to empower participants to seamlessly implement a successful process when sharing COEs for appropriately managing the enrollment of migratory students.

Implementation of iSOSY’s Instructional Material: Making it Work for Your Program Presenter: Tracie Kalic, Director, Innovative Strategies for OSY and Secondary Youth (iSOSY) The iSOSY Consortium has produced more than 125 pieces of instructional materials over the course of its lifetime, with more always in development. These tools include everything from English language screening, basic academic skills, life skills, goal setting, and career planning.

How do you navigate the choices and utilize the resources to maximize their assistance in helping the out-of-school and at-risk secondary students in your state succeed? iSOSY has created a userfriendly, efficient website to put all of the materials at your fingertips. Participants will learn how to find and use the appropriate resources for the various student populations. They will also learn how the iSOSY Student Portal can be integrated into the plan to provide services to students of all levels.

The NCFH data dashboard enables farmworker advocates & public health officials to have easy access to key information to make datadriven decisions on planning and implementation of public health programs & interventions for farmworkers in their service area.

Texas RioGrande Legal Aid - Community Resource Presenter: Doris Garcia Ruiz, Paralegal, Texas RioGrande Legal Aid An overview of the free civil legal services provided to residents in 68 Southwest Texas counties. As well as the services provided to migrant and seasonal farm workers throughout the state and in six other southern states -- Alabama, Arkansas, Louisiana, Kentucky, Mississippi and Tennessee.

February 14, 2024 Concurrent Sessions 9:00a-10:15a The Critical Role of the MEP in the Transferring and Accruing of High School Credits for Graduation Presenter: Patricia Meyertholen, Group Leader for the Migrant Education Program, Office of Migrant Education, U.S. Department of Education The Migrant Education Program (MEP) has a crucial role in supporting migratory students and their accrual of credits toward high school graduation. The presenter will discuss interstate and intrastate coordination and the role State and local MEP staff play in assisting in the accrual of credits through consolidating coursework taken by migratory students in various schools both in State and out of State. The presenter will discuss with participants their use of the Migrant Student Information Exchange (MSIX) for enrollment, placement and credit accrual, their interactions with the Texas and Florida Interstate Migrant Programs, and their utilization of distance learning coursework to promote high school credit accrual.

February 14, 2024 Concurrent Sessions 10:30a-11:45a Utilizing Data to Increase Inter/Intrastate Coordination: The Importance of TX-NGS and MSIX Presenter(s): Nez Paniagua, MEP Coordinator, Texas Education Agency Karim Briseno, MEP Systems Initiative, ESC-1 During this session, attendees will delve into the significance of having clear, precise, and timely data in the identification and support of migratory students moving across Texas and other states. The presenters will examine the impact of accurate data entry on the usability of student records within TX-NGS and MSIX. Furthermore, the session will explore reports that can enhance the effectiveness of Identification and Recruitment (ID&R) efforts and services. Explore how our state and national databases can become invaluable tools in the service of migratory children and youth.

This session will provide an overview of the following digital resources available to support migratory parents and families: Texas Migrant Education Program (TMEP) Portal – This includes online resources specifically for parents and families. Education Resources for Parents of K-12 Migratory Children – This includes literacy resources for home use. AIIMS (Assisting Interstate/Intrastate Mobile Students) Portal – Introduction of new section on parents and families. Bring your device! Participants will have time to explore resources available at the portals. Participants will also be encouraged to bookmark sites, create an account for the Education Resources portal, and join the listserv to stay up-to-date on new content and developments.

Dr. Anabel Rodriguez is the proud daughter of Mexican immigrants and seasonal migratory farmworkers from the South Texas border town of Rio Grande City and an Assistant Professor at the UTHealth Houston School of Public Health, Outreach Program Director for the Southwest Center for Occupational and Environmental Health (SWCOEH). She serves as Program Lead for two Core Readiness Functions: (1) Preparedness at Small Rural Healthcare Systems and (2) Rural and Border Communities in the Texas Epidemic Public Health Institute (TEPHI) headquartered at UTHealth Houston.

For almost ten years, Dr. Rodriguez’s research, outreach, and training efforts have focused on improving occupational health, safety, and well-being among Spanish and Mayan-speaking agricultural working populations in rural regions. Most recently, her work has focused on identification and prevention of tuberculosis, health service access in health ‘deserts’, including, vaccine access, utilization, hesitancy, and systemic barriers, education on vaccine-preventable infectious diseases, pandemic relief payments for wages lost, and understanding social determinants of health associated with agricultural occupations in the Texas Panhandle and U.S.-Mexico border communities of the Rio Grande Valley and El Paso.

In her free time, she enjoys hiking with her two incredibly spoiled goldendoodles—Shiner and Tejas— and husband, Grady, as well as kayaking, mountain biking, visiting state parks, gardening, and, unnecessarily and frequently, rearranging furniture at home.
