Dear Members,
Welcome to the 92nd Annual Meeting and Convention of the Police Association of Ontario. It is a privilege to extend a warm welcome to each of you to Windsor, and a special thanks to our generous hosts, the Windsor Police Association.
This year, we are thrilled to announce that over 170 members from 34 of our member associations have registered to join us. This record number of attendees highlights the steadfast commitment across our membership to ensuring we are the most informed and educated and can represent our members to the highest degree possible.
Our gathering for the 92nd year is a testament to our collective dedication and unwavering commitment to the representation of our members. Each of you plays a vital role in protecting and advancing the rights, interests, and well-being of our professional police personnel who keep our communities safe.
As part of the PAO’s ongoing evolution guided by our 2023-2026 strategic plan, we’re excited to unveil our new look with a refreshed branding designed to carry the association forward for years to come. This week marks a significant milestone as we navigate the evolving landscape of law enforcement with this updated branding that honours our past while boldly addressing our future.
We celebrate excellence in policing and our membership this week. By recognizing the milestones and positive impacts of our local board members and honouring the recipients of the PAO Police Services Hero of the Year Awards, we are reminded of our members’ extraordinary courage, dedication, and sacrifice across the province.
We have an action-packed week ahead with discussions, workshops, and presentations. From exploring best practices in WSIB procedures for supporting our members outside the workplace to understanding the intricacies of board dynamics, strategic planning, and collective bargaining, our annual meeting offers invaluable insights and practical tools to navigate the challenges and opportunities that lie ahead for our members.

Welcome to Windsor...
On behalf of the City of Windsor and my colleagues on City Council, I am pleased to welcome each member of the Police Association of Ontario as you gather here for your annual meeting and convention. With a focus on Building Bridges, we are honoured to see our city serve as the backdrop for the important conversations you will have over the course of this week.
The City of Windsor stands at an inflection point. We are facing the evolving needs, opportunities, and challenges that go hand in hand with incredible economic growth, creation of new jobs, and a rapidly growing population. As an international gateway between Canada and the United States and the busiest trade corridor between the two countries, we are eagerly watching as the Gordie Howe International Bridge moves toward completion. Windsor’s game-changing NextStar Energy EV battery manufacturing plant is solidifying our status as the Automotive and Automobility Capital of Canada. Meanwhile, the new WindsorEssex Acute Care Hospital is coming to life and will transform healthcare in our region. All of this has cemented our position as one of the most important communities to watch in Ontario and Canada; a ‘Revival City’ with promising economic growth and unparalleled opportunities on the horizon.
In Windsor, we understand the complexities associated with policing in today’s world. As we grow, public safety is top of mind. Here and across Canada, communities are facing increasing challenges around mental health, addictions, and homelessness that impacts our ability to create and maintain the safe neighbourhoods that are the foundation of any thriving community. Early in May 2024, City Council unanimously endorsed and approved the City’s ‘Strengthen the Core: Downtown Windsor Revitalization Plan’ to make our downtown safe, clean it up, and inject new vibrancy into the core that attracts new investments, businesses, and residents to our downtown. The Windsor Police Service is vital to this undertaking, ensuring that as our community grows, it remains safe, tranquil, and inclusive for all.
While you are with us, I hope that you find time to explore some of the best experiences our city and region have to offer. From our diverse restaurants and incredible waterfront parks, trails, and views… to our state-of-the art facilities, world-class entertainment and hospitality offerings, and vibrant nightlife. Welcome to the City of Windsor! Thank you – to each of you – for the vital work you undertake to safeguard and serve our communities.

Welcome to Windsor,
On behalf of the Windsor Police Association, I am delighted to welcome all members of the Police Association of Ontario to our Annual Meeting and Convention, being held in the vibrant and beautiful city of Windsor, Ontario.
From May 27th to May 31st, 2024, we will gather at the exhilarating Caesars Windsor Resort where the outstanding amenities and superb service are truly first rate. Caesars Windsor Resort is located at 377 Riverside Dr. E., Windsor, and is centrally located to numerous activities, attractions, and restaurants.
The PAO Annual Meeting and Convention is a significant event where law enforcement professionals from across Ontario assemble to share knowledge, discuss emerging trends, and build networks that strengthen our collective mission of advancing the rights, interest and wellbeing of our professional police personnel who protect and keep our communities safe. This year, the PAO has lined up an exciting agenda featuring keynote speakers, interactive workshops, and insightful panel discussions covering topics relevant to modern policing practices.
Windsor, known for its rich cultural heritage, picturesque waterfront, and warm hospitality, serves as an ideal backdrop for our conference. Apart from the engaging conference, attendees will have the opportunity to explore the city’s attractions, including the renowned Windsor Riverfront, Windsor Sculpture Park, Willistead Manor, Hiram Walkers & Sons Distillery among others. The City’s diverse culinary scene also promises a delightful gastronomic experience including Windsor’s world-famous pizza!
