It was my absolute pleasure to represent City National Bank as the Presenting Sponsor of the Top of Virginia Valor Awards this year. Our Public Safety Officers, as well has our Country, have been through a lot this year. It’s difficult to look back just one year ago, and see the changes that have occurred. It is easy to become disillusioned – to wonder if we will ever see “normal” again. We ask ourselves, “How do we move forward? Where is the light that we can follow?”

I love the quote by Fred Rogers: “When I was a boy and I would see scary things in the news, my mother would say to me, “Look for the helpers. You will always find people who are helping.” To this day, especially in times of “disaster”, I remember my mother’s words and I am always comforted by realizing that there are still so many helpers – so many caring people in the world.”

He was right. People like the ones that we honor at the Valor Awards, are our light. They are the helpers. They have the core strength and brave spirit that will hopefully inspire you, like they have inspired me, to do better. Their brave spirit is what we need in difficult times.

So then, how do we get to the other side of this year? We follow their light. We follow their lead. We become the helpers. This year’s Valor Awards was about more than celebrating what has occurred. Let’s use it as a catalyst to do better going forward. To be better. To get to the other side with positivity and grace. Let’s make that the new normal.

In the News: Outdoor Heater Reimbursement Program The City of Winchester will be offering reimbursements of up to $1,500 to eligible restaurants, breweries, cafes, and other dining establishments that purchase heaters for their outdoor dining spaces. We encourage businesses to expand and promote their outdoor dining options to customers as a safety precaution against the COVID-19 pandemic.

Eligibility Requirements: Possess a valid City of Winchester Business License and be located within the corporate limits of the city; Have an approved outdoor dining space or be in the process of getting approval from the City; Provide the City with purchase documentation for the heaters (paid invoices, receipts, bank statements).

Heaters must have been purchased on or after March 1, 2020 to receive reimbursement.

Celebrating Above and Beyond: The 2020 Valor Awards The Top of Virginia Regional Chamber honored local heros, from public safety agencies to everyday citizens who have gone above and beyond the call of duty to protect their communities at the Valor Awards, presented by City National Bank virtually Thursday, November 5 on Zoom and Facebook.

Award winners, members of the public safety community and Top of Virginia residents tuned in for the eighth annual event, which recognized law enforcement and fire and rescue efforts in the region.

Participating agencies include the Fire and Rescue Departments from the City of Winchester, Frederick and Clarke Counties, Winchester City Police Department, and the Sheriffs’ Departments of Winchester, Frederick and Clarke Counties.

The event included special remarks from the Presenting Sponsor and Chamber leadership, announcement of Award winners and heartfelt messages of gratitude from celebrities, community members and prominent business leaders including Governor Ralph Northam, Senator Jill Vogel, Congresswoman Jennifer Wexton and local leaders.

Valor Awards Classification & Criteria An officer who had shots fired at him by a bank robber, firefighters who ran into a burning home in an attempt to save lives and a three-year-old who used Facetime to save her fathers life. These are just three examples of heroic actions that were honored at previous Valor Awards ceremonies.

GOLD CITIZEN OF THE YEAR The Gold Citizen Award is the first of its kind and is in recognition of a citizen for their extraordinary acts of courage in an emergency situation while performing exceptional tasks to save a life.

On August 20, 2020 Bailey Dillow was traveling home from working her shift as a new registered nurse at Winchester Medical Center at approximately 8:30 PM. On Flowing Springs Rd., in Charlestown, WV, Bailey came upon a motorcycle accident that had just occurred. She was the first and only one on the scene.

The female driver of the motorcycle was laying in the middle of the road. Bailey performed first aid by applying pressure to the bleeding wound on the woman’s leg. At this time, another motorcycle rider arrived, and it was the woman’s boyfriend who then became distraught. Bailey was trying to calm the boyfriend down and keep pressure on the woman’s leg until help arrived.

Also, at this time Bailey was using her cell phone flashlight to warn oncoming traffic as it was now dark, so that no one ran over the woman.

Bailey stayed after the police arrived and continued to offer first aid until the Rescue Squad arrived on scene.

Alicia Remillard was more than nine months pregnant when she began experiencing contractions on the morning of January 22nd in her Winchester home at 5:22 AM, 911 was called. The mother of 2 knew the baby was coming. 5 minutes later, 5 firefighters and EMT’s from Friendship Fire Company arrived.

“We decided that the ambulance was best, because it was either my living room or the truck”, said Remillard with a huge laugh. She was right!

At 5:44 AM, Remillard gave birth to a healthy baby girl named Mia in the ambulance on Amherst Street near Winchester Medical Center. Mother and baby are admitted to the hospital minutes later.

We are forever connected now; Winchester Fire and Rescue Chief Garrett told the family as he presented them with a few gifts including a framed photo of the department’s logo.

Inside the ambulance, Remillard said the crew told her to keep her knees to her chest and to try and wait until she got to the hospital to give birth, but she knew that would be unlikely.

Quentin Godfrey, a Firefighter, EMT and paramedic in training and Lieutenant Gerald Bohus help deliver Mia. Godfrey had just completed training in assisting with births that same week. With guidance from Godfrey they brought Mia into the world.

On Sunday March 8th, 2020 Company 19 AL S-1 were dispatched for a choking victim in the Shawnee Land Subdivision.

Medic James Landman and then Smith responded along the ALS-1 Ryan Beverage.

Shortly after responding, the Frederick County dispatch center gave updated information stating that the patient was still choking, not breathing adequately, and CPR instructions were being given to the caller.

After this information was broadcast, additional manpower was requested bringing medic Ryan Steele, and Joe Spacht which were released from the fire scene on Dicks Hollow Rd. Medic 19- 1 arrived on the scene in 4 minutes, confirmed a working code, and began CPR. The Lucas was placed on the patient and the foreign body removed from the airway at 18:24 the crews worked together seamlessly and efficiently and were able to achieve ROSC 20 minutes from dispatch time of the call. The patient was transported to Winchester Medical Center and care was transferred to ER staff.

On Tuesday March 10th, 2020 we learned that the patient was still in ICU at Winchester Medical Center although the ultimate outcome is still unknown.

Due to their quick response, high level of skill, training and teamwork on the scene the patient was given a second chance at life. This incident was a prime example of the excellent working relationship that Frederick County and the City of Winchester enjoy.

The actions of the personnel on the scene of this call showed professionalism, collaboration, and determination without regard to jurisdictional lines for the best possible outcome of the patient in their care.

On Saturday July 4, 2020 a subject stuck in stalled elevator was reported through a 911 call at the George Washington Hotel. The caller indicated there was a single occupant stuck in the elevator #1 on the 4th floor.

The request for assistance sent units from Friendship Fire Station and Rouss Fire Station. Ladder Two arrived on the scene, met with maintenance staff and determined that the elevator car was actually located on the 1st floor. Ladder 2 split their crew and sent two members to the elevator control room located on the roof with maintenance, while two members made contact with the occupant of the elevator.

The single male occupant of the elevator advised that he was not injured. Engine 1 and Medic 1 arrived and staged in the lobby. Crews made attempts to reset the elevator but were unsuccessful. Electricity was shut off to the elevator, as Ladder 2 attempted multiple techniques to open the door to the hoist way on the 1st floor. Engine 1 and Medic 1 went to the second floor and was able to gain access to the hoist way. Since Ladder Two was unsuccessful at gaining access on the 1st floor, the decision was made to remove the occupant through the rooftop emergency hatch.

A ladder was lowered from the second floor to the top of the elevator car. Firefighter Dustin Amtower was tied off with a safety rope and descended on top of the car. He opened the rooftop emergency hatch and lowered a second ladder into the passenger compartment and made contact with the occupant. A safety harness and safety ropes were placed on the occupant. Firefighter/Medic Jeff Hartman was tied off with a second safety rope and descended on to the top of the car to assist the occupant during his transition from one ladder to another. The occupant ascended both ladders an arrived safely on the 2nd floor where he declined EMS. The operation took about one hour that was conducted flawlessly, a tribute to the training and expertise of the men listed above during this high rise / low frequency incident.

Officer First Class Preston Funk Berryville Police Department

On the morning of June 15th 2020 Officer First Class Preston Funk of the Berryville Police Department was dispatched to be on the lookout for a tractor trailer driving in an erratic manner heading southbound on North Buckmarsh Street. Several motorists had called about this vehicle driving in a manner that was endangering other motorists along route 340/Lord Fairfax Highway. The tractor trailer had crossed lanes into oncoming traffic and onto an embankment adjacent to green Hill Cemetery in the town of Berryville.

When Officer Funk arrived on the scene, he observed the driver of the tractor slumped over the steering wheel and the vehicle was still in gear. The rear tires of the tractor were still spinning while digging ruts in the ground. The vehicle was at the top of a steep grade which leads into a densely populated section of town with a gas station positioned at the bottom of the hill.

Officer Funk quickly made his way to the driver side of the vehicle and found the operator to be unresponsive and not breathing. Knowing how precarious the situation was with the vehicle still running in gear, he quickly removed the unresponsive driver’s foot from the gas pedal and placed the vehicle in park. He then administered a dose of nasal Naloxone to the driver before additional help arrived on the scene. With an additional officer on the scene, they were able to set the emergency brake on the vehicle and laid the operator across the seat to begin CPR until the arrival of emergency medical services. Although the driver did not recover from his injuries, the quick actions of Officer Funk prevented further injuries that could have been caused by a tractor and trailer continuing down the highway without a driver behind the wheel.

On August 1 2019 Officer First Class Joseph Shoremount was dispatched to assist Clark County Fire and Rescue with a medical emergency on the 300 block of Archer Court in Berryville. The initial call was for a 54-year-old male having difficulty breathing with a history of asthma. Officer Shoremount was the first person to arrive on the scene, just a few minutes after being dispatched.

That morning had been especially busy for the County Fire and Rescue Departments with several units already committed to other medical calls.

Upon arrival at the scene, the condition of the patient rapidly deteriorated to a respiratory arrest.

Officer Shoremount was on the scene by himself for almost 10 minutes before rescue personnel from Frederick County arrived on the scene.

During the time on the scene by himself, Officer Shoremount initiated CPR as the patient was not breathing and had lost a pulse. Do in part to his efforts, a pulse was regained in the patient prior to being transported to Winchester Medical Center for further care.

On August 31st, 2019 Sergeant Bryan C. Smith responded to the 1000 block of Front Royal Pike for a report of a female screaming “help me”.

Upon arriving in the area, Sergeant Smith met with the caller and it was determined that the female was screaming for help from the area of a small patch of woods across from the caller’s residence.

Heading in that direction, Sergeant Smith discovered the screams were coming from the rear of 1071 Front Royal Pike.

Sergeant Smith found an elderly female in a pool struggling to keep her unconscious husband above water who had apparently suffered an unknown medical episode and had fallen into the pool.

Sergeant Smith gained access into the area and first pulled out the elderly man from the pool and summoned for EMS to respond.

Sergeant Smith then assisted the elderly female from the pool who stated she had been assisting her husband for approximately 10 to 15 minutes. Sergeant Smith provided basic life care to the male until he was relieved by Frederick County Fire and Rescue personnel. The 83-year-old male was transported to Winchester Medical Center for further treatment and care.

First Responders Give back to Local Communities By: Ashley Miller, Top of Virginia Regional Chamber It’s not uncommon to see a first responder lending a helping hand on or off duty.

Whether it’s visiting a local elementary school and educating on 911 etiquette, collecting coats, scares and gloves for those in need, serving up a meal or surprising a child on their birthday with balloons and a card, in the Top of Virginia, our first responders are always finding a way to give back to their local communities one way or another.

For this special section, we asked our local public safety agencies, including police and fire departments to share a collection of their community project photos thoughout the years.

The result? An extraordinary display of just how much our first responders give back to those who live in the Top of Virginia and beyond.

LIVESAVING AWARD This award is given in recognition of actions in emergency situations which directly result in the saving of a human life. We want to recognize each of these parties to show our appreciation for their selfless efforts.

On November 27, 2019, Deputy Donmanuel O. Garcia responded to the Holiday Inn Express on Front Royal Pike in Winchester for a report of an unconscious male suspected of suffering a heart attack.

Upon arrival, Deputy Garcia observed the wife performing CPR on her husband while he was still lying in bed. Deputy Garcia evaluated the situation and immediately moved the male, who was in obvious cardiac arrest to the floor.

Deputy Garcia admirably performed CPR while giving instructions to the wife to perform the head tilt/ chin lift maneuver to ensure his airway remained open until being relieved by Frederick County Fire and Rescue personnel. The male was immediately transported to the Winchester Medical Center and was later transferred to the ICU unit for further testing an advanced care.

On October 3rd, 2019, Sergeant Stephen Gregory responded to a call at CVS, 1379 N Frederick Pike. Upon arrival, Sergeant Gregory was ushered to the pharmacy area of the store an observed a citizen performing chest compressions.

Sergeant Gregory immediately relieved the citizen an admirably perform CPR until being relieved by Frederick County Fire and Rescue personnel. The male was immediately transported to Winchester Medical Center and transferred to the ICU for further testing and advanced care.

On May 3rd 2020, Deputy Travis L. Bridgeforth and Deputy Jason Walther responded to 111 Upperville Drive, Stephen City, Virginia for a report of an unconscious male not breathing and suffering from a possible heart attack.

Upon arrival, an evaluation of the male was conducted, and it was quickly determined that the male was indeed in cardiac arrest. Deputy Bridgeforth and Deputy Walter admirably perform CPR in a team effort until being relieved by Frederick County Fire and Rescue personnel.

The male was transported to Winchester Medical Center where he was admitted to the ICU for further testing in advanced care

Clark responded to the Family Drive-In 5890 Valley Pike in Stephens City, for a report of an unconscious male suspected of suffering a heart attack.

Upon arrival, Deputy Clark observed Frederick County Fire and Rescue personnel performing CPR. Deputy Clark admirably took over chest compressions without being prompted for approximately 5 minutes, allowing medical personnel to concentrate on opening the patient’s airway and to set up and activate the Lucas machine.

The male was transported to Winchester Medical Center and was later transferred to the ICU for further testing in advanced care.

On December 3, 2019, Lieutenant Adam Still was off duty with his family, when he was alerted of a cardiac arrest at a nearby dialysis center. Lieutenant Still quickly arrived on the scene, where he encountered an unresponsive 54-year-old female who was suffering from cardiac arrest.

Staff from the dialysis center delivered rescue breaths while Lieutenant Still provided chest compressions to circulate oxygenated blood throughout the female’s body. Lieutenant Still continued to provide chest compressions for several minutes until members of the Frederick County Fire and Rescue Department applied the Lucas chest compression system.

The FCCRD Medic PJ Burrows, one of the Frederick County Fire and Rescue Department members on scene, said that the chest compressions performed by Lieutenant Still, played a vital part in the successful outcome of the incident.

The female was transported to Winchester Medical Center where she later gained consciousness and was able to communicate with nursing staff before being transported to another medical facility.

Lieutenant Stills quick thinking and knowledge of CPR undoubtedly saved the female’s life.

On October 18, 2019 Detective Jesse Thurman was traveling back from a school when he observed a car crash into the wall of the Hampton Bridge Tunnel. Detective Thurman and another vehicle stopped to render aid.

Upon approach of the car and the driver, it was determined the male was unresponsive. Detective Thurman, assisted by other motorists, pulled the male from the vehicle.

Detective Thurman provided CPR until emergency personnel arrived.

On July 9, 2020 Deputy Eric R. Cutter and Deputy William M. Comstock responded to the 2100 block of Berryville Pike for a report of a motorcycle crash.

Upon arriving on scene, Deputy Cutter and Deputy Comstock observed the male driver of the motorcycle laying in the roadway with severe trauma to include an amputation to his lower left arm. Both deputies provided immediate medical care to the driver to include applying a tourniquet to control the serious bleeding.

This quick lifesaving action provided valuable time for Frederick County Fire and Rescue to arrive and administer advanced care. The driver of the motorcycle was transported to Winchester Medical Center in critical condition and is now recovering from the multiple injuries he sustained in the crash.

On June 28th, 2019 Officer Bryan Derryberry responded to a call for service of a vehicular crash engulfed in flames. The driver lost control of her vehicle and impacted a large tree. Brave citizens were able to pull the victim from the vehicle, but she had sustained major injury to her legs rendering her immobile.

Officer Derryberry realized the vehicle was beginning to catch fire more rapidly and heard audible combustion, fearing the vehicle would blow. The victim only being a few feet from the fire, Officer Derryberry put himself at risk to save a citizen from severe injury or death.

Deputy Gerald W. Umbel and Sergeant Stephen D. Gregory Frederick County Sheriff Office

On August 30, 2019, Sergeant Stephen D. Gregory and Deputy Gerald W. Umbel responded to the Econo Lodge 1593 on Martinsburg Pike for a possible structure fire. Upon arriving on scene, Sergeant Gregory and Deputy Umbel observed heavy smoke on the 2nd floor and was told by a large crowd of people that there were still people inside. Both immediately ascended a flight of stairs and admirably began knocking on doors yelling for people to evacuate.

When Sergeant Gregory and Deputy Umbel made it through the heavy smoke to room 216, which was the reported origin of the fire, they were faced with an unconscious female locked in the room.

After making entry into the room, Sergeant Gregory and Deputy Umbel carried the unconscious female down the hallway and out into the parking lot. As Frederick County Fire and Rescue personnel were arriving on scene, one dose of Narcan was administered by Sergeant Gregory as it was believed that she had overdosed in her room which contributed to the fire.

Sergeant Gregory and Deputy Umbel went back to the second floor and continued assisting with the evacuation of others until the smoke became too overwhelming and they had to retreat for fresh air.

The female was transported to Winchester Medical Center for further treatment and care.

SILVER AWARD OF VALOR This award is presented in recognition of acts involving significant personal risk and bravery beyond that which is expected during the normal performance of duty.

Deputy Nathan B. Spence Frederick County Sheriff Office

On July 8 2019, Deputy Nathan B. Spence responded to 1080 Apple Pie Ridge Rd Winchester VA for a report of residential structure fire. Though he was not dispatched, Deputy Spence immediately responded to assist due to his close proximity.

Upon arrival, Deputy Spence performed a quick evaluation and observed smoke coming from a side door of a residence. After speaking with a female in the driveway and being told her mother and two children were still in the residence, Deputy Spence entered the structure without hesitation. Deputy Spence quickly located the elder female and two children and escorted them out of the structure.

Deputy Spence re-entered the residents and soaked dish towels in the sink and extinguished a stove fire that had also started charring the underside of the cabinet and wall behind the stove. After extinguishing the fire, Deputy Spence removed a pet dog and three cats from the smoke-filled structure as the Frederick County Fire and Rescue personnel arrived and took over command of operations.

The two adult females and two children were treated for minor smoke inhalation and released by EMS personnel. Deputy Spence displayed significant personal risk and bravery beyond what is expected.

SILVER AWARD OF VALOR This award is a recognition of actions demonstrating unusual judgement, zeal or ingenuity, not normally involved in the performance of duties.

On April 3, 2020 Corporal Poe and Officer Derryberry showed extreme bravery and went above and beyond the normal daily duties which is required as an Officer.

Corporal Poe was patrolling in the 600 block of South Cameron street when he observed smoke near a residence. Corporal Poe turned around to investigate and determine a porch on the side of 609 S Cameron Street was on fire and called into dispatch requesting Fire and Rescue. Officer Derryberry was in the area and quickly arrived to assist Poe. The fire rapidly spread to 611 S Cameron Street due to dry conditions and heavy wind. Poe and Derryberry spoke with neighbors and determined an elderly female lived at the residence. The fire had already started to spread throughout the porch of the residence.

Corporal Poe and Officer Derryberry were able to access the rear of the residence by forcing their way through a fence and located the elderly female inside in a wheelchair who was on oxygen and had a portable tank with her. Corporal Poe and Officer Derryberry were able to remove the elderly female from the residence along with two other occupants found in the residence along with a dog.

Both officers ensured that all occupants were out of both residents and remained on the scene to assist with other responsibilities.

This event logged by body worn cameras footage which was released to the public to show the extreme bravery of the officers on this incident.

Sergeant (Retired) Nicholas D. Chambers Clarke County Sheriff Office

On August 5th 2019, Sergeant Nicholas D. Chambers was dispatched to assist EMS with an unknown medical emergency on Harry Byrd Highway near Nalls Farm Market. Sergeant Chambers located an individual along the road and began a conversation to assert what was going on.

After obtaining information and the persons identification, Sergeant Chambers returned to his vehicle to run a check through NCIC to ascertain if the person had outstanding warrants. As Sergeant Chambers was performing this task this person pulled out a handgun and fired a shot at Sergeant Chambers as he was in his vehicle. Sergeant Chambers exited his vehicle. retreated to the rear and returned fire, striking the person.

Even though the person was hit, the person tried to manipulate their gun to fire again. Sergeant Chambers fired two more shots disabling the person. Sergeant Chambers approached the person and called for emergency medical services. While waiting for EMS, the person kept asking for Sergeant chambers to kill him.

Due to Sergeant Chambers quick reaction and officer survival skills, he was not hurt and was able to neutralize the threat.

In grade school we were taught how to call 911 and then we stuck the how-to in the back of our heads, knowing one day we would need it. Then that fateful day comes, that changes your life and you need help.

Your first call is a to a First Responder. Dispatchers, Police Officers, paramedics, firefighters and EMT’s. The brave men and women who sacrifice their own lives to save ours; who often say they’re simply just doing their job.

In the creation of the 2020 virutal Valor Awards, Chamber staff asked the greater community for messages of gratitude, stories filled with hope and above all, we asked for thank you’s. We also vist-

It takes a special kind of person to care for others in a time of need. It’s our duty to return to the favor.

So, we Thank You. We thank you Dispatchers, Police Officers, Firemen, Sheriff’s and Medical technicians. We thank you for running into burning buildings, for being the calm voice amongst the chaos and for putting your lives on the line in order to save those around you.
