Visit Temecula staff gathers to celebrate 50 years of service to the Valley.

SUCCESS IN BUSINESS:

VISIT TEMECULA VALLEY 2018 marks the 50th anniversary of Temecula Valley Wine Country. The region, we now call Temecula Valley, Southern California Wine Country, was first used to grow winegrapes in the 19th century, when California missionaries arrived from Spain and cultivated vineyards to make sacramental wine. During this time, Southern California produced more wine than Northern California. The first modern commercial vineyards were planted by Vincenzo Cilurzo and his wife Audrey in 1968. Cilurzo worked as a television lighting director in Los Angeles for many years and, like many later Temecula Valley pioneers, he fostered an interest in winemaking as a hobby before he decided to pursue his dream full time. Audrey Cilurzo said that “the region was wide open and there weren’t any commercial [buildings]. The town of Temecula had about 200 people.” She said in regard to purchasing that fateful plot of land with her husband back in the 1960s, they had responded to a newspaper ad promising “Gentlemen Farming” in Temecula. “First we planted 25 acres of Chenin Blanc and 15 acres of Petite Sirah. We later sold that parcel, which is where Maurice Car’rie Winery is today. There

are still original vines there. We weren’t even doing it to be profitable; this was our fun project.” Later in 1968, Guasti-based Brookside Winery also planted a vineyard in Temecula Valley. In 1971, Brookside Winery produced the first commercial wines made from Temecula Valley grapes. Callaway Vineyard and Winery began farming grapes in 1969 and opened the first Temecula Valley Winery in 1974. Its founder, Ely Callaway went on to gain fame and fortune in the world of golf with his namesake company, Callaway Golf. John Poole’s Mount Palomar Winery opened in 1975, and in 1978 the Cilurzos opened the third Temecula Valley winery at a new site. On October 23, 1984, The United States Department of the Treasury Alcohol and Tobacco Tax and Trade Bureau (TTB) established the region as an American Viticultural Area (AVA) with the name Temecula AVA in the Federal Register. In 2004, the TTB approved an application made by the Temecula Valley Winegrowers Association, renaming the appellation “Temecula Valley AVA”.

In 1998, many Temecula Valley vineyards were decimated by Pierce’s Disease, a bacterial disease transmitted by the glassywinged sharpshooter (GWSS) insect which disables an infected vine from absorbing water. After rapid vineyard loss, which threatened the Temecula Valley AVA and the California wine industry at large, the California Department of Food and Agriculture, in collaboration with University of California, Davis (UC Davis); University of California, Riverside; and several other U.S. universities began to study the pest and methods of controlling its spread. Though the crop loss was devastating in the short term, Temecula Valley winegrowers seized the opportunity to replant their vineyards to a broader range of grapes throughout the early to mid-90s, greatly expanding the versatility and improving the quality of premium wines produced in the AVA. Today, Temecula Valley AVA is home to more than 40 wineries. The Federal Register lists the official area for the Temecula Valley AVA at 33,000 acres. Approximately 2,460 acres are currently planted in commercial vineyards. In the 50 years since the first commercial vineyard was planted, the region has grown into an incredible destination that annually contributes $78 million to the regional economy, supports more than 4,800 jobs and produces delicious wines that have received thousands of domestic and international awards, and are regularly scored 90 points and above in top wine publications. Under the theme of “The People, Passion and Perseverance,” the Temecula Valley Winegrowers Association (TVWA) and Visit Temecula Valley (VTV) have announced a series of events and programs, including an intimate wine dinner among the vines and the launch of a commemorative wine, to celebrate the important milestone for the region throughout the entire year. “Our 50th Anniversary theme truly exemplifies what makes this wine region so special,” said TVWA Executive Director Krista Chaich. “Ours is a story of dreamers and curious entrepreneurs who saw the promise of this extraordinary region and poured their hearts and souls into building Temecula Valley into what it is today. It’s about the artistry, care and craftsmanship that Temecula Valley winemakers dedicate to growing quality wine grapes and making premium, award-winning wines year after year. Over the past five decades, we’ve triumphed over adversity, challenges and skeptics to emerge a bright, burgeoning wine destination, whose wines can compete on the world stage, and whose visitors delight in the discovery of all that Temecula Valley has to offer. I know I am not alone in being immensely proud of this region. We invite you, our neighbors, to join us in this milestone celebration and hope to see you in wine country soon.”

CITY OF TEMECULA JOBS

STEADILY ON THE RISE

Recent job statistics from the State of California Employment Development Department (EDD) reported a 10% rise in employment rates since 2014 in the City of Temecula – equating to more than 5,300 jobs created since first quarter 2014. Reports state jobs are at an all-time high with second quarter 2017 statistics reporting 54,231 total jobs within the city limits. The City experiences steady employment growth as economic development continues to be a mainstay in its effort to create jobs locally, enhance local economy and improve the quality of life of its residents. Mayor Matt Rahn commented “I’m pleased to see Temecula continues to attract reputable companies and developers; we embrace new businesses coming into the community.” Rahn added “The City continues to strive to enhance job opportunities and create an ecosystem that strengthens our local economy.” EDD also reports a total increase of 16% in employment rates since first quarter 2014 in Southwest Riverside County – accounting for over 11,900 additional jobs in the region. “We continue to work toward building a community that can live, work and play here in town by focusing our efforts on business attraction, retention and creating jobs,” says Kisa Puckett, Office of Economic Development. With several upcoming hotels, restaurants and retail being sought after, the addition of a state-of-the-art Mt. San Jacinto College campus, and a focus on capitalizing on growing industries, the City of Temecula foresees continuous growth as more job opportunities become available and new developments materialize.

with his dad, Kirk decided to purchase the property at 27378 Jefferson Avenue with the intention to build the valley’s first Full Service Car Wash and offer gasoline, oil changes as well as auto detailing. At the time, the area was called Rancho California. The small town had not yet become an incorporated City, so the County of Riverside was in control of development. Rancho Car Wash was the second car wash in all of Southern California with a double tunnel at the time. The first was Joe’s location in Artesia called Big Penny Car Wash.

RANCHO CAR WASH

CELEBRATES 30 YEARS Rancho Car Wash on Jefferson Avenue and Winchester Road is celebrating 30 years in business. It was all started when Joe Kuzmanic, son of immigrant parents from Croatia, built his first car wash in the small town of San Pedro in 1959. In 1965, Joe’s San Pedro Car Wash was the first to become an automated car wash in Southern California. He realized that automation would benefit the industry which led him to become a distributor of Hanna Car Wash Systems in the late 60’s. Joe went on to facilitate renovation and development of over 150 car washes in California over the next two decades. He also designed a system to recycle wash water saving operators and the environment water usage. Fresh water used to wash a car went from 150 gallons down to under 20 gallons. Joe’s design is still being used today at nearly all locations. He was recognized and received an award from Mayor Sam Yorty and the City of L.A. for saving billions of gallons of water by implementing his system. In the early 60’s, Joe and a few other operators started the California Car Wash Association which enabled members to learn from each other and open a path of dialogue with regulatory agencies to help protect the environment’s water resources. That association now encompasses 12 western states with over 2,000 member car washes. At one time, Joe and his partner owned and operated 7 car washes in Southern California. In 1978, Joe’s son Kirk joined his company. Kirk started as a line employee and eventually earned an Assistant Manager position which later led to a Manager position at one location. Kirk eventually became responsible for 2 car washes and in 1983 became a part owner in the company. When Joe moved to the Temecula Valley in 1984 he was one of the founders of Bear Creek Golf Club and built his home in La Cresta. In 1986, Joe asked Kirk to meet him in Temecula on the end of a small freeway off-ramp called Winchester Road. They met on the dirt corner with no development in sight other than a Jack In the Box, a small office building and a Stater Bros market off in the distance. Joe introduced Kirk to Jim Roberts of Rancon Real Estate and Mark Esbensen of Westmar Real Estate and together

Opening day of Rancho Car Wash in June of 1988 was the busiest start of any car wash Joe had previously developed. The demand for quality service, convenience, lowest gasoline prices in the valley and value was evident from day one! That opening month, Rancho Car Wash washed over 13,000 cars and sold nearly 150,000 gallons of fuel. Joe’s insight and belief in his staff and product was a success! A developer noticed the success of Rancho Car Wash and built another full-service car wash on Rancho California Road at Moraga Road in 1990. In April, 1991, Joe and Kirk purchased that location from the struggling operator. The local economy went through some tough times for the next 5 years and so did the car wash industry. Teamwork and dedication to the core beliefs that the company was built on got the company through those tough years. In 1994, Joe was in an auto accident which left him a quadriplegic confined to a wheel chair. But, that did not stop Joe from pursuing his love of the business and life. In the year’s that followed, Joe traveled to Europe, fished in Alaska with his sons and grandsons and married a lovely woman. He eventually made Palm Springs his permanent residents in 1998. In 2007, with a strong urging from Joe, Kirk and Joe purchased a failing full service car wash in Palm Springs called Airport Car Wash. Under Joe’s direction, Airport Car Wash became success. In 2002, Joe’s grandson, Kirk’s son Kirk Jr. joined the family business. “Junior’s” passion for the business is as strong as his father and grandfather’s. A third generation “bumper wiper”! This past year, Joe’s health began to suffer which led to his peaceful death on April 9th of this year. buildings, starting in 2020, including one that would require all new construction of both residential and commercial/industrial buildings be all-electric, including retrofit of existing structures. As if California business and homeowners don’t have enough to contend with. Another bill seeks to tax California businesses ½ of any tax savings they may realize from the new Federal tax program. Yet other bills mandate additional overtime considerations, expanded sick leave, and the disclosure of payroll data and personal information. The kinds of measures that only people who have never worked in private sector jobs or signed the front of a paycheck could come up with.

But the SWCLC has the ear of our local legislators and regularly informs them of our support or opposition to these measures, lobbies in Sacramento for amendments to make bills more business friendly, and publishes an annual report card detailing how our local legislators voted on these measures. Because businesses, employers and employees need to know what affects their job. So as you consider whether your visit to the Temecula Valley will be a brief stay to enjoy all we have to offer, or something more permanent, consider what your local Chamber brings to the economy here and what the Southwest California Legislative Council could do for your business. The Council meets the 3rd Monday of every month at the Realtor House, 26529 Jefferson Avenue. Hear what your Legislators have to say about doing business in the Temecula Valley.

There are many reasons to visit the Temecula Valley, and many compelling reasons for visitors to convert their visit into permanent residence. Those reasons include our temperate climate, proximity to natural attractions like the beach and mountains, award winning schools, affordable housing and an expanding base of good jobs encouraged by fiscally prudent city governments and supportive Chambers of Commerce. While Chambers by nature are great resources for business attraction and retention, the Temecula Valley Chamber of Commerce was recently recognized with a President’s Circle Award by the California Chamber of Commerce for their outstanding work in the region, their community outreach, and legislative advocacy. Few Chambers can claim the successful record of advocacy on behalf of their business members that TVCC has. The TVCC was a charter founding member of the Southwest California Legislative Council over 14 years ago. The SWCLC is an advocacy coalition comprised of six local Chambers taking an active role in our state government on behalf of local business interests. Mid-way through the current legislative session, the SWCLC has adopted positions on over 65 separate bills in Sacramento that in one way or another would have an impact on local employers. The Council has singled out over 20 bills for support including measures allowing employers and employees to determine their own flexible schedules without incurring overtime costs; an ability for business owners to address potential ADA violations without threat of nuisance lawsuits; encouraging the state to start planning for recycling and disposal or automobile LiO batteries; and a bevy of CEQA bills aimed at expediting the development process to address the current housing shortage without weakening critical environmental safeguards. Unfortunately the Council has also had to oppose more than 40 bills so far that would in some way increase costs and regulatory requirements for our business owners, especially our small business owners who have fewer resources available to deal with these issues. For example, two bills in process would mandate Zero energy, or energy neutral
