ROSENS T EI N I S C ELEB R A T I N G 40 Y EA R S O F P R ACT ICE This is a special year for the City of Temecula as it celebrates 30 years of being a city, it is 10 years short of the celebration of 40 years of practice this November by Robert B. Rosenstein of Rosenstein & Associates. While many people who have been working in their chosen profession for 40 years may be thinking of retirement, Robert has not considered this and is looking forward to many more years of providing legal services to the Temecula Valley and feels that each year he continues to practice, he learns something new. One of Robert’s standard jokes is that as an attorney he “practices law, and unless he gets appointment to the Supreme Court (which will not occur), he will have to continue to practice, as do all attorneys and non-Supreme Court judges.” Robert is one of, if not the, senior business advisors in Temecula and has been practicing law in the Temecula Valley for almost 30 years with most of it right in the heart of Temecula. Robert continues to serve the Temecula community with his involvement in many organizations and pro-bono services that he, and the law firm of Rosenstein & Associates provide. Robert is currently serving his 8th year on the Temecula Chamber Board of Directors, he also serves on the EDC

Board of Directors, is a member of the MTG Group, has served on the Board of Directors of the Temecula Theater Foundation and the JDS Academy. Many of the Temecula non-profit organizations have benefited from his legal assistance, including Habitat for Humanity, Boys and Girls Club (including arranging for a total contribution over several years of $100,000) and People Helping People, to name a few. Robert B. Rosenstein is the founder and president of Rosenstein & Associates which is dedicated to providing high-quality legal services at a cost that is reasonable for the expertise provided. When Robert first began practicing law in Temecula Valley, the tag line for his advertising was, “The skill and expertise of a Big City Law Firm right here in our community.” The law firm has its offices in the Penny Dome Building right next door to Temecula City Hall. The building was named after the copper dome on the building which was originally going to have pennies attached to make up the dome. In fact, pennies were collected around town but after architectural review, the pennies were instead donated at the opening of the building to the Temecula Valley Theater Foundation. Another one of

Robert’s jokes is the fact that ‘the City of Temecula liked the Penny Dome building so much, they put City Hall next door (as the Penny Dome was completed first).” Rosenstein & Associates is not only Robert B. Luke Hendrix is a senior litigator who joined the firm from Sacramento, California and works on litigation and Chapter 11 reorganization matters. OF COMMERCE WELCOMES NEW PRESIDENT/CEO The Temecula Valley Chamber of Commerce Board of Directors is pleased welcome Emily Falappino who will succeed Alice Sullivan as the new TVCC President/CEO. “Emily Falappino is going to be that person who will not only build on what Alice Sullivan so masterfully executed, but she will take the chamber to whole new heights,” stated Brian Connors, TVCC Chairman of the Board. “Our selection committee was thoroughly impressed and our board of directors voted unanimously for her hire. Her impeccable standards, professionalism, and integrity were unmatched. Besides, she is homegrown right here from Temecula. Her understanding of our local economy, her existing commitment to our Valley, and her connections with the City and Tourism community became important factors in our decision process.” A graduate of Temecula Valley High School, Falappino has been with Stryder Transportation and Grapeline, Inc. since 2006 and has held the position of General Manager since 2012. She is a graduate of the University of Phoenix and holds an MBA from Cal State San Bernardino, Summa Cum Laude. CITY OF TEMECULA REPORTS

J OBS C O U N T A R E C O R D H I G H The City of Temecula is having a record year with the highest reported number of jobs within City limits in its 30 year history. The City of Temecula is pleased to announce strong local job growth, for a total of 62,057 jobs, the highest number ever recorded in Temecula. With continued growth of a diverse economic base, Temecula’s job numbers are creating a positive impact for Southwest Riverside County. Temecula accounts for roughly 40% of all jobs in Southwest Riverside County, making it the job center of the region. The City of Temecula is pleased to announce job counts are up nearly 4,000 jobs since 2017. Mayor Mike Naggar states, “These numbers are not an accident. There is a lot of hard work being done by many people in the business community. Temecula’s success in growing and attracting jobs is bolstered by our active approach to engaging with our business community and providing excellent and expeditious customer service through the permitting process. The City, in partnership with the Temecula Valley Chamber of Commerce,

ICSC STUDY MEASURES

One of the retailer’s most valuable commodities, it turns out, could be the customer service it offers, says a new study by ICSC. The respondents surveyed cited knowledgeable employees, speed of delivery, the ability to find items, the ease of checkout and the flexibility of return/exchange policies as being the most important aspects of their in-store and/ or online customer-service experience, according to this ICSC Research report. continuously strives to be business friendly and provide opportunities for our residents to not only live in a premier destination, but to work and to start and grow a business right here in town”. The City of Temecula is proud of the businesses that have made and continue to make the decision to grow in Temecula, ultimately creating jobs for our community. Last year saw tremendous growth in the manufacturing industry for Temecula with several companies moving into larger facilities. Three manufacturers have expanded their building size in Temecula with QC Manufacturing more than tripling their facility to allow for more unit production, ANDBio nearly tripling their ecofriendly footprint, and NaturVet found a new home nearly three times their previous to grow into. Manufacturing isn’t the only sector growing in Temecula, with higher education, retail, and medical on the list, too. “We here at the City of Temecula are very proactive and hands-on in fostering opportunities for business development and growth. Our creativity is unmatched when it comes to providing companies with tools, resources, and contacts in order to get business done”, says Christine Damko, Economic Development Manager. Overall, nearly three-fifths (59 percent) of consumers are more satisfied with the customer service they receive in stores than with what they get when purchasing online, says the report, titled Customer Service: A Key Part of the Retail Renaissance. Moreover, nearly that same number of respondents said they would be willing to pay more for merchandise or services if they know they will get good customer service. And what applies to stores is applicable also to shopping centers: Nearly two-thirds of the respondents said they are disposed to traveling to a shopping center farther away for the sake of getting good service. No fewer than 91 percent of the adult respondents cited good customer service as a significant factor when paying for services, and 88 percent said the same applies when the purchase involves goods. In fact, most consumers said that when choosing where to shop, they consider the treatment they are likely to receive as being more important than any particular purchasing channel, the brand reputation, or the design or style of the product.

The Southwest California Legislative Council has evaluated and adopted positions on 95 bills so far this session. Of those, the group voted to support 45 bills and oppose 51. While there are a few bills that would actually provide some relief to some sectors of our economy and should be supported. Unfortunately, a number of the bills we supported met an early demise at the hands of a committee. As we get closer to the end of the legislative session it gets progressively more difficult to find bills to support.

I NT O THE H OM E S T R ET C H Mark Twain famously opined “No man’s life, liberty, or property are safe while the legislature is in session.” Fortunately for Californians, we are about to enter that period of relative safety as of September 13th. And not a moment too soon as this legislative session has wreaked havoc on our business community and abrogated even more of our personal freedoms, rights and responsibilities. (I borrowed that paragraph from my end-of-session letter last year. Some things never change!). Our Legislators have been on vacation since July 12 grabbing some much-needed personal time and meeting up with locals. Over the break we had the opportunity to meet with Senator Stone and Assembly Members Melendez and Waldron. Their commitment to small business and property rights in Sacramento has been steadfast, sometimes to little avail. So get ready for a marathon. The legislature comes back to Sacramento on August 12. 3 weeks later, by August 30, they have to have all the fiscal bills out and everything grinds to a halt on September 13. There have been 2,959 total measures put forward this year. That’s nearly 3,000 ways somebody in Sacramento wants to make your life better and easier because they know better than you. And they may be right, who knows?

Along with our legislators, the Council has opposed numerous bills that would increase taxes on businesses and consumers across the state While most have been defeated, or at least put off until next session, there were taxes proposed this session on items as diverse as tires and manure, inheritance/estate tax, a fee on batteries, a tax on water, sugared beverages of course, food items and prescriptions, alcoholic beverages, more pot tax, or maybe less, and your services, to name a few. In the land that invented the gig economy, we are this close to putting a serious dent in our own success – the future of the Independent Contractor in the State of California. That’s not hyperbole, it’s the Dynamex Decision, issued last year by the California Supreme Court and ratcheted down even further by AB 5 (Gonzalez). If you’re an independent contractor of any sort; hairdresser, attorney, doctor, realtor, Uber/Lyft driver, tattoo artist – 2019 has been an uncomfortable year awaiting a decision which will dictate your business model. Those with the best lobbyists are getting carved out of the bill, others will not be so fortunate. By next issue we’ll have our annual report card ready so you can see what bills made it through the process, things that will land on your doorstep January 2020 and beyond, and how our legislators voted on those issues. “A fun read,” according to one person.
