The government firmed the implementation of a land transportation phaseout—traditional jeepneys, to succeed the public utility vehicles (PUVs) modernization.

Being 2017, as the original initiative but delayed due to an unfortunate global crisis, the CoVid-19 pandemic. Just this February 28, it has been disseminated to remove traditional jeepneys.

The motive from this rundown was stressed through contributions of air pollution and is less roadworthy due to such outdated units and rusty materials, endangering the lives of Filipinos.

sectors which also instituted the plan by replacing batteries, engine euro 4, and solar-powered jeepneys. Meanwhile, Fleet Management Program is responsible for the transference.

In addition, Global Positioning Syste, (GPS), CCTV, Wifi, and Dashboard cameras are mandatory for modern jeepneys. As for passengers, they will be required to hold beep cards, similar to LRTs and MRTs.

Manibela and Pistion jeepney groups held their protests on February 27. They conveyed their pleads either to ask for a deadline in order to improve their transportation deficiency or to modify the implementation of the Public Utility Vehicle Modernization Program (PUVMP) since they cannot afford modern jeepneys.

Teodoro Mendoza, a retired University of the Philippines Los Baños (UPLB) professor, foregrounded the data of modern vehicles. It is considered to be highly-priced or ‘expensive’. Although it is operated through electricity and a more-environment friendly fuel, in 2020 it was estimated from P2.4 to P2.6 million each. This meant that there was an increase of capital outlay at P1.4 to

In the same year, there are 200,000 estimated jeepney operators before the pandemic occured, their income per day sets at a maximum amount of P500. On the other hand, there are 600,000 drivers and a gross income from P2,500 to P3,000.

Jeepney groups highlighted to the government the major consequence for a possible discontinuity, their family’s welfare— financially and economically—will be at risk. Consequently, Piston has also expressed that it is ‘way too expensive’ compared to a traditional vehicle, mounting from P200,000 to P600,000. As they pinched to move for unit rehabilitation, it can aid them to give their jeepneeys a chance for use like how his units were restored with the DOTr’s Omnibus Franchising Guidelines, priced at P900,000. The PUVMP aimed to be “Industry Consolidation” which goals to “put together the fragmented transport industry by encouraging single operators and drivers to come together as one legal entity.” This includes one of the reasons why jeepney drivers oppose the idea of transportation renovation.

SPU CALLS QUARTERLY MEETING

The Student Publication Unit (SPU) spearheaded Quarterly Meetings attended by the different college publications of the university. Ms. Carise Joy C. Dacayo, Editor-in-Chief, and Heleina Anjela Quesada, News and Desk Editor of the College of Arts and Social SciencesThe Oracle attended the meeting on April 18. The conference aimed to discuss the different activities that the

SPU prepared for publication months before the end of the academic year. SPU staff Fred Mico Siron, and Daniel De Guzman together with the Head of the Student Publication Unit, Dr. Gladie Natherine Cabanizas were present during the meeting.

“If you leave the portal of the university, I know that you will be bringing with you ‘yong mga natutunan niyo,” Dr. Cabanizas stated during the meeting

as she also emphasized the role of student journalists in the university. In addition, SPU expressed their gratitude and appreciation to the different college publications for the productive and passionate coverage of the events during the Intramurals ‘23. Furthermore, SPU also let publications address their concerns as well as discuss their remaining activity for this academic year.

College of Arts and Social Sciences (CASS) students will be transitioning from face-to-face classes to online classes to give way for the installation of the air-conditioner to classes in Smith Hall, first floor with the target dates of two weeks after Holy Week, tentatively. Online Classes will be only conducted for classes held on the first floor of Smith Hall.

Furthermore, as per College Memorandum Order No. 2 s. 2023, within the day that the class has an online class, yet they also have other subjects not located in first floor rooms of Smith Hall, it is agreed upon that other subjects within the day will be held online as well, however

According to CASS Dean, Dr. Aloysius T. Madriaga, online classes will be implemented due to problems encountered by students during their stay in rooms that do not have proper ventilation such as fatigue, shortness of breath, headaches, and dizziness.

However, up until now there are still no air-conditioner installed at the classrooms, the tentative date of two weeks implementation of onlines classes is still on-going.

Stories of Iron Fist and Blood

They said that students used to be disciplined before, that there were no one who would dare to defy the rules, that they are bounded by what is right and wrong. They said that students used to be nationalistic, that their hearts are full of love for our country, ready to dodge tanks and bullets just to protect the land that sheltered them. Discipline and nationalism, these are the two things that they said we inherited from the iron fists that that molded the students before -- however, where is the discipline and love for our country if we will be molded by the hands that is skilled with greed and corruption?

We were used to hear different sentiments s of how some was happy and contented with how the administration used to work before, it was fine they said, almost close to the epitome of a perfect society. They even tell us story of how discipline they are, as they were bombarded by tons of rules and that their every movement are being monitored and watch, those were during the time when the infamous dictator and late President Ferdinand Marcos Sr. declared the martial law on September 21, 1972 as a respond to the communist threat and although Martial Law has its own good, the tales of terror that the Filipinos encountered during those time are still instilled to their minds.

Thus, the opinions of the mass were divided when the namesake son of the dictator, President Ferdinand Marcos Jr. stated in his first State of the Nation Address that the re-implementation of the controversial Reserved Officers Training Corps. Act (ROTC) or the Senate Bill 2034 is included in his plans. There is a huge chance that ROTC will be pass in the Senate before the end of the year, with its principal author Senator Ronald “Bato” dela Rosa who consistently assured the public that they should not be concerned because students will not be subjected to abuse. Some were filled with bliss while others feel demise as they remember the bloody history behind the ROTC.

ROTC was implemented in 1912 in which it was fortified by the late Pres. Marcos Sr. when he declared on 1967 that ROTC will be mandatory for college and universities. The goal of the ROTC was simple – to mold the students in becoming firm and strong able to protect the nation from any threats. ROTC was then implemented by the former dictator who was However, as years passed by, different stories of corruption and extortion from the ROTC become the sole reason of the misery of the students including the death of Mark Welson Chua, a member of ROTC intelligence monitoring team.

Chua was a student at the University of Santo Tomas, he was only 19 years old when he exposed uncover the dreadful things that happen in ROTC. Days after Chua exposed the tales of corruption and extortion behind the strong curtains of the ROTC, known to mold the students, his head was covered in cloth and packing tape with his hands and feet bound by shoelaces, his cadaver wrapped in a carpet where he was found floating on Pasig River.

They said that Chua did not die in vain as

his death left a mark on the ROTC history because they year he died was also the year that the ROTC was abolished. However, no one should have died exposing the tales of macabre that was going on in a respectable institution who promised to build students to be patriotic. Imagine the horror of his family knowing that the organization who killed their child, who cut off his dreams, will once again be re-implemented. The program left a mark and an indelible scar on the heart of the people who knew the bloody history behind the tragedy of tale.

The fact that mandatory ROTC will be re-implemented is already a fearful news since not all students have the capability to undergo intensive trainings, not everyone are as physically and emotionally ready to enter the battlefield of trainings and ROTC is not the only way to discipline a child and help them to grow up and be patriotic, if the intensive training program is enough to tame a child, why is that that the police who also go intensive training programs are also behind the killings of the innocent citizens they vowed to protect?

Multiple number of hazing cases has been a notorious tale constant with the word ‘Fraternity’ that it’s preposterous how university fraternities such as Tau Gamma Phi still continued to exist today. The case of John Matthew Salilig, Chemical Engineering student of Adamson University, only adds to the cases of hazing related deaths that were recorded many years ago.

The earliest record of hazing dates back to 1954.

A university student

called Gonzalo Mariano Albert, studying at the University of the Philippines (UP), died in the gory initiation rites of Upsilon Sigma Phi Fraternity. Apart from Salilig’s recent passing this year, there are two other violent hazing fatalities related to Tau Gamma Phi—Guillo Servando in 2014 and Ronnel Baguio in 2022. Just like Salilig and the other victims, they suffered torturous yet meaningless beatings from the members who participated in the brutal party leading to their demise.

March 1

this year, students at Adamson University assembled to release one unanimous cry. They were pressing for the university to be much bolder in probing the truth and demanding justice for the deceased and his bereaved family and friends.

“We strongly urge the people involved to speak nothing but the truth about the incident. To speak ambiguously of his case only protects the offenders behind this heinous crime,” the students said.

NEW DEFENDERS: REBOUND OR RELAPSE OF JUSTICE?

Several citizens nationwide who heed and eye the revelation of the new bar exam passers seek to aspire and resound their hopes on unleashing an innovative stance against injustice at every angle through their skills and power to make the Philippines a better nation as they also exclaimed their joy,

Last 2022, Bar Examinations were held on November, 9, 13, 16, and 20. The following year on April 13, this 2023, the Supreme Court (SC) announced the total of 3,992 passers of Bar Examinations 2022 with an equivalence of 43.47% passing rate. Specifically, Associate Justice Alfredo Benjamin Caguioa, the 2022 Bar chair announced the Top 30 passers with highest total averages including their law schools’ performance who completed the exams. Among the results of the Top 30, University of the Philippines topped the most with eleven qualifiers.

Grounds for this hope to shun the public grievance is a belief that these new lawyers should critically engage in an ethical manner. Now more than ever, due to the previous stack pile of complaints, atrocious deeds and criminality, imposing from blocking truth to transparency, and a breach of responsibility as a lawyer have been enormous and are yet to climb a ladder to triumph fairness, liberty, and equality, this has been a principal take in order to look forward a setback to regain a propriety of judicial proceedings.

Meanwhile, the comeback of humanity’s defenders

can no longer wait since the time of brawls between Marcos Jr. and Aquino where the tight abiders of humanity were harshly eliminated through mortality and only limited advocates of civil liberties who are lawyers proceeded over time. This should be the period wherein a multitude of watchdogs of latitude are to redeem that lack of security and humane endeavor.

Moreover, this determines to observe that it is expected to all of them, is to not just utilize their profession and voice solely for monetary gains and impunity like how the political realm has been conspiring for years. With a more “ilustrado” mindset and highly revolutionized action, they must use their values and principles aligned to the society and constitution’s morals. As this is not a war whether they will personally climb from rags to riches but carry the cargo conscientiously of the oppressed.

Now, what can be the setback?

This recent game changer, the Code of Professional Responsibility and

Accountability launched its new Code of Conduct among lawyers emphasizing on following “a valuesbased framework, divided into Canons on Independence, Propriety, Fidelity, Competence, Diligence, Equality, and Accountability”

approved by the Supreme Court through the consultations of 2,000 lawyers nationwide on April 13, 2023. It includes codes that are essential to the public order, mainly behavior on social media.

Is

this the change Filipinos have been waiting for?

that CPRA did more revisions on the lawyers’ Code of Professional Responsibility now which had taken for granted and left intact for 34 years.

“As we navigate the complex world of social media, we must ensure that our online presence upholds the dignity of our profession… This means refraining from posting false or unverified information, revealing confidential matters, or using social media to unduly influence official duties,” he said.

Filipinos who belong to different generations have contributed widely to crimes in use of technology and different platforms of media. As

a wonder how such organizations remained in existence after their first blunder.

Still standing, luring and offering eternal brotherhood to students seeking belongingness only to be met with a merciless paddle. Perhaps they can’t be apprehended or dissolved as they haven’t reached the quota for their murder spree yet?

How big is that quota?

If we look at the list of students who fell victim to hazing, we will see a number of youths who have promising futures in the care of big universities. The breath of these dreams, however, vanished, the moment these seedlings took their last gasp of oxygen. And the seedlings which died that day could have been pillars of the country in the future. We have dubbed our youths the

a mirror, lawyers are no exception. They are too to follow a strict and appropriate use of their media so that the public eye can follow and not backlash to the amplifier of the just.

Futhermore, the Philippine Center for Investigative Journalism (PCIJ) reports presented “in public about the issues on corruption, public accountability and environmental protection”, murders and massacres, also including reports that “triggered the transfer or resignation of senior public officials and justice”, this can be a major kick-start for new lawyers to have the burning wage to combat the social poison. Finally, the new oath taking proclaimed by the new

future of our country. Yet, the cradle where they are supposed to start training for the real world is proving to be a treacherous place where savagery lurks and festers on its walls. If even those humongous gates and reputation cannot fend off the threat of hazing and the frats behind it, it won’t be long before the people’s trust to the law and the Universities rot.

Dictionaries and many sources stated that Fraternity bear the meaning of brotherhood, companionship, support, and leadership.

An organization with noble goals. Since when did it deteriorate into a nest of weak and cowardly individuals seeking protection and power to commit sadistic killings in the guise of twisted brotherhood?

passers is the starting point of their signature swordsmith to always wield it against the odds. As they raised their hands and conveyed their promises, Filipinos have the audacity to critic and shame on them if they ever damage their agreement to justice to always proclaim legitimacy and merit.

Senior Associate Justice Marvic Leonen indicated that the previous oath did not obtain, “the expression of our most important duty: To do justice or to even ensure access to justice.” He firmly shared that they must maintain to be decent whenever afflictions and temptations drive toward their way. They should constantly

The most ruthless part of these horrendous stories is not just the hazing and the fraternities alone, but the lax and lapses in the law that made it possible for these groups to thrive and drive people to deaths. Hence, we can’t help but question what sort of sadistic monsters our society is trying so hard to breed by allowing and protecting such barbaric brotherhood on schoolgrounds.

re-instill in their minds that when facing both parties, each has a “deserving of better treatment as human beings”

He said that it’s not about choosing who becomes the conqueror because that is not the duty of a decent lawyer but to “re-establish justice”

It is true that it is not about the competition but, to teach and guide them to better identify right from wrong.

Filipinos have violated several crimes. Many are interpreting their own understanding of the Philippine law. They have insultingly underestimated the intellect of profound generations. Therefore, this must be a time to abolish such idiocy.

One who knows the existence of the law and penalties against hazing, violence, and deadly initiation rites but still has the courage to proceed. Knowing that jail time is merely a time out that won’t last long with the power that their organizations and families wield. It happened in the case of Leonardo “Lenny” Villa. It can happen again.

The tolerance it showed and keeps showing to this brutality will only ensure a repeat and a piling corpse smeared with the blood of injustice. As fraternities start to devour their own members, it’s high time we peel its false mask of brotherhood and reveal the hungry atrocity it has become.

Lawyers are not the key to completely discard injustice in its absolute matter but they can be the strongest path to establish peace and harmony, not perverting but leading them to act on their own moral wisdom as they simultaneously eradicate ignorance from the nation’s constitution.

Unbroken Vow: Blessing or an Anathema

When two people made a vow before God, people will say that their bond will be unbreakable, children will be born in a world out of love where they will grow up in a loving home protected and cherished by their parents but for how long?

For decades, people have shared different sentiments about the passing of the divorce bill, while several people have showed their support others oppose the idea of the legal separation especially the church who values the sacrament of union and yet in the 21st century where everything is revolving and fast changing, the idea of introducing divorce to the married couple whose last resort is separation after years of domestic abuses should not be debatable however up until now Philippines and Vatican remain the only state in the world without a divorce law.

“Divorce is immoral also because it introduces disorder into the family and into society. This disorder brings grave harm to the deserted spouse, to children traumatized by the separation of their parents and often torn between them, and because of its contagious effect which makes it truly a plague on society,” this is the statement of the Council of Laity of the Philippines, still the Catholic clergy are still adamant and uncompromising their stand and even at the Senate, majority of senators are still opposing the legalization of the bill.

“Unhealthy marriages bring trauma that is passed on for generations through children. The passage of a divorce law is one of the ultimate forms of freedom we can give Filipino women,” Senator Risa Hontiveros stated emphasizing that divorce will allow Filipinos to build new lives and show real respect for family and marriage.

In an article written by Sylvia Smith entitled Things to consider before you Divorce: The Pros & Cons of Divorce, she mentioned that divorce is expensive

to attain and financially challenging and that it will cost more than when you are living together as a family. That is why, instead of forcing married couple to stay together amidst problems that affects their whole family just for the benefit that it will not cost them more, government should push through a legal process of separation that is affordable and accessible by family whatever their status in life is. Smith also mentioned that although divorce has its cons, it also has its pros and some of those is that it will improve the child’s well-being and that you will be able to attain the respect and commitment you deserve.

According to the Philippine Statistics Authority report in 2018, one in four women experience spousal abuse thus it is easy to say for people who have never experienced physical and emotional abuse inside their home to say that the easiest way to save a marriage is to stay beside each other because that is what family do. But once you have been filled with bruises and scars or once your children have suffered the consequences of staying inside the houses together with the parents that promised to cherished and provide the children with love and protection do the other around, would you still think that staying beside your partner will save you if you are slowly killing yourself and your children by trying to survive the already ruined marriage that you have?

People should be more unprejudiced and compassionate with the fact that married couples should not stay together especially in situations that causes damaged to them physically and emotionally, for the past few years news of people who do blasphemous things to their partner and children are rampant, their spouse and children will end up dead or either traumatized with the experience that they got from their own home.

A married couple who loves each other will never undergo a problem that they cannot surpass, they are built to be together for better or for worst but what would they do if the love that once bloom in the adversity of time will wither and die? Should they still stay in their marriage in hope to save their family or should they leave the pact that they made before heaven to save their family from devastation? If there will come a time that people will choose between breaking their supposedly unbroken vow or not breaking it, I hope that they will have the courage to leave and crash the vow that once promised to nurture them.

The Boat is Sinking, Find Your Comrade

Filipinos both in Philippines and The United States of America (USA) have gone rumbled about the balikatan exercise 2023. They have expressed their unified sentiments on protesting the said alliance of both army troops in order to strengthen the defense of the military base in the local country. The Balikatan military exercise is held annually by accomplishing “maritime security, amphibious, urban, and aviation operations”. There are 17,000 military troops—5,000 soldiers from the Philippines and 12,000 soldiers from USA instituted by the Armed Forces of the Philippines (AFP) and US counterparts. The activities will be done in areas of Ilocos Norte, Aurora, Zambales, Palawan, and Antique

I believe the fright perceived among Filipinos, as the majority recipients, originated initially that it will yet again experience colonialism from a highly defensive land. By importing US troops, they will also undertake local soldiers in terms of tools, skills, and exposure. Ascribe to this envisioned possibility, it is likely a root slowly brainwashing us that it is acceptable and tolerable for them to proceed their operations.

On the other hand, the secondary group that will pull their leverage, is the countries surrounding Philippines. They are prospect towards threat. Even though they may merely shrug off the matter but eventually they will consider building their empires its most solidity in order to overpower the neighboring nation.

Moreover, whereas the dissenters of this exercise will be a risk of target. Several Pinoys are trekking to become liberally minded and honed under critical thinking. Therefore, they realize these circumstances where they anticipate the tails over head.

Who is in-charge of this undignified operation? Commanding general of the Philippine Army and counterpart commanding general of the United States Army Pacific (USARPAC) are Lieutenant General Romeo Brawner Jr. and General Charles Flynn respectively, who led the launch of this Balikatan Exercise at the 7th ID-PA, Fort Ramon Magsaysay, Nueva Ecija. They observed the Javelin Anti-Tank Weapon System (JAWTS), the live fire exercise inside a broad military area. Brawner stressed that this has been a very ambition of the AFP to modernize such equipment.

We learn the following AFP’s upgrade are Autonomous Truck Mounted Howitzer System (ATMOS 2000), A-29B Super Tucano, T-129 ATAK helicopters, ‘Fast Frigate Patrol Ships’, Landing Dock. Following are numbers of US Force, US Marine Corps, US Army, and US Navy’s transportation and equipment.

As mentioned, is the country China believed to be the most intimidated? Wang Wenbin, the Chinese Ministry of Foreign Affairs spokesperson

said that the joint between nations are not to interfere the Philippine’s contention about the South China Sea, and China’s “territorial sovereignty, maritime rights and interests, and security interests”. However, Major General Marvin Licudine, the Philippine exercise director assured that it will not indeed affect them and the surrounding territories, including Taiwan.

In contrast, there are protesters who burnt the US flag as a showcase of their opposition outside the AFP’s headquarter at Quezon City. This has been the largest baliktan that will be observed from April 11 to April 28. There are also Pinoys abroad— in New York who expressed their oppositions about their plans.

While there are also who deemed to have faith from having Americans protecting our lands because they’re swimming upon the surface, minding on the idea of, ‘Then? Who can protect us? Let Americans be our bridge in the path of safety’. A whole sack is missing its nutritious grains. Why? Our leaders are feeding us to be stagnant and they are fed by their own greed. Letting others decide what should happen to us is like reminiscing the past and savoring the taste of a nation’s failure.

Whilst they are commemorating the annual balikatan, Pinoys are incredulous rationale. The boat is sinking, choose your comrade. Which side are you on?

Heat on Hit: Vacation Back on Track

The waves going through shores have now once again risen to popularity as summer season finally encapsulates in the month of April. Gateways and bucket lists emerge with tempting locations to dive into. With the strong heat absorbed by the body, it is a must to soak in water internally and externally.

Herewith, students suffer with extreme heat index inside their room in schools especially the ones without proper ventilation. The more heat they receive, the more exhausted and dehydrated they can be — the more they are prone to unfortunate happenings.

Sen. Win Gatchalian has called the attention of DepEd to revert the school calendar back to Juneto-March to allow students to acquit from summer heat. He also commented about the surprise fire drill incident that happened in Laguna where a number of students were rushed to the hospital due to heat exhaustion.

With this, DepEd spokesperson Michael Poa said in an ambush interview that the department has now considered the suggestion to return to the old academic calendar. Returning back to the old calendar does not entirely omit the risk of students being exposed to heat related sickness. Governing boards must also consider other factors that could minimize the risk such as inspection of ventilation in the area where this can be the root of the effects experienced by the students.

According to Alliance of Concerned Teachers NCR Union (ACT NCR Union), majority of teachers in Metro Manila reported that students are unable to function well due to the “intolerable heat in the classrooms” as 77% combined responses said that summer heat triggered existing medical conditions of students and teachers and caused more learners to miss classes since summer months started.

Moreover, budget allocation to air condition installation to

rooms should also fall in the list of the resolutions.

The issue on the budget of the laptop project which was overpriced by nearly 1 billion as per the Senate Blue Ribbon Committee could not have happened if the budget was properly utilized. The department should’ve seen instances like stated above instead of fabricating statistics to malign other people and feed their personal intentions.

The budget could’ve been allotted in responding to matters that involve the body as they are the stakeholders. The 1 billion is much to initiate a big step and start a project to air conditioning installations to rooms to create proper ventilation.

Moreover, the structure of the department could’ve avoided this mishaps. Corruption does not erupt, it is planted in the governing body. As much as the people want transparency, if the people in lead does not want to, there’s much more to doubt. The 1 billion is worth many benefits if properly regulated, however, they seemed to not do so as their intentions were tarnished with personal agendas. As a public servant, you should know where your priorities are.

As said by Poa that DepEd is now proposing a study to revert to the old academic calendar, there is a hope for other resolutions to be undertaken in responding to this problem. The steps that will be taken by the department will determine how well they prioritize the state and well-being of their jurisdiction.

It Is an issue that will test how much they can properly regulate their resources to adapt to the temperature changes of the environment while keeping their credibility, if by chance again involves the money. Students are the stake of the future, and we owe them the treatment they are worth of.

Furthermore, as we wait for their resolutions to this, we ‘hopefully’ expect more as the head of the department is the person who possesses the second highest position in the Philippines, Vice President Sara Duterte. With her power, she can produce enough beneficial purposes to the body — as long as she does not follow the footsteps of her father, former president Rodrigo Duterte. In pursuit of the common good, the Vice President shall lead in purpose of good public service.

Detaining Prisons, Reforming Penal Farms

Last April 14, a move to close the country’s premier detention facility for convicts was advanced. Bureau of Correction (BuCor) Director General Gregorio Pio Catapang Jr. said that the New Bilibid Prison (NBP) situated in Muntinlupa City will no longer operate in five years’ time, that is in 2028, should the proposal receive go signal.

This comes with a suggested budget of P77.7 billion for the relocation of inmates to regional detention farms such as in Davao, Leyte, and Palawan, and the construction of additional detention facilities.

A P77.7 billion budget procured from taxpaying people for the dregs of society, convicted beyond reasonable doubt. Why not?

First and foremost, we must understand the conditions inside the New Bilibid Prison. NBP is far from an ideal prison. It is terribly congested. The New Bilibid Prison is originally built to accommodate only around 6,000 inmates but as of October 2022, it houses over 29,000 prisoners.

Catapang’s proposal offers a regionalization program where around 7,500 inmates from the New Bilibid Prison would be transferred to Iwahig Prison and Penal Farm, Davao Prison and Penal Farm, and Leyte Regional Prison. Not only will this solve the congestion problem in NBP, but it will also bring to good use underutilized properties in regional areas.

Secondly, should the regionalization program push through, this would resolve the facilities and management crisis in NBP.

Currently, NBP is facing shortage of guards due to the high number of prisoners. Last April 12, 700 more Bilibid guards were replaced due to their misdemeanors while on duty. NBP is also labeled as having ‘below standard nutrition’ food quality by Karapatan or the Alliance for the Advancement of People’s Rights, which does not meet the Standard Minimum Rules for the Treatment of Prisoners (SMRTP) set by the United Nation.

If inmates are transferred to regional penal farms, local prison personnels could be tapped in order to have enough personnel that would supervise inmates’ activities. This would also improve the food management amongst prisoners by having enough personnel that would cater to prisoners’ needs.

Lastly, shuttering New Bilibid Prison would diminish, if not totally liquidate, the preferential treatment of opulent inmates, privatization of quarters, contraband proliferation, and other

corruption inside the New Bilibid Prison.

The recent killing of broadcaster Percy Mabasa was found to have been planned inside NBP and the prisoner who helped carrying out the plan was himself killed inside the prison. Decongesting would dismantle links among inmates, thus alleviating the formation of criminal schools inside prisons.

Now, does this mean that we’re disregarding the victims oppressed by these criminals? Absolutely not.

In case you do not know, the prison system of our country resonates with modern penology where inmates are imprisoned in a well supervised penal farm and are provided with humanitarian reform programs to give them a chance of reintegration in society.

Furthermore, we only have seven prison and penal farms nationwide, the last one being established in 1973, 50 years ago. The outdatedness of our penology only reflects how rotten our prison system has been operating and how ill-suited it is for the reform we are trying to achieve.

The restructuring of our penal system and the relocation of inmates are not only necessary but should have been deemed immediate decades ago. To reform prisoners, it is high time we realize that we need to reform our prisons first.

Senate: A Circus, When to Stop?

Ever since the election of new government officials, senate hearing has been involved in numerous talks and created buzz, as some officials treat this formal event as an outlet of their own ideas, regardless of its effect on the public view. Senate Hearing plays significance in solving the crisis that has been troubling the country. Thus, it should be pertained symbolical and devoted to issues affecting the country’s sake only, not for individual purposes.

As everyone is aware of, senate hearings are national events that should be focused on resolving national issues such as the abundant debt or the unemployment rate of the country. Private issues involving private people should be solved in closed door meetings, rather than being publicized and raised in legislative level.

National forums are very public events, with a sense of delicacy that should be inserted in every session. These are televised events, where the nation can watch what the officials says. Knowing this, each politician and government official that takes the stand during senate hearing should be careful and meticulous in the words that they release. Each statement should be reviewed to avoid degrading and bringing bad light to the issue being tackled during the hearing.

The surge of pandemic opened doors for various catastrophe to challenge the nation’s security. One of these setback was the rapid increase of inflation rate of the country. Businesses and job opportunities closed down, and with a lot of people losing source of income, overcoming inflation rate was even harder.

A begrudging rate of 7.6 percent in inflation was recorded in the Philippines last February. Similar context with the unemployment rate, where 7.6 percent in March of this year also was record ed.

With the nation’s economy having doubts of surviving this recent crisis, senate hearings should have been focused on ways of solving the national issue. However, the rise of House Bill No. 611, declaring “ghosting” (severing connection with

someone with no formal closure) as an emotional abuse and should be punishable by law, says otherwise. Government officials are more adamant on focusing with these type of senseless issue than slowly putting out the fire of national dilemmas.

Additionally, in a senate conference in regards to the recent hazing anomaly, where a college student was killed, Senator Robin Padilla remarked physical bullying as a bearable offense than emotional bullying. Even with numerous projects trying to combat the issue of bullying, not much positive result seems to appear. So, with the continuous increase of bullying rate in the country, such remark shouldn’t have been expressed in public and formal forums.

Public figure-turned Senator Raffy Tulfo also created buzz with his live show “Tulfo in Action” after threatening the defendant of raising their issue in the national level, by using their power as a government official. A private issue that should have been solved in private was publicized and the defendant was threatened with national hearing.

On a different angle, these new politicians may still be adjusting on the new role of their life. They may be starting with the small issue and still are experimenting on how they could approach the issue in better light.

However, being placed in duty should mean that the individual must be expert, as millions of lives are counting on them. Mastery of the job and the responsibility to act on it must be present at all time.

In conclusion, issues raised to the judiciary system should always be filtered and reviewed meticulously to avoid wasting the time and resources of the government. Matters discussed in these formal events should pass the level of a national issue. Also, people elected by the public during elections should have the assurance of being a true politician; a server of the people.

They should be competent enough to lead but down enough to be reached out. They should not boast nor threat with the power they have. Instead, they should lead and influence people in choosing the good for the whole community.

Konsyerto sa Palasyo: Bread and Circuses

The Malacanang palace banged its concert which some find it comical. After years now, they have regrouped themselves, planned and blast the involved parties and groups with their sophisticated art showcase.

Konsyerto sa Palasyo is a concert series to be held inside the palace complex. Malacañang will feature up-and-coming Filipino artists from various fields of performing arts such as singers, dancers, rappers, spoken word artists, rock vocalists, theater performers, among others.

The first concert “Konsyerto sa Palasyo: Awit ng Magiting” was held on April 22, 2023, to recognize the efforts of the members of the Armed Forces of the Philippines (AFP). Marcos’ initiative signifies a sense of appreciation, reviving the industry for all its greatness.

However, this is also lined with Imeldific family signature and hoaxed genuineness that we had been witnessing since the incumbency of the late President Ferdinand Marcos Sr. How can they impose their signature mark, when Imelda itself is a convicted criminal?

In accordance with this, the announcement made some netizens in state of disbelief as they expressed their distaste on various online platforms. Doing a concert amidst the pressing problems particularly in a country that is suffering from an incurable disease, is a big slap to Filipino’ faces. It shows that the government will always choose to funnel taxpayer’s money into programs that will neither be accessible nor beneficial to the majority of the population. As much as the Filipinos value arts and culture, the concert should not be the priority at all.

The Office of the President, in a press release, said President Ferdinand Marcos, Jr. “initiated” the series of concerts. “He also firmly believes that the creative industry should not be left out as the nation takes leaps of progress towards economic recovery,” a statement read from Malacañang.

Therefore, it mainly showed that the president of the country invested more in travelling, hosting concerts, and throwing lavish parties for entertainment as means of distraction from the pressing issues such as poverty, inflation, public transportation, growing debt and soaring prices of basic goods. Also, these display how self-destructive the current system is that the government is more interested in easing their boredom rather than prioritizing urgent problems. Apart from this, Imelda, the wife of the late President Ferdinand Marcos Sr., is

known for her expensive taste and lavish spending during the presidency of her late husband. Indeed, old habits die hard.

Marcos said that promoting the art industry would help grow the country’s economy and uplift Filipinos worldwide, speaking at the 15th Ani ng Dangal Awards at Malacañang in February. However, holding a concert to promote the art industry in a venue where the government makes matters should be prohibited because it is only accessible for certain group of people and mostly, it is not the palace’s vital task to entertain. On the other hand, there are National Commission of Culture and the Arts (NCCA) and Cultural Center of the Philippines (CCP) to organize big events that embodies the same goals; to develop, preserve and promote arts and culture in the Philippines.

Economic problems and societal issues are still prevalent in the country. Thus, the government should wake up and set their priorities straight. They should be involved in eliminating the threats to the country, fixing the transportation system, solving the inflation and mending the beggarly quality of academe. Reviving the art industry is quite appealing to the masses however, how far can the Filipinos endure the out of touch decisions made by the current leader under the guise of supporting Pinoy talent while the country drowns in debt?

Women have wheeled steers to where they have landed today: more fulfilling, enriching, emulating, and wielding. People from different parts of the world have witnessed how and why a woman raises its voice of strength, dignity, and advocacy to fade the abusing treats of the society, especially through belittling their prowess.

In the Philippine context, women have thrived than it has ever been. Only believed that women belong to a home where it can suffocate and cage her. Where dominating household members can dictate against their will before. However, today, as the diversity is being tuned in, March 2023 thronged women to its mount and continues to unveil inspiring women.

Filipinos in general, have some or most of the times blindly shrug off the built towers of fast food crews in the past. Nowadays, even in social media, they have projected their appreciations and cheers for crew staffs of various fast food chains. There have been also controversies wherein customers plainly express their disrespect and misbehavior for trivial

reasons. Just to appear for its mediocrity and uncertainty. In majority, Filipino crew staffs presented their calmed and behaved demeanor despite of their tribulations during work.

One of the ‘ever since hero’ (especially during pandemic) is Althea Louisse

Pangan, a 20-yearold student from the TSU – College of Arts and Social Sciences, AB in Communication department, and as well as an employee of McDonald’s, an infamous fast food chain globally.

She has rendered her efforts as a crew for 10 months for the purpose of supporting her family. This kind of attribute a Filipino working student has, empowered herself more since they received the opportunity towards

experience, growth, maturity, and fondness both for herself and to her family. She believes that the most value a woman has is to know that she is being “delegated” in which this sparks a sense of hope and faith in her own capabilities as a woman to be flourishing and approachable at such aspects whenever there are things to attend and aid to. Additionally, it also aspires to reflect in her persona of being hardworking and independent. There are women like Pangan who are also motivated to be known, particularly, of independency. While she has her own joys and ambitions, challenges were inevitable. Although these difficulties were faced by unexpected coping from customers, “Maybe yung super pagod ka na tapos

by Precious Liahona Mercado and Heleina Anjela Quesada graphics by HELEINA ANJELA QUESADA

makakarinig ka pa ng masasayang salita coming from costumers.” She said.

Pangan intends to goodly remark for customers to be kind and understanding. While numerous conflicts sprung from time to time as a crew staff, they still advance their intrapersonal skills and professionalism in their work. Moreover, inspirational messages were also extended to her co-crew, “work hard because everything you and I believe, sa future may pupuntahan.”

Althea knows the value of hard work and how it can impact her life and her family’s future. She believes that a little kindness can go a long way in making someone’s day a little better.

In today’s society, women continue to break barriers and overcome obstacles in pursuit of their dreams. This Women’s Month, we celebrate the courage and strength of working women who balance their studies and employment to achieve their goals. Inspiring woman like Althea, a cashier (and a frontline worker at that) delivers her message to her fellow women is to be strong and resilient. She believes that being a woman does not limit one’s abilities, and women can accomplish anything they set their minds to. “ Be strong, hindi ka basta babae lang. Babae ka at kaya mong gawin lahat,” she says.

As a working student, Althea juggles

her studies and her job at McDonald’s. She chose to work while studying to help ease the financial burden on her family. When asked if she prefers to study or work full-time, she chose to work while studying. She believes that working while studying allows her to contribute to her family’s finances while pursuing her education.

Despite the challenges of being a working student, Althea feels empowered and independent. “I can buy the things I need and want without borrowing money from others,” she shares. Althea considers being a working student as an achievement because it requires dedication, perseverance, and time management skills to balance work and studies successfully.

Althea’s story is a testament to the resilience and strength of women, especially those who work while studying. It shows that with hard work, determination, and a positive attitude, anyone can achieve their dreams, no matter the obstacles they face. This Women’s Month, let us celebrate the achievements of working women like Althea, and all women, and recognize their invaluable contributions to their families, workplaces, and society. Let’s acknowledge what a woman can do more than what the society says she shouldn’t be doing.

They said that there is a chess filled with shimmering gold that can be found at the end of the rainbow, little do they know that it was not a chest nor gold will be found there, but a crown painted with different hues of representation.

Battle of wit, of charm, and the epitome of a Goddess’ body— these are the common characteristics of a beauty queen, where only the Adan and Eve of our generation can join. However, in the modern era that we are living in, are the crown only made for Adan and Eve or other doors have opened the moment the eyes of the mass woke up from their slumber?

Amongst them are Mx. Ashlynn Manio at Mx. Jazz Yalung from the College of Arts and Social Science - Communication Department, to those who continuously fight for their rights for the crown and their stand in our society. Recently, this March 17, 2023, both were crowned on the recently concluded Mx. Warriors 2023, a prestigious pageant in Tarlac State University, made for the gay society.

RAINBOW DEPRIVED OF COLORS

“I am also having a hard time finding the right person that would truly accept and love me for who I am. I think, finding a significant other as a gay person is always a challenge that we have to face. It’s a constant battle to prove to everyone that we are worthy of love and affection,”

Mx. Warrior Air 2023

Ashlynn Manio stated when asked how it was hard for her to fight for her rights amidst the discrimination that the LGBTQIA+ kept on experiencing in our society and amidst the fact that she is still far from achieving her dreams in life.

From then until now, gay people in our society are still considered a plague, an epidemic by the people who do not have the capability to open their eyes and minds. However, gay people are continuously fighting for their rights and freedom to jive and socialize in our world full of judging eyes and

mouths.

“The reality of not everyone will like you hits hard for me because even if I do my best to socialize and get their sympathy if they don’t like, they won’t like me,” she added

But still, the fact remains that although they have proven their ability, that they can keep up with other genders when it comes to different fields including beauty pageants, it seems like there are still people who will continue to steal their moments to shine, that there are still people who will drain the color out of the rainbow they molded and give hues using the strength that only them possess.

CROWNS OF THORN

They might walk the runway with their highest heels of shoes, they might sway their hips as they flaunt their charm, and they might hear the roaring claps followed by the even louder kind of boos even after showing their perfect

teeth and smiles to the crowd. They know that they will be hailed with a crown made of thorns ready to spike them until it bleeds no more hues

“It was a perplexing moment for me not just because of the crown but because my authenticity brought me on this path. Life may bring lots of challenges but then, if you bear within your mind the power to believe in yourself, and the ability to envision greater things within you, nothing could ever be impossible, meaning, it isn’t just about the eagerness to win, but having the vision to improve and to be better,” Mx. Warrior 2023 Jazz Yalung Rodriguez stated when asked on what she felt now that she has proven to herself and to everyone that she can conquer and she will conquer.

It was not an easy battle for the crown, it is not just a battle of wit, of who has the charming face, or who has the perfect body. They faced the sharpest of words that

left a mark that cannot be seen by the naked eye, they experienced the discrimination that people kept throwing at them, and they faced their battle alone with no one standing by their side thus why cannot be deserving of the crown they forge with their sufferings?

FROM BLOOD TO RAINBOW

Before they get to hold the rainbow that they were denied of, and before they were enthroned using the crown covered with shining jewels, their body was once covered with blood from the crown of thorns given to them. They were amongst the Queen who fought for their rights and freedom in our society, it was not an easy way for them, however, the time will come that the crown painted with different hues of their representation will be given to them for they have fought their way from blood to hues.

“It was a perplexing moment for me not just because of the crown but because my authenticity brought me on this path. Life may bring lots of challenges but then, if you bear within your mind the power to believe in yourself, and the ability to envision greater things within you, nothing could ever be impossible, meaning, it isn’t just about the eagerness to win, but having the vision to improve and to be better,”

Growing a relationship is indeed like nurturing a young plant. They need attention, enough nutrients, and affection. From the kisses of the wind, to the hugs of the sun rays. Even so, not everyone may be able to savor and reap the saccharine taste of love that we planted in reality. But to many dreamers, even by just watching a heroine consume the nectar and her budding romance finally blooming, can give the often-busy bees a great satisfaction. In this garden of romance there is a lot of flowers that you can pick from the bunch.

Most ships sail on the sea. But some are floaters of our minds rent free!

In every story, be it a movie, series, or a novel, shipping is a thriving business. In fact, it seems to be everybody’s business. People just never get tired of seeing Cinderella fit her enchanted glass shoes and finally emerge from the sea of poverty. Her rags transforming to silk is just as magical as her mouse and a pumpkin becoming horses and carriage. This could be attributed to audience’s appetite for other-worldly fantasies which imbues their fondness for such materials.

We love dramatic twists. If you’ve read some of Jonaxx stories, you might’ve been familiar with how the Different Backgrounds Trope goes. This trope explores characters

with different social status, usually rich and poor. What makes this trope so popular is the way the characters do everything in their best just to be enough for their loved ones— setting aside their background and going extra mile. Then comes the antagonists who slap them with the mantra that they don’t deserve each other.

Oh, the drama especially when they start recommending someone else!

Antagonists can really get on our nerves but who wouldn’t love to see two lovers breaking against those barriers? We do! Looks like the rags to riches trope will always be a treasure of romance stories.

So close yet so far. If you’re secretly adoring your friend, this might just be the 101 for you. Friends to Lovers is the kind of romance trope that can have us

empathizing over that character who’s silently adoring his/her friend. Admit it, you punched that friend a hundred times in your mind for being torpid. Did you also shed a bucket of tears when those characters who fell in love first got rejected? Well, you’re not alone. Indeed, the Friends to Lovers trope can get us flipping through the pages continuously until we reach that satisfying moment when the numb friend finally realizes that he/ she too, wants him/her more than just a friend.

Honestly, One of everyone’s favorite, the unrequited love trope. Very relatable! It might not have the ending that we deserve but it shows us the bitter truth that often, our love is not requited. This is when a lot of authors/screenwriters receive rants because they’d raise our hopes up when our two main

characters finally had a moment together but, after we triumphantly cheered that our ship is finally sailing, we got dumbfounded with the ending that either the other character has eyes on someone else or that the other character chose to hold back their feelings at the end. It was really nobody’s fault...but why, authors, why?!

With all the frustrations out, this is why sometimes, we opt to go back to our usual picks. The happily ever after. The meeting of Beauty and the beast, in reality, would be quite disturbing to downright horrifying. But the point is, sometimes the most beastly has the most humanity. And this is one of the reasons why we love this trope so much. We live in a world where it is easy to mistake every glittering thing for gold. But once awakened, we learn enough to weigh which ones deserves the value of our time. Just like the main character who chose to be blinded by love. In a way that they cannot see how their partner looks outside but can clearly make out the appearance of their heart and soul.

Lush bushes do look fluffy outside. Cut it in half and it unravels the prickly branches waiting for the prey to fall. This is not to say that we should cut people in a half, but to remind others that even the prettiest flower can grow thorns to protect itself from torment. Still, Beauty being with the beast trope is a tale as old as time that just never seem to grow old enough to become ancient in romance stories.

Speaking of fantasy, who hasn’t ever questioned if there are creatures gracing the earth that we labeled as ‘mythical’? Thankfully, in the Imagine Nation, the vortex is ever open. Not only to fictitious characters, but to urban legends as well. Just as orange is to chocolate, or fries to sundae, the human-nonhuman trope is an unlikely combination that gives to new flavor to our passionate gushing.

Regardless of gender or life status, no one would refuse a huge boulder that can and is willing to fight the world for you. It does give off a pacifying assurance when we put ourselves in the main character’s

shoes—imagining a powerful entity beside us who can and will shield us from the wind and rain. When ghosting is a prevalent circumstance typically for the many hopeless romantics out there, the gorgeous nonhuman prince will accompany you through every pages.

Who wouldn’t tune in to a never dying love like that, right? A love that defies boundaries such as species, race, and death to a whole new level.

If love is a plant, then we can certainly become good gardeners. With gentle hands to caress the petals, and unselfish warmth that gives nourishment, fashioning a dew that fosters stability and loyalty. Finally, a new bud will sprout with a new fairytale to bloom. However, it was not always rainbows and butterflies for her because there are still instances where she encounters dark clouds, “It was my mother who pushed and supported me in all my pageants

from elementary, to high school and up to this day. It is not always easy though, you should be ready to accept defeat and remember that there is always a next time,” she said during an exclusive interview with The Oracle, but she knew that she was not meant to sulk even from the darkest of clouds, she was built from the bolts of lightning and

thunders and it forged her to be the person she is today.

Miss Buaqina grew up believing that we must maintain the majestic beauty of nature, it is ours to enjoy but we also must make sure that future generations will still enjoy the epitome of paradise, thus Miss Buaqina

CoEd Under Clash for Misconduct, Issues Statement

College of Teacher Education (CoEd) caught the attention of the public view in the Women’s Volleyball Championship Game after causing a ruckus with the win of CoEd Golden Eagles last April 22, 2023 at TSU Gymnasium.

Yellow-colored bottles were thrown at the court of College of Business and Accountancy Green Tigers after the Golden Eagles clinched the last point that led to their championship in the heated match up.

Althea Sarceda, a Tarlac State University (TSU) second year rookie student-athlete of Firefox Women’s Beach Volleyball romp bronze medal in SCUAA 2023, played her best against their opponent CLSU Green Cobras at Tarlac Agricultural University last February 24, 2023.

No wonder how she pulled good performance in sports because when she was in her elementary days, her teacher saw potential in her playing volleyball knowing that Taekwondo was her sport. She has no plans in taking volleyball at all, but she was then challenged by the trainer. “Iniwan ko yung taekwondo kasi syempre english teacher ko yung trainer, tinakot niya ako na ibabagsak niya ako kapag hindi ako lumipat ng sports,” she stated.

Volleyball was really meant for her as she bagged multiple awards. She became the Best Setter and Player of the Game in barangay league, became an import in Lapaz for Provincial Meet 2019, and played in Rebisco Volleyball. But for her, aside from playing, establishing friends and being well-known in many different places was her biggest triumph as a volleyball player.

This year’s SCUAA, she wanted to play for indoor volleyball but due to the decision of her coach, she was asked to play for beach volleyball category. Her determination to face the challenge of her coach was boosted as she fought and raised the flag of TSU during her first SCUAA experience.

“Unforgettable experience talaga ‘tong scuaa 2023. Bukod sa unang scuaa ko ito, nagkaroon ako ng mga bagong friends from different universities, and masasabi kong malaki yung naging improvements ko sa paglalaro,” she uttered.

Her sacrifices really paid off as she told that she has struggled too much from it. “Napakaraming oras sana sa friends and family ang tinalikuran ko/ namin during our rigid training last scuaa. Sa kagustuhan naming lumakas at makuha ang gold, pinili naming mag stay sa lucinda ng halos one month para mag training,” she mentioned.

Alongside, her time in playing affected her academic performance, time for rest, and time for other things. “May times pa na pinapag quit na ako maglaro dahil napapabayaan ko na yung sarili ko and dagdag pa jan yung malalang pagtitipid sa pera dahil nga wala kaming allowance that time. Pero para sa volleyball, laban lang,” she added.
