• Develop organizational sustainability HOW IS THE CHAMBER FUNDED? The Chamber is a nonprofit, 501(c)6 organization funded by membership dues, programming and events. WHO ARE OUR MEMBERS? Members include businesses of all sizes, from one-person shops to large corporations. Approximately 80% of the Columbia Chamber of Commerce membership is small businesses with fewer than 20 employees.

‰ Chamber Programs & Services The Chamber is the voice of the business community. It listens to and delivers what members want. Whether it is guidance in certain situations, endorsing ballot initiatives or legislative action, the process is all member driven. The Chamber has a consistent presence at the Capitol in Jefferson City and at Columbia City Council meetings. It has a dedicated lobbyist regularly talking with the Columbia delegation to make sure the business community is not negatively affected. This past year, the Chamber helped educate voters on a statewide level to understand where candidates for Missouri Governor stand on business issues. The 2016 Governor Debate featured a Republican Primary debate with four candidates vying for one spot.
The Columbia Chamber of Commerce takes its role of advocating for the business community seriously. It has recently increased efforts in the legislative realm which is led by the Government Affairs Committee. The committee provides leadership, information and advocacy that enhances the economic environment and represents the political interests of the Columbia business community. One of the key components of the Chamber’s advocacy efforts is to develop cooperative relationships with organizations and to establish and nurture positive relationships with local, state and national elected officials. The Chamber, City of Columbia, Boone County Government, Columbia Public Schools and University of Missouri meet regularly to discuss how to solve community issues and visions for the future of Columbia. The Chamber strives to promote economic development in Columbia and Boone

County. The Chamber works closely with Regional Economic Development, Inc. (REDI) to promote positive economic expansion while maintaining a high quality of life. In addition, the Centennial Investors Angel Investor Network, which the Chamber helped establish and provides support for, meets the early capital needs of university and private sector entrepreneurs. The organization assists with bringing to market exciting ideas generated in university labs and private businesses. This ultimately produces revenue for the company, city and state. The Chamber works to actively develop and provide opportunities for leaders in the community. The Leadership Columbia Program identifies and nurtures future leaders who can guide the community to achieve economic vitality that will provide lasting benefit for the future. The Junior Leadership Columbia Program works to motivate high school students and develop their potential for community leadership. The Leadership Visit program is an annual trip coordinated by the Chamber to another city for a diverse delegation of leaders from our community’s public, private and nonprofit sectors. The visit provides an opportunity for interaction with leaders in the host community, facilitates exchange of best practices and allows for high-level networking opportunities. The Chamber hosts a variety of programs throughout the year to give our members the opportunity to build and solidify relationships. The largest events hosted by the Chamber include four Quarterly Membership Breakfasts, Chamber Classic Golf Tournament, Economic Outlook Conference, Small Business Week, Business Showcase, Mayor’s Appreciation Breakfast, Agricultural Recognition Banquet, Legislative Reception and the Annual Membership and Awards Banquet. The Chamber’s three divisions also host monthly luncheons, mixers, volunteer events and the ATHENA® International Awards Banquet.

• AMBASSADORS Purpose: To reinforce the Chamber’s mission in the hope of advancing economic development in Columbia and the surrounding trade area by “helping celebrate what’s important to you… Your Business!” • EMERGING PROFESSIONALS IN COLUMBIA (EPIC) Purpose: To engage, develop and celebrate emerging leaders through professional growth opportunities and social interactions. • WOMEN’S NETWORK Purpose: To connect, empower and engage members through leadership development, educational opportunities and innovative outreach. • FAIR MISSOURI FOUNDATION Purpose: The Fair Missouri Foundation is a 501(c)(3) not-for-profit corporation formed exclusively for charitable, educational and scientific purposes. The nine-member Board of Directors for the Fair Missouri Foundation includes, but is not limited to, certain officers and the President of the Columbia Chamber of Commerce. ENTENNIAL INVESTORS • C Purpose: Centennial Investors is focused on investing in and establishing MidMissouri entrepreneurs and their companies.

‰ Signs of strength One of the key indicators in the last year of Columbia’s strength as a business hub was Kraft Heinz’s decision to invest more than $100 million to modernize and expand its Columbia plant at a time when the company was closing other plants around the country. The Columbia facility, one of Kraft’s eight USDA-inspected food-processing facilities, is the home of Oscar Meyer hot dogs and currently produces up to one million pounds of hot dogs daily. Another local company, Dana Light Axle Products, is investing roughly $39 million in an expansion of its Columbia facility, which manufactures automotive parts. The project will add 135 jobs to the region, according to REDI.

‰ The District Columbia’s downtown area, known as The District, is one of the area’s key commercial engines. Bounded by three colleges and encompassing 50 square blocks, the area is home to hundreds of businesses, city & county government buildings and a diverse array of residential housing. The area hosts a variety of community events each year, from holiday celebrations to music festivals to art expos.

More than 18,500 people live within one mile of the area, and more than 23,000 enter the District each day to work. This population density, combined with the nearby student population, creates a truly 24/7 economy in The District. “The District is very strong, both on the retail end and with our restaurants,” said Katie Essing, executive director of the Downtown Community Improvement District (CID), an independent organization that works to keep the area vital. “Our vacancy rate is just two percent. We’re seeing so many good things happen.” One of the challenges that face areas like The District is the need to balance “day” and “night” economies. The District, home to many popular restaurants and bars, boasts a vibrant nightlife. It is home also to many locally owned retail shops that operate during the day.
Toward that end, the CID has partnered with the Block by Block janitorial firm to keep The District clean between economic “shifts.” The group also launched a cigarette recycling program; special receptacles were placed throughout The District for the collection of cigarette butts, which were then taken away for recycling. Essing estimated that 39,000 discarded cigarettes are recycled each month. The CID is also moving forward with the Gateways project, which will help create a visual identity for The District will be installing “light hubs” – illuminated displays of art from local artists – at key locations. Looking ahead, the CID plans to be involved in ongoing discussions about transit, parking and design guidelines in The District. “As we grow, there will always be conversations about what we want The District to look and feel like,” Essing said. “We are fortunate to be in a community that truly values the area and wants to ensure its vitality and sustainability for years to come.” w

Numerous events held throughout the year serve as fundraisers for The Show-Me State Games and help promote its overall mission of health, fitness, family and fun. These events include tournaments and a statewide Torch Run, with the largest fundraisers being the 3v3 Soccerfest and the “Hoopin’ It Up” basketball tournament. When the Games were founded in 1985, 600 athletes participated. Now, more than 30 years later, the Show-Me State Games are the largest of their kind in the country, bringing more than 64,000 athletes and spectators to Columbia in 2015. The Games have even attracted celebrities, including Olympic Gold medalist Jordyn Wieber, who attended the opening ceremonies and participated in the torch lighting ceremony in 2013, and Olympic 2016 Bronze medalist wrestler J’den Cox from the University of Missouri, who in 2014 sang the national anthem at the opening ceremonies for the Show-Me State games. Also offering a taste of the sporting life is Special Olympics Missouri (SOMO) Central Area, which works to turn participation in sports into success off the field as well for people with intellectual disabilities.

“Through year-round sports, our athletes learn much more than just sports skills,” says organization spokesperson Brandon Schatsiek. “They learn self-respect, sportsmanship, confidence and more just by training and competing in a variety of Olympic-type sports. So while we’re a sports organization at the basic level, our athletes actively learn life skills that don’t just help them on the field of competition, but in their daily lives as well.” More than 15,000 Missouri athletes participate in Special Olympics Missouri; its top goal is to provide physical, social and emotional benefits to participants in all areas of their lives.

The group offers athletes 21 Olympicstyle sports and more than 250 trainings and competitions throughout the state. Columbia is host to a variety of competitions, including the Central Area Basketball Tournament, the Columbia Polar Plunge and the Central Area Spring Games. Another program run by SOMO is the Youth Athletes Program (www.SOMO. org/YAP) for children aged 7 and younger. Instruction and coaching helps prepare them for the main program once they reach the admission age. Also available is Unified Sports (www.SOMO.org/ UnifiedSports), which allows people without intellectual disabilities to practice and compete with SOMO athletes in order to foster friendship and understanding. Numerous yearly competitions also are sponsored by the Missouri State High School Activities Association (MSHSAA), a statewide organization comprised of approximately 600 senior and 200 junior public, private and parochial high schools. MSHSAA, in cooperation with the member schools, administers championships in softball, boys and girls golf, boys and girls tennis, boys and girls cross country, volleyball, boys and girls soccer, football, wrestling, boys and girls swimming and diving, boys and girls basketball, boys and girls track and baseball. The Association also administers state events in music, speech, drama and debate and academic competition. In addition to running state tournaments and festivals in 23 activity areas, MSHSAA works to promote the educational values of interschool activities; establish standards to guide interscholastic activities; evaluate local, state and national contests to determine their value in the education of youth; and strives to prevent exploitation of high school youth.

‰ Columbia Parks & Recreation: Pools, trails, golf, skating and more With so much outdoor recreation in Columbia, you will wonder why you ever wanted to stay indoors. Columbia’s Parks and Recreation Department offers an array of wonderful opportunities including places for soccer players, hikers, bikers, joggers, swimmers, golfers, skaters, nature lovers and more. The parks and recreation department oversees 3,300 acres of parkland, 84 parks, abundant green spaces and multiple recreation facilities. PARKS, TRAILS, FIELDS AND TEES One of the largest outdoor spots is Columbia Cosmopolitan Recreation Area, known around town as Cosmo Park. The park’s 533-acres are home to multiple sport fields, trails and a 28,000-square-foot skate park. It also includes the L.A. Nickell Golf Course, which is open year-round and features three sets of tees, 18 holes and a driving range. A second municipal golf course, Lake of the Woods, located at 6700 St. Charles Rd., is an 18-hole course with three sets of tees and newly renovated clubhouse. A new regional park, the Gans Creek Recreation Area, is also open. When fully completed, the 320-acre park is expected to serve the southern portion of the community with athletic fields and other active uses. Five multipurpose fields are open with two additional ones to be completed, while construction is continuing to add more amenities such as a concession stand and restrooms. As for trails, the city and surrounding areas are crisscrossed with a multitude of options. They have everything from large nature and wildlife areas to small neighborhood parks. These provide scenic spots for relaxation or

exercise in the midst of the busy city, and also offer a way to take in the beauty of the natural, preserved green spaces. Some of the more popular community trails are Capen Nature Trail, Cosmo Fitness Trail, Cosmo Nature Trail, Fairview Nature Trail, Forum Wetland Trail, Grindstone Nature Trail and Indian Hills Trail. The city’s trail system includes seven destination trails, which are longer trails that often have restrooms and water fountains along the way. Aside from recreation, they have the added benefit of serving as commuter routes for pedestrians and cyclists. Among these are the MKT Nature and Fitness, Bear Creek, Hinkson Creek, County House, Hominy Creek, Scott’s Branch and South Providence trails. To make commuting via bike or foot convenient, connectors link neighborhoods to major destination trails. These connector trails, particularly the longer ones, provide an enjoyable journey in and of themselves. Among these connecting paths is Blue Ridge Road Connector, which leads to the Bear Creek Trail. Another is the Greenbriar Connector. This leads to the 8.9-mile MKT, one of Columbia’s best-loved trails, which connects the downtown area with the Katy Trail State Park. SWIMMING Want to get your splash on? Then check out Columbia’s popular municipal facilities for
swimming including the Douglass Family Aquatic Center, Lake of the Woods Pool and Little Mates Cove at Twin Lakes Recreation Area. The Albert-Oakland Family Aquatic Center, which is Columbia’s largest aquatic center, now includes a new children’s water play area. Other features include a double-loop enclosed flume water slide, 50-meter pool with two diving boards, shade umbrellas and a concession stand. The ARC also gives the swimmer in you several options to choose from. This aquatic center appeals to all individuals. The center includes a leisure pool maintained at 84-86 degrees year-long along with a zero depth entry. You also get a chance to have your inner child come out with the interactive water play structure, triple-loop water slide, lazy river and vortex. If you feel like getting your exercise in for the day, you have access to three 25-yard lap lanes. To relax, you can jump in the heated hydro-therapy pool or grab a snack at the concession area. This area also includes two wet multipurpose rooms that can host all sorts of parties. WINTER ACTIVITIES Cold weather does not have to mean the end of outdoor fun. Stephens Lake Park is the center for outdoor winter sports in Columbia. There is a hill for sledding on the east side of the lake while park-goers can warm themselves with a bonfire at the fire pit near the sled hill. The parks and recreation department provides wood when snow is on the ground or the lake conditions permit skating. Ice skating is allowed on Stephens Lake only when the ice has been checked and deemed thick enough. Additionally, people who ice fish can get in some ice time on the lake at Cosmo-Bethel Park when conditions allow, while those who enjoy cross-country skiing can head to the trails when snow conditions permit. Another favorite of Columbia film buffs is the Citizen Jane Film Festival, a threeday intimate event put on by Stephens College that celebrates and showcases the work of female filmmakers, both emerging and established, around the globe. One of Columbia’s most time-honored annual events is Art in the Park, a beloved tradition for more than 55 years. Taking place each June amid the beauty of Stephens Lake Park and featuring more than 110 artists from Missouri and across the country, Art in the Park is both the largest and the oldest fine arts festival in Mid-Missouri. Thousands flock to the event, which includes fine arts and crafts in a variety of media. Additional attractions include the Emerging Artist Pavilion, featuring work by Boone County high school artists, roving magicians and children’s entertainers and the Kid’s Art Spot where young artists can get creative.

Begun in 2003, a year some call “the year of the documentary,” the True/False Film Fest has a prominent place on the world’s nonfiction film stage, but still remains a huge community effort with more than 500 Mid-Missourians volunteering to work the event each year. Besides being a fun, culturally enriching event, local restaurants and hotels reap the rewards of the annual influx of festival attendees and volunteers. Celebrating its 14th year in 2017, the Fest remains a prime attraction, selling 50,940 tickets in 2016, which comes out to about 15,000 attendees.
Another popular festival is Roots N Blues N BBQ, which features live music from more than 30 international, national, regional and local artists representing a variety of genres, from roots, blues and gospel to country, folk and soul. Rounding out the fun is delicious barbecue and other goodies from local and regional vendors. In 2015, more than 24,500 fans from 41 states, five Canadian Provinces, Great Britain and Turkey traveled to the annual September festival held in Stephens Lake Park.
If you are looking for something a bit red, white and blue, then visit the annual Salute to Veterans Memorial Day Weekend and Air Show. The free weekend includes a spectacular exhibit of planes from World Wars I and II, as well as various other notable historical aircraft. More than 50 military aircraft along with the United States Golden Knights Parachute Team perform air stunts. Patriotic music fills the streets of The District as a lavish Memorial Day Parade passes through, featuring more than 100 floats, veteran reunion groups, bands, military vehicles and patriotic organizations – all in honor of soldiers past and present.

On average, single-family homes have stayed on the market for 60 days in Boone County this year. A total of 1,212 homes were sold in the county through the end of June. In the third week of August 2016, real-estate listing website Trulia showed 657 homes for sale in the Columbia area, with an average listing price of $238,477. â&#x20AC;&#x153;The market is actually very good right now,â&#x20AC;? said Brian Toohey, chief executive officer of the Columbia Board of Realtors. â&#x20AC;&#x153;The only issue weâ&#x20AC;&#x2122;re seeing is that inventory is a bit low, because more and more firsttime home-buyers are entering the market. But Columbia is doing well.â&#x20AC;? A recent report on the commercial realestate market in Columbia prepared by Plaza Realty shows that vacancy rates in office, retail and industrial are all below national averages. For office property, the vacancy rate is 6.51 percent (compared to 15.6 percent nationally); for retail, it’s 5.94 percent (9.6 percent nationally); and for industrial, it’s 6.36 percent (8.4 percent nationally). Columbia’s Regional Economic Development Inc., or REDI, provides a number of resources for individuals or companies looking for commercial real estate, including a comprehensive database of available sites, information about incentives and more. A check of listings in August of 2016, for example, showed that a warehouse building at 90,600 square feet in size was available on Boone Road. REDI’s listing stated that the building was constructed in 1993 and could be subdivided. The building is located 1.5 miles from the nearest four-lane highway and 2.5 miles from the nearest interstate.

COLUMBIA PUBLIC SCHOOLS More than 18,000 students in and around Columbia attend Columbia Public Schools, which serves students from early childhood through high school. The district includes 35 school buildings and three support facilities. The district has been “Accredited with Distinction” by the Missouri Department of Elementary and Secondary Education.

Growth has been a big issue for the district in recent years. The school system opened the 2016-2017 school year with a brand new school, Beulah Ralph Elementary. The 89,000-square-foot school opened with an estimated enrollment of 503 students. More new schools, and additions to existing ones, are part of Columbia Public Schools’ long-range facilities plan. To help fund these projects, the district asked for and received voter approval for a 65-cent tax increase and $30 million in bonds. The community’s support so far has allowed the district to dramatically reduce the number of trailers needed as temporary classrooms, officials said. “There has been a steady amount of growth in Columbia,” district spokeswoman Michelle Baumstark said. “And most of the people

moving in are bringing kids with them. So we are being proactive in ensuring that students have adequate space throughout our district.”

Columbia Public Schools continues to be a high-performing district. The 2015 school report card shows that district students scored a composite score of 23.2 on the ACT, higher than the state composite of 21.7. Mizzou’s performance in the areas of research, scholarship and teaching have been recognized by the Association of American Universities, which has invited MU to join its exclusive membership of only 60 public and private American universities. This distinction helps Mizzou with its fundraising and recruitment efforts. In fact, in fiscal year 2016, the university set a new fundraising record, raising nearly $171 million in donations, a 15 percent increase over last year’s total. More than 40 percent of the record 8,668 degrees awarded last year were in STEM fields — science, technology, engineering and math (degrees in health fields are included in that number). Ever since the hospital opened in 1921, physicians and staff at Boone Hospital have worked together to improve the health of our region. Boone Hospital has always been a community hospital. It was the community in Boone County that voted, in 1919, to first create the hospital, approving a plan to spend $100,000 to construct what was originally called Boone County Hospital. Physician Dr. Frank Nifong was one of the biggest proponents. He would later become the hospital’s chief of staff.
Following success at the polls, five residents were appointed as the first Boone Hospital board of trustees. Among their first tasks was selecting a site for the hospital; they settled on purchasing four acres along East Broadway which would become the Boone Hospital campus. It is the site where the greatly expanded hospital still sits today. On Dec. 10, 1921, the community turned out in great numbers to witness the hospital’s grand opening ceremony. History has it that buggies and cars were parked on both sides of the streets for blocks around. Residents squeezed inside the doorway, crowded through the main corridor and up the stairway to help celebrate their new hospital. Just days later, the first patients arrived. Then on Christmas Eve, the first Boone Baby was born.

‰ Harry S. Truman Memorial Veterans’ Hospital Provides Health Care to Veterans The Harry S. Truman Memorial Veterans’ Hospital (Truman VA) is a general medical and surgical tertiary care teaching facility that is one of seven medical centers in the VA Heartland Network (VISN 15). In addition to outpatient clinics located at the facility, Truman VA currently operates eight community based outpatient clinics (CBOCs) located in Missouri at: •Fort Leonard Wood (Waynesville) •Jefferson City
•Mexico •Sedalia •Saint James Truman VA provides a full continuum of care in both inpatient and outpatient settings and is committed to excellent patient care, education and research. The facility offers comprehensive care including primary care, medical and surgical specialties, behavioral health, rehabilitation medicine and longterm care. Truman VA is a VA referral center for heart care services, including open heart surgery
and Trans-catheter Aortic Valve Replacement (TAVR) procedures. The Columbia facility is one of six VA medical centers nationally providing TAVR procedures. The facility serves the health care needs of veterans in 43 Missouri counties and one county in Illinois, with a veteran population of approximately 93,000. With the exception of Boone County, the area is considered rural. The facility operates 110 beds (medical, surgical, acute psychiatry, long-term care and transitional residence). Treatment Unit will open in 2016, adding more inpatient beds. In 2015, Truman VA provided care for 38,000 veterans and exceeded 450,000 outpatient visits. Staff members work with and support referring facilities and practitioners while taking care of the patient care demands from local area veterans. In 2015, the facility performed nearly 200 open-heart procedures. A major construction project to replace/ renovate the facilityâ&#x20AC;&#x2122;s operating room suite was approved in 2007, with the construction award made in June 2009. This project added approximately 25,000 square feet of new space and renovated 14,000 square feet of existing space for a new operatory suite with appropriate utilities and support space. The first phase was completed in May 2012, when the first surgical cases in the new operating room suites were performed. The entire project was completed in November 2013. This completion date was delayed because an additional fully equipped, hybrid operating suite dedicated for endovascular procedures was approved in 2011. Several additional key construction projects are underway or will continue in 2016. They include a replacement intensive care unit by adding an additional floor to the ambulatory care building that will allow for expansion of oncology, the dental clinic, a patient education center and a parking garage. The University of Missouri (MU) School of Medicine affiliation provides opportunities for MU medical students to rotate through the facility with the Truman VA paying for 88 resident physicians. Through educational agreements with several nursing schools and allied health training programs, approximately 900 students are trained at Truman VA every year.

There are several core areas of work done by research investigators at Truman VA, ranging from cardiovascular medicine to radiopharmaceutical sciences. VA researchers work in conjunction with numerous MU medical school departments as well as the School of Veterinary Medicine and the Research Nuclear Reactor. In recognition of the robust research program, the facility hosted the 2016 national VA Research Week symposium in May 2016.
