ABOUT THE CRDC Our region is one of the largest per capita manufacturing centers in the United States. Centrally located in the Midwest along the Mississippi River, dozens of manufacturing companies have chosen this area for access to three Class-1 Railroads (UP, CP and BNSF), several interstate trucking routes and local barge operations. Clinton County is home to Archer Daniels Midland (ADM), LyondellBasell, Nestle Purina Pet Care, Custom-Pak, West Rock, Guardian Glass and many others. s Mayor of Clinton, it is my pleasure to be the first to welcome you to our great city. Clinton is a beautiful river town located in eastern Iowa directly along the Mississippi River, which has grown from a prosperous logging town into a prime location for industry and commercial development. We are currently home to many businesses to include national and local retailers, factories and restaurants. Our historic riverfront is home to several amenities that allow our citizens and guests to have an experience like no other. In 2005, Clinton was labeled as an Iowa Great Place and we continue to hold that designation as we grow and improve our city in all aspects. Our dynamic community is well positioned for the future while continuing to provide quality living in the present. We encourage visitors to take advantage of the vast array of attractions we have to offer. Whether you come by car on the historic Lincoln Highway that passes directly through Clinton or by boat from the Mississippi River there is something for everyone in Clinton! Our community is unique as we have two historic districts in which to shop, eat, relax or get active. The Lyons District provides fine dining, shopping and river access with an old-time feel and a family

environment. It is home to several businesses that are staples in our community along with the Sawmill Museum and Children’s Discovery Center where there is fun and learning for all ages. Our downtown district is home to our historic Mississippi riverfront amenities to include parks, dining, shopping, camping and our beautiful marina. We recently finished construction on top-of-the-line pickle ball and sand volleyball courts along with a fitness court, which is the first of its kind in Iowa. Clinton is home to one of Iowa’s largest city owned and operated public parks. Eagle Point Park is a destination for all with its epic Mississippi River view and a fully renovated lodge that can be used for all types of events. Driving through the streets of Clinton you can quickly see why we are a place where people want to live, work and play!

niquely situated on the Mississippi River in east central Iowa, the city of Camanche is a bedroom community that provides safe, affordable housing. We have carved out our niche as a part of the greater Clinton region. To avoid loss or stagnation, or to experience growth, all regions must provide safe housing in a multitude of price ranges. Camanche does just that. And it’s a great place to raise a family. As a bedroom community, we provide housing for many folks who work in the city of Clinton and other cities within the region. In recent years we’ve added several housing subdivisions as well as a 50-room retirement/ assisted living/memory care facility. Having great developers who want to re-invest in their community is great for our city and a benefit to the region. Growth is vital, so long as it is funded and managed properly. Just as landing a large industry at the region’s state-certified industrial site is economic development, residential growth is also economic development and is a necessary part of a region’s ability to grow. Our residential growth generates new revenues which allow us to maintain or improve our vital services and amenities and helps to grow the local workforce. But the one thing we must keep in mind is that we cannot grow by

ourselves, regardless of the sector. We all rely on one another. We share some government services through the county, we eat at the same restaurants, we shop at the same retail spaces, and we work side by side with folks from all over the region. Economic development must be undertaken at a regional level! We all need to come together to make our region the most attractive. As an investor with the Clinton Regional Development Corporation and a partner with the Clinton Area Chamber of Commerce, the city of Camanche is working toward helping the entire region experience growth through development. Given Camanche’s current growth and the recent interest and activity in the Lincolnway Industrial Air and Rail Park, we look forward to a very exciting future for the region!

n behalf of the City of Fulton, I am happy to welcome you as a visitor to our community. You will find our city filled with sincere, friendly people and progressive merchants who will assist you with your needs. The city of Fulton is situated along the mighty Mississippi River and we take advantage of our location. Along the east side of our town is the Great River Bicycle Trail – a 62.5-mile-long trail in all – connecting Savanna to the north and Moline to the south. There are many opportunities along the trail to take in the beauty of the Mississippi River right on your bike and enjoy the hospitality of Fulton. Take a short detour from the main Great River Trail just north of Fulton, and watch barges lock through Lock & Dam 13. The majestic American Bald Eagles make this area a featured nesting spot in the fall and winter. Within Fulton there is the Fulton Marina, which is a municipally owned, year-round, full-service marina. Two public ramps are available for year-round use. Picnic tables are located in the grassy area for those interested in a picnic lunch. History, heritage and the great outdoors are guaranteed to keep you and your family entertained with three of our main attractions. First is the majestic de Immigrant Windmill which was manufactured and pre-assembled in the Netherlands. This fully operational windmill, which stands nearly 100 feet tall, produces flour used by a local bakery/ restaurant. Second, Heritage Canyon is a 12-acre wooded structure and nature walk dotted with dozens of buildings that take the visitor back to the 1800s. Finally, the Andresen Nature Center offers displays that will amaze all ages. While in Fulton there are several fullservice restaurants, a deli and bakery. Local accommodations include a full-service hotel and nearby camping sites. elcome to the Greater Clinton Region! I am a newcomer to the region myself and thoroughly enjoy exploring all that our community has to offer. From an economic development perspective, I am proud to work with the Clinton Area Chamber of Commerce and many other partners to create and maintain a vibrant business environment that supports both existing and prospective businesses. The Clinton Regional Development Corporation (CRDC) has been contributing to the growth of the local economy since 1953. Dozens of industrial companies already call the Greater Clinton Region home due to our Midwest location, the services of three Class I railroads and barge operations along the Mississippi River. The CRDC listens to the needs of these businesses and acts on their behalf to seek assistance, obtain resources and communicate successes. The CRDC is also the lead agency for business attraction, with a particular

focus on attracting new businesses into our three business parks. All of these efforts require close cooperation and communication with our partners, including the municipalities, the utilities, the community college, Clinton County and state offices. Chamber Connection Taking action, advocating for the community

ur mission at the Clinton Area Chamber of Commerce is to take a leading role in sustaining, improving and speaking for the Clinton area economic community. The region we serve encompasses three distinct communities in two states, requiring flexibility and creativity in our planning and execution of programs and events. It also provides great opportunities for the Chamber to partner with city and county leaders, our local economic development organization and community leaders from both Iowa and Illinois as we work together to promote our region as THE place to live, work, play and stay! Focused primarily on quality-of-life issues that bring families to the region, the Chamber is composed of three main divisions to meet the needs of our 500 member-investors.  The Membership Services division is led by the Member Engagement Coordinator, who is responsible for member retention and growth. Together, we are much stronger, and we continuously work to strengthen the voice of businesses in our region. The Chamber Ambassadors are the face of the Chamber throughout the community and help increase visibility and awareness of the Chamber and its mission. They are greeters, ribboncutters and assistants to helping new members find their way around Chamber membership. The Events Committee works throughout the year to plan networking

activities. Everybody’s Irish on St. Patrick’s Day, and our annual ShamRock brings out the “Wearin’ o’ the Green” in all of us. The FatherDaughter Dance gives girls ages 5-10 the chance to dress up and go on a date with their dads. It’s hard to know who has more fun, but with more than 500 attendees, it’s apparent that those little girls and their dads have a pretty special bond! The Chamber’s Annual Meeting and Awards event gives us the opportunity to recap our year and recognize the outstanding leaders in our community. Whether you’re a scratch golfer or a duffer, Golf PlayDay is always a fun event. The Fall Steak Fry takes on different shapes from year to year. It might be a tailgate party to cheer on a favorite college team, or it could be a hot air balloon festival and a great steak dinner. The Community Expo brings businesses and the community together to learn what’s made in the River Cities. Chamber members host monthly Biz After 5 get-togethers that allow our members to get to know each other socially and to network in a casual environment. Leadership Institute is in its 38th year at the Clinton Area Chamber of Commerce. Co-sponsored by the local community college, 25 emerging leaders in our communities participate in 11 sessions, learning about strengths, innovation and creativity, the history of the area, the organizations working on economic and community development, local government, generational differences 

The Membership Investment Committee engages the current board of directors to be actively involved in peer-to-peer recruitment and support. Hearing the story of the Chamber from a committed member is the best advertising! The Camanche Committee hosts four days of bingo at the annual Camanche Days festival. Proceeds from the bingo tent fund scholarships for students at Camanche High School, and also support events at Christmastime, including Santa’s visits during the month of December. Along with all these activities, the Membership division hosts Lunch & Learns and speaker events to keep our Chamber members and the community informed.  Crucial to the success of our communities at the local, state and federal level is the Governmental Affairs Division. The Government committee, the Clinton Business Park Corporation, the Highway 30 Coalition and the Clinton Progress Coalition are all elements of the Governmental Affairs division that work on the legislative issues that affect our communities. Regular legislative coffees during session and annual trips to the state capitals to talk to our legislators about topics of importance keeps them informed of our needs and aware that we are working on behalf our communities to make things happen! The Clinton Business Park Corporation works to improve and market our back-office, light industrial park that currently is home to several professional and clerical firms.  Although winter weather creates a shorter travel season for visitors to Iowa and Illinois, tourism is still an important industry for us. The Clinton Convention & Visitors Bureau works tirelessly to promote the attractions and events that are offered in our region. The bike rental program allows visitors who come by car, boat, or on foot to explore the nooks and crannies of our area while enjoying the beauty of the Mississippi River. Rent a bike and travel our Discovery Trail. Take in a minor league baseball game at our historic stadium. Bike to the Bickelhaupt Arboretum and enjoy the beauty of nature. Free summertime concerts abound throughout our parks and shopping districts. There’s Finally Friday at the Riverfront the first Friday of June, July and August. Music on the Avenue occurs in the downtown shopping district every Thursday in June and July, while the Lyons neighborhood offers free concerts at several of the farmers market events.

January brings the Eagle Watch along the river and February comes running in with the Brr-r-r-y Scurry. Later in the year is the Clinton Half-Marathon. Pride in their Dutch heritage is apparent across the river in Fulton, Illinois. In May, the annual Dutch Days festival celebrates the arrival of spring with beautiful arrays of tulips and other flowers, visits to Heritage Canyon and other activities. Of course, the authentic Dutch windmill along the river lures visitors over to see the mill in action and to visit the Windmill Cultural Center to learn more about this unique community. The 4-day Camanche Days celebration during the summer offers fun for everyone. Keeping it all together is our board of directors. The fiveperson executive board and the Budget and Finance committee are part of the larger 16-member board of directors. Strategic planning by the board helps the staff work toward the goals that have been set. Their importance to the success of the Chamber cannot be overstated!

pon arrival in the Greater Clinton Region, the feeling of optimism and potential are palpable. Economic and community development are priorities for the wide range of stakeholders who collaborate to get things done. Here, every company and prospect is treated like a VIP with direct and immediate access to decision-makers. “Our No. 1 priority is to accommodate our businesses’ needs regardless of their size,” said Erin M. Cole, president and CEO of the Clinton Regional Development Corporation. “In the Greater Clinton Region, each company is valued and appreciated. We go out of our way to leverage all local, state and federal resources for the benefit of our employers.” As a result, existing businesses are actively investing in the region, including Archer Daniels Midland, LyondellBasell, Nestle Purina PetCare, Thomson Correctional Center, J.T. Cullen and Hero BX. The Greater Clinton Region is a bi-state territory that straddles the Mississippi River. It offers economic opportunities in Camanche, Clinton and Low Moor on the Clinton County, Iowa side and in Fulton, Albany and Thomson on the Whiteside County, Illinois side. Its prime Midwest location along U.S. Route 30 is in close proximity to I-80 and I-88, with Chicago, Des Moines and Madison, Wisconsin less than three hours away. The region is served by three Class I railroads (UP, CP and BNSF), plus wet and dry barge transportation is available on the Mississippi River. The Greater Clinton Region’s top-notch location has attracted a wide range of industries already, from chemicals processing to value-added agriculture and from consumer products to pet food.

Within the Greater Clinton Region, three business parks are available for development, all of which are located within tax increment financing districts. The Lincolnway Industrial Rail and Air Park (Rail Park) is a State of Iowa Certified Site for heavy industry and currently houses several innovative biofuel and manufacturing facilities. The Lyons Business and Technology Park (Tech Park) is a fast-growing site for light industrial and back office operations. And, on the Illinois side, the Fulton Industrial Center is a prime location for both heavy and light industrial operations, which also offers Illinois’ Enterprise Zone status. Two new businesses are breaking ground currently, one in the Lyons Tech Park and the other in the Rail Park. “We are proactively attracting new businesses involved in advanced manufacturing, biotechnology, logistics/warehousing, food and beverage production (including distilled spirits) and service companies,” Cole said. Abundant available land outside of the 500-year floodplain, generous incentives and the addition of two federal “Opportunity Zones” in downtown Clinton, Iowa, are making it easier to entice new investment into the region. In order to retain and attract new businesses, a community must have an adequate, reliable workforce. This is made increasingly possible by Iowa’s state-wide “Home Base Iowa” program, which offers generous housing incentives to U.S. military veterans who move to Iowa. Furthermore, if a veteran moves into Clinton County, the county offers additional tax and housing incentives, which has resulted in a 500% increase in military veterans moving here over the last three years. In 2019, Clinton County also launched a new residency-based student loan payback program that can be used as a free recruitment tool by any local employer; the cities of Camanche, Clinton and DeWitt also offer financial assistance to those who are paying off their student loans. Eligible applicants can receive assistance for up to five years. Because the Greater Clinton Region is located just across the Mississippi River from Illinois, local employers are able to draw from a larger pool of potential employees. The states of Iowa and Illinois have agreements in place that make it easy and convenient for someone to work in one state and live in the other. Manufacturing LEADING THE WAY Clinton maintains its stronghold in manufacturing global products

he manufacturing industry is one of the largest industries in Iowa, employing over 200,000 people and producing roughly $35 billion in total output in 2018. Manufacturing companies have long been a fixture in Clinton, with several large-scale manufacturers conducting business in the area for decades. Collis LLC, a division of SSW Holding Company, LLC was first established in 1905 in Dubuque, Iowa, with the Clinton location opening soon after. SSW has mostly used steel and glass to engineer components necessary for the food preservation, cooking and home comfort industries for over 70 years. Today, customers include many household names including GE, Whirlpool and Sub-Zero. The company uses wire, sheet metal, wood, glass, plastics and adhesives to make products used in residential refrigeration such as bottom-mount freezer baskets, refrigerator and freezer shelving, can racks and bottle racks. They also make cooking

products such as nickel-plated oven racks, warming racks and stovetop grates as well as products used in commercial refrigeration, home and office organization, HVAC products and precast counterweights. “If you have a fridge, freezer or washing machine in your house, we most likely have a part in producing that product,” said Cari Fenzel, general manager of Collis LLC. Collis operates two facilities in Clinton. One plant focuses on wire, fabrication and finishing products while the other plant is used to make products with glass. The facilities are open 24 hours a day, five days a week. The company employs over 250 people, 90 percent of whom live in the immediate area. Several employees have worked at Collis for more than 40 years. Collis is the longest-term member of the Clinton Chamber of Commerce and will celebrate 120 years of membership in May 2020. In 2018, the company received the Industry of the Year Award from 

history and its position as an economic engine for the community. “We make products you use and touch every single day. As a global corporation, we’re really proud to do business in Iowa,” said LyondellBasell Clinton Complex site manager, Yarelis Hernandez. The Clinton Complex of LyondellBasell is one of the largest chemical plants in Iowa. The plant manufactures ethylene, the world’s most widely used petrochemical, from natural gas liquids. Ethylene is then converted into polyethylene plastic resins, which are the building blocks of products such leak-proof and shatter-proof containers for industrial and household chemicals, children’s toys that are safe and durable and food packaging that prevent spoilage and contamination. Approximately 400 employees and contractors work at the Clinton Complex on a daily basis, but the number jumps when updates to the plant are underway. During the most recent update, 1,750 maintenance projects were scheduled. That workload brought around 1,600 more contractors to the area to work, stay, dine and shop, which contributed even more to the city’s economy. Like many large companies in Clinton, LyondellBasell recognizes the importance of giving back to the community where they do business. LyondellBasell gives grants to environmentally responsible nonprofits as well as to first responders so they can purchase training equipment. Through their Junior Achievement program, they’re able to bring STEM to local classrooms. Nationally, LyondellBasell’s CEO Bob Patel recently joined The Alliance to End Plastic Waste, as the company is committed to recycling plastic in a responsible and sustainable way. Whether focusing on local or global initiatives, Hernandez said LyondellBasell is very proud of the Clinton Complex.

Fenzel said the company is always looking for ways to innovate and keep themselves relevant to their customers. They’re ahead of the curve in anticipating customers’ future needs and Collis expands and changes to meet those demands. In addition to an eye for innovation and employee longevity, Clinton’s location makes transporting Collis’ products to customers quick and easy. “From a geographical standpoint, it’s a perfect place for us to do business and we’re hopeful for many more years in the community,” Fenzel said. The Clinton Complex of LyondellBasell, one of the world’s largest plastics, chemicals and refining companies, also has deep roots in Clinton. In 2018, the company celebrated its 50th anniversary, at which time the Clinton Chamber of Commerce recognized the plant’s rich

What started as one small plant in Clinton has grown into a company with six manufacturing plants operating over 200 state-of-the-art blow molding production lines in North America. The company remains locally owned with several owner-employees involved in management and operation of the company. Custom-Pak manufactures blow molded products for leading companies in multiple markets. They produce hundreds of different products for a client roster of roughly 800 different companies. Their products are used in the hardware, appliance, lawn and garden, seating, electronics, housewares, toys, construction, sports, recreation, medical and automotive industries. together to get a shipment delivered on time and cargo often changes hands by way of land, rail and water. In Clinton, companies that provide transportation via all the above coexist side-by-side and thrive on working together to deliver product to satisfied customers. American River Transportation Company (ARTCO), a wholly owned subsidiary of Archer Daniels Midland (ADM), covers the water routes in and near Clinton. ARTCO helps move companies’ products along the rivers in the area and provides third party towing services on the Upper Mississippi, Lower Mississippi and Ohio and Illinois Rivers. ARTCO uses line-haul vessels, covered hopper barges and tank barges to move product, as well as offering harbor and fleeting services and a full-service shipyard for vessels. ARTCO has two docks at the Clinton Terminal and two docks at the Camanche Terminal. Bulk materials and cargo move through Camanche, while agricultural products are moved through Clinton’s ports. The ports are international and help move product from Southeast Asia, Europe and the Middle East. Products are often transferred from barge to rail, which links these two transportation methods together. “Barge and rail are not competitors. You need both,” Miller said. “The upper portion of the Mississippi is closed December to March and sometimes even late May. How do they move product if it can’t be done by barge? You have to use rail.” Clinton’s railways are unique, as three different rail lines intersect in Clinton. The BNSF transports product to the Southeastern U.S., Canadian Pacific transports products north throughout Canada and the Union Pacific Railroad helps shuttle product between Clinton and the Western U.S. The Clinton and Camanche Terminals are served by these railroads and are equipped for bulk material handling. Facilities at these terminals include a dry bulk barge dock and ground and covered storage.

Trucking also makes up a large part of Clinton’s transportation industry. ADM provides trucking services to companies moving product through Clinton and Camanche as well as warehousing needs via four Clinton and five Camanche warehouses. Clausen Companies also provides trucking and warehousing services in Clinton. Harold Clausen established Clausen Companies in 1957. With only $300 in capital and three employees, Harold established a solid foundation from which the company has continued to grow and thrive. Now, more than 60 years later, Clausen Supply, Trucking and Warehousing boasts three successful divisions – trucking, warehousing and staffing. The company remains family owned. Peter Clausen, Harold’s son, now directs and owns Clausen companies. Clausen Companies originally served the HVAC industry and still does so today under the direction of Peter’s brother, Jon. Close proximity to I-80 allows for companies like Clausen and ADM to move product efficiently via trucks. Clausen is able to deliver loads overnight within a 600-mile radius, which encompasses a geographic service area over 75 million people. Clausen provides transportation services to local and national firms. Their vacuum pneumatic trailers and dry van freight allow for the transport of dry bulk products in a timely and cost-effective manner.

In addition to trucking, Clausen provides warehousing services to domestic and international Fortune 500 companies. Their warehouses are fully protected with sprinkler and fire-systems with 24/7 monitoring. Warehouses include non-food-grade storage, food-grade storage and sub-zero freezer space. Clausen Warehousing also provides subassembly, pick and pack, repackaging, labeling, pallet exchange or cross docking services for its clients. Finally, Clausen’s staffing division offers local industrial employers semi-skilled and skilled labor under long-term contract. Those placed by Clausen’s staffing divisions work in the areas of warehouse operations, project management and inventory control, among other areas. It’s another example of how well the enterprises in Clinton work together for the betterment of the community. “There is a perfect storm of cooperation in Clinton,” Miller said. “Sometimes rivalries can be too great, but not here. The industries and companies are willing to work together for the common goal of getting cargo to the customer on time.” The transportation sector provides many jobs in Clinton. ADM Clinton employs hundreds between the wet mill – which produces a

wide range of products including animal feed and corn sweeteners and starches – multiple terminals, trucking services and more. Clausen has more than 120 employees. The majority of those working in transportation live in Clinton. Both Miller and Clausen said that the outstanding workforce in Clinton is a major factor in the companies’ success in the area. Clausen prides itself on employees who maintain the strong work ethic and values on which the company was founded. “Clinton is an industrious community and the people here have a strong work ethic and can-do attitude, two attributes we value in our employees,” said Clausen Companies owner Peter Clausen. The impact large companies have on the community is not lost on Clausen. Clausen Companies seeks to give back to the community that has given so much to them. Returning trucks bring donated items back to Clinton, which homeless shelters in the area then collect and distribute to those in need. Miller recently moved to Iowa and said the transportation industry could be poised to grow even more in the coming years. “The area is business friendly and there is a lot of underdeveloped potential here,” Miller said.

Regency does not provide onsite medical services, but residents can receive in-home care from outside companies. Once residents are moved in to one of the 28 comfortable ranch-style residences, Regency handles everything from repairing appliances to removing snow, managing the grounds and maintaining units while owners are away. “Our residents can do as much or as little as they want. Some choose to change their own light bulbs and take out their own trash, but we provide completely maintenance-free living if that’s what they prefer,” said April McFall, director of Regency Retirement Residence. The Alverno is a skilled nursing and long-term living complex that accommodates up to 125 residents who need minimal to complete assistance with activities of daily living. The community is divided into

neighborhoods and includes a memory care community managed by specially trained staff equipped to help those living with all stages of memory loss in a safe, secure environment. Prairie Hills at Clinton is an assisted living and memory care community situated at the edge of town that serves seniors needing minimal to more care and offers short-term stays to those recovering from illness or a medical procedure. The apartment-style community employs certified nursing assistants and two on-call registered nurses. “Moving to a community like this isn’t about giving up independence. It’s really more about socialization and having services available should you need them,” said Jim Wiebenga, community relations coordinator at Prairie Hills at Clinton.

Education TOP OF THE CLASS Clinton meets education needs from pre-K to college

rom pre-K to college, Clinton area schools provide top quality education with a focus on developing the whole child to help them succeed. No matter your child’s needs, Clinton’s schools are ready to serve your family.

 PRINCE OF PEACE CATHOLIC SCHOOL Prince of Peace Catholic School provides Clinton and its surrounding areas with a faith-based curriculum for pre-K through 12th grades. The school educates students from five school districts in Iowa and Illinois. At one time, Clinton boasted five Catholic elementary schools and three Catholic high schools. After many school consolidations, Clinton now has one Catholic school, Prince of Peace, which carries on a 150-year tradition of Catholic education in the area. Although the school has Catholic roots, students of all denominations are welcome. Prince of Peace strives to accommodate as many families as possible. Financial aid may be available to families for which tuition payments may be a struggle. The school is accredited by the Iowa Department of Education and employs all certified teachers. Prince of Peace offers small classroom sizes; the average number of students is 16. Many of the students will stay with the same classmates from elementary school through high school. The families become quite close and support each other as their children grow. “Our small class sizes make for a family-oriented atmosphere and provide our families with a sense of belonging,” said Karen Witt, development director for Prince of Peace Catholic School. The school offers many of the same extracurricular activities that other schools in the area do. For larger sports teams, such as football, Prince of Peace partners with area public schools to give students that athletic experience. Faith and service are built into all areas of the school. Each day begins and ends with a prayer, and high school students are required to perform service hours as part of their graduation requirements. Middle school and high school students participate in several service days throughout the year, where they spend a weekday in the community helping organizations in need. Academics are a top priority as well. Prince of Peace students consistently score above state and national averages on standardized tests. The school

helps prepare students for college by offering several AP classes to high school students. Prince of Peace maintains a 100 percent graduation rate.

 CLINTON SCHOOL DISTRICT As a “Capturing Kids’ Hearts” district, the Clinton Community School District focuses on educating the whole child, enhancing students’ relationships with teachers and removing social and emotional barriers that prevent kids from excelling academically and socially from preschool through high school. It is the only district in the area to offer a comprehensive special education program as well. The district works with several community partners to provide free preschool to all 4-year-olds. Children then move on to one of four elementary schools – Bluff Elementary School, Eagle Heights Elementary School, Jefferson Elementary School or Whittier Elementary School, where they are met with a familial atmosphere and teachers who encourage students to achieve at high levels. Children then attend Clinton Middle School and then Clinton High School. Students have many opportunities to participate in extracurricular activities, including the grade 4-12 orchestra program. Each year builds on the next, ultimately preparing children to excel in high school and beyond. “Clinton High School wants to teach students to embody the qualities of tradition, loyalty and a fighting spirit,” said Gary Delacy, superintendent of the Clinton Community School District. In addition to offering AP classes in all the core areas, Clinton High School boasts thriving vocational programs that allow students to get real life work experiences while still hitting the books. Programs include a welding program, business administration and accounting classes and an automotive program. Two of the most popular offerings are the building trades and culinary programs. Students in the building trades program build a house from the ground up and sell it, with proceeds reinvested into the program for the following year. Students in the culinary program have access to a multimilliondollar kitchen and restaurant model and learn every aspect of the business, from preparing dishes to serving to meeting industry standard equipment sanitation requirements to providing catering services for large school functions. Delacy said they soon hope to renovate the existing 100-year-old high school to enhance the vocational departments, academic buildings, gym and wellness center. The school also hopes to continue partnering with 

Pangaea International Academy to bring students from overseas, primarily China, to attend Clinton High School. “Our district really tries to live out our mission of making a difference every day and helping put every child in a position to be successful, whether that be through our cultural initiatives, vocational programs, academic courses or extracurricular activities,” Delacy said. There are also schools K-12 in Camanche and Fulton, as well as Unity Christian School, currently in Fulton but planning to move to Clinton.

 CLINTON COMMUNITY COLLEGE Clinton Community College began offering classes in 1946 to returning World War II veterans. Today, the campus serves roughly 2,900 students each year through their on-campus courses, online classes, concurrent enrollment classes for high school students and Adult Education Services. “We offer students an incredible start to their college degree,” said Clinton Community College President Karen Vickers, who retired in December 2019. “We have amazing faculty that are here because they want to teach and are invested in the students’ success.” As a commuter college, the campus serves students within a 50-mile radius and provides rigorous academics close to home. Students can complete the first two years of a bachelor’s degree at Clinton Community College, but the school also offers many degree and/or certificate programs that prepare students to go directly into the workforce upon graduation. Nursing, engineering technology, graphic arts and medical assisting – a new offering in 2020 – are some of the most popular degree/certificate programs. Popular non-credit courses include skill enhancement classes such as those aimed at improving computer skills. Clinton Community College is part of Eastern Iowa Community Colleges. Together, the district serves over 12,700 students in Associate in Arts/College transfer programs and offers 30 career technology options. Clinton Community College offers many technical courses at the Technology Center – a state-of-the-art training facility 1 mile from the main campus – to meet the needs of some of Clinton’s biggest industries such as manufacturing, transportation and warehousing. Like Clinton High School, the campus meets students where they are. For some, it’s preparing them for a four-year university while others may choose a different path. “We give our students the opportunity to engage in a college experience, see what works for them and save some money in the process,” said Michelle Allmendinger, dean of student development at Clinton Community College.
