A new research summary published by the RTPI shows new housing developments are delivering just half of their mandated ecological features, raising urgent concerns about biodiversity and the need for more effective monitoring and planning enforcement.
The findings, from a study led by the University of Sheffield’s School of Planning and commissioned by the wildlife charity Wild Justice, examined 42 developments granted planning permission after 2012.
The research spanned nearly 6,000 homes and over 291 hectares of land across five Local Planning Authorities.
The results show that just half of the nature enhancements required through planning conditions were delivered, dropping to 34% when excluding newly planted trees.
In a policy briefing, the RTPI warns that the new BNG policy, while a promising tool for nature recovery, is at risk of being undermined without stronger guidance, monitoring, and investment. The RTPI has called on the Government to require developers to proactively report on BNG implementation and maintenance and establish national monitoring to track BNG progress and effectiveness.
Dr Victoria Hills, Chief Executive of the RTPI, said: “We are currently in the midst of a global nature emergency. Urgent action is needed to ensure the planning system protects biodiversity, with proper resources for post-consent enforcement.”
Malcolm Tait, Principal Investigator and Professor of Planning at the University of Sheffield, said: "Our research shows that housebuilders are not delivering the ecological enhancements that are required as part of planning consents. What we have revealed is a huge, systemic issue and an urgent need for the planning enforcement system to be given the resources it needs to protect wildlife from harm.”
Kiera Chapman, Co-Investigator and Postdoctoral Researcher in Attention, Flourishing, and the Humanities at Oxford University said: “Developers are taking advantage, and the consequences for people and ecology are devastating. With new ecological policies in the offing, we urgently need to refocus our attention, and fund the parts of the planning system that can rectify this situation."

Industry reacts as Deputy PM urges housebuilders ‘get on and build'
Thousands of new homes promised to communities will be delivered faster, thanks to major changes to make sure developers deliver on their commitments and do not leave sites half-finished for years.
For the first time, under new government proposals, housebuilders will have to commit to delivery timeframes before they get planning permission, making sure they play their part to accelerate housebuilding and tackle the housing crisis head on to deliver security for working people.
Under new rules, housebuilders will also have to submit annual reports showing their progress to councils to keep them on track. Those deliberately sitting on vital land, without building the homes promised, could see their sites acquired by councils where there is a case in the public interest and stripped of future planning permissions, showing the government’s Plan for Change means business to deliver 1.5 million new homes. Deputy Prime Minister and Housing Secretary, Angela Rayner said: “In the name of delivering security for working people, we are backing
the builders not the blockers. Now it’s time for developers to roll up their sleeves and play their part.”
But Richard Beresford, Chief Executive of the National Federation of Builders (NFB), said that housebuilders want to build homes and not sit on land they can delivery.
“Landowners, land promoters and developer investors might sell permissions, but this is because they are not the ones building the site out and making the finances work. It would help if the Government provided data qualifying their concerns,” he added.
“For developers to offer delivery timelines would require a rules-based planning system based on certainty, which is the opposite of the UK system. It also needs major utility, environmental and legal agreement reforms, to name a few barriers. If there are not a considerably high number of penalty exemptions, fewer homes will be built because builders will avoid the risk that planning politics overrules reality.

Having purchased land and navigated the costly and bureaucratic planning process, there is no reason not to build and sell homes.
“If we are to tackle the housing crisis, Ministers need to focus on the actual reasons as to why home building levels are flatlining, which have largely been ignored - the lack of government support for firsttime buyers that is suppressing demand, and the dearth of housing associations in the market for affordable homes. Whilst the planning changes announced last year and the government’s ambition are very welcome, much more is needed if we are to get anywhere near the challenging target it has set.”

The Building Safety Alliance, a cross-sector collaboration of leading industry figures and various associations and bodies, have published detailed guidance around the golden thread concept.
The Building Safety Act 2022 requires accountable persons to demonstrate the effective assessment and management of building safety risks through the collation and maintenance of information.
The Building Safety Alliance guidance has been published in three parts,including a master list of documents and other information sources currently used by industry, which can be used to identify the key data which needs to be specified for the golden thread information requirements.

A bold new £500 million vision to strengthen a major Scottish location for innovation, High Value Manufacturing, business space and green growth in Glasgow has been unveiled with plans for business space, hotels and hundreds of homes delivering a coherent and cohesive proposition to ‘connect, collaborate, and create’.
Clyde Gateway unveiled their plans at the UK Real Estate Investment & Infrastructure Forum (UKREiiF) in Leeds.
The urban regeneration company say that the new ‘Clyde Gateway Innovation’ initiative will transform over 100 hectares - equivalent to the size of over 130 football pitches - of prime development land in Glasgow’s east end and South Lanarkshire into a dynamic, mixed-use ecosystem designed to create high-value jobs, deliver sustainable business growth and sustain increased inward investment.
The masterplan, supported by Glasgow City Council, South Lanarkshire Council,
voluntary effort by an expert panel. While this edition of the guidance is aiming to support technical people familiar with the legislation and its golden thread requirements, the publication signals a soft launch. Stakeholders are invited to join the collaboration to adapt this standardised approach to the wider range users and personas in the built environment that need to meet golden thread duties.

The Government has announced radical skills reforms giving young people opportunity to develop skills in priority areas for the country.
They are set to benefit from 120,000 new training spaces - more skilled brickies and carpenters will soon be trained up as we continue the drive to get Britain working, with landmark reforms that refocus the skills landscape towards young, domestic talent.
The measures, backed by a £3 billion apprenticeship budget, will open up opportunities for young people to succeed in careers the country vitally needs to prosper. More routes into skilled work means more people building affordable homes and more digital experts to push our economy forward. This includes an additional 30,000 apprenticeship starts across this Parliament. This investment is a critical
step in delivering the government’s Plan for Change mission to create a decade of national renewal.

University is breaking new ground in support of the house building sector as it works with industry on a new programme for upskilling future Quantity Surveyors with sector specific skills. Through its successful delivery of a wide a range of construction courses, the University’s Professional Apprenticeships department has identified a need in the sector for a Quwantity Surveying provision that focusses on housebuilding.
The team is now working with two of the UK’s largest housing developers Persimmon Homes and Bellway Homes to develop a groundbreaking housebuildingspecific degree apprenticeship in Quantity Surveying. The innovative Level 6 apprenticeship is specifically aimed at supporting industry and upskilling its workforce to meet Government’s ambitious target of building 1.5 million new homes by 2029.

Created for a well-travelled couple who divide their time between the UK and South Africa, the apartment merges their Italian background, love of Art Deco glamour, and appreciation for industrial character. The process was deeply iterative, but also deeply human.”
The design centres on social connection and sensory richness. The open-plan living area is carefully zoned for pre-
dinner drinks, shared meals, and lounging with views across the Thames — all tested repeatedly in real-time by the clients using tape, stand-in furniture, and natural light observations. Ultimately, the final layout returned to the practice’s original proposal, with minor but meaningful tweaks to fit the clients “like a glove.”
Throughout, lighting plays a key role. In the master bedroom, a modest lamp and upholstered headboard reinterpret Art Deco textures with modern elegance. In the guest suite, diffuse pendants and warm linear lighting echo the moody glow of boutique hotels, one of the clients' primary sources of inspiration. Decorative lighting, bespoke
joinery, and soft materials were refined over months to get every detail just right.
Rather than follow convention, the clients delighted in the unexpected: playful vintage objects, bold material juxtapositions, and a mix of industrial and glamorous cues. The result is a home that feels neither showy nor sterile — but lived-in, layered, and unmistakably theirs.
“This home wasn’t designed to impress strangers,” Andrea adds. “It was designed to celebrate the things they love — with warmth, quirk, and a kind of joyful exactness that only comes from living every decision.”

NEW SOIL TREATMENT OFFERS FASTER, GREENER ROUTE TO BROWNFIELD HOUSING DELIVERY
Housing developers and public sector bodies struggling to progress brownfield schemes due to escalating remediation costs now have a viable alternative. ReBind, a new soil treatment technology by SMR UK, offers a sustainable, on-site method for treating contaminated land. It’s already being used by major developers including Bellway, Redrow, Vistry Homes, and David Wilson Homes.
ReBind is a patented, lime-free binder that enables developers to stabilise and reuse up to 100% of contaminated soil on site.
This avoids the significant costs and delays associated with excavation, transport, and landfill disposal. With landfill tax now set at £126.15 per tonne— and total disposal costs for hazardous soil often reaching £160 per tonne— managing contaminated ground off-site places considerable strain on budgets. ReBind offers a more practical alternative by treating soil in situ, cutting these costs and helping keep projects on track.

The product has already delivered measurable results. On a major infrastructure project in Melton Mowbray, SMR UK worked with MWH Treatment Ltd to stabilise contaminated ground on-site, saving over £2 million and
cutting 1,300 vehicle movements. It also prevented more than 1,270 tonnes of CO2e emissions.
ReBind is designed to handle a wide range of contaminants, including hydrocarbons, heavy metals, solvents, pesticides, and multiple forms of asbestos. This makes it particularly useful on complex urban or industrial sites where mixed contamination is common.
With over 28 million tonnes of soil sent to landfill annually in the UK, ReBind provides a route to reduce reliance on dig-and-dump approaches. It aligns with the government’s push for sustainable brownfield redevelopment and helps unlock sites that may otherwise remain stalled due to remediation costs.

ARMA METAL PIPE BOXING FOR ENERGY
EFFICIENT HEATING
As the latest £1.8 billion wave of government funding helps shape the energy efficiency aims and activities of social housing providers over the next few years, the retrofitting of low carbon heating solutions will bring considerable benefits, but also some challenges.
With carbon reduction and energy efficiency driving the installation of cleaner heating solutions, the need to conceal exterior pipework and associated components forms an essential part of the final solution, which helps improves aesthetics while adding a level of physical protection to the system.
Concealing exposed pipework can present a range of challenges for social landlords and contractors, as part of carbon reduction programmes, as the boxing not only has to be aesthetic and easy to install but must also be cost effective.
While most interior pipe casing and boxing projects can be addressed with pre-formed and pre-finished plywood boxing, for external pipework, this solution is not practical or recommended, due to its lack of weather resistance.
Covering & protecting De-carbonisation and the move toward net zero goals have already resulted in the growing use of low carbon district heating schemes, as well as air-source heat pump installations, and ground source loop arrays, the need for versatile and durable pipe protection is essential.
Retrofit heat networks typically require large quantities of lagged pipework to be secured to the exterior walls of properties, often rising several storeys on a residential block before the distribution pipework branches off to serve each flat. For air source or ground source heat pump installations, the length of pipework required is usually considerably less than a large district heat network, but metal pipe boxing is used for precisely the same reasons - to conceal and protect pipework, which in most cases are located close to the ground and within easy reach.
Clearly, the location and routing of the pipework is dependent on the specifics of each project, so the pipe boxing also needs to be adaptable to meet these different project layouts. Other aspects, such as ease of installation and the choice of finish are also considerations when specifying metal pipe boxing to conceal energy efficient heating system installations.
Ease of installation & maintenance
As Arma metal boxing is bespoke manufactured from strong, lightweight
and corrosion resistant aluminium, to the dimensions and requirement of individual projects, this not only helps simplify the installation, but helps provide an integrated finish while also protecting the pipework from damage or tampering.
Two fixing options are available for Arma profiles with either an external flange or concealed angle bracket, both of which can be readily secured to external walls with suitable fixings.
Access for routine inspection and maintenance can also be incorporated into the metal boxing with the use of hinged doors or removable panels.
Finishing - blend or contrast
PPC finishes in any BS or RAL paint colour can be specified to contrast or blend in with wall colours and surroundings, while a range of dedicated accessories is also available, which include internal and external corners, as well as joint covers and end caps.

Ideal Heating Commercial takes extra care with the heat network
Ideal Heating Commercial POD Heat Interface Units (HIUs) and Evomax 2 condensing boilers have been installed into Ash View Extra Care in Huddersfield as part of a heat network designed to heat the 50 one and two bedroom flats and communal areas, along with hot water, at this new development for Kirklees Council.
Ash View Extra Care is a specialist housing development, designed to maintain the independence of older people who have care and/or support needs.
Ideal Heating Commercial has supplied four Evomax 2 100kW wall-mounted boilers in cascade as the energy centre at Ash View Extra Care, and 50 POD HIUs with first fix kits and factory fitted hard wired Mbus heat meters.
Evomax 2 is highly efficient, it has up to 99.6% full load efficiency and up to 110% part load efficiency, can operate at up to 30° Δ T, and boasts a high turndown of 5:1. The four Evomax 2 boilers at Ash View Extra Care are running in cascade on a standard height frame and header kit delivering 400kW of output for an energy efficient solution, as the cascade can turn down to accurately match any load from 400 - 20kW (20:1).
This method also increases the proportion of time where the boilers are modulating at part load, instead of cycling on and off, to satisfy the changing demands of the network over a day.

MAYPLAS THERMAL SOFFIT ACHIEVES A2
REACTION TO FIRE CLASSIFICATION
Mayplas’ Thermal Soffit, just launched in March, has now achieved an A2 Reaction to Fire classification and has been renamed ‘Thermafire A2 Soffit’.
The product is part of a range of insulation that Mayplas, a specialist manufacturer of passive fire protection, acoustic and thermal insulation, offers the housebuilding and construction industries.
Confirmed following testing as Reaction to Fire A2-s1,d0 according to BS EN 13501-1, the limited combustibility slab provides thermal and acoustic insulation within the soffit at the party wall junction.
Available in thicknesses of 100mm and 150mm, permitting the design of thermal performance to suit the construction, the Mayplas Thermafire A2 Soffit facilitates thermal resistance values to Approved Document L. It is suitable for both masonry and timber frame constructions.
It also provides resistance to the passage of sound, synonymous with stone mineral wool insulation.
Standard 600mm x 600mm slabs can be cut to size on site to ensure an accurate cut to fill the full soffit void at the party wall.
The soffit can be secured through the product to the timber truss or masonry block using the correct length of fixing for the width of the product.
Mayplas can supply appropriate fixings. In terms of application, the Thermafire A2 Soffit is valid for any wooden-based substrate* and is also valid with or without a cavity to the opposite side.
“Achieving an A2-s1, d0 Reaction to Fire classification for our Thermafire soffit product is proving very useful,” comments Michael Hunter, Mayplas’ Technical Director. “The test results open up new applications which we look forward to exploring with our housebuilder customers and with the construction industry more broadly.”

EUROFORM’S WEATHERCLAD MEETS BRIEF FOR ILFRACOMBE HOMES
Euroform’s WeatherClad® wood effect shiplap planks have been selected for Devonshire Homes’ new Ilfracombe development, Mariner’s Haven.
Euroform is supplying the low maintenance, fibre cement planks, which are manufactured according to BS EN 12467: 2012+A2:2018 and have BDA Agrément certification, in six bespoke colours.
Performance and look were key criteria for product selection for Devonshire Homes. Initially, Euroform provided samples of eight bespoke colours from which the housebuilder chose six to depict sand, grass, sea and sky. WeatherClad® is also
available in 21 standard colours, plus RAL and NCS colours on request, and Euroform provides a comprehensive range of colour matched profiles and trims. The natural timber effect of WeatherClad®, with its random embossed grain, and the width of the board will both add to the pleasing look. Boat house renovation benefits from “intuitive” membranes
A chemical engineer’s retirement project to convert a former fishing bothy is taking advantage of the benefits of two different membrane products from the A. Proctor Group: Facadeshield® UV and Proctor Air®
Originally, he planned to use an open-jointed timber cladding as the finish above the retained brickwork.
He therefore chose the A. Proctor Group’s Facadeshield UV membrane, which combines UV resistance, water resistance, and high vapour permeability. Designed specifically for open jointed cladding, Facadeshield UV is also dark in colour to provide a shadow effect in the open joints.
Ultimately, he had to amend his timber cladding specification to a closed system. The boat house sits right on the boundary of his property, and fire safety regulations necessitated a change in approach. Nevertheless, the qualities of Facadeshield UV still proved useful.
On the roof, David chose Proctor Air as an air permeable, low resistance (APLR) membrane, for use below a traditional slate finish.
As water can get into the space below the tile or slate, the chosen underlay must also be capable of resisting water ingress. While not waterproof, Proctor Air has a W1 water resistance, and can be left exposed to UV for up to three months.

Specialist contractor Wing Plastering Ltd exceeded client expectations with the Knauf Airless Finish system, working closely with distributor partner Encon & Nevill Long to deliver on two high-end residential schemes.
Knauf Airless Finish, an efficient spray alternative to traditional gypsum plaster for finishing walls and ceilings, was recently chosen by Wing Plastering for the regeneration of 368 high-end apartments at West Bar – part of a £300 million scheme at the heart of Sheffield city centre. The quality of Airless Finish and ease of application led to the project being completed ahead of schedule and to an excellent standard.
Main contractor Bowmer + Kirkland was so impressed by the results at West Bar that Wing Plastering was also awarded the contract for two high-rise apartment blocks at Whitehall Riverside, Leeds that required an equally high-quality finish and reliable delivery.
Airless Finish is ideal for high-rise residential buildings where extensive application is required. The innovative solution is quick and easy to apply, uses less water than traditional finishing methods and leaves a flawless finish that removes the need for a mist coat. The system not only accelerates project timelines but also enhances durability and quality, reducing post-application returns.
Efficiency savings, however, can easily be undone by delivery delays. Encon & Nevill Long held regular catch ups with Wing Plastering to track progress and
leveraged its longstanding relationship with Knauf UK & Ireland to ensure materials arrived on time and in full.

A trio of multi-skilled tradesmen—Andrew Bourne, Mike Chellew, and Peter Adams—are restoring a 150-year-old stone-built cottage in Hayle using three thicknesses of Marmox Multiboard to combat damp and improve energy performance. Bourne of ‘Bourne to Build’ and Chellew of Southwest Renovations have worked together since the early 2000s. Adams joined five years ago, adding bespoke carpentry to their stonework, roofing, and building expertise.
They’re lining walls with 40mm Marmox Multiboard, using 10mm for window reveals, and laying 60mm boards on a concrete floor to insulate and prepare for hydronic underfloor heating. All materials are supplied by Bradfords Builders Merchants, Penzance.
Peter Adams comments: “Generally we go in for quite modern upgrades of period properties to improve the amenity and greatly extend the life of the buildings for our clients. In the case of this three-bedroom house in Hayle, the owner was seeking to
significantly improve the thermal performance of what had been quite a cold house which had also suffered from damp problems in areas. So, where in the past we have typically used Multiboard for renovating bathrooms, here we are installing it across the inner face of all the external walls.”
Marmox Multiboards are made from extruded polystyrene (XPS) encapsulated in reinforced polymer concrete. Available in thicknesses up to 60mm, they are fully waterproof, lightweight, easy to cut, and capable of sustaining substantial loads—ideal for flooring. CCF launches groundbreaking carbon report tool
Wraptite® converts property developer to benefits of external airtightness layer
Chris Boyes, a timber frame property developer, trialled A. Proctor Group’s Wraptite® on a Scalby Road project in Scarborough—his first using an external airtightness line. Traditionally detailing airtightness internally, Chris applied Wraptite to the exterior walls and roof, saying: “Using Wraptite was a no-brainer.”
The property features a 140mm timber stud filled with insulation, a sheathing board, 50mm of rigid insulation, and the Wraptite membrane, finished with cladding or rendered board. The membrane continued over the pitched roof, finished in standing seam metal, reducing thermal bridging and air leakage.
“With the walls and roof covered in Wraptite, the only areas with the potential for air leakage were the junction at the ground floor, and around the windows,” said Chris. These were sealed using a radon barrier and Wraptite Liquid Flashing. The only penetrations were one cable and one water pipe.
Airtightness testing returned 0.35 ACH—far surpassing the usual 1.0–2.0 ACH—prompting testers to recalibrate their equipment. “It’s just about being educated,” Chris said. “Wraptite simplifies everything and it’s a really impressive product.
